The healthcare crisis in Nyakallong has deteriorated so badly that immediate action is needed to save it
Jessica Nel, DA councillor in the Matjhabeng Local Municipality, says she has written to the MEC for Health, Monyatso Mahlatsi, to request the immediate publication of a plan to reopen the Leratong and Bophelong clinics, as well as to address the operational deficiencies at the Allanridge Clinic
“We have expressed grave concern about the collapse of rural healthcare services following the closure of the Leratong and Bophelong clinics in Nyakallong These facilities were shut down by the Department of Labour due to non-compliance with occupational health and safety regulations, leaving thousands of residents without nearby access to basic medical care, ” says Nel
She conducted an oversight visit to assess the status of the remaining clinics in the area It was observed that the Allanridge Clinic, now the only operational facility in the vicinity, is under immense
strain Vulnerable patients, including the elderly, pregnant women, and people living with disabilities, are forced to walk more than 5km, often along the dangerous R30 road, to access medical assistance
“Conditions at the Allanridge Clinic are alarming The front entrance window is broken and covered with plastic, infection-control barriers at the reception are torn, and equipment lies scattered in the waiting area ”
Residents have raised serious complaints about unprofessional and at times discriminatory behaviour by staff; shortened operating hours, regular shortages of medication allegedly due to theft; and incorrect or delayed diagnoses that have reportedly resulted in preventable fatalities
“Systemic neglect and poor oversight have left rural clinics in crisis, necessitating immediate intervention to restore safe and functional healthcare services to affected communities Healthcare is a constitutional right, and rural communities cannot continue to be sidelined due to departmental failure”
A joint campaign to combat the growing scourge of illegal buildings and land use violations across Matjhabeng has been launched
This coordinated effort by the four DA-led wards (25, 27, 32 and 33), was launched in response to widespread complaints from residents who are deeply concerned about the negative impact these unlawful developments are having in their neighbourhoods
Coreen Malherbe, DA chief whip, says that as part of this campaign, the DA has initiated a community petition that will serve as both a call to action and a mandate for enforcement The petition will accompany a formal submission to the municipal manager urging an immediate investigation into several identified properties that are being developed or used without approved
building plans, rezoning permissions, or regard for municipal by-laws
“Several properties have already been identified in each of the four wards and these will be used to set a precedent through formal complaints, inspections, and, where necessary, legal action The aim is to send a clear message that lawlessness will not be tolerated,” she says
Illegal buildings contribute to the collapse of municipal infrastructure including overloaded sewer systems, which have already been declared a state of disaster
The situation also leads to unsafe and non-compliant structures that pose risks to occupants and neighbours, they are a public nuisance, crime, and uncontrolled commercial activity in residential areas and are also a complete erosion of planning and land use regulation
Matjhabeng residents have been left in a state of crisis following an instruction given to workers of the municipality to effectively abandon their after-hour duties and obligations
A formal complaint has been written to the Human Rights Commission (HRC) regarding the ongoing failure of service delivery due to alleged overtime disputes
Estelle Dansey, DA councillor in the Matjhabeng Local Municipality, says the effects of this dispute have been far-reaching and devastating, leaving many without power for extended periods, with some experiencing outages for over five days
“Those dependent on oxygen have been particularly vulnerable
“In one instance, a live electrical cable fell to the ground, leaving residents in danger The cable was only repaired when the workweek resumed, making children playing in the streets especially vulnerable,” says Dansey
Some residents have gone without water for over two weeks, with no resolution in sight Despite numerous reports, no answers were provided to councillors or residents
When emergencies arise, residents are unable to obtain assistance, and officials are unresponsive, as even ward councillors struggle to reach officials during emergencies
“Due to the number of electrical and water issues experienced over weekends, once the workweek re-
sumes, the teams face an enormous backlog, which further delays the restoration time of essential services The residents of Matjhabeng deserve better
“The municipality must take immediate action to ensure effective communication, restore essential services, and prioritise the restoration of electricity and water services to affected residents
“The municipality must also provide emergency assistance and ensure that residents have access to assistance during emergencies, particularly over weekends “The situation in Matjhabeng demands urgent attention The municipality must take responsibility for providing basic services and ensuring the well-being of its residents,” she says
Ten Free State municipalities may bear the brunt of non-payment and non-compliance when they do not receive some of their Local Government Equitable Share (LGES) funding
Only a portion of this funding will be released to cover current water accounts
In terms of section 216(2) of the Constitution, the Treasury may stop the transfer of funds to an organ of state if that organ of state commits a serious or persistent material breach
The municipalities implicated include Matjhabeng, Letsemeng, Kopanong, Mohokare, Masilonyana, Nketoana, Maluti-a-Phofung, Phumelela, Ngwathe and Mafube
The DA welcomes the National Treasury's intention to withhold the equitable share of ten municipalities in the Free State that have persistently failed to comply with financial control measures
“
These municipalities have violated financial expenditure control measures and have failed to meet basic obligations, such as paying water boards, pension funds,
medical aids, and the South African Revenue Service (Sars),” says David Mc Kay, DA spokesperson in the Free State Legislature
Mc Kay says their inability to adopt properly funded budgets has created huge debts to multiple parties This ongoing failure raises concerns about their financial management skills
To address this issue, the National Treasury has put a system in place to force these municipalities to pay their debts
They must show proof of payment within seven days of a notification, or they will lose some of their LGES funding
“If they continue to ignore these guidelines, the Treasury plans to ask Parliament to stop their LGES funding for the rest of the 2025-’26 financial year
In addition, these municipalities must prove they are making statutory deductions for their employees on time
“There is a possibility that section 139(5) of the Constitution could be used to intervene at the provincial level, which would aim to assist these struggling municipalities Out of the ten, six are already facing
such intervention,” he says When municipalities fail to properly handle employee contributions such as pay-as-you-earn (PAYE) tax and Unemployed Insurance Fund (UIF), it is not only illegal but also harms employee morale and risks cutting off essential services

A concerning trend has emerged in recent months, with motorists refuelling at service stations and fleeing the premises without paying for fuel
“These incidents are not only criminal in nature but also puzzling, given that most service stations especially those located along major routes are equipped with 24-hour CCTV surveillance systems,” says Willie Fryer, owner of the filling station in Ventersburg on the N1
The most recent incident occurred on 23 July at AE Sulla Via in Ventersburg, where a motorist driving a GWM LDV or GWM Steed with Limpopo registration plates requested a full tank When the petrol attendant asked how he would be paying, the driver replied by card When the attendant walked off to fetch the card machine, the motorist sped off without paying
Fryer says this is not the first time such an incident has occurred at this service station A few months prior, a young man similarly filled up and drove
off without payment In both cases, thanks to the swift action of the station’s management and their strong working relationships with the police and local traffic authorities, the suspects were apprehended near Bloemfontein and returned to Ventersburg to face criminal charges
“Despite attempts by the individuals involved to claim forgetfulness or offer payment after the fact, the law is clear: filling up at a service station and intentionally driving off without paying constitutes theft and fraud under South African law In the previous case, the young man ’ s parents travelled from Mpumalanga in an attempt to have the matter settled out of court However, the seriousness of the offence warranted full legal proceedings,” he says The suspect in the 23 July case is being held in the Ventersburg police’s holding cells, awaiting his court appearance According to the police, this individual has a history of similar offences at other service stations

In a significant legal triumph, a local law firm has successfully defeated the Matjhabeng Local Municipality in an attempted breach of their legally binding settlement agreement with 28 farmers in the district
The matter, which came before the High Court of South Africa Free State division saw the municipality seeking to renege on
a settlement agreement it had lawfully concluded in 2021 with Johannes Herman van den Heever, the respondent in the matter, concerning a historic property rate dispute Similar agreements were entered into with 58 other farming entities with similar disputes
Despite having received millions in settlement payments, the municipality
