n recent weeks there have been at least two reports of accidents on the busy N2 reportedly caused by livestock roaming freely along this national route.

Such accidents are traumatic for both the occupants of the vehicles involved, as it can cause serious injury and vehicle damage, These accidents also cause delays for other road users, a considerable inconvenience if they have to be rerouted while authorities

One such collision occurred on the N2 near Myddleton on Wednesday 4 June, when a horse was struck by a car. The driver of the vehicle did not sustain any serious injuries, but the horse involved died. Over the years there have been incidents where the wild horses of Fisherhaven were knocked over while roaming in neighbourhoods or crossing the R43.

Grabouw and Genadendal are Overberg towns where cattle, pigs and other livestock roam freely in neighbourhoods and along busy roads, and there-

fore pose a hazard to road users.

The Western Cape Mobility Department acknowledged livestock on public roads, particularly in areas such as the Overberg, remains a serious concern. Department spokesperson Muneera Allie said responsible road authorities' efforts to try and mitigate this problem by erecting fences in attempts to prevent livestock from wandering onto roads are often hampered by vandalism and theft. "Fencing is one of the primary mitigation strategies... However, the fences are often vandalised or broken down within a very short time, some-

times even on the same day.

“This significantly hampers the sustainability of these efforts. The matter of road signage to warn motorists is currently being elevated with the Western Cape Department of Infrastructure for consideration.”

She said Traffic Law Enforcement officers are also often tasked with removing stray animals from roads to ensure the safety of road users. Local municipal Law Enforcement officers also assist by impounding livestock found roaming around freely.

Slow down please!

Businesses situated along the R44 in Betty’s Bay have welcomed the news that the speed limit along a stretch of road in Betty’s Bay has been decreased from 80 km/h to 60 m/h.

The move was announced jointly by Western Cape Minister of Infrastructure Tertuis Simmers and Minister of Mobility Isaac Sileku during a visit by both to the area.

They said their decision to reduce the speed limit along this stretch of road where numerous businesses are situated, was taken after Overstrand Municipality had submitted a request to do so, after a number of collisions had occurred along the R44.

These include an incident in June 2024, when several people, including baboon monitors being transported by a municipal bakkie, sustained serious injuries when their vehicle was hit by another as it pulled out of the parking bay of a local business.

Said Simmers: “Last year, the Western Cape Department of Infrastructure received

a request to decrease the speed limit on the commercial section of the roadway known as ‘The Hub’ and the entrance to the Harold Porter Botanical Gardens to 60 m/h and to improve safety, after which an investigation was launched to assess the matter.

“The investigation by my department has shown that a decrease in the speed limit on this section of the road is viable, and I am pleased that my department and the Department of Mobility can work together to respond to the concerns of our communities. The new speed limit sign boards will be installed in due course.”

Sileku added: “The safety of all road users is a priority for the Western Cape Government. By reducing the speed limit through this busy section, we are not only protecting lives but also supporting safer access for both residents and tourists. This is a perfect example of how the Departments of Infrastructure and Mobility work hand in hand.”

is not a target or endorsed safe speed, but rather the maximum legal speed and, as on all roads, it remains the responsibility of the motorist to keep to the legal limit.

Simmers concluded: “Smaller towns in the Western Cape continue to expand, and our road networks need to accommodate growing populations. Tourism also plays an important role in these local economies and contributes to job creation, and as the sector continues to grow it is important to ensure roads in the Western Cape are safe, accessible and enable a growing economy that creates job opportunities for all.”

“We also alert the Theewaterskloof Municipality Control Room, who then dispatch their Law Enforcement teams to remove the animals to their designated impound facility.”

Allie said the issue of stray animals is a standing item in the Overberg Road Incident Management System (RIMS) meetings due to the recurring risks and operational challenges it presents.

Tracing the owners of these stray animals and holding them accountable for damages incurred by motorists is near impossible, she explained.

“The identification of livestock owners is a challenge, particularly in areas adjacent to informal settlements. The nature of the spatial layout and demographics in these regions complicates enforcement and ownership verification.

involved in an incident has opened a case.

“This issue has been raised in various stakeholder forums, including the Overberg District Safety Forum, yet prosecution remains a broader systemic challenge.”

The public may also report stray livestock for removal by calling the Theewaterskloof Control Room at 0800 214 730.

In the Overstrand area, stray animals can be reported to Overstrand Municipality’s Law Enforcement Department on 028 313 8996.

Volgens die Theewaterskloof-munisipaliteit het die persoon aansoek gedoen vir ’n pos wat geadverteer is en dat alle prosesse gevolg is om sy aanstelling te bewerkstellig. "Daar was geen rede om hom nie aan te stel nie en alle prosesse is gevolg," het die woordvoerder gesê.

Man with child porn out on bail

The news that a 41-year-old man from Hermanus had been arrested for the possession and distribution of child pornography was greeted with outrage by many who insist he be “named and shamed.”

A particular source of outrage was the suspect’s release on R10 000 bail, with comments that he should be locked up and the key thrown away. One woman’s comment reads: “So, after bail of a mere R10 000 he is a free man, out and about in our community until the hearing on 12 September? How is this okay? I am never one to comment or judge. But when it comes to children and protecting them, our laws fail tremendously!

“If there is even a 0,001% chance that another child can be affected or impacted or anything at all, the laws should be much stricter. This person should in no way or by any means whatsoever be able to live freely, free to do anything. I am absolutely terrified, angry, sick and disgusted that this is a reality in our town!”

Another commented: “This guy needs to be named. Why are such people protected, what about the poor kids and everything they have to go through now?”

The suspect, an IT specialist who cannot be identified until he has pleaded to the charges against him, was arrested in Hermanus on Thursday 5 June by members of the Western Cape Serial and Electronic Crime Investigation (SECI) Unit for possession and distribution of child sexual-abuse material (child pornography). He appeared in Hermanus Magistrates’ Court on Monday 9 June, before being released on bail.

National Police spokesperson Lieutenant Colonel Amanda van Wyk stated the arrest was made following a tip-off from the National Centre for Missing and Exploited Children (NCMEC) in the USA.

“Further investigation by the Western Cape SECI team led to tracing and locating the suspect in Hermanus. Various digital devices found in his possession were seized during the arrest.” She added that the suspect at this stage was not linked to a syndicate and the investigation is ongoing.

Eric Ntabazalila, spokesperson for the National Prosecuting Authority in the Western Cape, confirmed that the suspect had been released on bail of R10 000 and the case was postponed to 12 September 2025 for further investigation.

“More charges are likely to be added as the investigation continues,” Ntabazalila said.

The suspect, whose identity is known to the Hermanus Times, described himself on his Facebook profile as a “digital creator”.

The 41-year-old IT specialist’s arrest came a just a few days after a father of three from Wellington was sentenced in the Paarl Regional Court to 36 years direct imprisonment after being convicted of four counts of rape of his biological children and several counts of producing, possession and distribution of child pornography.

The 27-year-old father pleaded guilty to the more than 600 charges against him and admitted he had sold photos and videos of his children in erotic poses and committing sexual acts for between US$5 and US$10 per photo. The court ordered that he be eligible for parole only after serving two thirds of his sentence.

In the most recent case a couple from Bloubergstrand were arrested on Tuesday 10 June for producing child sexual-abuse material and the rape, sexual assault and sexual grooming of their daughters, aged 3 and 8. The police said in a statement that the arrests resulted from a multidisciplinary team effort, by the national and Western Cape Serial and Electronic Crime Investigations (SECI) Units,the Department of Social Development (DSD), and two US agencies, the Federal Bureau of Investigation (FBI) and Homeland Security Investigations (HSI). The victims were rescued during the operation and have since been placed in a place of safety.

Van Wyk said several electronic devices were also seized during the arrest and “the investigation remains ongoing.”

Can a minor inherit immovable property ?

When a testator dies leaving immovable property to a minor heir (under 18), South African law provides safeguards to protect the minor’s interests. The Administration of Estates Act 66 of 1965, Wills Act 7 of 1953 and Intestate Succession Act 81 of 1987 are applicable in this instance.

Under the Administration of Estates Act, the deceased’s estate is administered by an executor supervised by the Master of the High Court. Immovable property inherited by a minor is registered in the child’s name, but since minors lack legal capacity, they cannot manage or dispose of the property themselves. Typically, a surviving parent or guardian administers the property. If no suitable guardian exists, the Master may appoint a curator or tutor, or the property may be held in a testamentary trust established in a will or by Court.

A guardian requires the Master’s consent to alienate or mortgage the property. For property valued under R250 000, permission is sought from the Master’s Office; for property above that value, High Court approval is required, which may involve substantial costs.

Where a valid will exists, the testator may establish a testamentary trust under the Wills Act to manage the property until the minor attains majority. This method avoids complications associated with direct guard-

Statistics South Africa will soon begin a pilot project called the Continuous Population Survey (CPS) in the Overstrand area. This project, which will be conducted in phases, aims to update the Master Sample Frame to ensure reliable and up-to-date data collection. Phase 1 of this survey, titled “The Continuous Population Survey – Household Survey Programme Redesign (CPS-HSPR) Frame Update”, is scheduled to take place from June to September. During this phase a Stats SA team will visit all selected areas such as Betty’s Bay, Meerenbosch, Hawston, Onrus, Glen Fruin, Vermont, Sandbaai, Zwelihle, Hermanus Heights, Voëlklip, Westcliff, Gansbaai, De Kelders, Perlemoenbaai, Masakhane, Franskraal, and Wolvengat.

Sy het al van jongs af geweet sy wil vir die Here werk, Sy roeping uitleef en mense na Hom lei. En dit is presies wat die 22-jarige Tesné Coetzee doen.

Dié inwoner van Hawston en dogter van Valda en Keith Coetzee vertel sy het haar roeping tot bediening oor ’n tyd ervaar – grootliks deur geestelike ervarings en bevestigings. “Ek het van my tienerjare af ’n diepe bewustheid van God se teenwoordigheid gehad – en ’n begeerte om God te dien. Met verloop van tyd het ek deur gebed, mentorskap en my betrokkenheid in die kerk al hoe meer die stem van die Here ervaar wat my roep om Sy Woord te verkondig en Sy liefde prakties uit te leef.”

Tesné is ’n duidelike voorbeeld van “waarvan die hart van vol is, loop die mond van oor” – sy kan nie uitgepraat raak oor haar verhouding met die Here nie. “My verhouding met die Here is die fondasie van my lewe – dit gee my rigting, doel en hoop ... selfs in moeilike tye. Dit is in Sy teenwoordigheid waar ek ware vrede en identiteit vind en waaruit ek alles wat ek doen, probeer leef.”

Tesné se liefde vir haar grootworddorp, Hawston, het ook ’n groot rol gespeel in haar besluit om teologie aan die Universiteit Stellenbosch te gaan studeer. “Ek en my twee ouer susters, Robyn en Kelly, het in Hawston grootgeword, waar ons ook ons skoolloopbaan voltooi het. Ek was in Hawston Primêr en daarna op Hawston Sekondêr en is tans besig met my meestergraad aan die Universiteit Stellenbosch. Die ondersteuning wat ek van die gemeenskap

gekry het, is merkwaardig en Hawston is my tuiste.”

Dat Tesné ’n spesiale plek in die harte van die inwoners van Hawston het, is duidelik uit ds. Steven Enslin Davids se skrywe oor haar: “Hawston het op Sondag 1 Junie weer eens geskiedenis gemaak toe ’n meisie van ons dorp, Tesné Coetzee, haar proefpreek gelewer het op haar lewenspad om haar as predikant te bekwaam. Dié voormalige leerder van Hawston Sekondêr het ná haar skoolloopbaan besluit om haar as ’n predikant te bekwaam. Ná vyf jaar van intense studies het hierdie uitblinkerstudent in teologie haar basiese studies voltooi en toe haar proefpreek in haar tuisgemeente en dorp kom hou. Haar proefpreek is in die Verenigende Gereformeerde Kerk in Suider Afrika,

Gemeente Hawston Mount Pleasant, gelewer – voorheen bekend as die NG Sending-kerk.”

Volgens hom is dit ’n eer dat die gemeente vir die eerste keer in Hawston se geskiedenis ’n eie predikant oplewer –“en dan boonop ’n vrou; dis inderdaad ’n deurbraak.”

As Tesné nie agter die boeke is nie, sal jy haar by haar familie kry. Sy geniet dit om tyd saam met haar familie deur te bring – veral op staproetes. “Dit gee my nie net rus nie, maar versterk ook my verhouding met God en die mense naaste aan my hart.”

Die natuurskoon in die Overberg is nog iets wat haar bekoor en sy sal altyd ’n sagte plekkie vir die Overberg in haar hart hê. “Die Overberg is vir my spesiaal omdat dit ’n plek is waar ek die wonder van God se skepping op ’n unieke manier beleef – van die golwende heuwels tot die stille kuslyne. Dis ook waar ek keer op keer herinner word aan wat dit beteken om ’n gemeenskap te wees.”

Tesné het van ’n jong ouderdom af besef dat niemand perfek is nie. “Ons almal maak foute, en dit is deel van menswees. Wat saak maak, is dat ons genade moet hê vir onsself, moet leer uit ons foute, en elke dag weer kies om met hoop vorentoe te beweeg.”

Wat haar toekomsdrome betref, wil sy graag ’n lewe lei wat ’n blywende verskil maak. “Ek wil ’n voorbeeld stel vir ons jongmense, hoop bring en God se liefde uitleef in alles wat ek doen. Ek wil ook geestelik bly groei, gesonde verhoudings bou, en die roeping voluit uitleef wat die Here in my lewe geplaas het.”

For most non-vegans the idea of having to prepare a meal for vegans can be quite daunting. What on earth to serve them?

Carrots and a few celery sticks?

No need to panic. The Greyton Farm Animal Sanctuary recently brought out a fabulous vegan recipe book, Love Lives Here: Vegan Food from a Farm Sanctuary, featuring easy, nourishing dishes, each one beautifully illustrated.

Hermanus Times spoke to Nicola Vernon, a vegan for 18 years and owner of the Greyton Farm Animal Sanctuary.

“Over the last 10 years we have had many volunteers from all over the world coming in to help us with the animals. Each night, after a hard day’s work, we all sit around a table for a communal meal one of the volunteers has cooked.

“We have had wonderful food that has been inspired by Finland and the rest of Europe, Brazil, Mexico, Asia (we’ve had Korean and Chinese volunteers), Australia and India. The idea for this recipe

book arose from all the delicious meals we’ve had from these volunteers, whose ages ranged from 18 to 65.”

Asked about the difficulty of obtaining ingredients for these vegan recipes, Vernon mentioned that all the ingredients for the recipes in the book were sourced locally in Greyton. A lot of the vegetables come from the gardens of former piggeries in the Pigs to Plants programme.

“We buy our vegetables on Wednesday mornings from the market we set up to sell these fresh, organic, locally grown vegetables.

“You just have to stretch your mind a bit when cooking vegan food, but the book with its simple and easy recipes is a wonderful way to show how vegan food can be delicious as well as nourishing.”

Love Lives Here: Vegan Food from a Farm Sanctuary is available from the Art of Compassion Gallery in Greyton, as well as leading bookstores such as Exclusive Books and Wordsworth, and some private bookshops. All proceeds go to the Greyton Farm Animal Sanctuary.

Young orators lauded

To emphasise the important cultural role museums have in society, in the Overberg it has become traditional for various museums to host an annual speech contest for Grade 10 and 11 learners with English as first additional language.

Participants are given a choice of five topics related to the annual theme. This year it was “The future of museums in rapidly changing communities”.

Education officer of the Caledon Museum Marlon Sauls said: “The event heard eloquent participation from the learners. Their speeches reflected a profound understanding of museums’ significance in contemporary society. The audience of teachers, staff and the public was captivated by the depth and maturity displayed by these young orators.”

Sauls congratulated all participants for their participation.

“Their voices have not only enriched the discourse on the future of museums but have also inspired a renewed appreciation for cultural institutions.”

Morakane Maleke of Swartberg Secondary School was the winner of the contest. Layla Denton of Swartberg Secondary School was the runner-up whith Caitlyn Williams of Overberg High School securing third place. Theresa Plaatjies of Swartberg Primary School, Lizël Kimber of

Beyond Black Mountain and Karin January of The Glebe Primary School had the monumental task of being the adjudicators.

Sauls encouraged learners to participate in next year’s competition. “Let us continue this tradition of excellence and community engagement. Together, let us nurture the voices that will shape the cultural narratives of tomorrow.”

Winning speeches insightful

Overstrand Libraries and the Old Harbour Museum continue to build a strong educational partnership through various initiatives. One such project is the local speech contest, held annually in Hermanus.

This year’s top-three winners are Keshni Faro from Hawston Secondary (first place), Cleone Stone from Curro Hermanus (second) and Sigodi Okuhle from Fisherhaven Academy (third).

Open to English First Additional Language learners in Grade 10 and 11, it forms part of a wider programme that promotes public-speaking skills and encourages young people to explore the role of museums in their education and consolidation of their knowledge.

The Overberg region has several museums – the Old Harbour Museum, Caledon Museum, Drostdy Museum in Swellendam, Shipwreck Museum in Bredasdorp and Genadendal Museum.

Belinda May, librarian at Hawston Library and six-time adjudicator of the local speech contest, praised the level of insight and confidence shown by this year’s contestants. “It’s inspiring to see how deeply they engage with the topics, especially the one that involved designing a museum that reflects their identity. The ideas were truly mind-blowing.”

She was exploring a similar topic involving libraries, as local libraries play an important part in helping learners with research and guiding them to reliable sources. “It would be fascinating to hear learners speak of the changing role of libraries and how they imagine them in future,” May said.

This year’s top winners will move on to the regional round, which takes place in Genadendal in August. They will represent their respective schools and the Old Harbour Museum at this event.

Hawston Cricket Club celebrated 30 years of sporting excellence during a gala event attended by distinguished guests such as the Overstrand Executive Mayor Archie Klaas and the Overberg District Municipality Speaker Lindile Ntsabo.

The crowning glory for the club’s milestone celebration was the fact that they were the 2024-’25 season winners in both the 50 and 20 overs competitions of the Overberg First Division. These remarkable achievements led to the club being promoted to play in the Boland Promotion League in the upcoming 2025-’26 season.

The club was officially established and registered at Boland Cricket Union in May 1995. It was started by Edmund Abels (coach), Theo de Villiers (secretary), Algervin Marais (additional member), André Johnson (treasurer), Verrell Herbert (Chairperson) and John Drubye (Assistant Coach) forming the first management committee of the club. The badge designer was a young Leeroy Henn.

Since its establishment, Hawston Cricket Club made a name for itself and firmly proved itself to be a club to be reckoned with. The club won the Boland Breederivier league in 1996-’97 but could not be promoted due to a lack of facilities at the time. Neels Momberg, an old teammate of Edmund Abels, gave the club a head start by donating a synthetic pitch, the first in the Western Cape at the time. Hawston Secondary School was the first field used by the club.

AWARD WINNERS

Currently the club boasts 44 senior and 43 junior players and nine management members. Two of its players achieved provincial colours and Lara Marais was recently selected to play in the Boland T20 franchise tournament while Robyn Appel has represented the ladies’ Western Province team. The club is also proud of the fact that former Springbok rugby player Gio Aplon and junior Springbok player Boldwin Hansen also played cricket for Hawston. Hawston Cricket Club also won five Mayoral cups since 2012.

At the awards ceremony, the big winners of the night were:

• Six-a-side winners of the year: Archie’s Rangers (Darreu Jansen - Owner);

• Ladies’ cricketer of the year: Lara Marais;

• Upcoming player of the year: Marius Hendricks;

• 4. 50 overs category: Best batsmanByron May - 158 runs (average: 32 runs, best score of 45 runs) and Best bowlerBrettleigh Mitchell - 14 wickets (strike

rate 12,86, best of 6 wickets for 5 runs in 5 overs);

• 5. 20 overs category: Best batsman - Cano Hooneberg - 144 runs (average: 72 runs, best score of 75 runs) and Best bowlerChadwell Koopman - 14 wickets (strike rate 26,4, best of 4 wickets for 18 runs in 4 overs)

• Player of the year award category: Dawid Gerber with combined performances in 50 overs and 20 overs of 238 runs (average: 25 runs, best score of 48 runs) and a total of 17 wickets (strike rate 10,88, best of 5 wickets for 38 runs in 8 overs).

Stanford and Gansbaai cricket fields are now included as Hawston cricket club’s playing fields as approved by the Overstrand Municipality. The club invites all cricket players in the areas to contact them if you are interested in playing cricket in the Promotion League of Boland.
