To provide further rates relief to Cape Town’s struggling middle class, additional tariff adjustments were tabled at City Council last week.
According to Mayor Geordin Hill-Lewis these changes will result in smaller increases to municipal bills compared to those proposed in the March budget
Extra relief measures include a reduction in the new fixed city-wide cleaning charge introduced in March for properties valued under R20 million
Additionally, a new pensioner rebate will offer up to 100% off this charge
Furthermore, fixed water charges have been reduced for properties valued between R1 million and R25 million, relative to the rates proposed in the March budget draft

In his speech at a council sitting on 28 May he stated that the March budget was designed to protect families living in lower-value homes, and deliberately designed to cross-subsidise this protection from higher value homes
These new amendments according to the mayor will preserve that protection for poorer families while at the same time softening tariffs for the middle class whose feedback was carefully considered
"We have examined the budget to find ways to achieve this without compromising the critical and urgent investments required for infrastructure, and without punishing the whole city in years to come by kicking the can down the road instead of doing what is needed now," said Hill-Lewis about the record-breaking R36,8 billion capital budget
According to Hill-Lewis, based on average consumption patterns a R1,2 million home's bill will be up to 15% lower; a R2 million home, up to 24% lower; R3 million to R4 million homes up to 33% lower, and R5 to R7 million homes up to 40% lower
"Following the relief measures we are tabling today, 97% of ratepayers won’t experience the often-repeated +20% increase in monthly bills, and virtually no one will experience a 30% increase on any reasonable household consumption scenario The 3% of cases where this year’s tariff reforms may lead to an unusually steep increase of over 20% relate to homes of high value with very low electricity and water usage well below the average household, likely due to large solar and borehole investments," he said ELECTRICITY
The City will continue with electricity price relief for residential customers, which will benefit households across the property value spectrum
"From July, the per unit electricity charge for customers on the Home User and Domestic tariffs is going down This is made possible by discontinuing the 10% cost embedded in electricity prices that previously paid for city-wide cleaning The reduction in the per unit cost of electricity will be especially meaningful for larger families with high consumption

In the 22 months since the launch of the Child Protection Project at Red Cross War Memorial Children's Hospital , 566 child protection cases have been reported, a figure that tells only part of the story Behind each statistic is a child, a family, a future hanging in the balance
"We are seeing just the tip of the iceberg," says Dr Fatima Khan, project coordinator of the Child Protection Improvement initiative
"We don t see the children who are fatally injured, or those grazed by a bullet, or who have seen a family member killed and must live with the psychological impact of that "

Each case handled through the programme receives a multidisciplinary care plan, from psychological support and social work referrals to legal guidance and medical follow-ups It's a full-circle approach: the little girl haunted by flashbacks is gently guided through trauma therapy, the child with no home is placed in safety, and the mother who once felt helpless is supported to

Residents of D'Urbanvale believe the application process for a filling station with a convenience store and fast-food outlet in their residential neighbourhood is flawed

Of the about 70 people who attended a meeting last Tuesday at Reddam House High School, only about six people indicated that they have in fact received notification letters by email

Defying gravity, a very agile young man of Durbanville has just achieved a Guinness World Record in sideways jumping (jumping to the side) with a distance of 285cm after only six weeks of training
The 26-year-old Albert Louw, who grew up on the farm Phisantekraal (also known as Klein Phisantekraal) on the outskirts of Durbanville and matriculated at Durbanville High School, became interested in sideways jumping after he discovered that he has a knack for jumping
"I used to be very small and skinny for most of my life Somewhere during Grade 11 I had a big growth spurt and when I got back for the start of Grade 12, athletics just worked
"I was always part of the long-jump team throughout my school years, but when matric came, I suddenly excelled in high jump, sprints and hurdles I had the privilege to be selected as the athletics captain thereafter and we ended up winning the annual interschools athletics competition that year," he elaborates

"I went on to Western Province trials for hurdles after that, but unfortunately fell head first on the track after hitting a hurdle during the final race
Jumping then kind of found him, he says "After high school I dreamed of becoming an Olympic athlete, but my journey forward was unfortunately riddled with injuries and every time I would reach my desired performance level, something would go wrong I've broken bones and torn ligaments left and right, which lead me to dive into ballistic weight training where I eventually realised that I could box jump higher than most people
"My competitive nature immediately led me to look up the world record for the highest box jump That then led me down a rabbit hole of chasing jumping records I have been doing high level jumping for almost three years now, but started serious training for sideways jumping exactly six weeks before the attempt It is a very niche movement combining creativity with human agility," he continues
Throughout his life he had long bouts of struggling with his mental health "Finding a reason to wake up in the morning wasn't always a straightforward answer I found comfort, a sort of haven in pushing my body to its extremes and keeping my muscles moving is the one thing that I can truly say made life worth waking up for," he says

social connections I wanted to open the door and invite people to get their bodies moving, because I fully and deeply believe that physical movement can heal mental movement," he says He works as a software developer for his own business - "so designing, building and maintaining the software is what I spend most of my time on"
Before a workout he consumes six scrambled eggs mixed with a tablespoon of honey, combined with two to three cups of coffee (with some more honey if needed) Then I do a lot of thinking and visualising I practise jumping in general three to four times per week in addition to my normal training routine
He has been practising at Virgin Active Durbanville for the past eights years now and that is also where he succeeded in his attempt to break the Guinness World Eecord
"For some reason everything just came together that day; I can't really explain it I had all my closest people cheering me on - my parents and brother, together with my best friends I performed the jump on the main functional floor To get a record officiated you need multiple forms of video evidence, as well as witness statements and official documentation, including three or more videos from different camera angles, at least two professional witness statements, a person qualified in measuring and numerous more administrative stuff," he says

This is not his first Guinness world record "I broke the record for the highest seated box jump in March 2023, which has unfortunately since been broken by an American, but I plan on taking that one back soon I also broke, and still hold the record, for highest standing jump carrying a 40 pound pack, which I did in a pair of pink Crocs I am still not sure why," he says
"I love jumping and pushing my limits I love learning about psychology and physiology in my free time and if it involves physical movement then I probably enjoy it - from hiking, running to swimming in freezing water Other than that I develop software and eat copious amounts of meat during my non-training periods, I am also a slight coffee snob and drink rooibos tea before bed 96% of the time "

Objecting against filling station in D’Urbanvale
As a homeowner in D’Urbanvale I oppose the Engen fuel station development
It is a breach in the spatial planning framework The D’Urbanvale spatial framework is defined as a mixture of standalone houses, retirement and townhouse complexes, gentleman estates, apartment blocks and a primary school settled within a mixture of open spaces parks and wetlands to create a rural atmosphere
The proposed development of an industrial, petrochemical facility is in stark contrast to the rural, suburban atmosphere that makes D’Urbanvale that very special place it is today
There will be significant disruption during the construction phase as heavy earth-moving machinery are required to excavate underground storage facilities
D’Urbanvale is characterised by open spaces, leafy sidewalks and wetlands The Engen fuel station, with its neon-lit forecourt and towering white and blue neon signage monstrosity, will create a visual disturbance that is in stark contrast with the rural atmosphere that makes D’Urbanvale the appealing suburb that it is today
D’Urbanvale is a quiet suburb, but the increased traffic trucks delivery (often done at odd hours) idling engines, operating equipment, compressors and cooling systems, interaction between staff and customers at all hours day and night, will create noise Petrochemical vapour will be constantly released into the atmosphere
There are already seven fuel stations within 3km to this proposed Engen fuel station Surely we do not need another one
There will be health and safety risks as apartment blocks, houses and a primary school around the proposed Engen development will be exposed to significant risks Additionally, gasoline that drips from
a fuel pump and potential underground storage tank leakage will ultimately contaminate boreholes and the Uitkamp wetland
The Uitkamp wetland with its 279 different plants species (of which 30 are threatened), 67 bird species, mammals and reptiles will be irreversibly exposed and threatened by gasoline, oil and other contaminating pollutants that will enter this 32ha of highly vulnerable nature reserve through the runoff of storm water
Property values and a higher risk profile may negatively impact property owners within the immediate proximity of the proposed fuel station – resale value may decrease while the cost of property insurance may increase
Traffic congestion is already an issue during peak school hours, making Mosselbank River Avenue impassable The fuel station will just exacerbate an already untenable situation
D’Urbanvale residential roads have a weight restriction of 3,5 tons and were not designed to support heavy vehicles A fuel tanker truck can weigh up to 44 tons and with no heavy truck turning circle trucks will have to exit down Falcon Street, turn right into Muisvoël and Heron street, back into Mosselbankriver Avenue to exit D’Urbanvale This will have disastrous long-term consequences for the road surfaces and high risk of structural vibration damage to houses, swimming pools and boundary walls
As a D’Urbanvale homeowner I would have expected that the City of Cape Town would have formally sent each impacted homeowner a notice of this intended development Public participation is a fundamental element of the required Environmental Impact Assessment process Why was this not done –this “under the public radar” ploy is of grave concern to myself as a homeowner CONCERNED RESIDENT, D'Urbanvale

RENOSTERVELD

"We have lots of pockets all over the farm and probably have in excess of 100 hectares of conservancy Over the years, we've been involved in alien clearing and doing little bits to preserve the flora and the beautiful animals We have caracal, buck, porcupines, tortoises - that's always been the norm for us, and that's why we are even more excited to be a member or a conservation champion, because it's also prompted us and pushed us to do more," Johnson said Zevenwacht has solar panels on their cellar roof and workshop, uses mulch in their vineyards, and support the BHRC in their conservation efforts, including snare patrols and as a donor site to the Renosterveld rewilding project

CHAMPIONS
Development and agricultural expansion have always been a threat to conservation, said Dwayne Brecht, extension officer for the WWF Conservation Champions Programme
He explained the programme started in 2004 (under the Biodiversity and Wine Initiative) with the objective of working with the wine industry to introduce environmental management plans and to collaborate with landowners In 2016, the focus shifted
"We are working more with what we consider environmental leaders farms that are doing more than just the average " The criteria that farms need to adhere to are currently under revision, as the WWF has developed a new strategy for the next five years "But in Zevenwacht’s case, they do adhere to all of the criteria to be a champion "
There are three principles at the core of the programme that farmers follow to aid conservation: protect, manage, and restore "In terms of protection, each farm signs a stewardship agreement with us, either five or ten years That's a landowner contract where the farm sets aside a portion of land that they will protect for that period It's a smaller agreement compared to CapeNature or SANParks We need systems that suit each landowner’s needs Some farms prefer this system," Brecht said
"We also develop an environmental management plan or conservation action plan
“We sit with our partners, like BHRC, and have meetings with the landowners We identify target areas that we can improve on, and we capture it in a document that is reviewed annually "
The programme's current footprint is about 45 000 hectares of farmland, of which 25 000 hectares is conserved under these agreements "Each property will have different vegetation types that we are conserving In Zevenwacht's case, it's Boland Granite Fynbos and Swartland Granite Renosterveld both of which are critically endangered or endangered," Brecht said
Management is about farming "nature positive" and introducing regenerative agriculture practices to save water and reduce dependency on chemicals
Brecht noted that, thanks to funders like the Table Mountain Fund, the programme can reimburse member farms for small projects
This includes a sticker with the programme’s logo (a sugarbird on a protea) that goes on the WWF Conservation Champions farms' wine bottles
