Representatives of feuding taxi associations, Cape Organisation for the Democratic Taxi Association (Codeta) and Cape Amalgamated Taxi Association (Cata), are condemning the escalating tensions over disputed operator routes, which culminated in a disruptive blockade in Somerset West on Monday (9 June).
“We unequivocally condemn these actions Violence is never a solution; it only exacerbates problems and tarnishes the reputation of our industry, which already struggles with negative public perception These incidents undermine all our efforts to transform how the public views taxi operations While we acknowledge there are legitimate issues to address, the safety of our commuters must remain our paramount concern – without them, we have no industry,” said Cata spokesperson Nkululeko Sityebi
He appealed to authorities to implement immediate measures to protect both commuters and the broader public while stakeholders work toward finding a peaceful resolution to the dispute

South African National Taxi Council (Santaco) spokesperson Makhosandile Tumana said that by later this week they will have scheduled a meeting to communicate the way forward
The taxi blockade brought Somerset West to a standstill Monday morning, forcing authorities to close several key roads around the public transport interchange (PTI) and leaving commuters stranded
“Our priority is to keep commuters safe and assist the South African Police Service in maintaining order,” said JP Smith, Mayoral Committee member for Safety and Security
The disruption affected major routes including Victoria Road between the N2 and Reitz Street, as well as De Beers Road at the highway intersection
In response, a joint operational team comprising members of the police, Metro Police, Law Enforcement, and Traffic Services deployed to the PTI at the intersection of Church and Andries Pretorius streets
Provincial police spokesperson Captain FC van Wyk confirmed that officers would “maintain heightened visibility throughout the affected areas until the situation fully normalises”
He further noted that the area had been under surveillance since last Thursday (5 June) and that no serious incidents have been reported
However, it is alleged that taxi tensions have escalated following two separate fatal shootings, one at the Mfuleni Taxi Rank on Friday (6 June) and the other in Lwandle on Saturday evening (7 June)
According to police reports, officers responded to the latter incident in Vulindlela Street around 19:00, where they discovered the driver of a Volkswagen Polo Vivo –believed to be a 43-year-old taxi owner –with fatal gunshot wounds
An eight-year-old child was also wounded by a stray bullet and transported to hospital The perpetrators remain at large

tact Crime Stop on 08600 10111 or use the MySAPS mobile application anonymously Muneera Allie, head of communication for the provincial mobility department, on enquiry, said the department has appointed a mediator to facilitate discussions between feuding taxi associations, issued compliance notices, held multiple meetings with the respective associations, and scheduled additional consultations with Santaco’s regional structures as part of their comprehensive intervention strategy to help resolve the dispute related to a route (M18) from Mfuleni to Somerset West
“The department will monitor all further developments while authorities engage with the conflicting parties to find an amicable solution,” Allie said
“Additionally, regulatory and planning authorities will conduct a comprehensive review of the operating licenses and route allocations ”
By Tuesday (10 June), police maintained their heightened visibility in and around the PTI, with no reported blockades around the central business district and some taxis appeared to be operating as per normal

Perhaps the biggest news from the 2025/26 budget, however is the R6,7 billion spend on safety and security, which will see 700 new municipal police officers deployed across town. These are in addition to the 400 officers we’ve added since the start of the term We continue to lobby for more policing powers from National Government so that we can effectively investigate crimes and get criminals locked up Yet we’re also investing heavily in our own boots on the ground to take back our communities from gangsters, drug dealers and other criminals.
These are some of the budget highlights that will future-proof our city and prepare it for the population and economic growth that is headed our way Against a backdrop of municipal collapse elsewhere, we are bucking the trend in South Africa and showing that decline and failure is preventable. At a City-hosted Planning Indaba in March, officials, private-sector professionals, academics, NGOs, neighbouring municipalities and state-owned entities brainstormed key factors to be considered in the City’s 2025 update of its land use model (LUM)
Stakeholders deliberated on new spatial and urbanisation trends, estimates and assumptions that have emerged since 2020, when the current LUM was generated in the midst of the Covid-19 pandemic They also discussed the possible impact of Cape Town’s long-term population growth on engineering infrastructure and community facilities
No room for error
Getting the LUM update right is important The model not only guides the City s spatial policies, but also informs its long-term planning for engineering services
Engineering services relate to the infrastructure required to provide essential basic services such as roads, water and sanitation, electricity, public housing, community facilities, schools and health facilities
Soon, Cape Town will have a population of over five million with growth to seven million anticipated by 2050 The City must plan as best it can for this increase in people and their needs At the same time, the administration must ensure that precious natural and heritage resources are protected, and that the right type of development occurs in the right place and is supported by adequate services infrastructure

All documents and presentations feeding into the LUM will be made available on the City’s website to ensure greater transparency in spatial planning.
The Deed-to-Door campaign continues to roll out title deeds to qualifying beneficiaries, providing them with formal proof of ownership and security of tenure.
Several Macassar families recently received the title deeds to their homes as part of the City s metro-wide Deed-to-Door campaign A City services roadshow, held at the same time, offered residents an opportunity to speak to metro officials right there on their doorstep

As we try our utmost to have a decent and safe existence in our streets after a taxi rank was erected on our doorstep in Somerset West, it is simply impossible.
In an area within these two streets, Lourens and Church, we have five old-age homes, three churches, one primary school and the municipal clinic, yet the DA-run City of Cape Town found it the perfect spot to plant a taxi rank, degrading this area to an absolute rubbish heap With all the huge open spaces around Somerset West where a taxi hold could have been erected, with a drop-off and pick-up point in the CBD, they found it absolutely perfect to turn all our lives upside down.
Taxi drivers are ducking and diving at the traffic lights on the corner of Lourens and Reitz streets as well as Church and Reitz. There are no traffic officers around who know fully what’s going on here. Music is so loud the cups on our tables rattle, but the instrument to test these decibels is still out of order I suppose, for after years of complaining no-one cares as nothing is done.
Commuters are now actually waiting on the corner of Lourens and Reitz to be picked up, as some taxi drivers find it just too much to go into the R64 million taxi rank or obey the laws. Blocking the road while they do their pick-ups is common
practice, even though it is illegal for taxis to operate in residential areas they use Lourens and Church streets to get to the rank. R64 million of ratepayers’ money is wasted. Half the vendor stands are empty, many preferring to operate inside the rank itself.
All kinds of undesirables are hanging out at the rank and the extra foot traffic in the street to and from it has turned our lives into a misery All doors are locked and curtains are drawn to maintain our privacy.
We have no-one to turn to, because calling the police is a waste of time and by the time traffic officers arrive it is too late
On Wednesday 4 June we got a warning to stay clear of the taxi area because Codeta members were fighting. We must stay indoors because taxi drivers have the right to turn this area into the wild west.
It will not be long before we will be hostages as the taxi strikes start and bullets, which have become synonymous with taxi ranks, fly There’s always something happening
Can you think what this means for us? The residents are living a stone’s throw from the rank. Our elderly are living in fear How dare you, DA? You are cowards, thinking this was okay! It was never okay, but who are we, coloured homeowners, to complain? You are
still the same, protecting your white leafy areas. Thousands of domestic workers and gardeners who work up in those leafy areas are picked up at the taxi rank and dropped off here, but God forbid you put a rank up there and you will be sued; you know how it goes Angry & frustrated homeowner

Kevin Jacobs, spokesperson for City Traffic Services responds: The City’s Transport Enforcement Unit within Traffic Services conducts regular enforcement patrols around the public transport interchange (PTI) area. Below are extracts from patrols in the area: 6 March 2025 – 112 fines issued; 4 April 2025 – 192 fines issued and four taxis impounded; 12 May – 106 fines issued, 15 members of the public assisted, 16 suspects searched and 13 complaints attended to; and 5 June 2025 – 198 fines issued and nine taxis impounded. Given the sheer number of vehicles on the roads, the size of the metropole and the many demands on Traffic Services, it is simply not possible for officers to be visible everywhere, all the time

At a City of Cape Town monthly council meeting on Wednesday 28 May, as councillor for Ward 84, Somerset West, I spoke to a motion dealing with the Sir Lowry’s Pass and surrounds Local Spatial Development Framework (LSDF) This LSDF will provide policy certainty about the built environment and ongoing development regulations for the residents in the area
A councillor speaking before me on the matter caused a rumpus in council when his remarks, which had nothing to do with the matter at hand, insulted many councillors on the opposition benches He was asked to either withdraw his remarks or to leave the chamber He refused to withdraw or to leave the chamber, so he was bodily removed by the security detail on duty at the council meeting
An unfortunate narrative on social media suggests I was speaking in favour of an upcoming development in Gordon’s Bay, which is in Ward 100, not in Ward 84 Nothing could be further from the truth
The narrative further suggests removing him from the council chamber was the wrong thing to do In terms of the rules of order the Speaker acted entirely appropriately in the circumstances
In my introduction I set the record straight, debunking the previous councillor’s observations and his remarks entirely
I recommended the approval of the Sir Lowry’s Pass and surrounds LSDF, and it was adopted by council, in this way acquitting myself of my obligations as the resident councillor of Ward 84
The Strand community was shocked to receive news of the passing of committed community leader Adley Arnold in the early hours of Thursday 5 June.
From a young age he was active as a sports administrator, serving as chairperson of the Strand Sports Board of Control He also served on the board of the Light of Islam Mosque Committee, was a member of the Somerset Rugby Board, committee member of the Strand Pioneers Rugby Club, a SA Cup referee (non-racial SARU), and served as chairperson of the Somerset Rugby Board Referees
Association He also operated a burial society, where he assisted community members with the burial of loved ones His leadership of the Strand Sports Board of Control saw the Gustrouw Sports Complex and netball courts at the Abattoir Sports Grounds established His jovial nature made him a likeable person who will sadly missed by many His burial took place under Muslim rights in Strand on Thursday 5 June
