Council accused of inactivity by ‘kicking the can down the road’ THE frustration was palpable by the Women Councillors of the Northern Grampians Shire Council (NGSC) at the council meeting of Monday 3rd June, this time at Northern Grampians being one of only a few Victorian Councils who are not signatories to the Victorian Government’s Gender Charter. There are 74 of the 79 local councils that are signatories to the charter. There was a degree of tension in the air as Cr Karen Hyslop read a letter from Veronica Monaghan questioning why the NGSC was not a signatory to the Gender Charter when it was discussed in 2018. In 2018 it was decid-
ed by council that as they were already working on gender equality that it would be a duplication of effort and as a result it was not endorsed. The question remained largely unanswered but Cr. Ostarcevic moved a motion for the question to be ‘left on the table’. Cr. Hyslop once again tried to bring up

What is the Gender Charter The charter, developed in 1996, supports the principles of gender equity, diversity and active citizenship. It is unique to Victoria and is endorsed by the Women’s Participation in Local Government Coalition (WPILGC), Municipal Association of Victoria (MAV) and Victorian Local Government Association (VLGA).
Argument continued Cr Hyslop said that she was supportive in 2018 when the council were considering the Gender Charter and added that it can be
another platform for women. “We have enough information and it is very relevant to its connection to Family Violence”. Cr. Eddy Ostarcevic who was not on Council in 2018 wanted more information on the Charter. “Just because everyone is doing it, does not mean we should” he said. He followed by putting forward a variation of the motion so see further information gained on the issue and have it placed back on the agenda for the next meeting.

on ABC radio recently. “I will no longer tolerate this behaviour and call on the Minister for Local Government to make drastic change to the sector as the current systems do not support councillors across the state who are dealing with issues similar to or worse than mine. “System reform is needed NOW!” Cr Dempsey concluded.
Cr. Lauren Dempsey was nominated by Cr Hyslop as the Champion for the Gender Charter. The argument concluded with a motion that was unanimously supported to obtain information on the Gender Charter and bring the item back on the agenda for the next monthly council meeting.
Mayor comments on plight of farming committee and the VNI West MAYOR Rob Haswell took the opportunity in his report on his activities during the last month to defend and side with the farmers in their fight with AEMO on the VNI West Interconnector powerlines. “This is a difficult time for farmers “The whole process has been so badly handled in that all forms of public consultation have been poor. Mayor Haswell believed that there has been no word on how the powerlines will affect the lives of farmers and their farms. “We are a local government authority and do not have much authority over this process, “But we can advocate.”
Mayor Haswell believes that it is important to have a voice and continue to speak out. “It is also important to have a backup plan, an insurance type of thing. “My suggestion is that they consider a large respectable accountancy firm draw up a report about fair and equitable settlement to all affected farmers. “It would be a document that would have a high level of clout”, Cr. Haswell concluded.
