Remembering Peter Shepherd A short ceremony took place at the Carillon recently to honour the late Mr Peter Shepherd who was the Borough Carillonneur for over 26 years.

Peter had a lifelong love of music and was just six years old when he started playing the piano and was also proficient at the organ by the age of thirteen.

He was taught how to play the carillon by Mr Eric Jordan who was the first Borough Carillonneur in 1923 and, after further training at the Royal Carillon School "Jef Denyn" in Mechelen Belgium, Peter took over the role in 1980. As well as playing regularly in Loughborough Peter gave recitals around the country and abroad. On his retirement in 2006 he was awarded the title of Borough Carillonneur Emeritus for the great pleasure he had given to the community.

At Peter Shepherd's funeral earlier this year his family had requested that donations should be given to the Carillon Memorial Trust. So on Wednesday 7th December Peter's wife, Mrs Enid Shepherd, accompanied by family and friends together with representatives of the Carillon Trust came to unveil a plaque in the Clavier room in her late husband's honour.

Our present carillonneur, Caroline Sharpe, commented "It was a real joy learning from Peter and it gives me great pleasure to ensure that the Carillon is heard and appreciated by so many people both now and into the future."

Gas Masks Recently been donated two British Army S10 respirators (gas masks to you) we have a long-term plan to bring the Leicestershire Yeomanry story up to date including their role during the Cold War. The problem is both respirators have the canister (it screws on the side to filter the incoming air) missing. Does anyone out there have a couple of canisters to fit an S10? Perhaps you know someone in the TA or Regular Army who could lay their hands on a couple.

Once used in training they are taken off stock so there should be plenty about.

Loughborough High School Headmistress To Be President Of Girls’ Schools Association The Headmistress of Loughborough High School in Leicestershire, Gwen Byrom, has been appointed 2018 President of the Girls’ Schools Association (GSA).

Mrs Byrom will assume the position of President-Elect in January 2017 and begin her term as President in January 2018.

The Girls’ Schools Association represents the head teachers of many of the top performing day and boarding schools in the UK independent schools’ sector. It encourages high standards of education for girls and promotes the benefits of being taught in a largely girls-only environment.

During her time as President, Mrs Byrom will be the Association’s principal spokesperson, representing the views of its members to external agencies and the media, both nationally and internationally. She will also liaise with other professional associations, universities and government to ensure that the views of member schools on educational issues are heard and that the benefits of a single-sex education are promoted.

Mrs Byrom has worked in a wide range of schools during her teaching career, and in all-

girls schools for over a decade.

Educated in the maintained sector, she graduated with first class honours from the University of Manchester before embarking on a career in research.

She subsequently moved to teaching, where she says she “found her vocation”. After holding leadership positions in a number of schools, Mrs Byrom took up post as Headmistress of Loughborough High School, part of Loughborough Endowed Schools, in 2011.

She is honoured to have been elected, saying: “It is a real privilege to represent our schools, and the excellent allround education they provide.

I look forward to sharing good practice, and working closely with institutions and leaders across all sectors of education, as well as promoting all that GSA schools have to offer. This is a very exciting post to be invited to hold and I am very much looking forward to it!”

Shepshed Cycling Club The Shepshed Cycling Club was set up just over a year ago. The current membership is 42. The club’s aim is to promote a healthy lifestyle through cycling and exercise. We are affiliated with British Cycling and have had funding support in the form of grants from Shepshed Town Council and Charnwood Borough Council. Our kit is sponsored by The Black Swan in Shepshed where we also have a monthly club meeting on the first Wednesday of every month.

With the aim of expanding the club to include youngsters we have now appointed a trained youth welfare officer and are also hoping to link up with Charnwood Cycling Club to promote cycling skills amongst 5-16 year olds. CCC is a British Cycling affiliated Go-Ride junior development Club which runs regular junior coaching session, family rides and trips to local cycling centres.

We hope that with time we ourselves will become a Go-Ride Club. In the meantime, in addition to three categories of rides every Sunday Morning (starting at 9.30 from The Black Swan on Loughborough Road, Shepshed), we are offering once a month short rides for complete novices or for those who want to get more active for a healthier lifestyle.

Empty Home Back On The Market With A £15,000 Grant A home which has stood empty for more than a year has received a £15,000 grant to help get it back into use.

Charnwood Borough Council is committed to getting empty homes back on the market and can help landlords refurbish properties so they can be rented out.

The £15,000 grant has been used by the property owner towards renovating a house in Queens Road, Loughborough.

The property is now ready to be rented out to new tenants.

Councillor Paul Mercer, Deputy Lead Member with responsibility for Strategic and Private Sector Housing said: “We all know there is a housing shortage in this country and that’s why it is important to encourage property owners to bring empty homes back into use if we can.

“Through our Partnership Grants, we can offer funding to help get a home back on the market and available to rent.

“An empty home can cost up to £10,000 per year in lost rent, tax, insurance and other charges. They can also become a magnet for vandals and anti-social behaviour which can have a detrimental effect on the surrounding community.

“I am delighted to see this home in Queens Road being available to

live in and would like to thank the property owner for making use of this grant.”

Grants are available for two-bedroom properties in Charnwood. The grants can be used to fund renovation work and will cover 50 per cent of the cost of the work up to a maximum of £15,000.

In return for the grant, the property must be made available to rent once it has been refurbished and the Council will be able to nominate people in housing need to become tenants.

Bargains Galore As Car Boot Sales Come To Loughborough Market Place

Oxley Primary School - Young At Heart Event On Thursday 15th December we held our annual Young at Heart event in school. This is where we invite members of the local community, grandparents, ex-parents or others with links to the school. During the afternoon, they were treated to homemade cakes made in the school kitchen. Children from Year 5 served hot drinks to the guests and chatted to them. There was also entertainment from different groups of children on stage, performing favourite songs from their Christmas shows.

A series of car boot sales will be held in Loughborough market place from January 29.

Sunday, January 29 – 10am-2pm

The car boot sales are being organised by Charnwood Borough Council’s markets and fairs team, and will run until March.

Sunday, February 26 – 10am-2pm

Mike Bird, Market and Fairs manager at the borough council said: “We held a one-off car boot sale in December as part of our Christmas markets, and it proved popular so we’ve decided to organise more for this year. Car boots are a great place to pick up a bargain so we hope that residents and visitors to the town enjoy what’s on offer.”

The car boot sales will be held on the following dates:

Sunday, February 12 – 10am-2pm

Sunday, March 12 – 10am-2pm If people want to sell items at the car boot, the cost to rent a pitch is £10 for cars and £15 for vans. No booking is required and traders can arrive at the market place from 7am and last entry is 9am.

Charnwood Dementia Action Alliance Supports Families In Charnwood A new branch of an alliance which helps people living with dementia has been formed in Charnwood.

The Dementia Action Alliance encourages local communities to take practical action to improve the lives of people living with dementia.

The Council will be working with Dementia Friends as part of the alliance to offer training to staff on how to support people with dementia.

The Charnwood branch will be officially launched at an event on Thursday, January 19 by Mayor of Charnwood, Councillor David Gaskell.

The event will be held at John Storer House in Loughborough from 1-4pm. Residents and

organisations are invited to attend to meet local groups who provide support for people living with dementia and to find out more about the alliance.

Charnwood Borough Council has signed up to be one of the founding members of the alliance.

Councillor Jonathan Morgan, Cabinet Member for Communities and Customer Service said: “We’re really pleased to be one of the first members of the Charnwood branch of the alliance. We’re committed to supporting our residents and by signing up we aim to help organisations become more dementia friendly and ensure

Residents of Loughborough are invited to join the Charnwood Marie Curie Fundraising group, to help raise vital funds for their athome nursing service for people with a terminal illness.

The Charnwood Fundraising Group run events throughout the year, including a fashion show and a tea party, and are looking for a Chair to help organise and lead the meetings as well as other members to help support.

All money raised by the Charnwood Fundraising Group will help Marie Curie provide expert care, guidance and support to help people with a terminal illness, and their families, get the most from the time they have left.

Locally, Marie Curie Nurses work night and day, in people’s homes across Leicestershire providing hands-on care and vital emotional support. Marie Curie also supports people throughout their illness by giving practical information from our free helpline and is also the leader in research into better ways of caring for people with terminal illness.

Seven out of 10 carers say that people with a terminal illness do not get all the care and support they need. As the UK’s leading charity for people living with any terminal illness, and their families, Marie Curie doesn’t think that is good enough.

Sophie Wallace, the local Community Fundraiser for Leicestershire said ‘Given the choice, most people would want to die at home, surrounded by the people and things that they cherish. Marie Curie makes this possible, but we couldn’t do it without our fundraising groups.’

‘Fundraising groups are a great chance to make a difference while having fun – our volunteers have been involved in a range of events, from tea parties, to collections, to fashion shows!’

Winter Scent With the grey skies and chilly winds we are experiencing at the moment, it can be tempting to shut off from the outside world and hunker down beside a roaring fire, but the garden doesn’t shut itself down completely in winter and it is possible to plant a few things which brighten up the drab days and even add some fragrance to the air to draw you outside.

Despite the fact that most of our pollinating insects don’t venture out on cold days, there are a few who brave the weather, and from that we can benefit. There are shrubs and bulbs which flower during the winter and in order to attract those brave insects they have to go all out the give off the signal that they are worthy of a visit. Scent is a great way of plants to advertise that they are in their prime and have something on offer to those insects.

Winter fragrance can range from heady and intoxicating which you notice from several meters away to delicate perfume which you need to stoop down to experience. As an added bonus winter flowering plants often flower for longer than summer bloomers.

Witch Hazel (A.K.A. Hamamelis) A showy shrub which is adorned with colourful clusters of filament flowers in the winter months.

border with it’s blooms and also with the fiery coloured foliage in the autumn. Fairly slow growing these plants are good as a solitary plant or within a mixed shrub border. Forming a V shape, they need some space to spread out.

Viburnum – The best for this time of year is V. Bodnantense. There are several cultivated forms of this highly scented shrub, the most well known of which in V. Bod. ‘Dawn’. An upright shrub, it carries pale pink flower clusters at the end of it’s branches on and off for November to March depending on the weather. Suitable for the back of a border due to it’s height.

Sarcococca (A.K.A Winter Box) – I am a great fan of this shrub as it offers not only heavily scented white flowers in winter but they are also followed by small blackblue berries and surrounded by deep green glossy foliage.

Some varieties can reach 1-1.5m at maturity but if you choose S. Humilis or a similar compact form, it can be grown in a pot and moved closer to the house when in flower.

Mahonia – Mentioned in a couple of my recent articles, this shrub is at it’s best now. The large scented yellow flowers are showy, brightening up otherwise dull borders and the scent is caught by the air and drifts around the garden, particularly on mild days. belgriersondesign info@belgrierson.co.uk

There are several different forms available (see my January article for more info).

Skimmia – A very popular shrub, often bought for the burgundy buds found on S. Rubella. These buds are held into winter and then finally burst to reveal cream blooms with a light scent. Several other varieties also bear winter berries.

Snowdrops – One of those winter scent plants you have to bend down to smell, Snowdrops not only add a delicate white froth to the ground in winter but a gentle honey-like perfume too. Varieties such as ‘Magnet’, ‘S.Arnott’ & ‘Atkinsii’ are noted for their fragrance.

Crocus – A showy bulb for late winter, Crocus add a very colourful splash and lend themselves to being grown in borders, pots and rockeries. They carry a gentle honey-like perfume. Some Crocus have large showy petals and can be combined with winter flowering bedding plants for a good show.

More elegant forms such as C. Tommasinianus and is good for naturalising beneath shrubs and trees or in the lawn or meadow.

I hope I have inspired you to add some winter scent to your garden.

£400,000 Funding To Help Rough Sleepers A £400,000 grant has been secured to offer more help to rough sleepers in Leicester, Leicestershire and Rutland.

Councils and organisations in the area have secured the Government funding which will be used to provide extra bed spaces for rough sleepers and additional outreach services to help people stay off the streets and move into more permanent accommodation.

The funding will also increase support to people who are leaving hospital or prison and are likely to end up sleeping rough.

The bid was secured on behalf of the Leicestershire Housing Services Partnership which includes councils in Leicester, Leicestershire and Rutland, the voluntary sector and other agencies.

It was co-ordinated by Charnwood Borough Council and The Bridge (East Midlands) who welcomed the news.

Cllr Paul Mercer, Charnwood’s Deputy Lead Member with responsibility for Strategic and Private Sector Housing, said: “This funding gives a significant boost to the support we can offer rough sleepers.

“Not only does it mean we can offer extra bed spaces at night, but we will also be able help people find more long-term accommodation and put in place any other support they need so they can continue with their lives.

“No-one should have to sleep rough, but unfortunately it happens and councils, the voluntary sector and colleagues in other agencies are already working incredibly hard to help environment to practice speaking in front of an audience. The aim is to gain confidence in presenting information. For work presentations, for after dinner or wedding speeches, or just for fun. New members always welcome. “Once again we have demonstrated great leadership in co-ordinating the bid across the sub region and the funding will help us to strengthen our response to the complex needs of this cohort of individuals. I am absolutely delighted that we will be able to scale the work we have done locally to support clients and colleagues in the county and city.”

The partnership has secured £398,764 from the Department for Communities and Local Government Rough Sleeping Grant Funding which will be spent over two years.

It was estimated there were 250 individual rough sleepers in Leicester, Leicestershire and Rutland last year. Nationally and locally, the figure has risen in recent years. Stone Sculpture Shapes Heathe Meadow Entrance House hunters searching for their ideal new home in the popular Leicestershire village of Rothley will notice an impressive stone sculpture as they enter the William Davis Homes development at Heathe Meadow.

Designed and hand built by Harrogate-based stone mason, Johnny Clasper, the sculpture sits on the bank at the development’s entrance, where the HBF 5 star house builder is currently building a stunning collection of 3-4 bedroom new homes. Measuring 10m in length by 1.8m in height, the sculpture took Johnny six weeks to create and used over 15 tonnes of materials.

“I spent time driving around the local area to get an idea of the stone styles but it seemed that decorative brickwork was more prevalent,” explains Johnny. “Using this idea as the basis for my design, I created a drawing for a sculpture that would deliberately stick out as a feature for the development. The finished sculpture uses a combination of sandstone from Barnard Castle, Durham; house bricks and locally sourced pink granite and it’s all traditionally built with cement and mortar.”

Having spent ten years as a bricklayer, Johnny left the trade to pursue his passion for stone masonry and set up his business in 2001. Today, his work encompasses a mix of private and public pieces including at Great Yorkshire Showground and Sutton Bank National Park Centre. The sculpture at Heathe Meadow marks his first ever public artwork for a house builder.

“This has been a great project to work on; technically challenging at times, especially the twisted pillar arch at the end, but I’m really pleased with the end result. My aim was that it’s distinctive but also part of the natural environment. I hope all the new home owners at Heathe Meadow can enjoy it for many years to come,” added Johnny.

I hope you had a happy and peaceful Christmas with family and friends. I had the privilege of taking part in a number of local festive events including Christmas tree festivals, light ‘switch-ons’ and carol services. Congratulations to everyone involved in organising these fabulous community events.

In November I had the pleasure of joining local singer and entertainer Jonezy for some antibullying assemblies at Woodbrook Vale School. Jonezy has written a song “Keep on Fighting” which he performed and he then spoke about his own difficulties at school which have made him want to do what he can to give young people the confidence to stand up to bullies. The assembly was very well received by both pupils and staff and I know he would be very pleased to repeat this at other local schools.

I have been pleased in recent weeks to be able to ask questions in the House of Commons on behalf of local constituents – whether about working tax credit, issues with pensions, the importance of respecting neighbourhood plans or asking Ministers to support and approve the application by Charnwood Campus to become the country’s’ first Life Science Opportunity Zone. When I speak to constituents and groups about my role as your MP I often explain how the conversations I have and surgery cases I deal with here are followed up in

Westminster. Asking questions in Parliament is a perfect example of this so I am grateful to everyone who shares their thoughts and concerns with me.

It was a pleasure to be able to welcome members of the De Lisle College school council and staff to Westminster recently.

Although they had a very early start to their day they enjoyed the tour of Parliament with the excellent guides and learnt many interesting facts about the building and the way the Palace of Westminster works. I look forward to welcoming many of you to Parliament during 2017.

Home-Start Charnwood is running a new course for volunteers to work with families needing extra support. The course runs over 5 Thursdays from 26th January – contact Ruth on 01509 239786 for more information.

Meditation For Relaxation, Serenity And Insight The benefits of meditation for developing a calm, balanced mind and deep personal insight are now widely appreciated. Many people have learnt how to meditate from books and the internet etc. and would like to join a friendly group to practice meditation and enjoy wide-ranging discussions.

For some years I have been running a group in the Loughborough area for experienced meditators – the atmosphere at the weekly meetings is relaxed and informal, with a completely independent non-sectarian approach.

The group operates on a not-for-profit basis, so the cost to members is minimal.

JONATHAN MORGAN Managing Housing Development House building seems to be constantly in the news, usually on the basis that “we’re not building enough” of them, and for many residents of Loughborough, this is a constant discussion for the opposite reason.

Charnwood is lucky enough to have villages and towns surrounded by rolling countryside, but there is a fear that those fields will be lost to development – the job of the Council is to control development through its Core Strategy, setting out where housing and employment growth should be. However, for 3 years there were a fair number of planning applications from developers trying to benefit from the Council’s lack of an approved Core Strategy - which was being worked on following the change in the national planning laws in 2011.

Councillors agreed on a draft strategy in 2014, and following an extensive expert review by the government’s planning inspectorate, the final document was approved in December 2015, and enabled the Council to finally control development in the Borough, and to reject planning applications on unsuitable sites.

The adoption of the Core Strategy has not necessarily stopped developers submitting applications in unsuitable locations however, since they are constantly testing local and national planning laws, and recently an application for 74 houses on Nanpantan Road, which had previously been rejected by the Council’s planning committee, was appealed by the developer.

The case was considered by the national planning inspectorate in December 2016, and the inspector has now issued his report, rejecting the developers appeal, and supporting the Council’s original decision. Which is good news for the local residents, and for all residents who enjoy the unspoilt beauty of the Outwoods and its surrounding area.

However, one of the key parts of the planning law is that the Council must have at least a 5 year supply

of housing land, and the formula used to calculate whether it has enough is constantly under review - if the Council can’t demonstrate that it has at least 5 years supply, developers are allowed to bring forward other sites for housing.

Ironically, despite Charnwood having already approved enough planning approvals for the next 15 years as part of its Core Strategy, the calculation method is almost wholly dependent on the rate of building carried out by the housing developers – if they don’t build what they say they will build, for whatever reason, then the ‘5 year supply’ degrades, and possibly drops below the threshold, allowing the developer, or other house builders to make additional planning applications for land not within the Core Strategy.

Given that the Council has no powers to force developers to build houses, it is a tricky position to be in, that many have raised legitimate questions about. If that wasn’t enough of a challenge, the Council is also answerable to the government’s housing targets – when those are changed, as they recently were, all local authorities are expected to respond.

The ongoing debate within Charnwood will remain how best to accommodate the demand for new homes, whilst protecting and preserving the environment that our residents value – it’s a discussion that will be ongoing and constantly under debate.

Celebrating Our Past I was recently taken by news of Claire Hollingworth’s death at 105; an intrepid journalist, who, whilst on her first assignment, found 1000 German tanks massed on Poland’s border, and thus became the first person to write about the start of the second world war. Reading about her early life in Leicestershire was a bonus, particularly that she spent much of it on a farm just to the west of Loughborough.

There are many such stories about our former and current residents, and I hope to announce over the coming months a way for us to celebrate their achievements and lives.

Aimed at both newcomers and those who have not sung for a while, the course will run from Monday February 6th, 13th, 20th, 27th to encourage more men to take up singing, which is increasingly acknowledged as being an aid to a healthy lifestyle.

There are many men who would love to sing but most never get around to trying, don’t have the opportunity or maybe are too selfconscious to give it a go but the simple fact is that just about everyone can sing. Attendees learn within a group which makes it less daunting, there are no embarrassing public auditions and it’s free!

Participants will be helped to discover their voice, learn the techniques of making the most of it and how to use it in four-part harmony with others. There’s no need to worry about reading music as the teaching methods employed are designed to help quickly learn the specially-commissioned song.

For men who haven’t sung for a few years this course is the perfect way to ease their vocal chords back into action. Regular singers may also find the course useful to learn different voice parts, in a relaxed and friendly environment.
