Unpaid Community Work Order For Fly-Tipping Duo Article by North West Leicestershire District Council

Two fly-tippers that offered unlicensed collections to businesses and then dumped the waste on a country road have been handed community orders in court.

North West Leicestershire District Council (NWLDC) tracked down Ricky Rushton, 26, and Holly Marlow, 24, of The Moorlands, Coleorton, after investigating two fly-tips dumped on an unclassified lane which runs from The Moorlands, Coleorton to Farm Town, Coleorton in January 2019.

Evidence found in the fly-tips led council officers to a Coalville-based business. The owner gave a statement revealing that Rushton and Marlow were the rogue waste collectors they’d employed to take the rubbish away – believing it was going to be disposed of correctly.

Rushton and Marlow were summoned to attend interviews under caution with council officers but after failing to attend, a prosecution case was put together.

They appeared at Leicester Magistrates Court on Tuesday 29 October where Rushton pleaded guilty to two counts of carrying waste without the required license and two counts of unlawful disposal of controlled waste (fly-tipping).

Marlow pleaded guilty to two counts of carrying waste without the required license and one count of treating, keeping or disposing of controlled waste.

The case was passed to Leicester Crown Court for sentencing on Friday 6 December where both defendants were given a 12-month community order with an unpaid work requirement of 100 hours.

Both will also pay £750 each towards NWLDC’s court costs.

Councillor Andrew Woodman, Portfolio Holder for Community Services at NWLDC, said: “We’re delighted to see these two fly-tippers brought to justice and handed sentences that will see them give 100 hours each back to our communities.

Fly-tipping is unacceptable and this case highlights shows that we do investigate and when we find evidence we will pursue the culprits all the way to court if necessary.

There’s an important message here for businesses too. All businesses must have a trade waste contract in place with a licensed company who will issue waste transfer notes as a kind of receipt to show that the waste has been disposed of correctly. We can request these transfer notes from any business at any time, failure to comply may be offence and leave the owner liable to a Fixed Penalty Notice of £300. We’d encourage anyone that witnesses fly-tipping in the district to report it to us online at www.nwleics.gov.uk so we can investigate.”

New Mobile App Set To Revolutionise ‘Searches’ For Local Businesses Rebecca Rhodes

John created the simple-to-use app to connect the buyer (the customer) with the seller (the service provider), whether they need help or recommendations with odd-jobs, or services such as dog walkers, solicitors or personal trainers.

The common cold is quite possibly the UK’s most common illness; statistics show that most adults experience on average two to four colds a year, and children up to nine.

Symptoms can include blocked sinuses, a runny nose, sore throat, coughing and sneezing as well as a general feeling of being unwell.

Fortunately, there are several remedies that can help to keep colds and flu firmly at bay.

Perhaps one of the most effective and well-researched is Echinacea.

A powerful immunebalancing herb, it works by improving the way the immune system responds to bugs, especially the common cold. In one report researchers found that Echinacea purpurea can more than halve the risk of catching a cold and if you’ve already caught a cold, reduce its duration by a day and a half.

For nasal congestion and catarrh, you could try Po-Ho Oil. A combination of natural essential oils, including Po-Ho (Mandarin for Peppermint) Eucalyptus, Juniper, Caraway and Fennel, Po-Ho Oil can be inhaled as a vapour when diluted in a bowl of hot water.

Use very sparingly, one drop is plenty, or put one or two drops onto a hankie and place under your pillow at night.

Wash hands thoroughly after use. A handy inhaler is also available.

Specific vitamins and minerals can also lend support. Vitamin C is of course widely documented for its immune system potential; viruses find it hard to survive in a vitamin C-rich environment. Food sources include peppers, watercress, cabbage, broccoli, cauliflower, strawberries, lemons, kiwi fruit, melon and tomatoes.

Vitamin C supplements can also be effective, although the body cannot actually absorb much more than around 60mg at one time so lower doses several times a day are often more effective.

Three of Coalville’s town centre car parks will be bought by Gylo, the new owners of the Belvoir Shopping Centre, as part of a regeneration deal with North West Leicestershire District Council (NWLDC).

The sale of the car parks is a key element in the agreement that enabled the sale of the centre into new hands and will directly support Gylo’s overall plans to invest in the revitalisation of the town centre.

The car parks that will transfer into Gylo’s ownership are: • North Service Road Car Park (shown in green), a long stay car park with 74 spaces located between the Belvoir Centre and High Street • Needhams Walk Car Park (shown in blue), a short stay car park with 108 spaces located next to the green space behind the Belvoir Centre • Bridge Road Car Park (shown in red), a long stay car park with 241 spaces located between the Belvoir Centre and the Co-op.

Five other car parks in the town centre – at the Market Hall, Margaret Street, James Street, the Council Offices and London Road - are unaffected by the formal agreement between the council and Gylo.

Councillor Richard Blunt, Leader of North West Leicestershire District Council, said: “It is really great news for Coalville that the Belvoir Centre now has new owners that are interested in proactively investing in our town. Our agreement to sell some of the town centre car parking was a crucial part of the whole Belvoir Centre deal. We are very much looking forward to seeing how Gylo and its specialist development management advisers Lathdale will include the car parks in their wider vision for an improved and more attractive town centre.”

Nick Harcus of Lathdale said, “We have ambitious plans for the Belvoir Centre and the purchase of the car parks is vital in the delivery of a comprehensive approach. We will be further updating local people in due course about how we will operate and improve both the centre itself and the car parks so we can provide the most welcoming and appealing environment for shoppers and visitors alike.”

New Steady Steps Classes For Over 65s Launch In North West Leicestershire Article by North West Leicestershire District Council

An exercise programme proven to help over 65s develop strength and balance, and ultimately prevent falls, is returning with new sessions in four locations across North West Leicestershire.

North West Leicestershire District Council (NWLDC) runs the popular Steady Steps classes which are aimed at anyone aged over 65 that has either previously suffered a fall or might be worried about falling in the future.

The weekly programmes will take place at: Measham Leisure Centre every Wednesday at 1.30pm Hood Park Leisure Centre, Ashby, every Friday 7 February at 2pm Christ Church, Coalville, every Monday from 24 February at 10am Hugglescote Community Centre every Tuesday from 25 February at 3pm.

The free sessions are relaxed, fun and social, and are designed to help those at an increased risk of falls or who find themselves isolated.

“The Billet” – A Remarkable Magazine Article by Whitwick Historical Group

The next monthly General Meeting of Whitwick and District U3A will be on Friday 21st February. This will be another opportunity to discover how the U3A can support the wellbeing of retired people through selfhelp activities. U3A members are involved in a wide range of Interest Groups where people with similar interests meet and pursue their hobbies in a convivial manner. At the General Meeting, Group Leaders and others will be available to answer questions and pass on information about our U3A. February’s guest speaker will be Bob Brechin with a talk about Palitoy. Bob was the chief designer at Palitoy from 1967 until 1984. His presentation will cover aspects of the history of Palitoy which came to Coalville in 1937 and became a major employer in the town. Bob will tell us also about some of the most popular toys in Britain which were manufactured at the Coalville factory, including Action Man, Tiny Tears and Star Wars figures. Palitoy was renowned for the use of innovative techniques. It should be fascinating and engaging.

Eighty years ago, a remarkable local magazine appeared for the first time. It was in February 1940 that Issue No. 1 of “The Billet” was published. Described as: “A News Magazine for Coalville & District Men with the Forces and those on the Home Front”, The Billet was an original publication, unique in England.

The photograph shows the first page. Although it was produced in Coalville, its contents were not limited to the town; people and issues relating to Hugglescote, Whitwick and other villages were always included.

PHOTO: Page one of “The Billet” No.1 February 1940 The Billet was a monthly magazine which cost 2d. All profits from sales went to “Comfort Funds” which were used to buy articles such as cigarettes and toiletries which were parcelled up and sent to servicemen.

Everyone involved in publishing the magazine gave their services free of charge. The costs of printing and postage were met by local businesses who then advertised in The Billet. Many readers will remember the names Hawthorn Bros.; Pickworths; Colemans Ltd; Lenton & Sons and R.J.Kemp & Co.Ltd. These were well-known Coalville businesses that, with others, had an advertisement in the first issue. Of more significance was that The Billet was free and post-free to all servicemen. In February 1940 that was almost 500 magazines to be posted.

In the first issue, the editor, Jack Hussey, set out the aims of The Billet.

He began by explaining why the title had been chosen: “If you look in your dictionary you will find the word “billet” means amongst other things, a small paper, a short note. This will explain the first purpose of this little production. It will be a link from home with those who are away, giving items of news, gossip and humour from Coalville and district. The second aim is just as important. It is to tell the people at home how you are progressing. With your help “The Billet” may weld us into one big family. In brief, we want to exchange news and views with you.” In those early months of the War, it must have been wonderful for those in the Forces to receive news from home and know that their own community was so supportive.

In each edition there was to be a letter from a local minister and a prominent resident of the district. In the first edition, there was a message from “England’s Greatest Comedienne” Gracie Fields with a signed photograph. The intention was to repeat this format with other stage, screen or radio stars. Servicemen were encouraged to: “Tell us of that funny incident, the famous people you meet, your friends, your pets and your concerts, or how, with a well-known man, you scrubbed a table in the barrack room.”

The Billet became a huge success and was praised throughout the UK and beyond. It was published monthly throughout the War until 1946.

The magazines make fascinating reading and provide a distinctive insight into wartime conditions. Whitwick Historical Group is proud to have a photocopy of each one and they are available to visitors at the Old Station in Whitwick.

In May, the nation will commemorate the 75th Anniversary of VE Day in 1945. A special edition of The Billet was published that month.

Whitwick Historical Group will be marking the anniversary by holding an exhibition to show how Whitwick celebrated VE Day and subsequent anniversaries. To make the exhibition even more interesting, the Group would like to include artefacts linked to WW2, VE Day or the immediate post-War years. New Hugglescote Homes Refused After Flooding Problems Article by North West Leicestershire District Council

Plans for 30 new homes in Hugglescote have been refused over flooding, drainage and highway safety concerns.

The proposal for the site on Station Road was refused by North West Leicestershire District Council’s (NWLDC) Planning Committee at its meeting on Tuesday 7th January.

The committee had deferred the application - which was due to be heard in October - after flooding and sewage issues in the village during a spell of heavy rain raised concerns about the development of housing at this site.

Planning committee members sought further information from Severn Trent Water, who confirmed they have now carried out investigations and remedial work to resolve the situation. However, the committee felt its concerns were not fully addressed and after hearing passionate objections from a local resident and the ward member, decided to refuse the application.

Councillor Nigel Smith, Chairman of NWLDC’s Planning Committee, said: “Our district needs new housing but it needs to be in the right place and not be detrimental to people that already live in our villages. We saw the flooding that occurred in October and we weren’t sufficiently convinced that the issue has been satisfactorily resolved. This was a very difficult decision but the committee felt on balance that the concerns over flooding, drainage and highway safety outweighed the benefits of this application.”

Developments At Charles Booth Centre, Thringstone Article by Nita Pearson

At the recent AGM at Charles Booth Centre on 14th January, various new developments were announced, to include building works.

Two initial ideas were under consideration aimed at improving the facilities the centre can offer to its users. The first one is the installation of a lift so that those who are less mobile can access the first floor and the second is to enlarge the area of the ground floor, by replacing the wall between the middle and end rooms with a partition which can be opened. This would give the flexibility of combinations of one, two or three rooms, but would also allow the hire of one large downstairs room with bar, for a party or other event, which would also be accessible to less mobile users.

Following discussions the trustees have decided to pursue the second option first, and this is now underway, with the installation of a lift being further investigated.

A spokesperson for the centre said ‘We are pleased with the full programme of entertainment that we were able to put on during 2019, and the music festival was, once again, a huge success generating almost £4,000 for the centre’s coffers. We have thought long and hard about how we can best utilise the space we have, and feel confident that by enlarging the downstairs area we will provide what the public wants. The centre will remain open during the building works and we are working with our user groups to ensure the minimum of disruption to them. Records show that the last large scale building work was done back in September 1966 when the downstairs area was remodelled to give a corridor to access what was then 3 classroom areas. This was his second Christmas with us at Huncote, and we have everything crossed that his search for a new family will soon be over. He can be scared of new people, but once he gets to know you he will be your best friend. Do you always clear your plate at mealtimes? Or does some get chucked away? Wasted food isn’t just a waste of money. It also fills up space in your bin and makes it stink in the summer. According to Friends of the Earth, across the world, a third of the food we grow gets wasted.

It’s not just you and me leaving some cheese in the back of the fridge to go mouldy. Over 10 million tonnes of food are thrown away each year in the UK. A lot of waste happens behind the scenes when food isn’t picked at the right time or isn’t stored properly or when shops buy in more than they need. If it were a country, food waste would be the third highest emitter of greenhouse gases in the world.

Choose How You Move Leicestershire County and North West Leicestershire District Councils have both declared a Climate Change Emergency and we all need to do something about it. Some ideas will save money as well as the planet. In Measham, waste food instead of going to landfill, is being sent to Biogen who turn it into electricity and compost. Some ideas though, in a town like Coalville, are going to be pretty hard to implement.

Telling people to ‘choose how you move’ is all very well in Leicester and Nottingham. People in cities can choose to catch a bus, a tram or a train.

A 20-minute journey by car can take 2-hours or more on the bus around here. If you live in a Victorian terrace, where are you supposed to plug in your electric car, even if you can afford one? Climate Change actions cannot be just a choice for those who can afford them. We need practical solutions that make lives easier not harder. So, I went down to London last month to hear what Labour Councils are doing to tackle Climate Change. And there’s a lot going on I can tell you.

A Reverse Recycling Machine Of the ideas I brought back with me, the zaniest has to be a vending machine that takes in plastic bottles and drinks cans and spits out money-off coupons in exchange. I can remember, when I was a kid, supplementing my pocket money by going around the streets collecting pop bottles to get the deposit. With the right kind of incentive, this could help to keep our town centre tidy and encourage young people to do the right thing.

Waste Not Want Not The Coalville Area Food Forum meets once a month to share ideas about ways to tackle Food Waste and how to Feed the Need, so everyone has enough to eat and nothing is wasted. Supermarkets and bakeries who find at the end of the day that they have overstocked, don’t need to throw it away. Our local food banks, run by MRC Community Action and The Trussell Trust, collect this perfectly good food and distribute it to people found to be in crisis by health and social care. Knowing how to eat well when you haven’t got much money can also help, so Christ Church have been putting on free courses where people can learn how to cook delicious, healthy food, from scratch, on a budget.

Your Community Fridge Needs You! If you’ve stocked up on some food that the family simply won’t eat you can take it round to the Community Fridge. If you’ve run a bit short of cash, you can also pop in and pick up something tasty to keep you and the family going. The Community Fridge is in the Children and Family Wellbeing Service behind Coalville Library. The Fridge also collects overstocked food from local shops but is struggling to find volunteers to go and collect it. This sounds like a scrumptious way to save the planet.

One of the key themes of the election campaign was investment in infrastructure and I have recently spoken in the Queen’s Speech debate in Parliament about the importance of connectivity and below I would like to share with you part of that speech.

“As a region the East Midlands is doing well, but we could be doing much better. While the counties appear to be thriving, I am unsure whether the same could be said for our three cities, with their much higher levels of deprivation and unemployment. My constituency has thousands of jobs coming on stream - more than 10 times more jobs in the next three years than I have total unemployed in my constituency - but we do not have an extensive public transport network to get the unemployed from Nottingham, which we have just heard about, from Derby and from Leicester to the employment hub around East Midlands airport and the East Midlands Gateway.

Local road connectivity through the M1, the M42, the A50 and the A453 has stimulated significant economic growth in this district and we have the highest economic growth outside London and the southeast. The election was proof not only that the majority of the country is fed up with rich remainers telling them what is good for them, but that those outside London are fed up with the metropolitan, southern-based Department for Transport telling them that there is not enough money or a case for their local transport projects—projects that would have a genuinely transformational effect on people’s lives. At the same time, however, the Department wants to commit more than £100 billion to HS2 to get a tiny proportion of our population from nearly London to nearly Birmingham, and perhaps beyond, some day in the far future.

HS2 is what happens when people in London tell the Midlands and the north that they know what is best for them. To suggest that all we need to be happier and wealthier is to get to London faster is, frankly, insulting. No one has ever said to me that their transport problems will be solved by getting to London 20 minutes faster, but they do tell me that they need a train line or improved public transport to get a job and to get to work.

This district does not have a railway station, and Coalville the fifth largest town in the country without one, but the existing railway line between Burton and Leicester that passes through Coalville, which would serve hundreds of thousands of people, cannot obtain funding for a mere fraction of the cost of HS2. I have calculated that the Ivanhoe line could be reopened for passengers for around one thousandth of the current estimated cost of HS2. To deliver for the vast majority of people in the Midlands and the north, we need to scrap that white elephant project and concentrate the resources on local connectivity, which will have an impact and benefit for the many and not just for the few. Connectivity within our regions is key to levelling them up and reducing the UK’s dependence on London. We need to see investment in our regions, and that investment needs to be decided locally rather than in Whitehall”.

By the time you read this we will either be hours away from leaving the EU or will have left, and what a battle it has been to get to this point. The UK is now in a strong position to realise the benefits of Brexit, with a Prime Minister who believes in the opportunities it presents. Recent figures from the ONS show that, in the last 12 months, UK exports outside the EU grew by 6.3%, while exports to the European Union grew by only 1.3%. Those figures are being achieved before we have even negotiated our own free trade deals. We know there are huge opportunities with the USA, and those talks have already been opened up.

Optimism is also soaring among Britain’s leading companies and employers. It is clear that business, freed from the shackles of the uncertainty that the previous Parliament created, is now in a position to invest in a post-Brexit Britain with a Government who believe in business and believe in our country’s future.

I am sure that however you voted in the 2016 Referendum and in the two General Elections since, that the majority of you will be filled with an overwhelming feeling of relief that we have finally “Got Brexit done”.

Wyatt Condemns Tories For Building At Any Cost Recently I asked the Tory bosses at the council to look reconsider selling off a piece of land off Cropston Drive / Waterworks Rd for housing.

I put forward the idea of allowing this area to be turned into a community woodland which would help reduce local pollution levels and provide a much needed community open space which everyone can enjoy.

Unfortunately the Tories have rejected this idea and decided to impose more houses on the already struggling local community. I really do find it absolutely ridiculous that the Tories think building more houses at any cost is the solution to our problems. Destroying every bit of open space is nothing but a recipe for disaster. I really thought the Tories had learnt their lesson at the last local elections which saw them lose councillors due to their arrogance, and their policy of allowing house building at any cost. I, along with my colleagues will continue our fight to stop this disastrous policy which is not only bad for the local area but also it’s becoming a serious health issue due to pollution levels increasing to dangerous levels.

Local Roads Crumbling Under Lack Of Action.

For a number of years many of our local roads have been deteriorating due to Tory cuts to highway maintenance. Bardon Road is an example where major problems keep arising due to the lack of investment in our local road infrastructure. Yet again more and more large breakouts are appearing due the volume of large heavy lorries using Bardon Road. I have been given assurance that action is planned to repair the dangerous potholes and sinkholes which have recently appearing. Let’s hope it’s sooner rather than later before someone gets seriously hurt or even dies due to Tory cuts to safety.

The case for the Bardon Road relief road is now even greater so I will again be urging the county highway bosses to pull their finger out and deliver what’s needed. Also I will be continuing to push for a HGV lorry ban on Bardon Rd so when the relief rd is built all HGV’s will be forced to use the new road which will go some way to improve the lives of the local residents who continue to struggle daily with the noise, pollution and lack of respect from vehicle owners who travel along Bardon Road.

2019 Ashby Santa Fun Run Raises £12000 For Charity Article by Dale Warren

Ashby Castle Rotary Club are pleased to announce the results of their hugely popular annual Christmas event, The Ashby Santa Fun Run & Walk 2019. Now a firm fixture of the Christmas calendar in the town as part of the Ashby Christmas Fair weekend, the event attracted 1430 entries in it’s 5th year.

Starting on the Bath Grounds on Sunday 1st December, another pleasant morning saw the 1430 Santa’s set off on the annual 3km Fun Run & Walk around the town of Ashby, as usual kicked off with the fun warm up provided by event supporters, Fitness Republic, one of many local businesses who continue to support this event and who make it such a charity success.

Thanks to the amazing support that this event continues to receive from both the public in entering the event and that of local businesses in sponsoring the event, the 2019 Santa Fun Run & Walk has raised over £12000 for charity so far with some personal sponsorship money still coming in.

The Rotary Club have presented cheques to their three main supported charities for the 2019 event, Enrych East Midlands, The Phoenix Children’s Foundation and Staunton Harold Sailability Trust. Each charity has received £3200 towards their activities in the coming year.

Further monies will be passed on as final sponsorship and any gift aid is raised. All three charities showed their gratitude to the Rotary Club at the cheque presentation and expanded on the variety of projects that the money would go towards realizing. The remaining money raised will be donated by the Rotary Club to other supported charities throughout the year.

Over the 5 years of the Ashby Santa Fun Run, the event has raised over £53,000 for charities with seven local charities all being beneficiaries of this event. At the same time just under 6000 Santa’s have entered making this event a real sign of the start of Christmas in Ashby and is proof of the great community spirit existing in the town and surrounding area.

Dale Warren from Ashby Castle Rotary Club said “It’s mornings like this that make the hard work very much worth it. To hear about the fantastic projects that this money will go towards making happen is truly heart warming. Of course the only reason we are able to pass on many thousands of pounds is due to the continued wonderful support of all who have entered the event and continue to come back each year, alongside the amazing support of all of the local businesses who provide sponsorship and support to us. We can’t wait to get cracking with the planning for the 2020 event and we hope that we’ll see lots of Santa’s old and new at this years event!”
