RESIDENTS of the Tinktinkie and McCarthy informal settlements in Kariega continue to endure harsh living conditions due to a severe lack of basic services such as sanitation, water access, road infrastructure, and lighting. Despite repeatedly raising these concerns with municipal authorities, residents claim that little to no action has been taken to improve their circumstances.
In Tinktinkie, over 150 people rely on just four newly installed toilets, with a single working tap serving the entire settlement. Meanwhile, McCarthy residents report that six families are forced to share a single portable toilet that is rarely serviced. Both communities also allege that poor road conditions have prevented emergency services vehicles from reaching critically ill residents. According to residents of both informal settlements, they have had to carry a deceased person to the entrance of the area to meet the undertakers.
Speaking to UD Express, FF Plus Caucus as-
sistant, Marlon Booysen, stated, “This is unacceptable. We call upon the municipality to address these issues effectively. The lack of lights here is a real issue as children who are sent to the shop come back robbed or even worse.”
According to Filicia Lucas, a concerned resident of Tinktinkie who has lived in the area for more than a decade, other than the four newlyinstalledtoilets, therehasbeennodevelopment in the informal settlement. She claimed that residents were promised roads, yet none have been built. The only functioning tap is situated approximately 200 metres away, which is too far for elderly residents to walk. Those unable to fetch water are forced to pay a neighbour R50 per trip.
In a solo effort to support her community, Lucas collects second-hand clothes and shoes for children in need and sets aside part of her income to provide for seven children in dire need. “I told the officials that we don’t want houses anymore. We just want lights in our area, a tap closer to us, and accessible roads. The road situation is bad because when it rains, children cannot go to school due to mud. That
is all,” Lucas concluded.
In McCarthy Informal Settlement, similar challenges persist. Aamina Rania, a concerned resident, highlighted the lack of service delivery and essential amenities such as electricity, water, and roads. She expressed frustration at the area not being prioritised for these services.
“Roads are important because there have been instances when ambulances couldn’t assist our residents, and we had to transport bodies ourselves, which is unacceptable,” she said.
Residents also highlighted the lack of police visibility, making the area dangerous. “Criminals don’t just rob us; they break into our homes. We can’t leave for long without returning to find our belongings missing,” the residents reported. They expressed fear, knowing who the perpetrators are but being too scared to report them.
Mongezi Phongwana, a senior citizen, recounted a failed relocation promise of newly built homes in Rosedale Road, Blikkiesdorp, which left him in a frustrating situation. His home is next to a leaking standpipe, leaving it damp even without rain.
RESIDENTS of KwaNobuhle continue to face significant challenges during peak hours due to the prolonged closure of the Matanzima Bridge, resulting in severe traffic congestion, particularly along Nomakhwezana Road.
In addition to traffic delays, motorists are grappling with the deteriorating condition of Ndlambe Street, where large potholes have caused vehicle damage and tyre punctures.
Some residents have resorted to using an informal route behind the Laetitia Bam Day Hospital facility to bypass the congestion.
As frustration grows, residents are calling on the Nelson Mandela Bay Municipality for urgent intervention and clarity on the timeline for repairing both the bridge and the affected roads.
A community leader, Thamsanqa Nkevu, said, “Nomakhwezana Road and Ndlambe Street have been presenting both workers and students with challenges since last year. People who operate motor vehicles, trucks and buses have experienced challenges relating to accidents, breakdowns and tyre bursts because of these potholes.”
He added that owing to the growing potholes, he has lost three tyres.
“At night when it is raining, it is increasingly difficult to see potholes as they are filled with water. I have noticed a lot of vehicles in KwaNobuhle using their spare wheels, which to me indicates that the potholes are getting out of hand and are unavoidable,” Nkevu said.
He added that the small streets of Nomakhwezana Road and Ndlambe Street are occupied by buses and trucks, which means that other drivers in smaller vehicles are forced to go into these potholes, sometimes causing significant damage to their vehicles.
“On several occasions, Algoa buses using this road break down, further exacerbating traffic congestion.
“Not only that, but I have seen car mirrors being hit by trucks on Nomakhwezana Road because the road is too small and was not meant for trucks to use,” said Nkevu.
According to the Nelson Mandela Bay Mu-
nicipality spokesperson, Sithembiso Soyaya, the Municipality has provided alternative routes for road users.
He also said that the Municipality is aware of the ongoing issues linked to the temporary routes, which is why they allegedly service the temporary routes frequently to ensure a

“Ongoing rains and traffic congestion are bound to put pressure on the temporary routes; hence we plead for patience and for residents to identify alternative routes, given the existing challenges.”

With approximately 300 residents sharing two standpipes and one portable toilet for six homes, McCarthy residents describe their conditions as inhumane. Water shortages have also gone unaddressed, with no water trucks deployed during outages.
In response, Nelson Mandela Bay Municipality spokesperson, Sithembiso Soyaya, stated that formalisation plans, including communal toilets, taps, and electricity, will be in the 2025/26 business plan. Claims about road construction will also be considered then. Regarding access issues like the inability of emergency services vehicles to access settlements, Soyaya claimed that rudimentary roads are provided.
Soyaya also noted that standpipes are installed in a 200-metre radius, with municipal records showing 13 standpipes subjected to vandalism. He offered assurance that malfunctioning standpipes will be repaired upon residents reporting them.
Ward 48 (McCarthy area) Councillor Franay van der Linde says that she continually reports these issues to municipal officials, but receives no communication in return, despite having several reference numbers.
has not yet begun since the June 1, 2024 flash flood, when asked whether the works will be complete in the 10-month timeframe given by Mayor Babalwa Lobishe at the reopening of the Niven’s Bridge, an answer was omitted as a contractor for the building of the bridge has allegedly not been procured yet.
OWING to a gang-related shootout that led to the temporary closure of Rosedale Clinic on February 11, the Eastern Cape Health Department has swiftly implemented enhanced safety measures to protect staff and patients.
Situated on Acacia Avenue, the clinic was temporarilyshutafterastraybulletallegedlyhit the facility during a confrontation between rival gangs, leaving residents apprehensive about crime and healthcare access.
The Eastern Cape Public Health spokesperson, Siyanda Manana, confirmed the deployment of two additional security guards and the installation of surveillance cameras to reinforce safety in a media statement. Despite the unresolved motives behind the violence, these efforts
aim to assure the community that the Rosedale Clinic can continue providing essential services withoutfurtherdisruption, withoperationshaving resumed on Monday, February 17.
According to Manana, a meeting with the Rosedale Clinic staff was held at the Emergency MedicalServiceCollegeatDoraNginzaHospital last week. The meeting concluded that Orsmond Clinic would be operational to alleviate congestion at Rosedale Clinic.
“There was a realisation that the issue of crime was a societal matter; hence there were discussions about involving the community and the police in making sure the Rosedale CHC is under 24/7 guard, seeing that it helps the community,” said Manana.
Speaking to UD Express, a resident, Esona Kota, said, “The Rosedale Clinic was closed before 2024 ended because of a shooting incident, and
when I was supposed to go again last week, I heard that it was closed because of another shooting.” She added that owing to the clinic beingclosed, shecouldnotvisittheclinicwhenshe had an allergic reaction and had to use what was available to her, which was children’s allergy syrups.
“It’s not safe to go with phones to the clinic or to walk alone, especially as a woman, because you never know what might happen on your way. Even spending half of your day in such an unsafe area is scary,” she said.
Hoping she is wrong, she believes that the installation of cameras and additional security will not address the issue at hand.
“It is not the clinic that is unsafe; it is the area around it. In recent years, the Rosedale area has become increasingly unsafe for residents,” Kota added.
SAPS spokesperson, Captain Sandra Janse van Rensburg, said, “SAPS Kamesh reported that they have a good working relationship with the clinic and no stray bullet hit the clinic as alleged. The members of SAPS were at the clinic onthedayinquestionandremainedattheclinic until they closed their doors for the day.”
Manana said, “The programme known as the Central Chronic Medicines Dispensing and Distribution (CCMDD) provides an alternative mechanism to facilitate access to medicine for stable patients. External pick-up points provide the patient with a more convenient option for the collection of their repeat medicine, which has been dispensed and distributed via the programme.”
The statement said that R11 million for security upgrades has been allocated for the Metro by the Health Department. The department did this
to reassure the Rosedale Clinic staff that the departmentisdoingallthattheycantohelpthem.
The Eastern Cape MEC for Health, Ntandokazi Capa, pleaded with the community to assist them in keeping the clinic safe for its patients and staff and not to deny other residents an opportunity to visit their healthcare centre.
Rising stock theft threatens livelihoods of Kariega farmers
FARMERS in the Nelson Mandela Bay Municipality, as well as the rest of the Eastern Cape province, are grappling with a surge in stock theft, with the South African Police Service (SAPS) in Kariega appealing to the public for help.
The trend in livestock theft has not only resulted in significant financial losses, but has also heightened concerns over the safety and security of livestock across the region.
According to Captain Sandra Janse Van Rensburg of the South African Police Services, since November 2024, incidents of cattle being stolenandslaughteredhaveincreased, particularly in areas such as Kabega Park, Despatch, and Kariega.
“Criminalsoftenbutchertheanimalson-site, leavingfarmerswithdevastatinglosses.Inarecent incident in Mimosadale, Rooihoogte, a farmer discovered that three of his kraaled cows had been slaughtered, another was severely injured, and four were missing, prompting concerns over the growing crime wave,” she detailed.
SAPS has urged residents to remain vigilant and report any suspicious activities. Detective Warrant Officers Mario Van Der Westhuizen and Yvette Browers are actively seeking information that could lead to the arrest and prosecution of the culprits. Confidential tip-offs are welcomed through Crime Stop or the MySAPS App.
Adding to the narrative, the UD Express sister publication, Mthatha Express, previously reported this critical issue impacting emerging farmers across the Eastern Cape, resulting in losses of millions of rands annually.
Police efforts to combat stock theft are strengthened by new technology-driven strategies.
“Stock theft is causing our emerging farmers to lose millions of rands,” noted Transport and Community Safety MEC, Xolile Nqatha at the time. “As part of curbing this crime, we have now introduced a technology-based system to assist in combating the scourge.”
Farmers and community members were encouraged to work together with law enforcement to address this pressing issue, which threatens the livelihoods of many in the region.
