Sara Smith, NSRI St Francis Bay station com-

“Morgan had been assisting his friend, Yannis, offshore beyond the breakers while they were caught in rip currents before Morgan made the difficult decision to retreat to the shoreline to seek help,” said Smith.
“Yannis, we believe, was just too tired in the water to risk following Morgan into the surf zone.”
Smith said that Lindsay reached the shoreline where he located friends of his parents, who were walking on the beach, and he used their phone to call the NSRI to raise the alarm.

IN a historic move, the Kouga Local MunicipalityCouncilhasapprovedthelargestbudget for a single project in its history – allocating a R200 million external loan from the Development Bank of South Africa (DBSA) to rehabilitate the region’s deteriorating road infrastructure.
This groundbreaking resolution, passed
during a Special Council Meeting on Friday, January 17, 2025, builds on an earlier decision made on October 27, 2023, to secure critical funding.
The municipality will officially launch the Road Resealing Project on Thursday, January 23, 2025, at the corner of Hoffman and Jacob Streets in Humansdorp where more details about the project and its anticipated impact
will be shared.
Thismilestoneinitiativeaimstoaddressthe urgent need for road repairs and maintenance across Kouga.
Theregion’sroadnetworkhassufferedfrom yearsofneglect, withthemunicipalityinheriting a R500 million road maintenance backlog in August 2016. Heavy rainfall has further exacerbated the problem, necessitating immedi-
ate action to restore the roads to a safe and acceptable standard.
Executive Mayor Hattingh Bornman underscored the significance of the project, stating, “The approval of this loan is a decisive step towards addressing our long-standing infrastructure challenges. This initiative will not only improve road safety but also contribute to the economic vitality of our region.”
TO ensure that the new Standard Draft ByLaw for Township Economies, introduced by the Minister of Cooperative Governance and Traditional Affairs (COGTA), Velenkosini Hlabisa, on November 7, 2024, is brought to the attention of residents, the Kou-Kamma Municipality will be hosting a roadshow throughout the municipal area starting from February 4.
In a statement released by the Kou-Kamma Municipality, it was mentioned that the by-law, issued in accordance with Section 14 of the Local Government: Municipal Systems Act of 2000, aims to create an enabling environment for small business-
es in townships, supporting economic inclusion, job creation, and community empowerment.
“The new by-law is a bold statement of CoGTA’s commitment to transforming townships into vibrant economic hubs that provide sustainable opportunities for residents,” the statement said.
“This regulation is designed to harmonise township business ecosystems by providing standardised norms and facilitating easier entry and operation for both formal and informal businesses.”
The statement further explained that the by-law supports businesses with tailored
resources, including permit registration processes and designated trading spaces, ensuring streamlined operations within municipal jurisdictions.
Key objectives of the roadshows:
The statement noted that one of the key principles in drafting a by-law is participation.
This means that the public must be engaged for the purpose of documenting and including their comments in the final bylaw.
Therefore, the municipality takes this process seriously and is committed to
THE South African Social Security Agency (SASSA) has announced that it is suspending payments for the COVID-19 Social Relief of Distress (SRD) grants to allow beneficiaries to verify their identities. This precautionary measure is designed to ensure that social grants are disbursed to the correct recipients and to curb identity theft.
In a statement, SASSA said, “This activi-
ty has been mandated to ensure that the Agency pays social grants to the right people and avoids identity theft. We encourage all beneficiaries to safeguard their identity numbers and refrain from sharing them with strangers, which could assist fraudulent activities.”
The Agency continues to stress the importance for beneficiaries to monitor their grant status. If a status is marked as “re-
ONE of the key factors for South Africa’s economic growth is the success of entrepreneurs.
Small businesses, especially blackowned and black women-owned enterprises, play an important role in driving economic inclusion, creating jobs, and supporting financial stability.
Jeffreys Bay Wind Farm’s Enterprise Development Programme highlights the value of this support, helping local SMMEs grow and become sustainable, as demonstrated by Kruisfontein-based co-op, Siyavuma Piggery.
Established in 2011, Siyavuma Piggery has specialised in piggery production since 2018.
It aims to operate a sustainable 100-sow unit to produce piglets for the local meat market.
Their mission is to achieve both profitability and sustainability by following best practices in animal husbandry and environmental management, prioritising the welfare and productivity of animals.
With Jeffreys Bay Wind Farm’s support since 2023, Siyavuma Piggery has already seen transformational changes.
Key interventions include the construction of a fully operational farrowing house, the procurement and installation of specialised farrowing equipment, the development of a waste management dam, and skills training in areas such as financial management, business operations, and marketing.
Nonini Makhothe, Economic Development Specialist at Jeffreys Bay Wind Farm, said, “One of the key factors for the future growth of South Africa’s economy lies in the success of entrepreneurs.”
“Through programmes like this, we assist SMMEs annually to become financially and operationally independent. By creating sustainable small businesses, we build stronger economic structures and help reduce unemployment, particularly in the Kouga Local Municipality.”
For Siyavuma Piggery, the impact of this partnership has been significant, to the extent that the long-term goal of expanding into cattle and beef production is now a tangible aspiration.
Marvin Witbooi, Chairman of Siyavuma Piggery, said, “With the help of Jeffreys Bay Wind Farm, we were able to build a farrowing house.”
“This will help us reduce our mortality rate by about 90%, which is life-changing for our business. Improving survival rates means better profitability and allows us to secure a sustainable future for our piggery.”
As Siyavuma Piggery progresses toward its goals, it serves as an inspiring example for aspiring entrepreneurs and small businesses in the Eastern Cape.
Through initiatives like these, Jeffreys Bay Wind Farm is fostering economic resilience and community upliftment.
Now in the third and final year of the programme (2025), the five co-op members—comprising two men and three women—will continue to benefit from further skills development, as well as business and financial management training.
Additionally, the piggery provides temporary employment to three local community members, further extending its positive impact.

ONE of the standout moments at the South African Police Service Eastern Province Service Excellence Awards Ceremony on January 11 at the Boardwalk Hotel, Casino and Convention Centre in Gqeberha, was the impressive performance by the Community Police Forums (CPFs) from the Sarah Baartman District.
They secured all three top spots in the CPF of the Year category.
According to the Police Spokesperson, Warrant Officer Majola Nkohli, the Sarah Baartman District received a total of nine awards during the ceremony.
The recipients of the awards within the Sarah Baartman District CPF Board, KouKamma Municipality and Kouga Municipality were as follows:
Category of CPF of the Year
. Sarah Baartman District CPF Board –winner
. Jeffreys Bay CPF – second place
. Humansdorp CPF – third place
Category of Admin Employee of the Year
. Senobia Green, Cleaner at the Sarah Baartman District Office in Humansdorp –runner-up
Category of Person with Disability of the Year

Category of Vispol Team of the Year
. Joubertina SAPS Crime Prevention team - runners-up
Additional categories included Police Station of the Year: Small (Captain), Admin Team of the Year, and Provincial Commissioner’s Special Award.
The Chairperson of the Sarah Baartman District CPF, Mieta Williams-Jan, said that this was the second consecutive year that the Sarah Baartman District won the Provincial Excellence Awards, with Humansdorp CPF winning in 2022/2023.
However, this is the first time that the Sarah Baartman District Executive Board has won.
She further stated that they were honoured to have won the award and pledged to win many more in the future.
“It was an overwhelming feeling when I heard that the top three nominees are from the Sarah Baartman District,” said Williams-Jan.
“As the District Board, we are honoured to be recognised for the first time in history. It is also the first time we have participated in the excellence awards.”
Williams-Jan expressed gratitude that
their work in the community was acknowledged with the CPF of the Year Award.
“It was an achievement for the District Board to win because typically only local CPF structures are nominated.
“The stations in second and third place are also encouraged to be involved in the community and strive to do more,” said Williams-Jan.
She further noted that the awards serve as recognition and acknowledgement of their contributions to providing safe environments for their communities.
Williams-Jan also mentioned that the Sarah Baartman District Executive Board received a Certificate of Appreciation from the MEC for Community Safety and Transport, Honourable MEC Xolile Nqatha.
As the winner of the CPF of the Year, she looks forward to representing the Sarah Baartman District in Durban, where she hopes to win the national award.
“My goal and prayers are to bring back the National Excellence Awards to the Eastern Cape,” said Williams-Jan.
Nkohli stated that, to honour the winning members, a special function was hosted in Humansdorp on January 14.
Sarah Baartman District Commissioner, Major General Zolani Xawuka, mentioned that the winners in each category will represent the province in the National Service Excellence Awards, scheduled to take
place in
later this month.
“I would like to encourage all members of the SAPS to work very hard in prepara-
tion for the next awards and I encourage others to partake in the excellence awards,” said Xawuka.

INITIALLY, Living Water Ministries began as an organisation focused on delivering clean water to underprivileged schools in the Eastern Cape.Now,19yearslater,thisnon-profitorganisation has profoundly impacted the lives of many residents in Oyster Bay and Umzamowethu through its after-school programmes, crèche, and most recently, by constructing a much-needed clinic.
Founder Herman Stoffberg mentioned that in 2006, his Christian-based organisation initially started providing clean water to farm and mud schoolsacrosstheEasternCape.Overtime, they concentrated their efforts in the Oyster Bay and Umzamowethu areas, having moved to this region 27 years ago.
Living Water Aftercare Programme
With a background in construction, Herman began revamping a dilapidated building in OysterBayandestablishedanaftercareprogramme in 2014.
“We noticed that many children in the community struggled to express themselves and lashed out often. Fortunately, through the aftercare programme, we have seen a great improvement in their behaviour,” said Herman. Hementionedthattheaftercareprogrammeis offeredtolearnersfromthelocalprimaryschool, Sandwater Primary School, and nearby high schools, Monday to Friday from 14:00.
The programme, which sees between 40 to 80 children each day, focuses on Christian-based teachings, singing, and dancing.
Further elaborating on the aftercare programme, Herman’s daughter, Zani, who is the manager of Living Water, said that many children do not have desks at home and lack assistancewithhomework.Sheexplainedthataspart of the programme, they help with homework and school projects, and offer Bible studies.
“We offer the children a space where there is discipline and teaching Christian values and morals,” said Zani.

“We want the children to experience a world outside of Oyster Bay,” said Zani.
Living Ubuntu
While the Living Water’s team volunteered at Sandwater Primary, an Afrikaans-medium school, Zani mentioned that they noticed many Grade R and Grade 1 learners, whose home lan-
guage was Xhosa, struggling to understand Afrikaans.
To bridge the gap, she said that they established a crèche, Living Ubuntu, five years ago to begin preparing children from the area before they started Grade R at Sandwater Primary.
Thecrèche’sbuildingislocatednexttotheaftercare programme.
“At the crèche, we welcome any child who is pottytrained.Ourfocusisonpreparingthemfor school, which includes ensuring they understand Afrikaans, as it is the primary language of
instruction at Sandwater,” said Zani. Oyster Bay Healing Centre
Herman mentioned that residents of the area frequentlyspendapproximatelyR120totravelto and from Oyster Bay to reach the nearest clinic.
Recognising the need for a health facility, he said that three years ago they began constructing a clinic opposite the crèche.
Thankfully, through donations, they recently completed the building and are now waiting for their pharmaceutical licence.
Althoughtheyhaveapharmacistinchargeof managing the clinic, Herman mentioned that they are still in the process of finding a suitable doctor to attend to the patients.
“While people will be required to pay a minimal fee which will be used to pay the doctor and medication, the clinic is here to serve the community,” said Herman.
To continue funding its various projects, the organisation also recently established an LL BoutiqueCharityShopalongsidethenewlybuilt clinic.
Success stories
Fortunately, through the organisation’s assistance, many children have been helped with various challenges.
Herman highlighted that in 2023, a young girl fromthecommunityreceivedcorrectiveeyesurgery at a hospital in Gqeberha.

Herman thanked Jan-Hendrik Swiegers from Swiegers Orthotics and Prosthetics in Jeffreys Bay for his assistance in creating the casts and securingthebestpricefortheorthopaedicshoes.
The Living Water’s needs
To continue assisting their community, Herman mentioned that they need financial support, whether small or large donations. He also pointed out the need for a fence surrounding the two buildings used for the aftercare programme and crèche. Lastly, he stated that they need mentors who would be willing to speak to the children regularly.
“We have to invest in children because children are the future of our country,” said Herman. For more information, email 2217livingwater@gmail.com.

George Piedt is by dieselfde vergadering as Oos-Kaapse voorsitter verkies.
