New Northern Grampians Council off to a good start THE new Northern Grampians Shire Council has made a great start at their first ordinary meeting since the taking of the Oath of Office last month. It had been 19 days and four of the six are new councillors and it has been a steep learning curve. With the three new women and one man throwing themselves into their jobs, the meeting was a true reflection of that work. First-time Mayor Karen Hyslop spoke with clarity and assurance and each of the councillors was familiar with processes and displayed confidence. Other than the Mayor Cr Hyslop, Councillor Emerson is the only other experienced councillor and was joined by each of the other councillors in taking an active and equal role in the proceedings. Reports from councillors was a matter of interest to those in the public gallery and watching online and it was clear that the 19 days have been full of training and getting to know the issues. All reports by councillors illustrated the amount of work that has been put in by all councillors over the 19 days. An important part of the Agenda for Northern Grampians Council meetings, the handing down of reports on their activities gives residents a real idea of the value and purpose of our councillors.

Reports – Cr Jenny Greenberger Cr Greenberger was the first councillor to give her report and she commended Chief Executive Officer Brent McAlister and team on the proactive nature of their training and she looked forward to the remaining sessions. Cr Greenberger accompanied others who met with the Federal Minister for Climate Action, and Energy and Resources, Lily D’Ambrosio. Farmers Gerald Feeny and Colin Coates also attended and made a strong case to the Minister on the effect of the VNI West project on farmers and in particular the mental health issues.

Reports – Cr Jack Blake Clearly impressed by the skills of previous speakers, Cr Blake outlined his attendance at the AGM of the East Wimmera Health Service at Charlton and was very amazed to see so many staff receive awards for their long service. Detailing the many committee meetings and events she has attended, Cr Hyde demonstrated her confidence in the public domain and will be a real asset to the council.

Procession by CFA members. Cr Probst spoke of her visit to the Rotary Club of St. Arnaud and the toy drive that aims to provide all school-age children at both St. Pats and the St. Arnaud Primary as well as the Early Learning Centre with Christmas presents this year. Mayor Karen Hyslop highlighted the number of events she has attended and also pointed out the need for nominations for Australia Day awards to be forwarded.

Public Question Time

New to being a representative for Kara Kara Ward Cr Emerson spoke of his trips to St. Arnaud to officiate at events and also the work of the Municipal Association of Victoria.

Candidate in the election for local government in 2024 was Ross Hudson who held the floor for a considerable time, but whose questions were both thought provoking and pointed councillors to the future issues that they must address. He highlighted the need for a Youth Policy and also to the need for a Communications Policy and Justine Kingan Director Strategy Prosperity and Engagement replied that the policies had not at this stage been addressed by this new Council but would be in due course.

Parks Victoria’s under review and called ‘out of step’ THE Minister for Environment, Steve Dimopoulos, has ordered a comprehensive review of Parks Victoria, to advise how the organisation can better serve the needs of Victorians and help them enjoy the great outdoors. “We want as many Victorians as possible to enjoy the great outdoors. “Parks Victoria manages more than four million hectares of parks and reserves which attract more

than 100 million visits every year. “These assets must meet the needs of Victorians for generations to come. “It’s clear that Parks Victoria's current operations need to be

improved to meet community expectations. Residents and community that enjoy the Upper Teddington Reservoir are well aware of the lack of community engagement that has been part of the Parks Victoria policy and will welcome a review into its operations. The review will focus on Parks Victoria’s priorities, the delivery of its objectives under the Parks Victoria Act 2018, the organisation’s administration, finances, functions and delivery model, to identify ways the organisation reduce red-tape, improve customer service, and deliver better outcomes for Victorians. The review will be completed by March 2025, and will be over-

Interim CEO appointed As part of this process, Matthew Jackson, the CEO of Parks Victoria, has departed his position by mutual agreement. Graeme “Gus” Dear has been appointed as Interim CEO of Parks Victoria. Gus brings with him 30 years of experience in public and private sector administration and has served on the Victorian Fisheries Authority (VFA) Board since its inception, most recently as Chair. Mr Dimopoulos said that his leadership will ensure Parks Victoria continues to provide accessible, enjoyable outdoor experiences while protecting and enhancing the state’s natural environment. “Gus loves the bush. “Ever since he caught his first

redfin at Ringwood Lake as a young boy, he’s been ‘hooked on fishing’. “His passion for the great outdoors and experience in administration means he is the right person to help Parks Victoria change.” The office of the Member for Ripon Martha Haylett and the office of the Minister for the Environment Steve Dimopoulos were contacted but their replies regarding the future of the Upper Teddington Reserve will be in next week’s paper of the North Central News.
