New Community Public Access Defibrillator Article written by Damian Jeffrey

A defibrillator, sometimes known as an Automated External Defibrillator (AED) is a small electronic device designed to allow minimally trained people to provide lifesaving de-fibrillation (electric shock to the heart) to victims of sudden cardiac arrest.

The device analyses and looks for shockable heart rhythm, advises the rescuer of the need for de-fibrillation and delivers a shock if needed.

Urgo which has been located on Sullington Road in Shepshed for almost 100 years has funded and installed a new CPAD unit to improve the provision of these life saving devices to the local community, as a part of the site renovation project which has taken place during the last 18 months. Urgo will conduct the necessary checks and maintenance on this device which would be allocated by East Midlands Ambulance Service when a person makes a 999 call if considered to be the appropriate course of action.

The cabinet is easily identified by its bright colour and signage, and is located adjacent to the visitors’ parking bays on Sullington Road.

The device itself is very easy to use and provides instructions on how to apply the pads and operate the machine. Combined with effective CPR this really can be a lifesaving machine.

The monthly meeting of The Probus Club of Shepshed was held at J23 Restaurant on Monday 3rd December at which members and their wives enjoyed a festive Christmas lunch. The President welcomed all to the meeting and after the usual notices the 3 course lunch followed complete with all the trimmings with excellent service given to our 38 members and their guests.

After our usual raffle, entertainment was provided

by John Constantine who,as a member of the Magic Circle, gave an illustrated talk on the history of the various forms of magic followed by a series of tricks which even at close quarters completely baffled the audience. Card tricks were executed with expertise followed by a variation of the Uri Geller spoon bending trick.

An appreciative audience concluded the meeting with applause.

Xmas Day Lunch

The Christmas Day lunch which was held at the Glenmore Centre on Christmas Day for people who would otherwise have spent Christmas Day on their own went off very well and was busy as usual. Over 40 people attended this year.

Thanks must be given to the volunteers who gave up their time in cooking the meal, serving and talking to the guests. Father Christmas gave each guest a tin of biscuits, the Community Bus provided the transport and the Glenmore Centre gave the room free of charge.

Thanks must also be given to the businesses that provided raffle prizes, vegetables and residents who always come up trumps with raffle prizes.

Farewell To Shepshed W.I Article written by Maureen Walbey

Members met in December for their final meeting of the group. The speaker was Jo Golby who gave an amusing and informative talk about the origins of Christmas in Victorian Times followed by a bring and share supper and exchanging of presents. Sadly it was not possible to elect enough officers at the AGM held in November and it was decided to suspend the group until such times as possibly a new WI might be started. Shepshed WI’s first meeting was held at Vine House on 6th March 1986 with a committee consisting of Angela Amir, President, Pam Durber, Vice President and Audrey Chambers, Secretary. Over the years there have been a huge variety of meetings, speakers, outings and activities, too many to mention and a lot of members have come and gone. One of the original members Margaret Marshall still attends and there are a few who joined in the early days who were still members. It is always sad when a local institute has to close but several members will be looking outside Shepshed to join other local WI’s so the connection with the Women’s Institute will continue.

The programme for 2019 is both interesting and varied and the Group next takes to the paths on 20 January departing 09.30 from Shepshed Market Place for a 5.5 – 6 mile walk in and around Prestwold. Walkers should carry a coffee break and lunch and, should return by about 2.30 pm. All new members are guaranteed a warm welcome.

On December 11th the Shepshed History Society had a very enjoyable evening being entertained by a popular speaker Mrs Kath Reynolds who gave a fascinating, humorous and intriguing talk on how Christmas was spent in the mid 1900's by families many of whom during the war years were poor but also unable to obtain decent presents due to the hardship of war anyway.

Mrs Reynolds had a whole table full of bygone toys and games as well as many slides portraying her tales. One moving tale she related concerned a very poor family where the father was so distraught on learning how sad his children were at not having a Christmas tree like their friends, that he crept out to the back yard and secretly nailed some twigs to a broom handle to resemble the shape of a tree and the excited children were then able to spend a rapturous evening making ornaments for this loving and thoughtful gesture.

The talk was followed by a sumptuous Christmas supper and mulled wine and the evening was a great success.

The January meeting on the 8th will be given by Mr Jake Billingham, his subject to be The Absorbing Tale of the Lusitania. Newcomers always welcome.

What happens when I can’t make decisions for myself?

Many of us would like to plan for a time when we need help making decisions. A stroke, a heart attack, Alzheimer’s disease or a severe accident can leave us dependent upon other people to help make crucial choices in our lives. Or we may need to give someone decisionmaking power for us if, say, we’re going to be in hospital or abroad for a time and can’t easily carry out decisions for ourselves. To plan for the future you can create a lasting power of attorney (LPA). An LPA is a simple way for you to choose someone you trust to make decisions for you. LPAs can be a lot less expensive than other ways for people to make decisions on your behalf and can make things much easier for other people in your life than the alternatives.

Who might need an LPA? Anyone potentially. Common illnesses such as cancer or heart disease can leave us reliant on other people to make decisions happen.

More than 800,000 people in the UK have dementia, and the Alzheimer’s Society predicts this will rise to more than one million by 2025. As for accidents, every 90 seconds someone is admitted to hospital in the UK with a brain injury – traffic or contact-sport accidents are examples of what can go wrong.

How does an LPA work?

An LPA is a legal document that you create. In your LPA, you name the people you’d like to make decisions for you when you don’t want to or can’t make some decisions yourself.

You can make an LPA for decisions about your property and money or about your health and welfare.

When does an LPA start working?

You can create an LPA to be used only if you can no longer make your own decisions – known as losing ‘mental capacity’. Or you can make an LPA to be used for certain decisions – financial ones – while you still have mental capacity.

What could happen if I don’t create an LPA? If you lose mental capacity, through illness or injury, and haven’t created an LPA: • You'll no longer be able to decide who makes decisions for you (you can only make your LPA while you still have mental capacity) • People you don’t know could end up making crucial decisions for you instead – such as whether to accept medical treatment to keep you alive, or about where you live, what you eat and wear • Your spouse, children or friends might have to go to court to make decisions on your behalf – which can be a lot more expensive and time-consuming than making an LPA. If you still have mental capacity, LPAs are a simple and legally robust way of giving someone you trust power to make decisions for you – temporarily or for a longer time. Jennifer Blockley heard about Steps and decided she would like to help. Jennifer is the lead officer in the Charity and Volunteering sector of Loughborough-based ‘Unite Students’.

In August, Jennifer organized a very successful Family Fun Day in Shepshed which raised £583.63 and her company match-funded it to make an amazing total of £1,170!

Centre manage, Janet Russell said, “I was just working on my laptop when I thought, wouldn’t it be great if someone just walked through the door and gave us some money for Steps? At that exact moment, the doorbell rang and there stood Jennifer, saying that she had two cheques to donate to us! I couldn’t have been more surprised or pleased!”

Jennifer is already planning the next fundraising event which is to be a Christmas jumper day.

Just before Christmas I was honoured to cut the ribbon on the fabulous new Hall Croft building at Newcroft Primary School. I know that the new classrooms and hall will be used very well and appreciated by all current and future staff and pupils at the school. It really is a wonderful addition to the school and congratulations to everyone involved in overseeing the project from start to finish.

Earlier in December I was so pleased to welcome Year 6 pupils from Hathern Church of England Primary to Parliament. After their tour they were able to spend time in the Education Centre learning more about what MPs and Peers do and how our voting system works. Although I’d been speaking in the Chamber that afternoon I was relieved to finish in time to be able to meet the pupils and staff and to answer their excellent questions about my work as their MP. We arrange many different tours of Westminster and everyone (whatever your age) is very welcome so do get in touch to find out details about visiting the Houses of Parliament.

My final constituency event of 2018 was the always enjoyable festive concert by Loughborough Concert Band and the Loughborough Male Voice Choir held at St Botolph’s in Shepshed. Organised by Dave Coble and raising funds for Passion and the church this was another lovely event

The Rotary Club of Shepshed’s Annual Christmas Tree Festival was visited by a record crowd of Adults and Children.

St Botolph’s Church buzzed all weekend. Voting for the 51 trees gave many a difficult choice. Each year the different artwork and handicraft on the trees clearly shows the time and effort that is put into dressing them.

Winners were: Adults 1st Shepshed Food Bank, which was covered in biscuits and sweets, and was quite a temptation for the small fingers.

2nd Prize went to Serenade Womens Community Choir and 3rd Prize was the St Botolph’s Mens Fellowship Group.

In the Primary Schools Section, 1st Prize went to St Botolph’s C of E Primary School. The idea for this impressive tree was devolved from a Homework Project over the October Break on Remembrance. 2nd Prize was Newcroft Primary Academy and 3rd was Oxley Primary.

Highly Commended went to Belton C of E Primary School and St Winefrides Catholic Voluntary Academy. The third section was Childrens Organisations.

1st was a bright flashing tree by St Winefrides Playgroup, 2nd Prize was 3rd Shepshed Brownies and 3rd The Oak Treehouse Nursery.

Our thanks goes to St Botolph’s Church for letting the event take place and the help that is given. Variation of License Application – Garage top of Kirkhill MRH Leicester Road LE12 9DQ – Malhurst Retail has applied to extend the hours for the sale of alcohol to 24 hours daily (off sales) and provide late night refreshments between 23.00-05.00.

Four teams checked over 50 locations across the borough in the early hours of Wednesday November 21st. Three people were found during the operation. Two people accepted the offers of accommodation for the night and one person declined the offer of support.

Free workshop to help launch new businesses People interested in starting 2019 by launching their own business are invited to a free workshop to get top tips on how to go about it.

The event is being hosted by Charnwood Borough Council on Wednesday January 9th and it is aimed at those who have thought about working for themselves but are unsure of how to get going.

The New Business session will take place in Loughborough and is part of the Enterprise in Charnwood programme, a series of free workshops, one-to-one advice and networking events for anyone who needs support with starting a business. It will take place on Wednesday January 9th at the Council Offices in Southfield Road between 9.30am and 12pm.

Views sought on proposed changes to empty homes premium The borough council is seeking views on possible changes to the empty homes premium following new powers given to local authorities by the Government.

There are more than 200,000 properties across the country which have been empty for six months or more and in Charnwood that figure is just under 500.

The borough council is keen to encourage home-owners to bring the properties back into use – either by selling them or renting them out.

Empty homes are not only a wasted resource, but they can act as a magnet for vandals and have an adverse impact on the local area.

The council is considering increasing the empty homes premium in Charnwood to 100 percent from April next year and is seeking views on that and some other proposed changes.

As part of the changes, the Council is also considering whether to increase the empty homes premium to 200 per cent for properties which have been empty for five years and then 300 percent for properties which have been empty for 10 years.

As your County Councillor, I am always on hand to try and deal with any concerns you may have about services provided by Leicestershire County Council. Such as street lighting, highways, footpaths, overhanging trees and hedges onto the highways/footpaths, social services etc.

County Council Meeting - 5th December Leaders Position Statement The Leaders Position Statement mentioned that the County Council had been named as the most productive council in the country for the second year in a row according to a table compiled by consultancy firm IMPOWER. The statement also mentioned how the scrutiny process was progressing regarding the Unitary Authority. It mentioned that all concerned recognise both the serious financial situation facing the County Council and the need to keep under review how local government in the East Midlands can best influence Government in both the national and regional context.

The scrutiny process (which is made up of members of all political party’s) has not yet concluded, scrutiny has spoken to Leaders of Unitary Authorities, District Council Leaders and many others.

East Midlands Collaboration, the statement mentioned that the Leader attends meetings of the Midlands Engine Executive Board, the Midlands Connect Board and the Board of Transport for the East Midlands. These bodies are for the future wellbeing not just of Leicestershire, but of our region generally. Bodies such as these are the only ones able to get substantial funding out of Government for major infrastructure projects.

Without those, strategically planned developments, whether it be for housing or industry, will not be possible.

The statement goes on to mention Phase 2 of the Midlands Connect A46 Study which is underway and is known locally as the A46 Expressway. (I attend regular meetings of this Committee as County representative). I am aware that there is concern about the A46 Expressway, but if housing is going in the area then we need to make sure the infrastructure is in place to accommodate all the extra traffic.

The statement went on to say that there has been positive news on the Coventry-Leicester to Nottingham rail corridor with the business case for improved rail services showing promising results.

Annual Report of the Director of Public Health 2018 The report is a statement on the health of the population of Leicestershire and is a key resource for shaping commissioning decisions to improve the health status of the population.

This year’s report presents on the changing population of Leicestershire, the prevalence of individual and multiple conditions (otherwise known as multiple morbidity) in the population and data on excess winter deaths and place of death. The growing number of people living with multiple health conditions presents as bigger challenge to public services as the overall growth in the number of older people.

The health and care system should promote ‘healthy ageing’. This can be achieved by: Tackling social isolation; reducing falls; promote physical activity throughout life and into older age; WM Davis development – Buttercup Lane off Anson Road There is a temporary crossover access to be created from the new section of Tickow Lane into a turning head to serve plots 204 and 205.

The access is temporary to allow members of the public access to the show home complex whilst works to the main access road continues. It is expected that the temporary access will be closed and reinstated as per the previously approved Section 38 by the end of April 2019 with works completed in accordance with the planning permission related to this phase of the development (P/18/0435/2). The works would be subject to a Section 184 agreement with the Highway authority and it is suggested that it be bound by a time limit to ensure the works are completed within the timeframe specified. I am very happy with this time limit being imposed due to the number of times Tickow Lane closure keeps being extended.

Nanpantan Road/Loughborough Road and Copt Oak Road A study has found that a length of the B591 from the junction with Ingleberry Road to the junction with the A511 (Flying Horse) has an accident rate higher than the national average. County are consulting on a scheme to impose a 50mph speed limit on parts of the B591 following a study of all county roads where the speed limit is 60mph.

No decision has been made yet, but I will keep you informed.

Advance Notice of a Temporary Traffic Regulation Order (TTRO) A TTRO is to be made for the following location Footpath L10 which runs from the top of Brick Kiln Lane, next to 64 BKL. The purpose of the TTRO is to facilitate Western Power Distribution with works to lay new cables underground and remove overhead cables. The TTRO will incorporate a temporary footpath closure. The duration of the restriction is not anticipated to exceed a period of 5 days commencing on the 29th January.

A TTRO is to be made for the following location: Church Side. The purpose of the TTRO is to facilitate LCC with carriageway patching works. The TTRO will incorporate a temporary road closure and temporary suspension of the one-way system. The duration of the restriction is not anticipated to exceed a period of 1 day commencing on the 4th February 2019. I have been in contact with County asking them to make sure that HGV’s and large vehicles do not try to negotiate these roads during the closure as they would not be able to turn round.

A TTRO is to be made on Kings Road to facilitate LCC with works to construct a new vehicle access.

The TTRO will incorporate a temporary prohibition of waiting and loading at any time for the period of 1 day commencing on 15th January.

One-Way System As the County Councillor I sit on the Town Team and I have been working with them, Charnwood and County regarding looking at a oneway system on certain roads in Shepshed.

In the New Year a survey will be going out from the Town Team asking residents for their comments. The roads being considered are Loughborough Road/Forest Street and Field Street/Britannia Street.

Can I assure you that no decision has been made and County will not move forward with any proposals until local residents have been consulted.

Iveshead School I can confirm that the Theatre at Iveshead School is not closing; I had been contacted by residents who had heard rumours that this was going to happen. I have been in touch with the head master who confirmed that it is a well-used asset by both the community and school and there is absolutely no plans to make any changes whatsoever to the theatre.

Re-cycling Centre – Refuse Tip I reported a couple of months ago that the re-cycling centre in Loughborough would be closing for a refurbishment, this has now been completed. At the time I mentioned that Shepshed’s re-cycling centre would be closing in January, this has been postponed until midFebruary and I will share details around the improvement works and associated timescales in the February issue.

Resident Raised Concerns Both residents and myself are still concerned about the number of accidents still taking place at the junction of Charley Road/Abbey Road/ Iveshead Road following the safety measure which took place at this junction. County will monitor the junction over the coming months to see if there is anything else that can be done.

Following residents’ concerns about speeding traffic, parking and HGV’s on Ring Fence I had a meeting with residents to discuss how we could move forward.

I have been in contact with an officer at County about the speeding traffic, possibly reducing the speed limit to 20mph and how to set up a residents only parking. When all the information has been collated a further meeting with all those residents who wish to attend will be convened.

I can confirm that the introduction of yellow lines in Ring Fence is not going ahead following concerns raised by residents to both myself and County.

A meeting with URGO took place in December to discuss how the problem with the HGV’s could be overcome. Ring Fence is very narrow and HGV’s have damaged walls. ‘stand-off’ between HGV’s and a car is now a regular occurrence, but I am aware that this business has been in the town for many years and provide jobs for local residents.

Following concerns about speeding on Anson Road and Cambridge Street/Oxford Street a speed check will be carried out in 2019.
