Bianca is living a dream paid to travel the world WITH five Olympic opening ceremonies and all the different sports you can think of St. Arnaud’s own Bianca McIntyre, oldest daughter of Cheryl and Gerald McIntyre, is living a life that the rest of us can only dream of. Bianca is a cameraperson who is both freelancing and doing contract work, mostly in sport and has been in Paris for this Olympic Games and savouring the life in France. Set up with scaffolding on a bridge in Paris for the Opening Ceremony, Bianca had a bird’s eye view of all the theatrics. She has travelled all over the world from Taiwan, Saudi Arabia and Doha Qatar with golf and filming André Rieu as well as Pink not to mention the last five Olympic games in Beijing, Tokyo, Rio, and London in 2012. For a little indoor work Bianca has also worked on studio productions of such shows as The Chase.

Early life Bianca did her schooling in St. Arnaud at St. Patrick’s Primary School and then at McAuley College Dooboobetic which took in secondary students from Donald, St. Arnaud and Charlton. After completing her secondary education Bianca headed for Ballarat at the School of Mines (now part of Federation University) and firstly undertook Environmental Science then moved over to Musical Theatre. Working for Channel 9 Bianca used to be able to carry her camera on her shoulder, however in contrast to the way technology seems to have made things

smaller, now cameras are quite large and cannot be carried.

The Future Bianca will hit the ground running, according to her mother Cheryl, when she returns from Paris, because it is back to her

‘normal’ life working on the AFL footy. What’s next for Bianca? Hopefully, not retirement, says her mother, but who knows. Today, at just turned 50 years of age, the opportunities are continuing to be endless for Bianca.

Trouble in Council with call to appoint a Local Government Monitor

TENSIONS are rising inside the chambers of the Northern Grampians Shire Council (NGSC) with one of the two female councillors calling for the State Government to appoint a monitor to council, as she believes that the complaints process is flawed. Cr. Dempsey has written to the Minister for Local Government, Melissa Horne, calling for the appointment of a monitor, taking to facebook/meta to voice her concerns after months of non-attendance at Council meetings, due to the situation. In a facebook post Cr. Dempsey stated that she was writing to the Minister “rather than completing the complaints process (having tried this avenue)”. “I would like to be able to return to the chamber and see the governance process restored and behaviour monitored so I can fulfil my councillor duties. “I know several community members and groups have already written to you requesting this so I hope you can now take action as I am deeply traumatised by

my councillor experience and would like to see positive change please” Cr. Dempsey concluded.

of issues but will also disagree and have robust discussions. This is all a part of the local government process. “The request from Councillor Dempsey comes after she made a misconduct complaint against fellow Councillors,” Councillor Haswell added. During the current term of Council there have been no findings of misconduct or serious misconduct against any Councillors. The Mayor said that the Council is functioning well including adopting the budget on 1st July and is running its meetings “as per the code of conduct.”

Minister’s response In a measured response to Women for Council - NGS who had also called for a monitor to be appointed,

Minister Melissa Horne said she expected all councillors treat other councillors, members of council staff and members of the public with dignity, fairness, objectivity, courtesy and respect. “I applaud Cr Dempsey in calling out poor behaviour. “It is not easy to shift the culture of an organisation but highlighting this type of behaviour can make a real difference”. Minister Horne continued that although the Victorian Government is committed to achieving gender equality in councils and are taking steps to improve councillor conduct so that people of all backgrounds are able to represent their communities by taking public office, she would not be appointing a monitor at this time.

“A municipal monitor is only appointed to a council if there is a serious risk to council governance and integrity that is impacting on the council’s ability to perform its functions. “This generally follows a recommendation from an integrity body such as the Chief Municipal Inspector, the Ombudsman or IBAC”.

Reforms to govern Councillor conduct Minister Horne addressed the new Model Councillor Code of Conduct and the content of the Mandatory training that will be involved saying they are being developed in consultation with councillors, council staff and the community.
