In a groundbreaking move for public safety and disaster management, Kouga Local Drone as a First Responder (DFR) programme.
This innovative initiative harnesses cutting-edge drone technology to improve emergency response, enhance situational awareness, and protect critical infrastructure.
The pilot project, running until mid-May, will establish a 24/7 drone network across Kouga.
Equipped with thermal imaging, live video streaming, and GPS tracking, the drones will provide real-time data to emergency teams, ensuring faster and more effective responses
and-rescue operations.
Developed by UrSafe Technologies, the DFR system integrates seamlessly with Kouga’s existing safety measures, including the Incident Command Centre, body cameras for law enforcement, and community safety applications. Beyond emergency scenarios, the drones will assist in infrastructure surveillance and proactive disaster prevention.
A Memorandum of Agreement with UrSafe Technologies underscores the municipality’s commitment to transparency, privacy, and ethical drone use.

New programme to focus on drones to fight crime

ON March 24, the Kouga Municipality launched Africa's first Drone as a First Responder (DFR) Programme at the Kouga Incident Command Centre (ICC) in Humansdorp in a bid to fight crime.
Stuart Riddle, director of the URSafe SA application, the supplier of the drone, said that the reason behind having a first responder operation is to bring safety and security to the residents and law enforcement officers.
He said that the idea of the drone responding first to a scene means that a drone, which adheres to the rules of the South African Civil Aviation Authority, arrives long before a person.
“Drones fly at 80km/h across town, which cannot be achieved by a vehicle,” said Riddle.
He said that through live stream-
ing, the video footage is displayed at the ICC to indicate what is happening on the ground, what first responder officers need, and what danger they are facing.
Riddle further said that the officers can also be warned ahead of approaching the scene.
He mentioned that the drone, equipped with thermal and infrared capabilities, can operate at night and be deployed to fire and flood areas.
“If you have someone who is injured, perhaps in a ditch, a first responder cannot see them, but the drone can indicate to the first responder where this person is,” said Riddle.
“This brings down the response time dramatically and provides responders with vital information that is needed.”
He said that the primary objective is to provide a mass network of drones which will be linked to

the ICC.
Riddle said that their three drones are pre-programmed, preventing them from flying into certain air spaces.
“Some of the ways that the drones are activated, the ICC can send a drone to a crime scene if needed, residents can push an SOS button on the URSafe SA application, or a notification can be sent from the first responder’s body camera in times of danger,” said Riddle.
He further said that routine surveillance can be done throughout the area, which will assist greatly in dealing with damage to municipal infrastructure.
Riddle said that he believes the DFR programme is the new version of South Africa’s 911 and is the first of its kind in Africa.
Kouga Executive Mayor, Hattingh Bornman said that the launch of the programme is a demonstration that they are making massive progress in the municipality in terms of fighting crime and making sure that communities are safe.
“If our communities are safe, it enables an environment where our economy can grow. If our economy can grow, then jobs are created, and families can have a better life. This plays a key role directly in the lives of families having a better life,” said Bornman.
He further said that if they can create a space where the municipal area no longer has crime, gangsterism, and vandalism, then they have created a safe space where everyone can enjoy living.
Bornman said that the municipality collaborates effectively with the South African Police Services, law enforcement, the Boots on the Ground initiative, and private security companies in the fight against crime, with the launch of the programme adding an additional crime-fighting agent.
“The drone is an eye in the sky that can respond to crime much quicker,” said Bornman.
He said that the information obtained through the drone will be sent directly back to the ICC,
which they have been running successfully for a few years.
Andrew Whitfield, Deputy Minister of Trade, Industry and Competition, said that as much as the programme is about creating a safer Kouga, which has been layered by the efforts put in place by CCTV cameras, partnerships with private security, and the SAPS, this is ultimately about creating an environment in which businesses can do business and people can get permanent jobs.
“I want us to see this as an economic enabler because if we don’t have safe communities and safe environments where people can do business, let alone invest and expand their businesses, we will not be able to move the needle on growth in South Africa,” said Whitfield.
“This is part of a much bigger vision of how safety interventions make a direct contribution in dealing with economic issues.”

Seekoei Estuary Causeway reconstruction to begin soon
THE much-anticipated reconstruction of the Seekoei Estuary Causeway, connecting Aston Bay and Paradise Beach in Jeffreys Bay, is set to commence at the end of March, with completion expected by mid-August 2025.
At a public meeting held on March 17, Kouga Local Municipality addressed affected residents regarding the project and potential disruptions during the R9.3 million project, which is funded primarily through the Municipal Disaster Recovery Grant (MDRG).
The causeway sustained significant damage during the September 2023 Equinox Spring tides and gale-force winds –an event classified as a national disaster. This enabled the municipality to secure
R10.55 million in MDRG funding to repair and upgrade storm-damaged infrastructure, including the Seekoei Estuary Causeway.
Years of research, supported by the CSIR, informed the current design of the causeway, ensuring it can endure spring tides and accommodate flood waters from a 1:100-year storm without expanding the floodline into surrounding developments. Constructed in 1973 and updated in 1994, the Seekoei Estuary Causeway has faced multiple challenges over the years. Severe storms in 2014 caused the collapse of its culverts, leading to extensive repairs, including replacing nearly 50% of its asphalt surface with concrete panels and the addition of another set of box culverts in 2015.
Project Scope
• Replacing asphalt with plain jointed concrete pavement.
• Reinforcing concrete erosion protection on the upstream side.
• Installing four sets of precast portal culverts measuring 3.0m x 1.5m.
• Repairing concrete spalling on existing culverts.
• Conducting general repairs to concrete and armourflex along the Seekoei Riverside.
• Reinstating road warning signs and streetlights.
• Implementing wave protection measures, subject to budget availability.

Kouga Mayor addresses ambulance shortage
KOUGA Municipality is confronting a dire shortage of Emergency Medical Services (EMS) ambulances, which poses a significant risk to residents who rely on public healthcare.
Kouga Executive Mayor, Hattingh Bornman, said that despite healthcare access being a fundamental human right enshrined in the Constitution, the

current state of EMS in Kouga falls far short of the recommended standard.
"With over 130 000 people in our municipality, only one or two ambulances are operational each day.
“This stark gap, whereas one ambulance per 10 000 residents is the recommended norm, has left our community in a precar-


ious position when it comes to emergency healthcare," Bornman said.
He added that this critical issue has not gone unnoticed and that numerous appeals from concerned residents have brought the matter to the municipality's attention, reinforcing its urgency.
"While healthcare delivery is



not a direct municipal function, we are actively engaging the Provincial Government to ensure that this pressing concern is prioritised," said Bornman.
"I urge all residents to stand united by signing a petition that calls on the Department of Transport and Health to allocate at least eight additional ambulances to our municipal -

Jeffreys Bay’s Ezekial (9) publishes fourth book

AT just nine years old, Ezekial Falconer, a budding author and learner at Pharos School in Jeffreys Bay, has already published four captivating children’s books in the past year.
His stories, inspired by his playful adventures with toys and interactions with animals, have captured the hearts of many.
His first book, “The lion that was scared of his tail,” was published in 2024.
Ezekial shared that while playing with his toy lion, he was inspired to write a story about a lion with a tick on its tail.
Initially, the tick made the lion angry, but they soon became the best of friends.
To accompany the text in the book, he created beautiful illustrations that take the reader on a journey of heartfelt friendship and highlight the importance of treating others kindly.
“I sit at my table and play with my toys, and then I get a great idea to write some books,” said Ezekial.
“I love writing and drawing amazing pictures.”
Ezekial said that he generally begins his story by drawing pictures on a blank A4 page and then adds text to each picture.
This year, he wrote and published three editions of his book, “The Bee and the Wasp ,” after he was stung by a bee and his brother, Gabriel, was stung by a wasp.
Since bees and wasps generally do not get along, he said that he was inspired to write a book about the unique friendship between the two insects.
“The moral of the story is to be friends and not to fight with others,” said Ezekial.
To encourage children of all ages to write their own books, he said that they can begin by drawing pictures that inspire them and then writing their ideas using words on A4 pages.


“Anyone can write a book; all they need is paper, a pencil, and ideas,” said Ezekial.
He said that he has already begun working on his next book and has gradually put pencil to paper to draw his ideas and work on the accompanying text.
Since he has been battling with mosquitoes recently, Ezekial said that he is looking forward to highlighting this experience in his next book.
He said that he is thankful for the assistance offered by the staff at Pharos School, who have assisted him with each book before it is published.
Ezekial said that he hands over his rough draft to his teachers, who then assist him in starting the process of creating a storybook.
“I want to thank my teachers for helping me with my books,” said Ezekial.
His mother, Catherine, said that the staff at Pharos encourage Ezekial and share in his excitement for each book.
“The school encourages writing, reading and drawing, and offers assistance to all learners,” said Catherine.
She said that the book can be purchased on The Green Box website at www.greenboxorders.co.za in the book section.
The prices of each book range between R30 and R50.
Catherine said that deliveries are done in St Francis Bay and Jeffreys Bay.
She further said that the books can also be bought and donated to Talhado Children’s Ha
ven in St Francis Bay.
“Ezekial hosted a book reading at Talhado Children’s Haven, and we then handed over the books, which we hope will inspire the children to write their own books,” said Catherine.
She further said that children who accom
pany their parents to have their hair done at LIV Hair Studio in St Francis Bay can enjoy reading Ezekial’s books at the salon while they wait.

Victory4Al’s director writes children’s book about JBay experience

PIETER Vos, the director of Victory4All, has authored a children's book titled, "De Taxi van Oom Thando".
This delightful book, written in his native Dutch, captures some of his cherished memories from his time in Jeffreys Bay and Humansdorp and beautifully explores the concept of ubuntu.
Discussing his book, which was published by Unravel Publishers in the Netherlands
in December 2024, Vos shared that he drew inspiration from his childhood memories in Jeffreys Bay and Humansdorp, particularly his time spent with his late friend with the bright smile, Butha.
“The book is not about me, but rather a fictional story with a valuable lesson,” said Vos.
He said that Butha, the main character in the book, is a young boy who helps his Uncle Thando, who works as a taxi driver, on Saturdays.
Throughout the book, Butha has many

fun adventures in his uncle’s taxi.
As part of the message of ubuntu, Vos said that Uncle Thando somehow always has room for one more in his taxi.
“The valuable lesson is that there is always room for one more. This is based on ubuntu. I am because we are. Even if you have few possessions, life becomes richer when shared with others,” said Vos.
One of the many beautiful stories within the book includes the story of Yolisa, Butha’s adoptive sister.
Vos said that Butha met Yolisa, who was homeless at the time, in his uncle's taxi.
He mentioned that Butha's parents later welcomed her into their home, and she became his sister.
“One of the pictures illustrated in the book shows Butha and his little sister, Yolisa, walking to school. I asked the illustrator, Bradford Marshall, from Gqeberha, to use our primary school building, King’s College, as inspiration,” said Vos.
Since publishing the book three months ago, he said that he has sold nearly 500 books in The Netherlands and Belgium.
Vos said that many people who have bought the book have visited South Africa and recognised the scenery.
He said that he has also sold the book to many South African families who have emigrated to the Netherlands and whose children are learning to speak and read Dutch.
Vos said that many people have shared that the story stirs up homesickness.
“I hope that the book teaches Dutch children about life in the townships. Life in Europe and The Netherlands is usually very comfortable, so it’s good for them to read and learn about children in other parts of the world who experience life differently,” said Vos.

He said that he is not yet certain about whether the book will be translated into English or any other language.
Vos further said that all proceeds from the book sales are donated to Victory4All.
“It was never my goal to make money from the book. Rather, the book promotes our work, so that more and more people are inspired to donate,” said Vos.
He said that many people who have bought the book have donated more than the price of the book.
Vos mentioned that recently, a buyer purchased the book for R2 000, even though the price is only R260.

Veronica Vertel: Herfs is my gunsteling

MY ma het dikwels die grappie gemaak om te sê dis nie die ooievaar wat my afgelewer het nie maar die Paashaas. Gaandeweg het ek dit vir myself uitgemaak dis omdat die Paashaas hoofsaaklik in die herfs sy rondtes doen, en dié seisoen is nommerpas vir my.
As Maartmaand aanbreek, is ek in my noppies. Nie net omdat dit my verjaarsdagmaand is nie, maar omdat dit die begin van my gunsteling seisoen inlui.
Die kleurpalet van herfs is vir my asmerowend mooi. Gedurende die paar jaar wat ek in die Boland gewoon het, en die verkleuring van die wingerdblare opgemerk het, het my siel tevredenheid beleef. Die bruin, rooi, goue, pers, oranje en ligte groene van die blare het my bekoor.
Hoewel ek gek is oor herfskleure, is dit tog nie die kleure wat ek graag dra nie. Ek hou meer van pou-kleure, soos my tannie dit beskryf het: skakerings van blou, groen, pers, en dan gooi ek graag 'n groot skeut rooi by.
Vir my is herfs 'n tyd van makliker leef en asemhaal. Maar die beste van als: dit is die teken dat die sweterige dae in die fel hitte nou aan die verbygaan is. Soos ander in lentetyd sal huis regtrek en nuwe energie kry, is dit so vir my in herfs. Die deurslaggewende faktor is dat
dit koeler is. Hitte darenteen put my uit, laat my sweet tot my hare toutjies hang, stroop my van energie en reduseer my tot 'n uitgewaste lap. Daar is ook 'n sagtheid en rustigheid wat saam met die herfs aanbreek. Die dae word bietjie korter en ons begin ‘stadige’ kos maak –wat lank prut.
Dalk is ek ook nou meer bewus van die herfsheid van my lewe. Hoewel ek lewenslustig is, val daar ook nou blare af van my lewensboom. Plooie, grys hare, pyne en als gebeur effens stadiger. Maar ek is dankbaar vir die wysheid saam met die grysheid, en dat ek meer tyd het vir die dinge wat my plesier.
Die legendariese sanger Randall Wicomb was 'n goeie vriend en het tydens 'n konserttoer by my tuisgegaan. Die lied Autumn Leaves, wat in 1945 as 'n gedig verskyn het, was glo sy ma se gunsteling. Wanneer hy bedags bietjie vingers losgemaak het op sy blou kitaar en sy stem opgewarm het, het hy dit graag gesing. Selfs die melodie klink vir my na herfs:

Teater by die see maak golwe!

JEFFREYSBAAI het die afgelope naweek gegons tydens die eerste ‘Teater by die See’ fees wat deur Jeffreysbaai Toerisme in samewerking met die Kouga munisipaliteit aangebied is.
Kunstenaars soos André Schwartz, ‘Liewe Heksie’, Marion Holm en Jak de Priester het gehore vermak. Die
projekbestuurder, Tom Bouwer, sê dit was 'n reusesukses: "Die gemeenskap en besoekers het ons uitstekend ondersteun, en almal is dit eens dat die fees wéér gehou moet word!"
Benewens die kunstenaars was daar ook 'n blomme-werkswinkel, talentkompetisie, kunsuitstallings, klassieke motors, 'n verskeidenheidskonsert en musiek. Bouwer bedank al die borge wat die fees moontlik gemaak het: Hu-
mansdorp Toyota, Supertubes Gastehuis, Kouga Rhino Sanctuary, Kouga Munisipaliteit, die ATKV, en Spur. Aktrise Marion Holm sê, "Dit was 'n wonderlike ervaring. En ek praat nie van my vertoning of die uitstekende reëlings nie. Multiple dogs seek new homes
THE JBay Animal Rescue Sanctuary, a non-profit organisation, sterilises at least 80 animals every month in the Kouga region and is located in Ocean View Township in Jeffreys Bay. The organisation is looking for forever homes for the following dogs: Robin urgently needs your help. Her owner has terminal cancer and has been suddenly admitted to hospital, leaving Robin stranded. She is a lovely 4-year-old German Shepherd cross Malinois who has been spayed. She is very affectionate with adults and children. She needs a home where she is the only dog,


can sleep inside at night, and has no cats.
Toffee is a medium-sized mixedbreed beautiful female puppy. She is such a lovely dog and is around 13 weeks old.
Blacky is a male smaller breed dog. He is approximately 8 years old. He is a very sweet, loving old boy looking for a home to retire in.
