Municipality to implement credit control measures to address arrear debts
KOUGA Municipality is taking action to address arrear debts effectively with the full implementation of its Customer Care, Credit Control, and Debt Collection Policy, effective May 1, 2024.
In line with Section 6.1 of the Customer Care, Credit Control, and Debt Policy, the municipality aims to implement procedures that curb the escalation of arrear debt, ensuring fiscal responsibility and sustainability.
Kouga Executive Mayor, Hattingh Bornman, underscores the importance of these measures, saying, “It is crucial for the municipality to manage its finances efficiently to continue providing essential services to our residents.
“The total outstanding arrears debt for accounts 60 days and older amounts to R442 million.
“This significant financial shortfall has a direct and severe impact on the municipality’s ability to deliver essential services to residents. Without the recovery of these outstanding funds, the municipality faces immense challenges in maintaining and improving infrastructure, ensuring service delivery, and meeting operational costs.
“The continued non-payment of municipal accounts threatens the
sustainability of key services such as water supply, sanitation, electricity distribution, and waste management.”
According to Bornman, as a result, the municipality is left with no alternative but to take decisive and urgent action to recover this outstanding debt. The financial viability of the municipality depends on the timely and full payment of municipal accounts, making debt collection a matter of paramount importance.
“We are very aware that the rising cost of living is putting immense pressureonourresidents,andweare doing our utmost to keep tariff increases as low as possible. We cannot, however, deliver the services our residents deserve without taking action to recover outstanding debt,” he said.
The policy outlines that customers in arrears who have not made arrangements with the municipality will face restrictions or disconnections of essential services such as electricity, water, and other municipal services.
Bornman reaffirms the commitment to fair but firm action, stating,
“Whileweunderstandthechallenges someresidentsmayface,itisimperative for us to uphold financial discipline to ensure the equitable provi-
sion of services to all, while remaining mindful of the rising cost of living.
Under this initiative, 30% of electricity prepaid sales for customers that have arrear debt will be allocated towards arrears amounts owed, with residents who have honoured their arrangements exempted from this implementation.
Residents should note as per the policy, the municipality must deduct on a ratio of 50:50. However, the municipality had to deviate from the policy taking into account the burden residents are facing with the increase in basic needs such as food, fuel etc.
“We aim to strike a balance between supporting those in genuine need while ensuring fairness and accountability in our financial management,” said Bornman.
Residents are encouraged to proactively engage with the municipality to make suitable arrangements and avoid service disruptions. Municipal offices in Jefferys Bay and Humansdorp are open to assist residents in this regard.
“Our doors are open, and we are committed to working with residents to find sustainable solutions to their financial obligations,” said Bornman.
‘No
spike in business robberies’- SAPS

DESPITE the robbery of a fastfoodoutletandaliquorstorein Humansdorp within a week, oneofwhichtragicallyresulted inthedeathofanemployee,police data confirms that there has been no increase in business robberies in the area.
As previously reported, at around 17:30 on January 28, two male suspects allegedly entered a store in Humansdorp, pointed firearms at the staff, and demanded money.
The suspects then fled with anundisclosedamountofcash.
Police spokesperson, Warrant Officer Majola Nkohli, confirmed that the business was a KFC outlet.
Less than one week later, on February 3 at about 08:10, four men, two of whom were armed with firearms, entered a liquor store in Humansdorp through the delivery entrance at the back.
A scuffle then broke out between the suspects and the store’s employees, which resulted in the fatal shooting of employee, Werner Bouwer.
Nkohli said that the suspects managed to flee the scene. The liquor store has been confirmed to be the Grand Liquor Store.
Although the two robberies occurredshortlyaftereachother, Nkohli said that their records show that there has been no increase in business robberies in Humansdorp.
“There were only two business robbery incidents reported. The first incident was reported on January 28 at KFC. Another incident was reported on February 3 at Grand Liquor Store, where an employee was fatally shot,” said Nkohli.
He said that a team of seasoned detectives is assigned to work on these two cases. However, they have not yet had a breakthrough in either case.
“Police are urging anyone with information that could assist with their investigation,” said Nkohli. He said that individuals who can assist with information can contact the investigatingteamat081 234 7783.

DIE pas aangestelde bestuurder vir Beskermingsdienste vir die Kouga Plaaslike Munisipaliteit, Stephanus (Steph) Petersen, bring ’n magdom ervaring en ’n diep passie vir wetstoepassing na sy nuwe rol.
Met ’n loopbaan wat oor langer as drie dekades strek en ’n opregte toewyding tot die diens aan die gemeenskap, is Petersen gereed om ’n beduidende impak te maak. Gebore en getoë in Bishop Lavis in die Wes-Kaap, beskou Petersen homself as ’n Oos-Kaapse plaaslike, met sy ouers wat onderskeidelik uit Misgund en Joubertina in die Langkloof kom. Sy reis in wetstoepassing het in 1994 begin toe hy by die Gene Louw Verkeerskollege in Brackenfell aangesluit het en as ’n verkeersbeampte gekwalifiseer het.
“Van Brackenfell Provinsiale Verkeer het ek na Brackenfellmunisipaliteit geskuif, en van 1996 tot 2006 het ek by Mosselbaaimunisipaliteit gewerk, waar ek my diens as superintendent van verkeer voltooi het,” vertel Petersen.
In 2007 het hy homself tot entrepreneurskap gewend terwyl hy gelyktydig as ’n Bedryfsveiligheidsbeampte gekwalifiseer het, en by instellings soos National Keypoints, PetroSA, Eskom en Sasol in Secunda gewerk het.
Petersen se toewyding aan verkeershandhawing het hom in 2015 terug na die veld gelei, met poste in Knysna, Oudtshoorn en, van 2018 tot 2020, as die hoof van verkeer in Kannaland-munisipaliteit.
Hy het later by die verkeerspanne op Graaff-Reinet en Swartland aangesluit, waar hy ’n sleutelrol gespeel het in die vestiging van die eerste honde- en LEAPeenhede.
“By Swartland-munisipaliteit het ons wetstoepassing baie ernstig opgeneem,” verduidelik Pe-
tersen. “Ek het my studies voortgesit, en my laaste posisie voor ek by Kouga-munisipaliteit aangesluit het, was as ’n hoofinspekteur by Swartland.”
Met ’n stygende misdaadvlak is Petersen bewus van die uitdagings wat voorlê, maar hy bly optimisties. “Misdaad in sy verskillende vorme is uitdagend, en ons het innoverende idees nodig om dit te beveg en die gemeenskap
veilig te hou,” sê hy.
“Ons kan dit egter nie alleen doen nie. Ons het al die rolspelers nodig, soos die polisie, maatskaplike ontwikkeling, AgriSA, korrektiewe dienste, justisie, buurtwagte, en die gemeenskapspolisiëringsforums, om saam met ons te werk. Met die gemeenskap as een van die belangrikste rolspelers, kan ons ’n verskil maak.”
Petersen se passie vir diensle-
wering deur wetstoepassing is duidelik. “Ek het ’n passie om met mense te werk. Ek wil aan die regte kant van die wet wees en vir dié wat nie kan praat nie, praat. Ek wil waarde toevoeg tot die samelewing en tot die volgende generasie.”
Onderwys en die ontwikkeling van die munisipaliteit se kinders is ook belangrik vir Petersen.
“Ons moet hulle leer hoe om veilig
as voetgangers te wees en die paaie versigtig te gebruik. Die onderwysdepartement doen hul deel, maar ons het ook ’n rol om te speel.”
Petersen doen ’n beroep op Kouga-inwoners om wetstoepassingsbeamptes met empatie te behandel. “Ons moet teruggaan na Ubuntu, ’n samewerkende gees kweek, en kyk hoe ons mekaar kan aanvul,” voeg hy by.
Kouga’s Executive Mayor connects with schools to assist

TO improve the education system and build a strong relationship with schools in the municipality, the Kouga Executive Mayor, Hattingh Bornman, has embarked on an initiative to visit all eight high schools in the region, with plans to visit primary schools later this year.
With an overall matric pass rate of 76% for 2024, Bornman has decided to visit every high school in the municipality to meet with the
school principals and their senior management teams to hear firsthand what challenges they might have.
He said that with the information obtained, he plans to submit a report to the municipality’s administration on the matters that the local municipality can assist with.
Bornman said that a second report would be submitted to the Provincial Department of Education outlining challenges that fall within their scope of responsibility.
Launching the programme at
Hankey High School on February 4, he said that the overall improvement of education is a joint effort.
“Improving the education system and overall learner experience requires a whole-of-society approach, including National, Provincial, and Local Government, as well as parents, guardians, and civil society,” said Bornman.
He further said that the face-toface interactions will provide him with the opportunity to build a strong relationship with all schools in the municipality.
Once the report is submitted to the Provincial Department of Education, Bornman said he will do an oversight visit with the department.
“Iwillinvitethedepartmenttodo oversights to the schools which require urgent assistance,” said Bornman.
Although he is focused on visitinghighschools,hesaidthathewill be visiting primary schools later this year.
Inadditiontoinquiringaboutdifficulties faced at each school, Born-
man said that he would make use of the opportunity to share the exciting news of Kouga’s inaugural career exhibition.
As previously reported, the Kouga Municipality partnered with the Working World Exhibition to host the inaugural Kouga Careers Expo at Mentorskraal in Jeffreys Bay on April 10 and 11.
The exhibition will provide learners and unemployed youth access to the necessary resources for transitioning into education, training, and meaningful employment.

Withhardworkanddedication,he was recently appointed as the principal at Môrewag Primary School in Gqeberha,whereheplanstotakethe school to new heights.
Hammond started his schooling career in 1997 when he first stepped into Pellsrus Primary as a Grade R learner.
Sincetherewerenohighschoolsin Jeffreys Bay at the time, he completed Grade 9 at Pellsrus Primary, where he was selected as head boy in his final year, before starting Grade 10 at Humansdorp Senior, where he matriculated in 2009.
He said that even though he did well academically, the staff taught him the importance of respect, friendliness, and discipline.
“I always admired my teachers,
both at primary school and high school. They had a big influence on me and who I am today,” said Hammond.
Motivated by his teachers, he pursued a Bachelor of Education at NelsonMandelaUniversityfrom2010to 2013.HewentontocompletehisHonours Degree in Education in 2016.
Hammond then began teaching at Môrewag in 2014 and was appointed asthedepartmentheadfortheintermediate and senior phases in 2019.
He was then appointed as deputy principalin2021andfinallythisyear he was promoted to principal.
“I took the experiences learned while at primary school and high school with me when I became a teacher and now again as a principal,” said Hammond.
Now that he is principal, he said he has great plans for the school, which he will implement using his humanist approach.
Through this approach, Hammond said that it is vital that the school is not just seen as a building but also a place where children and the community at large are impacted.
He further said he plans to provide a platform for all children to flourish

Hammond further said that he plans to improve the school’s literacy and numeracy skills with a large emphasis on Information and Communications Technology in the classroom since we live in a digital world.
“Digital literacy is very important, and it can be utilised as a powerful tool for education. It is also important that children are taught about using social media responsibly,” said Hammond.
Additionally, since there are not enough special needs schools in the Eastern Cape, he said that he plans to offer inclusive education where all learners can be taught. “Incorporating special needs children can be a tough thing to do at a school, but we have brilliant staff who are passionate, hard-working, and flexible, which I believe is a recipe for success,” said Hammond.
While implementing his plans, he said that he would focus heavily on empathy, which is a motto he stands firmly on.
“I live and breathe empathy, and I believe that many difficulties faced in the world are a result of a lack of empathy,” said Hammond.

JBay Surf Alliance inspires local youth through beach clean-up

DENAVIAN Josias, a 16-year-old surf coach is leading the charge in ocean conservation, inspiring a new generation of environmentally conscious youth in Jeffreys Bay.
As part of JBay Surf Alliance’s (JBSA) ongoing commitment to marine protection, the young coach recently launched a beach clean-up at Kitchen Windows Beach, where young surfers gathered to remove waste from the shoreline.
At the heart of JBSA’s mission is a hands-on approach to environmental education. By actively engaging in clean-ups, these young surfers are not only removing waste but also cultivating a deep respect for their coastal environment.
The organisation also works closely with local authorities and retailers to tackle plastic pollution by advocating for sustainable alternatives and increasing awareness about the impact of single-use plastics.
JBSA aims to secure sponsorships for recycling bins and designs educational materials showcasing local marine life, fostering a sense of ownership and stewardship within the community.
“Seeing our young surfers take the lead in protecting their beaches is a testament to the power of education and action,” said a JBSA representative. “By instilling a love for the ocean and a responsibility for its well-being, we are not just shaping great surfers but are also committed ocean guardians.”

Ek het onlangs by ’n vriendin, Alma, in Johannesburg gekuier. Ons was saam op laerskool, hoërskool en onderwyskollege. Dis die grootste voorreg dat ons nog al die jare kontak gehou het.
Ons ken mekaar se ouers, huise, troeteldiere, broers en susters, het bygehou met lewensgebeure en loopbane. Nou is ons
sowaar albei afgetredenes en oumas.
Net so is dit met Ingrid wat oorkant die straat gebly het. Ons het saam huiswerk gedoen, tienerdinge deurgemaak, saam vakansie gehou, en nou was ons as afgetredenes saam op ’n oorsese reis.
Dan is daar nog Edda. Sy was my beste maat op hoërskool, en ons het dadelik al die drade bymekaar as ons gesels of kuier, al sien ons mekaar min. Ons het saam ons eerste ete gekook, popmusiek geluister en met grimering eksperimenteer. Al het ons waar in die land gewoon, die pantoffelvriendskap bly sterk.
Ansophie was my gemaklike trui, wat my altyd in liefde toegevou het in moeilike tye, en ’n kroon op my kop gesit het in goeie tye.

SINCE its inception in September 2023, the Jeffreys Bay Cricket Club, founded by Ruan Thomas, has provided a platform for cricketers of all ages to showcase their talents.
Now, more than a year later, the club has not only continued to grow and thrive but has also achieved a significant milestone — becoming the first cricket club in the Kouga regiontobeinvitedtoparticipateinthe esteemedPineappleTournament,set to take place in Port Alfred from March 8 to 15.
Despite not having played cricket for over 10 years, in 2023, Thomas deeply desired to revive the sport in Jeffreys Bay and provide a base for people of all ages, regardless of their socioeconomic background, at no cost.
He said that they currently have 55 members, of whom 28 are actively involved, and they make use of the cricket pitch at Victory Christian School, where they practise on Tuesdays and Thursdays.
Thomas said that they have also registered the club as a non-profit organisation and are awaiting their registration certificate.
“The goal of the cricket club is to uplift the community and provide equal opportunity to all,” said Thomas.
The club has participated in the Heatherbank Corporate Cricket League in Gqeberha multiple times since the start of 2024 and recently won the summer semi-finals against the Gqeberha-based Nomads.
ThefinalswilltakeplaceonFebruary 22, with their opponents yet to be decided at the second semi-finals on February 15.
“It is amazing to see the waves that our club has made since we started in 2023,” said Thomas.
Having attended the Pineapple Tournamentasaspectatorin2024,he was inspired by the excitement, and hesaidthathecouldnotwaittoshare the experience with his own team.
Thomas then took the initiative to contact the organisers to inquire about joining this year’s tournament.
To his surprise, they received an invitation to participate in the tournament, where they will play at least four games over four days.
“Only eight teams receive an official invitation, so it is a great honour to be invited,” said Thomas.
“Thisisalsothefirsttimesincethe
tournament was established in 1904 that a club from the Kouga region has been invited to participate.”
Since accepting the invitation, Thomas said that they have been hard at work practising playing 50 overs, which is a requirement for the tournament.
“It is going to be a total mind shift because when we play 20 overs in the corporate league, we focus on building up as many runs as possible, while playing 50 overs can be more time-consuming and we will need to protect our wickets,” said Thomas.
Even though they are thrilled to beparticipating,hesaidthetripwill cost at least R30 000, which will cover tournament fees, food, and accommodation.
Unfortunately, Thomas said that most of the players are not able to affordtheexpenses,andheishoping to receive sponsorships to assist.
He said they have been fortunate to receive food donations but require more financial assistance.
“We would appreciate any donations from individuals and businesses,” said Thomas.

Onder die meisies sal Su-Kelly Ruiters en Theolien Ruiters van Pellsrus hulle debuut vir die span maak, terwyl Marlin Matthews (Pellsrus), Juandré Kramer (Pellsrus), LumarKarolse(Pellsrus),CeytonBooysen(Humansdorp), Jerome Jacobs (Humansdorp), Sphiwo Grootboom (Humansdorp), Liam Lolly (Humansdorp) en Elrico Madatt (Gqeberha) onder die seuns die eerste keer aan die nasionale kampioenskappe sal deelneem.
Die afrigter, Pieter Pretorius, sê dis ’n uiters talentvolle groep van wie hy groot verwagtinge het.
“As ons die plaaslike deelnemers se totale vergelyk met verlede jaar se nasionale uitslae lyk ons kanse belowend. Ek glo ons gaan uiters suksesvol wees,” sê hy.
Die ontwikkelingsbeampte, Curvon Jacobssê,“Onsisgelukkigdatonsdiekernvan verlede jaar se span kon behou, en kon aanvul met opwindende nuwe talent.
“Dis ook ’n groot hupstoot vir ons kanse dat ons ses deelnemers het wat verlede jaar aan die nasionale kampioenskappe deelgeneem en die spantrofee in die jeug- en junior kategorie ingepalm het.
“Hierdie paar atlete is ons eerste stap in ons doel om die Oos-Kaap weer Suid-Afrika se nommer een provinsie te maak.”
