

KOUGA Local Municipality will officially begin the demolition of the Kouga Cultural Centre in Humansdorp on May 23, following Council's final approval in April this year.
The demolition process, set to take approximately six weeks, will be carried out in line with the Municipal Policy and Procedures of Immovable Assets and all applicable legislation.
The municipality will also ensure minimal disruption to surrounding businesses and motorists
during this period.
The structure, situated on unregistered Erf 3291 at the entrance to the town, has stood vacant since November 2020, and has fallen into a state of severe disrepair due to ongoing vandalism, illegal occupation, and structural degradation.
Built in 2002 to boost tourism and cultural development, the centre was initially a symbol of community progress.
However, years of neglect have rendered it a public safety hazard and an eyesore at a key gateway to the town.
IN a bid to enhance community safety and curb cable theft, the Kouga Local Municipality is set to roll out the installation of 32 solar-powered streetlights within the next two months.
The R300,000 project will focus on high-risk areas where conventional streetlights have frequently been targeted by criminals.
“These solar lights will be installed in locations where traditional streetlights are often vandalised or stripped for their cables,” said Kouga Executive Mayor, Hattingh Bornman.
“By eliminating the need for underground wiring, we are providing a
sustainable and theft-resistant lighting solution that improves public safety.”
Unlike conventional high mast lights that rely on the electricity grid and regular maintenance, solar streetlights are eco-friendly, low-maintenance, and operate entirely off-grid. They use solar panels to charge batteries during the day, powering energy-efficient LED bulbs at night.
“This technology not only reduces the strain on municipal resources,” said Bornman, “but also ensures uninterrupted lighting in vulnerable communities, making our streets safer and more secure for everyone."
AT 01:50 on May 20, Exec Ops Tactical Team responded to an alarm at a client's business premises in Humansdorp, leading to the arrest of four suspects linked to the break-in.
According to a statement released by Exec Ops, upon their arrival, signs of forced entry were immediately identified.
"Our officers swiftly initiated a full sweep of the premises and successfully apprehended two suspects on-
site," the statement said. "Thanks to rapid response coordination, SAPS arrived shortly thereafter to assist."
The statement said that further intel led authorities to a nearby residence where two additional suspects were arrested.
"It has since been confirmed that all four individuals are well-known criminals, believed to be part of a larger organised group targeting local properties," the statement said.
THREE suspects, Evan Ivan Murray, Winston Speelman and Xolani Mdani appeared in the Humansdorp Magistrate's Court on May 20 facing charges of business robbery and possession of suspected stolen property after allegedly stealing copper cables from Bokomland Wind Farm.
According to the police spokesperson, Captain Marius McCarthy, it is alleged that on May 18, four suspects attacked and overpowered a security guard at Bokomland Wind Farm in Humansdorp.
"The suspects allegedly tied a security guard up and stole copper cables from a container before they fled the scene," said McCarthy.
He said that at about 00:30 on May 19, members of Humansdorp Crime Prevention Unit received information from a private security company about a white Isuzu bakkie that was
involved in copper theft at the wind farm and that it was travelling on the N2 in the direction of Humansdorp.
McCarthy said that members responded immediately and patrolled the N2 in search of the vehicle.
"Members spotted the white Isuzu LDV at the Humansdorp turn-off on the R330 and promptly intercepted the vehicle," said McCarthy.
He said that as soon as the vehicle came to a stop, six men jumped out of the vehicle and ran into the nearby bushes.
"Police managed to arrest three male suspects," said McCarthy.
He further said that upon searching the white Isuzu, members found copper valued at about R310 000.
McCarthy said that the case against Murray, Speelman, and Mdani has been postponed to May 23 for a formal bail application.
"In its current condition, the building no longer serves the needs or interests of our community," said Kouga Executive Mayor, Hattingh Bornman.
"It poses significant safety risks and has unfortunately become a hotspot for criminal activity."
A 2024 structural assessment confirmed that the facility is unsafe for use.
With a current valuation of R340 000 and an estimated replacement cost exceeding R25 million, restoring the centre has proven to be economically unfeasible.
"Demolishing the building is the most responsible course of action to ensure public safety and reclaim the site for potential future development," said Bornman. "We understand the location is central and busy, so every effort will be made to limit inconvenience to the public."
Council initially granted in-principle approval for the demolition at a Special Council Meeting on February 25, 2025 (Resolution: 25/02/PD9).
The proposed demolition was advertised for public comment, and
no objections were received.
A final decision to proceed was taken on April 30, 2025.
In addition to clearing the current structure, the Council has also resolved to identify a more suitable site for a future cultural facility, should one be pursued in the future.
"We are exploring several future uses for the site, including the possibility of establishing higher education facilities that will help address the growing demand for skills development and training in the region," said Bornman.

IN a tragic turn of events, two fatal accidents occurred on the R102 in the Eastern Cape on May 17, mere days after concerns were raised about the deteriorating condition of the road.
The accidents, which claimed the lives of three people and left several others seriously injured, have intensified calls for urgent intervention from the Department of Transport.
According to the spokesperson for the Eastern Cape Department of Transport, Makhaya Komisa, in the first incident on May 17, a white NP200 bakkie collided headon with a grey Suzuki 7-seater on the R102 between Humansdorp and Tsitsikamma.
"The driver of the bakkie was pronounced dead at the scene, while both the bakkie passenger and the Suzuki driver sustained serious injuries requiring hospitalisation," said Komisa.
He added that a case of culpable homicide has been opened at Humansdorp Police Station.
Komisa reported that the second accident occurred on the same day on the R102 in Humansdorp, heading towards Jeffreys Bay.
According to him, a Hyundai Elantra had stopped due to a flat tyre and was being assisted by occupants of a Hyundai i10 when a Toyota Fortuner collided with the vehicles.
"One pedestrian died immediately, while another was rushed to the hospital but later succumbed to injuries," said Komisa.
"Three other people, including the Toyota Fortuner driver, were hospitalised with serious injuries."
The Jeffreys Bay SAPS has opened a culpable homicide investigation, Komisa confirmed.
Specifically commenting on the accident which occurred in Humansdorp, heading towards Jeffreys Bay, Eastern Cape Transport, MEC Xolile Nqatha, has warned motorists against driving under the influence of alcohol.
He also extended his heartfelt condolences to the bereaved families of the deceased and wished a swift recovery to the injured passengers.
A death trap waiting to claim more lives
Carel Bakkes, a Jeffreys Bay resident and business owner who travels the R102 daily, expressed his distress about the accidents.
"I was shocked to learn about the two accidents on the R102 on May 17, but I believe that more people are going to die if the roads are not repaired," said Bakkes.
Just two days after the fatal accidents, on the evening of May 19, he witnessed another car broken down between Jeffreys Bay and
Mondplaas, near one of the May 17 accident sites.
On May 20, Bakkes found a motorbike abandoned along the R102 with a note explaining the owner had struck a pothole, damaging the front wheel, and had gone to have it repaired before returning to collect the vehicle.
He previously highlighted the dangers of the deep potholes, noting that vehicles damaged by them create additional hazards when drivers are forced to stop along this unsafe stretch of road.
To illustrate the severity of the problem, Bakkes has taken it upon himself to mark each pothole along the route from Mondplaas to Jeffreys Bay.
"I marked at least 35 large potholes, but I did not mark any of the smaller ones. I believe that there could be about 50 potholes on the R102 from Mondplaas to Jeffreys Bay," said Bakkes.
Ongoing safety concerns
The previous article featured in the Kouga Express highlighted significant issues with both the R102 between Mondplaas and Jeffreys Bay and the N2 near the Hankey turn-off.
Massive potholes, poor visibility, and deteriorating infrastructure were all identified as serious hazards on the R102.
Despite these concerns, an Eastern Cape Department of Transport spokesperson, Unathi Binqose, maintained that while certain sections required attention, the R102 was in "fair condition".
He further mentioned the depart-
ment's ongoing patchwork maintenance, but offered no plans for comprehensive rehabilitation.
These recent fatal accidents have intensified frustrations among local residents who feel their safety concerns are not being adequately addressed.
"How many more people must die on our roads? We pay enough in taxes. It should not be this way," said Bakkes.
Binqose reiterated that the R102 is in fair condition and that inspections and reviews are done on a regular basis.
"It is in our interest to see all our roads in a tip-top condition, including the R102, and when the resources allow, we will do so," said Binqose.
Regarding the Jeffreys Bay accidents, he confirmed that preliminary reports justified Nqatha's warning against drunk driving — reinforcing one of the department's longstanding road safety campaigns.
Binqose said that accidents are generally a combination of factors coming together.
He further stated that their thoughts and prayers are with the families of those involved in that accident.
"In the investigation of the crash, nothing will be left unprobed," said Binqose.
He said that accidents like these amplify their road safety message.
"We will increase law enforcement patrols and general visibility, while continuing with routine maintenance as well," said Binqose.
JEFFREYS Bay chess player, Justin Rishworth, has made an impressive start to his 2025 campaign as he continues his pursuit of the internationally recognised Candidate Master (CM) title, awarded by the World Chess Federation (FIDE).
With a string of top tournament finishes and the backing of local government, Rishworth is emerging as one of the Eastern Cape's brightest chess talents.
Rishworth, who was first featured in Kouga Express in 2024, has since built on his success by not only competing, but also excelling, at tournaments across the country.
He began the year by winning the Nelson Mandela Bay vs Buffalo City Derby Invitational (Open A section) and followed it up with a memorable victory over a 2000-rated Candidate Master in a tournament hosted in Jeffreys Bay.
His momentum continued as he was placed second in the Nelson Mandela Bay Trials 2, and third in Trials 4 earlier in May.
Further national appearances saw Rishworth secure eighth place at the Mid Gauteng Open in Pretoria, tenth at the Mpumalanga Open, and 69th out of over 600 players at the prestigious Moja Chess Extravaganza in Johannesburg — an international event drawing players from 12 countries.
"I'm pleased with how things have gone so far," said Rishworth.
"Every tournament is another step toward achieving my Candidate Master title. My coach and I truly believe I have what it takes."
His journey now leads him to the African Amateur Individual Chess Championship, scheduled to take place in Burundi from August 17 to 23, where the winner is awarded the CM title directly by FIDE.

Since moving to the region in 2012, Louw has established himself as an integral part of the Kouga community.

Louw's path to becoming an Emergency Services Chaplain was shaped by a profound personal experience – the loss of his brother, Constable Thys Louw, in the line of duty.
"There are moments in life that shape us so profoundly that we never return to who we were before. For me, that moment was the night I lost my brother in the line of duty," said Louw.
He said that in 2005, two police vehicles collided head-on while responding to a complaint in Kamesh, Kariega.
Louw said that his brother died at the scene.
"Both my parents, who were on duty as officers that night, had to respond to the scene of their son's death. The weight of that experience is something no words can fully capture," said Louw.
"I saw firsthand the unbearable heartbreak of losing a loved one in service to others, but I also witnessed something extraordinary — the presence of the SAPS Chaplain. In the midst of that tragedy, the chaplain held space for our grief, provided comfort, and reminded us that even in the darkest of nights, God's love is still present. That moment ignited a calling in me, and I knew then that I wanted to serve others in their deepest times of need, just as our family had been served."

When asked about his approach to supporting first responders through trauma, Louw emphasised the importance of presence and understanding.
"First responders carry the weight of the world in ways many people will never truly understand," said Louw.
"They see tragedy daily, bear witness to pain, and sometimes struggle to process their own emotions in the midst of serving others."
Louw said that his approach is to listen, encourage, and remind them that they are never alone. He further said that in moments of crisis, words often fail, but presence speaks volumes.
Louw believes strongly that healing comes through both faith and community, and plans to create safe spaces where first responders can find relief from their emotional burdens.
"I want to remind these men and women that their work matters, that their pain is seen, and that their hearts deserve care just as much as those they serve," said Louw.
Reflecting on the strengths he brings to this vital role, he cites his personal journey through grief and loss.
"I believe the greatest strength I bring is a heart that truly understands loss, resilience, and the power of faith," said Louw.
"I do not offer empty words — I offer the lived experience of pain and the testimony of healing. This allows me to walk alongside others with genuine empathy."
His combination of pastoral experience, business background, and deep faith creates a unique foundation for meaningful ministry.
Louw said that in moments of heartbreak or moments of victory, he wants to remind people
that they are never alone and that grace is always within reach.
As he begins this new chapter, he expresses enthusiasm for the opportunity to serve those who make daily sacrifices for others.
"First responders often feel the weight of the world on their shoulders, yet they rarely get the emotional and spiritual support they need," said Louw.
"I look forward to being that support, to walking alongside them, and to creating spaces where they feel safe, valued, and heard. Ultimately, my prayer is that through this chaplaincy, I will be able to reflect God's love in a way that deeply impacts the lives of those I serve."

THE young fighters of the Raptors MMA Club in Jeffreys Bay and Humansdorp have earned their place at the Martial Arts SA (MASA) National Championships, taking place on 14 and 15 June 2025 in Pretoria.
A talented group of students worked hard to advance through the regional rounds, and their achievement is a great source of pride for the Kouga community.
Unfortunately, the costs involved –travel, accommodation, registration fees, and gear – are a major challenge.
Funds needed
The club is now making an urgent appeal to local businesses and individuals for sponsorships and support through their upcoming fundraising events.
“We’re planning several fundraising events in the coming weeks,” says coach Sensei Gerhard (Buks) Coetzee.“Every bit helps – whether it’s buying a pancake or making a donation.”

Zara is a fluffy mixed-breed female puppy. She is around 10 weeks old now.
Foxy is a sweet little 10-weekold female puppy. She is a mixed breed and will be fluffy and small to medium-sized when fully grown.
Jemma is still looking for her forever home. She is being bullied by the other dogs and she
deserves to get her own dream home. She is a lovely dog and is around 11 months old. She has been sterilised and vaccinated.
Maddie has been at the Sanctuary kennels since she was 6 weeks old and is now almost a year old. Her siblings were all adopted but somehow, she has still not found her forever home.
