2011 JANUARY 2011 The Iowa Department of Transportation is implementing a pilot project to test the use of automated mainline interstate closure gates at key interchanges.

The first set of gates was installed in January 2010 at the southbound interstate 35 U.S. 18 interchange near Mason City. Additional sets are presently being installed at the northbound I-35/U.S. 30 interchange in Ames and northbound I-29/U.S. 30 interchange in Missouri Valley.

Woodbine has a new snow ordinance that went into effect the week of Dec. 20 and while the changes may appear confusing at first, the changes were deemed necessary to help Woodbine city employees and law enforcement officials do their jobs effectively.

The old ordinance was short, sweet and to the point exclaiming in ordinance 69.12, “No person shall park, abandon or leave unattended any vehicle on any public street, alley or City owned off-street parking area during snow removal operations unless the snow has been removed or plowed from said street, alley or parking area and the snow has ceased to fall.

A new ordinance, namely 69A, has been added that will put a seasonal “odd-even” rule into effect regarding on street parking.

Things that make you know you are growing older, grayer and, well, slower

A collective ‘Wow’ I

F

or the past 12 months or so, you’ve heard all kinds of acronyms, phrases, and titles peppering the dialogue regarding Woodbine Main Street activity: CDBG, Façade Master Plan, SHPO, CLG, Historic District, community development, mortar tests, façades, upper-story housing, energy efficiencies, historically accurate footprints, adaptive use, mixed-use, environmental impact study, Green Streets Criteria, restoration, rehabilitation, Downtown Revitalization . . .ad infinitum.

2011 has been packed full of funding, planning, and construction phases littered with the terms above — and what a promising result!

Old-timers and new-comers alike have watched with fascination as our Main Street District has come alive with façade improvements. There were some weeks when a quick stroll down Walker Street or Lincoln Way each day (sometimes a.m. and p.m.) revealed something brand new, causing us to take a quick “wow” gasp of breath – or tap on our brakes and slow to a crawl. Wasn’t it fun watching the transformation?

The 23 façades participating in the Community Development Block Grant Downtown Revitalization program (2011 Woodbine Façade Master Plan) became possible due to the joint efforts of many entities: Main Street Iowa gave us the initial information and encouragement to work on an application in mid-2010; Woodbine Main Street volunteers, the Woodbine City Council, Woodbine Betterment, and business owners in the Main Street District pulled together, pledged support, and put an application together. The proposal was accepted, public notices were published, building owners began the difficult process of determining improvements which adhered to historic design standards and Green Streets energy efficiencies and the resulting costs that were modified to fit each budget as design ideas were introduced and approved.

Our Main Street District was one of the first in the state to tackle a CDBG Façade Master Plan (there are nine cities presently in-process).

Woodbine is one of the first to complete our proposed projects – just a few small weather related details to finish – and we’ll call it a wrap. Special thanks should be given to the contractors, grant manager, and general contractors who kept the behemoth project lumbering forward.

We’re not just a “pretty face” either; Walker Street and Lincoln Way are humming with new and relocated businesses and additional employees.

Commendations go to our City Council for approving and monitoring the venture; 2010 and 2011 have brought more than just physical changes and the city’s support is yielding results for all. The Main Street office submits monthly detailed reports to the state. The office log shows 12 new businesses and 31 full-time employees added to just the Main Street District. Really.

Consequently, the Main Street office receives a few calls every week from interested Iowa communities, all with the same question: “How did you get this done?”

Many times, I’ve written the phrase “fueled by a partnership between. . .” And that’s exactly how I answer the callers and visitors when they ask for our “secrets.”

It’s no big secret.

Woodbine works together. Period.

Bring on 2012.

t was the sight of a rotary dial telephone sitting next to an electric typewriter that first caught the attention of my youngest nephew at a classic movies marathon my sister and brother-in-law host every year the day before Christmas.

The 11-year-old had never seen – or heard – a rotary dial phone. When I was his age, there was no other option. Push button phones started to become fashionable in the 70s.

And, the entire concept of an electric typewriter was completely lost on him. The idea of lettered metal keys striking a ribbon to transfer an image of the letter to a piece of paper sounded very old school to him.

Of course, so was the concept of a letter itself. He has never received a letter nor written one. He gets email and text messages, though.

Here’s a short list of things that were common in the 1970s, 80s and 90s that children of today have little to no concept: • Tailfins on cars. Many high school kids as late as the 70s drove a 50s or 60s era car to school that featured tall tailfins, acres of chrome and true dual exhaust. They have no idea what they are missing.

• True muscle cars. They will probably never know the true pleasure and pulsing horsepower of a true vintage Ford Mustang V-8, Pontiac Firebird, Chevrolet Camaro Z28, or Oldsmobile Cutlass 4-4-4.

• 28 cents a gallon gasoline. That is the price I paid for my first tank of gas in my first high school car – a 1963 Galaxy XL 500 Deluxe Sport Coupe with a police stock 390 V-8 under the hood. The taillights looked like flaming jet engines. Cool.

• 8 miles per gallon. That used to be the average miles per gallon of a typical American auto before the first gas crisis – and for a few years after that.

• The Volkswagen Thing, AMC Gremlin, AMC Pacer, and the Renault LeCar. All more commonly referred to as “70s nerd-mobiles.” There will never be such ugly road icons again. Extra points if you remember what “AMC” was the acronym for?

• Tab and Bubble Up. Remember Tab. It was synonymous with the 70s and 80s. Replaced today by Coke Zero and other sundry things. Bubble Up was “a kiss of lemon, a kiss of lime – big before 7-Up.” • Agree Crème Rinse. In the 70s and 80s, I made many a trip to the K-mart (as it was spelled then) to pick up multiple bottles of this ahead of its time hair rinse for my mother and sister. To them, this was a can’t live without item.

• Pop in glass bottles that came in 8-packs. And, I don’t care what anyone in the bottling industry says today, you can taste the difference. Plus the long neck bottles were the ultimate in recyclables, carried well, and made great whistles.

• TVs as furniture. Because my dad was a TV repairman and sold TVs on the side, our house often “modeled” after several TVs. My mother often planned her living room décor around what model of console TV my dad brought home. One model, complete with huge 25-inch color screen, radio, turntable, CD and 8-track players – took up an entire wall of our small home in a stylish, all wood, Olde English style. She drew the line at a white plastic model that was all the rage for a few years in the late 70s.

• HR Pufnstuf, Monty Python’s Flying Circus, and The Road Runner. Classic children and young adult programming that captured the imagination without the use of stunning gaming graphics of today. Who can forget “The Ministry of Funny Walks” for those fortunate enough to have seen it before reruns?

• Atari. Now that IS the one word you needed to know in gaming at one time.

• Space Invaders. This early generation video game was around the video and nickel arcades of the day. I had a friend who dropped out of college in favor of “killing little alien spaceships.

• Nickel Arcades. Gone – but not forgotten. The ultimate in 80s teenage hangouts.

• Disaster and Suspense Movies. Remember “The Towering Inferno.” Remember “Earthquake” and how some movie theaters installed large vibrating noise machines in their basements to shake the theater to give audiences the “full effect.” Remember the original impact of “Jaws.” Again, all without video graphics.

• Risk and other board games. The art of military strategy taught to many a young general in the 70s and 80s was a brisk game of Risk, a bowl of taco flavored Doritos, Tab and Bubble Up. • Elephant Ear Pants. If you dug bellbottoms, you loved the ultimate expression of that fashion trend – the hugely oversized elephant bottomed pants.

Usually made out of plush jean fabrics.

• Parachute pants. The ultimate 80s fashion for young men. Soft, functional and bright colors. Trend didn’t live long enough to fade in the washer.

• Innocent TV shows. Examples include “The Mary Tyler Moore Show,” “Petticoat Junction,” “We Got It Maid” and “My Mother, the Car.” There was nothing so complicated it couldn’t be solved in a half hour between commercials for Dolly Madison Sugar Doughnuts and Copper Tone.

• Big Hair. Everyone had it – men and women. If it wasn’t feathered, fluffed, spray varnished and big enough to hide a birdcage, you just weren’t happening.

• And, last but not least, stingray bikes with banana seats, sissy bars, tire clackers, and spinners.

Now, that was the ultimate in playground cool.

Those are all things kids of today have no concept – and maybe that is a good thing. Maybe not.

Regardless, eventually even my 11-year-old nephew will be in his 50s telling his grandchildren about how I Phones used to be all the rage and how GPS units used to be stuck to windshields across America to help navigate.

And the grandkids will shoot him a bewildered look – and he’ll think to himself – life was simpler then!

Wonders on the windowsill Along with most others in western Iowa, I have to admit that this winter – so far – has been quite tolerable. Yes, the rainfall has been pretty scarce since September, but mild has been the seasonal norm. And so far little snow, but of course, we still have eight or 10 long weeks of potential winter remaining.

In anticipation of the winter “drearies,” there are several options to brighten up the winter doldrums in Iowa.

One is forcing bulbs that would otherwise flower in the spring garden to do their flowering thing early and indoors.

The forcing technique involves learning about the basic biology of plants and then manipulating the environment to encourage the bulbs to break dormancy and flower in the depths of winter. It might be a bit tough to find bulbs in good condition in stores, but if you have a few around that didn’t get planted (for instance I

have six daffodils that never got in the ground) and if you have the right place to condition the bulbs, it can be fun.

To force them to flower, you first need to simulate the cool fall and cold winter (a process called vernalization) to trick the plant into breaking dormancy to flower.

Once that is done, bring them into the warmth and light, which hopefully leads to rapid growth and flowering. That is done by getting a large pot, say 6 inches across.

Make a one- to two-inch deep bed of half potting soil and half perlite or sand in the bottom. Press the bulbs into the bed with about ¼ to ½ inch between them, and work additional potting soil around them so that approximately the top half-inch of the bulb is left exposed. Water the bulbs in, and put them in a dark bag and keep that bag in a place that stays between freezing and 40 degrees for several (7-9) weeks. Check the pot

every couple weeks and add a bit of water as needed to keep it moist but not overly wet. This fake winter prepares the bulbs breaking their dormancy, and they should start to elongate shoots an inch or so above the bulb tops. When that happens, bring the pot into the light and make sure it is kept moist but not wet, and turn it a quarter turn every day or two. Pretty rapidly, you should have leaves emerge and flower stalks emerge, followed by flowering. Candidate bulbs for this process include tulips, hyacinth, daffodils, and Muscari (grape hyacinths). Once the flowers are spent, discard them. The forcing process is tough on the plants and they rarely will be able to do much to

survive after flowering.

If you don’t have a cool room (40F or below) or refrigerator to do this, you can visit florists who sell pre-vernalized bulbs commercially.

And another possibility for winter flowering is amaryllis. These sturdy and showy lily relatives are ready to go without the fake winter process, and better yet, really easy to grow. Also, if you let the leaves soak up light following flowering, can recharge the bulb and live to fight again. Also, the amaryllis produces magnificent displays of a variety of colors.

Church OBITUARIES CAMILLA SULLIVAN Camilla Jean (Carrigan) Sullivan was born Nov. 13, 1944, to Harold and Nerna (Payne) Carrigan in Woodbine. She was raised in the Woodbine area and then moved to Dunlap and graduated from Dunlap High School in 1963. Camilla then attended college in Cedar Falls for two years. Camilla was married to Roy Dennis from 1965 to 1973. Camilla married Bill Sullivan in 1984 and was very happy until his passing in 2000.

She worked in various places in Western Iowa before operating a night answering service for Harrison Conty Rural Electric Company and Fouts Funeral Home.

Camilla enjoyed sew-

ing and quilting. She also loved to read and write.

Camilla died on Dec. 24, 2011, at her home in Woodbine, at the age of 67 years, one month and 11 days.

Camilla was preceded in death by her parents; husband, Bill Sullivan; and sister, Patty Carrigan at the age of 3. She is survived by her son, Leroy Dennis of Woodbine; three grandchildren, Aaron, Nadia and Dakota Dennis; brother, Charles Carrigan and his wife Darlene of Dunlap; and many other relatives and friends.

Camilla’s wishes were to be cremated. There are no services planned.

GWENDOLYN MULLINNIX

GWENDOLYN MULLINNIX Gwendolyn Jean (Parrott) Mullinnix, 73, of

Woodbine, died Dec. 22, 2011, at the Rose Vista Assisted Living, Woodbine. Gwen was born March 4, 1938, to Clair Nevelle and Ruby (Frank) Parrott in Aurelia. She was raised in Aurelia and graduated from Aurelia High School. She then attended AIB in Des Moines for two years. On April 7, 1957, Gwen married Rudy Mars Mullinnix in Aurelia. The couple lived in Dubuque. Gwen worked at the Area Residential Care, Robert’s River Rides, Dubuque County Fairground, Plaza 20 Shopping Center and Palmer Drug. Rudy died on May 18, 2000.

Gwen was a member of the United Methodist Church in Dubuque and,

most recently, in Woodbine. She was the Sunday School Coordinator and sang in the church choir in Dubuque. In Woodbine, she was active in the circle and the prayer group. Gwen was a Girl Scout leader and also played the organ at church when she was in high school.

Gwen was preceded in death by her parents and her husband, Rudy Mullinnix. She is survived by her two children, Scott Mullinnix of Madison, Wis., Karen and her husband Chad Lantz of Woodbine; one granddaughter, Sierra Lantz; three brothers, James Parrott and his wife Barbara of West Des Moines, Howard Parrott and his wife Marlene of Garner, Tom Parrott and

his wife Mary of Fruitland; sister-in-law, Jeanne and her husband Terry Moores of Woodbine; and many other relatives and friends.

Funeral service was at 10:30 a.m., Dec. 27, at the United Methodist Church, Woodbine, with Rev. Dr. J. Samuel Subramanian as clergy. Musician was Hilary Moores and Congregational Hymns were “The Strife is O’er, the Battle Done” and “Thine be the Glory.”

Committal service was held at 11:30 a.m., Dec. 28, at Lone Tree Cemetery, Lone Tree.

Mountain Lion shot in Monona County DeSoto reopen for public use An adult male mountain lion was shot and killed early Friday morning, Dec. 23, by local law enforcement officers in Blencoe, in neighboring Monona County.

The Blencoe Police Chief and a Monona County Sheriff’s Deputy responded to a citizen’s call regarding the mountain lion around midnight on Dec. 23. After finding the lion in a tree in the northwest part of town, the officers shot the lion.

The lion will be analyzed to determine its age, what it has been feeding on as well as DNA tests to try and determine its place of origin. The lion will eventually be mounted and The paw of the mountain lion shot in Monana used as a display someCounty two weeks ago.

Iowa law does not provide wildlife protection to mountain lions.

Mountain lion sightings have been documented periodically in Iowa and DNR biologists believe that most of the lions seen here are likely young males that have been pushed from their native areas by older, dominant males. The lion likely came from a state west of Iowa.

Generally, a mountain lion will sense human presence before humans know they are in the area and the mountain lions will quickly vacate the area.

Sightings of a mountain lion can be reported to local law enforcement or to DNR conservation officers.

DeSoto National Wildlife Refuge reopened to the public Jan. 2.

Boyer Chute National Wildlife Refuge will not reopen as scheduled due to continuing safety concerns.

DeSoto has repaired flood impacts that damaged the north entrance gate off of U.S. Highway 30, and public driving roadways. The refuge will reopen the full paved and gravel driving loop for winter season public access - including the ice fishing, from now to Jan. 10 and Jan. 19 to Feb. 29. The Visitor Center is still undergoing utility system repairs and will remain closed. It will reopen as soon as repairs are completed.

The muzzleloader deer hunts will go on as scheduled at both refuges from Jan. 11-18. For more information or to obtain a permit, contact Mindy Sheets at (712) 388-4802 or email mindy_sheets@fws.gov.

An entrance permit is required for all vehicles at DeSoto. The daily entrance fee for private vehicles is $3 and annual passes are available. Residents of Woodbine can ring in the New Year by receiving 10 free flowering trees by joining the Arbor Day Foundation any time during January.

By becoming a member of the nonprofit Arbor Day Foundation, residents will receive two white flowering dogwoods, two flowering crabapples, two Wash-ington hawthorns, two American redbuds and two golden rain trees. “These beautiful trees will give your home in Iowa lovely flowers with pink, yellow and white

colors,� chief executive and founder of the Arbor Day Foundation John Rosenow said. “These trees are perfect for large and small spaces, and they will provide food and habitat for songbirds.�

What Does Investment Landscape Look Like in 2012?

As an investor, you know that 2011 was a somewhat “choppy� year, with the financial markets going through many ups and downs. So what can you expect in 2012?

As baseball Hall of Famer Yogi Berra is quoted as saying: “It’s hard to make predictions — especially about the future.� And these words are certainly applicable for anyone who would like an accurate forecast of the investment climate.

Yet we do know of some factors that may affect your portfolio in the months ahead.

Here are a few of them: Strong business fundamentals — This past year, all the noise about the debt ceiling debate, the size of the U.S. deficit and the European financial situation tended to drown out some fairly good news: U.S. businesses’ balance sheets were strong for the most part, borrowing costs remained low, and corporate profits were good — and corporate profitability remains a key driver of stock prices. Heading into 2012, these fundamentals continue to look positive, which may bode well for investors Europe’s debt crisis — Greece’s economic problems made a lot of news in 2011, but they weren’t the end of the story in Europe, as major

financial difficulties also face Italy, Spain, Portugal and Ireland.

It’s by no means clear how these problems will be resolved, so don’t be surprised to see them lead to intermittent, if short-lived, shocks to the markets.

Election-year patterns — As you’re well aware, we’re voting for president in 2012.

But you might be surprised to learn that the S&P 500 index has shown negative returns in only three of the last 21 presidential election years.

Coincidence? No one can say for sure — and at this point, no one can say if this pattern of positive returns will continue during this election year.

Still, it’s an interesting phenomenon So there you have it: the good, the bad and the quirky. Take them all together, and you still may not be able to foresee what will happen with the markets this year, but you’ll have a lot to think about.

But instead of trying to predict what will happen in 2012, you may be better off following these tried-and-true investment strategies: Diversify your holdings. By spreading your money among a wide range of investments, you can reduce the effects of volatility on your portfolio.

Taking a look back on 2011: A Year in Review From REVIEW Page 1 Lloyd and Rilla Soetmelk, Logan, believe in God. They believe in Jesus.And they wanted to see where Jesus walked and taught. The trip was Rilla’s retirement dream and she firmly believes God had a hand in making it possible. Lloyd was discussing a possible vacation for him and his wife during a men’s breakfast with Dr. Stan Udd, a professor at Grace University where he teaches Greek/Hebrew classes. Udd is the pastor at the New Life Evangelical Free Church, Logan. Udd was taking a group of students to Jerusalem University College for a class in Holy Land studies. The timing couldn’t have been better for the Soetmelk’s, as Udd extended this opportunity to tour the sights and learn with the students on their journey. The Soetmelk’s couldn’t pass this offer and made the decision to go.

Some of the best musicians in Southwest Iowa showed the Phoenix area what is so great about the Midwest when the Southwest Iowa Honor Marching Band performed in the Fiesta Bowl parade and pre-game festivities at the Fiesta Bowl football game during the holidays. This has to be one of the best trips I’ve been on with this group,” Simons said. “I heard so many position things from Phoenix residents, airport workers, flight attendants, hotel staff, bus drivers … everyone we came into contact with couldn’t say enough about how polite and respectful these kids were. The 215 members including the band,directors and chaperones, left from Omaha, Neb., for Phoenix,Ariz.

Bryn Koke, 10, and Kaitlyn Neligh, 9, both competed in USA Gymnastics for what seems like a long time….to them.Bryn began with Platinum Gymnastics, Missouri Valley, when they opened their doors in 2007 and Kaitlyn followed in fall of 2008.

After approximately three years in a new gym, working on all four events, both girls completed their competition season Dec. 12, 2010, as level four out of 10 levels.They have now graduated to level five.

In lieu of recent, tragic, school-related events nationwide, some changes are being made to Woodbine’s security policies in order to maintain the safety of the faculty and students.

Beginning Jan. 19, all doors leading into the school will be locked throughout the majority of the day.The east commons doors, on Weare Street, will be unlocked before school only between the hours of 7:30 and 8:25 a.m.After 8:25 a.m., the doors will remain locked until the end of the day between 3-4 p.m.

The annual survey by Iowa State University Dxtension shows the average value of an acre of farmland in Iowa increased 15.9 percent in 2010.According to the survey, the statewide average land value as of Nov.1 was $5,064 an acre, up $693 per acre from 2009.

FEBRUARY 2011 The $1.5 million dollar renovation of the Odd Fellows building at 503 and 505 Walker Street wrapped up Dec. 30, 2010. The renovations began in May of 2010 after Dustin and Mindy Crook, through LLCs newly formed for the project,purchased the buildings. Crooks also served as the general contractor for the project through Crown View Development, with Smith Project Management, owned by Darin Smith, serving as the developer, putting together funding for the project. It took approximately 25 contractors.

Woodbine fourth grader Michael Bennett, 10, knew Veronica Pauley, 85, wasn’t out-

side when he left for his friend’s house on Jan.3.But she was there when he returned 15 minutes later. She lay on her back, waving a broom to get someone’s – anyone’s – attention.

“I was riding a bike home from a friend’s, coming home. I saw a broom go up in the air and so I first thought she was just waving,” Bennett said.

Bennett knew Pauley and would declare them friends. She asked him to call the Woodbine Rescue Unit and he went and got help. Bennett’s simple act to help a fallen friend hasn’t changed his outlook on life. He will be receiving a badge from his Boy scout leader for his heroic efforts, but that’s not where his focus lies.

“You should always help other people,” he said, matter-of-factly.

“Be a hero!”

Alana Smith’s face may be new in Woodbine and will only be here through November, but the Volunteers in Service to America employee hopes to have a longer impact on Woodbine.

Smith was hired by the city in conjunction with the Iowa Energy Corps and AmeriCorps.

Alana’s goal was to use her knowledge and experiences to nudge Woodbine in the same direction it’s been going – green.

Twelve American soldiers with ties to woodbine will receive a special Valentine’s Day surprise this year … cards from Woodbine Elementary and Junior High students.Since 2002, Woodbine Elementary School second grade teacher Mary Eby has spearheaded a type of penpal program between soldiers with Woodbine ties and Woodbine students. In 2011, 12 soldiers have been adopted by the students, 11 of them Woodbine graduates.

Woodbine Optimist International Club of Woodbine is supplyied free entertainment with an ice skating rink at 51 Sixth St.for anyone interested.It’s sure to be labeled as one of the ‘cool’est places in Woodbine for the remaining winter months.

Of course, the Woodbine Ice Skating rink might be hard to spot if you were just driving by it on Sixth Street.The rink’s techni-

cal address is 51 Sixth St. Although recycling as a whole is mandated by the State of Iowa dating back to 1987, there are only a few guidelines the state puts into place. The Harrison County Landfill Commission doesn’t only follow those guidelines – but goes above and beyond to offer recycling options to Harrison County residents.

Including the expansion of their plastics recycling from plastics in the one and two categories to the one through seven categories.

Woodbine Community School District took a proactive stance against bullying while addressing concerns specific to their learners, said WCS School Interventionist Melanie Freund.

It’s all about communication.

Woodbine Communit y School is offered students, parents, grandparents, business owners and community members the opportunity to learn more about bully prevention as a communitywide approach at the “Community Kick-off: Bully Prevention Program Family Night.” WCS was in the process of implementing an internationally recognized and university researched bully prevention program called Olweus pronounced Ol-VEY-us), a comprehensive, school-wide program designed and evaluated for use in schools to reduce and prevent bullying problems among school children and to improve peer relations.

From July of 2009 to June of 2010, Woodbine’s Golden Age Center served approximately 8,500 meals to homebound citizens or those seeking fellowship and an affordable meal Monday to Friday. Unfortunately, that number is almost the same for its annual expense – something the center has been struggling with.

In order to keep the Golden Age Center functional, there are monthly expenses that must be paid,such as about $300 for utilities, $300 for custodial fees such as clean up and preparation and $59 for trash hauling, tallying a minimum staggering monthly bill of around $660.That’s excluding, of course, annual fees like $1,000 for insurance.

MARCH 2011 The 2010, Census numbers were released. Harrison County was not alone in seeing a population slide. The county saw a loss of 738 down to a total population, of 14,928 compared with 15,666 in 2000.

After some delay, partially due to confusion regarding building permits in September of 2007, Woodbine Manufacturing Company, also known as Tommy Gate, is drew to a close of the latest addition to the facility on Bus Brown Drive, Woodbine. The addition was approximately the 12th to the facility which began in 1965.

As customer demand for existing Tommy Gates, and the opportunity to expand current lines into gates that Tommy Gate has not previously manufactured, new markets will open up, according to Woodbine Manufact-uring President and CEO Lila Blandford. The newest expansion in anticipation of those new products as Blandford remains hopeful the economy will start to turn around.

A total of 587 households in Harrison County received aid in some form from West Central Community Action in 2010.

Services provided included Head Start, child and adult care food programs, the Women, Infants and Children program, lowincome home energy assistance, weatherization, emergency food and shelter program, senior employment program, community empowerment areas and food pantries.

“Compared to fiscal year 2009 we served about the same number of households,” Executive Director Joel Dirks said.

The Woodbine City Council voted to approve the 2011-2012 budget at its monthly meeting March 7, after discussing the budget in work sessions in previous meetings.

The first time the budget was discussed, an overview of the 2011 budget was broached, the second session focused on general funds and focal point of the third work session was the utility funds.

APRIL 2011: Dalton Peterson just finished third at the Iowa State Wrestling Tournament and was in the middle of rehearsing as one of the lead roles in Woodbine High School’s play when he entered two of his pieces of art from Nancy Nielsen’s class in the Western Valley Conference Art Show March 24, 2011, at Woodbury Central in Moville. Now he can add another “Western Valley Conference” champion title to his senior repertoire – one in wrestling and one in art.

Woodbine Science Teacher Don Groff accompanied Woodbine Community School sixth graders as they left for Sheldon Northwest Community College at 5:30 a.m. March 5 to compete in their annual Science Fair. Sonya Baxter and Sierra Marshall placed the highest for Woodbine, taking third place for the general middle school project and being named a WISEF display board winner. Their project was titled “Bones, Clacium, Vinegar.” Fellow Woodbine students Alexis Shere and Eli Shaw placed fourth in the same category and also received recognition as a WISEF display board winner.

Shaw and Sherer’s project focused around “Sighted versus Blind and Hearing.” Mic Hesman and Faith Spencer were awarded fifth place for a middle school team. The center of their project was “Eye Color.” In order to compete, the students had to complete a detailed research paper regarding their hypothesis,project and conclusions as well as develop and design a display board.

Since 1947, the Woodbine Kiwanis Club has tried to hold up Kiwanis International’s Mission Statement: “Kiwanis is a global organization of volunteers dedicated to changing the world one child and one community at a time.” Through the decades, the local club works diligently to uphold objectives adopted by the organization in 1924,such as give primacy to the human and spiritual rather than material values, promote the adoption and applications of higher social, business and professional standards, to provide a practical means to form enduring friendships, to tender altruistic service, build better communities, to encourage the daily living of the Golden Rule, develop a more intelligent, aggressive and serviceable citizenship and cooperate in creating and maintaining that sound public opinion and high idealism which make possible the increase of righteousness, justice, patriotism and goodwill. The Woodbine Kiwanians manage to abide by the rules and mission statement – and have fun supporting the children and those in need in their community.

Since they began in September of 2009,the Woodbine Junior Optimist Octagon (JOOI) International members have placed its focus on the community.

To date, JOOI, open to all Woodbine seventh and eighth graders, has completed several service projects, fundraisers and other events. Carrie Murdock, the organizer of the group, was pleased to share some of what the group has accomplished.

A short six months after construction began on Sept.20,2010, the Woodbine Alegent Health Clinic opened their new doors to the public April 4.

The way the new building came to pass was almost uncanny, almost proving everything happens for a reason.

“I was sitting beside Bob Valentine, Alegent’s administra-

tor, at the Main Street-Chamber meeting two years ago and he had said the existing clinic was too small and, due to HIPPA requirements, there was concern due to the walls being too thin and conversations being overheard,” Woodbine Betterment’s Todd Heistand said. “Woodbine Betterment and Darin Smith took it from there.”

It was in May of 2007 Sapp Brothers retail department employee Mark Christensen was desperately trying to sell the abandoned gas station sitting on U.S.Highway 30 beside the Dollar General. The gas station was only good for one thing – an eyesore right on the outer limits of Woodbine.

Sapp Brothers took possession of the building and leased it out to “Cheap Smokes.” But not for long as they regained possession of the building in 2005.

Sapp Brothers put the building on the market, where it remained until last year.

But United Western Coop wasn’t afraid.They purchased the building early in the fall of 2010.

According to United Western Coop’s Trent Sprecker, the United Western Coop also replaced the pumps,replaced the canopy,completed dirt work,poured new concrete and inserted a new,electronic sign that can be changed remotely.

The station’s Grand Opening was March 26, with door prizes, free food and special guests, Representative Matt Windschitl and Senator James Seymour. A Ribbon Cutting was held by the Harrison County Development Corporation to celebrate the opening of the business.

In January, Mary Lou Smith, Dunlap, received a letter that broke her heart.

The letter stated the late Father Paul Strittmatter’s beloved St. Francis Mission on the Rosebud Reservation in Mission, S.D.,was in jeopardy of not opening this upcoming fall due to lack of funds.Father Paul had spent 13 years on the Lakota (Sioux) reservation prior to serving Harrison County beginning in 1998.Smith, baptized and attending St. Patrick’s Parish her entire life, couldn’t stand the thought of the demise of the people of whom Father Paul always spoke of in the highest regard.

In order to show their continued love of Father Paul Strittmatter and the beliefs all of Strittmatter’s Harrison County congregations shared,they quickly put a fundraiser in place with a Gold Slipper catered a meal and an auction followed.

Jumps Taking a look back on 2011: A Year in Review The construction began on May 16.With it came big changes on how Bank of the West customers bank.

The Bank of the West drive through window, formerly housed with the Woodbine Post Office on the corner of Fifth Street and Lincoln Way, was replaced. Not by a human, but a multi-function, touch screen ATM.

“It is with regret that I tender my resignation from the Woodbine Community School Board of Directors, effective immediately, due to a conflict of interest between my husband’s business and my position on the board,” Woodbine Community School District Board President Joanna Shaw wrote, in a letter of resignation dated March 16, and read the evening of March 28 during a special meeting called by the school district.

It was noted by Superintendent Tom Vint that, according to Iowa Code, no school board member can have more than $2,500 worth of business with the school board they serve. The audit report showed a recent order with Shaw Screen Printing went over that limit,forcing Shaw to make the decision to resign.

APRIL 2011 Andrew Carnegie, who donated funds to build several libraries including Woodbine’s, once said, “There is not such a cradle of democracy upon the earth as the Free Public Library, this republic of letters,where neither rank, office, nor wealth receives the slightest consideration.” The Woodbine Carnegie Library is still running, often making improvements and wanted to share the democracy of and celebrate their library during National Library Week April 1016.

The conflict within the Town & Country Arts organization of Harrison County appeared to be over. In a membership vote held on March 27 at the Harrison County Courthouse, Logan, nine people were voted to the organization’s board of directors.

Ninety-two Town & Country Arts members voted for nine directors, with Rick Dilley receiving the highest total at 65.Along with Dilley, David Leonard, Jim Perley, Joe Vittitoe, Renea Anderson, Bill Holcomb, Deb Nelson, Lori Newberg and Eric Newberg were elected.

Conflict within the organization erupted in January 2010, shortly after the election of Vittitoe, the Newbergs and Leonard to the officer positions of chairman, vice chair, secretary and treasurer, respectively.

Modale officials reviewed findings about the Modale Volunteer Fire Department.

More than $24,000 in improper and unsupported disbursements were uncovered during a state audit of the Modale Fire Department.

In February 2010, city officials requested the audit after expressing concerns about Fire Department financial transactions, the audit said.

According to the report, released Thursday by the office of State Auditor David Vaudt, a special investigation of transactions by the volunteer department from Jan.1,2006,to Jan.31,2010, revealed $24,500.14 in improper and unsupported disbursements.

The 27-page audit also stated it was not possible to determine if there were additional improper disbursements or if all donations and proceeds from Fire Department fundraising events were properly deposited, because adequate documentation was not available.

The Golden Hills RC&D has received partial funding to complete a Corridor Management Plan for the Western Skies Scenic Byway.

Grants received included a $188,800 National Scenic Byway grant; a $15,000 Natural Resources Based Opportunity Grant and a $10,000 Iowa West Foundation Grant.The total project was estimated to cost $236,000.

According to Elizabeth BirkelLeddy, Western Skies Scenic Byway project manager, each of the four Byway County Boards of Supervisors were asked to contribute $2,000 towards the cost, with the remaining cost being provided through volunteer services.

USDA Rural Development State Director in Iowa Bill Menner was busy April 8,making scheduled stops in Anita, Logan and Woodbine and adding in some unscheduled events to his day.

Menner wrapped up in Woodbine where he was scheduled to make three stops, but ended with four.

Menner to toured Woodbine’s downtown area, which has recently undergone significant, historical renovations, thanks in part to the Main Street Iowa program with assistance from USDA Rural Development.

After the tour, Menner added a surprise visit and presentation originally not on his agenda.

Menner met with Jason Sherer of the Pisgah Fire Department to recognize the organization for securing a $18,000 grant to purchase a 4x4 fire truck to assist with fighting grass fires. Sherer works in Woodbine at Rose Vista and agreed to meet with Menner in short notice.

1980 Woodbine High School graduate Lori Wiser is passionate about April. It’s National Organ and Tissue Donation Awareness Month and she is bound and determined to make sure everyone knows it.

Why? She is the proud owner of someone else’s heart.

They picked out their dresses and tuxedos.They scheduled hair and nail appointments and ordered corsages and boutonnieres. They selected dates and were ready to head to the Woodbine Junior/Senior Prom on April 30.

Doors opened for the annual event at 6 p.m. with the Grand March at 6:30 p.m. in the Woodbine High School gymnasium.

After deliberation, the junior class decided to use its hard earned funds on the theme “Kickstart My Heart,” selecting “Kickstart My Heart” by Motley Crue as a theme song.

MAY 2011 Harrison County Recorder Lorie Thompson was doing her best to figure out a way to keep passport service at the county courthouse.

As of May 1, the Department of State required the issuance of birth certificates and passport functions be completely separate, so much so as to require separate physical offices and no access to the same computer records, etc. as birth certificates.

Imagine having a team of caregivers tending to your needs as well as your family’s during your final days.

According to Kelly Sherer, Generations Hospice Care administrator, that is everyone’s right and the goal of a new hospice program in Harrison County.

When Missouri Valley City Councilman Christopher Brooks resigned his post April 22, he cited “job obligations,” City Administrator Rita Miller said.

He didn’t say those obligations included facing accusations of stealing from an employer.

Omaha police arrested Brooks, 35, on April 25.

Harrison County became county number 54 April 28 in Gary Stephenson’s quest to put a framed 1934 lithograph of the U.S. Constitution in all 99 Iowa counties.

Stephenson was joined by members of American Legion Post 118 and VFW Post 6256 in presenting the lithograph to the Harrison County Board of Supervisors.

A group of excited Woodbine Elementary School kindergartners crowded into the lobby of Woodbine’s Alegent Health Clinic around noon on May 2, awaiting an exciting announcement. The Alegent Clinic is now one of the many health facilities participating in Reach Out and Read Iowa, a program utilized to prepare children between the ages of six months and 5 years old for school.

As if Woodbine’s Everything Ellen wasn’t diverse enough between flowers,coffee and lattes, tux rentals, dry cleaning, tanning and more,beginning in late April, owners Lauren and Juli Cox, along with employee Patty Reisz, decided a consignment shop would be a good fit with the word,“Everything.”

Through a collaborative effort, one of the remaining buildings yet to be renovated on Woodbine’s Main Street was remodeled after papers were signed on May 2, finalizing the sale of the Woodbine Twiner office.

But the Twiner won’t be going far.

The newspaper moved two doors down at 503 Walker St.,the newly renovated Whitmore building. And the soon-to-beformer Twiner office is in for big changes, too – changes that will positively impact the face of downtown Woodbine.

In Iowa, three feedlots were found to be operating without proper permits. All three were ordered to apply for a permit within 90 days and establish disposal control systems by Sept.30, 2012. They are: • Feedlot Services Co. in Neola, in Pottawattamie County, where 809 head of cattle were confined in an open feedlot that discharges into Keg Creek.

• Harlan Northrup Feedlot in Griswold, in Cass County, where about 350 head of cattle were in an open feedlot that discharges into a wetland and tributary of Boughman’s Creek.

• Petersen-Bubke LLP, in Mapleton, in Monona County, where 1,050 head of cattle were in a feedlot that discharges into Rush Creek.

A fourth Iowa feedlot, Crossroads Cattle Co.,Woodbine, had a permit but failed to maintain enough storage capacity in its lagoons or to provide the proper controls to prevent unauthorized waste discharge.

The U.S. Environmental Protection Agency has put the operators of four feedlots in Iowa and one in Nebraska on notice for violating federal waste disposal rules.

The Woodbine Main StreetChamber thanked the community. They wanted to recognize all volunteers and supporters. And they wanted to showcase the vast façade and building renovation already complete. So the Woodbine Main Street-Chamber hosted a free pancake dinner May 27 at the 1928 Jess Watson “eyebrow”gas station, 313 Walker St., now known as the Main Street Station & Community Meeting Room.

As if the Woodbine Public Library didn’t offer enough to patrons already between books, magazines, cake pans, games, movies, audio books and more, they now offer the West-Central Iowa Libraries Building Online Resources (WILBOR).

WILBOR became a possibility for the Woodbine Public Library after receiving a $2,000 grant from the Harrison County Community Foundation.

Beginning June 1, WILBOR allowed patrons to check out eaudio books and e-books from any computer with Internet access, a Woodbine library card and a way to read it.

JUNE 2011 Angela Bush is only one in every 10,000 children born with Hypoplastic Left Heart Syndrome,a congenital heart disease. After multiple surgeries at six months,18 months,at 3 years, 10 years and 11 years in July of 2010, and repeated trips to Lincoln and Omaha for physical, occupational and speech therapy, her outlook for recovery has been set at 97 percent. However, the bills continue to pile up,even with the help of insurance, since the last surgery in 2010.

The 4 Rivers Riding Club decided to host a Bush Benefit Poker Run June 4.

On May 20, former banker Kenneth W. Waite, age 59, of Woodbine, was sentenced to 18 months in prison by John A. Jarvey, U.S. District Court Judge for the Southern District of Iowa, for making a false loan application to Commercial Federal Bank, his past employer, for the purpose of obtaining a $2.3 million line-of-credit for some distressed customers.

Woodbine High School 2009 graduate Dillon Grossman chose to carry on his education when he graduated. He works at Nebraska Furniture Mart part time to pay his University of Nebraska at Omaha tuition where

he’s working towards a major in secondary education with endorsements in language arts and special education.Fairly normal for a post-high school graduate – until you figure in his side hobby – involving martial arts and a large cage.

Today, he claims a second degree black belt in Tae Kwon Do and a three-strip blue belt under master instructor Fabio Santos in Brazilian Jiu-Jitsu.

Woodbine wrestling and assistant football coach Matthew Mentink doesn’t just teach his students how to be competitive and the best they can be – he practices what he preaches. The long-time coach makes it a goal to remain competitive and physically fit. One way he’s able to stay fit and competitive is through Brazilian Jiu Jitsu, taught by local instructor Scott Thompson.

So to stay physically fit, Mentink practices his Brazilian Jiu Jitsu three to four times a week, training side by side with dedicated former wrestler, Grossman.

But not only does he continue to progress, on May 8, he earned some bragging rights.

Mentink competed in a few Best of the Best tournaments in the Omaha/Council Bluffs area, consisting of approximately 100150 competitors.

He is no stranger to competition. However, he travelled with other club members to the Dallas International Brazilian Jiu Jitsu Open on May 8 which consisted of 400-500 competitors.

The Woodbine Community School Board of Education accepted a resignation from Middle School/High School Principal and Activity Director Rick Shanks, at the June 9 meeting.

The Harrison County Fair Board and Harrison County Extension announced that because of an ongoing threat of flooding to the Fairgrounds, Missouri Valley, this summer, the 2011 Harrison County Fair was held at the 4-County Fairgrounds, Dunlap.

He was born in 1995 and now stands approximately 9 feet tall and measures about 16 feet from nose to tail. He’s 1973 Woodbine graduate Roland Weis’ creation – his baby. His T-Rex dinosaur that stands hidden and waiting in the Zen Garden next to Nu-Style Creations on Main Street in Woodbine.

With the release June 14 of 150,000 cubic feet of water per second from Gavin’s Point Dam in South Dakota,the rush of even more water started its way to this area and south.

To put it into perspective, at 150,000 cfs,a football field would fill four feet deep in one second.

Normally water flowing out of Gavins Point takes about two days to reach this area, but can take longer with flooding, officials said.

According to Harrison County Emergency Management Director Larry Oliver, items officials are continuing to watch are the inundation of ag areas and if they see a steady rise in that area.

There’s a first time for everything Woodbine soon-to-be sophomore Paige Hackman discovered.

Hackman joined a summer track league in 2010 at the advice of one of her Woodbine track coaches, Phil Hummel.

And although she began competing in the summer of 2010, a highlight being qualifying for and placing seventh in the high jump at the Youth National Outdoor Meet in Lisle, Ill., she continues to see firsts this summer, including her most recent travel to the State Junior Olympics June 18-19 in Omaha, The idea came during a regularly scheduled Saddle Club Board meeting. They decided all cowboys and cowgirls were “Tough Enough to Wear Pink.”

That idea developed into the 51st Annual Woodbine Rodeo’s theme for July 7-9.

The 2011-2012 school year will be different in Woodbine – at least for junior high and high school students who will be under the leadership of new, secondary principal Sam Swenson.

Swenson begin his new role Aug. 1.

JULY 2011 On June 27, President Barack Obama signed a disaster declaration for the state of Iowa and ordered federal aid to supplement state and local recovery efforts in the areas struck by flooding that began May 25.

Davis Hackman and Cory Caddell were provided a unique opportunity June 12-17 at Camp Dodge in Johnston. Both Woodbine juniors were provided scholarships by the American Legion to attend the Iowa American Legion Hawkeye Boys State for a week of hands-on experience in the operation of the democratic form of government. The pair were two of the approximate 700 in attendance.

Although Woodbine soon-tobe senior Shelby Hall generally resides in Woodbine, from June 19-24 she served as a resident of the city of Harper-Rhea in Carr County in Girls’ State along with 42 other soon-to-be seniors from across the state of Iowa.

Zell Millard,dubbed by many as “Mr.Woodbine,” was surprised at the end of the Woodbine Rodeo Parade as his family snuck back into Woodbine for a grand event. Mayor Bill Hutcheson read the proclamation by the City Council dubbing the Historic Corridor area including Merry Brook School, the Depot and the newly-renovated 1928 gas station as the “Zell Millard Historic Preservation Park.” An emotional Millard received congratulations from family and friends. Millard has been a spearhead of community historic preservation and economic development since moving to Woodbine in 1950.

Harrison County has been dealing with impending flooding for more than a month and, according to county officials, continued to face the possibility throughout the summer. Iowa State University Extension and Iowa Small Business Center officials both urged the importance of documentation during the flood event.

On May 16, Lincoln Way, just past Bus Brown drive,was closed to through traffic for road construction.

The construction involved regrading the road to current design specifications to allow for safe travel at 55 miles per hour the entire length. Approximately, 3.37 miles were being re-graded.

His home these days is Shanghai, China, where he lives with his wife, French-Canadian Manon Crepeau, and their 20year-old daughter, Margot, who attends university in Montreal.

It was played at the ceremony in Denison as members of the 1168th Infantry of the Iowa Army National Guard returned home last week. The boys are back in town. Approximately a dozen Woodbine soldiers returned from overseas in July, arriving in Denison, Shenandoah and Red Oak before returning home to Woodbine.

AUGUST 2011 The new school year began with registration Aug. 5 and 9.

Brent Saron, new Harrison County Public Health Administrator, set the goal to make Harrison County the healthiest county in Iowa. An uphill challenge since Harrison County sat at number 98 out of 99,but Saron said he is up for the challenge.

After securing an $18 million FEMA grant to help recondition and strengthen poles and lines weakened by the 2009 and 2010 snow and ice storms, the Harrison County Rural Electric Cooperative was facing additional, unexpected expenses after copper thieves helped themselves to the REC’s new copper line.The REC services all rural areas of Harrison County as well as rural areas for four, surrounding communities.

Summer has come and gone and it’s time to start thinking about going back to school.While parents were rejoicing, and their studetns might not have been,the Woodbine Community School District and Horizons Committee joined forces to help ease the transition from summer fun to back to school with the third annual Horizons Community Fair and Back-To-School Open House Aug. 16.

In an essay Melanie Pryor submitted to the Iowa State Fair’s ‘The Way We Live’ contest, she expressed the hard work, love and humor that go in to running a third-generation family-owned farm. The truth behind those words in that essay is what made the Pryor family one of six recipients of The Way We Live Award in 2011, much to their surprise.

Angie Kuehn wasn’t afraid to get a little bit dirty. In fact, she wasn’t even afraid to crawl under barbed wire through a gigantic mud puddle. But of course, she knew that’s what she would be up against when she agreed to attend the Warrior Dash event July 31 in Kansas City with her “Boot Camp Family.”

It wasn’t really what Chris Mathison had envisioned when he began “playing” in his basement, but what began as a hobby has now developed into a Woodbine Main Street business, C&M Machine.

Mathison began his growing business adventure in the basement of his Woodbine home 13 years ago, packing the space with a lathe,mill and a surface grinder.

So in June, Chris purchased the industrial zoned building, at 308 Lincoln Way. Penny Peterson taught dance lessons for 24 years, before retiring in 2009. Her daughter, and 2009 Woodbine High School graduate, has been dancing since she was 5. The mother-daughter pair will brought their collabora-

tive 40 years of dance experience to Step In Time,a new dance studio, which opened Sept. 26.

Six new faculty members joined the Woodbine Com-munity School staff for the 2011-12 school year: Ryan Coenen, Deb Barry, Emily Bracker, Kyle Bartels, Theresa McKee and Tom Schafer.

In 2009, the City of Woodbine’s poverty level rested around 13 percent of the population, with 3.5 percent of that 13 being 50 percent or more below the poverty level. And while the statistics might not seem real, one very real statistic is the 34 percent of students at Woodbine Community School who qualify for and participate in the free and reduced lunch plan.

That’s why Woodbine Elementary Principal Kathy Waite thought a Poverty Simulation, offered through Iowa State University Extension, might be just what Woodbine teachers, administration and associates needed to better understand the frame of mind of students struggling through poverty situations at home.

SEPTEMBER 2011 Three items stood out on the Woodbine City Council’s agenda at a special meeting on Aug. 29.

An update was given on the current façade renovations in Woodbine’s downtown district by project manager, Darin Smith.

Final numbers were discussed as well as the allocation from the CDBG grant monies.

A third point of interest included an update on the city’s ampitheater project.

Also on the agenda was the topic of a potential funding source to generate new, downtown housing. Three to four buildings have been identified as having the potential to provide housing in the downtown district.

The Woodbine Community School District hosted its regular school election Sept. 13.

Five candidates were seeking three available seats. Two candidates,Todd Heistand and current School Board President Amy Sherer were seeking re-election, while the third current member, Amber Nelson, was not. Also vying for a spot on the council were Karen Lantz, who has recently spent two months on the board, filling in for Joanna Shaw after she resigned, Beth Fouts and Norma Coret.

Among the thousands wearing pink at the 2010 Susan G. Komen “Race for the Cure” were the Harrison County Cure Crusaders team that grew to a total of 179 members. The race was held Oct.2 and,in a change of venue,started at the CenturyLink (former Qwest Center) in Omaha, Neb..

If you were a Woodbine student and Phil Hummel took an interest in you, there’s a good chance you heard this phrase: “Walk with me.’’

Hummel, 78, died in September at Josie Harper Hospice House in Omaha, Neb. His funeral was in Woodbine, with the burial in Mound City, Mo. The ever growing Woodbine Martial Arts Sixth Annual Tae Kwon Do Tournament was Oct.1.

The annual event, offered four foot tall trophies to first place winners, has continued its success and growth during its six years of existence.

After months of planning,the 23rd annual Woodbine Applefest is slated for Sept. 24.

sands to Woodbine – filling the city’s historic brick streets (and every other street) with everything from food vendors, craft vendors, antiques, antique cars, tractors, apple pies, fun for children and more.

Bracinda Blum couldn’t help but let a tear slide down her cheek when she said, “But sometimes you just have to follow your dreams. I’ve always wanted to do art. I know people think I’m nuts.”

And now she is chasing that dream after resigning from an 11 year teaching position at Woodbine Community School District as a high school special education teacher and a five year stint as the journalism teacher.

Working as the Artisan Studio Director was an opportunity she never thought she’d have.

In June, 660 surveys regarding the recycling habits and needs of Woodbine residents were mailed along with the monthly utility bills.The goal was to obtain a feel for how many residents already recycled, if a curbside garbage and recycling program would be a good fit, and, if so, what type of program should the city look to invest in.Of those 660 surveys, 155 responses were received.

OCTOBER 2011 The ballots for candidates running for city offices were set for the Nov. 8 General Election.

In Woodbine, there was no contest for mayor with incumbent William Hutcheson running to keep his seat. There ere three candidates running for the two open council positions including incumbent Noel Sherer along with Randy Vandemark and Mark Westermeyer.

Kevin Brown wasn’t new to the publishing business. He wasn’t even new to the Western Iowa Newspapers Inc. However, he is the new face of the general manager of the Woodbine Twiner and Logan Herald-Observer. Brown assumed his duties Oct. 5.

The excitement of Woodbine High School Homecoming begun Oct. 2, with the annual dinner and jersey auction, culminating Oct. 7, with a football game and Homecoming Dance. The Tigers lost the Friday night game to ArWe-Va, 41-22.

Damage and lost business estimates from the 2011 flood reported by Harrison County businesses, totals $3.6 million, said Harrison County Emergency Management Director Larry Oliver.

Surveys were sent out to county businesses and cities to gather damage estimates including property,mitigation expenses and loss of business. From those sent out, approximately 20 returned estimates that totaled $3,603,151.

State Legislative Districts are changing, as well as county precincts, with the Harrison County Board of Supervisors proposing new precinct boundaries to comply with current law.

Harrison County’s boundaries were reviewed, they were found not in compliance and must be changed due to the state legislative redistricting.

Iowa House Districts 17 and 18 split Harrison County into two legislative districts.

Project Leader Kassey Bartels is confident Woodbine is ready to enter the zone. The Blue Zone.

The Blue Zones Project focuses on permanent environmental and policy changes within communities that will make the healthy choice, the easy one.

The Woodbine Community School District Board of Education learned Oct. 13 the district is showing strong positive trends in both finances and student enrollment.

NOVEMBER 2011 General Elections for candidates running for city offices were Nov. 8.

In Woodbine, elections were for mayor for a two year term and two open city council seats, both for four year terms. Polling for elections were at the Sacred Heart Parish Center, 704 Normal St., Woodbine.

In Woodbine, there was no contest for mayor with incumbent William “Bill” Hutcheson running unopposed. There were three candidates vying for the two council seats, held then by Noel Sherer and Robert Stephany.

Running for the positions were incumbent Noel Sherer, Randy Vandemark and Mark Westermeyer.

At a special meeting Oct. 24, Police Chief Andy Arndt’s medical leave was the center of focus.

Open session began again at 5:41 p.m. when Woodbine Mayor Bill Hutcheson put the question on the motion to terminate employment of Arndt under the FMLA policy effective immediately. Council members Nancy Yarbrough, Bob Stephany and Noel Sherer voted in favor, with Jim Andersen in opposition.

The Woodbine Community School District honors veterans each year during a Veteran’s Day celebration.This year is no different, with the celebration Nov. 11.

In Woodbine, incumbent mayor William Hutcheson, running unopposed, had 85 votes.

Winning council seats were incumbent Noel Sherer with 92 votes and Randy Vandemark, 61 votes. Mark Westermeyer had 52 votes. A total of 111 voters cast ballots in the election.

Chair of the Harrison County Community Foundation Susan Bonham announced $45,800 in grants awarded to Harrison County nonprofit agencies.

Among these were: • Woodbine Main Street Chamber: Fund an informational structure overlooking Historical Corridor of Woodbine, $2,300 • Woodbine Community Foundation: Provide a well to supply water for a community apple orchard, $2,400 • Woodbine Senior Center: Renovate/retrofit restrooms, replace water heater, install garbage disposal, $5,900 No Woodbine residents attended or filed information requests to the City Council prior to the Nov. 7 Façade Master Plan public hearing for restoration work on Walker Street.

Council members then addressed two residential properties that the city is working with on nuisance abatement issues.The two properties are 608 Normal St.. and 23 Seventh St. The Woodbine Community School District Board of Education named three building and grounds capital improvement projects as priorities at it’s regular meeting on Nov. 10 in the Board Meeting Room.

There are 250,000 Key Club members, a high school division of Kiwanis, worldwide. It’s the largest youth service organization in the world.And 22 of those 250,000 are located at Woodbine High School, dedicated to observing and upholding the core values of leadership, character building,caring and inclusiveness. Their dedication to those core values keeps them busy.

OCTOBER 2011: Queen Sarah Probasco was crowned during the annual Homecoming Pep Rally.

The Nelson family stood with their attorney by their side, facing senior judge of the Fourth District of Iowa Gordon C.Abel at the Council Bluffs Courthouse on Nov. 3. Amber Nelson couldn’t hold in her tears …. Neither could her husband, Scott, their attorney, Kim Murphy, or court reporter.

Seven-year-old Bernie was called to the Judge Abel’s desk.

He took the pen, and signed his name. It was over. After living in seven different foster homes in his short, six years of life, Bernie was now, officially a Nelson. The trip to the courthouse was just the final step in the process.

“In our eyes, Adoption Day was just a formality. Bernie was as much as our child as our other three children. We just didn’t have the paperwork signed yet,” Amber said. “With that said, it was still emotional.”

The letter to the Nebraska Gold Wing Touring Association from Chapter Z nominating Tom and Judy Erlewine for the GWTA Family of the Year pretty much says it all.

Not only is the couple active within Chapter Z, they are active in their community: Woodbine.

The letter tells the story of their personal life.

Because the Erlewines were named as the GWTA State of Nebraska Family of the Year,they are now in the running to be named Family of the Year for Region C in June 2012 in Wisconsin.The pair will be vying for the title against the top GWTA families from Illinois, Iowa, Minnesota, North Dakota, South Dakota and Wisconsin in the United States as well as one family each from Saskatchewan and Manitoba, Canada. And if they are seen fit for the Regional title, they move on to the GWTA National Family of the Year.

The construction project underway next to the Community of Christ Church on the corner of Sixth and Weare Streets actually began a decade ago during a conversation. Ten years later, the project is coming to fruition.

To accommodate the need for space, the new building is slated to be a 50 by 80 by 20 feet building that will be connected to the current church building through an existing classroom.

DECEMBER 2011 Woodbine United Methodist Church Pastor J. Samuel Subramanian brought a new idea to the Woodbine Ministerial Association: A Bethlehem Walk.

The Walk was Dec.11,and began on the lawn of the Woodbine United Methodist Church Woodbine Blue Zone Project Coordinator Kassey Bartels received word on Nov. 23 Woodbine qualified to continue its application process to be named one of Iowa’s first Blue Zones.

The Woodbine Community School District teamed up with Barnes & Noble for the fourth year. The Barnes & Noble Bookfair, is a highly successful event raising funds for the Woodbine Community School District Library.

Marty Wolff, a former contestant on the third season of the “Biggest Loser” reality TV show, helped Dr. Jacqueline Thomsen host the Grand Opening of her new Woodbine clinic Nov. 29.

The Woodbine City Council on Dec. 5 approved bringing two Police Chief candidates for local visits the week of Dec. 12 and also approved the provision of an insurance addendum and property easement to cover the Optimist Ice Skating Rink requested by that group and the Harrison County Rural Electrical Cooperative (REC).

The Woodbine City Council had a full night’s work on Dec. 19 with several major actions and an emotional discussion with Cathy Searcy, one of two homeowners facing nuisance abatement actions. Four TIF district proposals to benefit business/recreational opportunities and spark growth in housing development were also discussed. The Council also hired a new Police Chief.

PUBLIC NOTICE HARRISON COUNTY SUPERVISORS PROCEEDINGS December 1, 2011 The Board of Supervisors met in session with all members present.

The current agenda was approved on a motion by Pitt, second by Utman. Unanimous approval.

Engineer Tom Stoner informed the Board that the next bridge to replace would be west of Persia on F58. The bridge will be replaced with a box culvert.

Mr. Stoner will be submitting the project to DOT to start the process.

Tri County Hazardous Operations Unit Larry Oliver discussed the request from this unit (which is made up of Harrison, Shelby, and Crawford Counties) for an $8,000 contribution. Last contribution was in 2007.

Board thought this contribution would come from the EMA’s budget and then increase the county’s contribution. Board agreed on the $8,000 contribution.

Handwritten Warrant A handwritten warrant to US Bank in the amount of $4,366.95 was approved on a motion by Utman, second by Pitt.

Unanimous approval.

County Property Brett and Jake Carlson met with the Board to request two parcels owned by the County be allowed to be sold to them as both parcels adjoin their farmland. One parcel is only an easement and the County will not give up. The other parcel will be offered on a public auction.

Carlsons will be notified.

Claims Chairman Smith reported that he came into the office on November 23rd and stamped claims for payment on the November 28th.

Conservation Scott Nelson, Director, updated the Board on conservation issues.

Mike Weis will be going to the Academy in 2012. At Willow Lake, the Scotch pines are dying and will be removed by Big Valley Tree Clearing, and Conservation may be the recipient of a donation to be used on a new cabin. Mr. Nelson will be meeting with the possible donor next week.

HR Systems Doug Petersen and Carrie Rowell met with the Board to discuss what HR Systems could do for the County. HR Systems is a human resource company that could help the County with employee trainings and with re-writing the employee handbook. The Board would like a written proposal.

Maximus The Maximus contract was presented to the Board. Maximus prepares

the cost allocation plans that allow counties to recover eligible indirect costs from the Iowa Department of Human Services. Contract fee didn’t change and will stay at $3,773 per year for 2011, 2012, and 2013.

New Beck Drainage District Larry Buss met with the Board to present two petitions for the New Beck Drainage District. The first petition requested improvements to the District of up to $300,000 for brush and tree removal, raising low spots, adding dirt to embankments as needed but not limited to just those items. The second petition asked for consideration of private levee parcels and benefited property that is not currently in the New Beck Drainage District to be annexed. Discussion was held about the petitions, with Mr. Buss being informed that people who were annexed into the District would not be responsible for any past debt according to the drainage attorney, Jennifer Mumm. Mr. Buss then asked the Board if they had any objections to possibly having the Rand Peterson Drainage District annexing the entire New Beck Drainage District. The Board did not have any objections to that proposal. Mr. Buss asked the Board to not make any decisions regarding the petitions until he contacted them and the Board agreed.

Soldier Valley Drainage DistrictOld Soldier Mr. Buss spoke to the Board regarding a bridge crossing that needs replaced on his property. He would like to replace this bridge with a tube to allow him access to his field.

The drainage clerk informed Mr. Buss that he would need to contact Troy Groth from Sundquist Engineering regarding the size of the crossing and that Shearer Contractors would need to place the crossing. All expenses would be paid by Mr. Buss with the district maintaining the crossing after that.

Claims Claims, as presented, were approved for payment.

Engineer The cover sheet that allows the rocking of the farm-to-market roads for next year was signed by the board members.

Mr. Stoner told of an area resident contacting him regarding a farmer pushing trees into the Mosquito Creek. Mr. Stoner contacted several agencies to see if anything could be done. The DNR in Atlantic sent the farmer a letter indicating the complaint but DNR took no action against the farmer.

Election Equipment Certification The annual election equipment certification to the State was signed by the Board chairman. This certification list the quantity of election equipment purchased solely or par-

tially with Federal and/or State funds. Harrison County has 15 Optical Scanners and 14 Handicap Accessible equipment that were listed.

Letter of Support David Bentsen and Bob Herman met with the Board to request a letter of support for the City of Modale in their attempt to apply for the 2012 Transportation Community and System Preservation Program grant. Board signed a letter of support for them.

Handwritten Warrant A handwritten warrant to US Bank in the amount of $3474.64 was approved on a motion by Pitt, second by Smith.

Nobles Lake Drainage District Elizabeth Lenz, Drainage Clerk presented the Board with a hearing notice for FEMA repairs in the Nobles Lake Drainage District. The district is a joint district with Pottawattamie County, with Pottawattamie County being the controlling county. An engineering estimate is on file in both counties.

On a motion by Pitt, second by Smith, a hearing date was set for January 10, 2012 at 10:00 A.M. at the Supervisor’s Hearing Room in Pottawattamie County. Unanimous approval.

Soldier Valley Drainage DistrictOld Soldier Elizabeth Lenz, Drainage Clerk informed the Board that she had misspoken at the last meeting regarding the crossing request of Mr. Buss’. The crossing does need to be approved by Mr. Groth of Sundquist Engineering and placed

by Shearer Contractor’s but since it is a crossing it will not be maintained by the District after placement. The policy in place for maintaining after placement only refers to tubes placed to allow additional drainage of a taxpayer’s land. Mr. Buss has also been informed of this correction.

Abatements Treasurer Renee King presented the following mobile home abatements for the Board’s consideration: Junking Certificates #430103560, 430103558, 430103553, 430103561, 430103563, and 430103562.

The first half of taxes have been paid and the Board will only be abating the second half of taxes.

Community Anonymous donor donates building funds for the Harrison County Humane Society An anonymous donor has stepped forward and donated the funds to purchase the building at 106 N. Fifth Ave., Logan, to server as the new Harrison County Humane Society.

The Harrison County Humane Society began in 2005 as the brainchild of Connie Betts. It was active for a short period of time and then revitalized in 2007. However, it lacked the enthusiasm needed to keep it progressing.

In 2009, new officers were elected and the organization continues making forward strides.

Land was given to the group from a member attending one meeting.

That land was about a mile outside of Magnolia.

The location was good, but water was going to be a problem as the land sets at the crest of a hill in the beautiful Loess Hills and water possibly could be at the bottom of that hill. So the will was still there, but the way was presenting a problem.

The beginning of 2010 was when the dogs of

Harrison County breathed a sigh of relief as HCHS focused on taking in strays or lost and founds and to search for original homes or new homes for those animals.

There had to be a way because the need was so great.

In July 2010, a dedicated member offered to place a kennel on his property to enable the group to obtain a legal Shelter License from the USDA. That was inspected and granted the same day, Aug. 10, 2010. So the HCHS was legally on its way.

Since the kennel was in Mondamin, it was hard for HCHS active members to help with walking the dogs and clean up, etc., so the struggle continued, with members seeking foster homes versus the inspected kennel.

Land was offered to the HCHS near Missouri Valley, but it lacked accessibility as no road existed to the property, so the struggle continued.

During this time, the

HCHS was primarily focusing on canines, but the help for felines was growing. To help with the rising need for feline care and services, the HCHS hosted a Spay and Neuter Program to Harrison County residents, with a $50 certificate being issued for the alteration of a feline.

Shortly afterwards, HCHS members were granted permission from the City of Logan to place a cement slab near the city’s pound to help temporarily resolve the housing issue of incoming canines. Six kennels were added to the city’s two existing spaces.

However, worry spread as winter drew near, knowing canines kept outside in the winter were susceptible to frozen water and a host of other issues.

Utilizing fundraising monies, it was feasible for the HCHS to make a down payment on the new facility, but paying for the remaining balance was looking bleak. It was then that an anonymous benefactor alleviated the

fund raiser for the Loess Hills Hospitality Association, Moorhead, which educates and supports activities and ideas in the seven county area.

It is a high quality, appointment type calendar, that is printed in the Loess Hills.

There is no compensation for any use of an image, only the honor of being published and dis-

counts on calendars that the photographer wishes to purchase.

Sharp and clear submissions are preferred on a CD or DVD with a printed image included.

When choosing boots consider your lifestyle will you be wearing them daily as part of your wardrobe or a few times a week? If you want more than one pair â&#x20AC;&#x201C; money might be a consideration.

There is suede that is impressive looking but the least stain resistant, great leather that is highly durable and synthetics that look deceptively like fine leathers and are less costly.

If you are on a budget, go for a classic pair that you can wear more than one season and with several outfits.

If they are going to be used with casual clothing they might not look well with a tailored suit. You might want to think about buying two or three styles of less expensive boots that can take you from day to night; always looking smart.

Lastly, boots are an investment and you need to take care of them.

When you bring them home be sure to weatherproof your boots with spray products made for the new purchase. If you feel uncomfortable doing it yourself have them cared for professionally.

At the end of the season carefully polish them, check them for heel damage, stuff them with paper and store them until next year. Good boots, taken care of lovingly often last 5 years or more.
