On Thursday more than 150 comunity and political leaders, young boys and girls and residents of Zwelihle joined the cause when they marched from Zwelihle to Hermanus to hand over a memorandum of demands to delegates of the local police station as well as the Hermanus Magistrates’ Court
The demands include that gender-based violence (GBV) should be declared a national emergency, mandatory life sentences for all GBV perpetrators, a one-day total shutdown to protest against GBV and femicide (the killing of women) the establishment of a national fund dedicated to supporting GBV victims and implimenting strategies to eradicate GBV and for the creation of GBV command centres in all provinces to ensure effective response and support services
Zama Makhundayi, one of the organisers of the march, said he was very satisfied with the turn-out

Rates increases in the pipeline
The municipalities in the Overberg have gone through a very challenging period.
Not only is the Theewaterskloof Municipality (TWK) facing financial difficulties, but the municipality’s management also changed.
After a coalition was formed between the GOOD party and the DA the DA councillor Lincoln de Bruyn was elected as mayor and just after two weeks in the office De Bruyn was ousted from his position due to the motion of no confidence, brought by ANC councillor Derick Appel and seconded by Raymond Nongxaza (ANC).
Tienie Zimmermann of the Freedom Front Plus (FF+) was nominated by the ANC and elected as mayor with support from other smaller parties, leading to the DA losing by a single vote. Zimmerman’s leadership was short-lived and De Bruyn took over again.
On 27 March De Bruyn presented the draft budget for the 2025-’26 financial year, describing it as “a budget that reflects both the immense challenges we face and the determination with which we are confronting them”.
According to him the difficult financial position of the municipality required them to make tough but necessary decisions.
“To restore financial stability while continuing to provide essential services, the following tariff increases have been proposed for the 2025-’26 financial year:
• Assessment Rates: 7%;
• Water: 5%;
• Sanitation (Sewer): 5%;
• Solid Waste (Refuse): 5%;
• Electricity: 12,74% (subject to Nersa’s final approval).
“Despite the financial constraints, this budget ensures that we continue to invest in infrastructure and service delivery. The capital expenditure budget for 2025-’26 amounts to R87 million - a decrease of 52% compared to the 2024’25 adjustment budget. However, this figure will increase significantly to R152 million in both 2026-’27 and 2027-’28,” he said “This demonstrates our commitment to long-term infrastructure investment and service delivery improvements.”
He emphasised that the TWK’s priorities remain clear: to improve water, sanitation, electricity and refuse removal services to eradicate backlogs and enhance the quality of life for all residents.
“No turnaround strategy can succeed without the active involvement of our community. Public participation is not a formality - it is a necessity. I urge all residents, businesses, and stakeholders to engage in the upcoming public participation process on this draft budget. Your voices matter, and your input will help shape the final budget that is adopted. Collaboration will be the key to success. As we work towards a municipality that is financially stable and service-driven, we must do so together - with accountability from leadership, participation

Residents are however unhappy because the date and times of the public participation meetings are only available on TWK’s social media platforms and are not advertised at all otherwise.
“Not all of us are on social media So only a selected group has been informed about the meetings,” one resident said The public participant meetings for Caledon were held on 7 April and for Grabouw on 9 April at 13:00. Riviersonderend’s meeting will take place on 10 April, Botrivier on 14 April and Greyton/Genadendal on 16 April.

OVERSTRANDMUNICIPALITY
Overstrand municipality is also going through difficult times after the previous mayor Dr Annelie Rabie resigned as mayor about two weeks ago. At the time of the announcement of the draft budget, she was still mayor. The 2025-’26 draft budget was tabled at the Special Council Meeting held on 31 March. “Alongside the draft budget, the Draft Integrated Development Plan (IDP) Review and Draft Top Layer Service Delivery and Budget Implementation Plan (SDBIP) for
2025 are also available for public comment until 6 May,” Dean O'Neill, municipal manager, said Rabie stated that the budgeted revenue for the upcoming year is projected to be R2,015 billion, excluding capital grants In terms of expenditure, the budgeted operational costs, which include all service delivery related expenses and non-cash items such as depreciation, total R2,109 billion. This reflects the comprehensive cost of managing and delivering services across the Overstrand.
“While the budget shows a projected accounting deficit of R94,5 million, it is important to highlight that this represents an improved year-on-year position.”
The tarriff increases for 2025-’26 are:
• Refuse removal and sewerage will each increase by 6%;
• Water will rise by 6,2%; Property rates will increase by 9,7% on the cent in the rand value;
• People who buy directly from Eskom will face a 12,74% increase starting from 1 April, while the municipality will implement the increase from 1 July. Rabie explained that, apart from the 100% subsidies for qualifying indigent grant recipients, the first 70 kWh of electricity within the tariff block 0-350, 10 kℓ of water per month, and 7 kℓ of water for sewerage are again proposed to be free of charge. Relief is provided to households earning up to four times the Sassa pension to support lower-income families

The HRA has embraced 2024 with renewed energy and, according to Briggs, has set its sights on effective municipal oversight and addressing the needs of the community. “With a focus on collaboration, transparency and constructive dialogue, the HRA is positioning itself as a proactive voice for ratepayers, working to ensure the community thrives in the face of ongoing challenges,” he said He said at the heart of the HRA’s mission is a commitment to protect and enhance the unique character of Hermanus. “We aim to engage with municipal structures, monitor developments and ensure that municipal services are delivered efficiently and transparently. This is about more than oversight; it’s about fostering a community that works together to create positive change.”

enabling us to work efficiently and effectively.”
Communications portfolio lead Russel Schierhout added: “In perusing our objectives, the HRA believes it needs to work with the municipality to find solutions through improving two-way communication between the community and OM (lobbying and listening).”
Since its renewal the HRA has actively tackled significant issues and engaged with municipal processes. Some of its key illustrative initiatives include:
• Commenting on Overstrand Municipality (OM) policies and plans: eg IDP, budget, bylaws;
• Oversight on critical infrastructure: protecting water resources: Attending Hermanus Monitoring Committee meetings to ensure sustainable management of the Hermanus Wellfields, sharing high-level feedback with the community.
• Improving Infrastructure: Working with OM to expedite the waterborne sew-
er project in Fernkloof and Kwaaiwater, potentially reducing reliance on costly tanker services.
• Engaging on Development Proposals:

Social workers swim with sharks
As a special treat to conclude Social Work Month, Western Cape MEC for Social Development Jaco Londt took a group of daring social workers shark cage diving.
Not only did he want to celebrate and honour the dedicated social workers, but also those whose lives had been positively impacted by them.
Marine Dynamics Shark Tours took the MEC, social workers of different levels and young people who were in the foster system out on the water on 28 March to learn about the marine environment, conservation and to get up close and personal with sharks.
Faruska Paulse (19) enjoyed the experience so much, she ended up going in the water twice.
Asked about the role social workers played in her life, she said: “They have always encouraged me to move forward in life and were always there when we needed them. Today I’m almost done with school and I’m proud of myself. I feel if I wasn’t in the system, I probably would have been on the streets.”
Social worker Elroy Stuurman said his first boat trip gave him an amazing adrenaline rush “Afterwards I felt calm and peaceful. People such as the youth who joined us today are the ones that keep me motivated and keeps the fire burning.”

nobia van Brakel was equally excited about the boat trip and described it as “an incredible and inspiring experience”.
“It was a time for us to unwind and now I’m ready to face the world! As social workers we face daily challenges, but I see many successes and changes in children’s lives.

The day was a learning opportunity for all Christine Wessels of Marine Dynamics spoke about the different marine animals they are trying to protect such as sharks, Southern Right whales and African penguins.

I urge participants to become ambassadors and protectors of these vulnerable species.”
MEC Londt highlighted and emphasised the important role social workers play in society “I have met many social work professionals who are not only passionate about their work, but also courageous in the face of immense challenges such as high case loads, secondary trauma from the cases they deal with daily, and abuse when out
in communities while doing their work to safeguard vulnerable individuals like children and the elderly.
“Their significant contribution to the upliftment and development of communities cannot be overstated. I therefore wanted to do something different to celebrate them, while also highlighting their courage and tenacity. It was also an opportunity for the young people to experience something they haven’t had the chance to do before, to open their horizons and inspire them to dream big.

The Caledon Museum hosted its fourth annual Human Rights Awareness Walk on Friday 21 March in the Caledon Wildflower Garden
Human Rights Day is observed annually on 21 March It is a day on which all South Africans are meant to reflect on the country’s past struggles for equality, dignity and social justice
The South African Constitution, as the ultimate protector of human rights, among other, decrees that:
• Everybody is equal before the law and has the right to equal protection and benefit of the law
• Human dignity: everybody has inherent dignity and has the right to have their dignity respected and protected
• Everybody has the right to use their language and participate in the culture of their choice
• Everybody has the right to life
Despite the possibility of rain, the walk drew a large group of people of all ages
Sgt Tembinkosi Gweyi, Social Crime Prevention Officer with the Caledon police, in his characteristic and animated way, explained to everybody present
what Human Rights Day meant, before joining them on the walk
After the walk well-known fitness instructor DK Papier presented a short fitness session for all participants
Josef Arendse told Hermanus Times:
“This was the first time I took part in such an event It gave me the opportunity to learn more about Human Rights Day and about the gardens I also got to know the people on the walk I thoroughly enjoyed it and will definitely attend future walks the museum may host ”
Marlon Sauls, Education Officer at Caledon Museum, said he was truly grateful for the incredible turnout and support of the Caledon community “Seeing so many people, young and older, come on the walk and stand together for human rights was truly inspiring and humbling ”

Social Crime Prevention Officer on human rights
Sergeant Tembinkosi Gweyi, Social Crime Prevention Officer of the Caledon police, is a popular speaker at community events.
As the recipient of the prestigious Citation of Honour from the South African Human Rights Commission (SAHRC), it was fitting that he spoke about human rights at the recent Human Rights Awareness walk hosted by the Caledon Museum.
Sgt Gweyi told Hermanus Times: “The purpose of a social crime prevention officer is to uproot the cause of crime. It is looking at what the needs of a community are, related to socio-economic rights Once we address the socio-economic rights of a community, that’s how we address crime challenges in a community ” The Citation of Honour was handed to Gweyi by SAHRC Commissioner Chris Nissen on 23 November 2023 at the Caledon police station and reads: “This is to honour Sergeant Gweyi of South African Police Services in the Overberg region for his dedication to monitoring, pro-
tection and promotion of human rights in our communities. The commission benefited from your leadership in the realisation of the socio-economic rights of the most vulnerable We salute your unwavering commitment in fighting for the most vulnerable groups in particular those protected by the NPM mandate under the Opcat based on section 35 of the constitution of RSA seeking to serve those in deprivation of liberty.”

Women from all over in tough race
It started in 1992 and went from strength to strength.
The popular SPAR Women’s Races, said organisers, were started as a way to get women of all ages, shapes and sizes together to enjoy a safe 5km or 10km run and enjoy the day.
“In 2007, a competitive element was added to the SPAR Women’s Race with the introduction of the SPAR Grand Prix Series where professional runners were invited to take part in all of the regional races and compete for substantial cash prizes,” they said.
This year’s race took place on Sunday 30 March in Greenpoint and 16 000 people participated in this #Twenty20Thrive event.
Residents from all over the Overberg also joined.
SPAR Grabouw arranged a bus for all Grabouw’s participants and more than 70 women came together to be part of this challenge.
Seven club members from the new club in Grabouw, Grabouw Walk For Fun Walking Club, also participated in this event.
According to Jane Swart from Grabouw they enjoyed this event and are thankful to SPAR Grabouw who supported them.
“They walked the extra mile. They arranged transport and
helped us with the admin. They are really there for their community,” she said
Apart from Jane, other members from the Grabouw Walk For Fun, Letitia Piek, Bernice Lesley, Ziavia Matthys, Sanet Auret, Gene Williams and Claudene Jansen all took part in the SPAR Women’s Race.
During the event the defending champion Glenrose Xaba’s bid to become the fourth athlete to win the SPAR Grand Prix three times got off to a good start with her victory in the first SPAR Women’s 10km Challenge in Cape Town on Sunday.
The Boxer runner won the race in 33:13 to earn 20 points for the victory and five bonus points
She is just one point ahead of the Ethiopian Nedbank runner, Salem Gebre, who also earned five bonus points
They were the only senior runners to earn bonus points. Last year, Xaba won maximum bonus points in all her races.
Her slower time on Sunday may have been the result of a 30-minute delay at the start of the race, for safety reasons.
She said after the race that she was disappointed with her time. “We stood too long at the start and my muscles were very stiff and my body didn’t respond
well But I am happy that I was able to keep my focus and win the race.”
Xaba’s training partner, Karabo Mailula, is in third position on the log with 17 points.
Former SPAR Grand Prix winner Lebo Phalula is in fourth place, with 16. Phalula’s excellent run in Cape Town puts her top of the 40-49 age group one point ahead of SPAR Grand Prix debutant, Olga Firsova (Australia) who was also a top ten finisher on Sunday in eighth place overall
Capetonian Anne Stewart (Atlantic Athletics Club) leads the 50-59 age group with evergreen Judy Bird (Boxer) topping the 60+ age group a point ahead of Grace De Oliveira (Maxed Elite).
Both Bird and De Oliveira earned bonus points in Cape Town.

Van hoogspring kan ’n mens vir Matao le Roux van Caledon min vertel, want dié 16-jarige atleet, wat al sedert sy laerskooldae aan hoogspring deelneem, ryg behoorlik die medaljes in en het talle rekords agter sy naam. (“Matao hoog in die wolke”: Hermanus Times 17 April 2024 en “Matao mik nog hoër”: Hermanus Times 20 November 2024).
Tydens die ASA junior kampioenskap, wat van 27-29 Maart in die Groenpuntstadion in Kaapstad gehou is, het Matao sy beste vertoning nog gelewer deur die o.18-mans met ’n allemintige hoogte van 2.10 m te wen en sodoende die SA kampioen in die betrokke oudersdomgroep te word.
Skaars ’n week later het Matao die afgelope Saterdag (5April) in Bloemfontein tydens die SA hoërskolebyeenkoms die o.17-hoogspring met ’n hoogte van 1.98m gewen – ten spyte van ’n besering.
Aan Hermanus Times vertel Matao: “Ek is in my noppies met my sprong van 2.10 m tydens die ASA-kampioenskap Ek het baie hard daarvoor geoefen en dit is ’n persoonlike beste vir my Ek het by ’n oefensessie in Bloemfontein ’n kuitbesering opgedoen, wat nogal baie seer was, maar ek het steeds hard gedruk vir ’n eerste plek en onder die omstandighede is ek tevrede met my wenhoogte.”
Maeve Jonkers, Matao se ma, sê: “Ek is so trots op Matao Ek het sommer begin huil toe hy die 2.10 m gespring het. Ook sy vertoning in Bloemfontein was iets om op trots te wees.”
Matao is sedert die begin van die skooljaar ’n leerder aan die Hoërskool Stellenbosch nadat hy ’n beurs van Endurocad, ’n organisasie sonder winsbejag, ontvang het. Dié organisasie spits hom toe op die atleet se ontwikkeling op persoonlike, sport en akademiese gebied. Dat dit vrugte afgewerp het, is deur Matao se puik onlangse prestasies bewys.

Dit sit nie in enigeen se broek om aan die veeleisende Ysterman-driekampkompetisie deel te neem nie, wat nog te sê om dit vir alle praktiese doeleindes in 12 ure te voltooi. Dit is presies wat Godfrey Gillion van Hawston reggekry het toe hy die kompetisie in 12 ure en een minuut (12:01) voltooi het.
“Die een minuut was toe ek gestop het om my vrou, Joy, te soen, my HawstonSkrik vir Niks-vlag te kry en ’n Maxitecfietsryhemp aan te trek, anders het ek dit in onder 12 ure voltooi,” spot dié “yster” van Hawston Hoewel dit die eerste keer was dat Gillion aan die Ysterman-kompetisie deelgeneem het, spog hy met die feit dat hy in die 225ste posisie uit altesaam 723 deelnemers en 15de uit 82 deelnemers in die 45-49-ouderdomsgroep vir mans geëindig het.
Dié gewilde sportgeleentheid, wat jaarliks honderde deelnemers van oor die land heen sowel as internasionale ultra-atlete lok, vertel Gillion, was ’n onvergeetlike ervaring wat elke
fantasties,” was sy mening.
Die driekamp behels dat atlete 3,8km in die see moet swem, gevolg deur 180km op ’n fiets ry voordat hulle ’n marathon van 42 km moet hardloop. Deelnemers het slegs 17 uur om al die items te voltooi sodat hulle met die gesogte IronMan-medalje om die nek kan spog
Die oopsee-swem, vertel Gillion, was gewis nie sy gunstelingitem of sy beste vertoning nie. “Dit was meer ’n mental uitdaging vir my. Ek het myself ge-pace; ek wou net die cut-off van twee ure haal ”
Sy liefde vir hardloop het hom gehelp om die marathon in 03:32 kaf te draf.
“Dit was die lekkerste! Al die mense langs die pad en die braaivleisreuk wat in die lug gehang het. Ek het die opdraandes gevoel, maar vir myself gesê ‘just stay in the moment’. Die fietsry was vir my ook maklik, want ek is gewoond aan ver ente ry,” sê die atleet.
LEWENSLANGEDROOM
Gillion het hard vir die Ysterman begin oefen nadat hy in September aan die Voet van Afrika-halfmarathon (21,1km) deelgeneem het. Die droom om

“Dit het my gefassineer, maar ek het gewonder hoe gaan ’n laaitie van Hawston, waar rugby die main ding is, aan só iets kan deelneem,” vertel hy Hy het egter nie toegelaat dat dié onsekerheid in die pad van sy Ystermandroom staan nie. Godfrey het met vasberadenheid, deursettingsvermoë en toegewydheid plus daardie ekstra “push” van ondersteuning van sy familie, die gemeenskap, sy werkgewers en borge begin om homself nie net liggaamlik nie, maar ook geestelik, vir die uitmergelende Ysterman-kompetisie voor te berei.
“Ek bly by die see, dus het ek nie baie vir die swem geoefen nie. Ek het wel ’n paar keer in Hawston se Olimpiese swembad geoefen waar Worsie en sy personeel baie tegemoetkomend was as ek bietjie laat moes oefen,” vertel Gillion Wat voorbereidings vir die fietsry en draf – sy twee gunstelinge – betref, het Gillion alles ingesit. Hy het ’n bekende gesig langs die R43 tussen Hawston en Hermanus geword aangesien hy elke oggend óf werk toe gedraf óf fietsgery het.
“Ek het een dag gedraf en die volgende fietsgery en net so nou en dan geswem,” bieg hy.
“Elkeen se toet-toet en vriendelike
groet as hulle verby my ry.. ek sou dit gewis nie sonder Hawston se mense en my borge se ondersteuning kon gedoen het nie.
“Dis hoekom ek met my Skrik vir Niks-vlag en my hemp met Maxitec, my hoofborg, se kenteken oor die wenstreep gehardloop het,” vertel hy
“Baie dankie aan my familie – my kinders Jayden, Tayla en Liam, my ma, Belinda, en veral my vrou, Joy – vir hul ondersteuning al het hulle my die afgelope paar maande amper nie gesien nie omdat ek so hard geoefen het. Ek is ook baie dankbaar vir die Here vir die krag en moed, want sonder Hom aan jou sy kan jy niks doen nie.”
Op die vraag of hy weer die Ysterman sal aanpak, het Gillion net laggend geantwoord: “Vra my weer wanneer my spiere nie so seer is nie!” Ten spyte hiervan droom hy intussen al daarvan om terug te keer om sy tyd in veral die swem-item te verbeter
“Ek wil graag die jeug – al is dit net my eie kinders – inspireer en vir hulle ’n positiewe rolmodel wees om te wys jy kan jou drome laat waar word as jy net hard werk en nooit moed opgee nie,” het hy afgesluit.
