he City of Cape Town and the South African Police Service disagree over the true state of convictions for illegal firearm possession. The City claims only 5% of cases over four years involving firearms seized by municipal officers have led to guilty verdicts. The police have strongly

rejected this. The difference lies in how conviction rates are calculated. While the police reports conviction rates of up to 89% in recent years for cases that proceed to trial, the City argues most firearm arrests never make it to court, rendering the police’s figures misleading. Mayor Geordin Hill-Lewis said the City’s law-enforcement

Hill-Lewis attributed the low rate to a “broken criminal justice system”. Mayco member for Safety and Security JP Smith noted the City’s case-tracking data shows low conviction rates largely due to the lack of detectives and

investigative capacity within the police, outstanding ballistics and DNA reports, and slow court and prosecution processes. “Each of our cases were tracked through the local courts as our teams diligently recorded the outcomes on each matter. The 5% conviction rate was calculated and derived from the number of arrests we recorded.” TO PAGE 2
