New Canada, British Columbia help farmers with climate changes

British Columbia (B.C.) farmers and ranchers can better prepare for and mitigate impacts of climate change, while continuing to support the province’s food security and a sustainable environment through funding from the governments of Canada and British Columbia.

Funding is available via the Beneficial Management Practices (BMP) Program.

The BMP Program is now open for its first round of intake applications. There is $4 million available to help producers throughout the province become more resilient and

contribute to a cleaner, healthier environment with projects that improve:

waste management

air quality control

emissions control

soil and riparian integrity

water quality

environmental impacts

A change to the program, which has run for more than 15 years, is the elimination of a previous “lifetime cap” on funding. This means that all producers, including previous program participants, are eligible for funding for the upcoming year. Eligible applicants must have a complete environmental farm plan, which helps producers identify environmental strengths and potential risks on their farms and ranches.

With large parts of the province being hit by drought conditions early in the season, farmers and ranchers can apply for BMP projects that pertain to water storage, such as building dugouts and roof rainwater harvesting systems, as well as water conservation, such as improved irrigation system management and irrigation scheduling.

The $4 million in funding is from both the Province’s CleanBC initiative and the Sustainable Canadian Agricultural Partnership (Sustainable CAP). Sustainable CAP is a 5-year (2023–2028), $3.5-billion investment by federal, provincial and territorial governments to strengthen competitiveness, innovation, and resiliency of the agriculture, agri‐food and agri‐based products sector.

What is the right pre-harvest product?

No product will speed up or even out crop maturation, but a pre-harvest aid can speed dry down (diquat products), control perennial weeds (glyphosate), or support crop and weed dry down (saflufenacil). Choosing the right pre-harvest aid depends on one’s goals, the field conditions and the weather forecast. Why are some plants prematuring, dead or weird?

Plants that mature quicker than the rest of the crop will be especially noticeable pre-swathing, providing the perfect scouting opportunity. Is it clubroot, blackleg, sclerotinia? Gather as much information as soon as possible: forensic agrology is best done before plants’ death and decay make diagnosis impossible. Address the few issues that are still within your control and keep thorough notes of what might impact a future crop: scouting results should be a key element in planning future rotations, variety choices and management decisions.

Aster yellows continues to appear – often with dramatic, ‘weird and wacky’ symptoms – but has so far remained at low incidence except in small regions in western Saskatchewan. Aster yellows cannot be prevented and there are no effective remedial treatments. If the issue is not disease, look for abiotic reasons. Volunteer canola can be heavily branched and may have different seed colour than

When to swath?

Swathing will likely be earlier this year than in most years due to this season’s hot weather. To maximize yield and quality, canola should be swathed when at least 60% of seeds on the main stem (raceme) show some seed colour change (SCC). Note: seeds do not have to entirely change colour – seeds with any amount of mottling or speckling should be included in the SCC count. It typically takes canola 10-15 days to mature from the very first signs of SCC (approximately 40% moisture content) to 50-60% SCC (approximately 20% moisture content) under average August conditions. How to assess maturity in uneven fields?

Uneven emergence and challenging growing conditions mean plant staging is patchy and/or variable in many fields. Maximizing profitability depends on accurately assessing maturity and determining where the majority of yield will be. Towards resilient forage seed crops-based cropping tapping opportunities of warming-humid climate

quarter of 2020 to 2nd quarter of 2022. To tackle the emerging issues while tapping opportunities opened by warming and wetter growing seasons, research and developmental thrusts should focus on developing sustainable crop diversification strategies. The following part summarizes some of the thrusts I have identified for our research projects in the AAFC Beaverlodge forage program. Resilience against threat of soil-borne diseases such as club-root and black-leg of canola under existing cropping systems

Why diversification matter?

Diversified cropping systems can sustain under environmental and economic uncertainties and enhance resilience in the face of weather extremes and unpredictable climate. In his recent review, Khanal (2022) consolidated merits of diversified cropping systems including forage seed crops in the Peace region. Simplified systems based solely on annual crops often have high reliance on agrochemical inputs and are sensitive to pest pressures and climate variability (Bowles et al. 2020; Malézieux 2012; Petersen-Rockney et al. 2021). In the Peace region and other parts of western Canada, rapid evolution of herbicide resistant weeds (Beckie et al. 2020) and outbreaks of crop diseases such as clubroot in canola (Strelkov et al., 2021), Fusarium head blight in wheat (Chin et al. 2023), Aphanomyces root-rot in peas (Chatterton et al. 2019) and other biotic threats in various crops (McCallum et al. 2021) may be some of the manifestations of issues, which may be associated with low diversity cropping systems. Over 20 weed species have developed resistance to one or more groups of herbicides in Alberta (https://www.weedscience.org/summary/Country.aspx). The warming climate, especially in the Peace region (Cutforth et al. 2004; Shen et al. 2005), is likely to favour over-winter survival and range expansion of crop pests (Deutsch et al. 2018). A study predicted that 1°C increase from current temperature could double the risk for infestation by wheat stem sawfly (Cephus cinctus), while promoting the persistence of migratory grasshopper (Melanoplus sanguinipes) and pea leaf weevil (Sitona lineatus) in this region (Olfert et al. 2009). Diversified systems can balance the tradeoffs between the emerging challenges and opportunities.

Canadian prairies including the Peace region are undergoing increases in temperature, precipitation and frost-free periods (Berry 1991; Cutforth et al. 2004; DeBeer et al. 2016; Shen et al. 2005), and this could be favourable for crop diversification and agricultural intensification in the Peace region (Motha and Baier 2005; Weber and Hauer 2003). Farmers are motivated to adopt various climateadaptive practices (Davidson et al. 2019). Diversification of cropping systems is more ecologically rational strategy than agricultural expansions in the newer frontiers (Klöffel et al. 2022). Crop diversification with the inclusion of perennial forages and nitrogen-fixing legumes can provide nitrogen credit and contribute to the profitability of the system (Palmero et al. 2022). Enhanced resource use efficiency substituting part of the nitrogen input and prolonging perenniality in the cropping systems can contribute to reduction in greenhouse gas emissions and building soil carbon stock (Govaerts∗ et al. 2009; Liu et al. 2016; Smith and Lampkin 2019).

Rapid increase in prices of fertilizers and other inputs further justifies the quest of options for capitalizing on the nature-based solutions. Statistics Canada data show that the nitrogen fertilizer price index increased by 127% from the 3rd

Since its first detection in a few fields near Edmonton, AB in 2003, the clubroot, caused by the protist pathogen Plasmodiophora brassicae Woronin, has been posing the most serious threat to canola production in western Canada. Large diversity in clubroot pathogen has been breaking down cultivar resistance very rapidly, spreading over 3000 fields in AB, and 12 and 15 fields respectively in SK and MB (McCallum et al. 2021). Reported grain yield losses due to clubroot were up to 96% in Polish cultivars and up to 91% in an Argentinian-type cultivar (Pageau et al. 2006). Because of long survival of P. brassicae resting spores in the soil, aptly planned crop rotations have been identified to be most dependable solutions to clubroot disease (Peng et al. 2014). Break crops for more than two years from canola reduced the inoculum level by >90% and four years of break between two canola crops increased yield by 76% compared to continuous canola (Peng et al. 2015). For Peace region, where forage seed production is a significant cropping systems component, forage seed crops can be a resilient measure for protecting canola yield, while mitigating the pathogenic carryover.

First detected in 1975 in SK, the blackleg disease, caused by the fungal pathogen Leptosphaeria maculans (Desm.) Ces. and de Not, spread rapidly in other regions of western Canada posing a remained persistent threat to canola production. It can cause up to 50% yield losses in canola. While development and use of resistant cultivars is a continuous moving target, crop rotations were identified as most effective long-term solution to manage the disease (McCallum et al. 2021). Aptly designed crop rotations can be one solution for tackling multiple challenges.

Resilience against threat of casebearer and seed weevil limiting the seed production of perennial red clover to single year resulting in low profitability of the cropping systems

The casebearer (Coleophora deauratella Leinig and Zeller) is an invasive pest in Peace region and other parts of Canada. The casebearer larvae feed on developing ovules and seeds of red clover leading to seed loss of up to 99.5% in 2nd-year stands (Ellis and Bjørnson 1996; Evenden et al. 2010). Clover leaf weevil (Hypera punctata (F.)) have also been serious threat to sustainable clover establishment and seed production (Bcma et al. 2011; Malamura 2021; Soroka and Otani 2011). The pest problems limit the perennial red clover seed production to one season after the establishment leading to the termination of the crop prior to its peak biomass productivity and nitrogen fixation. It limits the production economic efficiency (Khanal et al. 2021) and the red clover is progressively losing ground and their potential nitrogen credit is likely be forgone. In red clover, symbiotically fixed nitrogen accounts for up to 96% of the total plant nitrogen (Warembourg et al. 1997). Red clover green manure contained 115 kg N ha1 and released about 71% of total N to the soil under within the first 10 weeks under no-till conditions (Lupwayi et al. 2006). In our previous study,

the yields of wheat under unfertilized biennial clover-based sequences were statistically similar to those at 90 kg N ha1 under wheat-canola alternating sequences. Future projects should aim to mitigate the threats of the pests while capitalizing on the biological potential of red clover in improving systems output and economic efficiency.

Tackling short-term perennial productivity and termination challenges of creeping red fescue seed crop

Creeping red fescues-based cropping systems have similar or higher profitability and potential to contribute higher carbon stock in the soil (Khanal et al. 2021). However, its seed productivity sharply declines after first harvest year (Fairey and Lefkovitch 1996), making its seed harvest in the subsequent years unprofitable (Khanal et al. 2022). However, the crop tends to increase biomass production due to profuse tillering for additional year, which can be tapped as pasture production with the annual forage crop mixture. Another challenge with creeping red fescue seed crop is its effective termination to transition from the perennial to annual crop cycle. It is intriguing to test the hypothesis that increasing competition between fast growing annual crops under-seeded to the aging stand of creeping red fescue can weaken the later resulting in more effective termination and transition to annual crop phase in the crop rotation. Augmenting agroecosystems services and tapping the new opportunities for cropping systems adaptations to warming-humid climate

Past studies on perennial-integrated and diversified cropping systems in the Peace region and other parts of western Canada provide the evidence for multiple ecosystems services such as enhancing economic competitiveness, soil carbon (C) sequestration, greenhouse gas (GHG) emissions and mitigating other externalities of prevailing synthetic input-intensive crop rotations in the Peace region (Khanal 2022). Diversified cropping systems with the inclusion of perennial turfgrass and forage crops provide living roots for soil binding and generating soil microbial substrates (Sanford et al. 2021) and enhance soil

C stock and organic matter (Bolinder et al. 2007; Kätterer et al. 2011). Peace region has predominantly gray-wooded luvisolic soils. These soils are fragile, poorly-developed, platy-structure, and prone to surface crust-formation, runoff and erosion (Lavkulich and Arocena 2011). The perennial crops have potential to improve these soils for sustainable crop production (Chescu 2003; Wani et al. 1994).

In the Boreal and Arctic regions, warming climate can bring agricultural diversification opportunities, where augmenting cropping systems efficiency is considered a better option than agricultural expansion to new uncultivated lands (Klöffel et al. 2022). The past meteorological records show 2° C rise in temperature throughout western interior Canada since 1950 (DeBeer et al. 2016) with an increase in May to August precipitation by 26% and the frost-free period by 41 days resulting in an increase in growing degree days, over the 100-year period from 1901 to 2002 (Shen et al. 2005). Analyzing the historical data between 1910 and 1997, Cutforth et al. (2004) found that the Peace River region of northern Alberta and northern British Columbia had the largest trends for earlier last-spring-frost dates and an increase in frost-free season across the Canadian Prairies. The analyses showed trends of greater change from 1940 to 1997 compared with 1900 to 1997 (Cutforth et al. 2004). This is an indication of the warming climate more rapidly in recent years, which may open new opportunities for agricultural intensification and diversification in the region (Motha and Baier 2005; Weber and Hauer 2003). Drawing on the facts from previous studies and my own experiences from the Peace region, diversified cropping systems may offer sustainable adaptations to emerging issues, threat mitigations, maintaining regenerative agroecosystems and strengthening local economy.

The Peace region is a world leader in forage seed production and export. Farmers and ranchers in the region have high motivation for the innovative options for diversifying their production systems. The producers, applied research associations, AAFC and University researchers have been working collaboratively to foster the generation and uptake of diverse innovations.

More Indigenous communities will benefit from increased funding for food sovereignty, food security and Indigenous-led agriculture.

“Indigenous food sovereignty is important to the health of Indigenous Peoples and the province as a whole,” said Pam Alexis, Minister of Agriculture and Food. “By strengthening traditional Indigenous food systems, we are building a more resilient and equitable food ecosystem and reducing barriers so communities can have access to a more sustainable, secure and affordable food supply now and for future generations.”

The Indigenous Food Sovereignty Program will support more sustainable food production, community food security, and enhance participation in the agriculture and food sectors for Indigenous communities and businesses. Funding will support infrastructure such as greenhouses, irrigation systems, community gardens and food storage.

Funding is also available to support a range of activities, such as boosting Indigenous-owned food and agriculture operations, community food security planning and projects, and climate change adaptation projects.

“We acknowledge the Province’s commitment to indigenous food sovereignty,” said Kukpi7 Rosanne Casimir, Tkʼemlúps te Secwépemc. “Raising and collecting food in a sustainable manner has always been extremely important to First Nations people. Our ancestors had a complex and well-developed system of gathering and preserving. Building capacity around food

sovereignty will support the wellbeing of our community and with the impacts of climate change, it is critical to have sufficient access to local, quality food.”

The new $30-million program will help Indigenous communities build and strengthen distinct local food systems, including the revitalization of traditional production, harvest and preservation practices. The use of traditional knowledge will support Indigenous farming in a changing climate, while offering more equitable participation in B.C.’s agriculture economy and reducing the disproportionate amount of food insecurity within Indigenous communities.

The program will be delivered by the New Relationship Trust (NRT), an independent non-profit dedicated to empowering First Nations communities.

“As an Indigenous-led organization, NRT has designed this program to be flexible and responsive to applicants’ unique needs and priorities—to support Indigenous food sovereignty and food security goals while respecting distinct approaches to traditional food harvesting, processing and production,” said Wade Grant, chair of the board of directors, New Relationship Trust. “This collaborative model will empower Indigenous Peoples to fully participate in B.C.’s food and agriculture economy in a way that honours their continued stewardship of the interconnected food, land and water systems on which they depend.”

Help for farmers impacted by wildfire and drought

Alberta producers can sign up for AgriStability until Sept. 29. The Government of Alberta and Agriculture and Agri-Food Canada have reopened the program recognizing that wildfires and extremely dry conditions have affected many farmers and ranchers since the April 30 enrolment deadline. This gives affected producers more time to review and manage the business risks associated with these challenging situations.

AgriStability protects Canadian producers against large declines in farming income due to production loss, increased costs and market conditions. The program is offered through the Sustainable Canadian Agricultural Partnership (Sustainable CAP), which is a shared commitment between federal, provincial and territorial governments.

“Our government has listened to farmers and ranchers who have been impacted by wildfires and drought. We know they need support options to make it through this growing season. Allowing late participation in AgriStability will enable them to reassess their business risks and make an informed decision about signing up to protect their operations and livelihoods,” says RJ Sigurdson, Minister of Agriculture and Irrigation.

Enrolling in AgriStability can provide producers with access to other credit options

like the federal Advanced Payments Program, which offers low-cost cash advances.

“Alberta’s producers have shown great resiliency and the ability to rise to the extreme challenges brought on by wildfires and drought. Risk management programs like AgriStability are essential to help producers manage these threats to their operations, and we want to ensure they have the time they need to make decisions that are right for their business,” adds Lawrence MacAulay, Minister of Agriculture and Agri-Food Canada.

In Alberta, producers sign up for AgriStability and access benefits through Agriculture

Financial Services Corporation. Alberta farmers and ranchers are encouraged to sign up for late participation if they believe they have experienced a significant loss. Factors such as reduced income, increased expenses or reduced inventory are used to determine a potential benefit.

“This has been a challenging year for many Alberta producers as they deal with the impacts of wildfires and now dry conditions. AFSC is proud of its role in Alberta’s agriculture industry and we are working to ensure our producers receive the help they need,” adds Darryl Kay, CEO, Agriculture Financial Services Corporation (AFSC).

FSJ’s XY Ranch celebrates 100 years of raising livestock

The Bouffioux family of Fort St. John is being honoured this year with a Century Farm Award from the province of British Columbia, recognizing its contribution and dedication to agriculture in British Columbia since 1916.

The family-run XY Ranch, named for the XY cattle brand of the time, began its farming story more than 100 years ago. Through the years, the ranch has won multiple awards for quality, including Best in BC at the AgAware BC competition and others, such as the BC Agricultural Council, Canadian Bison Agribition Show and Wildrose Bison Show.

It all started in 1913, when family patriarch George Bouffioux travelled through Fort St. John on his way to the Klondike from his home in Wisconsin. Old George is known to have said: “Anyone can see there is a gold mine in farmland here.”

In 1916, he made good on his statement and bought a quarter of land (65 hectares) for $10 and began raising cattle. Through

trading and borrowing, he acquired 14 more quarters (910 hectares) of Peace River land. With money hard to come by in those days, George made ends meet by trapping, and used the money he earned to make improvements to the farm. In 1939, George married Elaine Cooper and raised four children: Betty Anne, George (Bill), Joyce and John.

At a young age, George (Bill), knew he wanted to follow in his father’s footsteps. After obtaining a diploma in farm mechanics at the Southern Alberta Institute of Technology and a second one at the University of British Columbia in agriculture, he and his wife Fayette purchased the farm from his father in 1965. Though the new couple struggled to pay the farm credit loan, they raised Hereford cattle, hogs, chickens and grain. They also sold milk, cream, butter and eggs to help support the growing family, which in 1964 and 1965, respectively, welcomed the next generation of ranchers, daughters Cyndy and Sandy.

With a keen mind and shrewd business sense, Bill acquired 530

hectares of land in 1984. He expanded the ranch, shifting its focus from cattle to bison, which require less labour, create less waste and are more diseaseresistant. Bill’s knowledge and community leadership led to his election to the executive committee of the Canadian Bison Association, where he served as president for two years. Bill was instrumental in uniting the Peace Country Bison Association, BC Southern Bison Association and BC Interior Bison Association to create the provincial BCBison Association. Bill was also a major contributor to the original Bison Code of Practice Manual, of which he is very proud.

XY Ranch continues its enduring legacy and the family hopes that it lives on for many more years with grandson Trent, daughter-in-law Kristen and their children Kohen and newborn Brielle at the helm.

In 2006, Sandy and husband Cole Busche bought 160 hectares from her father and began their own farming venture, while serving as the ranch’s bookkeeper and technician, respectively, and everpresent ranch hands. They were joined as landowners and ranch hands in 2009 by sister Cyndy, who serves as ranch manager, and her husband, Monty Donally.

“My father truly exemplified hard work and entrepreneurship,” said Bill Bouffioux in a release.

“I am grateful to him for struggling through the lean, mean Depression era to build something for himself and for the legacy of our family. I am proud of all we have accomplished, but my proudest achievement is having four generations continuing to live and work on the ranch, which I hope it will continue for another

“Congratulations to the Bouffiouxs on over 100 years of farming and ranching, and for being pillars in the community. My sincere thank you goes to the family for all they have done to feed our province and I wish them many more years of success.”

Century Farm Awards honour farms, ranches and agricultural organizations that have been active for 100 years or longer, as well as those whose farms and ranches have been in families for 100 years or more. Each Century Farm Award celebrates the rich heritage of farming and ranching in BC.

DawsonCreekandDistrict HospitalReplacement

Constructionhasbegunonthenewstate-of-the-art DawsonCreekandDistrictHospitaltoaddresscurrent andfuturehealthandpatientcareneedsintheregion. Theprojectcostisapproximately$590million, whichwillbesharedbetweentheProvincethrough NorthernHealthandthePeaceRiverRegional HospitalDistrict(PRRHD).Thedistrictwillcontribute amaximumof$177million.

“Thisannouncementisexcitingnews.Thenew hospitalwillprovideamoderncarefacilityforthe residentsofthePeaceregionforyearstocome,” saidLeonardHiebert,ChairofPRRHD.“ThePeace RiverRegionalHospitalDistrictisaproudsupporterof thisnewfacility,andwearepleasedthatconstruction isunderwayonthisveryimportantproject.”

To support Alberta’s poultry industry, RDAR, Alberta Chicken Producers (ACP), and Egg Farmers of Alberta (EFA) awarded $733,801 to avian virologist Dr. Faizal Careem, University of Calgary, Faculty of Veterinary Medicine, to lead a vital HPAI research project. The investment, including $633,801 from RDAR, will help define effective, sciencedriven biosecurity procedures, and outbreak control measures.

“Last year, we saw the devastating impact HPAI can have on poultry producers, with over a

million animals lost for dozens of producers. This research funding will help us understand more about the disease so we can lessen the damage of future outbreaks and strengthen Alberta’s poultry sector,” says RJ Sigurdson, Minister of Agriculture and Irrigation.

“The current HPAI outbreak affected many poultry producers through animal and economic losses. RDAR is pleased to invest in this essential HPAI research that will directly benefit our poultry producers,” says Clinton Dobson, RDAR Executive Director, Research.

Dr. Careem’s research will target several areas for understanding the magnitude of the current HPAI outbreak in Alberta.
