SECTION1-SubstituteInformation

CerticationRequirements

To substitute teach in the North Platte School District, candidates must have a valid teaching certicate. ThetypesofcerticateoeredbytheStateofNebraskaareasfollows:

a) AStandardNebraskaTeachingCerticate

b) ASubstituteNebraskaTeachingCerticate

c) ALocalSubstituteNebraskaTeachingCerticate.

StandardandSubstituteCerticates

Astandardcerticateisissuedtoanindividualwhohasmetalloftherequirementstobeateacherby theNebraskaDepartmentofEducation.

Asubstituteteachingcerticateisissuedtosomeonewhoheldatraditionalcerticateinthepast. The individualmayhaveallowedthecerticatetolapseandthereforemayrequireadditionalcredithoursto betakenbeforeastandardcerticatecouldbeissued.

It is the responsibility of the substitute to secure their certicate with the Nebraska DepartmentofEducation.

LocalSubstituteTeachingCerticate

Theoptionofalocalsubstituteteachingcerticatehasbeenaddedtothetypeofteachingcerticates oeredbytheNebraskaDepartmentofEducation. Anindividualwhohastakenaminimumof60 collegecredithours,includingatleastonecourseineducationmayqualify.NebraskaDepartmentof Educationdeterminescerticates.Stepsneededtodetermineifyouqualifyasalocalsubstituteteacher are:

1) SendacopyofyourcollegetranscriptstotheNebraskaDepartmentofEducationtobe reviewed.

2) Requesta“LocalSubstituteApplicationPacket”from: NebraskaTeacherCerticationOce 301CentennialMallSouth P.O.Box94987 Lincoln,NE 68509-4987 (402)471-0739 www.nde.state.ne.us/TCERT/

3) Ifwedeterminethatyourtranscriptsmeettheguidelines,aletterofrecommendationfromthe NorthPlattePublicSchoolsBoardofEducationwillbeissued.

4) NorthPlattePublicSchoolswillfaxyourletterofrecommendationtotheNebraskaDept.of Ed.

Note: PleasebeadvisedthatatthepresenttimeLocalSubstituteTeachersarelimited,bytheState,to amaximumof90dayswithinacalendaryearfromthereceiptoftheircerticate. Ifyouarealocal sub,youareresponsibleforkeepingtrackofyourdaysworkedsoyoudonotexceed90days.

SubstituteTeacherApplicationProcess

Once you have a current teaching certicate (standard, substitute or local)youwillneedtoapply online at www.nppsd.org Substitute applicants will be contacted for an interview with the HR Director prior to hiring. Once hired, substitutes will be responsible forsubmittingthefollowing documentspriortosubbing:

Thisformaskssomebasicinformationalquestionsaboutyou. Italsoasksyoutotellusthe daysoftheweekthatyouareabletosubstituteteachaswellasthegradelevelsinwhichyou prefertoteach.

These are the standard Federal and State of Nebraskaformsthatallowustowithholdthe correctFederalandStateIncomeTaxesfromyourpay.

3. I-9

ThisisalsoastandardFederalformthatprovestousthatyouareaUnitedStatesCitizen.We needthefollowingdocumentation:

(A)Passport,or

(B)Twoofthefollowing;Driver’sLicense, BirthCerticate,orSocialSecurityCard

Please bring required documentation with you when you return your paperwork and we wouldbehappytomakethecopiesnecessarytoattachtothisform.

4. CriminalHistoryandDHHSChild/AdultAbuseBackgroundCheckForms

Theseonlineformsallowustorunbackgroundcheckstoensurethatwedonotexposethe studentsofNorthPlattePublicSchoolstosomeonewhomayhavecommittedafelonythat injuredachildorcouldcausepotentialdicultiesworkingwithchildren.

5. DirectDepositForm

NorthPlattePublicSchoolspaysonlyviaelectronicfundstransfer. Thisformallowsusto transfer funds into youraccount.Wewillneedeitheravoidedcheckordocumentationon bank letterheadwithyourroutingandaccountnumberforwhereyouwouldlikeyourpay deposited.Allinformationregardingyourpaycheckisnowavailableonline.Youwillreceive instructions for accessing the Employee Portal. If you need assistance, you may call the Businessoce.

SECTION2-PerformanceExpectations

NorthPlattePublicSchoolsSubstituteTeachersareexpectedtoexhibitahighdegreeofinstructional skillandclassroommanagementability.Thefollowinglistofexpectationsisnotmeanttobeinclusive butmerelytooutlineexpectations. SubstituteTeachersshallperformsuchdutiesasassignedbythe administrator. SubstituteTeachersshouldreporttothebuildingoceatthebeginningofthe teachingday Youmaybeaskedtocorrectdailypapers,workbooks,andassumesupervision responsibilitiesasassignedbythebuildingprincipal Ifyouhaveanyquestionsonproceduresplease contactthebuildingprincipal.

Thepayscaleforsubstituteteachersisafollows:

DailyRate:$150-local;$210forfullycertied.

Ifthereisadiscrepancyandasubshowsupforajobthatisnolongerneededandtheywerenot contactedoractivitycancellation,thenthesubmayleavewithoutpayorbepaidforhalfdayandbe assignedbythebuildingprincipalordesignee.

NorthPlattePublicSchoolshasanincentiveprogramforsubstitutes. Substituteswhosuccessfully completetheSubSkillsBasicTrainingfromhttps://stedi.org/willbeeligibleforadditional compensationbaseduponthefollowingcriteria:

PaycheckProcedures

North Platte Public Schools payroll is completed on a monthly basis. DirectDeposits(inlieuof checks)arewiredtoyournancialinstitution(s)onthe20th ofeachmonthforhoursworkedinthe previousmonth. Youwillreceiveinstructions totheEmployeePortaluponhiring.ContactHRor theBusinessOceifyouneedassistance. EmployeePortalwillnotbeavailableuntilaftertherst paycheck.

Payrollisguredpercalendarmonthforthepreviouscalendarmonth.

Example#1: Ifyouworkthe1stofSeptember,youwouldreceivepaymentforthat assignmentonthe20thofOctober.

Example#2: Ifyouworkonthe30thofSeptember,youwouldreceivepaymentforthat assignmentonthe20thofOctoberaswell.

Districtemailwillonlybeissuedtostamemberswhomeetthefollowingcriteria:

RequestsfordistrictemailmustbesubmittedtotheHumanResourcesoce. TheHumanResources ocewillnotifytheTechnologyDepartmentofpermissiontograntdistrictemailtosubstitutes.

StaCheckingIn/Out

NorthPlattePublicSchooliscommittedtoprovidingasafelearningenvironment.Itisimportantto knowatalltimes,whoispresentinthebuilding.Allsubstituteswillbeissuedadistrictidentication badgetowearwhilesubstituting. Substituteswillcheck-inandcheckoutthrough*Raptorwiththeir staID.IfstadonothavetheirstaID,theywillneedtopresentastate-issuedIDtoocestaand receiveaprintednametag.StamusthaveIDreadilyvisibleatalltimesduringschoolhours.Stawho leaveduringtheday,willberequiredtocheckoutthrough*Raptor.

CellPhones

Theemployeesof NorthPlatte PublicSchoolsareexpectedtomanagetheirpersonalcellphoneusein theworkplacesothatthephoneisnotasourceofdistractionandacausetobeo-taskintheirwork responsibilities.Theon-dutyemployeeisexpectedtobeworkingandnotusingworktimetomakeor takecalls,readtextortakepictures.Supervisorshavetheresponsibilitytomonitoremployeecellphone useandtotakedisciplinaryactionshouldtheemployeeexhibitexcessiveusewhichinterfereswiththeir work responsibilities. Employees are required to restrict personal calls during work time and are directed to use personal cell phonesonlyduringscheduledbreaksorlunchperiods.Employeesare expected to inform family members of the restrictions on cell phone use so the employee is not interrupted at work. The districtisnotliableforthelossofpersonalcellphonesbroughtintothe workplace.

Conduct

ModelingBehaviorforStudents

Employeesareexpectedtoconductthemselvesasgoodrolemodelstostudents Employeesare instructedtoavoidsituationswhereanemployee’sbehaviorcouldbeopentoallegations,suchasbeing alonewithastudentbehindcloseddoors,inbathroomsorlockerrooms.Employeesareadvisedand directedtoconductthemselvesabovereproachwhenworkingwithoraroundstudents.Employees areadvisedtoconductthemselvesasrolemodelsintheuseofsocialmediaandcellphone cameras.

ProfessionalBoundariesBetweenEmployees&Students (PolicyNo.4043)

ReportingChildAbuse&Neglect

(PolicyNo.4054)

Becauseoftheirdailycontactwithschool-agechildren,educatorsandotherschoolemployeesareina unique positiontoidentifyabusedand/orneglectedchildren. Nebraskalawdeneschildabuseor neglectasknowingly,intentionally,ornegligentlycausingorpermittingaminorchildtobe(1)placed inasituationthatendangershisorherlifeorphysicalormentalhealth;(2)cruellyconnedorcruelly punished; (3) deprived of necessary food, clothing, shelter or care; (4) left unattendedinamotor vehicle, if suchchildissixyearsofageoryounger;(5)sexuallyabused;or(6)sexuallyexploitedby allowing, encouraging, or forcing such person to solicit for orengageinprostitution,debauchery, publicindecency,orobsceneorpornographicphotography,lms,ordepictions.

ReportingProcedure. Schoolemployeeswhohavereasonablecausetobelievethatachildhasbeen subjectedtochildabuseorneglectorobserveachildbeingsubjectedtoconditionsorcircumstances which reasonably would result in child abuseorneglectwillreportthesuspectedabuseorneglect accordingtothefollowingprocedure.

1. Anyschoolemployeewhohasreasonablecausetobelievethatachildhasbeenabused or neglected shall report the suspicion to the building principal immediately. Employees shall also personally report or cause a report to be made to local law enforcementortotheDepartmentofHealthandHumanServices.

2. When the principalmakesareportofsuspectedchildabuseorneglect,he/sheshall informtheemployee(s)whomadetheinitialreport.

3. Nothing in the paragraph above shall hinder a school employee from fullling his/her/their obligation to report suspectedabuseorneglectifhe,sheortheyhave reasonablecausetobelievethatachildhasbeenabusedorneglected.

4. Any doubt or question in reporting such cases shall be resolved in the favor of reportingthesuspectedabuseorneglect. Consultationbetweentheadministratorand schoolemployeeisencouraged,keepinginmindthatpromptreportingisessential.

Contents of the Report. Thereporttoauthoritiesshallcontainthefollowinginformationtothe extentitisavailable:(1)nameandpositionofreportingperson;(2)name,address,andageofabusedor neglected person; (3) address of the person or persons having custody of the abusedorneglected person;(4)thenatureandextentoftheabuseorneglect,ortheconditionsandcircumstanceswhich wouldreasonablyresultinsuchabuseorneglect;and(5)anyotherinformationthatmaybeusefulin establishingtheidentityofthepersonsinvolvedandcauseoftheabuseorneglect.

Legal Immunity. Nebraskastatutesgivelegalimmunityfromanycivilorcriminalliabilitytoany personwhomakesagoodfaithreportofchildabuseorneglectorparticipatesinajudicialproceeding resultingfromsuchareport.

NoticationofArrest,CitationorSummonsofCriminal

Charges,andCerticate,LicenseorChildAbuseComplaints

EmployeesmustnotifytheHRDirector ordesigneebytelephoneorinpersonwithin24hours after:

1.ArrestorCriminalCharges.Anyemployeethatisplacedunderarrest,intophysical custody,orreceivesacitation,summons,orcomplaintforany,andall,criminaloense violationswhere:

a Themaximumpenaltyforthecrimeequalsorexceedssixmonthsincarceration;

b.Thecrimerelatestoabuse,neglectorendangermentofaminor,aminorwas allegedlyavictimorawitness,orthecrimeinvolvesallegedsexualmisconduct;

c.ViolateNebraskaDepartmentofEducationRule24;

d.Convictionwouldimpactperformanceofemployee’sjobresponsibilities,including oensesthat:

i Wouldimpacttheresponsibilitytobearolemodelforstudents;

ii.Wouldimpacttheemployee’sabilitytooperateamotorvehicleifthe employeeattimesneedstotravelduringdutytimeortheemployeeattimes drivesourstudents,includingonextracurricularactivities;or

iii.Wouldimpacttheemployee’sCommercialDriversLicenseiftheemployee’s jobrequiresthattheemployeehaveaCDL

e Thearrestortheallegedcriminalactivityoccurredwhiletheemployeewasonduty, onschoolpropertyorinaschoolownedorutilizedvehicle,orataschool-supervised activityorschool-sponsoredfunction.

f.EmployeesmustalsopromptlyreporttotheSuperintendentordesigneewheneverthe employeehasbeensentencedtobeincarceratedforanyperiodoftime,evenifthe oensewasnototherwisereportable

2.CerticateorLicense.Theemployeebecomesawarethatacomplainthasbeenled againsttheemployeethatcouldaectacerticateorlicenserequiredfortheemployee’s position.ThisincludesproceedingsoftheNebraskaDepartmentofEducationrelatedto anallegedviolationoftheNDEStandardsofConductandEthics,Chapter27,and proceedingsoftheHealthandHumanServicesrelatedtoanallegedviolationofthe professionalstandardsofconductfortheemployee’sposition

3.ChildAbuse.Theemployeebecomesawarethatareportofchildabuseorneglecthas beenmadeagainsttheemployeeundertheChildProtectionAct. Further,employeesmustgivefulldisclosureofanyChildProtectionActinvestigation thatresultedinan“inconclusive”determinationthatoccurredatanytime Current employeesmustgivesuchdisclosurewithintendaysfollowingadoptionofthisPolicy Asaconditionofemployment,applicantsforemploymentmustgivesuchdisclosure priortocommencementofemployment.Anyhiringmadewithoutsuchdisclosureshall subjectbeingimmediatelyrevokedintheeventtherequireddisclosurewasnotgiven.

Employeesmustgivefulldisclosureoftheexistenceandnatureoftheaboveproceedingsand mustalsopromptlynotifytheSuperintendentordesigneeofthedispositionoftheproceedings Legaldocumentsrelatingtotheproceedingsshallbetreatedandmaintainedaspartofthe employee’scondentialcriminalbackgroundle.

Failuretonotifyasrequiredunderthispolicymaysubjecttheemployeetodisciplinary action,uptoandincludingtermination.

PersonalAppearanceofEmployees

It is important for employees to project a professional image to students,parentsandco-workers. Appropriateattireandgroomingisoneofthemeansofprojectingaprofessionalimage. Employeesare expectedtomaintainprofessionalattireandgroomingwhenonduty. Asaminimalguide,employees shouldwearSmartCasual.(SmartCasualisanapproachtodressingprofessionallythatmixestrendierpieces inwithclassicstaples Thegoalisanappearancethat’scleanandprofessionalbutdoesn'tlooktooformal You’re dressingtomakeanimpressionwithoutdressingtoimpress.Theoveralltakeawayshouldbethatyou'renot trying too hard, but you are not slacking. Whenitbecomesnecessarytodisciplineanemployeeforunacceptableperformanceorbehavior,the NPPSDDisciplinePolicyisdesignedtodosoinafairandconsistentmanner

AttendanceandReliability

ItisthepracticeoftheNPPSDschooldistricttorequireemployeestoreportforworkpunctually,and toworkallscheduledhours.Excessivetardinessandpoorattendancedisruptworkowand productivity,andwillnotbetolerated.Regularanddependableattendanceisanessentialfunctionof eachjob.

RequesttoRemoveaSubstituteFromtheBuilding

APrincipalmaydeterminethataparticularSubstituteteacherisnotworkingwellfortheirbuilding.A requestmaybemadethattheSubstituteteachernotbeallowedtoacceptsubstitutejobsforthat buildingorteam TonotifytheSubstituteteacherofthisdecision,theformentitled“Administrator

RequesttoRemoveaSubstituteFromtheBuildingorTeamSubstituteList”mustbecompleted,and aconferenceheldwiththeSubstituteteacher Duringtheconference,thebuildingprincipalwillhave theopportunitytodiscusstheissueswiththeSubstituteteacher Therequiredformwillprovide documentationofthedecision.(SeeformincludedintheAppendix.)

SECTION5-ClassroomExpectations

LessonPlans

Lessonplansshouldbearrangedbytheteacheraheadoftimeandleftintheroomorleftinthefront oce. Butinanemergencytheteacheristocalltheprincipalwiththeinformation. Theprincipalcan thenpassthatinformationontothesubstitute.Pleaserefertoguidanceattheendofthehandbook.

SubstituteEvaluation

Thereisnoformalevaluationforsubstitutes. Teachersareaskedtoleavefeedbackafterasubstitutehas beenintheirclassroom. Ifthereisanissue,abuildingprincipalortheHRDirectorwillcontactthe substitute.

ClassroomManagement

Remember: Itisimportantforthesubstituteteacherstoestablishtheirclassroomexpectationsand consequencesatthebeginningoftheday. Itisessentialforteacherstobeperceivedbystudentsas condent,asbeingincharge,andasbeingfair.

RespectingStudents: Rememberthateachindividualstudentisapersonwhodeservestobetreated with respect regardless of their intellectual abilities, primary language, social training, cultural background,orpersonalcircumstance. Studentsrespectadultswhorespectthem.

Staying in Control: Itisextremelyimportantfortheteachernottolosetheirtemperorcontrolof their emotions. Teachers should modelappropriatebehaviorevenunderhighlystressfulsituations. Whenteachersloseselfcontrol,itbecomesmorediculttomakeproperdecisionsandtoretainthe respect of students. When teachers lose self control, their behavior often becomes the focus of attentionratherthanthestudent’sbehavior.

EyeContact: Directeyecontactandnon-verbalcommunicationareeectiveclassroommanagement tools, provided that the non-verbal communication doesn’tbecomethreateningorintimidatingto students.

RaisingYourVoice: Usingdierentvoiceinectionsintheclassroomisappropriateonlyifithasa legitimateeducationalpurpose,doesn’tresultinyelling(whichisineectiveandabusive),anddoesn’t demeanstudents.

EstablishingStandardsofConduct: Lettingtheentireclassknowwhatyourexpectationsareiskey tohavingasuccessfuleducationalday.“EstablishingStandards”shouldbedoneasearlyinthedayas possible. Teachersneedtoberm,fair,andconsistent. Settingreasonablestandardsandconsequences andconsistentenforcementofthesestandardsisessentialinmaintainingasafeandorderlylearning environment.

Logical Consequences For Student Behavior: Studentsneedtounderstandthatiftheychoseto followorviolateclassroomexpectations,acorrelationexistsbetweentheirchoiceandtheconsequence. Negativestudentconsequencesshouldbelogicalandinproportiontotheseriousnessoftheviolation. Rewardsshouldalsobeinproportiontostudents’correctchoices. Rewardsshouldhavealegitimate educationalpurpose,andtherewardoeredshouldbesucientenoughtomotivatestudentstowant tocontinuemakingcorrectchoices.

Positive Reinforcement: Students, like adults, respond to positive reinforcement betterthanto sarcasmoruseofnegatives. Praisingdesiredbehaviorismuchmoreeectivethanpunishingundesired behavior. Preventivedisciplineismoreeectivethanreactivediscipline. SEEPBISliterature.

PraiseandCorrectionGuides: Itismorepowerfulandappropriatetocorrectstudentsone-to-one ateverygradelevel. Studentswhoarecorrectedinfrontoftheirpeersoftenrespondbyactingouteven more. Oftenthestudentwhoisbeingpubliclydisciplinedwillhavetheirpeergrouprushtotheir supportattheexpenseoftheteacher. Ageneralguidelineattheelementarylevelis“tocorrectprivately andtopraisepublicly.” Attheelementarylevel,itisgenerallyacceptabletopraiseaparticularstudent infrontofotherstudents. Atthemiddleschoolandhighschoollevels,individualpraisenormally needstobedoneprivately,whilegrouppraiseisdonepublicly. Praiseshouldalwaysbegenuineand nevercontrived.

Proximity&ClassroomManagement: Thereisadirectcorrelationofdistanceoftheteacherfrom the student and student behavior. The closer a teacher is to a student, normally, the better the student’sbehavior. Teacherswhowalkaroundtheclassroomandmonitorstudentconductusually maintainmuchbetterclassroomcontrol.

Extinction: Minorunacceptablestudentbehaviorsareoftenbestdealtwithbyusingatechnique known as extinction (ignoring minornegativebehaviorsoitisnotreinforcedbyprovidingdesired attention). Thistechniqueusuallyresultsinminorunacceptablestudentbehaviordisappearing.Ifthe undesired behavior persists, the teacher will need to use more direct and forceful disciplinary interventionstrategies.
