Each September, the city of Naples throws a celebration in honor one of its iconic dishes, the pizza napoletana. During the annual Pizzafest, competitions are held to determine the best local pizzamaker as folk music and dance fill the streets. For residents and guests of Naval Support Activity (NSA) Naples, the atmosphere and ambiance of this festival was felt on base for the first time Sept. 15, when the USO Naples and the Welfare Recreation Association (WRA) joined forces to bring the first-ever Pizza Fest to the Support Site. Unless you have a brick woodfire oven in your home, going out to a local pizzeria may the only way to taste a real Neapolitan pizza. However, for some families, getting off base can be a challenge. “Our car isn’t working well these days, so this couldn’t have come at a better time,” said Sheila Ludwick. “This is our first ‘pizza fest’ and so far it’s great. The pizza is really good.” The festival generated high turnout and positive feedback from the community, said Luisa Mazzella, USO Naples’ operations manager. The response was exactly what Mazzella was hoping for, she said. “This event was all about giving newcomers and community members the unique opportunity to taste authentic Neapolitan pizza right in their backyard,” said Mazzella. “Look at all these people… this is amazing.” The event couldn’t have been pulled off without the WRA, said USO Naples director Sabrina Pullido. “WRA went to great lengths to organize the logistics of having a traditional wood pizza oven for the event, as well as the set up for what one might typically find at the downtown fest,” Pullido said. The new petroleum product coupons for NATO forces in Italy will be on sale at Navy Exchange outlets beginning Sept. 26. The coupons will be valid from Oct. 1, 2012 through Sept. 30, 2013. All new gas and diesel coupons may be redeemed at any AGIP or ENI station beginning Oct. 1. Any gasoline coupons purchased in advance will count against the October ration allowance and cannot be used until Oct. 1. Current coupons will be accepted by AGIP and ENI dealers through Sept. 30. In addition to the new petroleum product coupons, the new liquefied petroleum gas coupons will be available at the Navy Exchange beginning Oct. 1. Expired petroleum product and liquid petroleum gas coupons may be returned to the Navy Exchange at either Capodichino or the Support Site in Gricignano for a refund within 90 days of the expiration date. see GAS COUPONS Page 5

Hispanic Heritage celebration at hospital Oct. 4

This week Naples celebrated the feast of San Gennaro, punctuated by the miracle of the blood in the Naples cathedral on Wednesday. Legend has it that if ever the blood of San Gennaro doesn’t liquefy during the ceremony, a terrible catastrophe will befall the city. Thankfully, it did liquefy this year, so, according to legend, we can all rest easy for another year. However, do not rely on myth and legend to ensure you and your family are ready in case of an emergency. Register today at www.shakeout.org/italia to participate in the largest earthquake preparedness event ever and to receive e-mail updates on the latest disaster preparedness information. At 10:18 Oct. 18, there will be an earthquake drill and evacuation of participating commands, followed by a brief presentation and emergency preparedness fair in the Capodichino and Support Site piazza areas. Plan on participating and coming to the event to ensure your family has the latest disaster preparedness information and is ready should disaster strike! There’s a good article in this issue of Panorama outlining some of the many challenges our personnel and the housing department face in attempting to expeditiously get our people into economy housing in the Naples area. Naval Support Activity (NSA) Naples has been working with a Lean Six Sigma team over the last several weeks to formulate a plan to improve the process, and the team arrived this week to begin the nearly four- to six-month review. I encourage you all to read the article, as it provides a sense of some of the difficulties that must be overcome. Not fully discussed are the many restrictions and requirements imposed on us by local, regional, national, and international law, or language barriers and cultural differences. There will be positive changes as a result of this efficiency study, and NSA is committed to improving the process to better serve the community. The Combined Federal Campaign has kicked off, and I urge everyone to contribute what you can to one of the many worthy charities. Of note, money donated to Family Support and Youth Programs (FSYP) comes right back to NSA Naples and is used to support local organizations and that benefit our own community. This year alone, we provided more than $13,000 to groups like the Coalition of Sailors Against Destructive Decisions, the Scouting organizations and the Naples Tiger Sharks Swim Team due to your generous contributions. Keep FSYP in mind as you make your donations. NSA conducts over 100 sobriety checkpoints a month around the installation. In addition, security forces conduct checks when they have reasonable cause. Our DUI numbers are up this year as a result of a nearly 300-percent increase in checkpoints compared to 2 years ago. The reason for the increase is simple: I am committed to keeping drunk drivers off the road, whether on the Support Site, Capodichino or out in town. Driving in Naples is challenging enough when completely sober. Driving after having had a few drinks is a risk to yourself and other innocent drivers on the road. It degrades our mission, as well as the reputation of our service members, the United States Navy and our country. The Italians are our gracious hosts, and we are clamping down on this violation of trust. If you are going to drink, have a plan and stick to it. Do not allow alcohol to ruin your life, wreck your career, or cause harm to another. Do not denigrate the reputation and standing of our Navy and the nation we so proudly serve. If you’ve been following the news, you know there are heightened tensions across the world right now. I want to remind everyone to exercise caution, stay alert and maintain a low profile in public areas. Maintain good situational awareness of your surroundings. If you see something, say something. Report any suspicious activity to NSA security at 911 (from on base) or at 081-568-4911 (from off base). Often it has been the vigilance of members of the community that has highlighted suspicious activity for further investigation, and defeated attempts of those who would do us harm at locations around the globe. Remain vigilant to help us ensure everyone remains safe. Don’t let current events keep you locked up in your house, though. This weekend we have the Carney Park flea market and the fall Youth Sports Opening Day. The flea market will be open from 9 a.m. to 2 p.m. and Youth Sports gets underway at 10 a.m. The Wildcats play at home this weekend again, so here’s a rundown of their schedule: volleyball plays tonight at 6 p.m., cross country will race at tomorrow at 8:45 a.m. at Carney Park, and tennis and volleyball will also play on Support Site at 9 a.m. Saturday. The football team plays ISB at 1 p.m. at the Wildcat stadium Saturday. Go Wildcats! Teens, be sure to head to the Club Beyond kickoff event directly after the football game. Be sure to check out the great tours the USO and Information, Tours and Travel have coming up. Get out and enjoy the good weather and this beautiful country. Have a great weekend!

New CNIC energy policy requires powering down computers In an effort to achieve energy conservation goals set by Commander, Navy Installations Command and reduce utility costs across the Navy, all personnel are now requested to not simply log out of workstations at the end of each day, but rather to power them down. Verona couple says ‘I do’ while biking The first bicycle wedding in Italy occurred last Saturday beneath the famous balcony of the House of Juliet in Verona. During the ceremony, the bride, groom and guests arrived on two wheels. Afterward, the Verona city administration gave the bride and groom a special ‘Wedding bike’ as a symbolic gift designed to raise awareness of the use of the bicycle. Getting married on a bicycle is not a new idea in the rest of Europe, where there is much more environmental awareness, but this Italian couple wanted to encourage more Italians to follow their example on the most important day of their lives. Last weekend, Verona hosted the 70th edition of the international bicycle show.

Women discovers tube in her abdomen from 23 years ago Strange things can happen when you go under the knife. Case in point: A woman went into surgery to remove her appendix in 1989. It turns out that the doctors left a 12-centimeter drainage tube in the woman’s abdomen. At least two doctors in the northern Italian city of Genoa are now under investigation. The woman, who was being treated for chronic colitis, was admitted to the hospital after she complained she had strong stomach pains for many years.

Italians driving less due to cost of gas A recent study reported that one out of four Italian families decided to take vacations close to home this summer. Due to the high cost of

Milan now home to world’s largest vertical garden A town in the province of Milan has been awarded the Guinness world record for the largest vertical garden in the world. The façade of a shopping mall has been covered by 44,000 plants and 200 flowers. The green wall is an example of sustainable architecture that “combines beauty and energy savings in an environmentally friendly setting,” said the creator, Francesco Bollani. The previous record belongs to a hotel in Madrid, Spain that has a 75-foot high wall.

Sponsors vying to fund Rialto Bridge restoration The Rialto Bridge in Venice is in need of restoration, and private sponsors are now competing over who will get to fund the €5 million project. The competition to become the project sponsor will last 60 days. The sponsor who is selected will be able to display its advertising on the bridge while work is underway. The Rialto Bridge restoration is expected to take 18 months, with plans to finish in April 2015. Additionally, the city of Venice plans to restore the wooden Academia Bridge, which is also located on the Grand Canal.

Combined Federal Campaign-Overseas now underway By Panorama staff

The 2011 Combined Federal Campaign season began Sept. 17 at Naval Support Activity (NSA) Naples with a kick-off event at Capodichino. CFC is the world's largest and most successful annual workplace charity campaign, with more than 200 CFC campaigns throughout the country and internationally helping to raise millions of dollars each year. Pledges made by federal civilian, postal and military donors during the campaign season support eligible nonprofit organizations that provide health and human service benefits throughout the world. During Wednesday’s campaign kickoff at NSA Naples, Capt. Scott Gray, NSA Naples’ commanding officer, made the year’s first pledge, followed by Cmdr. Robert Barbee, NSA Naples’ executive officer, and Master Chief Charles Collins, NSA Naples’ command master chief. On Sept. 8, the Naples Navy Junior Reserve Officer Training Corps (NJROTC) unit hosted its annual Welcome Back Picnic to greet returning staff members and say “welcome aboard” to the new recruits. At this event, all cadets participated in various teambuilding exercises such, as tug-of-war. After the teambuilding exercises, awards were handed out for the cadets that went to the JROTC Cadet Leadership Challenge camp in Germany. The picnic was the unit’s first all hands event of the year, and there are still more to come. Coming up in October, there will be an all hands formation to promote all of the recruits to the grade of E-2, or Cadet Seaman Apprentice, and to hand out awards that other cadets will earn by that date. Looking way ahead to November, the Naples Drill Team will go up to Lakenheath Air Force Base to participate in a drill competition. Combined Federal Campaign. Last year, the NSA Naples community donated $217,633.66 throughout the course of the fund drive, while U.S. federal employees as a whole pledged $272 million to participating local, national and international charities. Contributors also have the option to give to the overseas military community through the Family Support and Youth Program (FSYP) fund. FSYP donations are returned to overseas military installations to support quality of life programs for uniformed service members, federal civilians and their families. Legal assistance services to Flu vaccines now available for some change offices Oct. 1 From Navy Region Europe, Africa, Southwest Asia Public Affairs

Military personnel and families in Naples, Italy will be offered legal assistance through the Navy Region Europe, Africa, Southwest Asia (EURAFSWA) Region Legal Service Office starting Oct. 1. The change is part of a Navywide realignment of legal assistance and defense services. The RLSO at Navy installations in Italy, Spain and Bahrain will assume legal assistance functions currently handled by the Naval Legal Service Office (NLSO), to include services for family law, immigration, wills and estate planning, military benefits, consumer and financial affairs, and deployment readiness. At Naval Support Activity Naples, the NLSO will become the Defense Service Office (DSO) and only provide defense services for military members facing courts-martial and other disciplinary or administrative actions. “Clients may need to call a different phone number or go to a new location to receive legal assistance and defense services,” said RLSO Judge Advocate Lt. j.g. Christin Cotten, based in Naples, Italy. “After Oct. 1, RLSO will be the location for legal assistance and the DSO will be the new place for defense services.” There will be closings and limited legal assistance, civil law, or defense services offered by legal offices across the EURAFSWA region between Sept. 24 and Sept. 28 as they transition. Personnel are encouraged visit their local NLSO and RLSO offices beforehand with any questions, said Cotten. The RLSO and NLSO at Capodichino are scheduled to close Sept. 24 to 25. Military legal offices will remain located in the Admin II building after the realignment. Service members will be able to reach the RLSO at 081-5684576/4391 and new the DSO at 081-568-3131 beginning in October.

Be ‘Ready Navy’ – sign up to be notified during emergencies From Commander, Navy Installations Command Are you ready to be notified in the event of an emergency or base closure? A quick and easy sign up to the Wide Area Alert Notification (WAAN) system could save you in more ways than you can imagine. Deployed by the Navy in 2008, the WAAN system provides Navy installations worldwide with an effective and reliable mass notification system that can be used during a crisis to warn and direct affected personnel. “As a civilian employee, I thought that my home phone or cell phone numbers were none of my command's business. And certainly they didn't need to know my kids' personal information,” says Marcher Castell, a civilian who works at the Commander, Navy Installations Command (CNIC) headquarters. “Of course, that meant that they couldn't call me to tell me to evacuate, or include my children in the evacuation count. They couldn't even call me to tell me something simple like the power being out in my building and not to drive all the way in to the office.” All military, civil service, and contractor personnel with a One-Net user account are required to register at least their office e-mail address and phone number in the WAAN. Registering personal emergency contact information also is strongly encouraged. As Marcher discovered, the Navy can’t alert you if it cannot find you. Registration is not automatic, but by providing your personal contact information, you take advantage of the following benefits: • Registration enhances your safety and empowers you to react in times of crisis. • Registration ensures that real-time alerts provide information to you and your family on what to do and where to go in an emergency. • Registration allows you to find out about base closures due to weather or an emergency, before you show up. • Registration permits you to be notified when it is clear/safe to return to the installation. Rest assured; your personal information is safeguarded. How to register 1. One Net users — right-click on the Purple Globe icon (bottom right corner on desktop). 2. Select “Access Self Service.” 3. Select the “My Info” tab and update your Last Name, First Name, and Display Name and save. 4. Why does the housing process take so long? By Lt. Stephen McPherson

ith the summer travel season winding down, September is a good time to discuss a question sometimes heard in the greater Naples area: Why does the housing process take so long?

W

WHERE WE ARE: During the past sixty years, the U.S. Navy has learned many lessons about life and work in Naples. Many of the processes and procedures we currently have in place in the housing office are the result of lessons we and our service members have “learned in blood.” That is, the Navy has learned many lessons as a result of bad experiences. Because of this, the housing process has many safeguards and checks and balances built into the system. There have been instances in the past of residents getting a knock on the door at 10 p.m. and being told by police to immediately vacate their home because it had been illegally constructed. The Naval Support Activity (NSA) Naples housing office helps facilitate accommodations through private leases between individual Italians and U.S. or NATO personnel. In doing so, we strive to protect those who we serve. The housing office had 25,361 customers walk through the front door last year (not including landlords and agents) for various reasons, and the office fielded more than 100,000 phone calls. Personnel served include those stationed in Naples and Gaeta, such as NATO-Allied Joint Force Command Naples personnel, employees of the U.S. Department of Defense (DOD), and members of the U.S. armed forces. This includes both on-base and off-base customers. The housing office provides area orientation briefs for new arrivals; shows properties; manages assignments, pre-contract appointments, inspections, and contract assignments; translates for real estate-related communications; and works as a liaison between those seeking a home and Italians who want to rent their properties. The housing office also manages the two parcos and nearly 1,000 units on the Support Site, responding to maintenance emergencies, electrical and carbon monoxide gas problems, mold and mildew complaints, pet issues, and a variety of other concerns. Generally, the complaints about the housing office relate to frustration with the process, especially with how long it takes from beginning to end. Typically, prospective tenants complain about 1) not being allowed to rent a home of their choosing, 2) the time between appointments, and 3) the transition from Temporary Lodging Assistance (TLA) to moving into a home. There are many things that contribute to delays, including that the Navy is experiencing increasing fiscal and manpower con-

straints. Senior Navy leadership has made the conscious decision to shift resources from the shore establishment to the sea-going and war-fighting organizations. The housing office has not been immune and has been shortstaffed over the past few years. Currently, the housing department is understaffed by 15 percent, following a mandated reorganization that occurred several years ago. This usually manifests itself during the busy summer season, as the manning is based not on peak demand but on average workload throughout the year. The summer surge of PCS transfers, shortage of personnel, and Italian holidays further exacerbate the problems and cause the time between appointments to grow significantly, which often leads to customer frustration. In order to minimize the impact, the housing office routinely pays significant overtime costs to reduce the wait lists and work through the current backlog. There is some light at the end of the tunnel, as the housing office has begun to fill several critical vacant billets and is making progress on additional hires. Hopefully you’ve discovered what a wonderful place Naples is. Much is made of the difference in culture in another country, and these differences affect the housing office as well. For example, August is the traditional vacation month in Italy, and this can affect staffing, landlord availability, and the services available in the economy. Things slow down. The gas company may be unable to provide timely service. The repairs you’ve requested may take more time than planned. This is a fact of life in Italy during August. Additionally, the Naples area experiences a higher crime rate than some other parts of Italy. The housing office, therefore, goes above and beyond to ensure more stringent inspection criteria (alarm systems, shutters, etc.) to see that our personnel are protected. Italian laws affect the housing process too. Proof of ownership is an important issue. The Italian government requires various deeds, ownership documents, building permits and registrations of property. The housing office verifies these materials as well in order to protect our residents. In Monte di Procida last year, protestors shut down roads and caused general civil unrest due to Italian law enforcement

evictions of people who had built homes on land that was not theirs. Housing officials have to take steps – sometimes very deliberate steps – in order to protect you. While this verification process adds additional time, it prevents our personnel from finding themselves in the precarious position of having to vacate their residence on short notice due to Italian law enforcement actions. In years past, U. S. service personnel were caught up in similar situations, and you can imagine the inconvenience and consternation this would entail. Ever since the housing department has taken the added step of verifying registration (which adds time to the process), there have been no cases of our personnel being evicted. Most military members or DOD civilians eventually run into an instruction, regulation or rule within DOD that causes frustration. Not only is the housing office constrained by Italian law as stated above, but the U.S. military chain of command details further rules and regulations to be followed. For example, often a house will not pass the DOD and NSA Naples-mandated inspection. One of the NSA requirements is that there are at least two separate and distinct means of securing your prospective home. Most often this means an alarm system as well as metal shutters on all windows and doors. If a home does not have this, by policy, the home cannot be approved for occupancy. Usually, most landlords cure any defect in time to have the house re-inspected and ready for occupancy. The housing office isn’t trying to keep you out of your Italian dream home, but rather is attempting to balance your enthusiasm and desire to get settled rapidly with ensuring your safety and security. The housing office is trying to protect you, your loved ones, and your possessions. An executive order stipulates that the U.S. government will not do business with organized crime, which adds additional weight to the housing office’s ongoing commitment to verify all landlords, properties and service providers with the Italian government. We work closely with local, regional and national law enforcement agencies to ensure adherence to all applicable rules and regulations. Occasionally, we receive information on houses that are being investigated and are going through the legal process of

seizure. This information is provided for the benefit of the Navy and is sensitive in nature, as it may be part of an ongoing investigation; thus, it is not public information. If the housing office warns you to stay away from a certain home, it is likely for a very good reason. Over the last few years, the housing department has averaged nearly one director per year. This has contributed to instability in policy and a lack of a clear sense of direction. A new director with 16 years of experience in housing was recently hand-selected and brought in from Yokosuka, Japan to help address our challenges in Naples. He is spearheading a number of reforms to help improve the housing process.

WHERE WE’RE GOING: There is definitely room for improvement in the housing process. The current cumbersome process, however, is not the result of incompetence, but the result of years of “on the fly” process changes mandated because of environmental, legal, and security-related issues. Part of the improvement plan is the utilization of a Lean Six Sigma team to analyze the housing process. The Lean Six Sigma team began conducting a review of the housing office this month. This review will be ongoing, and updates will be published as appropriate. Going into this process, nothing is off limits (unless it is against the law). The review team is using customer focus groups, real estate agents and a cross section of employees to work through problems and make process improvement recommendations. This effort formally kicked off Monday, Sept.17. Any process changes are expected to be implemented well in advance of the 2013 peak travel season.

HOW YOU CAN HELP: Please make your appointment early and explain the housing process to incoming personnel that you may be sponsoring. As stated, one of the main complaints is the length of time between appointments. This summer, the housing office averaged 11 days between inspections and contract appointments. Time, money, and employees are at a premium, and workers have put in overtime to try to shorten these waits. Missed and cancelled appointments significantly increase workload and further

delay our ability to get our personnel into their homes. Make your appointment as soon as possible. If you miss it, you will have to be rescheduled later, and you will have taken away an appointment and further delayed completion of the process for one of your shipmates, a NATO ally, or a DOD civilian. Missed and cancelled appointments cause additional churn to everyone’s schedules and results in further delays. You also can shorten the wait time by choosing a home that is already in the system. The inspection process can take a long time. A home that was previously rented through the housing office has previously passed inspection, and should be quicker to get into. If you find an Italian dream home that’s never been in the system before, understand that it will likely take longer and you may even have to move from the TLA to a short-term lease while waiting for the process to unfold. TLA is authorized for up to 60 days, and extensions are rarely granted. The guiding instruction specifically states that extensions will not be granted for convenience of the member – i.e., “I don’t want to move from TLA into a short-term lease because it is a pain.” Often, members can work with the Navy Lodge to remain in their rooms without having to move and switch to short-term lease rates. This is based on room availability, so coordinating early pays huge dividends. The housing office staff is filled with dedicated professionals who want to help you. They want you to be satisfied and to find a safe and secure home environment. There are many challenges, but we have a team that is dedicated to meeting your needs as quickly and efficiently as possible. If you see areas where the housing office can improve, let the staff know. If you see someone who has done a good job for you, that is always good to hear about, too. The housing office hopes to be able to improve the process and support you as you complete your mission here in Naples. Is purchasing energy efficient equipment the right thing to do for the planet, or is it the law (for federal buyers)? It's both! The law requires that we buy products with the lowest life-cycle cost, not the lowest first cost. The Environmental Protection Agency’s ENERGY STAR program labels products such as appliances, electronics, building components, heaters and air conditioners, lights, fans and water heaters that meet energy efficiency standards. You can find out more at www.energystar.gov. The Federal Energy Management Program provides additional guidelines, which can be found by going to www1.eere.energy.gov/femp and clicking on “technologies,” then “energy-efficient products.” This really makes sense. In fact, the cost to buy a piece of energy-using equipment is often just a fraction of what it will cost to power the equipment over its life. Reducing energy consumption reduces our carbon footprint, reduces our demand on the grid, and saves money in the long run.

Kids honored for taking part in Summer Reading Program By Ciro Giordano

The Morale, Welfare and Recreation Libraries’ 2012 summer reading program was a tremendous success. A total of 315 children from ages 3 to13 signed up this year to participate in the program, which had a theme of “Reading is so Delicious!” The participating kids read a combined total of nearly 6,000 books throughout the course of the program, which ran from June through August. The Support Site Library hosted an awards ceremony for the young readers Sept. 6. At the

ceremony, Capt. Scott Gray, commanding officer of Naval Support Activity (NSA) Naples, recognized their achievements in reading with trophies, medals, t-shirts, and gift and reading certificates. “Reading is so Delicious!” motivated many kids to turn in their book logs and receive prizes for every ten books read or every three hours of reading they completed. Children also took part in weekly activities, a pool party at the Support Site pool and a movie at the Reel Times theater. This progam was funded by the Naval General Library Program.

Spain wins Regatta of Nations and Admirals’ Cup races Story and photos by Franco Veltri

Spanish team won the 22nd edition of the Regatta of Nations Sept. 16, coming out ahead of sailing teams from Italy and the United Kingdom. The same day, Spanish Rear Adm. Javier Gonzalez-Huix, deputy chief of staff for operations at Allied Maritime Command Naples, was named the winner of the yearly Admirals' Cup, while Luis Peytou of France won the children’s Optimist regatta. The series of races was held by the Naples NATO Yacht Club (NNYC) at Nisida, and began with remarks by Canadian Lt. Gen. Marquis Hainse, deputy commander of Allied Joint Force Command (JFC) Naples. The events were favored by very nice weather – even if the wind was not always supportive – and the presence of a crowd of families and friends who enjoyed a day of outdoor fun. All nations represented at the JFC Naples NATO headquarters were invited to compete, and nine participated in the Regatta of Nations: Canada, Croatia, France, Germany, Italy, Spain, Turkey, the United Kingdom and the United States. At the end of the series of four races, which were sailed in the NNYC’s 4.5meter Bosun dinghies, Spain was followed in the final ranking by Italy and the United Kingdom. The Spanish team comprised Carlos Rey-Stolle, Iñigo Altolaguirre, Fernando Suárez, and Nando Suárez in addition to Gonzalez-Huix. The Admirals' Cup is the only international regatta in the world truly deserving this name, as it requires skippers to be flag officers. Six admirals and generals participated this year, and Gonzalez-Huix prevailed in a photo-finish arrival over Italian Brig. Gen. Also on Sept. 16, six children ran an optimist regatta, which was won by Luis Peytou, followed by Matteo Falzea and Erik Stylianidis. The occasion was an appropriate one to publicly congratulate NNYC’s young members for their performance the previous week, when they proudly represented the club at a regional junior championship. The NNYC team consisted of Matteo Falzea, Erik Stylianidis, Alessio Capuozzo and Andrea D'Ambrosio, who were trained by Fulvio Pulimanti. Matteo Falzea was the winner of the championship in the cadet categories, and Alessio Capuozzo was second in the junior categories. The NNYC is the only sailing facility available to the NATO community in Naples. Its principal aim is to encourage the sport of sailing. For this purpose, the club maintains a flotilla of small sailboats, organizes training activities and regattas, and facilitates the mooring of a limited number of privately owned boats. The NNYC is affiliated with the Italian Sailing Federation and the Italian National Olympic Committee, and participates in national and international sporting events. The Naples High School Cross Country team carried home the Division II championship in 2011, and Coach Chip Noonan believes a repeat is within reach. The 2012 Naples Wildcats demonstrated their strength this year with an impressive first race against Sigonella Saturday, Sept. 15. The girls’ team is led by senior captain Destiny Mora. She is surrounded by well-trained, experienced runners such as juniors Amber Sheline and Isabella Lucy. The team is strengthened by the addition of middle school star turned freshman Isabela Melendez and teammates Caroline Bracken, Jessica Polu- Naples freshman Jacob Gray. The depth of the girls’ team is breathtaking. The average mile pace of the Naples team’s seven scoring finishers was 7:19. Though the boys’ team lost the front power of John Fain to graduation last year, the team is brimming with young talent. This year’s boys look to be led by freshman Jacob Gray and closely followed by sophomore Brett Baldwin. New additions, such as Luca Melendez and senior Sam Chaston, are looking to help strengthen the pack. The boys also displayed their depth. Freshman Jacob Gray edged out Sigonella newcomer Abel Ararso with a time of 18:34. After that, Wildcats came charging to the finish line, with Brett Baldwin (19:03), Sam Chaston (19:06), Luca Melendez (19:38), and Marshall Saunders (19:49) all finishing in under 20 minutes. The boys’ team mile average was a mere 6:18. In years past, times like these would be great at the end of the season. The fact that this much speed and depth are on display so early in the season bodes well for the future. Naples cross country next faces off against American Overseas School of Rome and Sigonella Saturday at Carney Park.

fter travelling by bus for many hours, the Sigonella Lady Jaguars arrived in Naples for last weekend’s opening volleyball games. Friday night the Lady Wildcats started out strong, winning their first set of games 25-14, 25-17, 25-22. Cocaptains Victoria Krause, a junior, and Isabel Krause, a senior, set the example with 9 kills each. Junior right-side hitter Amilia Espiet and sophomore outside hitter Laneisha Jeans were close behind, each

racking up 3 hard-hit, perfectly placed kills. The crowd cheered on as freshman setter Courtney Fukumitsu served ball after ball, leading the number of serves with 6 aces. Senior I. Krause and Sophomore Aundrea Hall closely monitored the net, blocking every ball that attempted to cross their paths with arms of steel. Saturday also brought success for the Lady Wildcats, who won their games 25-12, 25-17 and 25-16. V. Krause and Hall led the way with 10 and 5 kills respectively. Freshman Gabi Arce, Sophomore Alexis Cutler and Junior Libero Carina Cusumano each completed several wonderful passes, enabling Fukumitsu to perfectly place the ball for some earth-shattering kills. This weekend, American Overseas School of Rome (AOSR) comes to Naples to challenge the Lady Wildcats’ 2-0 record. AOSR swept Vicenza last week at home to also earn a 2-0 record. The games are scheduled for 6 p.m. tonight and 10:30 a.m. on Saturday. This weekend is sure to be some great competition. Come support your Lady Wildcats!

“We’ve got spirit; yes, we do! We’ve got spirit; how ‘bout you?” The spirit and energy could be felt in Naples Saturday as cheerleading campers took the field during halftime of the Naples Wildcats home football game. The Naples American High School Wildcat Cheerleaders held a cheerleading camp for elementary and middle school students Sept. 14 and Sept. 15 to teach the fundamental elements of the sport. Kindergarten through fifth graders attended one day of camp to learn spirit chants, a cheer, a dance, and some basic tumbling and stunting skills. Meanwhile,

sixth through eighth graders attended two days of camp to learn more advanced skills in these areas. The campers then performed a routine for their parents and the football crowd during halftime of the game between Naples and Hohenfels Saturday, Sept. 15. The camp participants enjoyed lunch following the camp, and received free t-shirts. There were thirty-two Kindergarteners through fifth-graders and eleven sixth- through eighth-graders who participated. The Wildcat Cheerleaders hope to see everyone back for the next camp, which will be held during the winter basketball season.

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. The Boys & Girls Clubs and Morale, Welfare and Recreation held a “Pledge to Play” event for families Saturday, Sept. 15 at the Naval Support Activity Naples Support Site. The event featured a giant inflatable obstacle course, family Zumba instruction, carnival games, face painting, a bounce house, snacks, prizes and music. An outdoor movie was also held in the evening for families to enjoy.
