The February meeting of the Thurcaston and Cropston Gardening Club saw the welcome return of Caroline Tait from Coton Manor Garden. Caroline started at Coton Manor Garden as a volunteer 23 years ago and now runs the nursery there. She describes it as her dream job!

Hellebores are fully hardy and their flowers can last a long time. It is best to cut off the flowers when they fade so that the plant can put energy into the root. Hellebores will produce seedlings that can be potted on to give new plants, but it takes a few years for the new plants to mature. It is also the case that hellebores are very ‘promiscuous’ and can produce new plants with ‘wishy washy’ colours. To get good new plants it is best to cross two plants with strong colours.

It is best to cut off old leaves in the winter to allow new growth.

Hellebores can be moved, but dig them out with a large root ball to cause as little root damage as possible. It is best not to divide them, but if you have a large plant divide with a very shape spade.

First Neighbourhood Plan to be approved within the Borough

At the Charnwood Borough Council meeting on 23rd January 2017, some members of the Thurcaston & Cropston NDP Steering Group attended the meeting to see Mayor David Gaskell present a certificate to Cllr Mark Charles, Chairman of Thurcaston & Cropston Parish Council and Richard Younie, Chairman of the NDP Steering Group in recognition of the Neighbourhood Plan which is the first to be adopted in the Borough of Charnwood.

If you are interested in ‘heavy metal’ music using instruments founded in the sixteenth and seventeen centuries then this is for you. There will be lots of people about to answer your questions and tea/coffee and cakes and biscuits will be available.

At Thurcaston on the morning of Saturday 8th April from 9.30am you will be able to visit and see the Church’s eight bells in the belfry. The ringers will then give a demonstration of ringing the bells up, ringing rounds and called changes and ringing them down before you are given the opportunity to have a go under close, strict supervision.

At the Open Morning you will also be able to try your hand at handbell ringing, ring a dumbbell in the Church and see how a bell actually operates. On screens in the Church will be showing DVDS of ringing outings, advanced ringing and also of complete novices learning the basics of bell handling.

If a mixture of physical exercise, mental challenge, team work, musical and architectural appreciation at little or no cost to you may be of interest, do come along and find out more.

Thurcaston and Cropston Local History Society February’s meeting of the Thurcaston and Cropston Local History Society heard Peter Liddle (former County Archaeologist) talk about The Vikings - in and around Leicestershire.

Bradgate Drama Society – see Two for the Price of One!

Peter started by setting the scene in Britain before the arrival of the Vikings, when England, as we know it now, was divided into Anglo Saxon Kingdoms. Leicestershire was part of Mercia, and other kingdoms included Wessex, East Anglia and Northumbria. At that time Leicester was one of the important cities of the Mercian kingdom. Unfortunately very little documentation from the period remains as it all disappeared with the Vikings.

Having had to cancel our Christmas production at short notice when our leading actor became seriously ill, the Society is back in action again for its Spring production.

The first notable Viking raid was on Lindisfarne in Northumbria in 793 AD where the great Abbey was destroyed, the monks killed and its treasures looted and taken back to the Vikings’ homelands. For the next 60-70 years they made frequent coastal raids taking back treasure, goods and people - either as hostages or slaves. In 865 AD the “great army” landed, this time not just to raid and loot, but to conquer the Anglo Saxon kingdoms. In the next ten years the whole structure of Mercia changed as the Viking army rampaged through the country, taking lands and pillaging the countryside.

The production comprises two one-act plays, both hilarious comedies which will keep you entertained through the evening. The first, Sharks in the Custard, is set in a museum where a group of cleaners face redundancy or outsourcing of their jobs – can’t say that we don’t combine current affairs with drama in our productions!

Although there is no written documentation of the Vikings takeover of Mercia, artefacts are sometimes found which give an idea of their life. We know that they played board games such as Nine Mens Morris and Hnefatafl as playing pieces have been found.

Metal detectorists have been instrumental in adding to the knowledge of the times by discovering items such as broaches, horse fittings and coins. One such, the Thurcaston Hoard, is a total of 12 Viking, Saxon and Arabic coins found in the parish by Brian Kimberley, this is now on display in the Fitzwilliam Museum in Cambridge.

The second, Two Sisters, is a bit darker, which you might expect from it being set in 19th. century Russia and having a coffin as the centrepiece of the set! Any resemblance to Chekov stops there, however, as the play rattles along at a joke a minute to its final twist at the end.

The East Midlands formed part of the Danelaw, as place names with the ending ‘by’ show. Many are nearby such as Frisby, Brooksby and Rearsby. Leicester was one of the “Five Boroughs” of the Danelaw together with Nottingham, Derby, Lincoln and Stamford (the main towns of Danish Mercia). Danish rule of the Five Boroughs was lost following the English reconquests under Aethelflaed (King Alfred’s daughter) during 916 and 917. The area was then ruled by Earls of Mercia, until it was briefly reoccupied by the Danes in 941, but it was soon recovered by King Edmund in 942.

The lack of documentary evidence means that archaeological finds play an important part in increasing knowledge of the past. Fieldwalking is one way where archaeologists and volunteers collect and record items brought to the surface of fields by ploughing.

Peter Liddle told us that a fieldwalking exercise (organized by Charnwood Roots) had recently been conducted in the parish of Thurcaston and the finds they collected are being examined now.

The next meeting is in the Harrison Room, All Saints’ Church, Thurcaston, on Tuesday 21st March, at 7.30. Anne Horton will talk about Otto Murray Dixon, a nature artist from Swithland. THE MONDAY CLUB

ANSTEY. CROPSTON, THURCASTON AND ROTHLEY On Monday 13th February the Monday Club held its Annual General Meeting.

Club members were informed about business matters first, such as the financial balance sheet, and the planned outings were discussed such as the coach trip in May and the Strawberry Tea in July. Our Christmas lunch has also been booked!

Sadly, another of our ladies, Anne Frisby, has passed away recently after a short illness.

Members were advised that her funeral would be held on the following day, 14th February, at Loughborough.

Each member of the Committee then gave a short report about their activities. We have

had a successful and enjoyable year with diverse speakers on a wide range of topics, and attracted visitors and some new members. The Club’s activities are publicised in some of the free local magazines for the area, and posters are prepared for each meeting and displayed in as many villages as possible. Some speakers ask for a donation to their charity instead of a fee, and members have given their generous support.

As we have now lost two Committee Members, nominations were invited for anyone willing to take on the necessary roles.

However, no volunteers were forthcoming. The additional duties will therefore be shared

between other Committee Members, who are all willing to continue for the coming year. The members present were agreeable to this and confirmed it with a unanimous vote.

The programme for the coming year was outlined. The afternoon was completed with a reading of her own poem by Margaret Hooper, and two different types of quiz to tax our brains, along with the usual tea/coffee and cakes.

Meetings are held on the second Monday of each month starting at 2.15pm, and posters will be put up locally with details. The talk on 13th March will be “Medical Detection Dogs”.

On 10th April we have a talk and slide show about “Cruising”. Visitors and new members are most welcome.

It also identifies a need for up to 215 hectares of land for office development, 165 hectares for manufacturing and 117 hectares of land for warehouse and distribution floor space.

Planning Following on from my report in January 2017 regarding the planning application for Fairhaven Farm, I now have some further updates. In January, I reported that the developer had submitted an appeal in September 2016 following Charnwood Borough Council’s Planning Committee decision to refuse their application for Reserved Matters due to the housing mix and clustering of the social housing. In December 2016, Charnwood Borough Council’s Planning Committee then also refused the developer’s application to vary conditions 4 and 25, relating to the highways works to allow the sale and occupation of 30 dwellings before any highway works are started. The developer has now submitted an appeal against that decision. I have been informed that both of the appeals will be heard at one hearing. The date for the hearing is Thursday 25th May 2017 at 10am at Charnwood Borough Council Offices, Southfield Road, Loughborough, LE11 2TX. The hearing is scheduled to last for one day. You can look at up to date information by going to the following website: www.gov.uk/appeal-planning-inspectorate and inputting the end seven digits from the two following appeal reference numbers: APP/X2410/W/16/3163501 and APP/X2410/W/17/3166590.

You can, if you wish, submit your comments online under the appeal reference numbers however the deadline is 10th March 2017.

The developers have now submitted a revised application for Reserved Matters and this can be viewed on Charnwood Borough Council Planning Portal under reference number P/17/0314/2.

HEDNA The Housing and Economic Development Needs Assessment (HEDNA) has been published and looks at a range of evidence including population, household and economic growth projections to assess the need for housing and employment land over the next 20 years in Leicester and Leicestershire.

The report highlights a need for 117,900 homes (4,716 homes a year) in Leicester and Leicestershire between 2011 and 2036 to meet the demands of a growing population.

As the study period started in 2011, some of the development will already have taken place or the local authorities involved will have identified any land to be used.

This study is an important part of the evidence base for Local Plans and the Strategic Growth Plan being prepared jointly by the City, County, Borough and District Councils and the Leicester and Leicestershire Enterprise Partnership (LLEP).

For Charnwood this means they will need to build additional houses. The HEDNA says that Charnwood need to build 994 houses a year between 2011 and 2036. Charnwood Core Strategy has itself, identified a need for 820 houses a year between 2011 and 2028.

Charnwood Borough Council will be looking at this study and identifying future development land but the Core Strategy will remain policy and will be referred to during the planning process. The Core Strategy has identified 56–79 hectares of employment land and these figures are similar to the HEDNA study.

Policing I have received a reply regarding the return date for our PC, Andy Folland. The news is not good and the head of Neighbourhood Policing for Charnwood has informed me that the situation that caused PC Folland to be moved away has not sufficiently improved and unfortunately, he continues to be needed more elsewhere. Following my continued pressure regarding the loss of our PC we have been allocated another PCSO, Alistair Cochrane who started on 22nd January 2017. Alistair is settling in well in the village and I welcome the presence of another police officer on the beat in Anstey. I will continue to monitor the situation.

Resident’s Surgery I will be holding another Resident’s Surgery on Saturday 4th March 2017 at Jubilee Hall from 2.00pm until 4.00pm. Both Cllr David Snartt and Edward Argar MP have confirmed they will be attending. Please do come down, say hello, and share any issues with us, big or small. Tea and biscuits will be available!

This surgery will follow on from the morning of litter picking as Anstey takes part in the ‘Great British Spring Clean’ event. Everyone is welcome to come and help with the litter picking on pre-arranged routes. Please meet at Jubilee Hall at 9.30am for the Health and Safety briefing. The litter picking will start at 10.00am and return to Jubilee Hall at 11.30am for hot chocolate and biscuits!

Defibrillator I am delighted that the Community Defibrillator has now been installed at Jubilee Hall. The defibrillator has been registered with the East Midlands Ambulance Service (EMAS) and they now hold the code for the locked cabinet. If you contact the emergency services in an emergency and they inform you that the defibrillator can be used with the patient they will supply you with the number code so that you can access this equipment.

I have organised a training session, which will be run by EMAS with one of their community resuscitation trainers, to show the community how to use the defibrillator and carry out CPR. Anstey Community Library Well done to all involved in the WW1 Community Sharing Day in partnership with Century of Stories on 25th January 2017 marking Anstey’s part in World War 1. I understand the library was busy all day and I managed to drop in during the early evening.

I located the file on Arthur Caleb Geary, the man who the road I live on was named after and looked at all his war documents. There were plenty of photographs to look at and I had an interesting conversation with the representatives from Century of Stories.

Another successful day for Anstey Community Library and I look forward to the next event, the library is doing really well and is a great asset to our village.

met for the first time on Saturday 11th February 2017 at the Toby Carvery in Loughborough.

It was a chance for serving and former servicemen and women, including reservists and their families to enjoy breakfast for ÂŁ5 and have a chat. Over 50 people attended and the next date for the breakfast club is the 11th March at the same venue.

The club is being organised by Victoria Coomber and backed by Charnwood Borough Councilâ&#x20AC;&#x2122;s Armed Forces Community Covenant and will meet on the second Saturday of every month. Booking is not required, but for more information, email Vicky at Victoria.coomber@talk21.com. A group has also been set up on Facebook called the Charnwood Armed Forces and Veterans Breakfast Club. Parish Electoral Arrangements A public consultation was launched on 1st February 2017 as part of a review of parish electoral arrangements in Charnwood.

Charnwood Borough Council is seeking peopleâ&#x20AC;&#x2122;s views as part of a community governance review that will look at existing arrangements and boundaries for towns and parishes, including the numbers of serving councillors.

The review will consider setting up new councils, grouping existing parish councils together or abolishing current councils if there are strong enough reasons to do so.

These reviews are carried out every 10 to 15 years to ensure arrangements remain reflective of local communities. The last review was completed in 2007. Enterprise Zone Charnwood Borough Council has announced a new Enterprise Zone is being created which could bring over 21,000 new jobs and ÂŁ123 million into the area over the next 25 years.

The Enterprise Zone, which will include two sites in Loughborough and one in Leicester, was confirmed by the Government on Monday 13th February.

Each of the three sites will offer specialist research and development facilities and support new and growing businesses to bring their innovative ideas and products to market.

The Loughborough University Science and Enterprise Park (LUSEP) will focus on advanced engineering and manufacturing, energy and low carbon and the Charnwood Campus will have specialisms in the life sciences,

The Borough Council is part of a partnership which has led the bid for the zone and includes the Leicester and Leicestershire Enterprise Partnership (LLEP), Loughborough University, Leicester City Council, University of Leicester, Leicestershire County Council and Charnwood Campus in Bishop Meadow, Loughborough.

George's achievement also contributed to his Team's success as CF Racing picked up the Team Championship award.

Line will be defending his title in 2017, with the coveted number one on his Formula 3 car and an upgraded engine to put him on equal terms with the front runners of 2016, all of whom he beat with his old national spec engine.

GCSE Drama Workshop On Thursday 5th January, Splendid Productions were at Martin High School running a physical theatre workshop for the GCSE students. The students learnt many styles including lifts, rolls, leans and ledges.

The workshop aimed to expand the physical tools available to the pupils, helping them to make devising and performance a more dynamic and creative process.

Having been discharged from the Leicester Royal infirmary on January 1st. 2017 I managed to get to February 9th before my next spat! The five days of anti-biotics as hopefully got rid of this latest nasty bug.

I did book a nice table for two locally on Valentine’s Day, but she never turned up? So I had to play the game of snooker with an old school mate!! Not sure why I was let down because before we left the house I dutifully did some jobs I usually avoid if I can. But it being Valentine’s Day I watered the plants, washed the pots up, cleaned the sink and put the cat out! (Despite it not even being on fire?). Far from all this leaving me in the PINK, it made her see RED. She stormed out the house and spent the rest of the night with an ex-boyfriend. You wait till I see the YELLOW Casanova. I’m that BROWNED off, I’ll beat him BLACK and BLUE and knock him for six or seven! Phew time for a rest, and a walk down the GREEN. The Leicester Tigers Rugby Club thankfully have found their claws again after a woeful time that eventually caused the sacking of long-time director of rugby Richard Cockerill.

New man Arran Mauger, after a faulty start as got Captain Tom Young and his men believing in themselves again.

Meanwhile Mr. Cockerill as gone to Toulon to lick his wounds on a five month contract, to help their head coach Mike Ford. Whilst Mauger has re-signed England fly half George Ford (Mike’s Son) from Bath, to play for the Welford Road boys next season. Tigers current No.10 Freddie Burns will return to his hometown club (Bath) as part of the deal.

NEW £1 COIN Not content with issuing those crinkly new Fivers which seem to have a life of their own, we are from March 2017 being introduced to the 12 sided new £1 coin from the Royal Mint. The present £1 coin will be phased out and I understand become obsolete as soon as October 2017? Better get your spade out to dig up that buried treasure in the back garden! And check out your piggy bank, if you can get the lid off??? The Royal Mint is producing 1.5 billion of the new coins.

The final specification of the coin and method of introduction were decided after a 10 week public consultation (Never asked me) which looked at the physical and material characteristics of the coin, as well as the parameters for the transition. Her Majesty’s Treasury & the Royal Mint are continually working with industry to introduce the new coin in a manageable way.

But how many machines are ready to accept them? ☺ ha! ha! I wonder…

Hon. Alderman FREDA HURST KERSHAW Sadly I have to report the passing of Mrs Freda Jane Hurst Kershaw. “Freda” to all who knew her. She was a well-known business woman in the village of Anstey for many years, and a Conservative Borough Councillor at Charnwood Borough Council from 1983 to 2003. She was conferred as an Honorary Alderman of the Borough of Charnwood in October 2003. Freda passed away peacefully on Saturday 11th. February 2017.

As a youngster Freda attended Park Road Infant School, Anstey, along with twin Jean,

Keith Smith, my mother Barbara Juneman.

And a few other Anstey folk.

STREET NAMING? Streets should not be named after local heroes, councils told???

New guidance issued by Geoplace, which oversees the official database of addresses used by councils and the emergency services, have suggested that streets should no longer be named after local heroes in case they are later linked to "inappropriate activities". Councils have also been asked to ban the word “the” from all new place names, as it can cause confusion and delays for the emergency services. An LGA spokesman said the new guidance would help reduce the "significant cost" and "practical difficulties" that could result from changing other street names in the future.

Irene Halliday, Enforcement Officer Irene started working in Land Drainage back in June 1991 as a Temporary Clerical Assistant.

Since then the service has seen many changes and Irene has played a key part of the team in moving the service forwards.

Irene is well respected and plays an important role in supporting the services which Cleansing and Open Spaces are responsible for.

Sarah Pole, Lifeline Support Assistant.

Sarah joined the Council on November 19, 1990 as a Clerical Assistant. She remembers that she was based in a mobile building before the Southfields offices were built. She has worked full-time in various admin roles.

Sarah now works part-time as a Lifeline Support Assistant. She has a wealth of knowledge which she shares with the team and is always pleasant and helpful.

Eirlys Oliff, Business Centre Supervisor.

Eirlys started work in the Poll Tax department as a Receptionist (one of Maggie’s lot!). In 2003 Eirlys was promoted to Business Centre Supervisor. A dedicated member of staff.

In July 1991 Helen started as an Environmental Technician. She met her future husband there, and they were married in 1994. Helen is highly respected within the team and fondly referred to as "Senior Technician".

Whilst the job has changed over the years her enthusiasm and professional integrity has not.

Dawn joined the Council in September 1991 as a Relief Cashier in the Treasury Department. According to one of Dawn’s longest-serving colleagues "Dawn joined the council when she was 36. She is now no longer 36." Dawn has proved herself to be a loyal, conscientious and hardworking member of staff. She is very much appreciated by her colleagues for her knowledge and she is a valuable member of the team.

Jayne Ward, Cleaner, Dudley Court.

Jayne joined Dudley Court as a housekeeper in April 1991 and during her time she has also covered various other sheltered schemes.

She is appreciated greatly in her role. A huge thank you was given by mobile warden team leader Sharon Dunnill for all the little things Jayne does each working day that adds a high quality of care at Dudley Court.

About 40 people came to this year’s dinner at the Soar Bridge Inn, Barrow upon Soar. A big increase since the 2016 do (only 10 of us).

A good time was had by all. Plenty to eat, even seconds! We also had a raffle and the game of long alley skittles afterwards made for an entertaining get together. I didn’t win the raffle, but won the long alley skittle competition beating Nicola in the final by one. Many thanks must go to Cynthia Popley and David Walker for all their hard work in put ting the annual event together. Great to see a good turnout.

VIDEO KILLED THE RADIO STAR. Bruce Woolley who co-wrote this worldwide hit from the 80’s with Trevor Horn is bringing out a new version in late February 2017. Proposal to increase local element of council tax Charnwood Borough Council is proposing to raise its share of council tax by 9p a week for a Band D property.

The proposed increase would see the annual charge for an average Band D property rise £5 (4.67 per cent) to £112.09 from April 1.

It is also being proposed to Loughborough Special Rate, residents of Loughborough equivalent of a parish precept at the same rate, £74.97.

Councillor Tom Barkley, Lead Member for Finance, said: “We had to raise the local element of council tax last year for the first time in five years and this year we are proposing a further increase.

“We do not do this lightly, but our funding from Government is shrinking and we are committed to maintaining frontline services, therefore we need to find extra revenue.

“In order to balance the books for 2017/18 we are also planning to use some of our reserves but fortunately they are in good health as we had built them up in previous years in anticipation of this situation. As ever, the Council aims to run as efficiently as possible and we regularly review that position.

“We hope in future years that we will not have to use our reserves or at least maybe not to the same extent and overall it is a manageable situation.

“We will put all this before Cabinet and Council in the next few weeks. “ Charnwood Borough Council currently has the 20th lowest council tax charge out of 201 district councils in the country.

Council tax pays for a range of services provided Charnwood Borough Council, Leicestershire County Council, Leicestershire Police and Leicestershire Fire and Rescue and the parish council where you live (or Charnwood Borough Council for people in Loughborough). The Charnwood element accounts for less than 10 per cent of the total bill.

Children’s Safety Whether your child is ‘always on the computer/laptop/iPad’ or outside enjoying the sunshine (it is coming I’m sure!) then always think – are they safe?

Chatroom Safety In chat rooms be careful about who you talk to. Even though the person you talk to might seem like a friend they might not be who they say they are and will lie just to get your friendship.

Always use a nickname when you log on and never give out any of your personal details. This includes your full name, address, home telephone and mobile number, email address and even the school you go to.

If you are in a chat room stay in the public area of the site, where everyone else can see the conversation and you should be safer. Try to avoid one-to-one conversations in a chat room.

If someone you are talking to becomes abusive or sends you something you don’t like, tell a parent or carer.

Be careful of meeting up with someone you make friends with online. If you decide to meet them then make sure it is in a public place and never go alone. Take a responsible adult with you.

If you are worried or upset about anything that someone has said to you or sent you, then you should talk to an adult you know well and ask for help.

Outdoor Safety Crossing the road Find the safest place to stop and cross. Try and cross at a zebra, pelican or traffic lights crossing, where there is a red and green man, or where there is a school crossing patrol. Try not to cross between parked cars.

Never cross on a sharp bend or just before the top of a hill.

Stop! Stand on the pavement near the kerb and give yourself plenty of time to look around you before you cross.

Use your eyes and ears. Look all around for traffic and listen carefully.

If traffic is coming, let is pass and do not cross until there is a safe gap and plenty of time. If you are not sure, do not cross!

When you are sure it's safe walk straight across the road, don't run!

Keep looking and listening for traffic while you cross.

Cycling Make sure your front and back lights work well and your back reflector is clean.

Make sure your brakes are working.

Always wear a cycle helmet. This will help protect you if you have an accident.

Make sure that other road users can see you. Wear fluorescent clothing during the day and something reflective at night.

Playing safely If your ball goes into the road do not run after it. Follow the Green Cross Code and wait until the road is completely clear before fetching it.

Do not talk to strangers or accept anything from anyone you do not know.

Look out for signs. Skateboarding, rollerblading and ball games might be banned in certain areas.

Avoid busy areas and always take care near other pedestrians, particularly young children and the elderly. Try not cause a nuisance to others.

Rollerblade or skateboard only on the pavement, and never on the road. Where possible use playgrounds, parks or special areas provided.

Wear a protective helmet, knee pads and elbow pads to protect you if you fall.

Do not play on building sites, in derelict properties, near railway lines or busy roads.

Local Charity asks organisations to rally round to build awareness of the â&#x20AC;&#x2DC;invisibleâ&#x20AC;&#x2122; disability Glebe House, a Loughborough based charity, has invited local organisations and charities across Leicestershire to work in partnership to coordinate a range of events and activities to mark World Autism Awareness Week starting from 27th March to 2nd April and then throughout April.

David Snartt Reports...

County Councillor for Bradgate Division. - Borough Councillor for Forest Bradgate.

Update on Planning Applications I have received information about a new planning application to erect five dwellings on land adjacent to Briscoe Lane, Woodhouse. I have asked that this application is decided at a Planning Committee by Councillors. My reasons for this are: Woodhouse, being a small village, as outlined in the Charnwood Local Plan, Core Strategy. This application, in my view, doesn’t fit comfortably with this strategy which states ‘those villages are therefore poor locations for new development and our strategy for the countryside will apply’. I will keep you informed as this application progresses through the planning cycle.

I have also received more information from Charnwood Borough Council about the two planning applications for the Fairhaven Farm development, Cropston Road, Anstey. You may recall these were both refused and subsequently appealed by the applicants to the Secretary of State. The appeals will be determined by an Inspector on the basis of a hearing, all representations made to Charnwood Borough Council have been forwarded to the Planning Inspectorate, these will be considered by the Inspector when determining the appeal. I hope I will be able to let you know the date of the hearing as soon as it is known, it would be good to see as many residents as possible attend the hearing which I believe will take place in Loughborough.

Neighbourhood Plans I was pleased to see at the last Full Council Meeting at Charnwood Borough Council a certificate presented to the Thurcaston and Cropston Parish Council, recognising the community work that has taken place in bringing forward the first Neighbourhood Plan to be approved within the Borough. The Parish Council, supported by other members of the community, put together a plan which was supported at a Parish Referendum in November 2016 and was approved by Charnwood Borough Council in December.

Community Speed Enforcement I was pleased to see a report to the County Council Cabinet about community speed enforcement. This was for a campaign to lobby National Government to change the national safety camera policy to allow Leicestershire communities to benefit from more effective speed management than is possible under current Government policy and resource levels.

Among the recommendations it was agreed, subject to the response from the Department for Transport, the County Council continues to campaign for a change to the national policy guidance on safety cameras, notably for new siting criteria and in any event for the retention of fine revenue by local authorities to fund camera installation costs. Also to develop suitable trial schemes to prove the concept of the proposed community safety camera approach.

I sent my written support for this scheme, stating that since I have been representing Bradgate Division there has been an increase in the number of concerns and complaints about excessive vehicle speeds through the villages in my Division. I was also pleased to see in the report, reference to average speed cameras which, in my opinion would be an enormous benefit to make our village roads safer.

Villages within my Division have a wealth of data and information by being involved in Community Speed Watch and some installing Vehicle Activated Signs which also record vehicle speeds which indicate the hotspots within the Parish. I am sure many residents would support any suitable trial schemes that come forward.

Green Plaque Award Scheme

Now other communities are being urged to consider developing plans and have a say in future developments within their Parish.

Neighbourhood Plans give communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops

The next round of nominations have been announced for the popular Green Plaque Awards. The aim of the scheme is to bring people together to recognise and celebrate the achievements of others. Leicestershire residents and those associated with the county, are invited to nominate and vote for people and places they feel are worthy of commemoration.

Thirteen Green Plaques have been unveiled so far, the first to the philanthropist Charles Booth at Thringstone. Other ceremonies that I was involved with whilst I was Chairman of the County Council were Ladybird Books in

Loughborough and the locally trained racehorse Sunloch who won the 1914 Grand National, nominated by a Woodhouse Eaves resident.

The unveiling events are well attended by members of the local community, family and friends of the recipients and local dignitaries.

Residents and those associated with the county will have until Monday 20th March to nominate people or places to be commemorated. Nominations on line at www.leicestershire.gov.uk/greenplaques or by calling 0116 3054112 requesting a nomination form.

Highway Asset Management Policy and Strategy A consultation on the new Highway Asset Management Policy and Strategy started at the end of January and is set to run until Friday 24th March 2017.

A reduced budget means the County Council needs to revise the way it maintains the County’s roads, verges and pavements. Last summer the authority invited people to share their views on how this could be achieved through it’s ‘A Roads to Zebras’ consultation.

The information received from this has helped inform new Highways Asset Management Policy and Strategy.

Key proposals include prioritising high risk repairs: focussing on planned maintenance work to help slow down the deterioration of roads: preventive work will be carried out on a risk based approach and determined on how roads are categorised in a new classification of highways: explore with Parish Councils opportunities for their involvement in local maintenance, such grass cutting and the maintenance of trees, flowers and shrubs.

Also proposed, introducing a target approach to gully cleansing, which will improve service levels: keeping winter maintenance, such as gritting at current levels and reviewing the way the County Council handles maintenance communications with the public and Parish Councils.

Report from Anstey Parish Council Grant Funding for Local Groups There will be a grant funding event at the Parish Meeting being held on Tuesday 18th April 2017 at the Jubilee Hall 7pm – 8.30pm.

The Parish Council will be awarding four cheques of £250.00 to groups who receive the most votes on the night. The decision on who will receive funding will be made by the electorate present on the night, in order to vote you need to be on the electoral roll and a resident of Anstey.

The Parish Council would be interested to hear from Anstey Groups who require funding for a specific item or project. In order to access this funding opportunity you will need to complete an application form which is available from the Parish Office. Completed application forms need to be returned to the Parish Office by Friday 7th April 2017.

The Great British Spring Clean – Saturday 4th March 2017 For the second year in a row the Parish Council are organising a ‘clean up’ event in the village. This is being run in partnership with the 40th Leicestershire Scouts and Charnwood Borough Council. The local police and a second group of volunteers organised by Tony Chapman will be joining the event to clean up Anstey.

Welcome Packs Packs are available for new residents of Anstey and can be collected from the Parish Office. Anstey has a vibrant community with plenty of activities going on in the village and we would like to encourage residents to join in with the community activities. The packs also contain information about local services.

Good Neighbour Scheme In November it was published that the Parish Council were looking to launch a Good Neighbour Scheme in Anstey working in partnership with the Rural Community Council. An open event was held at the Jubilee Hall on the 7th February and I would like to thank those who did turn up. We would still like to hear from people who would like to

be involved in this scheme please contact the Parish Office for more information.

Buckingham Palace Garden Party The Chairman of the Council Martin Broomhead was pleased to announce that Trevor Jones has been selected to attend a Garden Party at Buckingham Palace this year. The Council put forward Trevor as a candidate due to his long service to the Parish Council and the cheerful manner in which he goes about his work. Trevor will accompanied to the garden party at the Palace by his wife Georgie.

Trevor Neil and Richard for carrying out this work which should in time make an impressive hedgerow.

Youth Shelter The new youth shelter has now been installed on the recreation ground at Stadon Road.

This facility will be replacing the current youth shelter which is attached to the Jubilee Hall, as this will be turned into a grounds store in April.

Council Tax To meet the requirements of the budget £15,000 will needed to be taken from reserves plus a precept of £247,486.00. In addition the grant of £4,060.00 from Charnwood Borough Council will be required. This will result in a 4% increase to residents based on a band D property.

The following are the reasons for the Parish increase.

• The 52% reduction in the Community Support Grant from Charnwood Borough Council.

• The cost of staffing.

• The need for additional grounds maintenance to be carried out by an outside contractors – hedge cutting.

• An increase in support for the Community in the form of grants.

• The need to improve the assets of the Council. The Jubilee Hall, Mitchells Field and Public Toilets.

• To work in partnership with the Martin High School to provide further recreational facilities.

Mitchells Field Mitchells Field remains closed due to work that still needs to take place. Anstey Parish Councils ground staff planted a total of 1800 trees, hedge planting and whips along the front of Mitchells Field this is to reinforce the sparse hedge row between the car park area and the Cropston Road. FILM PRESENTATIONS Anstey WI Thurcaston and Cropston Parish Council February's film, "Trumbo", was certainly thought provoking in recreating the paranoia within the American Justice system concerning communists after World War 11. Dalton Trumbo was a brilliant screenwriter and yet was hounded until he was imprisoned on the film industry "black list". His wife maintained such dignity for their family until he was eventually officially pardoned and received his backdated Oscar Awards. We were fascinated.

"Hunt for the Wilderpeople" will be shown on March 10th and lasts 101 minutes.

This comedy drama, the most successful film ever produced in New Zealand, with director Taika Waititi, is based on Barry Crump's beautiful novel, "Wild Pork and Watercress". Rebellious foster teenager, Ricky, is dumped at a remote shack with the loving Bella and husband Hector.

What a delicious, delectable and decadent evening at Anstey WI on Wednesday 8th February. It was a complete indulgent evening of chocolate. The WI ladies and visitors were fascinated as Tom Phillips, the popular Quorn Chocolatier, talked and demonstrated how chocolate is produced.

He obviously was very talented but he made it all look so simple.

He created a beautifully designed Easter egg. This was entered in the raffle and won

by Anne Spanswick. He also created hazel praline filled chocolates for us to sample. Oh heaven! Anstey WI highly recommend Tom Phillips as a speaker and demonstrator. The competition for the best chocolate recipe was won by Beryl Boyes for her chocolate cheesecake, well done.

There was homemade chocolate Vodka to tipple followed by refreshments, drinking chocolate, chocolate biscuits and cakes. This was the best way to brighten up a wet and miserable February evening.

Earlier in February, Anstey WI fought hard against a worthy opponent Groby WI and won the skittles final at The Royal Oak in Cossington. It was a very enjoyable and fun-filled evening with a delicious buffet at the end. Special thanks to Wendy Layton for organizing this event.

Tragedy suddenly appears so Ricky and Hector, with their dogs, have to disappear into the bush, ahead of a man-hunt.

This is a warm-hearted, yet consistently clever film.

The next Anstey WI meeting is on Wednesday 8th March at 7.30pm at The Jubilee Hall, Stadon Road. Anstey There is a session on The Air Ambulance Service.

Fly-tipper sentenced A record amount of women to community order sign up for this year’s Twilight

A fly-tipper has been given a 12-month community order for his “blatant, stupid and lazy” actions following a prosecution by Charnwood Borough Council.

Gavin Davis, 37, of Saunderson Road, Leicester, fitted a kitchen in a home in Shepshed but dumped waste from the job in a field in Newtown Linford.

Davis, admitted fly-tipping at Leicester Magistrates’ Court and was ordered to complete a community order involving 100 hours of unpaid work as well as pay £100 costs and a £60 victim surcharge.

The court was told that in February 2016, Charnwood Borough Council received a report of a large amount of rubbish being found in a private field entrance in Benscliffe Road.

Officers went to the site and found a sink, kitchen unit doors and worktops, cooker packaging and other household waste. Some of the packaging contained a name and order number and they were able to trace it to an address in Shepshed.

Officers contacted the homeowner who said she had employed Davis to fit a new kitchen.

Davis was invited to two interviews with council officers but failed to attend both.

The court was told Davis, who is currently not working because he wrote his van off a few weeks ago, did not appreciate the consequences of fly-tipping and was not motivated by financial gain, but more out of pure laziness. Magistrates were told Davis had not offended since 2013 and he expressed remorse at his actions through his solicitor.

Magistrates said the fly-tip was a “blatant” action and that while he was remorseful now it “was a stupid thing to do”.

Following the hearing, Charnwood borough councillor David Hayes, Deputy Lead Member with responsibility for Regulatory Services, said: “We will not tolerate flytipping in Charnwood and we will continue to prosecute offenders. Hopefully this latest court case continues to make that message loud and clear.

“Commercial waste must be disposed of in the proper way and not simply thrown in a field to become a blight on our landscape. I would strongly urge people to save themselves time, money and their reputation by following the law and not risking legal action.”

The annual walk, which snakes around the city centre, has a theme of myths and magic and has raised more than £250,000 since it first launched in 2010. LOROS Fundraising Co-ordinator Laura Fitzsawyer, said: “I’m overwhelmed to see that we’ve already had such a fantastic response to this year’s Twilight Walk.

“Last year, we had a total of around 1,050 walkers and to be so close to this after just one month is incredible.

“We promised that this year, the event would be bigger and better than ever and looking at sign-ups, it’s going to be just that.

“We’re hoping the sign-up rate continues over the next couple of months, which will mean this will be the most successful Twilight Walk to date.”

Starting and ending at Leicester City’s King Power stadium, the army of women walk a total of 10km, through the city, in fancy dress. Speaking about last year’s event, Gaynor Adcock, who took part in memory of her dad, Roger, said: “There was a big group of us that took part, we had such good fun and raised a lot of money for a local and good cause.”
