Multi-Million-Pound Sports Hall Opens At Martin High School In Anstey Article by Sadie Moore

On Thursday 7th July, Martin High School in Anstey, Leicestershire, officially opened their new multimillion-pound sports hall, with former student and former Tigers back-row, Taylor Gough, cutting the ribbon alongside Leicestershire County Cricket Club players, Scott Steel and Ben Mike. The project has been facilitated by Lionheart Educational Trust to provide state-of-the-art facilities for the 11-16-yearolds attending the school, as well as the local community. The 1,120sq metre facility took 9 months to build, with Surveyors to Education and Stepnell Ltd the major partners. Students, staff and the community are eager to make use of the state-of-the-art facility, for school lessons and extracurricular activity, as well as out of hours when it will be hired as a muchneeded indoor sports space for clubs and teams. The new development has provided a significant upgrade to Martin High School’s existing sports facilities, with the new sports hall comprising a multipurpose four court badminton centre, gym facility, performance studio, classroom and computer suite, all providing an exciting environment for learners. Opening the sports hall, Laura Sanchez, Executive Principal of Martin High School, said: “The sports hall will be transformational, not only for the learners at Martin High School, but also for the whole community. It’s thanks to colleagues in the Lionheart Educational Trust that we’ve been able to open this incredible facility and can’t wait to see it bustling with sporting activity.” During the official opening, guests enjoyed a tour of the sports hall while watching Martin High learners play cricket with professional players, Scott Steel and Ben Mike, from Leicestershire County Cricket Club.

But what about other foods and drinks that contain a lot of sugar and have a huge impact on our blood sugar (glucose) levels? So did you know?... • A small serving of basmati rice is equal to 10 (TEN) teaspoons of sugar. • A breakfast of cereal, milk, toast and fruit juice equals 16 teaspoons of sugar. And that's without any extra sugar you sprinkle, or marmalade you add. • A large baked potato is 15 teaspoons of sugar. A banana is about six. A medium chocolate muffin is ten. A medium bagel is 11, and a slice of bread is at least three teaspoons of sugar. • Our health is increasingly worsened (via insulin resistance) if our level of blood sugar constantly exceeds just one teaspoon of sugar.

Most people hope that their estate will pass on to their children and grandchildren eventually. But this will not happen for many, unless careful arrangements have been made to protect their assets from being taken towards the end of their life to pay for care home fees. The solution to help protect your estate is a Will incorporating a Property Protection Trust (PPT). A testamentary PPT can only be executed whilst both partners remain alive. Upon death of the first partner, their Will specifies that their share of the property is placed into trust and names the ultimate beneficiary of this share, normally the children and grandchildren of the deceased. The surviving partner, under the terms of the trust, has the unequivocal right to remain living in the property for the rest of their life. On the death of the second partner the Trust comes to an end and the property passes to the beneficiaries.

A PPT can help each person in a relationship ensuring that their children inherit their share of the property, while giving their surviving partner the ability to live in the property for the rest of their life. If the surviving partner wants to move to another property, they can still sell the property and the proceeds to be used to purchase a new property, the terms of the Trust remain over the new property.

Anstey Parish Council

Article by Liz Hawkes Neighbourhood plan update – Councillor Grant Cotton As Chairman of the Anstey Parish Council Neighbourhood Plan Advisory Committee, I’d like to update you on how this important project is progressing. The Neighbourhood Plan Advisory Committee, consisting of elected Councillors and volunteers from the local community is preparing a Neighbourhood Plan that will influence and direct development in the parish up to 2037. Work on the plan is progressing steadily with members of three theme groups: Housing; Community and Sustainability; and Environmental, all making positive contributions at regularly held meetings, to develop draft chapters and policies to shape the plan. The Neighbourhood Plan Area covers the whole of the Parish and once the plan is formally adopted all planning applications must take into account the policies contained within the Plan otherwise planning approval within Anstey Parish maybe refused.

Undertaking this work means that the Neighbourhood Plan will determine where this future development will go and what sort of housing is provided to help meet a local need. Making an additional allocation within the Plan will also ensure that it remains an active planning document in circumstances such as now where the Local Plan is classed as being out of date. It is for these reasons that the parish council has agreed to the Advisory Committee’s recommendations to start this important piece of work. The first step is to undertake a ‘Call for Sites’ to give all villagers and landowners the opportunity to put land forward. A site selection process will then be undertaken led by an independent external consultant to help determine the most suitable site or sites for future development based on local factors and housing need. These sites can then be considered for allocation within the Neighbourhood Plan. One of the more contentious subjects for any Parish, especially in Anstey, is how proposals for new housing are delivered. Charnwood Borough Council’s draft Local Plan has proposed site allocations for 937 new houses in the parish.

Seven groups came to the meeting and talked about the work they do in and around Anstey. The three groups who were unlucky not to receive funding will be given the opportunity to apply for further grant funding from Anstey Parish Council in October.

Under the planning rules significant additional powers are given to Neighbourhood Plans which seek to identify an additional allocation in the parish. This would be for an additional 5% of the proposed CBC, equating to 47 additional houses.

Councillor Surgery The Councillors will be visiting the Methodist Church Coffee Morning on Saturday 6th August at 10am. Please come along and raise any concerns you have within the village or find out more about what Anstey Parish Council has planned including the extension to the Jubilee Hall, the growth of the village and the development of the Neighbourhood Plan. Casual Vacancy There is a casual vacancy for a councillor at Anstey PC. This is a great opportunity to become involved in local issues that affect the community. If you would like to know more about the work, do contact us at the parish office or come along to a parish meeting to observe the workings of the council and to see if you would be interested in becoming a Councillor. The elections are to be held in May 2023 so the commitment would be for a year. To become a local Councillor, you need to confirm that you meet the following criteria: • You have not had a paid office with the Council (within the last year). • You are not subject to bankruptcy regulations. • You have not within the past 5 years had a custodial sentence. • You have not been convicted of corrupt or illegal practices. • You have not been convicted for failure to register or declare disclosable interests, under the Localism Act 2011.

You will need to submit an introductory statement for the Council to consider any application saying why you are interested in the role and how you feel that you can contribute to the work of the parish council. Platinum Jubilee Babies The Parish Council would still like to hear about any Anstey babies born in 2022, so that they can be given a commemorative Jubilee coin. We will then be able to make sure that your baby receives one of these coins. Public Toilets We are disappointed to report the number of attempts that are made to damage the public toilets in the Nook car park. The vandalism is happening on a weekly basis with attempts to gain access to the toilets by damaging the door, breaking the glass plus graffiti. The parish council have spent a considerable amount of public money to provide a highquality facility to protect the facility further money has been spent on CCTV that covers the doorways into the toilets. If you see this mindless vandalism report it, this type of damage ends up costing everyone to repair in the long run. Parish Council Meetings will be held on the first Tuesday of the month at the Jubilee Hall starting at 7.30pm. Article by Sheila Timms Anstey WI’s traditional July garden party had a Queen’s Platinum Jubilee theme this year. The two gazebos, providing welcome shade over the tables, were adorned with Union Jack bunting, there were plates on the same theme, and a special cake stand too. Member of the committee, notably Gill Bryce, Wendy Layton, Jan Chandler and Liz Heggs provided a delicious afternoon tea, supplemented with scones baked by Lisa Diggle and Daphne Grieff. Afterwards there

My Dad Died Three Times And Has Supported The Take Heart Charity Ever Since The recent Jubilee Celebrations brought back memories for Mark Finnigan of a less happy street party in Groby 20 years ago to celebrate the Queen’s fifty years on the throne. “There were lots of cakes, drinks and bunting,” reflected Mark. “Terry, my Dad, being a part time club singer, took the microphone and sang to the large crowd. It was very much enjoyed by everyone, but shortly after, as he showed someone his Union Jack socks, he sadly fell down with a heart attack. Luckily there were several nurses from the Glenfield Hospital, and others around, who performed CPR. Dad died three times, but those ladies didn’t give up until the ambulance arrived. Of course, both the LRI and later the Glenfield Hospital helped him, and as a result he became a member and then a Committee member of the Take Heart. He often attended with Janet, my Mum, at the bookstall and the support group, where he particularly enjoyed talking to, and giving reassurance to anyone experiencing heart problems. Mum also helps the Take Heart Support Group, both in person and by selling jams, pickles and more. Over time he has had several implantable cardioverter defibrillators (ICD) and stents fitted, and is just fine and walks daily in the nearby woodlands.” An ICD is a small device which can treat people with dangerously abnormal heart rhythms. It continually monitors and sends electrical pulses to regulate

Mark’s appeal is that readers learn how to deliver CPR, and approach Take Heart, either as a patient or as a family with concerns, as there are members who have been where you are and, as we say “got the tee shirt.” Just like everything else the pandemic has adversely affected the work of Take Heart. “Our hospital ward visiting and publicity stall volunteers have still not been allowed to visit the hospital,” said a spokesperson. But the group is active in fundraising and this enables it to buy equipment for cardiac services at Glenfield. “We are still looking into funding systems which allow patients to be monitored from home, saving a long hospital stay, and blood pressure monitors.” One recent donation of £1000 was made by a local company who lost a colleague to a heart attack at work. Following the disruption of the pandemic the monthly Support Group meetings are getting more and more attendees, though there are Committee gaps which still need to be filled. A lively talk on belly dancing by Roxanne, our well known local exponent, was on the agenda for the meeting on 6 August at Glenfield Hospital. From September to the end of the year the new venue for the meetings, on the first Saturday of the month, is likely to be the Clinical Education Centre near the South entrance car park accessed off the A50. Anstey and Glenfield Cricket Club have started the 2022 season and had a fantastic start to the Summer. The first team play in Division 4 West with the second team participating in Division 6 West. Both teams are looking to have successful seasons and push for promotion. The first team have had an excellent first half of the season and at the time of writing are sitting in 2nd place within their division. Victories so far have been gained against Kegworth 2, Kirby Muxloe 2, Leicester Ivanhoe 3, Shepshed 2, Cropston 2, Burbage, Narborough & Littlethorpe and Long Whatton. Just leading run scorers to date are captain, Sunny Singh and Viral Patel. The outstanding individual batting performance of the season so far was by Viral Patel at Leicester Ivanhoe when he scored a fantastic 107. Half centuries have been scored by Shehan Perera, Stu Wiles, Sunny Singh, Viral Patel and Nuwan Dharshana. The bowlers have also been performing very well with Nilesh Patel leading the wicket takers to date. Other bowlers who have made a great contribution include Charlie Wilkes, Naveen Ponduri and Joe Harris. 5 wicket hauls have been achieved by Naveen Ponduri and Nilesh Patel which helped the team in victories against Long Whatton and Shepshed 2 respectively. It should be an exciting end to the season with the team battling with teams such as Narborough & Littlethorpe and City Cricketers to try and grab one of the top 2 positions in the division in order to gain promotion to Division 3. Its been a fantastic season so far for the second XI. They are currently top of the table with 9 wins from 12 matches. The team have been led by Ranjeeva Fernando. Victories have been gained against Loughborough Carillion 2, County Officers, Barwell 2, Quorn 2, Burbage & Stoke Golding 2, Hathern, Maher 2 and Sapcote. The top run scorers so far this season are Nuwan Dharsana and Hanuman Kundakarla with the top batting performance to date coming from Ishan Fernando who scored a wonderful 103 in the victory against Sapcote. Other batters to have scored more than 50 runs in a match are Nuwan Dharsana, Sunny Singh, James Ogle, Hanuman Kundakarla, Ranjeeva Fernando and Pasindu Wannipura. The bowlers have been playing their part too with Dileepa Rodrigo and Nuwan Dharsana leading the way, this included Dileepa taking 5 wickets during the victory against Burbage & Stoke Golding 2. They will be hoping to maintain the winning results over the next few weeks to maintain their pole position. In addition to the club’s league encounters, Anstey and Glenfield CC have been playing in some of the county cup competitions. They made it through to the 2nd round of the Challenge Cup where they very narrowly lost by 4 runs against Blaby CC. The club also fielded a team in the T20 bowl where they lost to local rivals, Cropston. There has also been a couple of Sunday friendly matches including a match against Loughborough Carillion so giving all members a chance to play. Saturday morning has been a busy time down at the ground with the club hosting All Stars Cricket sessions. It has been great to see youngsters aged between 5 and 8 learning some of the basics of the game and taking part in some excellent sessions. The club would like to thank some of its members who have given up some of their valuable time by volunteering their services to supervise the lively youngsters. Over five hundred visitors helped Thurcaston and Cropston Open Gardens to be one of the most successful yet. Fifteen Thurcaston gardens and five Cropston gardens were open for visitors across both Saturday and Sunday afternoons on 25th and 26th June. Refreshments were available at several gardens and at All Saints Church.

The weather was dry and bright, if a little blustery. Garden visitors from surrounding villages and from as far afield as Liverpool (via a stay in Anstey with a relative!) and one from Germany enjoyed a peaceful

Many gardens had added attractions to raise funds for other charitable organisations. Plant and cake sales, tombola, book stalls and live music were among the alternatives on offer. In total over £1500 was raised for several cancer charities, several animal charities, MS, Inter-Care, All Saints church, and Ukraine. We are delighted to have raised almost £3000 for our principal charity Air Ambulance, and with just over £1500 for other charities, an incredible £4535 has been achieved. Thank you if you opened your garden for visitors, thank you if you visited and participated in all the activities on offer. We hope to see you again next year.

Article by David Couling One of the most famous people in modern horticulture will be visiting Newtown Linford on October 25th to give us a talk called ‘Dancing with Borders.’ He will be the latest in a string of famous names from the gardening world who have been to the village in recent years.

Jubilee Park Your Views Matter!

Most people will recognise James from his appearances on television, presenting on Gardeners’ World and the Chelsea Flower Show. Wearing his iconic hat, he is instantly recognisable to those of us who love gardening. He first made his reputation as a garden designer and his work can be seen all over the country and overseas. He is especially known in the USA and regularly appears at events over there.

Thurcaston and Cropston Parish Council is currently reviewing the public open spaces in the Parish to enhance them for the benefit of residents and wildlife alike.

He has written articles in gardening publications for many years and is a published author. He is often seen at shows such as Gardeners’ World Live presenting on a variety of gardening topics, often accompanying Monty Don.

Jubilee Park, situated off Latimer Road, Cropston was first leased to the Parish from Charnwood Borough Council in 1977 to celebrate the Queen’s Silver Jubilee. It is a large field, bordered by mature trees and hedgerows within which there are seats, a childrens’ play area, a rudimentary football pitch, basketball post and a picnic table

Work has already been carried out at Mill Race Bridge on Brooky Lane to expose the original stonework and restore the pond beneath. Feedback from this venture has been very positive and work will soon begin to restore Sandham Bridge to its former glory, thus helping to conserve the rich heritage of this area.

To make this area more inviting for people of all ages to enjoy, the Parish Council is considering creating some more interesting paths around the site, perhaps with interpretation boards along the way. It is acknowledged that the central sports / play areas should be maintained as they are at present, since these are well used and much valued by the local community. There are also opportunities to increase the biodiversity of this site by allowing the growth of wildflowers and grasses in several sections of the park and planting fruit-bearing trees which would in turn encourage more insects, birds and animals, many of which are declining in our increasingly built-up world. A series of close-mown paths could run in between these sections to maintain easy access throughout the park. The Parish Council would be delighted to hear your views on these initial ideas for this exciting new project. Planning Application. I have submitted further representations to Charnwood Borough Council about the proposal to develop up to 150 dwellings on land adjacent to Markfield Lane, Newtown Linford. This information outlining two previous planning application decisions which were close to this proposed site. One refused by Charnwood Borough Council, the other granted planning permission by Charnwood Borough Council but refused by Hinckley and Bosworth Borough Council. The first, P/18/0848/2, refused by Charnwood Borough Council. The proposal for the erection of one bungalow adjacent to the current planning application site. The officer report stated: ‘It is considered that the principle of a new dwelling at this site would have an unacceptable impact on the existing character of the area and the visual amenity of the surrounding open countryside. It is therefore considered that the development fails to comply with the provisions of policies CS2, CS11, EV/1 the NPPF and the SPD in this regard’. This open countryside is the site for the latest planning application P/22/1031/2. In my view, this demonstrates that severe and demonstrable harms would occur if this latest planning application was approved on this site of open countryside. The second application I referred to was the proposal to develop up to 93 dwellings on land north east of Ashby Road within the Newtown Linford Parish, but the access to the site within Hinckley and Bosworth Borough Council area. Therefore, it was determined by both Councils. After taking legal advice Hinckley and Bosworth refused this planning application. Stating: ‘The proposal would have a significant adverse effect upon the intrinsic character and beauty of the countryside’ In my view, this again demonstrates the negative impact on the open countryside that would occur, if this latest planning application for up to 150 dwellings was approved on the site adjacent to Markfield Lane, especially in this part of the Charnwood Forest area. To see my submissions and ‘call in’ please go to the Charnwood Borough Council website, planning application P/22/1031/2. This application is still in the validation stage, although a case officer has now been appointed. I will keep you informed whilst this application is going through the planning process. Charnwood Draft Local Plan. Just a quick update on the Charnwood Draft Local Plan. The Inspectors started the Hearings and after the first three days adjourned the rest of the planned session days. During the Hearing session on the 28th June Charnwood Borough Council confirmed that it would, in principle, be willing to accommodate Charnwood’s apportionment of Leicester’s unmet housing need. As this represents a significant change in circumstances compared with the submitted Plan, which proposed that unmet need would be dealt with through a Plan review, further consideration is being given to how evidence for the apportionment can be tested and the progression of the Plan Examination overall. The Inspectors have now contacted the Council with their suggested way forward. Within their letter they state: ‘A pause in the current Examination is therefore essential to enable all interested parties to review and have an opportunity to comment on the evidence that underpins the apportionment for housing and for us to be able to test that evidence in a measured and robust way’. The Inspectors also suggest potential dates for the session on unmet need during the week commencing 16th October or 23rd October 2022. In my view, this is disappointing news, any delay in agreeing the Local Plan through Examination leaves the Council open to more piecemeal development because the Council cannot demonstrate a five year housing land supply. Ukrainian Refugees. I was pleased to be invited by Grace Drane to the fundraising event she had organised to help raise funds for Ukrainian refugee children in Poland. Grace with her husband and daughter have over the last ten years been raising funds for a children’s charity in her home town of Lodz in Poland. Since the start of the war in Ukraine, Lodz like many other places in Poland has faced the humanitarian challenge of the arrival of thousands of Ukrainian refugees, mostly women and children. In Lodz, a family friend of Grace, runs an established children’s charity. Since the start of the war, the charity is also

having to support over 2,500 Ukrainian children, which includes 400 orphans. In my view, we are so lucky to have within our local communities people like Grace with family and friends, who are responding to this current dreadful situation that is the consequence of this war. By organising the fundraising event in the Woodhouse Eaves Village Hall, thanks to the generosity of local people, businesses and organisations who generously donated items for a raffle, auction and stalls, the fair was a great success, raising over £3,500 on the day. Grace has told me that fundraising is continuing and the amount achieved is beyond her expectations. She has also told me if anyone would like to make a donation to help the children’s charity in Lodz you can do so by paying into the account Rotary Club Leicester; Sort Code 30 94 97; Account Number 02722147, it is important you add “Ukraine Support”. Grace is planning to visit Poland in August where she will meet her friend Fr Piotr who runs the charity and the children who will benefit from the generosity of local people. I look forward to hearing the news on her return. The Loughborough Building Society. After the most difficult times I experienced with the Nationwide Building Society when trying to save the closure of their Anstey Branch. Article by Ben Vaughan Venue: Anstey Methodist Church, Cropston Road When: Thursday evenings from 7pm Web: www.ansteychessclub.co.uk Summer Cup Results Chapman Cup (Slower format) We made it 3 wins out of 3 recently away from home against Loughborough with comfortable draws for Julian and John and good wins for Matt and Mike Wylie Cup (Rapid play) A further two defeats in the Elite rapidplay competition leave us rooted to the bottom of the table. We have yet to put out a full-strength side and consequently we have suffered quite heavy defeats by 5.5-2.5 to Wigston and 6.5-1.5 to Syston more recently. Harrod Cup (Rapid play) Just one game to report on this time at the time of writing. A defeat for our second team away at Ashby by 6.5-1.5 with a solitary draw for Daddy Valdas and a very good win for Mike against one of his former team-mates. Chess in the Park A couple of our guys are mad-keen on chess (as we should be!) and suggested 'Chess in the Park' and/or 'Chess Al-Fresco'. A few of our members will be making appearances at Bradgate Park with sets and a clock for some casual games and demonstrating some chess variants. If you see us out and about, then do feel free to say hello to us - we are a friendly bunch. As we meet in Thurcaston, we began by walking by the old thatched cottages to the probable birth place of Bishop Hugh Latimer. He was martyred in Oxford 1555 for preaching Protestant beliefs when Queen Mary, a Catholic, came to the throne. We also looked at the memorial to Hugh Latimer in All Saints Church Thurcaston. Through out history churches have played a big part in village life and church bells summoned people to worship. The following week it was very brave of the Brownies and (some of) the leaders to climb the very steep ladder to the Bell Tower where Peter taught them about the history of bell ringing The original bells do not survive. The oldest bell (tenor) still hanging in the tower dates from 1525 and weighs as much as a small car. Next, we met at Broombriggs car park, Woodhouse Eaves and climbed uphill through the trees to the remains of the windmill. The mill no longer has sails but has been converted to a viewing platform. Michael had opened the windmill especially for us. We marvelled at the extensive views of the surrounding valleys and listened to the how villagers of the past brought their wheat to be ground into flour; Michael even had an easy bread making recipe. We made our way downhill through the old parts of Woodhouse Eaves to the playground on Main Street and played until parents came to the adjacent car park and took them home. From the main car park in Birstall we walked by the old houses, (counted 19 ceramic butterflies in a pretty garden,) and noted the separate entrances for boys and girls at the old National School. We visited St James the Great church yard to see the grave of Sergeant John Hannah, the youngest airman in World War 2 to be awarded the Victioria Cross for outstanding bravery. We learned a little about canals and barge transport as we crossed the locks by the White Horse pub then back in time to the Ice Age in Watermead Park. We headed for the Millennium Mammoth on the hilltop. The huge statue was built to commemorate the discovery of woolly mammoth remains when Watermead was a quarry. Next, the nearby playground and the rope tunnel over the water

channel; we were having so much fun that we had to hurry back to meet the parents in the car park. The Sculpture Trail is in the The Outwoods, between Woodhouse Eaves and Nanpantan. Many parents and dogs joined us to admire the fantastic willow weave and ceramic structures on the modern day theme of climate change, pollution and the environment. There were also 70 small ceramic, little men high above our heads that were not easy to spot. Seventy figures for the Queen's Platinum Jubilee. The Brownies were very tired, especially at the thought of the uphill climb back to the car park, but made remarkable recoveries and soon were climbing, swinging and sliding on the play equipment. Our final local history outing was to walk from The Wheatsheaf, Thurcaston across the fields to the Great Central Railway line. Built in 1887 to transport corn and coal to London and Manchester it later carried passengers. After almost 40years the many small UK railways were grouped together as four big companies and our railway joined LMS (London, Midland and Scottish) until nationalised into British Railways. Unfortunately The Dr Beeching Axe closed most of the line but protests by many people saved a section to become a heritage steam railway called the Great Central. Our footpath led to a small tunnel under the GCR and then across Rothley Golf course. In Rothley village, we bought chips from the helpful staff in The Pizza Inn and sat to eat them on the seats of Cross Green. Parents appeared to take home Brownies with sticky ketchup fingers. To collate our local history discoveries we made stickers to place on our maps to include all the places we had visited and our own house. We have also been learning to read an orienteering map and in small groups we found all the controls and completed a course around Castle Hill Park from the Gynsill Lane entrance. The Queen's Platinum Jubilee featured in our crafts as we made red, white and blue items, bunting and crowns for the Church fete, Open Gardens and Garden shows in Glenfield and Thurcaston . We were sorry to say goodbye to our 10 year old girls as it is time for them to move on. So we have spaces for new girls; minimum age 7. Local businesses and individuals were invited in for a tour of the branch and refreshments in the Nook Corner Café next door. The team handed out some small gifts to those attending outside the branch to celebrate their opening and help spread the word. The branch had a soft launch on 1st June to ensure everything was in place and working properly. In June the branch had 153 visitors which has allowed the team there to start to get to know and understand our Anstey community. They are now able to promote their services locally. The Hearing Sessions commenced at 10am on Tuesday 28th of June 2022 within the Victoria Room of Loughborough Town Hall. On day one of the hearings, Charnwood Borough Council (CBC) Planners advised that they wanted to include the allocation of Leicester City’s unmet housing numbers within the public examination. They advised that they would be able to accommodate the additional housing (1,170 houses over 15 years) within the current sites already in the Local Plan. The Planning Inspector disagreed and indicated as this was a ‘significant change’ to the Local Plan, the Public Examination couldn’t continue, and the Inspector adjourned the Public Examination after three days. The statement printed below is currently on CBC’s website. At the time this report was sent to print, a letter had just been received from the Inspector. Universities Partnership Universities and councils across Leicestershire have signed an historic agreement to work together to drive economic growth and tackle social challenges across the region. The University of Leicester (UoL), De Montfort University (DMU) and Loughborough University have agreed to combine skills, experience and resources to deliver joint projects supporting the local economy, arts and culture, sports and more. In working with local authorities across the region in this way, the agreement constitutes a unique collaborative approach to help direct work carried out into projects which will provide the most benefit to the area. Between them, the three universities generate a big impact locally, contributing a total of £1 billion to the Leicester and Leicestershire economy, supporting nearly 17,000 jobs. Individually, they have carried out many projects and initiatives which have brought benefits to the region. But for the first time, with the Universities Partnership, the universities will work together on projects in five key areas: • Education • The Economy • Sport, Health and Wellbeing • Environmental sustainability • Arts, Culture and Heritage. All 92 polling districts have been reviewed following changes to the borough’s ward boundaries which will come into effect for the local elections in May 2023. Next year the current 28 ward boundaries in Charnwood will reduce to 24. The number of borough councillors will remain at 52 but it means most ward boundaries will change, except for two wards, Anstey, and Quorn & Mountsorrel. The boundary changes are the result of an independent review by the Boundary Commission. All polling districts, places and polling stations have been reviewed by officers at Charnwood Borough Council and views are now being sought. Proposed changes include the creation of some new polling districts, places and stations and the removal of others. Some larger polling districts are being proposed to be split into two to comply with Electoral Commission recommendations. We are seeing temperatures of nearly 40 degrees in the UK. I hope you all managed to stay safe and keep hydrated. I attended the Swithland Parish Meeting (held once a year) on Tuesday 21st June. This was the first time in two years that the meeting has been held due to the pandemic and it was lovely seeing local residents and listening to their concerns and issues.

On Wednesday 22nd I attended Leicestershire Music Hub Spring concert at De Montfort Hall. It was a fantastic event, showcasing the incredible young musicians we have from across the city and county. There were pieces played by the Intermediate and Big Bands, Flute and Clarinet Choirs, the Concert and Symphony Orchestras and the Schools Massed Choir (over 150 children) who sang a song from every decade of Her Majesty the Queen’s reign. On Monday 11th July I was in Loughborough as a volunteer to assist Charnwood Borough Council with the arrival of the Commonwealth Games Queen’s Relay Baton. It was a very warm day with many people enjoying the sunshine, having the opportunity to witness this great event. I was stationed in the market place and managed to grab a great photo of Dan Greaves, a Paralympic discus thrower, who was born in Anstey, proudly carrying the relay baton through the town.

One of my favourite events of the year is the Anstey WI annual garden party. There is nothing better than taking an afternoon off to eat sandwiches and cakes, all washed down with a glass of Pimm’s, in a beautiful garden. We all had a great time, so a big thank you to the ladies for inviting me. Cost of Living Crisis We are all suffering from the costof-living crisis, and this impacts our daily lives. I just wanted to share some details about the support that is available locally through Leicestershire County Council. Public Health • Warm Homes support - grants and funding to supply low-cost items to support people to stay warm in their homes • Local Area Coordinators/ Community Recovery Workers – direct support to individuals in communities • First Contact Plus - support offers which includes a triage of circumstances • Food and Food Poverty - work with food banks, food pantries, holiday activity and food programmes for young people and families, cooking training and sustainable food education. Environment & Transport • Love Food, Hate Waste - an initiative that supports residents to reduce their food waste • The promotion of reuse or repair for furniture - includes upcycling training as well as caring and repairing clothes. This supports residents to think sustainably about their belongings to save money • The electric bike voucher scheme – support for residents in purchasing an electric bike is a significant contribution (£300 voucher) towards the purchase. Adults & Communities • Carers support service encompasses more generic support with advice on managing money/support to access grants and benefits available/links with other organisations • The Multiply Project - launching

in September/October 2022, working with adults in hard to reach/access groups to improve numeracy skills with tangible links to employers and job opportunities • Adults with disabilities into supported employment - aims to work with local businesses and communities to provide meaningful paid employment opportunities for a complex group of people. • Home care providers delivering care in people's own homes to identify those people in need of additional support due to increasing fuel prices/ food prices. Children & Families (CFS) • Foodbank referrals and community fridges - facilitated by CFS localities who work closely in partnership with local supermarkets and shops to make use of surplus waste • CFS workers supporting casework families – support with cooking on a budget, budgeting, priority debts and refer/signpost families from the CFS front door triage team and in the localities, where they work closely with district councils and are involved in local initiatives • Supporting Families Employment Advisor - who offers support, benefit advice and better off calculations to enable people to make informed decisions about their finances and how to better utilise them. At a partnership level across Leicester, Leicestershire and Rutland (LLR) a ‘social welfare cell’ has been established under the Local Resilience Forum. The Group is chaired by Leicester Cathedral and draws membership from across LLR. The welfare cell seeks to maximise impact by adding value and supporting the work of partner/constituent agencies. Key areas of focus within the Group’s Action Plan are understanding the impact of crisis through data and analysis and supporting key organisations and partners to: • Build financial capabilities through financial literacy and education • Increase access to appropriate financial services and affordable credit • Increase access to money and debt advice. Information is being added all the time and this will be a useful webpage to look for help and support: www.leicestershire. gov.uk/cost-of-living Council Finances The cost-of-living crisis is also

having a huge impact on the council. Leicestershire County Council’s cabinet has asked senior finance officers to look at reducing capital expenditure and identify further potential savings in addition to those set out in February in its four-year Medium Term Financial Strategy (MTFS). National and global events since then have triggered a decline in the overall financial situation affecting all councils including Leicestershire. With inflation already at 9% and expected to pass 11% by October – the costs of providing day-to-day council services, as well as crucial long-term major infrastructure projects to accommodate a growing county population, have surged. For example, each 50p increase in the National Living Wage means an extra £10 million for the council to find for their wage bill. The cost of providing statutory social care for vulnerable and older adults and children will be the main service costs driven up sharply by inflation which will see the cost of care increase. Leicestershire, which is one of the worst funded county councils in the UK, is continuing to lobby MPs and press the Government for a fairer way of funding local authorities and has warned it cannot afford to wait for the much needed reforms. Previously the council calculated there would be an £8 million gap between what it needs to spend and its income next year but now says inflation, and other pressures, have widened that gap to around £20 million, an increase of £12m. By 2025/26 the forecasted budget gap is predicted to increase from £40 million to £70 million unless further action is taken. To tackle these concerns, they are looking to trial a ‘School Streets’ scheme on Latimer Street, Anstey. The School Streets initiative looks to provide a solution to these issues through a congestion free zone during school drop off and pick up times. This initiative prioritises pedestrians such as


parents and children by providing a safe space for people to walk and cycle in the vicinity of the school through a closure of the street at certain times of the school day, term time only. Access for residents of the street will be maintained as they will be issued with a school streets access permit before the initiative is brought into force. LCC will be holding two engagement sessions during the summer period. County Council representatives will be in attendance to talk through the initiative and answer any questions the community may have. During these 4 weeks, a dedicated feedback page will be available where residents, parents and the wider community will be able to provide comments on the workings of the initiative and whether they would like to consider this a permanent feature to this street. Leicestershire is growing, with new population figures available by sex and age group. The overall population of Leicestershire has risen from 650,489 in the 2011 national census to 712,300 in the 2021 census (rounded to the nearest 100). This is broken down by sex, with 351,700 males (49.4% of the population) and 360,600 females (50.6% of the population) living in the county. The number of households in the county has risen by 11% from 267,434 in the 2011 census to 296,400 in the 2021 census (rounded to the nearest 100). This census data allows Leicestershire County Council to make financial and planning decisions for the future regarding the provision of local services. This can help with predicting future changes in demand for services that the county council provides such as school places, adult social care availability, public health provision, transport infrastructure and housing needs. Thurcaston And Cropston Gardening Club

Article by Richard Elks An Outing to Waterperry Gardens Waterperry Gardens in Oxfordshire was the venue for an outing in July by the Thurcaston and Cropston Gardening Club. The organised outing was attended by 50 members and visitors. Waterperry was made famous by Beatrix Havergal who established her School of Horticulture for ladies from 1932 to 1971. The heritage of the Horticultural School remains at the core of what Waterperry do with the sharing of knowledge with visitors. It is now home to eight acres of beautify landscaped ornamental gardens. The gardens have excellent herbaceous borders, orchards, woodland walk alongside the river Isis, and extensive wildflower meadows. It also has a quality plant centre, garden shop, and gift shop. Also on site is a horticultural museum and excellent tearoom. The weather was very kind for this outing and everyone seemed to enjoy the visit.

The last time Club members and their guests had been able to meet for a strawberry tea was in July 2019. How our lives and the world have changed during those ensuing three years! Looking back at records of previous meetings, we had regularly chosen the Blue Bell Inn, Rothley, as our preferred venue for our strawberry tea, and 2019 was the fifth consecutive year we had enjoyed the pub’s hospitality. So, on a glorious summer afternoon, with the outside temperature nudging towards 30 degrees, it was with pleasant anticipation that Club members and guests were able to gather again in 2022 at the Blue Bell to indulge in a traditional English afternoon tea. The staff made us very welcome, there was an abundance of scones with jam and cream, plus sweet and juicy strawberries, and a plentiful supply of tea and iced water were provided to quench our thirsts. A raffle was held, raising £45 towards Club funds. After a most enjoyable afternoon, sincere thanks are due to Sue Wakerley for making the arrangements for the event and the staff at the Blue Bell for their attentive services. On 8th August, we shall be at the Schoolroom, Cropston Evangelical Free Church, when Club member, Christine Burnett’s talk entitled “My Woolly Journey – a Hobby or Obsession” will be about her hobby of spinning and weaving.

Thurcaston & Cropston Local History Society Article by Peter Smith 19th July was a historic day, both locally and nationally, with the highest temperatures ever experienced in the UK. A weather station at Mountsorrel recorded 40.1°C. In the circumstances, we decided to call off our visit to the Framework Knitting Museum in Wigston and we hope we can rearrange it for a future date. Our next event will be an evening visit to Ashby-de-la-Zouch, with a guided tour starting from the town’s museum at 6.00pm on Tuesday, 16th August. You are welcome to join us but please let us know in advance using the contact form on our website. The cost will be £6 for both members and visitors. Meanwhile, we are looking forward to our event in September and we need YOU to make it a success! Preparing For The New 2022/23 Season At Anstey RFC

Major Theft Of Steam Locomotive Parts From The Great Central Railway At Loughborough Article by Michael Stokes

In between the hours of 11.30pm and 3.30am last Friday, 1st July, a storage container at the locomotive repair facility of the Great Central Railway, Warners Way, Loughborough was broken into. A representative of the railway has made an initial estimation that the theft of copper piping, steam boiler valves and fittings, expansion link to name a few has a replacement value of up to £50,000.00. Most of the parts are for the locomotive, Boscastle, owned by Boscastle Locomotive Ltd which is currently undergoing a major restoration in the workshops of the Great Central Railway and have little value as scrap metal. The restoration of steam locomotives requires most of the parts to be manufactured for that restoration requiring highly skilled engineers to carry out the works. The team carrying out the restoration are devastated with the theft after all the long hours they have put in manufacturing the parts. The police have attended the site and we are currently awaiting any information from them. If anyone has any information, we are hoping to be able to offer a reward for any information that will help us to catch the thieves and retrieve the parts.

In fact if you visit the RFU website you will see Anstey start at the top of the table ------- by alphabet. After a few early friendly warm up games, the league season starts in earnest on 10th September when we host Shepshed, then a week later we are Away at Hinckley, rounding off September with a Home game against Market Bosworth. October brings Leicester Lions to Anstey after we are Away to Oadby Wyggs on 1st of the month, then Away at Aylestone St. James and Stoneygate later in the month. Return fixtures will take place in January and February. The remaining fixtures are now being filled in for every week through to President’s Day on Sunday 7th May 2023 Fitness has been the buzzword for pre-season training as will see from the images on this page, moving on to honing skill levels as the new season approaches. We will have a well prepared squad for the new campaign! Due to the lack of the traditional President’s Day at the end of last season also not having a formal dinner the club are planning a Celebration Day on Saturday 27th August. Activities will start early afternoon at out Link Road Pitch, moving on to The Coach & Horses later in the afternoon when Cups and Shields will be presented to those who were voted to gain an acknowledgement for their efforts during the 2021/22 season. Music and more will follow later into the evening.
