Council Approves Residential Anti-Displacement and Relocation Assistance Plan The Unionville City Council was called to order by Alderman Gary Davis who chaired the meeting at 5:30 PM on Thursday, February 1, 2024. In attendance were Kellie Purdy, Eric Lutz and Jason Hill. Mayor Charley Bill Pittman joined the meeting via telephone. After review, Purdy motioned to approve the Consent Agenda. Lutz seconded the motion, which passed 3-0. Staff Reports were reviewed. T. J. Payne, Water/Wastewater, reported that the department is 100% compliant with DNR. He told the council he had checked into schooling for an employee and gave the details. He requested permission to cut a hole in the sidewalk to gain access to the curb stop to shut off a water leak behind the Scuttlebutt building. There were no objections. Officer Josh Mathes informed the council that the flags for ATVs issued with the permits were getting hard to obtain and had a tendency to fail. He requested that the council drop the $50 fee for the first time ATV permit, which included $25 for the flag and just charge the $25 and not issue flags. The council had no objections. Mathes added that he will be out of town on two different occasions to testify in two separate

court cases, one in Kansas City, KS, and one in Bethany. Mayor Pittman reported on the old Rexall building. Davis stated they had received the engineer’s report from the firm representing the owner of the adjacent building. In Old Business, City Treasurer Amy Homann reported on the results of further inquiries into Economic Development funds and the demolition of the former Rexall building. In New Business, budgets for Street, General, Sanitation and Economic Development were reviewed. Chris Hines, Street Dept., reported that he planned to save back some funding each year for five years to apply to an asphalt project. Homann stated that about $40,000 left over from last year’s general budget would be applied to Code Enforcement demolition. She pointed out that there were changes to the Water/ Wastewater budget. She suggested if the council was going to raise any utility rates that water would be her recommendation. Purdy motioned to approve the Residential Anti-Displacement and Relocation Assistance Plan. Rotary Clubs Join Together for a Night of Bowling

Rotarians from Scotland, Schuyler and Putnam counties enjoyed an evening of bowling at the Scotland County Lanes in Memphis on January 31, 2024. Rotarians and their many invited guests ate dinner and then enjoyed cake (made & decorated by Schuyler County Rotarian, Linda Blessing) and ice cream to celebrate Scotland County Rotary Club’s Charter Member,

Dr. Harlo Donelson’s, 92nd birthday. Following the meal and birthday celebration, many Rotarians and their guests took to the lanes and bowled well into the evening.

Master Gardener Course to be Held in Kirksville For individuals interested in becoming a University of Missouri Extension Master Gardener, an in-person course will be held on Thursdays, February 29 through May 16, from 9:30-12:30, at the Kirksville Aquatic Center meeting room. Most classes will have a gar-

den tour or hands-on learning opportunities. You can find registration information at https:// extension.missouri.edu/ events/master-gardener-course-kirksville. The mission of the Missouri Master Gardener Extension Program is “helping others learn to grow.” The Master Gar-

dener program provides in-depth horticultural training to individuals throughout Missouri who then volunteer their time applying what they have learned to help others in their communities learn about gardening and environmental education. After the course,

individuals will be encouraged to join a local chapter, and complete 30 volunteer hours of service and 6 continuing education hours within the first year to become a certified Master Gardener. Local chapters have monthly meetings, social activities, garden tours, service projects, and
