Kirby Muxloe 88 JFC Match ball donation Mr Andrew Bingham, a local man who sadly passed away was kind enough to leave in his will a donation of £1000 to the Village club, this was used to purchase match balls for the 2015/16 season. The Junior section which is a Community Status Charter Standard Club has 19 teams aged from Under 7 through to Under 17 and has over 230 children registered and playing in County FA Leagues benefited with two match balls for each team. The picture above shows representatives from the junior club sitting in the Andrew Bingham stand at the Kirby Muxloe Sports Club. The Football Club and all its members would like to thank Mr Bingham and his family for this very kind donation and for helping to support grassroots football.

Latest News From Neighbourhood Policing Inspector Dan Eveleigh As neighbourhood policing officers we aim to improve the area in which you live by engaging with communities to understand what the issues are, where they are happening and to whom. From there we work on tackling those issues with our partners to prevent crime, harm and anti social behaviour from occurring. Once a problem is identified we will do some analysis and investigations to establish the extent of the problem. From there we will work on what we can do to improve matters or change behaviour. By way of an example, we have a lot of reports of anti social behaviour being committed by young people misusing cars and mopeds, which can cause distress to neighbouring residents. We proactively collect information about the vehicles involved and then implement a procedure (Section 59 of the Police Reform Act 2002) where we can seize the vehicles if they are used in this way again after a warning has been given. This can be very impactive as it takes the vehicles away from the perpetrator and gives relief to those who have to endure the noise and misuse of vehicles on roads, pavements and parks. This is a problem nationwide, but we are working hard to reduce the problem locally, especially in and around Barlestone, Nailstone and Braunstone Town, where my officers are taking the opportunity to implement this procedure wherever possible. If you are a parent of a child that owns a moped or a car please try to make sure that they are using it responsibly and advise

them of the risks they are taking if they drive it dangerously. When we are young we often do not see the danger in situations to both ourselves and others, thinking accidents will never happen to us but this is unfortunately not the case. Please also speak to them about being considerate to others as although they might only be having fun, this could be causing distress to the people living around them. If they are found to be endangering themselves or if it is to the annoyance of others, we are quite lawfully allowed to confiscate the vehicle. If the perpetrator lived in council or housing association rented property we would also speak to our colleagues within these local authorities for them to consider reviewing their tenancy which could also affect any other family members living in the property. We have a phrase in policing which is ‘closing the loop’. By this we mean that if we’ve had an issue reported to us and we take action, we must then re contact the person the report came from and update them on what we have done so that communities can be confident that we take action on issues they have reported to us. I want to take this opportunity to admit that although we aim high in this we seldom manage to achieve it. One of the main reasons for this is police culture; we are all about being responsive and doing the things that need to be done. Our mind set is very much about trying to get the job done and arresting those who do us harm. I admit that in previous roles, spending 15 minutes

Fly Tipping The Spinney Opposite Groby Community College. I was made aware of the above Fly Tipping incident on Sunday 26th September which contained several sheets of asbestos numerous old car tyres and general rubbish. This was a serious potential health risk to residents and more so school children as it was on a route children walk to school. I contacted the Borough Councils Chief Environmental officer who arranged for the removal. I followed this up on Monday morning with officers and was pleased with the swift response as the Council had to send in a specialist team to deal with the asbestos. The area was cleared and made safe just after lunch time on Monday. I would like to thank the local residents who reported this. I would appeal to anyone who has any information as to who was responsible for this act of fly tipping to contact me in total confidence either by email or by phone.

Leicestershire Fire and Rescue Service – Towards 2020: IRMP Leicestershire Fire and Rescue have published a consultation document seeking your views on proposals from their Integrated Risk Management Plan. These proposals support a strategy to enable them to make necessary savings whilst ensuring that their resources are in the most appropriate areas to keep both communities and fire fighters safe. Parcel Mule Alert People are being targeted to become “Parcel Mules” as part of a reshipping scam, which results in them handling stolen goods and losing out financially. Victims are predominantly recruited through job advertisements and dating websites. They are persuaded to have items delivered to their addresses, and to pay for postage before sending the items elsewhere. Victims are

“Greys and Hastings – Families at War” Talk by Dave Taylor Monday 19th October 2015 at 7.30 p.m. Woodhouse Eaves Village Hall Throughout much of history the rivalry between the Grey and Hastings families has been a feature of the story of the East Midlands. We will be tracing this through the coming to prominence of both families towards the end of the late Middle Ages through Tudor Times, the English Civil War, the Restoration and beyond. Beginning with the link with the Ferrers family which brought the Greys to prominence and the relationship between the ill fated Lord Hastings and King Richard lll we will chart the fluctuating fortunes of the two families – the prominence of the Hastings “puritan” Earl of Huntingdon under Elizabeth l, the resurgence of Grey fortunes under James l through the taking of opposite sides during the Civil War, to the later fading into relative obscurity of both families. Blaby District named sixth happiest place to live the UK Blaby District has been named the sixth happiest place to live in the UK, according to data drawn up by the Office of National Statistics. The data measures life satisfaction, worthwhile, happiness and anxiety across nearly 300 unitary authorities, district and boroughs across the United Kingdom. Stretching from Glenfield to Wigston Parva and incorporating over 90,000 residents, Blaby District boasts fantastic amenities and rural scenery, with many parks and green public spaces including the 142acre Fosse Meadows in Sharnford and Jubilee Park in Blaby. Newbold Verdon Jazz Club

IF YOU ARE a lover of New Orleans style traditional jazz, the place to be recently was Newbold Verdon Jazz Club where Doc Houlind's Revival All Stars Jazz Band were performing. The band had come over from Denmark where they are based, on a short tour of England. This seven piece band led by Doc Houlind on trumpet, played a programme of Dixieland jazz popularised by the likes of Louis Armstrong, 'Kid' Ory and George Lewis and gave us a taste of why trad is so popular on the continent. The audience loved it and would have welcomed more than the two encores! Loogabarooga Festival

THE PROGRAMME for the first-ever Loogabarooga Festival of children's illustrated literature includes appearances from some of the nation's favourite children's authors and illustrators. Ratby Primary School

Hall Condover On 1st September Year had 4 went on a residential for four days. After unpacking, we met our instructors, a tour of Condover Hall and started our activities. One of the activities was body zorbing, which was fun. We bounced into each other and did sumo wrestling, backflips and front flips in a huge plastic ball. Later in the evening we did mini Olympics and got drenched! Our favourite activity was the Sensory Trail because we got really muddy. We had muddy water poured onto us by the instructors! We also tried abseiling and climbing. The tower was really tall and scary but some people got to the top. It was Holly’s birthday while we were there and so we decorated her room with banners and sang “happy birthday” lots of times. We also ate cake! On the last evening we had a campfire where we had a talent show. Most people told jokes which were really funny. Then we went home. We were really tired but had an amazing time.

Welcome to all of our new Foundation Stage children Sixty four children have started school this year in the Rainbow, Snowflake and Sunshine Classes and we are absolutely delighted that they have all settled in so happily! This is how one of the children described their experience – I can play with my friends all day!” Most of our learning so far has been through the traditional story of Goldilocks and the Three Bears.

We had to find clues to the story on the playground. We found a baby’s chair, some furry coats, some bowls, some spoons, a bed, an empty box of porridge, different sized bears and a girl with golden hair! We have retold the story with puppets and role play, identifying the main events and talking about the characters. We have done lots of bear counting and sorted different sizes of bears. Our topic work this half term is ‘We Are Family’ so we have been talking about all of our different families as well as exploring the feelings and experiences of joining our new School Family. We have read lots of stories about families, including Owl Babies, which reassured us that even though it does feel like a long day at school, our families will come and get us at the end of the day!

News.... Year 1 and 2 This term in Key Stage 1, our exciting topic is Muck, Mess and Mixtures. We have begun our topic with a Messy Mixtures morning! The children had the opportunity to experience a variety of weird and wonderful mixtures that they can feel with their hands and bodies. They will enjoy pouring, touching and exploring with their senses! We have started to read ‘George’s Marvellous Medicine’ by Roald Dahl and think about the ingredients going into the strange medicine George creates for his horrible Grandma! Children have made predictions from the book and written a list of strange ingredients using adjectives to make them even more interesting. We have been enjoying science experiments including changing states of materials and begun to look at Roald Dahl’s Revolting Recipes. We are looking forward to looking at artists Carl Warner and Kurt Schwitters and creating landscapes in their style. Furthermore, we are beginning to think about our Messy Artwork Exhibition too! Look out for more messy artwork from Year 1 and 2 at Ratby Primary School!

Blood Heart

The autumn term began with a fantastic start for Year 6. Within our first full week back, the Year 6 classes were watching an online sheep’s heart dissection, which launched our first Learning Journey of the year. Straight away, the children were learning all about the structures of the heart, blood vessels, arteries and blood. They even made their own ‘blood’ sample! Other exciting activities included: creating a heart rhythm using body percussion, writing their own their own heart poems (which were beautifully displayed upon their abstract heart art), testing our heart rate after various physical activities, learning about the effects of smoking and even looking at a real sheep’s heart – not for the faint hearted! By the end of this Learning Journey, the children will attend a First Aid training day to help consolidate their learning and plan an event to raise awareness for the British Heart Foundation.

Stargazers -Year 5.

Mercury and Venus have started their space journey with a ‘trip’ into Zathura, exploring the book and having a cinema afternoon to inspire our imagination. So far, we have created a large-scale version of the solar system using everyday fruit and enjoyed making mnemonics to help us to remember the names and order of the spectacular planets. We are now delving further into space and will be developing our own rockets to launch. Watch out for lift off!

Year 3 and 4 got their new topic of Burps, Bottoms and Bile underway. So far they have enjoyed learning about teeth, sampling a variety of healthy crisps, studying the digestive system and examining different animal’s skulls. Soon they will be making a gigantic gut from a variety of different materials and their teachers can’t wait to see it!

Courses for teens to get behind the wheel

WAVE OF LIGHT…. as part of National Baby Loss Awareness Day Service

THIS OCTOBER HALF-TERM teens itching to get behind the wheel are invited to take part in a pre-driver day. Sixteen and 17-yearolds thinking of learning to drive can sign up for a one day course being held by Leicestershire County Council. Already, 267 young people have taken part in the courses this year which covers road safety issues, hazard awareness and the Highway Code; and also offers a practical off-road driving session with a qualified instructor. Peter Osborne, Leicestershire County Council cabinet member for highways and transport, said: "These are popular courses that play an important role in preparing and educating young people about safer driving. "These sessions provide teenagers with better understanding and knowledge ahead of their first driving lessons on public roads. "Hundreds of 16 and 17-year-olds have had their first experience of driving using our courses, so I would encourage anyone interested to sign up quickly as spaces are limited." The Kirby Muxloe Local History Group

Thursday 15th October, 6.30pm, Ratby Church and Groby Church Inaugurated in 2002 as part of the Baby Loss awareness campaign, the 15th of October has become a special day for the many people affected by pregnancy or baby loss, and those who care for them. Developed through the collaboration of the ARC (Antenatal Results and Choices), the Ectopic Pregnancy Trust, the Miscarriage Association and Sands (Stillbirth and Neonatal Death), the aim is to promote awareness and understanding of the impact of pregnancy and baby loss amongst the community at large. As part of this year’s events we are planning a short remembrance service in both Ratby and Groby Churches starting at 6.30pm, and closing with the lighting of candles at 7.00pm. This closing act will link in with the International Wave of Light where bereaved parents and support organisations throughout the world will light their candles at 7pm local time. The Community Safety Partnership consultation needs YOU! Residents are being urged to take part in the Community Safety Consultation to tell the Blaby District and Hinckley & Bosworth Borough Community Safety Partnership (CSP) how safe and satisfied they are in the district. The most recent results from the consultation from during the past year showed that 77% of nearly 1800 people in Blaby District felt safe in their local area; with the same percentage satisfied with the way the police and other public services are dealing with crime, antisocial behaviour and community safety issues in their area. Both violent crime and reports of anti-social behaviour to the police in Blaby District were down during 2014-15. Despite significant changes to local policing, the joint CSP exceeded all Police and Crime Commissioner funding targets during 2014-15. Projects during the previous year included Home Security Scheme and working with male victims and children affected by domestic abuse. The partnership also ran a programme of awareness work in schools and with young people on a range of community safety issues. Cawrey Homes Appeal. Both Chris & Ozzy sat through this four day appeal plus a site visit by Cawrey Homes Ltd against the decision by H.B.B.C's Planning Committee to reject their application to build 158 new homes on land north of Markfield Rd in Ratby. Opening arguments were presented on both sides and significantly HBBC's decision to withdraw reason 2 for refusal in that the proposed development would harm the social dimension of sustainable growth in Ratby as per policy 8 of the National Planning Policy Framework. So our main argument in defending this decision was of the demonstrable harm to the character and the appearance of the countryside and landscape setting. Furthermore, HBBC could show that it has a 5.69 yearly housing supply. This decision was based upon the fact that Leicestershire County Highways had no objection to the application nor did LCC Education Dept. Chris and Ozzy both gave evidence at the hearing along with Linda Fogg the Clark to Ratby Parish Council and two local residents Mr John Hall and Mrs Krystina Mason and we would like to thank them for their participation. A lot of evidence centered on whether HBBC had a 5 year housing supply and the need for more growth in the village. Both Chris & Ozzy took time to explain the potential impact on the local infrastructure such as schools, road networks and housing availability. The appellants claim that 467 people needed social housing in Ratby was dismissed by us as true figures show that only 54 (with a local connection) are requiring local housing. The build on Park Rd and the emerging Casepak site which will deliver a further 23 affordable homes in the village addresses that issue. Also, HBBC has a 5 year housing supply and furthermore, the Borough Council has its own building company which in 2016 will bring forward development in Groby, Hinckley and Mkt Bosworth demonstrates a commitment to

produce and add to further council housing stock. To be fair, the Inspector did visit the village in the mornings to see the impact of the already congested roads at the Primary School, Kirby Island and Sacheverell way, Groby to see for himself the morning queues. We would like to take this opportunity to thank all residents of Ratby who have supported us in this fight to protect and save the Burroughs from unwanted and needless development as we all know this is just the beginning. We are now in the hands of the government inspector and expect a decision within the next 7 weeks.

The Budget 2016/17 Taxpayers Consulted On Funding Options The new Conservative Administration at H.B.B.C. has been in office for just a few months now and they are already having to make some difficult decisions that will affect all of the residents of the Borough. Upon taking office, we have found a 1.9 million pound deficit left to us by the previous administration. This has come about by various issues such as the scrapping of green waste recycling credits, a new contract with Palm Recycling (our outside collection contractor) and the scrapping of Parish Councils Council Tax subsidy. We have been working very closely with Officers and have found 1.4 ml in savings but still have a shortfall some 500,000 pounds. The Borough council is embarking on a major public consultation exercise, seeking the preferences of its residents on the future of council funding. A short survey - called Difficult Times, Difficult Choices - will be delivered to every home in the borough during the next two weeks. Residents are invited to select their preference from two possible options and return the survey to the council by Friday 30 October. Alternatively, the survey can be completed online at: www.hinckley-bosworth.gov.uk/fundingsurvey

of approximately £16 per year (31 pence per week) or an annual charge for the garden waste service of £35 per year (67 pence per week). The garden waste charge option would be introduced alongside a council tax increase of 2% (around £2.20 per year for a band D property). The option to increase Council Tax by £16 equates to 16.67% of the Borough share of £95.96 per year per household. The Council currently has the 8th lowest Council Tax level of all 201 District Councils in England. If this option is the most popular, then council will be legally required to carry out a local referendum, as the increase in council tax will be over the 2% referendum limit. If a referendum resulted in a ‘no’ vote, then the council would be obliged to introduce a charge of £35 per year for garden waste in order to meet the shortfall.

Remembrance Sunday. Once again, Chris will be leading this parade as Parade Marshall. This year has a significant meaning due to the 75th Anniversary of the Battle of Britain notwithstanding other names of the fallen. Chris would respectfully remind residents that we are in church at the memorial screen at the 11th hour and not at the memorial statue. The wreath laying will take place there at approx 11.50am.
