The fraudulence of “ghost workers” within the Free State government departments is a reality that Moses Makume, MEC for Finance, Tourism and Economic Development, pledged to tackle during the delivery of his departmental budget vote on 15 April

He said the provincial Treasury and the premier’s office would spearhead the verification of staff through a campaign themed “Where’s Who, Who’s Where?”

Makume said to address the persistent issue of staff verification, the provincial Treasury is mandated to manage and maintain the Persal system – an integrated human resource, personnel, and salary system – within the province

He said as part of the mandate, the Treasury provides technical support across all transversal systems and continues to build capacity within provincial departments to ensure these systems are used effectively and efficiently

“To help departments align their personnel compensation budgets with the actual staffing reflected on the Persal system, the Treasury has committed to assisting with the implementation of head count exercises

This strategy is a critical tool to ensure that personnel budgets correspond with verified staffing structures, enabling departments to plan and make decisions based on accurate and reliable workforce data

This initiative aims to accurately verify the placement and existence of personnel across the provincial administration, to identify and significantly reduce the number of possible ghost employees, thereby promoting efficiency, accountability, and the prudent use of public resources, said Makume

Two electricity thieves found guilty on counts relating to essential infrastructure damage were sentenced to longterm imprisonment

The Bloemfontein Regional Court sentenced Tumisang Sello Khosi (31) and Pitso Donald Molalenyane (34) each to 25 years’ direct imprisonment on 14 April

The sentencing was the culmination of the police investigation following the arrest of the pair during November 2022 Sgt Martin Xuma, provincial police spokesperson, said the court had sentenced the two men to 15 years’ imprisonment on a count of damage to essential infrastructure and 15 years on a count of theft from essential infrastructure

“The court further ordered five years of the sentence imposed on a count of theft from essential infrastructure, with the sentence imposed on a count of damage to essential infrastructure

“The two accused unlawfully entered a Centlec substation and, during this incident, they stole electrical panels crucial for the provision of electricity

“The stolen panels were valued at R500 000

“The total damage to the infrastructure amounted to R2,5 mil-

lion,” said Xuma He said the accused were arrested after being found in possession of the stolen electrical panels

Municipal troubles appear worse

A visit to the trouble-ridden Mafube Local Municipality by the Free State premier, Maqueen Letsoha-Mathae, on Wednesday, 23 April, came in the midst of a full-scale investigation, ordered by a judge of the Free State High Court

Confronted with the same unresolved issues of poor management, she addressed the poverty-stricken community and current municipality executive in what proves to be a desperate attempt to fix this ANC-governed municipality

The meeting was in Frankfort, one of the towns that forms part of the municipality Among the problems is authorities’ dismal failure to pay workers’ third-party contributions, which prompted Judge J Opperman to order an investigation into the matter by the Director of Public Prosecutions (DPP) in the Free State

The prosecution authority was ordered to report to the court within 60 days on the progress of the investigation, in writing

Judge Opperman ordered this on 17 January this year, in the matter brought forward by the Municipal Workers’ Retirement Fund (MWRF) against Mafube as the first respondent, plus four additional respondents They are: Adv Mothusi Lepheana (municipal manager), Dimakatso Tryphona Tau (chief financial officer),

Tlhoare Motsoeneng (executive mayor) and Thomas Mkaza (administrator of the municipality)

The judge ordered that all five respondents are liable, and made the order that all the respondents make a payment to the applicants’ Workers Fund in the amount of R14 723 639,52, at the rate(s) which have been

prescribed in terms of section 13A(7) of the Pension Funds Act

In addition, the respondents were ordered to pay the costs of this application on attorney-client scale, including the costs of two counsel

“The municipality has become a faceless and untouchable perpetrator of the Pension Fund Adjudicator (PFA), to the detriment of the constitutional rights of the affected employee-members,” Judge Opperman stated

“The municipality has evaded accountability for many years, and illegitimately so

“The individuals comprising the governing body and who were regularly in control of the financial affairs, have not been held legally liable and answerable to the neglect of their duties to pay the statutory imposed monthly retirement contributions to the fund”

The court found history of the litigation by the fund against the municipality, owing to ignorance of any legal means to pay workers’ third-party contributions

The court stated that the conduct of the respondent was criminal, according to the PFA

Evidence of the municipality’s ongoing non-payment of contributions and non-compliance with court orders obtained by the Municipal Workers’ Retirement Fund date back to 2011

Letsoha-Mathae repeated the same sentiments that the municipality was severely crippled by problems, and that it was merely one of the many municipalities in the province facing challenges

She further reminded the officials of the grave concerns the Auditor-General (AG) raised about the state of the municipality, and further reiterated her commitment to assist the municipality as part of the provincial government leadership

“It is not interference and should not be seen as such It is intervention to help the municipality get back on its feet

“The AG raised several issues regarding the Mafube Local Municipality, one of them being whether people appointed have the capacity to execute their duties

“The team that will be established by the Office of the Premier will therefore help to build capacity,” said Letsoha-Mathae

VAT targets the poor most

The reversal of the proposed 15,5% hike in value-added tax (VAT) came as a big relief to poverty-stricken South Africans, who were about to be charged R15,50 for every R100 spent, starting on 1 May 2025

VAT remains unchanged, though Enoch Godongwana, finance minister, announced the first rate increase of 0,5% would apply from 1 May with the second hike of 0,5% from 1 April 2026

The media coverage of the controversy on the VAT increase has been extensive, with rage and concerns from various impoverished communities across the country

The people held a strong view they were punished by the Government of National Unity (GNU), as the increase would add to deep-rooted socioeconomic problems like inequality, high unemployment rate and poverty The unprecedented decision to cancel VAT was owing to immense additional pressure from political parties, who took the legal route to stop the GNU implementing the VAT increase

According to the National Treasury, the initial proposal to hike the VAT rate was motivated by the urgent need to restore and replenish the funding of critical frontline services that had suffered reductions necessitated by the country’s constrained fiscal position

People need to understand that once the budget is passed by parliament, the minister cannot unilaterally reverse the VAT increase This is cemented by Section 30(2) of the Public Finance Management Act and Section 7(4) of the VAT Act

Despite the GNU deadlock and its fiscal crisis, several members within the ANC have unanimously admitted that the party has grossly failed to reach an amicable consensus to freely support the VAT hike It is unclear as to where and how Godongwana would find the money to plug the fiscal gap

What is clear is that the 0,5% increase would add distress to households already struggling to deal with the increased prices of goods, services and essentials More tax would kill jobs, resulting in reduced revenue generation by government

To avoid further inflationary hikes, the government needs to place strict rules and regulations on any government transaction that takes effect, and deal with corruption and mismanagement in every sphere of government

The government needs to change its ways of approaching industries, companies, and businesses to create jobs, and transfer some of their skills to the people of South Africa Youths yearn to be seen, supported, trained, and placed into the real world to unleash their potential, which might be something the economy needs to re-establish and position itself in the right direction to stir the desired economic growth

In dealing with the functionality of the GNU, both the ANC and DA knew ahead of time that forming the GNU with other parties this was what is commonly known as “ a marriage of inconvenience” You create this beautiful picture that only exists in your head, and hope that the other party shares a similar picture But after you have entered the marriage, you then realise that you each function on different levels and do not have complementary ideologies

Running fuels twins’ ambition

The identical Pule sisters, Neo and Mosa, are quietly building a reputation as a formidable force by participating in middle distance track events and 10km races.

They jump-started their promising career last year when they participated in the Mimosa Mall Family Run 2024

They again participated in this year ’ s instalment of the event, staged in Bloemfontein on 1 March and this time called the Mimosa Mall Marathon due to race distance additions, opting to take part in the 5km race

“Last year was our first-ever race We were encouraged by our aunt, Boitumelo Pule, to participate We did not have a running club affiliation at the time we started, but we later joined the Nedbank ByGrace running club,” said the pair

The sisters relish in improving their personal best (PB) in every event, accounting for 11 medals between them

Neo has earned five medals and Mosa six from the races they have featured in thus far

The pair’s PB is 60 minutes in 10km races, but both said their immediate target is to improve this even further

“Our main goal is to improve our PB, to run 10km in 30 to 45 minutes,” they said Mosa and Neo are both Gr 12 learners at the Dr Viljoen Combined School in Willows

The twins said the reason for their decision to opt for participation in the Mimosa Mall Marathon’s 5km race was, chiefly, to gradually improve their momentum for serious competitions

The siblings’ good start is spurred

on by their pursuit to be the best version of themselves

Neo and Mosa have taken their promising career one step higher, competing for the first time in this year ' s provincial track and field athletics championship staged in Bloemfontein

The sisters competed in the middle distance (1 500m) track event

They told BloemExpress that the decision to seriously compete in athletics was a result of motivation stemming from their current running coach

“We are inspired by our talented coach, Anna Moeketsi She is very dedicated in what she does and she empowers us to achieve our goal in every possible way, ” said Mosa

However, the sisters say they do not compete against each other, despite having the same ambition for athletics

“We motivate and encourage each other all the time,” said Neo Their enterprising progress inspires the twins to improve and compete nationally, and eventually go on to represent South Africa and the Free State internationally

They live by the motto “God is in control,” which is inspired by Isiah 40:23

Boitumelo, the girls’ aunt, said she is proud of Mosa and Neo, having closely monitored the sisters’ progress

The twins are the daughters of her late sister, who passed on in 2021

“Their mother passed away in 2021 I introduced them to running last year because I know running is very therapeutic

“I am super proud of their progress, efforts, and achievements My proudest moment was when Mosa won the junior title at the Central University of Technology (CUT), Free State, Marathon last year

“My dream is to see them living a joyful and peaceful life, and for them to be elite runners who are recognised nationally and internationally,” said Boitumelo

The twins’ coach, Moeketsi, is a winner of multiple middle and long distance races

Her illustrious career spans 25 years and she has won several races over the years despite being underrated Moeketsi’s journey started in 1997 at the Aurora Primary School in Welkom, competing in the 400m and 2km

“The twins are very talented and committed to running, though we have a lot of hard work to do to unlock their full potential I believe next year our hard work will start to pay off, and I believe the best of God is yet to come in their running,” said Moeketsi
