St Helen’s Community Heritage Centre Building Works To Begin St Helen’s Church is delighted to announce that building of our Community Heritage Centre will begin on Monday 13th June. This is the culmination of several years of hard work by the Project Team, fundraising by St Helen’s Church and grants from various bodies, including more than £600,000 from the Heritage Lottery Fund.

The site will be handed over to the builders on 13th June, for the start of a building project lasting up to 30 weeks. The new Heritage Centre will contain two small meeting rooms, enhanced toilet facilities, a modern kitchen and a large meeting room. All facilities will be fully accessible. Part of the building will be above the remains of St Helen’s medieval vicarage, the causeway to the ancient Grammar School and Civil War trenches, which were discovered

during the 2012 archaeological excavation of the site.

When completed, the Community Heritage Centre will be available for both Church and public use and will include displays about the history of St Helen’s Church and the archaeology discovered beneath the site, as well as facilities for the many visitors who come to St Helen’s in pursuit of its rich historical Heritage.

Simon Starkey, chair of the buildings group for the Project, said “This is the culmination of 5 years hard work by a dedicated team. We are certain the result will be a building to be proud of”.

FRIENDS OF THE ASHBY BATH GROUNDS

The Official Opening Of The New Bath Grounds Heritage Trail Sunday 31st July

Our latest annual journal ‘Ashby Past and Present’ is now on sale at the Museum at £5. Articles include the following: Law and Order in Ashby de la Zouch 1857-1923; The Stained Glass Windows at Staunton Harold; Visit to the Ashby August Fete (early 1900s); the Will of John Mynors, 1749; The Lost Gardens of Ashby; the Poynton Ancestors of Ashby; Working for the Coal Board in the 1950s and a series of Book Reviews.

Also the unveiling of the new Community Fish Mosaic, commemorating Ashby Castles fishponds, once located on the Bath Grounds and neighbouring Bullen’s field.

The fish mosaic will be incorporated into the new Bath Grounds Heritage Trail.

The Museum will have a presence at both the Ashby Show on Sunday July 10th and at Jim’s Tractor Run on the Bath Grounds on Sunday, July 31st. Do come and say hello to us at our stall.

We have entered the County Forum Awards in the ‘Projects in Archaeology and Collections’ category. The awards evening will be held at Leicester University in July.

At the end of June, our current temporary display in the Loudoun Gallery will be replaced by an exhibition on archaeology.

To go alongside this, Witan Archaeology will be on hand at the Museum on Saturday July 23rd July, from 11am to 4pm, to help children discover artefacts from the past to the present day.

Bring finds for identification, excavate your own finds and create artwork with inspiration from the past. Come and test your historical knowledge using chronology. Children must be

accompanied by an adult.

There are new items on sale in the Museum shop including a lovely china mug, bearing the image of a tramcar of the Ashby & Burton Light Railways travelling along Bath Street, with the Loudoun Memorial in the background. The tram operated between 1906 and 1927.

Also the last sessions of FREE archaeology will take place from 20th – 23rd July (Wednesday through to Saturday) ‘Have a go’ to find out what lies beneath the Bath Grounds

Anyone can take part in this exciting free opportunity to ‘have a go’ at archaeology on the Bath Grounds. Learn how to carry out geophysical and topographic surveys and then have a go yourself and you might just find those buried archaeological remains! There will be lots of 2½ hour sessions, morning, afternoon or evening to choose from.

All sessions are organised and supervised by professional archaeologists. There is no need for any prior knowledge of archaeology.

Ashby Civic Society - Hill Farm, Packington Visit Ashby Civic Society enjoyed a visit to Hill Farm, Packington this month, a local farm producing exotic Bison sausages and Llama burgers. Luckily the weather stayed dry for the tour and until we were safely inside and tucking into our cream tea. A guided tour of Repton is next month’s event and of course includes refreshments.

We are also busy submitting comments on the new Neighbourhood Plan draft and still campaigning to retain the services at Ashby hospital. Don’t believe it’s all over. We’ll also be announcing the winners of Ashby Civic Society design awards shortly. HEADWAY CHARITY - THANK YOU! Headway Charity raised £160 in their Pub Quiz kindly hosted and generously supported by the Plough on the Green in Ashby.

The Lyric rooms special charity film night showing the Film concussion was well received and everyone enjoyed the drama and emotional struggle faced to get concussion recognised within the NFL. Headway Charity would to thank everyone for supporting the charity and through this its support for and people and their families living with the consequences of head injuries.

Rotary Club To Host Summer Concert In Ashby Ashby Castle Rotary Club will be holding a charity summer concert in Ashby de la Zouch on Sunday 3rd July.

Set in the beautiful grounds of Manor House School, ‘Concert in the Park’ will be a new event for 2016 as the Rotary Club bring an afternoon of music and entertainment to Ashby.

The entertainment for Concert in the Park will be provided by three local groups who will be performing a mixture of music and songs to suit all ages and tastes.

Liquid Brass, Melbourne Town Band and Concordia Choir will

be performing a wide variety of singing and live music to entertain throughout the afternoon.

Attendees are encouraged to bring a picnic and enjoy the July sunshine to accompany the musical entertainment. Ice creams and other refreshments will also be available on the day.

Tickets are now on sale at Ashby Tourist Information Centre, North Street, Ashby priced at £10 for adults with accompanied under 16’s free of charge. Doors open at 13:30 with the music and entertainment starting at 14:30. Profits from the event will be donated to a variety of charities supported by Ashby Castle Rotary Club.

Stitching At Stoneywell

A one day needlepoint course with Margaret Murton Friday 1st July and Monday 12th September (adults) Saturday 13th August (children) The setting of Stoneywell within the ancient forest of Charnwood is perfect for this course which celebrates the wonderful inspiration of nature on the Arts and Crafts movement and its resurgence of hand crafting.

Margaret, whose needlepoint designs are distributed worldwide by Ehrman , has created the course for both beginners and those who wish to improve their design skills. It will take place in the garden, from which its subject will be taken. The course for children has been specially created for ages 8 to 11 years.

The day includes a tour of the cottage, designed in 1898 by Ernest Gimson, expert tuition, all materials, refreshments and a picnic lunch.

There will be time to explore the garden and woodlands.

There are places for 12 people only on each day. Booking will open on February 1st 2016.

Double Bill For Music Lovers Loughborough Orchestra will be sharing the stage with the Newtown Linford Choral Society again at their Summer Concert after a successful collaboration in 2014.

This year the Mozart Requiem Mass in D minor will be performed in the second half of the concert. This is the last piece of music written

by Mozart and has something of a mysterious element.

An unknown person commissioned the Requiem but Mozart died before it was finished. There is no record of what Mozart had completed, or which pieces he had sketched out.

It was important for Constanze, Mozart’s widow, to have the work completed so that she could claim payment. She first asked Joseph von Eybler but when he felt unable to complete it, she passed it on to Franz Xaver Sϋssmeyer.

Whatever the origins, this is one of the most frequently performed pieces of choral music in the repertoire.

The first half of the programme has some rousing and tuneful melodies with very different background scenarios!

William Walton wrote various film scores and many of these became popular in their own right. The Spitfire Prelude and Fugue was adapted from the score for “The First of the Few” – a biopic featuring the designer of the Spitfire. The music immediately became part of popular orchestral repertoire and has remained so ever since.

Smetana was intent on engendering nationalist feelings in his music – and none more so than his tone poem “Má vlast”.

This piece of music depicts various scenes from life in Bohemia (now Czech Republic), the most

Although Brahms lived at much the same time as Smetana, the background for the Academic Festival Overture is very different!

Brahms was already an acclaimed composer when he was awarded an honorary doctorate of music from the University of Breslau. He was given a nudge that a piece of music in honour of the university would be an appropriate means to show his thanks.

Two years later, he completed the Academic Festival Overture, which he described as a “rollicking potpourri of student songs” and probably not what the University expected at all!

The concert will be performed on Saturday June 18th at 7.30pm.

New Chairman For North West Leicestershire District Council Ceremonial chains of office were handed to Councillor John Cotterill as he took over as Chairman of North West Leicestershire District Council (NWLDC) at its annual meeting on Tuesday 17 May 2016.

Councillor Cotterill, who has been a member of NWLDC since 2011, is the ward councillor for Coalville East. As well as presiding over meetings of the Full Council, the Chairman will represent the council at a variety of events across the district and will raise money for his chosen charities.

In taking on the role, Councillor Cotterill told the meeting: “I have chosen LOROS as one charity, as it is a local organisation that does great work. I have also chosen the Air Ambulance, as it is close to my heart and is completely independently financed. I hope fellow councillors and the public will be able to support me in my efforts to raise money for these two valuable charities.”

“I am very much looking forward to my coming year as Chairman and hope I represent the council and the district well.”

Outgoing Chairman, Councillor John Bridges, passed on the chains of office during the full council meeting, saying: “During the last 12 months I’ve been to

many events and represented the good people of this area. There are so many people in our district who are unsung heroes and do a great service to their communities. My advice to any incoming Chairman is to go out there, listen to people and represent this authority, which I believe is a great council that we should be proud of.”

During his time as Chairman, Councillor Bridges raised £6,691 for his chosen charity, the Alzheimer’s Society, helped in part by his wife and consort Annette Bridges, who cycled from London to Brighton, raising £1,200.

The meeting also saw two councillors receive certificates to mark their long service. Both Councillor John Coxon and Councillor Nigel Smith received awards for 21 years service.

Councillor Coxon told the meeting: “It gave me great pride when I was elected as a councillor.

I have served my home town of Ashby for this time; I hope I have been able to do a good job and will continue to do so.”

On receiving his 21 year service certificate, Councillor Smith said: “I would like to thank my wife Alison for all her support over the years, and also everyone else for all the help they have given me in my role as councillor.”

Record Turnout For This Year’s Charnwood Caper Classic And Sports Car Run

There was a record turnout for this year’s Charnwood Caper Classic and Sports Car Run, organised by the North Leicester MG Club.

This success will, once again, allow the club to be able to make a substantial donation to their chosen charity for 2017.

With over ninety cars in attendance, the previous best entry of around eighty, achieved at the 2014 and 2015 events, was comfortably improved upon.

Vehicles representing every decade since the 1930s were present, with over a quarter of them dating from the 1970s, and nearly twenty from the 1960s. The oldest car present was a 1938 MG VA Tickford, and the newest a 2014 MG3. In all, there were models from thirteen marques present, with the majority unsurprisingly bearing the MG badge. Of these, over thirty were MGBs, and nearly twenty were from the company’s relatively modern F and TF model lines.

Cars and crews travelled from eleven different counties to take part, with Leicestershire being home territory for just over half of them. Lincolnshire provided the second largest contingent, with nine classics travelling from the east coast county. Amongst these was the car which had travelled the furthest to take part, and this secured owners Mike and Irene Grainger, from Chapel St. Leonards, a prize for their 92-mile journey in a Nightfire Red 2001 MGF. The couple are members of the Lincoln MG Club.

The run’s 80-mile route took in over twenty villages in northwest Leicestershire, south Derbyshire and the northeast of Staffordshire. Starting at Quorn and Woodhouse station on the Great Central heritage railway

line, and travelling mainly on country lanes, the cavalcade of cars made its way to Barton Turns Marina, near Burton-on-Trent, for a half-way break and refreshments.

The second half of the tour made its way to the final destination at Staunton Harold Estate in Derbyshire.

Once at the finish, arrangements had been made for the participating classics to enter the estate via what is normally an exit road, so that each vehicle could be photographed at the estate’s impressive gateway. The cars were then marshalled onto the lawn in front of the hall, from where the crews could enjoy views over the parkland and lake, and take advantage of the sunshine on what turned out to be one of the hottest days of the year so far. There was also an opportunity to take a stroll around the estate grounds, the cafés and shops in the Ferrers Centre, and also to visit the National Trustowned Staunton Harold church.

Those with winning raffle tickets (purchased at the run’s start point) were able to claim their prizes at the club gazebo.

The run has been organised by the club since 2004 and the North Leicester MG Club chairman, Colin Readwin, said, “This year’s Charnwood Caper has been our most successful to date and the club is now looking forward to what is to be our largest ever display of MGs at the Beaumanor Classic Car and Transport Show in July.”

Disability Charity Celebrates 30 Years Of Enriching Lives

Enrych, previously Ryder Cheshire Volunteers, is celebrating three decades of tackling the social isolation and low self-esteem often experienced by people with a disability.

Set up by husband and wife Leonard Cheshire and Sue Ryder in 1986, the charity has a ‘rych’ heritage.

“By the time they married, each had established charities of their own, but went on to co-found Ryder-Cheshire Volunteers to provide opportunities for adults with a disability to reach their potential through two of life’s greatest pleasures, leisure and learning. They were keen to ensure that disability was no barrier to opportunity,” said Enrych Branch Manager Colin Edis.

Many will know that Leonard Cheshire and Sue Ryder had a strong connection with Leicestershire and in fact owned Staunton Harold Hall and rescued it from demolition to become a Cheshire Home. In 1980 the Home moved to purpose built premises at Netherseal and the Hall was converted to a Sue Ryder Hospice from where also Ryder Cheshire Volunteers worked out of. Ryder Cheshire and the Sue Ryder Hospice ceased to use the premises in 2002.

From 2011, the charity was rebranded as Enrych, carrying forward the initials of its visionary founders in the new name. Enrych is honoured to have comedian Graeme Garden OBE as patron.

“Being able to enjoy a hobby or interest and promoting independence is at the heart of our work. Our core service is matching disabled people living in Leicestershire and Derbyshire with either one to one volunteer support, or one to one Personal Assistant support so that they can access their favourite pastimes and recreational activities, or just receive support that will help them in their daily lives. The impact can be life changing for them and their families. They feel less isolated, more confident, and have a better quality of life.”

Enrych also organises a varied programme of events that promote social inclusion, these include days out, group activities and an accessible allotment.

Enrych are always looking for volunteers to support Enrych in a number of ways whether it’s partnering with one of our members, organising an event or group activity, fundraising, helping in the office, or becoming a trustee.

Enrych are always on the lookout too for people who may like to become paid PA’s. Both PA’s and volunteers can play significant roles in the lives of disabled people in our community.

Green Shoots Grant In Full Bloom Another successful round of Green Shoots funding has seen flowers springing up all over North West Leicestershire.

The Green Shoots grants, provided by North West Leicestershire District Council, is a match-funding grant scheme set up to help community groups and organisations inject their area with a little more colour.

Some of the recipients to benefit from this scheme are: Measham Parish Council received £100 for a mix of 2,000 bulbs Friends of Thringstone received £100 for a mix of 2,000 bulbs Castle Rock High School received £200 for a mix of 4,000 bulbs.

To mark the anniversary, Enrych are organising a special celebratory day on 23rd September at their base in the Marlene Reid Centre in Coalville.

Coalville Adult School Drama group will be presenting 'Last Tango in Little Grimly and 'Last Panto in Little Grimly at the Bridge Road venue between from 10th August until 13th August.

GARDENS TO VISIT

Calke Abbey

Well June was a month of chaotic weather and rapid growth in the garden! July is the month when I get to sit back and enjoy my own garden at it’s best, full of blooms, lush foliage and abundant fruit.

I also take a break from my busy Garden Design and Consultation business but I always seem to manage to arrange my holidays around gardens – a bus man’s holiday!

Some of my favourites are close by and some further afield but all are worth visiting for inspiration and the opportunity of enjoying the fruits of someone else’s labour.

On The Doorstep

Coton Manor

Calke Abbey is one of my top three favourite gardens. Being only a 10 minute drive from my home I can pop over to top up on garden history and my passion for walled gardens, it’s such a shame I rarely get the time though.

The gardeners at Calke Abbey manage a huge walled garden, physic garden, orangery orchards and more, all full of colour and edible abundance. I admire their neat rows of vegetables and wigwams of fragrant sweet peas.

Whatton House is another garden only a few minutes’ drive away from my home, off the A6 between Loughborough and Kegworth. Lady Crawshaw and

her gardener maintain some beautiful herbaceous borders, the oriental garden, rose gardens and orchards along with acres of specimen trees and woodland.

There are plant sales too.

Coton Manor Gardens take a while longer to journey too, but a gentle drive through the rolling Northamptonshire countryside is no hardship. The garden is owned by the Pasley-Tyler family who have developed a beautiful garden divided into areas of formal borders, ponds, kitchen garden, woodland and meadow.

They even have Flamingos wondering around on the lower lawns! The plant nursery sells plants grown onsite and they have some lovely unusual plants to tempt the enthusiast.

Further Afield

Trentham Gardens near Stoke on Trent has lots to look at if you are a keen gardener, fun for the kids and some lovely walks too. There is a huge garden centre nearby which is worth visiting too. Well known garden designers have developed the Italianate gardens, grass borders and there is a new woodland garden being planted up this year.

The ‘new wave’ plantings are spectacular throughout summer and into the autumn showing how the right combination of colour, texture and form can create a long lasting and dynamic garden.

Helmsley Walled Garden in North Yorkshire was a truly wonderful discovery last summer and my current favorite. The old walled garden adjacent to Helmsley Castle has been renovated to provide acres of perennial and rose borders, wildflower meadow, productive fruit , vegetable and cut flower areas. The stunning double borders backed with purple beech took my breath away with their bold colour combinations.

I do hope you get a chance to visit some of these gardens this year for some inspiration. Next month I’ll be suggesting some tasty ways to make use of the fruit, veg and herbs abundant in the garden at this time of year.

Polluting Diesel Fuelled Electricity Generators Planned Next To Willesley Lake Near Ashby Holy Trinity Playgroup Celebrates 50 Years Of Educating And Caring For Ashby’s Children For 50 years Ashby’s Holy Trinity Playgroup has been providing care and education for the town’s young children. This summer sees the Playgroup celebrate its Golden Anniversary by inviting past and present staff and children to come together, share memories and celebrate this remarkable achievement.

Since the swinging sixties, Holy Trinity Playgroup has offered accessible and affordable early years education and experiences to children in the local community.

As the longest running group of its kind in Ashby, it has builtup a wealth of experience and knowledge. It is this passion and high-quality care which sets it apart and enriches the children at the Playgroup today, just as it did back in 1966 when England won the world cup.

Emma Ricketts, Manager of the Playgroup, said: “We’ve built on our rich heritage and by working with local parents, we’ve successfully established a Playgroup that has provided exceptional care and early years’ education to thousands of children in our community. Today, our children continue to enjoy a safe and stimulating environment that

promotes equality, values diversity and recognises each child as an individual with unique needs.”

The 50th celebration will take place on Saturday 9th July, 4- 7pm at Holy Trinity Church Hall and is a ticket only event. The local Mayor will hopefully make it along to witness the many generations of the Holy Trinity Playgroup family. The event will feature a ‘Bake Off’ competition, children’s entertainment and a family disco and cake cutting.

The North West Leicestershire District Council have been advised of a proposal to develop an electricity generation facility on farmland off Willesley Lane near Ashby, overlooking Willesley Lake and close to the Willesley Scout Camp and Willesley Park Golf Club. This is an area of attractive accessible local countryside, situated in the Heart of the National Forest, of the highest value in terms of environmental value and tranquillity, identified for it’s recreational, and amenity value.

Whilst the development is described as an ’emergency standby’ facility, the report on behalf of the company Prime Energy Developments Ltd. indicates that it would typically operate for periods of 2 - 3 hours in both the morning and evening peak demand periods. It would also operate at other times to support solar and wind, when the sun doesn’t shine or the wind doesn’t blow. The site would cover 0.55 hectares (1.36 acres) and comprise of up to 15 diesel generator units, transformers, fuel storage tanks, and an access road.

It would be surrounded by a 3m high fence.

Thringstone Art Group are busy preparing lovely paintings for their ANNUAL ART EXHIBITION 20th -29th AUGUST. This is held in the Thringstone Community Centre on the Green in the village and helps raise money for this charitable centre, which serves the communities around Thringstone, Whitwick and Swannington. The popular exhibition shows about 200 paintings by local artists, all of which are for sale at very reasonable prices. It is open in the afternoons and evenings every weekday and Saturday and Sunday afternoons including August Bank Holiday Monday. Admission is free.

Frank Bedford, chairman of the Willesley Environment Protection Association (WEPA), which has more than 100 members, said “The Association was set up in March 2015 with the aim to protect and advance the character and appearance of the attractive local countryside landscape, by opposing intrusive development, supporting the protection and enhancement of the natural and historic environment and its recreational and amenity value, tranquillity and biodiversity. Also supporting the health, social and cultural well-being of the local and wider community, and establishing formal safe, convenient and pleasant public access into the adjacent National Forest open access areas. This proposal if allowed would destroy many of the areas qualities and be an unacceptable intrusion in the area in terms of air and noise pollution, impact on the landscape, effect on the rich wildlife, and even potential diesel pollution of the lake. The narrow and tortuous Willesley Lane would be subject to regular diesel deliveries by road tanker via the traffic calmed and residential Willesley Road.”

an historic and designated ecological significance (site of the former Willesley Hall and Estate, Willesley Church, on the route of the former Ashby and Breedon tramway to Willesley Basin, Willesley Park Golf Club and Willesley Lake) and is home to a range of public and private recreational uses – golf, angling, walking and cycling trails centred on Hicks Lodge, and the Willesley Scout Campsite.

All of which are acceptable uses in the countryside which do not diminish its landscape quality but which would be seriously adversely affected.”

In evidence documents to the presently withdrawn Planning Authority’s Core Strategy, a nearby potential residential development site was given the 'landscape quality value' of 9, the highest value of all the sites assessed within Ashby and only equalled by one other site in the whole District.

The generation facility is intended to be part of a government scheme providing back-up electricity power for the National Grid across the Country to ensure energy supply during periods of the day when there is heavy demand and when supply from wind and solar farms is low due to weather conditions, i.e. when the wind doesn’t blow or the sun doesn’t shine.

Under the scheme, electricity generated by the small scale diesel generators is being subsidised by £176 million over 15 years.

Mr Bedford added “The nonsense of this is that, on the one hand the government is committed to closing all of the UK’s coal fired power stations by 2025 to comply with EU legislation, and on the other it’s subsidising a form of generation that is just as carbon intensive, in order to replace that lost capacity. Not only do diesel generators not help at all to reduce C02 levels, they also produce particulates and nitrogen dioxide which are responsible for at least 29,000 premature deaths a year – up until now, mostly from diesel cars. Such diesel generators produce more than 2 1/2 times the amount of C02 produced by the alternative of gas turbines. Such pollution would pose a significant risk to the health of users of the nearby local recreational facilities, scout camp, and the surrounding population. There has to be far more appropriate locations for such generators if the government is to continue with this ill thought out heavily subsidised scheme that we are all paying for.”

thirty-odd years that the County Council has been talking about the Ivanhoe / National Forest Line, dozens of new rail services have appeared up and down the country. If someone else can do it, why can’t we?)

Leicestershire County Council has published its latest report into the National Forest Line, the proposed passenger rail link from Leicester to Burton. The report, based on a study by consultants AECOM, basically says the line will cost too much and would not generate enough economic benefits to make it a worthwhile investment.

In a bleak conclusion, the report recommends the County Council undertakes no further investigatory work at this time.

However, at this month’s Environment and Transport Scrutiny Committee, I had the chance to challenge the findings of the new AECOM report and put forward an alternative set of recommendations to the County Council Cabinet. This was the motion, with the reasoning behind each point in brackets:

This is before we consider what is rapidly becoming the horrifying prospect that is TTIP. This is the Transatlantic Trade & Investment Partnership, a trade agreement being negotiated in secret by the EU with the USA. From leaked reports of its contents, it is extremely worrying. Take one example from this which is the introduction of Investor-State Dispute Settlements (ISDS).

This will let companies sue governments if their policies impact on their profits. This would mean American corporations can dictate the policies of the British Government. This is an appalling affront to our democracy and sovereignty.

Project Fear will continue to ramp up their scaremongering efforts in the next few weeks, and it is important to remember that the only thing to fear is fear itself and I urge you to vote to leave the EU on the 23rd June.

So whilst it is quite clear that the Remain side of the EU argument have virtually no arguments on the EU making us safer, they are concentrating their campaigning efforts on trade. Now I have said that I want both sides to campaign on the facts, not on reports from organisations such as the EU funded CBI who with their obvious vested interests, are producing a number of ludicrous reports on the benefits of EU membership.

The EU also prevents the UK from removing violent criminals, for instance the Theresa Rafacz case where the UK Government could not remove a Polish violent killer because the offence did not cross a seriousness threshold set out in EU law.

There’s an opportunity here to keep the National Forest Line project alive and make a genuine attempt to lift the numerous obstacles that have lain in its way for so long. The positive impact of a local passenger rail link through North West Leicestershire on jobs, communities and the environment is potentially very great indeed. All it needs is for the National Forest Line to be given a fair chance.

The motion was passed, and has now been submitted to the County Council’s Cabinet, which was due to consider the National Forest Line report on 17th June.

It will be very interesting to see how Cabinet members respond to the submission from Scrutiny, especially as it was agreed with cross-party support.

(i) The County Council should continue to lobby nationally and regionally for the upgrade of the Leicester to Burton Line as a potential freight line which may allow for the further consideration of passenger services on the line in the future (It makes sense to lobby for an upgrade on the track and signals of the existing freight line, as this would bring it up to an acceptable standard for passenger trains, taking care of a good portion of the capital costs.)

As predicted, we have been subjected to project fear in recent weeks with dire warnings coming from the Remain campaign and the Treasury about recession, job losses, house prices and even war.

All this scaremongering is serving to do however is show the real weakness in the positive case for staying within the EU. Let me state the facts again, there is a net cost of around £8 billion a year that we have to borrow to pay to the EU budget. A budget whose accounts have not been signed off for 20 years may I add because of fraud and corruption.

(iii) Officers should write to Government requesting that further consideration be given to developing an improved methodology for assessing proposed transport schemes which takes greater account of social benefit (According to the County Council’s transport experts, the biggest difficulty in making a case for the National Forest line is the excessive payback time on the capital investment. Yet, supporting a rail link between Leicester, Coalville, Ashby, Swadlincote, Burton, and hopefully Moira, will reduce road congestion and connect communities. Part of the reason for the low Gross Value Added score awarded to the National Forest Line is an accounting methodology which is weighted towards economic benefits. The Scottish Government took social benefits into account when they approved their Borders Rail scheme – I don’t see why the UK Government can’t take a similarly more enlightened approach.)

As for the politics of it, there’s a familiar pattern emerging. Before an election, the local Tories talk up the National Forest Line. After the election, a damning report is produced. Net result: nothing happens. It’s a repeat of 2007-09, when the appointed messengers of doom and gloom were transport consultants, Scott Wilson.
