The leaves have changed color from lively shades of green to their now orange and yellow tones.

The weather is comfortably cool.

And the holiday season is here.

The annual candy-grabbing festivities aside, the countdown to Oct. 31 is filled with ghost stories, haunted houses and paranormal activities for the thrill seekers.

Harrisburg officials visit Northside communities

By Justin Criado Officials with the Pennslyvania Department of Community & Economic Development (DCED), which toured various development projects in Northside as a group Sept. 17 as part of a larger Pittsburgh tour,

was pleased with what they saw.

The Northside tour, which started at Troy Hill’s Penn Brewery, took the group through several neighborhoods on a duck boat, courtesy of Just Ducky tours, while Northside Leadership Conference (NSLC) executive director Mark Fatla served as the

unofficial tour guide through Troy Hill, East Deutschtown, Historic Deutschtown, Central Northside, Manchester and North Shore.

“I got to tell you it’s extremely impressive,” Michael Cortez said of the Northside. “It’s one of the most entertaining tours I’ve had.”

Cortez is the DCED senior advisor to the secretary and acting deputy of community affairs & development. Housing and business development projects were highlighted in each neighborhood along with a brief history and background of each.

“It’s nice to see the communities being revitalized,” DCED executive director Peter Zug said.

Different DCED funds and tax credits have helped support numerous Northside projects, including the retaining wall renovations and future expansion plans of Penn Brewery, new housing developments in Manchester, and the renovation of the Garden Theatre and Masonic

building in Central Northside.

“Sometimes we sit back and projects are, as I call them, 8x11 projects. They’re whatever’s on that piece of paper,” Cortez said. “That’s an unfair way to take a look at a project.

“Get out here and take a look at the passion that these guys have, whether it’s the Penn Brewery project or the elimination of blight or whatever it is.”

Other than showcasing developments, Fatla spoke about the Northside’s vast and diverse history, particularly the German heritage and working class culture.

The unique tour left an indelible mark on the group, and served as a reminder of why community groups like the NSLC are so importnat to the DCED, according to Cortez.

“That’s why these groups are so critical to the administration, DCED because we rely on them to help identify issues and help implement programs."

Public Safety The Northside Public Safety Council would like to remind residents to be aware of vacant properties and lots, which are possible hot spots for illegal activity, according to Northside Public Safety Council President David Stacy.

“In vacant homes there can be squatters,” Stacy said refferring to people who use abandoned homes for refuge, especially during the cold weather months.\ In addition to unwanted visitors, empty homes are often searched and stripped of any metals or materials that can be sold for scrap.

Stacy reiterated: “They’re hotspots for illegal activity,” he said of vacant properties and lots.

“We just want to remind citizens to be aware of them.”

In other public safety news, in August there were approximately 628 incidents reported, which led to approximately 197 arrests in Northside neighborhoods.

The Northside Public Safety Council is a nonprofit corporation composed of community leaders, businesses, government officials the Housing Authority, property owners and the Zone 1 Pittsburgh Police. As always, the Committee meets the first Thursday of each month at 5:30 p.m. on the mezzanine level of The NSLC offices located at 4 Allegheny Center in Central Northside.

“We’re really hoping that we bring the community together,” Kainaroi said. “It was part of (The Heart of Troy Hill) plan, which had plans to develop this park. A lot went in to it. We met every two weeks last year.”

The Troy Hill Citizens, Inc. (THC) received a Love Your Block grant from the city of Pittsburgh in August and with help from the Design Center of Pittsburgh and landscape architecture & planning company Origin 4 Design maximized the park’s space.

Origin 4 Design partners Rebecca Mizikar and Laura Santore wanted to create more functional spaces, and did so by moving the flag pole from the middle of the park to one of the corners and using the large blocks that lined the

pathways as benches for the risen open-air stage. There is also a children’s play area in one corner.

“We wanted to repurpose the rocks and keep some of the same elements that were here,” Santore said. “Make it more organic.”

Kainaroi said the new theater area will provide an opportunity to attract more events as well.

“We’d love to see next year some more programming for the theater area,” Kainoroi said.

The event featured live music, a climbing wall courtesy of Venture Outdoors Climb Pittsburgh, and a sundae bar.

“You’ve worked hard on this,” councilwoman Darlene Harris said to the crowd. “Enjoy it. It’s yours.”

Neck ties were used for the ribbon as all the THC board members along with community members who help maintain the park cut a piece all at once.

The Northside is home to a host of amenities and cultural destinations. I recently took a tour of the National Aviary to check out new exhibits, and discuss their plans to reconfigure an outdoor habitat area for their Andean condors.

I will not support a property tax increase on city residents because I believe that we already pay our fair share. There is plenty of room for cuts in wasteful spending, and there are other methods that we can use to raise revenue.

Pipitone Group gives back

By Justin Criado The Pipitone Group (PG) took the old giving back to your community adage to heart Sept.

16 as the 42 employees of the Observatory Hill-based communications company participated in an annual volunteer day.

The employees cleared, landscaped and beautified three different parts of the Observatory Hill community, including putting up new signage at the island on the base of East Street, and the base of Baytree Street and Evergreen Road.

“It’s just a positive thing that the whole group comes together,” owner and CEO Scott Pipitone said. “I’ve always been involved with this stuff.”

In the past, the efforts have focused on other Northside neighborhoods, but the group wanted to focus on Observatory Hill, which the company has called home since 1998.

“We were kind of excited about cleaning up our own neighborhood this year,” principal and chief creative officer Jeff Piatt said. “It’s always really positive.”

The PG received a $1,000 Love Your Block (LYB) grant from the city of Pittsburgh

along with support from the Observatory Hill, Inc. and local business district.

“They’ve all been able to help me so why not try to do these things back?,” Pipitone said.

The 3900 block of Perrysville Ave. is home to a dozen Observatory Hill businesses, including Pipitone’s, but a string of empty store fronts takes away from the overall image.

That’s why the PG came up with a creative, and educational, way to dress-up the abandoned businesses in the form of banners that highlight the neighborhood’s history.

“There’s nothing like getting outside of your element and doing a project,” director of communications Paul O’Rourke said. “It’s going to be nice driving in to work knowing we had something to do with this.”

Long-time resident Janet Pazzynski took to the social media app. Next Door to express her gratitude.

“A tremendous THANK YOU goes out to Scott Pipitone and the Pipitone Group for cleaning up and transforming the blighted business district in Observatory Hill,” Pazzynski posted. “Thank you for making a difference.”

New Brightwood business

By Nick Buzzelli As a former corner tavern turned creamery on Shadeland and Woodland Avenue sat vacant for 14 years, Brightwood residents Lateresa and Michael Blackwell thought it would be the perfect opportunity to purchase it from the New Hope Church, which owned the property at the time, and turn it in to a fresh, thriving new business.

The Blackwell’s –along with their son, Manuel Williams– decided to rebrand the business as Café On the Corner in order to revitalize the building, which had once been tagged as a “nuisance bar” throughout the community.

“One day we just said, ‘Hey, this building is sitting here, it’s an opportunity to do something beautiful in the community, to draw the community together as one. Let’s look at it,’” Lateresa said during Café On the Corner’s grand opening Saturday, Aug. 30. “And so we approached the church and they were waiting for us, actually.

They were waiting for us because as soon as we went to them and asked them if we could purchase the building they were elated.”

After acquiring the blue-bricked building the husband and wife duo wanted to create a familyoriented venture that would allow them to spend more time together.

And they found it in the current eatery, which specializes in soup, salad and sandwiches.

“My experience as a chef, my son’s experience as an entrepreneur and my wife’s experience as a leader, we just all came together with the café being available and we put our thoughts together and our prayers together and it happened,” Michael said. “We always had visions of doing something. If it wasn’t this, we were going to do something as a family.”

In her job as an admissions counselor at South University, Lateresa is tasked with helping students find what they are passionate about so they can chose a career path.

By combining the skills she utilizes on a daily basis at the online educational institution with her new endeavor, Lateresa said the restaurant’s unused second floor may eventually serve as a computer hub where patrons can receive résumé and cover letter training.

Joining in the celebration of the inaugural opening of Café On the Corner was Pennsylvania state rep. Jake Wheatley, Jr. and Pittsburgh councilwoman Darlene Harris.

California-Kirkbride post office delivers perishables

By Justin Criado The post office on CaliforniaKirkbride’s California Avenue has been delivering more than just mail to Joan Kimmel and the The Urban Gardener center on Brighton Road.

Over the summer and in to the fall even, the post office kept a garden in its extra outdoor space, and donated mounds of vegetables and fruit to the garden center.

“Suddenly, this year the post office had the idea to use the space as a garden,” Kimmel said. “They just showed up.”

Kimmel was surprised, but excited, of course. “Bring it on,” she said.

The center served as one of two food donation drop-off points for the Greater Pittsburgh

Community (GPC) Food Bank, but Kimmel admits donations were harder to come by in the past.

“We too often had to turn them away because there wasn’t any donations, especially produce,” Kimmel admitted.

The donations have always been given to the Northside Common Ministries Community Food Pantry, which is the largest client of the GPC Food Bank.

With the recent surge of post office produce deliveries, Kimmel believed it could catch on with other community members.

“I hope it will encourage other people,” Kimmel said.

The center accepted donations every Saturday until October when it became too cold to plant.

Red flags for homebuyers: Part 1 of a series

John Canning: Hidden History “Back in the day,” so to say, Joseph Fitzpatrick, who was an artist and art supervisor in the Pittsburgh Public Schools, would frequently stop by our art classes in the John Morrow school.

He was kind and seemed a bit eccentric to us (although we did not know the word eccentric in those days.) Fitzpatrick would often talk to us about how we looked at different objects, people and places. He would always remind us to look at things to really see them for what they were, and thereby remember them. His slogan was “Look to See to Remember.”

That slogan came to mind recently when waiting at a red light at the corner of Linden Place and East North Avenue.

On the side of a house was a cast iron coal shoot door. On that door was the name of an long gone hardware firm; Voegtly and Steiner. Later that day, while picking up our granddaughter at the Sarah Heinz House, I successfully avoided rush hour traffic, by driving along the back streets of East North Shore.

There is where I came across the sign for Voegtly Street on a city street sign post as well as one cut into stone on the corner of a desolate 19th century house at the corner of Voegtly and Lacock Streets. The Voegtly name is well known to the folks up on Troy Hill because of the large Voegtly Cemetery at

the far end of Lowrie Street.

Here is a name to remember, if you want to know much about the early history of the eastern neighborhoods of the Northside.

The Voegtly and the Rickenbach (Before you ask, yes, there is a Rickenbach Street in the community of East Deutschtown and Spring Garden) were two families that seemed to be joined at the hip.

Nicholas Voegtly, Jr. was married to Maria Rickenbach.

And Maria’s brother Henry (or Heinrich) was married to Nicholas’s sister. In 1823 these two families immigrated from Canton Basel in Switzerland and purchased a very sizable amount of unsettled territory east ofAllegheny City, as Northside was known back then, from James O’Hara.

“Little Switzerland” or as some referred to it as “the Swiss hole” became the center of later German speaking settlers and immigrants.

Rickenbach sold his interests to the Voegtleys and moved on to Ohio. By the time of the Civil War the Voegtly family had established a flour mill (alongside the Pennsylvania Canal), a cotton mill, and saw mill and lumber yard as well their own church; Deutsche Evangelishe Protestant. It was this congregation that established the cemetery on Troy Hill.

What remains today are the hidden historical artifacts and clues of their earlier presence in such places as coal shoot doors.

Crucial program, regulatory change can make electric bills more affordable

The calendar has turned to fall, and many home heating systems have turned on as temperatures drop. With home heating season here, I want to let you know about a statewide program and regulation change to help make electric bills a little more affordable.

Last year, thousands of Pennsylvanians saw their electric bills double or triple in just a month.

Those who were subject to the price spike had a variable-rate contract with an electric supplier or fixed-rate contract that expired.

To help prevent a repeat of those spikes, the Pennsylvania Public Utility Commission directed that electric supplier disclosure statements include a clear and concise summary for consumers.

The statement includes the

Brief Halloween History

Around the world the celebration of Halloween takes place each year on Oct. 31. The name “Halloween” a shortening of “All Hallow’s Eve” The origins of the spooky holiday began during an ancient Celtic festival called Samhein.

In Celtic culture, Samhein was a celebration of the end of harvest season as they prepared for winter.

The reason for the spooky masks and costumes at Halloween was originally for people who wanted to scare away evil spirits.

Children then began dressing up in costumes asking “Trick or Treat?”

If homeowners gave the kids a “treat,” which they oftern did, nothing would happen, but if they didn’t the homeowners were given a “trick” or bad luck, so they thought.

Nowadays the spirits are gone.

Halloween in America is celebrated annually Oct. 31 with haunted houses, costume parties and scary movies, amongst other festivities.

Northside schools show gains in state standardized tests

By Merecedes J. Howze Pittsburgh Public Schools (PPS) released preliminary Pennsylvania System of School Assessment (PSSA) and Keystone exams data Sept. 9 at an Education Committee Meeting. The standardized test data showed that schools on the Northside experienced significant increases for both state tests.

“We are encouraged by the growth we have seen in student achievement on this year’s state exams, and are grateful of the hard work our principals and teachers did to achieve these gains,” PPS superintendent Linda Lane said.

“We will use this information, along with other indicators, to learn what is going well at our schools and what support is needed to improve student performance across the district,” Dr. Lane added.

Pittsburgh King PreK-8 Under new leadership, Pittsburgh King’s Leah McCord gave credit to her assistant principals, Geraldine Abrams and Andrea Brown, former principal, Dr. Shana Nelson, and staff for the school’s jump in scores.

“Our teachers will continue to work hard to improve their practices in order to improve student learning, including test preparation,”

One of the school’s practices includes a newly formed data team which will assist teachers in having a deep understanding of data and how to conduct data mining.

The K-8 school, which has about 560 students, displayed significant growth in three subjects and an increase of African American students scoring proficient or advanced in both reading and math.

In Science, Pittsburgh King’s fourth graders achieved the second highest gains in proficiency, moving up 25.3 percent. In Mathematics, 4th – 8th graders (excluding 7th grade) also showed double digit gains in scoring proficient on the latest PSSA test. In Reading, 3rd and 4th graders showed double digit gains in proficiency. Pittsburgh King’s 4th graders showed double digit gains in all three subjects; Reading, Science, and Math.

The district’s third largest K-8 school showed the greatest improvements in Math proficient

scores for African American students. With a 17.2 percent increase, Pittsburgh King’s African American students tested proficient or advanced in math, increasing from 30.1 percent in 2013 to 47.3 percent in this year. For Reading, the percentage of African American students scoring proficient or advanced increased from 21.9 percent in 2013 to 33.5 percent in 2014.

Pittsburgh Perry Traditional Academy The Perrysville Avenue high school is one of only four schools that increased Keystone exam scores in all three subjects; Algebra I, Literature, and Biology.

Pittsburgh Perry snagged the highest gain on the Literature Keystone exams with an increase just under 10 percent from last year’s results.

Pittsburgh Allegheny K-5 Showed a slight increase in math and reading, averaging a 3.75 percent increase. Third graders, who are currently 4th graders, gained the highest double digit increase

in reading district wide, moving up 11 percentage points.

With similar accomplishments, Pittsburgh Manchester was recognized for having double digit gains in grades third, fifth, and seventh in reading. As for mathematics, the school’s fourth and fifth graders increased proficient or advanced scores. Fifth graders had a 38 percent increase. The fifth graders also had the highest double digit gain in writing across the district wiht a 23.2 percent increase.

Pittsburgh Morrow’s swept the board with increases in every subject area, but 6th graders showed the highest gain in mathematics with 21.4 percent.

Lastly, fifth graders at Pittsburgh Spring Hill elementary school ranked in the top five for double digit gains in reading proficiency.

Fifth graders also showed relevant strides in increasing the number of provident or advanced African American scores in all four genres.
