Launches Customer Portal to Help Missourians Manage Benefits Online
JEFFERSON CITY, MO – The Family Support Division (FSD) launched a new FSD Benefit Portal last week to help Missourians get immediate access to important updates about their benefits and submit information to FSD virtually any day, any time. At this time, the portal will focus on providing information to MO HealthNet participants about their annual renewal, with plans to allow Missourians to view and manage additional benefits in the future.
“We remain committed to doing everything we can to make sure anyone who is still eligible for MO HealthNet coverage can keep that coverage,” said Kim Evans, Family Support Division Director. “Part of this is updating our technology and improving our processes to allow our participants to man-
age their benefits safely and securely online. We are excited to officially launch the new benefit portal and look forward to providing Missourians with a virtual and efficient way to do business with the Family Support Division.”
Once a participant creates an account and signs in to the FSD Benefit Portal, they will be able to find when their MO HealthNet annual renewal is due. When it is time to complete their annual renewal, they will also be able to view, complete, and submit their annual renewal form through the portal, if a form is required. If an annual renewal form is not required, they will be able to view a notice to alert them that FSD successfully completed

June 15 Application Cutoff for Organic Transition FY 2023 Funding
Columbia, MO, May 12, 2023 – The Missouri Natural Resources Conservation Service (NRCS) is accepting applications for the Organic Transition Initiative (OTI) funding. Applications received through June 15, 2023, will be considered for funding in fiscal year (FY) 2023.
Funding for OTI supports conservation practices required for organic certification. The initiative will help build new and better markets and income streams, strengthen local and regional food systems and increase affordable food supply for more Americans, while promoting climate-smart agriculture and ensuring equity for all producers.
“NRCS can help producers develop a conser-
vation plan that meets their goals and can often help with financial assistance to implement elements of the conservation plan,” said State Resource Conservationist Selma Mascaro. “The organic transition period can be challenging for producers, and NRCS is here to help.”
NRCS is dedicating $70 million across the nation to assist producers with a new organic management standard under the Environmental Quality Incentives Program (EQIP). Missouri will administer its allocated funds through financial and technical assistance to producers to address natural resource concerns. Higher

Gov. Parson Announces Launch of Mobile App for Schools to Rapidly Alert Responders and School Staff to Emergencies
(JEFFERSON CITY, MO) – On May 10, Governor Mike Parson announced that public and charter schools in Missouri can begin signing up to utilize a new state-funded mobile emergency alerting app that allows teachers and others to rapidly alert school staff and first responders to emergency situations. The alert app will be available free to schools and users.
“We want all students across Missouri to have the opportunity to learn in safe and se-
cure schools,” Governor Parson said. “That’s why our administration included funding for this school safety app. It puts a simple to use silent alerting app into the hands of teachers and school personnel, so they can get word out of an intruder or other emergency. We will continue to advance school safety and the ability to quickly respond to threats to Missouri’s students and educators.”
The Missouri Department of Public Safety has funding available
for an emergency alert app to be available for public and charter schools across the state.
Last month, Missouri contracted with Raptor Technologies to provide what is referred to as a silent panic alerting system.

For Mother’s Day, she asked for a bicycle to ride with her young daughter. However, on the Wednesday before Mother’s Day, he arrived with a barbecue grill.
“That’s not a bicycle,” she said in disbelief.
“I know,” he answered, “but it is nearly summer, and we need a grill.”
“Oh, goody,” she answered sarcastically. “We need a chandelier in the dining room, and that’s what I will get you for Father’s Day.”
On Saturday, he came home with a bicycle. Thank God for second chances.
Peter promised Jesus, he would never forsake Him. Indeed, if it meant fighting with spears and swords, Peter was ready. He brandished a sword when the soldiers came to arrest Jesus. Still, when it came to accepting Jesus’ way of doing things, Peter was not ready. Three times he denied even knowing Him.
Days later, Jesus met with Peter beside the Sea of Galilee. After a
brief commitment check, Jesus sent Peter out to finish the assignment he had accepted when Jesus called him. In the call to Peter, Jesus said, “I will make you a fisher of men.” Now Jesus said, “Feed my sheep.” Thank God for second chances.
David, the respected King of Judah, messed up big time. The young man who once trusted God enough to face the giant Goliath; the boy, who with God’s help faced lions and other animals to protect his sheep, became an adulterer, a murderer, and a liar. Yet, he could later pray, “Wash me, and I shall be whiter than snow.” And God did it. Thank God for second chances.
I promised God I would spend thirty minutes a day in prayer with Him first thing every morning. For a time, I did it. Then, something came up, and I forgot. This happened not just once but multiple times. When at last I got back to my promise, God was still there. Thank you, God, for second chances.
Bondy Named to Columbia College Dean’s List

2023 FFA Chapter Banquet Held
Well, ladies and gentlemen, it’s that time of the year. The 2022-2023 FFA Banquet was held on May 3 to recognize the hard work of this year’s members and Alumni, offer a farewell to senior members, and install this year’s incoming officer team. To start the night off, ‘22-’23 President Chase Simmons welcomed guests and members to a meal prepared by Tammy Head, meat donated by Smithfield in Milan, and Chaplain Jacob Daniel
did the Invocation. As people entered the Banquet Hall, the gymnasium, they were greeted by a new addition to the usual program. Officers opened up Banquet partnered up to walk-in songs and special handshakes. Tommy Ludington, 71, of Powersville, Missouri, died in an accident at his home on Thursday, May 4, 2023.
Thomas Glen Ludington was born in Sewal, Iowa, on March 23, 1952, the son of Robert James and Erma (Gatrel) Ludington. He attended school in Sewal and graduated from Seymour (Iowa) High School. Tommy began driving a truck at the age of 16 and continued driving until his death. He owned and operated his own truck and drove out of Brookfield Fab for many years. He was a popular driver among his peers and had friends across the United States. Tommy often drove to the east coast every week. Tommy never met a stranger and
Tommy married Robbie Fuller in Newton, Iowa, on September 23, 1983. He liked to collect old semi-trucks and old cars, working to restore them along with his brother Bobby. He liked to fish and had recently purchased an RV to travel. He was always happy and considered a good man by all who knew him. He will be sadly missed.
Tommy is survived by his wife Robbie; and his children, Michael Ludington, and Anthony Pearson of Powersville, Missouri; and a daughter, Brandy Pearson of Hannibal, Missouri. He is also survived by six grandchildren and his mother Erma Ludington of Sewal, Iowa, as well as brother, Logan Ludington also of Sewal.
Tommy was preceded in death by his father Robert, and his brother, Bobby.

Budget Highway Projects
The legislature has finished the budget for the 2024 fiscal year that begins in July 2023. Infrastructure improvement is a big priority for Governor Parson. Therefore the legislature budgeted a lot state funds for state infrastructure. Our state highway system will be the beneficiary of billions of state dollars over the next few years.
$2.5 million for land purchase and preliminary work on Highway 63 bypass of Macon.
$2 million for land purchase and preliminary work on Highway 61 bypass of Hannibal. Both projects are very
important for Northeast Missouri and will improve travel in those regions of the state.
$100 million again this year for low volume roads. Many North Missouri roads are being resurfaced right now with the $100 million that was put in the 2023 budget. This will need to be continued for a couple more years to bring the condition of low volume MoDot roads back to a normal state.
$2.8 billion to rebuild I-70 into a 6 lane highway the entire width of the state. Many in District 3 may not think this will benefit them much.

We’ve spent over five billion dollars building more than 2,700 miles of wall—and no, not at our southern border. All along our nation’s highways, we’ve built noise abatement walls—20 to 30 feet tall in some cases. Protecting neighborhoods from highway noise might be worthwhile, but it isn’t a crisis. What’s happening at our southern border is a crisis.
There have been more than 5 million illegal border crossings since
President Biden took office and more than 1.3 million illegal immigrants have evaded apprehension at the border. That’s bad enough, but now, with Title 42 set to end at midnight, illegal border crossings are skyrocketing.
In the last 72 hours, there have been 26,382 apprehensions at the border. That’s more than one apprehension every 10 seconds. And those are just the crossings we know about—that doesn’t even begin to account for the number of illegal immigrants
How do we know that? Because we’ve all seen the devastating impacts of fentanyl use in our communities. More than 100,000 Americans died of drug overdoses last year and many of them overdosed on fentanyl and other synthetic opioids trafficked across our southern border. These aren’t just numbers; it’s friends taken from us too soon, children losing parents, and parents mourning the loss of children. No parent should have to bury their child because we don’t have the courage to secure our southern border.
Make no mistake, this crisis isn’t by mistake— it’s by design. On his first day in office, President Biden fired off a

Today, we passed the Secure the Border Act, which resumes construction of the border wall, deploys new technology to the border, increases the number of Border Patrol agents, strengthens laws protecting unaccompanied minors from human traffickers, ends the catch and release of illegal immigrants, and ends the abuse of immigration authorities by the President. This is a commonsense solution every American should be able to get behind.
If we can afford to spend billions building thousands of miles of noise abatement walls along our highways, we can finish the wall and secure our border to protect our children and our communities. We can’t afford not to.

Allise Perkins cleared the high jump bar with a jump of 1.52 placing second and winning the right to advance to state competition.
Several Putnam County track team members qualified for and competed in the Class 2 Sectional meet held at South Shelby on Saturday, May 13. In outstanding performances, many qualified to advance to state competition on May 1920 in Jefferson City.
In the 100M Dash, Traylen Brundage placed third (13.13) and Adeline Dickerson placed fourth (13.15), with both qualifying for state. Dickerson also qualified for state in the 200M Dash, placing fourth (13.15).
The 4x100M Relay team of Karley Seaton, Traylen Brundage, Jesslyn Knowles and Adeline Dickerson placed fifth (52.32).

In addition to providing information through the new FSD Benefit Portal, the Family Support Division will send important information about annual renewals, including a yellow annual renewal form (if required) to participants by mail. If an annual renewal form is required, individuals will need to complete, sign and return it to FSD before the deadline in their letter. There are many ways to submit an annual renewal on time, including:

· By mail to the address provided
· In-person at a local resource center
· By phone (call 855373-4636 and select the MO HealthNet option)
North Central Missouri Regional Water Commission is seeking applications for full-time or part-time operator positions at the NCMRWC water plant. Full-time preferred. Licensed individuals will be given preference, but all applications will be considered. Applicants without a license will be required to obtain a “D” level Water Treatment license and a Distribution System 1 level Water Distribution license within 12 months of employment date. NCMRWC will assist in paying for classes.
Employees will eventually perform all aspects of the water treatment process and become familiar with all other operational systems including pumping stations and distribution system. Job duties will consist of, but not limited to, sampling, testing, record keeping, evaluating water quality issues, aid to other operators, standardization and calibration of lab equipment, cleaning, and general maintenance.
Applicants must be able to lift a minimum of 50 lbs. on a regular basis. Employees will report directly to the operations manager. NCMRWC provides a full benefit package for full-time employees. FSD is federally required to check the eligibility of all MO HealthNet (Missouri Medicaid) participants every year through an annual renewal. This process was suspended due to the federal public health emergency, but the federal government announced late last year that states would be required to resume verifying eligibility as of April 1, 2023. Now that our weather has turned, there are some events and things that have recently started or are coming up that I thought I would address today in this article.
The “Market on the Square” began on May the 6th to a busy opening and if you missed it, you missed a lot. There was asparagus, plants, baked goods, eggs and many other early spring items with more on the way every week. In addition to those, the market has crafts, clothing, soap, woodworking, collectibles and other handicrafts.
The market in Unionville runs every Saturday from now until the end of October from 7 to 11 am or when items are gone. There are farmer’s markets in other counties also. I hope you will support the market and the local growers that help our economy.
Another event coming up for 4-H and FFA members is the weighin on Sunday, June 11 from 2 to 4 pm. You must bring your animals in if you need them nose printed on that day. The swine, sheep and goats will all be done as they come in so no specific time for each species as was the case in the past. I will plan to remind you
again in future articles. Since it is spring and summer that means fairs are coming up quicker than you think. The Sullivan County Fair in Milan is one of the first ones and is scheduled for June 29 to July 9. You can contact the extension office there (265-4541) for more information on specific show times, etc. The Northeast Missouri Fair (NEMO) fair in coming up in Kirksville on July 18 to the 22nd. Their website, NEMO FAIR in Kirksville, Mo, has much more information. Finally, the Lucerne Stock Show will run from August 2 to the 5th with the livestock shows on the 2nd to the 4th. More information on that will come later. I know several of you like to get things on your calendars or take time off to see your kids show so I will continue to keep you informed.

Daniel Boling Appears at The Bixler 108 Listening Room on Friday, May 19
together on the porch in the evenings and made their own music? In addition to being entertaining, songs carried the news and kept traditions alive. During his performances Daniel Boling will return you to that place and the early radio
days with songs from the 30s, 40s and 50s ranging from folk, gospel, country to pop. You will recognize songs from Wood Guthrie, Pete Seeger, the Carter Family and lots of others that you love. Daniel’s own songs carry on that tradition. And
Ellen will join in for some duets.
Daniel and Ellen Boling will be live at The Bixler 108 Listening Room in Unionville, Mo on Friday, May 19, 2023. Show time is 7 pm. Located on the West side of the Unionville square,
there is never an admission fee at the Bixler, but donations are encouraged and appreciated. Your generosity makes it possible to continue to bring musicians like Daniel Boling to Unionville.

Daniel Boling refers to himself as a “balladeer/songwriter”. Actually, this former National Park Ranger and criminal investigator is much more than that. He is a very talented and award-winning songwriter whose songs are filled with sweet imagery and infallible word craft. Here is what some of the other artists have to say about Daniel: “One of the most talented songwriters on the circuit”; “One of my favorite songwriters” (Tim Henderson, legendary Texas songwriter); “That’s not just songwriting-that’s composition” (Tom Paxton).
His live performances, filled with his energy and charm, are equally compelling. Winner of the Kerrville New Folk contest, the Woody Guthrie Folk Festival and many others, Boling’s songs and stories share experiences from a life welllived in three countries and seven states that have been captivating audiences in the U. S. and Europe in over 100 shows each year.
In addition to his tours with his wife, Ellen, Boling is a member of the iconic 1960s folk trio The Limelighters, that frequently perform with The Brothers Four and The Kingston Trio.
