EXECUTIVE Mayor of the Nelson Mandela Bay Municipality, Councillor Babalwa Lobishe, delivered a keynote address recently at the Tambo Multi-Purpose Centre in Kariega.
The occasion marked the launch of the Backyard Dwellers Programme, a significant step towards addressing housing needs within the community
In her address, Lobishe outlined the municipality's commitment to developing more settlements and social housing to ensure all residents have adequate accommodation.
"We are dedicated to providing every resident with a roof over their head," she stated, emphasising the municipality's proactive approach to housing challenges.
Lobishe urged backyard dwellers to register at their ward councillors' offices.
This registration, which began on March 6, and continuing until the end of June 2025, is crucial for accurately assessing those in need of housing.
"A stringent verification process will be in place to ensure that we are reaching those most in need," she assured the community.
Commending the backyard dwellers for their patience and discipline, she remarked, "This is the time to reward you for your perseverance and restraint in refraining from land invasions."
Reflecting on the larger vision behind the government's initiative to build RDP houses, Lobishe noted, "Our aim is to restore dignity to those who have been previously disadvantaged. Housing is not just about shelter; it's about dignity and belonging."
To ensure accurate and efficient data collection, the municipality has appointed 200
field workers across the metro, with four assigned to each ward.
"This task force will ensure we gather precise data to support our housing initiatives effectively," she explained.
One of the prospective backyard dweller beneficiaries, Nosipho Jicelo said she was happy that the time has come for backyard dwellers to be taken care of.
"Some of us have been living as backyard dwellers for more than 20 years, patiently waiting for us to be considered. We hope that this programme will yield positive results this time around. We plead for the
Metro to deliver on their promise as we have been living in these backyards for far too long."
In a statement, Member of the Mayoral Committee for Human Settlements, Councillor Thembinkosi Mafana said the commencement of the programme is part of the key deliverables for the Directorate "We have set ourselves key priorities, taking care of the vulnerable, elderly, women, and child-headed families, and addressing the imbalances of the past like backyard dwelling, asbestos-roofed homes and informal settlements," the MMC concluded.

The visit was to deliver a wheelchair-friendly temporary structure, blankets, and personal hygiene materials to 17-year-old Iviwe Dyasi, a young victim of a tragic rail accident
Iviwe was left paralysed from the waist down following a devastating collision in February of last year, when a minibus taxi carrying her and other pupils from Sam-
kelwe SSS crashed into a moving train at a railway crossing in Nomathamsanqa Township, Addo
The accident claimed several lives, including the driver’s, and left Dyasi with severe injuries Since then, her life has changed significantly, and she has been unable to attend school owing to limited accessibility and inadequate transport
Speaking at the ceremonial handover, Mayor De Vos said, "This visit was not just to provide Iviwe with a structure to improve her living conditions We are here to assess her situation and determine what support we can provide to help her achieve her life’s aspirations "
The Mayor confirmed that a task team comprising all relevant stakeholders would be formed to ensure Dyasi receives the necessary resources and assistance,
including exploring educational opportunities suited to her needs
For Dyasi, who dreams of resuming her education, the gesture marked a significant turning point
"I’m truly grateful for all the support I’ve received today," she said with emotion
"This feels like a second chance, and I’d love to return to school in an environment where I can interact with other learners like me It would mean the world to have conversations and feel understood "
The teen added that before receiving the structure, moving around her home was not easy, and her mother, Vuyikazi Dyasi, had to help her with the basic things she used to do without even thinking
"My life after that accident really changed, I had to adjust to a lot of things, and I can say I still am [adjusting] Simple things like entering my home were difficult before the structure, because my mother had to literally carry me Even moving around was tough I didn't have enough space because our home is small," she explained
More than anything, the teen emphasised that she would like to go back to school, "After the accident, I attempted going back to school, but transport for me was a problem, so I had to stop going I really want to go back now, because I know the importance of education," she said Dyasi concluded by saying the items she received along with the structure will help her, especially because colder days are approaching
Municipality spokesperson Zusiphe Jaji reinforced the municipality’s commitment to providing targeted support, saying, "We are determined to work with various stakeholders to ensure Iviwe and those in similar circumstances have access to the resources and opportunities they need to thrive and overcome "
She added that Dyasi’s story has united communities and the municipality to come forth with meaningful solutions "Her resilience and determination serve as a reminder of the challenges faced by many, particularly young individuals affected by life-changing circumstances "
THE Eastern Cape Film Festival (ECFF) workshop returned to Kariega for the ninth time, reigniting conversations about the growth of the local film industry and the need for greater support for emerging filmmakers
Held from March 21 to 23, the event brought together industry professionals and aspiring creatives for days of learning, networking, and skill development Among those sharing their expertise and overview of the festival with UD Express were ECFF Business Consultant Mncedi Mgwigwi and legendary actor Sithembiso Prince, who provided valuable insights into the challenges and opportunities within the Eastern Cape’s film landscape
According to Mgwigwi, the festival was a success, even attracting an appearance from the Minister of Sport, Arts and Culture, Gayton McKenzie Mgwigwi added that the festival aimed to educate and raise awareness about the film industry, especially in the Eastern Cape
"We had quite a number of prominent individuals within the media industry present, including actors, musicians, scriptwriters, and directors We also had representatives from the Eastern Cape Development Corporation, Film and Publication Board, and the National Film & Video Foundation (NFVF) present The NFVF emphasised the importance of actively seeking funding for their films and encouraged individuals to explore funding opportunities with the NFVF They advised filmmakers not to be afraid to engage with the organisation and to feel free to reach out when working on projects It was also noted that most applications are rejected either due to applying for the wrong type of funding or lacking specificity, which was clarified during the workshop," Mgwigwi stated Mgwigwi also highlighted the role of the
