“However, delays due to legal disputes and administrative failures have stalled progress and spending,” said Kayser. He termed it a gross failure of governance
“This is completely unacceptable given the urgent need on the ground,” Kayser commented. “Urgent intervention is required to ensure accountability and that the community is not further failed.”
Meanwhile, on Thursday, July 24, in a statement, the Municipality said the rollover had now been approved
“The rollover will be used to repair and restore critical infrastructure damaged during the June and October 2024 floods,” the statement read
While the official rollover application will be submitted to the National Treasury by August 31, the Municipality has confirmed that projects falling within the current budget allocation will start immediately.
“This ensures that urgently needed repairs and upgrades won’t be delayed,” the statement continued. “This is a crucial step in restoring dignity, safety, and services to residents hardest hit by the storms. We will keep residents informed as implementation begins and the full funding process progresses.”
issues such as logistics inefficiencies, reliability of power supply, lack of safety and security and municipal service delivery challenges " Naidoo emphasised the importance of businesses ensuring that they are not solely focused on the short-term and that they are also pursuing long-term strategies to ensure the sustainability and growth of their operations "At the same time, it is vital that businesses invest in their talent pipelines to ensure they have people with the required skills to support their longer-term strategies "
GIFT of the Givers and FoodForward SA, in partnership with Engen, handed over food parcels and blankets to vulnerable communities in Gqeberha affected by severe winter conditions as part of this year's Mandela Day activities.
Mandela Day, celebrated annually on July 18, calls on individuals to spend at least 67
minutes doing something that benefits humanity - a symbolic reminder of the 67 years Nelson Mandela dedicated to the fight for justice.
Under this year's Mandela Day theme, "It's still in our hands to combat poverty and inequality”, the team visited Walmer High School to assemble 100 hot meals, pack 100 food parcels and distribute 100 blankets.
"Mandela Day reminds us of Madiba's unwavering commitment to humanity and his belief in the power of collective action to bring about positive change," said Olwethu Mdabula, Engen's CSI Manager.
"This year, we wanted to respond meaningfully to the crisis at hand - bringing warmth, food, and dignity to communities struggling through winter. Our long-standing partner-
ships with Gift of the Givers and FoodForward SA continue to be instrumental in making that impact real."
Beyond One Day of Service, Mandela Day is not just another commemorative date - it is a moment of reflection and action, Mdabula added.
"Everyone has the ability and responsibility to change the world for the better."
IN celebration of Mandela Day 2025, the St Croix Sea Scouts of Bluewater Bay, together with four other groups in the Nelson Mandela Bay South District, rolled up their sleeves for 67 minutes of service and more by leading a large-scale beach cleanup at Bluewater Bay's main public beach on July 19
The initiative brought together more than 50 volunteers, including 36 youth and 16 adults, in a united effort to protect and preserve the sensitive coastal environment
They collected 67 bags of litter, amounting to 268kg of waste removed from the shoreline
"We want to support our local community and the Zwartkops Conservancy, which plays a vital role in looking after our estuary," said Norman Visser, St Croix Sea Scout Group Leader "This was a meaningful opportunity to raise awareness and involve Scouts in learning about estuaries and coastal conservation, right in their own backyard
Our Scout hall is 20 metres from the Swart-
kops River " Scout Noël Trompeter added, "It was a fun
activity in celebration of Mandela Day, and I believe we all have a part to play in protect-
ing our planet "
The Bluewater Bay Sunrise Hotel provided muffins to boost energy levels, and Pam Golding kept the Scouts hydrated with bottled water
The project aligns with several of the UN's Sustainable Development Goals, including Good Health and Well-Being, Sustainable Cities and Communities, and Climate Action It also contributes to Scouts South Africa's Messengers of Peace and Scouts4SDGs initiatives, highlighting the positive impact of youth-led community service
Through outdoor adventure, service, and environmental stewardship, Scouts gain life skills, confidence, and a sense of purpose Youth are taught resilience and leadership, with a strong focus on “earning by doing”
The Scouting movement is always welcoming new members There are eight groups currently operating across the greater metro area For more information, visit https:// easterncapesouth scouts org za/
SOON to come to the end of his four-year term as director of the Alliance Française (French Language and Cultural Centre in Gqeberha, situated in Richmond Hill), Guillaume Favier Nirere is as passionate about the Alliance and its aim of creating a more interconnected way of life and communication as he was when he first set foot in our bay
Likewise, he has grown ever more passionate about our beautiful city during his stay here with his family Guillaume’s fascination with different cultures was the driving force behind joining the Alliance 15 years ago, and his time in Gqeberha did not disappoint
“The size of the city makes it extremely easy to get around, and I love it that the various neighbourhoods indeed have different personalities, characteristics and a variety of different inhabitants! Richmond Hill itself is a real gem
“The houses, their local vegetation’s rich colours (as colourful as its residents) and all the trees are sublime and make the neighbourhood unique,” he says with a smile
Within this appealing setting, Guillaume and his team promote the cultures of French-speaking countries and encourage connections between cultures
“At the Alliance, we teach mainly French but also isiXhosa and English,
and organise regular weekly cultural events, like film screenings, music concerts, literary exchanges, etc We're here to show that the world is a real source of abundance and that otherness strengthens us ”
With the main goal being forging relationships and links between people, Guillaume states wholeheartedly, “Learning a language and mastering it also means experimenting with it That's why there are establishments like ours What could be more necessary in today's world than getting together, in real life?”
“The first thing I did when I knew I'd be working in Gqeberha was to read a book on the history of South Africa I'm keen to learn as much as possible before forming an opinion, trying to understand the society I'm coming into without letting my prejudices guide me ”
His understanding of South African culture has inevitably grown during his time here, but Guillaume, ever modest, says, “I think I have a better understanding of the issues at stake in South African society, but I also now know that it s a culturally rich and complex society There are still things I don't understand ”
His contributions to our city have been all but modest, though, and his enthusiasm is infectious when he speaks about the Richmond Hill Music Festival
“I am extremely proud to have organised the Alliance Française Music Festival in 2022 and 2023 in Richmond Hill
This event was created by my predecessors 15 years ago, inspired by a similar French festival I'd like to thank Shaun Van Eck, from Discover Mandela Bay, for all his hard work in preparing this event It was an honour to offer this and allow the people to take ownership of their city in the beautiful Richmond Hill area I would’ve loved to organise this festival again in 2024 and 2025 ”
His favourite French film, Nous Trois Ou Rien (All Three of Us), with its central themes of commitment, love and the essential ingredient of humour, is an apt reflection of where Guillaume’s priorities lie
He comments on the resilience of South Africans, but also on the injustice and inequality that still exist and expresses his wish for more daily activism and less laissez-faire
There are many things that Guillaume and his family will miss: sunrises over the bay, the unique and enchanting light during winter days here and climbing the Maitland beach dunes
But he is looking forward to, once again, indulging in a good potato gratin – La Tartiflette – containing a creamy cheese,
Le Reblochon, with a good red wine in the French Alps
His hopes include that the Alliance Française, the only foreign cultural centre in the Eastern Cape, will be recognised as a valuable asset to the people of Gqeberha Unequivocally, he states, “I want the local people to realise that the Alliance is for them and, as we're a non-profit association, they can also get involved in projects of public benefit It offers a win-
dow onto a corner of the world, and what could be more precious? We are not here for the French people, but for the South Africans ” A dance performance from France at the Athenaeum on August 26 will portray how dances from all over the world have contributed to the fight for human rights
There are also some art exhibitions coming up soon For more information, see www facebook com/af portelizabeth/

A LOCAL initiative is bringing aspiring Nelson Mandela Bay filmmakers together through films screened at local community halls
Kasi Bioscope, the brainchild of Lazola Ntsiko and Mthobeli Moni, will be screening local short films and feature films across the metro this August
"These screenings feature films which were shot and produced in Gqeberha and Kariega," Moni explained
"The producers of these films are aspiring filmmakers; some have little to no formal education when it comes to filmmaking "
Kasi Bioscope was established in 2014 with the aim of bringing film screenings to youth in Motherwell and Kariega who do not have access to such opportunities
Explaining the thought behind Kasi Bioscope and how it all started, Moni shared:
"We are film enthusiasts, some who like horror and others who act in dramas We come from a background where we watch and share films from a garage every Saturday," he said
"We thought, instead of going to YouTube to showcase our films, why not go to communities to screen the films This year, after receiving funding from the National Film and Video Foundation, for which
they have been applying since 2020, made it possible to share screenings of local short films in community halls across Nelson Mandela Bay "
About 26 people, mostly students and a few filmmakers from Nelson Mandela Bay, submitted their films, which are being screened
The first short film screened was Ace of Spades, a horror film produced by a nineyear-old from Despatch
"The short film, which is around five minutes long, warns children not to play card games after 22:00," Moni explained
"In the film, kids play a card game, and when they draw the Ace of Spades, a creature comes out "
There will be a series of screenings, including two workshops, running until September
The short films range from 5 minutes to 40 minutes and will be screened at various locations between 12:00 and 16:00
"We will also have the filmmakers speak
"The narratives that are portrayed in these films are not just of struggle but also survival in areas where one is not expected to amount to much, but also where defying the odds is the only way out," said Moni
"We saw how many powerful local stories never reach the people they're made for Kasi Bioscope gives filmmakers a direct line to their communities It's not just a screening; it's a moment where the
audience sees themselves on screen "
Film screenings in August will take place at the following venues from 12:00 to 16:00:
• August 2: Walmer Multipurpose, Walmer Gqeberha
• August 16: DeJa Vu Dance Studio, Cleary Park, Gqeberha
• August 30: The Athenaeum Museum, Central, Gqeberha (Panel of Speakers and Film Screenings)

CAN the u/18 rugby team of Framesby make it four victories in a row against Grey High?
This is the big question which will be answered on Saturday in Gqeberha when the local interschool clashes resume The chances are above average that we will see another thrilling contest between these two sides
In 2022, Framesby managed to beat Grey for the first time since 2011 It was a real nail biter with the final score 14-10 It was more of the same in 2023 Framesby won this humdinger 17-15
Last year it was yet again a close call when Framesby made it an unprecedented third victory in a row over Grey Again the winning margin was a mere two points with Framesby,
playing at home, sealing the deal 19-17
Grey will have home advantage this time and will be confident and ready to turn the tables on Framesby Both teams have been blowing hot and cold this year but have the players to produce an entertaining affair
There are exciting backline players on both sides Ciaran Killian, Bradley Myburgh, Tristan Kemp and Meyer Prinsloo will test the Framesby defence Jaiden Brewis, Damian Witbooi and Cole Hipert are dangerous attackers in the Framesby side who don’t need a second invitation to visit the try line Pearson has a tough assignment but will have home advantage when they host Graeme College, who make the trip from Makhanda

LEGENDARY muso, Cedric "Fingers" Lewis, is celebrating six decades in the local music industry with a commemorative performance on August 2
The Gqeberha local, who has graced the stage with some of the Eastern Cape's top live bands such as the Tomboys, has reason to celebrate
It is the year he turns 80 (on July 24), and it is also the year a much-cherished guitar stolen more than 20 years ago found its way back to him
Recalling where his journey as a musician began, "Fingers", aka Lewis, said: "My musical career journey began in 1962 when I first learnt to play guitar with my neighbour, Bruce Baldwin
"In 1964, we formed a band called The Jordanettes, which also included my brother-in-law, Dave Becker That's the first time I met Larry Kozack, who is currently our drummer in the band called Sunrise "
In 1966 when his bandmate, Kozack, was called up for military training, the band's line-up changed with Brian Rieder, an ex-Clan band member, joining on bass guitar However, the Jordanettes were not meant to last, disbanding only a year later, which led to the start of what would become more than four decades in the Tomboys band
"I joined my friend, Bruce Baldwin, at the Tomboys in 1968, with the original line-up of founding member, Lionel Pearce (lead guitar), Roland Dickson (bassist), Hannes van Wyk (drums) and myself on rhythm guitar, replacing another founding member, Peter Nell, who relocated to Cape Town "
It was here, as a member of Tomboys, where Lewis spent 44 years of his career
Currently, the muso is playing in the Sunrise band, which he formed in 2024 Bandmate and friend Kozack commended Lewis for still doing what he loves at the age of 80
"Cedric was 17 or 18 the first time I played in a band with him," Kozack shared "He now turns 80 and is still at it, which is remarkable; hence the celebration of his time as a local musician "
Kozack shared how a guitar that was once stolen in 2002 found its way back to "Fingers", aka Lewis, this year
"In 2002, Fingers's Fender Telecaster guitar was stolen from his car after a private function Twenty-two years later, and to his amazement, it was found and returned to him still in great condition, considering the number of years it was missing "
Explaining the sequence of events, a friend at a music shop recognised the modifications on the guitar, which led to the recovery of the instrument "
He was phoned by a friend and owner of Offbeat Music shop, Alan Godwin, to come in and identify the guitar, immediately recognised by the modifications that were done back then
Lewis shared his excitement and disbelief at having his guitar returned to him on Saturday, January 18
"This year I got a call from Offbeat, a music shop in Rink Street that buys and sells new and second-hand musical equipment and sound systems When I got to the shop, there it was, my Fender Telecaster that was stolen 22 years ago I couldn't believe it as I never thought in my wildest dreams that I would ever see that guitar again "
Join the Sunrise band for a night to remember at Eddie Mac’s, Victoria Drive Park, on August 2
All are welcome; entrance is free
BIG On Multimedia is set to present a brand-new theatrical production filled with laughter, rhythm and heartfelt moments called Once Upon a Ladies’ Night on August 2
Starring Boeta B, the production will take the stage at the Savoy Theatre and will bring a whimsical yet relatable tale to life through a dynamic fusion of comedy, live music, and theatrical storytelling
Narrated in a fairy-tale style with a distinctly South African flavour, the story is set in the fictional village of South End, and follows the misadventures of a younger version of Boeta B (Young Ben), an average young man with a not-so-average love life
What begins as a simple quest for romance quickly unravels into a hilarious chain of events involving multiple love interests, quirky friendships, and a local band on the brink of stardom
The show cleverly blends stand-up com-
edy, nostalgic musical numbers, and character-driven storytelling to create an engaging experience for all
The production introduces audiences to a cast of colourful characters, from the hopeful Young Ben and his quirky bandmates to a trio of princesses who each bring their own surprises to the dance floor
Boeta B is joined on stage by Eridene Coltman, Rozaan Mackay and Tessin Muller, who take on the roles of the three princesses
They lend their vocal skills to bring you everything from smooth ballads to disco anthems, featuring beloved hits such as Ladies’ Night, I Pledge My Love, My Girl, and I Will Survive
Once Upon a Ladies’ Night can be seen at the Savoy Theatre on August 2 at 19:00

FOLLOWING his impressive performance during a schools' rugby tour in Ireland in September last year, Alexander Road High School learner, Siphelele Uhuru Nase, has been selected for the Rhino Rugby Tour Schools Team that will tour to the Netherlands and Italy in October
His father, Mangaliso Nase, said, "Uhuru was told that he was selected to play again for the Rhino Rugby Tour Schools Team that will fly to the Netherlands and Italy in October The trials took place in Cape Town in March We were all merry in my house when we were told that Uhuru would fly to Europe in October "
As things stand, the flight fare,
together with accommodation, catering, sports apparel and other things, costs R50, 000 While some of the money has been paid, Nase stated that he would accept any financial donation that would make it possible for his son to pay the remaining costs
Nase said, "Last year, we knocked on the doors of provincial and national sports offices
We were sent from pillar to post as if something was going to happen We were promised help, but nothing came from these offices
On the other hand, some people came to Uhuru's rescue I would like to commend PE Express for publishing the story about Uhuru's involvement in sport and his financial challenges "

PLAYING conditions could again be challenging on Saturday on the rugby fields of the Nelson Mandela Bay schools
This past weekend, the rain, wind, wet fields and slippery ball made it very difficult for the players to put their best foot forward There is a chance of rain again later this week, but at least the teams will know what to expect Grey High will be at home on the Kolisi Field in Gqeberha They face a massive task in one of their longstanding derbies when they host Grey College from Bloemfontein
Although the date with Grey College is a red-letter one on the calendar, Grey High probably feel its season was made this past Saturday
After three losses in a row against their Gqeberha rival, Framesby, Grey got it right in yet another thrilling contest between these two gutsy sides For the third year in a row only two points separated them Grey and their supporters were absolutely ecstatic about this nail-biting victory
But what a muddy battle it was!
In the first half both sides scored a try from a lineout drive Grey were successful with their conversion It was anyones game when they kicked off for the second half with Grey leading 7-5
Another converted try saw Grey stretch the lead to 14-5 It looked like the home side were in control but with 10 minutes to go there was drama
Framesby fought back bravely They pulled the score back to 14-8 with a penalty and then took the lead for the first time in the match with a converted try
The try was scored in front of their coaching staff behind the posts, and those coaches went ballistic with joy, smelling a fourth consecutive win over their rivals! There were about six minutes left after the restart and suddenly there was only one team on the field Grey wanted this victory badly and fought back, scoring their third try, which was also the winning try
Taking the conditions into consideration, and the fact that they had not beaten Framesby in the previous three years, Grey would have rated this victory as one of their best in a long time Flanker Cody Wilmot stated after the match that it was a huge team effort which got Grey over the line He was correct, but Wilmot was indeed one of the heroes, scoring all three of his team's tries! Tristan Kemp added two conversions

IT felt like a long wait for United Chatty Warriors FC supporters, but they finally won the PEEFA First Division League trophy as their side snatched a hard-fought 4-3 victory over United Eleven Brothers FC at Veeplaas Turf Stadium on Saturday At the end of the season on Sunday, the Chatty side collected 39 league points, while Brothers Reserves finished in second position with 35 league points
One of PEEFAs oldest sides, Young Bucks FC, finished in third place with 32 league points after playing 16 games Since United Brothers FC’s campaign in the PEEFA Premier League, their reserve side will still play in the PEEFA First Division League in the 2025/26 season
Meanwhile, Chatty Warriors and Bucks are promoted to the PEEFA top flight for the 2025/26 season Brothers' reserve side, who overcame Mighty Warriors FC Reserves 5-1 in their last league game, will only receive the prizes for being the league runners-up Forresters FC reserve side, who were on top of their game, finished in fourth position after they collected 32 league points, with Bucks overcoming them on goal difference Bucks defeated Young Teenagers FC Reserves 8-4 on Saturday
Ross Atkinson (prop) also had a massive match, and even in difficult conditions backline players, Ned Taggart, Bradley Myburgh and Meyer Prinsloo, gave the Framesby defenders a tough afternoon Grey put Framesby under pressure at scrum time, but at the breakdown, the visitors were very effective
Eden Calitz and Raynardt Brown had huge matches for Framesby Brown scored the first Framesby try and David Matyani the second Jaiden Brewis added a penalty and a conversion
