But a tall tree is a dangerous place for kittens beginning to “leave the nest” , and luckily a local resident heard

them whimpering above his head, and one by one he rescued the mother and then the kittens and brought

them to the Coalville sanctuary. They have been available for re-homing since 26th August and have had their final inoculations and veterinary inspection.

They have been temporarily named by their carers but

you may wish to re-name them something like, Robin, Jay, Jenny (Wren), Twiggy or even Woody!

1188 (Coalville) Squadron Commemorate The 100 Year Anniversary Of The Somme

A group that received £10,000 from a community grant scheme is urging others to apply for the latest round of funding.

Loughborough-based group, the Beacon Christian Fellowship received £10,000 from Charnwood Borough Council for a kitchen upgrade and a disabledaccess lift.

David Knott is a member of the Beacon Christian Fellowship. He applied for the funding and said: “Over the last five years we’ve been building an extension so our community can grow and develop.

“The money will go towards facilities which means we can expand into new areas and it will help with improving our soup kitchen. I found the contact and involvement from the council’s grants team was a great help during the process. The website also had a lot of useful information for completing the application. I’d definitely recommend applying for a grant and we’ll certainly be doing so again in the future, now we know the opportunities available to us.”

Community Groups Urged To Apply For Grants

This August five cadets from 1188 (Coalville) Squadron Air Training Corps went on a week long camp to France and Belgium. They took part in parades and trips to commemorate the 100 Year Anniversary of the Battle of the Somme.

They accompanied Cadets from 126 City of Derby Squadron 1211 Swadlincote Squadron.

The Battle of the Somme was fought in northern France. It was one of the bloodiest battles of World War One. For five months the British and French armies fought the Germans on a 15-mile front.

The aims of the battle were to relieve the French Army fighting at Verdun and to weaken the German Army. The Allies were unable to break through German lines. In total, there were over one million dead and wounded on all sides.

The Cadets visited many of the memorials to the fallen including Theipval Cemetery, Tyne Cot cemetery and they took part in the Sunset ceremony at the Menin Gate in Ypres. The cadets also travelled to the German War Cemetery at Langemark.

There were also visits to a high ropes course and water park along with a trip to The Waterloo

Battlefield which had its own 200th anniversary in June this year.

Sgt (ATC). Martyn Smith who accompanied the Cadets said “It was a fantastic opportunity and we feel it was important for our Cadets to visit some of the memorials in order to appreciate and understand just what the members of the Forces went through and sacrificed.

My Great Grandfather fought at Ypres, he was lucky enough to come home but suffered all his life in the aftermath of being gassed. Both myself and the Cadets found it a very poignant experience and are glad we got the opportunity to go”.

Flight Lieutenant Rebekah HarrisonPage RAF VR (T) said " I am really grateful to Derby for organising this overseas camp, especially in such a historic year, it was a fantastic opportunity for the cadets.”

1188 (Coalville) Squadron is currently recruiting cadets both male and female. So if you are aged 12 – 17 and would like to join the local air cadets please come down to the squadron for the open night on 15th September. It is at the headquarters on Forest Road in Coalville, it starts at 7.15 pm until 9.30 pm.

Councillor Jonathan Morgan, the Council’s Cabinet Member for Community Cohesion, said: “Our grants have helped many groups and individuals and we want to see that continue as they do a lot to support our local community.

“I would encourage people to apply, but also help us by providing as much information as possible in your application. Some bids miss out because they lack detail, so take your time.”

New bids are being taken for the following grants: Loughborough Community Grant, deadline September 20, 2016 - provides up to £2,000 for voluntary sector and community organisations’ and projects, which deliver activities with community benefits in Loughborough. These grants can cover running costs (for up to one year) or one-off equipment costs.

Community Development Grant, deadline September 22, 2016 - provides up to £10,000 for organisations’ currently running projects with community benefit in Charnwood, including running costs (for up to one year), and one off contributions for equipment costs.

Whitwick And District U3A News The first General Meeting of the autumn for Whitwick and District U3A will be on Friday 16th September. As thoughts focus on activities which are engaging and sociable for the cooler months, our U3A can offer many opportunities to retired people. From the Art Group to five Walking Groups, we have over forty varied Interest Groups to keep you busy, mentally and physically.

Local historian Brian Johnson will be making a welcome return visit as our speaker at the September meeting. Brian's topic will be "Living in a Box": a talk about Leicester's "prefabs". These unusual homes became a feature of towns and cities after WWII; Brian will explore with us what it was like to live in them.

Rare Photograph Featured On Calendar

The overwhelmingly popular Free Tree Scheme is back again and you can help to continue the success of the scheme by supporting it this year.

The 2017 Calendar produced

by Whitwick Historical Group includes an unusual photograph recently donated to the Group.

The month of August features a scene captured during the construction of Holy Cross Church in Whitwick in 1905. The church replaced an earlier building which was no longer suitable.

Several press reports give details of the building project.

The architects were Messrs.

McCarthy & Co and the building contract was awarded to the Coalville company, Walter Moss, after their tender of £5,455 had been accepted. The Church is constructed with Whitwick bricks and stone dressings.

Holy Cross Church opened in 1906 amid a period of intense fund-raising led by Father O’Reilly. He had successfully campaigned for the building of Holy Cross School and a new presbytary in addition to the church. Receiving a previously unknown photograph showing some of this building work in progress delighted volunteers at Whitwick Historical Group.

A spokesperson stated: “ As soon as we saw it, we knew that it should be included amongst the calendar photographs. We have been producing our popular calendar

OCTOBER; BREAST CANCER AWARENESS MONTH Spotlight On This month we turn the spotlight on a brand new local charity; Supporting Confidence Through Exercise. This new charity aims to provide the very best possible support for people living with or in remission from life changing conditions through exercise and holistic support.

The Charity launched its first programme, The Pink Ribbon Programme, on the 6th June 2016 at Hood Park Leisure Centre. The Pink Ribbon Programme is designed specifically for Breast Cancer Survivors and is a post-operative, pilates based programme to help survivors regain mobility and improve strength and posture. It runs for 8 weeks in small groups of no more than 6 and is complimented with a structured home exercise support booklet. Due to demand a second programme is being delivered commencing Thursday October 13th at Hall Lane Methodist Church (Next to the Rugby Club) in Whitwick from 7 till 9pm. Anyone with experience of Breast Cancer challenges is very welcome. To book a place please contact Michelle on 01530 273366.

Having been awarded funding by North West Leicestershire District Council, both programmes are to be provided, free of charge during 2016 and the goal is to deliver the programme countywide during 2017.

In the future, the Charity aims to gradually incorporate further specialised programmes/workshops to meet the needs of a much wider variety of conditions including Cancer Survivorship, Falls Prevention, Mental Health and Neurological conditions. All programmes will be aimed at providing opportunities to build self-esteem and encourage those enduring challenges both physically and mentally to participate in activities and enjoy a healthy and fulfilling life.

Now is the perfect time to get involved. As with any charity, Supporting Confidence Through Exercise relies on donations in order to deliver services and to make a difference to the health of individuals in our community. The goal is to make their services accessible, to improve people’s lives and wellbeing and most importantly to deliver this completely free for participants.

Council Gets Behind Great British Athlete From Coalville Transfer Station Operative by day, Great British triathlon athlete by night – Coalville’s Ian Webster is heading to Mexico to compete with the best at the ITU World Championships.

Ian has done something truly brilliant; this Coalville man has qualified to represent Great Britain in the ITU World Championships in Mexico in September but in order to get there he needs of a little help from his friends.

Ian is turning to the generosity of the people of North West Leicestershire and the wider county to help him in his bid to become a champion. Ian has an £800 target which will see him pay for equipment and the various fees involved with this type of competition. His donation page can be found at makeachamp. com/ianwebster . Those who donate will receive an exclusive car sticker showing they’re supporting both a local athlete and their country.

Unfortunately being part of Team GB doesn’t guarantee funding and in Ian’s case he is having to fund this entirely on his own and after so long in training and everything he has had to sacrifice and work so hard for it would be devastating to see him unable to compete because of funding.

Ian works as a Transfer Station Operative for North West Leicestershire District Council

in the day and trains for the championships in his spare time.

This takes an enormous amount of dedication, hard work and sacrifice.

The triathlon in Mexico will consist of a 1,500 meter sea swim, 40k cycle ride and finishing with a 10k run, the same distance that was ran in the Olypmics.

Ian Webster, council worker and triathlete, said: “I have worked so hard for this opportunity and it is something I am going to fight tooth and nail for. To be given the opportunity to represent my country is amazing and it is something I will never forget.

“When I am not at work I am training for this competition. If you would’ve told me I would be heading to Mexico to compete for my country a year ago I wouldn’t have believed you, but here I am, ready to go and do my family, town and country proud.”

Council Coming Down On Fly Tippers One bag of rubbish is all that it could take to get slapped with a £400 fine under new Government legislation.

North West Leicestershire District Council is enforcing a new fixed penalty fine which could see anyone caught fly tipping pay out £400 for their crime.

This new law was introduced

by Government earlier this year in an attempt to reduce the amount of ‘low level’ fly tipping, which can be as little as a single bag of rubbish dumped on the pavement.

The council has already begun enforcing the new law with two recent cases: The council received a report of a collection of black bags dumped on Farm Town Lane, Farm Town.

Upon inspection of the waste the council’s team identified an address in Coalville. After further enquiries they found a name and the person responsible who was interviewed, admitted the offence and subsequently fined to the full amount.

The council’s waste collection crews noticed over a period of time bags of waste being left in the street in the Agar Nook area of Coalville. They investigated the waste and identified it belonging to a nearby business.

Initially council enforcement officers spoke to the owner of the business advising how to correctly dispose of their waste.

However it became clear the owner did not take the advice and continued dumping waste and so was interviewed and the council issued the full fine.

There are many ways to dispose of household waste including: If the waste can be recycled then recycle it. Recycling is fun and easy and if you run out of space request more recycling containers.

Businesses in the district also have a duty to ensure their waste is disposed of correctly. The council operates a competitively priced Trade Waste service to over 700 local businesses. Another option is to pay a legitimate company to dispose of the waste but people must ensure they present their Waste Carriers Licence to do so. Anyone using an unlicensed operator to dispose of their waste will face a similar penalty if caught. Check with the Environment Agency www. environment–agency.gov.uk or call 03708 506506 to check if the operator is licensed.

Councillor Alison Smith MBE, Deputy Leader and Portfolio Holder for Community Services at North West Leicestershire District Council, said: “Fly tipping is something we are committed to tackling. Why people think it is acceptable to dump their rubbish in some country lane instead of taking it to a tip is beyond me, and it needs to stop.

“We are enforcing this new fixed penalty wherever we can. We are not just combating large fly tips, but small ones too. Just a single bag dumped on the road can be considered a fly tip and the person responsible will face the fixed penalty."

“Those being caught using an unlicensed operator to take their waste away for them will face the same penalty as if they’d dumped the rubbish themselves.

Ignorance is not an excuse, we want everyone to make sure their rubbish is disposed of properly.”

A pet shop that specialises in selling parrots has winged its way to a new home in Leicestershire without ruffling any feathers!

Having completed the first phase of the new outlet the company hopes to extend the new premises by the start of next year.

Midland Parrots was based at a garden centre in Ibstock for seven years but had to find new premises because the owner wanted the space for other purposes. Midland Parrots has now set up a new outlet two miles away in James Street, Coalville.

“It was a big upheaval,” said Bob. The operation took two weeks as the birds, reptiles, and stock were moved at night while trading continued from the shops during daytime.

Owner Bob McClumpha and partner Diane Gray have always been keen on birds and started a part-time business in 2002 selling bird food and toys at Midlands markets, but went fulltine seven years later after Bob was made redundant from the building industry.

They opened up in Ibstock, and then two years ago followed this with another shop in Westgate, Long Eaton, Derbyshire.

As well as parrots, budgies and other exotic and aviary birds the shops sell reptiles and accessories for the parrots and other pets.

The company has customers as far away as Cornwall and the Isle of Wight and also sends items to people in France, Belgium, Germany, Netherlands, Sweden and even America.

"The birds coped well, particularly the parrots as they are used to travelling as we take them home every night and move them between the Coalville and Long Eaton shops,” Bob explained.

“I am pleased to say that all the animals have settled in well to their new home.”

Both Bob and general manager Heather Wright, who is in day-today charge of the business, have more birds at their homes that they have rescued or re-homed because their owners could no longer keep them for various reasons.

Bob and Heather offer educational tips on keeping birds in top condition, and with colleague Larry Dean run the East Midlands Parrot Club on the second Tuesday night each month at Pride Park Veterinary Centre in Riverside Road, Derby, where owners discuss items and try to help each other.

Local Liberal Democrat County Councillor Michael Wyatt said, "I find it absolutely outrageous that the developers have yet again ignored the will of the local people and decided to submit amended plans for 250 new houses off Broom Leys Road. We have already campaigned, lobbied and fought very hard to save this area. Developers seriously need to realise that some areas are a no go a area like this one in question. One area that is already struggling is the locals road. This development add to people's journey time and will create absolute traffic chaos on our local roads."

As part of Know Your Numbers! week (12-18 September 2016), Blood Pressure UK is asking the local public to check their blood pressure or visit their local Pressure Station, in North West Leicestershire – it could just save their life!

Known as the ‘silent killer’ because it has no symptoms until you have a cardiovascular event such as a stroke or heart attack, the effects of having high blood pressure can cause severe disability, dementia or even death.

By Knowing Your Numbers and checking your blood pressure regularly, it’s estimated that over the next 10 years, a staggering 45,000 heart attacks or strokes could be prevented, saving £850million in NHS and social care costs.[2] High blood pressure, which is largely preventable, is the biggest risk factor for stroke and heart attacks yet 63% of the population do not know their blood pressure numbers[3]. Key risk factors leading to high blood pressure include; excess weight, eating too much salt, alcohol and physical inactivity.

The Know Your Numbers! campaign is the UK’s biggest blood pressure testing event held at Pressure Stations around the country. Volunteers hosting the Pressure Stations provide information and advice on simple steps to keep blood pressure under control.

Andrew Bridgen MP said: “People of all ages can suffer from high blood and therefore the only way to reduce your risk of a stroke or heart disease is to have a blood pressure check. Every adult should know their most vital statistic - their blood pressure. It could save your life.”

Going Up! The summer has flown past and September is upon us already.

Now is a good time to step back and have a look at how the garden performed this year whether it was lacking colour; requiring too much maintenance; full of overgrown plants; a boring patch with no interest?

Well before the autumn and winter descend and many retreat indoors it’s worth thinking on how you can resolve all of those niggles you have and getting them sorted once and for all. Changing the layout of a garden can dramatically change both It’s aesthetics and its practicality. What is a dull square of lawn surrounded by tired fencing, with a few plants squeezed into a border and the obligatory shed, doesn’t have to be the way your garden is. With the addition of a few plants or adding some simple elements your garden can become a lovely space, add in some structure with new features and your dream space can be a reality.

I find that adding height to a garden can work really well regardless of how small or large the space is. The addition of vertical elements creates structure in the garden, interrupting sightlines, screening eyesores or compartmentalize the space.

Working with what you have For a start most of us have a boundary of some sort surrounding our gardens and one way of injecting interest and colour is to grow colourful climbers up the fence, wall or building to soften the hard lines and make it more appealing. Try: Evergreens such a Star Jasmine for sunny sites or Honeysuckles e.g Lonicera ‘Halliana’ to screen large areas. For pretty colour & scent try climbing roses or Jasmine.

Simple and effective Obelisks are something I use a lot of in my clients gardens to add height within a border and lift the eye up and make the space feel larger as a result. The beauty of obelisks is they can be moved around the garden as requirements change. Annual climbers such as fragrant sweet peas are perfect, or for longer term planting I favour summer flowering Clematis which add a splash of colour.

Adding new features For more privacy freestanding features such as pergolas, gazebos and archways not only act as a support for plants but they add

structure to the garden and a destination or focal point within the space. Trellis panelling is not just for use as fencing or on walls for plant support. It can be used very successfully to divide a garden into sections which can help to screen unsightly areas, create a private courtyard-like space or divide the garden into rooms, making the site feel larger and lending a sense of intrigue. Climbers like those mentioned above can soften these structures as well as adding further screening.

Metal frames are something I have had great success with in several gardens I have designed, when used as supports for trained fruit trees such as Apples and Plums.

The trees can be pruned and tied into the wires on the framework producing living screens which have a similar effect to trellis screening but with a more natural feel and the added bonus of a productive fruit crop.

I hope I have inspired you to take a fresh look at your garden and get a step or two closer to you ideal space. Next month I’ll be looking at how to reduce maintenance in the garden.

Should people with disabilities pay for Government cuts? Should the people with the least bear the greatest increase in their Council tax? Leicestershire City and County Councils want to know what you think.

The amount of Council tax you pay doesn't relate to the amount you earn. We all need somewhere to live and even a Band A property attracts a charge.

Under the last Labour Government, those without the means to pay, including many disabled residents, were exempt from Council Tax. The Government picked up the bill so that local Councils didn't lose out.

Under the Coalition, local Councils were told it was their job to give out tax discounts for people of working age.

Fair enough, you might think, but Councils were only given 90% of the funding. With a gap in Council funding to fill, the poorest in society were made to dip into their empty pockets.

Low-earning working-age council tax payers in Leicester and Leicestershire currently have to pay a minimum of 12 to 20% towards their council tax bill, depending on where they live. With a 15% minimum contribution, a typical council tax bill for the households concerned is around £233.

Leicestershire City and County Councils are jointly consulting on raising these charges to 20%, 25% or 30%. This is a severe hike in charges for households who are already close to the edge.

If the Councils settle on a minimum 20% contribution the bill for the poorest will rise to £310. At 25% this will rise to £388. At 30% this will rise to £466 – doubling the bill.

People of state pension credit age will continue to be assessed under the national scheme and will not be affected by any changes.

It is low-earning working-age people who are going to pay extra. A 30% charge will raise an additional £3.67million from the poorest families.

Our District has one of the fastest economic growth rates in the Country and we have seen unemployment fall by 60% since 2010. Thousands more jobs are set be created at the Amazon Distribution hub in Coalville and the East Midlands Gateway close to East Midlands Airport. It is safe to say that our district is more than making its contribution to the economic growth of the UK

Our district is also an attractive place to live offering a good standard of living, particularly as we are at the heart of the ever developing National Forest. This does bring pressures such as on housing and infrastructure and I am steadfast in challenging our Councils and Government to see we reap and retain locally our share of the benefits of growth.

Education and inequality At the time of writing, students at King Edward VII School were still waiting to find out how well they have done in their GCSE’s.

The staff may have been just as anxious. Last year’s GCSE results left three county schools below the government's benchmark Stephenson Studio School and King Edward VII Science and Sport College in Coalville, and the Midland Studio School, in Hinckley.

An example of how local people benefit from the housing growth is through the New Homes Bonus.

This is money paid by Central Government to the District Council for every new home that is delivered in the District. As we have been delivering around 700 new homes per year, this has meant the Council has received funding of over £2 million in the last financial year. Money which has enabled it to freeze Council tax and pledge finance for a makeover of Coalville.

In 2014 the percentage of pupils at KEVII who achieved five or more A* to C grades including English and maths was 44%. In 2015 that figure dropped to a deeply worrying 27%.

We have seen the old Pick and Shovel replaced with an impressive new housing development but there is no doubt that there remains much to do. There is also a limit to what the Council can do.

The town is in need of external investment and I am doing what I can to sell the potential of Coalville as a retail and leisure destination to potential developers and investors.

Success breeds success and failure breeds failure. School alone has only a partial effect on exam results. The type of school, its location,the mix of students and the quality of teaching, do influence attainment but many other factors are of equal or greater importance.

Factors like family income, gender, being in care, living in a deprived neighbourhood, having a special educational need and moves between schools affect young people’s confidence.

These factors are not so easy for teachers alone to change.

We also need to improve our traffic infrastructure. I was disappointed by the recent report from the County Council regarding the viability of reopening the Ivanhoe Line. I have my doubts about some of the costs referred to in the

report which seemed excessive however I am still investigating lower costs options and will continue to persevere in my campaign to get the line reopened for passenger traffic.

It was my pleasure earlier in the month to attend the opening of the restored Bridge 62 on the Ashby Canal. This is a project I have taken a great interest in as I believe there are great economic and social benefits from completing the restoration firstly to Measham and then onto Moira. To that end, I am arranging a meeting with all the interested parties to see what we can do to kick-start the restoration to Measham so it can link into the exciting Measham Wharf development.

I have also joined my colleagues and campaigners in protesting against the threat to close the Children’s Cardiac unit at Glenfield Hospital.

This is the second time in 4 years this plan has come up, and I cannot understand why NHS England have come back with the scheme again.

Should the unit close, we would be the only region in the UK not to have its own unit, which is ridiculous considering our current and expected population growth.

A Cross party group of MP’s have met with Jeremy Hunt to put the case that the unit needs to be retained, particularly as Leicester pioneered the extra corporeal membrane oxygenation service and it remains the largest in the country.

There were several encouraging pieces of economic data last month which suggests post Brexit that unemployment fell both locally and nationally, average wage growth has increased by 2.4% and retail sales are up 6% compared to last year. No doubt the economists who were forecasting immediate economic disaster following the referendum vote in June will be busy explaining the reasons why there forecasts were wrong.
