Nationwide Shortage of Bus Drivers

HB1626 Almost all schools across this country has this problem. A shortage of bus drivers. Missouri is no exception. Bus drivers aren’t paid real well. They are considered part time employees. And at times their job can be very stressful. These factors don’t make the job very attractive. The Missouri procedures for obtaining a bus license is not extremely difficult, but recently the federal government has added some costly training for first time bus drivers. Therefore making it much more difficult and costly for first time applicants who wish to obtain a license to drive a bus. All these issues combined makes bus driving a job that very few young men and women seek. Thus many of Missouri’s school bus drivers are retired individuals, in their late 60s and early 70s, looking to supplement their retirement income. A few years ago the state of Missouri made some changes concerning older bus drivers. If a citizen takes the testing and obtains their bus license, their license

is valid for 6 years. Normally when the six years expires you simply renew that license the same as a car driver’s license with no additional testing.

The Missouri changes require anyone over 70 years of age to take the Missouri bus driving test every year. This new procedure causes many an older driver to retire and not deal with the yearly testing. The reasoning is to weed out any driver whose mental capacity may be waning. Thus avoiding accidents caused by a driver’s diminished mental capacity. I understand the reasoning, but the local school who sees that driver every day and also bears the liability, are in a much better place to make a judgement about a driver’s mental ability. There are many bus drivers over the age of 70 that are great drivers and very competent. I don’t think we should be discouraging these drivers from continuing to serve our schools. Especially when almost all schools are desperately searching for drivers. HB1626 if passed, will raise the testing age to 77. Hopefully

Donald Gene “Donnie” Parsons

Princeton, MO: Donald Gene “Donnie” Parsons, 60, Princeton, MO passed away Sunday, January 7, 2024, at a Princeton, MO nursing home.

He was born on June 10, 1963, in Osceola, Iowa the son of Leslie Eudean and Geneva Ruth (Putnam) Parsons.

On January 14, 1984, he married Sheri Thompson in Princeton, Missouri. She survives of the home.

Donnie was a graduate of Princeton High School in 1981. He enjoyed working on the farm and going camping.

He was preceded in death by his father; father-in-law, Ronald Thompson; and sister-inlaw, Melody Parsons.

In addition to his wife, Sheri, Donnie is survived by his mother, Geneva (Putnam) Parsons, Trenton, MO; brother, Ronnie (companion, Shelly) Parsons, Cainsville, MO; sisters, Debbie (Doug) Harrold, Nixa, MO, Jill

Zane Myers is a lifelong Missouri resident and is a Northwest Missouri State University alumnus. He is originally from Princeton. Mr. Myers has served as President of the Plattsburg Rotary Club and is also a member of the Clinton County University of Missouri Extension Council. He is an Agency Sales Manager for the Missouri Farm Bureau Insurance with offices in Plattsburg and Smithville. Mr. Myers has served on The Community Foundation board since 2016. Before be-

coming Chairman of the Board this year Mr. Myers served as Vice-Chair for two years. Mr. Myers and his wife Taylor currently live in Smithville with their daughter Elsie.

Rachel Kagay is a Gallup® Certified Strengths Coach and owns Rachel Kagay Coaching and Consulting. She has been speaking and facilitating to audiences across the Midwest for 15 years.

Mrs. Kagay is a graduate of the University of Missouri, Columbia in Agricultural Education.

She grew up in rural Missouri and credits her involvement in church, 4-H and FFA with much of her success. She has served on The Community Foundation board since 2019 and Chairs the Maximize NWMO committee in addition to

being Board Vice-Chair.

Mrs. Kagay is a resident of Maysville in DeKalb County with her husband Bryant and three young children and enjoys life on their family farm.

Mitchell Bailey is the Chief Executive Officer of GRM Networks, headquartered in Princeton, MO. He has worked at GRM Networks for 10 years, holding various positions. Mr. Bailey is a native of Trenton, MO, where he received an Associate of Arts from North Central Missouri College (NCMC), before obtaining a Bachelor of Science degree in Business Management and a Master of Business Administration from Northwest Missouri State University (NWMSU) in Maryville, MO. Commissioners in Missouri are paid based on the population & assessed valuation classification their county falls into ranging from Class 1 (Boone, Buchanan, & Greene counties for example) to Class 3 (all the rural counties of north central Missouri). Social Security Matters

Ask Rusty – Can Someone Work While Collecting Social Security Disability?

Dear Rusty: If a person is collecting Social Security disability benefits, can they, at any point, work at all? If they can, what is the maximum they can earn and still keep the disability benefit? I am asking because my husband is still young, but his injuries will not allow him to go back to the job he had prior to his injuries and surgeries. He does not just want to sit at home doing nothing!

Signed: Concerned Wife Dear Concerned: Actually, the Social Security Administration (SSA) encourages those collecting SSDI (Social Security Disability Insurance) benefits to attempt to go back to work and they provide considerable leeway for them to do so.

The monthly earnings limit for those collecting SSDI benefits in 2024 is $1,550 and as long as your husband earns less than the limit while working, his SSDI benefits will not be in jeopardy. Your husband should contact Social Security’s Ticket to Work program directly to protect his disability status and discuss returning to work while collecting SSDI benefits.

The Ticket to Work program assists those now receiving SSDI benefits who wish to test their ability to return to work without putting their SSDI benefits at risk. The program provides considerable assistance, including new career training opportunities and connection to potential employers, and it is voluntary and costs nothing. Here is a link to Social Security’s information on the Ticket to Work program: https:// choosework.ssa.gov/ It’s not mandatory for your husband to enroll in the Ticket to Work

program but, in addition to other available assistance, he can request a Trial Work Period (TWP) which would allow for 9 months, over a rolling five year period, during which he can earn any amount (even over the normal monthly limit mentioned above) without risking his SSDI benefits. Within the Trial Work Period, only those months he earns over the normal monthly SSDI limit would count as a Trial Work Month. So, for example, your husband could work part time regularly earning under the normal monthly limit and if, in some months (up to nine), he earned more it wouldn’t affect his SSDI benefits.

So, your younger disabled husband can, indeed, work while on Social Security disability, for as long as he wishes while earning under the monthly SSDI limit (the SSDI earnings limit changes yearly). He may also wish to enroll in Social Security’s Ticket to Work program for assistance with developing a new career. Plus, he can take advantage of using trial work months in the event his work earnings will, at times, exceed the monthly SSDI limit. If your husband earns over the SSDI limit for more than the 9 trial work months and his benefits are consequently stopped, he can - within the 5-year Trial Work Period – have his benefits reinstated (without again going through the full application process) if his disability, once more, renders him unable to work full time.

For starters, I suggest your husband contact Social Security’s Ticket to Work program directly at 1.833-889-0108 to discuss returning to work part time. Social Security will guide him through

Fraudsters often plot out where they will target consumers, exploiting every little thing that can go wrong, from power outages to roofs damaged by fallen trees.

Attorney General Bailey offered the following tips on what to look out for to avoid potential scams during the winter season: Utility Scams - Someone showing up at your residence unannounced.

Utility imposters work year-round, but after a storm, they might call or knock on your door saying they need to repair or replace equipment. Then they’ll ask you to pay before the work is completed. Don’t pay them. That is likely a scam.

Contractor Scams Taking their word when they say they’re licensed and insured. Before you sign on any dotted line or pay anyone anything, make sure that “contractor” is real. Ask if they are licensed and insured and check their paperwork.

Contact the BBB and the Attorney General hotline at 800-392-8222 to check on complaints. Ask for referrals and unless you

Government Scams - Official-sounding representation. If someone says they’re from the local utility company, call the utility company and ask for verification.

The same goes for anyone who claims they’re a government official or who throws around official-sounding assistance – contact the agency in charge of whatever program you’re being offered and ask for their assistance.

“We need to plug your Social Security number (bank account or credit card number) into our system to see if you qualify for the program.” If anyone asks you for anything like that, it’s likely a scam. The same principle applies to FEMA application fees. Someone who asks for money in order to qualify for FEMA funds may be scamming you.

“My message to Missourians during this winter season is to stay vigilant. If the worst happens to you, we’re here to help,” said Attorney General Bailey. “If any consumer believes they’ve been the victim of a scam, we encourage them to contact our consumer hotline at 800-392-8222 or online at ago.mo.gov.”

The Princeton boys basketball team traveled to South Harrison for the South Harrison tournament, facing Tri-County.

The Tigers had no problems taming the Mustangs, winning the game 66-30.

The Tigers jumped out to a 25-8 score after the first quarter thanks to the hot shooting hands of Clay Evans who made two baskets and two three-point shots. Talan Holt had six points and Noel Schreffler had five.

Princeton scored 19 points in the second with eight points from Clay Evans, six points from Talan Holt and a bucket each from Tyler Coffman, Kash Holt, Cooper Boxley and Hunter Lowrey.

The Mustangs managed a bucket and a freethrow.

Going into the third quarter with a 44-11 lead, the Tigers scored 11 points in the next two quarters.

In the third quarter Evans had five and Talan Holt had four. Kash Holt made a pair of freethrows. The Mustangs saw their best effort scor-

Dear Friend, January 9th marked National Law Enforcement Appreciation Day. While every day is an opportunity to show our appreciation to all the men and women who serve our communities, we should take time to honor the profound dedication of the law enforcement officers who willingly put their lives on the line to protect our family and neighbors daily.

The winter weather we’ve been facing this week has been a reminder that it isn’t just crime that our law enforcement officers fight. When motorists are stranded on the roads or folks need assistance when the temperatures are freezing and the power is out, law enforcement is at work, providing much-needed help.

For that, we’re grateful.

Dangerous road conditions are, of course, only one of many threats that law enforcement faces in the line of duty. Officers put themselves in danger daily when responding to incidents. What might seem like a routine call could turn deadly in an instant.

Unfortunately, the last several years have been deadly for law enforcement officers. In 2023, 378 officers were shot, 47 fatally. In total, 136 law enforcement officers died in the line of duty in

2023. Ultimately, one law enforcement death is too many.

Despite the critically important role that our police officers play in protecting us, “defund the police” rhetoric and actions have only increased from radical liberals in recent years. Defunding the police is the antithesis of keeping our communities safe. Our officers deserve our full support and that’s exactly what I’ve pushed for in Congress.

In addition to resolutions supporting local law enforcement officers and condemning efforts to defund or dismantle local law enforcement agencies, we passed the POLICE Act of 2023, a bill that makes the assault of a law enforcement officer by an illegal immigrant a deportable offense. I’ve also pushed for funding to aid in training law enforcement officers in North Missouri.

“Back the blue” isn’t just a phrase. Our law enforcement officers put their lives on the line daily and saying thanks is the least of what we can do. We must ensure our law enforcement, whether in our counties or cities, remains strong for the safety of our communities. I’m proud to stand in support of those who keep us safe each day.

Repairs To East Elm Street Water Leak Approved By Lineville City Council Members

The Lineville City Council met in regular session at 6:00 p.m. Monday, January 8, 2024, at Lineville City Hall.

Mayor Jack Shields called the meeting to order and answering roll call were Councilmembers Scott Bell, Elizabeth Polsdofer, Jacob Snow,

Josh Stiles, and Tom Shriver; City Clerk Brandy Shriver.

Josh Stiles moved to approve the minutes of the last meeting as posted. Scott Bell seconded the motion; Motion carried 5-0.

The City Clerk presented the monthly fund

balance report showing January income of $19012.77 in governmental funds and $18488.10 in utility funds and January expenditures of $10270.78 in governmental funds and $17799.18 in utility funds and transfers of $1425.00 in utility funds.

In the Water Department, Council was presented with the proposal from Hall Engineering for the water leak at East Elm Street. After calling Hall Engineering Representative Nancy Buss and asking all the questions Council and Mayor had, Scott Bell moved to approve the proposal and start with the actual process to start getting the leak repaired. Tom Shriver seconded the motion; Motion carried 5-0.

Discussion then turned to options regarding the Post Office. Mayor Shields stated his idea of purchasing one of those prebuilt office buildings

fell through because they were mainly leased and used at construction sites for offices. Clerk Shriver informed the Council she had received all the estimates she had requested and that the minimum a new building would cost (not including excavation costs, waste disposal, and guttering) $101,423.96.

Clerk Shriver then presented the Council with a new option. She suggested that because the Library is not regularly used by more than a couple of residents, the City should consider renovating the Library into a place for the Post Office. Shriver stated she had “rough” estimates on some of what she knew would need to be changed and that she thought the City could do the renovations/ addition for the amount of money currently in the Post Office Fund. She also pointed out that if the space was suitable for the Post Office to rent that the rental income would be deposited into the Community Building Fund which so badly needs the rental income. The Council directed the Clerk to contact Jess Stark to have him come talk to the Clerk about what would need done and give the Council a quote on what the costs would be.

Clerk Shriver then

explained budget changes that would affect Lineville. She explained that the biggest change for the Council would be that they were going to have to have 2 special meetings this year to accommodate the new rules and get the Budget turned in by the due date of April 30th.

Discussion then turned to annual raises. After brief discussion, Scott Bell moved to increase Denny Rankin and Kevin Nickell’s pay from $17.50/hr to $18.00/hr and $16.50/hr to $17.00/ hr and moved to approve a 3.5% raise for Clerk Brandy Shriver taking her gross salary wages from $28266.84 to $29256.18.

Josh Stiles seconded the motion; Motion carried 4-0 with 1 abstaining.

Clerk Shriver then stated that former Councilmember Chad VanHorn had sat on the Project Share Board for the City and she needed someone to take his place. Newly elected Councilmember Elizabeth Polsdofer offered to take his place.

Hearing no further business, Mayor Shields declared the meeting adjourned; Meeting adjourned at 7:01 p.m.

Missouri Hosts Beef Quality Assurance Training

Joe Koenen, Univ. Extension, retired MO BOUNDARY CONCERNS I began discussing fence issues last week and this week I plan to discuss a very similar – but different area, that of boundary lines. Unfortunately, they are not any clearer than fences themselves. The information is for educational purposes and not a substitute for competent legal advice.

Boundaries are where one of more landowner’s property line is located.

There are several Missouri laws that come in place here.

Boundaries are normally placed on the exact property line but unfortunately in many cases there are exceptions. (1) After 15 or 115 years it can be extremely difficult to impossible to know exactly where that line is located. Surveyors will say a survey is the most accurate but that is only partly true. There are places where old section posts or stakes are no longer there or visible and the further the marker post is from the actual property, the tougher a survey becomes. Today’s surveys are extremely good but not infallible! (2) Missouri, as practically every other state of English origin, has an extremely old concept or law called adverse possession. It comes as far back as the 1100’s if my recollection is right. Anyhow, it is also now as “squatters rights”. If a property or part of a property is used for 10 years consecutively or more, someone can claim that under adverse possession. To qualify, it must be continuous thru the 10 years, adverse to

the interests of the true owner, not done part of the time or say at night, and must be utilized as the adverse possessor’s own. An owner with say a new survey CANNOT just move or remove the fence without the neighbor’s okay just due to a survey. It must go to court before settled and photos and testimony of others (witnesses to where the line was) can be used in court for the other side.

The fence must be a legal fence and not on the ground or not repaired to qualify for adverse possession. The best advice I can give you is to work things out before it goes to a court where no one wins. Your county extension office should have tree order forms from the Missouri Department of Conservation now as well as the Putnam County SWCD office. They are “first come, first served” so do not delay to get them if you are interested.

Missouri Beef Industry Council is offering Beef Quality Assurance (BQA) trainings across Missouri. Anyone involved in raising or handling cattle is encouraged to attend. Funded by the Beef Checkoff, the BQA program guides producers toward continuous improvement using science-based production practices that assure cattle well-being, beef quality and safety.

Let it be known that the Mercer County Soil and Water Conservation District will hold an election for one supervisor in each of two different territories in the county.
