Firms Urged To Sign Up For Free “Green” Workshop Businesses in Charnwood are invited to a free workshop to help them become more environmentally friendly and possibly save money.

Charnwood Borough Council, in partnership with the Carbon Trust, is hosting the Green Business Fund Workshop on Tuesday, July 5 in Loughborough Town Hall.

The workshop is for small and medium sized businesses and will give advice on how companies can reduce their carbon emissions and energy consumption. Advice will also be available about how companies can apply for funding towards energy-efficient equipment.

At the end of last year the Council set out a plan to cut its carbon footprint by 15 per cent by 2020 under its 2020 Carbon Pledge.

The pledge sets out how the Council will reduce its carbon

Activities included, trench digging, time capsules, story and poetry writing.

The 10th Open Gardens event in the villages of Thurcaston and Cropston will take place this summer on the weekend of 25th and 26th June.

Following on from the challenge day, five of the students have formed the Maplewell Scribes Group who are researching the story of Songster, a war horse who survived the war to become a local hero, retiring at Woodhouse Eaves.

We hope to have a number of different gardens for you to visit across the two villages, some who have taken part in the event for most of those 10 years! Some are large, some small, some immaculate, some very much less so! But all for you to enjoy.

The group have visited the Carillon Museum to learn more about his story and are preparing a banner to tour the county telling songsters story in his own words.

It is often said how welcoming our Gardeners are and they would love you to come and see all their hard work and help them raise money for a great cause.

Contact the Elderly, the charity solely dedicated to tackling loneliness and isolation among older people, is urgently appealing for volunteers living in Loughborough to spare just a few hours each month to drive one or two older people to a local tea party - and enjoy a cuppa and a cake themselves!

Development Officer Midlands Development Officer, Prabina Lord, said: “The charity is committed to offering a lifeline of friendship to the oldest and loneliest people.

Anyone who can spare a couple of hours one Sunday a month, has a driving licence, a car, and a capacity for drinking tea, is eligible to volunteer!"

The charity aims to relieve the acute loneliness of isolated older people, aged 75 and above, who live alone, by organising free monthly Sunday afternoon tea parties for small groups within local communities – providing a regular and vital friendship link every month.

‘’It’s not a big commitment, and our volunteers genuinely get as much out of the experience as our older guests, so I’m calling for anyone who is interested in giving something back to their community to please get in touch with me as soon as possible.”

Double Bill For Music Lovers

This year the Mozart Requiem Mass in D minor will be performed in the second half of the concert. This is the last piece of music written

by Mozart and has something of a mysterious element.

An unknown person commissioned the Requiem but Mozart died before it was finished. There is no record of what Mozart had completed, or which pieces he had sketched out.

It was important for Constanze, Mozart’s widow, to have the work completed so that she could claim payment. She first asked Joseph von Eybler but when he felt unable to complete it, she passed it on to Franz Xaver Sϋssmeyer.

Whatever the origins, this is one of the most frequently performed pieces of choral music in the repertoire.

The first half of the programme has some rousing and tuneful melodies with very different background scenarios!

William Walton wrote various film scores and many of these became popular in their own right. The Spitfire Prelude and Fugue was adapted from the score for “The First of the Few” – a biopic featuring the designer of the Spitfire. The music immediately became part of popular orchestral repertoire and has remained so ever since.

Smetana was intent on engendering nationalist feelings in his music – and none more so than his tone poem “Má vlast”.

This piece of music depicts various scenes from life in Bohemia (now Czech Republic), the most

popular of which is that depicting the river which runs through the country – the Vlatava (also known as the Moldau in German). The music starts as the river is a small stream, becoming wider, flowing through a wood where a hunt is in progress. Next is a country wedding, moonlight and nymphs, St John’s rapids, through Prague and finally flowing on towards the Elbe. The well known tune which runs throughout the piece is based on a Czech folk tune.

Although Brahms lived at much the same time as Smetana, the background for the Academic Festival Overture is very different!

Brahms was already an acclaimed composer when he was awarded an honorary doctorate of music from the University of Breslau. He was given a nudge that a piece of music in honour of the university would be an appropriate means to show his thanks.

What's New At The Museum We have been donated the medals of Charles Henry Foster RN by his family.

In 1940 Charlie had a lucky escape from HMS Unity which sank off Scotland having been in a collision with another ship.

However in July 1941 he was aboard the newly commissioned HMS Submarine Umpire when she too was struck by another ship. Charlie’s body was washed up at Sea Palling, Norfolk and he is buried in Loughborough Cemetery.

He had been Mentioned in Dispatches twice.

Two years later, he completed the Academic Festival Overture, which he described as a “rollicking potpourri of student songs” and probably not what the University expected at all!

A Seat Fit For The Queen!

The Mayor of Charnwood has unveiled a commemorative bench to celebrate the Queen’s 90th birthday. The bench has been installed in Queen’s Park in Loughborough and an official ceremony took place on Friday, June 10th to mark its arrival.

It is the latest addition to the award-winning park as earlier this year a beacon was installed at the park, also to mark the Queen’s milestone year.

Mayor of Charnwood, Cllr David Gaskell, said: “The bench certainly looks fit for royalty in Queen’s Park and I hope people will enjoy using it. The park looks really lovely at this time of year and the bench is a welcome addition.”

Queen’s Park is managed by Charnwood Borough Council and its open spaces partner Quadron.

Cllr Hilary Fryer, Cabinet Member for Open Spaces, said: “We hope people visiting Queen’s Park will enjoy sitting on the bench and take time to admire the views.

“We work hard to make Queen’s Park a great place to visit and I think it looks fantastic this year.”

In April, hundreds of people gathered to see the beacon being lit in Queen’s Park. The flames have now been replaced with flowers as it is a permanent feature the park.

Since 2008, Queen’s Park has had Green Flag status which is a mark of excellence awarded to parks and green spaces.

Emily Was Looking For Something That Was Never Lost When Emily Owen was 16 she underwent surgery to remove a brain tumour.

Three days later, as she turned 17, she was fighting for her life in the hospital’s intensive care unit.

She was diagnosed with Neurofibromatosis Type 2 (NF2) and as a result of the condition and surgery over the years, she lost her hearing, her balance has been impaired, and she has damage to her facial nerve.

A gifted musician and sports’ lover, Emily didn’t feel like Emily any more.

She couldn’t run.

She had a wonky smile.

She couldn’t play the flute.

And she knew far more medical terminology than she ever should.

Eventually, painfully, Emily began to let go of what had been and come to terms with the realities of her changed life.

Despite the illness, trauma, pain, hardships and setbacks, Emily discovered she was still Emily and her inspirational story is recounted in her latest book, Still Emily Seeing Rainbows in the Silence.

This is her fourth book but the first to recount the last 20 years and her struggle to come to terms with how dramatically her life was changed by illness.

Charnwood Prepares To Help Syrian Refugees Charnwood Borough Council is preparing to help house and support up to 50 Syrian refugees over the next five years.

District councils in Leicestershire and Rutland County Council are working together to find suitable homes for refugees who will arrive under the Syrian Vulnerable Persons Relocation Scheme.

The Government has agreed to expand the scheme to take a further 20,000 Syrians over the next five years across the country.

Charnwood, Blaby, Harborough, Hinckley and Bosworth, Melton, North West Leicestershire and Rutland councils have all agreed to take part in the relocation scheme.

“I was convinced only famous people write memoirs. So it’s been a long time coming. For years I’ve been asked when I would write it, why hadn’t I written it already? I’ve been encouraged to write it by so many people I just gave in really.

“No one wants to go through what I went through nor live with the condition that I have, but my ordeal made me look at life in many different ways and indeed experience extraordinary things.

On voyages of discovery like this you should encounter incredible things, and, for me, many of those things were about my inner self.

Despite the losses many things were still very much intact.”

“So if my book gives encouragement to just one person and helps raise awareness generally for deafness and particularly for NF2, that will be reward for the long hours writing it,” says Emily.

Emily’s struggle coming to terms with her life changing condition and the surgery she required, is recounted in the book; but so too are the good times, her incredible sense of humour, her willingness to take up a challenge and her optimism for the future, and the amazing support network of family and friends around her.

Some refugees will arrive in late summer and Charnwood is co-ordinating the securing of properties and an officer will be appointed soon.

Councillor Leigh Harper-Davies, Charnwood Borough Council’s Cabinet Member for Housing, said: “This is a huge humanitarian crisis and we need to assist the government to fulfil their pledge to relocate Syrians over the next five years. These are people in genuine need who are fleeing awful conditions. I hope local residents will welcome them into our communities. The number of people we will help has been decided upon according to local population figures and we feel it is an appropriate amount.”

The Council will use private sector housing. The refugees will be coming from designated camps close to the Syrian border or areas around those camps. They will not be coming from Calais or anywhere else.

Potential Increase In Number Of Applications For Public Footpaths In Loughborough And Surrounding Area Before Countryside Law Changes Charnwood Borough Council could see a potential increase in the number of applications it receives to register public rights of way – as a change in the law approaches, which will cause unregistered rights of way to disappear.

Simon Waterfield, a partner and expert in boundary disputes at Nelsons Solicitors, is experienced in dealing with contested applications for new public rights of way, and has flagged the forthcoming change in the law for both landowners and local authorities.

Rights of way are a hot topic at the moment for landowners due to a change in the law which will mean that unregistered public rights of way will be extinguished if they are not registered with the local authority by 2026.

Charnwood Borough Council could see a rise in the number of such applications, known as Modification Order Applications, as ramblers and other groups or individuals register their claim before it is too late.

Simon said: “There are two ways that a public right of way can come into existence. The first is when a landowner expressly dedicates a right of way by agreement with the council. The second is by presumed dedication either under the Highways Act 1980 or under common law - by reference to the way in historical documents."

“At the moment groups of people are looking out for undiscovered or historically forgotten public rights of way. These groups are aiming to flag up as many preexisting public rights of way as possible before the start of 2026.”

Under the Wildlife and Countryside Act 1981 the local authority has an obligation to do two things in relation to creating a public right of way. The first is that it must maintain a map showing all the public rights of way in the geographic area which is covered by the council. This is known as a definitive map.

The second thing is to modify the map if evidence comes to light

that a public right of way exists which was not previously marked on the map. This is known as a modification order.

Because this process is time consuming for councils, a change in the law is happening, which relates to the Countryside and Rights of Way Act 2000 (CROW) section 49. This states that if ancient public roads are not registered by 1 January 2026, they will be extinguished.

Simon added: “The thought behind this new law is that if councils draw a line in the sand in terms of ancient public rights of way, the system will be made easier and less time consuming for them. However, the change to the law has highlighted to a lot of people that they need to protect their rights of way."

“For there to be presumed dedication under the Highways Act you have to show that there has been 20 years of uninterrupted use of the right of way by the public. The point of challenge will normally be when someone whose land the path crosses puts up a ‘keep out’ sign or puts a locked gate across the way. This usually sparks a complaint to the council who are then under obligation to investigate the situation."

“Then, if the landowner wants to defeat the application he or she has to show that there was no intention to dedicate the right of way to public use over that time.”

The Highways Act 1980 states that if the public has been using the path for over 20 years, it is presumed that the land owner had dedicated the path to public use.

The land owner must then show that he or she did not intend to dedicate the footpath “by some means sufficient to bring it home to members of the public that he is challenging their right to use the way.”

Simon added: “2026 may seem quite a way off, but it is well worth landowners considering the implications of the new law now.”

The Friends Of Charnwood Forest Guided Walk By Neil Pilcher Of Herbert’s Meadow And Ulverscroft Woods There was a good turnout on Wednesday June 8 for a guided tour led by Neil Pilcher of Leicestershire and Rutland Wildlife Trust (LRWT). 30 members of Friends of Charnwood Forest (FOCF) had a fascinating walk through lands cared for by the Trust with much information from Neil Pilcher.

Herbert’s Meadow is a site of about 8 acres, managed by the Trust. The Trust also manages several nearby sites, owned by itself and the National Trust. The meadow is managed on a five year cycle, with grazing and this year a hay crop.

The meadow is ablaze with wild flowers. There are many varieties of orchid; Common Orchid, Bee Orchid, Fragrant Orchid and many other plants. Neil showed us

various grasses and other plants and explained the cattle’s choice of their favourite foods, which necessitates careful control.

The Trust has the management of old oak woods and work on Sites Of Special Scientific Interest (SSSI). Members are free to visit but otherwise advance permission is necessary.

Councillor Paul Day, Chairman of FOCF, thanked Neil Pilcher and presented him with a cheque for the Trust’s funds.

SYSTON AND DISTRICT U3A ANNUAL GENERAL MEETING Exclusive interview with Syston Town Manager completes the programme The first Annual General Meeting of the Syston and District U3A was held in the Malthouse Suite of the Conservative Club on Wednesday 11th May. Following the unanimous adoption of a new Constitution by the members, the Steering Committee, which had completed the necessary groundwork for the nascent organisation to be accepted as a full Member of the national Third Age Trust, was replaced by an elected Executive Committee to serve for the next twelve months. Colin Grimes was elected Chairman with Derek Burdon as Vice Chairman, Christine Ringrose as Treasurer and Cynthia Baker as Secretary.

Other Committee roles were covered by Norma Grimes and Marilyn Horsnall (Membership), Janet Downes and Sheila Driver (Groups), Patricia Wherton and Robert Crosby (Speakers), Michael Wherton (Webmaster), Gilly Clarke (Catering), Jackie Henson

(Assistant Treasurer) and Carol Withers (Minuting Secretary).

A special vote of thanks was expressed to Helen Davison and John Redshaw, Regional Liaison Officers, for their wise counsel and supportive assistance throughout the gestation period.

Following the close of formal business, Members were treated to a special illustrated presentation by Catherine Voyce, Town Manager of Syston Town Council. In the course of an interview with U3a Chairman, Colin Grimes, Catherine gave an overview of the structure and role of the Council in relation to the Leicestershire County and Charnwood Borough Councils.

She explained the workings of the Council and highlighted ways in which residents could communicate effectively with their elected representatives.

She stressed the openness of all Council meetings and urged more public participation in Council affairs.

Nicky Morgan MP Has ‘Eye Opening’ Experience At Loughborough Hospital Local MP Nicky Morgan has paid tribute to the first class cataract operation service at based at Loughborough Hospital. During a recent visit, Nicky met with Mr Amar Alwitry who is a consultant ophthalmologist and eye surgeon in charge of this service at the Hospital. She also had a chance to chat with the theatre staff.

The service operates weekly or twice weekly at the Hospital and 10 patients are operated on rather than the usual 6 or 7, which is thanks to the efficiency and team work of the theatre staff.

On the day that Nicky visited, Mr Alwitry was able to show her just how efficient the operations were. Time in operating suite was only 15 minutes start to finish with the procedure itself, where the cataract was removed and replaced with a new lens, only taking 5 minutes in Mr Alwitry’s hands. During an operation they are able remove long or short sightedness by choosing the

appropriate lens power to put into the eye. The effects can often be life-changing.

Nicky also had a chance to meet some of the patients who had just had the operation. Following her visit, she said: “This is an incredibly efficient service and Mr Alwitry and the theatre staff do an amazing job at Loughborough Hospital. The patients that I spoke to were absolutely thrilled with the level of care they received. They were telling me how wonderful it was that this service is available here in Loughborough and that they did not have travel to Leicester."

“The atmosphere was relaxed and friendly and the staff did a great job at making the patients feel at ease. I know that the operations performed today will radically improve the lives of the patients, many of whom will be able to see clearly for the first time in years.”

Mr Alwitry added “It was a pleasure welcoming Nicky and being able to showcase the amazing service we provide to our NHS patients here at Loughborough hospital. Our high throughput, efficient service is only made possible by the hard work and dedication of the whole team.”

GARDENS TO VISIT

Calke Abbey

Well June was a month of chaotic weather and rapid growth in the garden! July is the month when I get to sit back and enjoy my own garden at it’s best, full of blooms, lush foliage and abundant fruit.

I also take a break from my busy Garden Design and Consultation business but I always seem to manage to arrange my holidays around gardens – a bus man’s holiday!

Some of my favourites are close by and some further afield but all are worth visiting for inspiration and the opportunity of enjoying the fruits of someone else’s labour.

On The Doorstep

Coton Manor

Calke Abbey is one of my top three favourite gardens. Being only a 10 minute drive from my home I can pop over to top up on garden history and my passion for walled gardens, it’s such a shame I rarely get the time though.

The gardeners at Calke Abbey manage a huge walled garden, physic garden, orangery orchards and more, all full of colour and edible abundance. I admire their neat rows of vegetables and wigwams of fragrant sweet peas.

her gardener maintain some beautiful herbaceous borders, the oriental garden, rose gardens and orchards along with acres of specimen trees and woodland.

There are plant sales too.

Coton Manor Gardens take a while longer to journey too, but a gentle drive through the rolling Northamptonshire countryside is no hardship. The garden is owned by the Pasley-Tyler family who have developed a beautiful garden divided into areas of formal borders, ponds, kitchen garden, woodland and meadow.

They even have Flamingos wondering around on the lower lawns! The plant nursery sells plants grown onsite and they have some lovely unusual plants to tempt the enthusiast.

Further Afield

Trentham Gardens near Stoke on Trent has lots to look at if you are a keen gardener, fun for the kids and some lovely walks too. There is a huge garden centre nearby which is worth visiting too. Well known garden designers have developed the Italianate gardens, grass borders and there is a new woodland garden being planted up this year.

The ‘new wave’ plantings are spectacular throughout summer and into the autumn showing how the right combination of colour, texture and form can create a long lasting and dynamic garden.

Helmsley Walled Garden in North Yorkshire was a truly wonderful discovery last summer and my current favourite. The old walled garden adjacent to Helmsley Castle has been renovated to provide acres of perennial and rose borders, wildflower meadow, productive fruit , vegetable and cut flower areas. The stunning double borders backed with purple beech took my breath away with their bold colour combinations.

I do hope you get a chance to visit some of these gardens this year for some inspiration. Next month I’ll be suggesting some tasty ways to make use of the fruit, veg and herbs abundant in the garden at this time of year.

We’ve had lots of exciting opening events locally in the past few weeks. I was delighted to cut the ribbon for the new Waitrose in Mountsorrel. There were lots of very keen shoppers ready and waiting for the 8am opening and I understand the store has been trading well ever since. The store is not only providing 60 new jobs but also offers support to local charities and organisations.

We’ve also seen the opening of the new Cineworld in Loughborough and several of the restaurants in the new complex – including Pizza Express which was packed when I popped in. And in a sign of the positive impact new businesses can have we’ve also seen the opening of a new Indian restaurant, Ryan’s, opposite the Baxtergate Development.

I enjoyed my latest visit to Rawlins College to be quizzed by some of the Year 13s on and off camera about the EU Referendum. They asked some great questions and had clearly been thinking hard about the issues currently being debated. And thank you to everyone who came along to the All Saints Parish Church, Loughborough EU: In or Out debate at the end of May. Everyone who attended seemed to enjoy the evening.

It is always a huge privilege to attend the annual TwentyTwenty celebration evening.

TwentyTwenty do a fantastic job

supporting young people who have dropped out of education or are at risk of dropping out. Every year we hear inspirational stories by those who participate in their schemes such as Love for Life and those who are involved in the mentoring. Everyone involved is changing lives and helping participants to find their way in life.

It is also a great pleasure to attend the annual 3M Young Innovators Challenge awards evening. We know that by 2030 there will be another 1 million science-related jobs in the UK and we need to engage and inspire pupils to think about the opportunities available to them.

The standard of entries gets higher every year and as well as thanking 3M for their continuing support I think it is also right to recognise the support of the teachers and parents of those entering the challenge.

Another opportunity for young people is National Citizen Service which is open this summer for 15-17 year olds. I was pleased to meet with the local provider, Education Business Partnership recently. JONATHAN MORGAN Old Face In New Role As The Police & Crime Commissioner

At the beginning of May Leicestershire held elections for the next four year term of the Police & Crime Commissioner (PCC), a post held previously

by Sir Clive Loader, who had announced his planned retirement about six months earlier.

Whilst the election attracted a limited turnout of voters (there being no other elections in the County and City on the same day), it did produce a clear winner, in the form of Labour's Lord Bach - Willy may be a known to some of you, given that he was a councillor in Leicester 30yrs ago, before becoming a peer in 1998.

He served as a defence minister under Tony Blair, and at the Ministry of Justice under Gordon Brown, whilst more recently he was shadow Attorney General for a short period under Ed Miliband.

The PCC role is now better established, and Sir Clive took many steps to try to reflect public needs, when commissioning services in the county, with the aim of reducing crime, and supporting the victims of crime. Having sat down with Willy for the first time last week, I suspect he will continue to work to support the police and victims, and I look forward to having a constructive and positive relationship with him in Charnwood to make sure that residents get the best support possible.

I have invited him to Charnwood, and hope that he will visit soon to talk to residents, councillors and council officers working on ASB, to hear about how we tackle and prevent crime locally. I have also suggested to Lord Bach that Charnwood, as the next biggest conurbation in the County after Leicester, should be a focal point

for his plans, working to reduce drug and gang related crime and ASB particularly, which often links to theft from homes and vehicles.

As I mentioned to the new PCC, a four year term can often feel like a long time - but in truth it will pass too quickly, and he will need to be clear about what he wants to achieve, and how, in his new role in a matter of a couple of months for any changes to take affect within the four year term - so I've no doubt that he'll be setting out his ideas very soon.

The Outwoods

For the past couple of years I have been privileged enough to chair the Outwoods Management Committee, which is the body established separately to the Council, to look after the woods that were given to the people of Loughborough shortly after the war.

The committee has discussed many things over the past few years, and as chair I have been very aware that neutrality and impartiality during such delicate discussions was important to enable thorough but fair debate.

I hope that I have carried out the role with those aims intact, and whilst it has sometimes been tempting to add my voice to the meeting, or to vote on a resolution, I have resisted doing either.

However, I will not be standing again as the committee's chair, although I will be staying on the body. The Outwoods is a beautiful and very special area for our residents, and whilst many people have varying thoughts about how it should be maintained or improved, I felt that I wanted the opportunity to voice some of my own thoughts more vocally. By staying on the committee, but not acting as chair, I hope I will be able to do so.
