WELCOME FROM BIRMINGHAM LAW SOCIETY I bring you warmest greetings from the Commonwealth Lawyers Association (CLA). I am delighted that we are co-hosting this event on ‘Race to the Commonwealth & Beyond’ with the Birmingham Law Society and the University of Birmingham. It is good to be attending an in-person event after the challenges of restricted movement of the last 2 years and to be visiting in this great city of Birmingham.

It is an honour that we will be joined by a long-time friend of the CLA, the Hon. Marlene Malahoo Forte QC, MP. Minister of Legal & Constitutional Affairs, Jamaica who will deliver a keynote address, as well as other international colleagues travelling to be with us from as far afield as Pakistan, Bangladesh, India and Malaysia, as we consider the excellent topics on our programme.

The conference arrangements have been made easy by the excellent steering group, headed up by Tony McDaid, Vice President of the BLS and I thank them warmly for their partnership.

We look forward to further work together. I also thank the University of Birmingham for their help and the provision of the magnificent venue where we are to meet.

I am absolutely thrilled and delighted to welcome you all to the conference, “Race to the Commonwealth and Beyond” hosted by Birmingham Law Society and the Commonwealth Lawyers Association.

This conference was the brainchild of the Birmingham Law Society’s International Committee and my Vice President, Tony McDaid who wanted to bring together lawyers from Birmingham Law Society and the Commonwealth on the eve of the Birmingham 2022 Commonwealth Games, and that they have done.

We all know that the Birmingham and West Midlands region is an unrivalled centre of legal excellence and over the next two days we will be sharing ideas and best practice, focusing on equality and diversity. Here in the West Midlands, we take great pride in the firms and people who make up our legal sector, which can only be described as a progressive, modern and diverse community.

I do hope that you will have a thoroughly enjoyable conference and dinner and make some new and lasting connections. DAY 1 Introductions & welcome CONFERENCE HOST - JOHN MCKENDRICK QC John was educated at the LSE and Oxford University before being called to the Bar as a Major Scholar by the Inner Temple in 1999.

He was appointed standing counsel to the Advocate General in Scotland and was Treasury Counsel for the Attorney General in England. Her Majesty the Queen appointed him Queen’s Counsel in 2016. Between 2016 and 2018 he was the Attorney General of Anguilla. He works from Outer Temple Chambers in London in the areas of commercial, public and regulatory law. He is also qualified to appear before the Anguilla and BVI courts. He has appeared as counsel in many appellate courts including HM Privy Council, the UK Supreme Court and the Eastern Caribbean Court of Appeal. He sits as a part time judge.

BRIAN SPEERS, COMMONWEALTH LAWYERS ASSOCIATION PRESIDENT At the Commonwealth Law Conference in Livingstone, Zambia in 2019 Brian was elected as President of the CLA. He chaired the Commonwealth Law Conference in Nassau, the Bahamas in September 2021 and his term has been extended until the next Commonwealth Law Conference in Goa, India in March 2023.

In 2010 - 11 he served as President of the Law Society of Northern Ireland. He is now the Treasurer of his Law Society.

In April 2021 he was appointed as Chair of the Commonwealth Games Ethics Commission and in that capacity will attend the Commonwealth Games in Birmingham, England in July 2022.

ANDY STREET CBE, MAYOR OF THE WEST MIDLANDS Andy Street was elected as the first Mayor of the West Midlands in May 2017. Andy was re-elected to serve a second term as Mayor in May 2021.

Before becoming Mayor, Andy combined a career with John Lewis, Britain’s most successful workers’ co-operative, with a host of high-profile economic development roles, working with local and national government.

He was the Chair of the Greater Birmingham & Solihull Local Enterprise Partnership between 2011 and 2016, helping to build the relationships that have underpinned the economic growth of the region. Additionally, he has been lead non-executive director for the Department for Communities and Local Government as well as a member of the Prime Minister’s Business Advisory Group.

In June 2015, Andy was awarded the CBE for services to the national economy. He was named the ‘Most Admired Leader’ of the year by business magazine, Management Today in 2014. He received the ‘President’s award’ from the Greater Birmingham Chambers of Commerce in for his work in the region.

KEYNOTE SPEAKER - HON. MARLENE PATRICIA MALAHOO FORTE. MINISTER FOR LEGAL & CONSTITUTIONAL AFFAIRS, JAMAICA Passionate about public service, Hon. Marlene Patricia Malahoo Forte, Q .C., MP, is the Minister of Legal and Constitutional Affairs (since 2022 January 11), having previously served as the Attorney General of Jamaica (2016 March 7- 2022 January 10). She is also Member of Parliament for the constituency of St James West Central (since 2016 Feb 25). She is known for implementing innovative solutions with measurable results to difficult problems. She has been honoured as a Professional Woman of Excellence and for Service Excellence and Distinguished Professional Achievements that have inspired others. She is a member of the Integrity Commission Oversight Committee of the Parliament and Jamaica’s Lead Expert on the Committee of Experts of the Mechanism for the Follow-up on Implementation of the Inter-American Convention Against Corruption (OAS MESICIC).

Ms Malahoo is a member of the Cabinet’s National Security Council and the Cabinet’s Legislation and Public Order Committees and the National Council on Justice. She guided the development of the legal framework for Jamaica’s national response to the COVID19 pandemic, with necessary checks and balances and appropriate parliamentary oversight on the Prime Minister’s use of executive orders. Regionally, she is a member (and former chairman) of the Caribbean Community’s (CARICOM) Legal Affairs Committee and a former executive member of the CARICOM’s Council of Legal Education.

Ms Malahoo is the vice-president for Latin America & the Caribbean on the Board of Governance of the Parliamentary Network on the World Bank and the International Monetary Fund, for the 2021-2023 term. She is a fourth-term legislator, with a thorough knowledge of the legislative process and demonstrated attention to detail at all stages.

Her tenure spans both Houses of Parliament of Jamaica, on both sides of the aisle. She was first elected to the House of Representatives on February 25, 2016 and re-elected on September 3, 2020. Initially, she was appointed Senator in Government and Minister of State for Foreign Affairs and Foreign Trade on July 15, 2009 in the Bruce Golding Administration; and then re-appointed Senator in Opposition, on January 16, 2012, and subsequently named Shadow Minister of Health and Healthy Lifestyle.

During her time as Foreign Minister of State, she regularly headed Jamaica’s delegation at various international and regional fora, including at Heads of Government/State Conferences and the World Trade Organisation (WTO). She was also a member of the Joint Parliamentary Assembly of the European Union and the African Caribbean Pacific group (JPA EU-ACP). While in Opposition, she successfully called for the dismissal of the Minister of Health and was named among the top three Shadow Ministers between 2012-2016. She has also hosted, owned and executively produced a prime daytime Call-in Radio Talk Show “JUSTICE”, with live internet stream. In disrupting the status-quo to successfully clear a huge backlog of cases as a trial judge of the Parish Courts she earned the commendation of the wider society, though incurring the wrath of some members of the bar and was honoured as a Bigga High Achiever in the Legal & Justice System. From her early years at the public bar she had an enviably high success rate in the trial and appellate courts, as a formidable, fair and fearless prosecutor.

Ms Malahoo’s goal is to help increase integrity in actions and systems in government, to make government more accountable and efficient. Qualifications include MPA (Harvard); LLM (King’s College London, Commonwealth Scholar); LLB (University of West Indies Cave Hill). Also, Yale World Fellow; Associate Alum Oxford BSG; former head girl of the Manning’s School.

SESSION CHAIR BCEW - MARK FENHALLS QC Mark Fenhalls QC’s practice is principally in crime, business crime and regulatory compliance.

MUDDASIR HOSSAIN Mohammed Muddasir Hossain is a Partner at the law firm, Hossain & Khan Associates (H&K) in Bangladesh . He is an experienced advocate, appearing regularly before the Supreme Court of Bangladesh (SCB), the apex court of the country. He is a member of Commonwealth Lawyers Association (CLA) Executive Committee 2022-2024.

Mohammed has over 15 years of experience in broad range of constitutional, corporate, and commercial practice in Bangladesh.

He primarily focuses his practice on constitutional and commercial litigation, arbitration, and sports regulatory matters. He is the Legal Advisor of Bangladesh Cricket Board (BCB), the national sports organisation for the sport of cricket in Bangladesh. He regularly advises BCB on regulatory, disciplinary and other commercial issues in sports.

Mohammed also regularly advises sports athletes, sport agents, clubs and local TV broadcasters on legal issues in sports.

PHIL HUTCHINSON, PRINCIPLE ASSOCIATE MILLS & REEVE Phil is a Principal Associate in the sports sector at Mills & Reeve and heads up the sports litigation and regulatory team in the firm’s Birmingham office. He is named as a “Rising Star” in the 2019 - 2022 Legal 500 editions for sports law. He is also listed as an ‘Associate to watch’ in Chambers 2022. He regularly represents high profile sports individuals, clubs and organisations, with a particular focus on football.

Phil also has significant experience in working on match fixing and doping cases across a variety of sports. This has included representing Kieran Trippier and Daniel Sturridge in relation to charges brought by The FA around betting offences. Phil also advises clubs, players and agents on multi-million pound player transfers.

He is also a member of the England Boxing National Disciplinary Panel and has recently been appointed to the Independent Ethics Board of the World Anti-Doping Agency.

HUGH MERCER QC Hugh Mercer QC is a highly regarded advocate practising in a broad range of areas with a particular emphasis on public and private international law, public and regulatory law, EU law (including Retained EU law & Brexit/NI Protocol issues), human rights and international investment law. He has extensive experience at appellate level in England and Wales, in the CJEU and has been instructed in relation to cases before the appellate courts of other countries (e.g. Supreme Courts of Switzerland and Cyprus) working alongside local counsel.

He chairs the International Committee of the Bar of England and Wales and is Head of the UK Delegation to the CCBE. He sits as a Deputy High Court Judge and as an arbitrator/mediator. He is a Master of the Bench of Middle Temple. He has excellent French, good German, Spanish and Italian. He is also a member of the Bar of Northern Ireland and, as an avocat, the Barreau du Brabant Wallon, Belgium. He continues to have a right of audience in the CJEU for EU cases.

CAROLINE MCGRORY, CHIEF LEGAL OFFICER – BIRMINGHAM 2022 COMMONWEALTH GAMES ORGANISING COMMITTEE Caroline studied law at St Anne’s College, Oxford and Nottingham Law School and trained, qualified and practised as a solicitor at a national law firm with its principal office based In Birmingham.

She moved in house to IMG in 2000, the global sports marketing agency, before moving back to private practice to become the inaugural Head of the Sports Group at Charles Russell Speechlys LLP based in their London office.

In 2004 Caroline joined what was then B.A.R (British American Racing) as Legal Director and as a member of the senior management team. Caroline was part of the Management team who undertook a buy out of the team from Honda in 2009 to create Brawn GP which went on to win both the Constructors’ and Drivers’ World Championships in that year (whilst she was a shareholder and director of the team).

Following the purchase of the team by Daimler, Caroline continued at the Mercedes F1 Team as Director of Legal and Commercial Affairs.

In December 2016 Caroline joined Leicester City Football Club as their first General Counsel following their Premier League title success and was a member of the Executive Management Board. In addition, Caroline worked closely with the Community Trust assisting on local projects.

In April 2019, Caroline joined the Organising Committee of the 2022 Birmingham Commonwealth Games as the Chief Legal Officer, Company Secretary and a member of the Executive Management Team. She is responsible for all legal matters relating to the operation and delivery of the Games in Birmingham and the West Midlands in 2022 and is also the executive responsible for all HR and Office Management related matters. In particular Caroline leads on the legal procurement of all goods and services required for a successful multi sports event, the securing of venue use agreements for all sporting, training, cultural and live site venues as well as all brand protection matters relating to the Games.

Caroline is a Director of the British Association of Sport and Law (BASL).

SESSION CHAIR - STEVEN THIRU, CLA VP, AUSTRALASIA, MALAYSIA Steven Thiru is the Managing Partner of Messrs. Steven Thiru & Sudhar Partnership in Kuala Lumpur, Malaysia. He is a senior litigation lawyer and has been in practice for almost 30 years. His main areas of practice are General Litigation, Contract and Tort, Constitutional & Administrative Law, Corporate Law, Employment Law, Energy Law, and Native Title Law. Steven read law at the University of Leicester and graduated (LL.B (Hons)) in 1990.

He was admitted to the Bar of England and Wales at Middle Temple in 1991, and was admitted as an advocate and solicitor of the High Court of Malaya in 1992. Steven also holds a Masters of Law (LL.M) degree from University of Malaya (2000).

Steven was recognized as a highly recommended lawyer by the Legal 500 Asia Pacific 2017 and as a market-leading lawyer (Labour and Employment law) by the Asialaw 2017.

He is highly experienced in relation to employment litigation, often acting for GLCs and international clients”. He was categorised as a “Leading Individual for Dispute Resolution” by the Legal 500 Asia Pacific 2019 and as a “Distinguished Practitioner” by Asialaw 2020 and 2021. Recently, Chambers Asia-Pacific 2021 has recognized Steven as “…a well-regarded and experienced practitioner…” in the Dispute Resolution practice and also “…well regarded for contentious matters, frequently acting on a range of employment disputes” in the Employment & Industrial Relations practice area. Steven was the 31st President of the Malaysian Bar from 2015 to 2017. He is currently the VicePresident (Australasia) of the Commonwealth Lawyers Association and one of the Vice Presidents of Lawasia.

ELIZABETH SPELLER, IT’S A PENALTY ADVOCACY CO-ORDINATOR Elizabeth is Advocacy Director for It’s a Penalty, a UK-based NGO with a global impact that harnesses the power of sport to end abuse, exploitation and human trafficking worldwide. Passionate about protecting human and civil rights, prevention of violence, and gender justice issues, Elizabeth first joined It’s a Penalty in 2016, following her graduation from the University of Manchester with a degree in Politics & Modern History. In her current role as Advocacy Director, Elizabeth leads It’s a Penalty’s CommonProtect programme, focused on improving child protection from sexual exploitation and abuse in the Commonwealth, and oversees the implementation of It’s a Penalty’s awareness-raising campaigns during major sporting events, including the current campaign ahead of the Birmingham 2022 Commonwealth Games. Most recently, Elizabeth led the production of the CommonProtect report: a review of the legal systems protecting children from sexual exploitation and abuse across 21 countries of the Commonwealth.

HASAN IRFAN KHAN Hasan Irfan Khan is a senior Advocate admitted to practice before all the High Courts and the Supreme Court of Pakistan. His practice began focusing on Intellectual Property laws including commercial IP such as Licensing, Franchising and Transfer of Technology agreements and disputes. He is a recognized leader in these areas of law. Over a period of time he has created a niche as senior litigator across various areas of law.

He has handled litigation and dispute resolution in sectors such as Life Sciences, Corporate Commercial, Competition, Intellectual Property, Employment, Constitutional law etc. He has conducted various high profile cases before the Courts in Pakistan including a recent Presidential Reference to the Supreme Court concerning Senate elections, Constitutional challenge to Competition law, Constitutional challenge to Drugs Regulatory Authority Act etc. He has also led various pro bono projects.

He has keenly participated in the matters of CLA and led a pro bono project on behalf of CLA relating to Child Sexual Exploitation and Abuse (CSEA) in collaboration with “it’s a penalty”.

DR LIN SAMBILI, PROJECT MANAGER, SPORT FOR DEVELOPMENT AND PEACE COMSEC Lin Cherurbai Sambili-Gicheha holds a PhD in Sociology of Sport from Loughborough University with a particular focus on Sport for Development in Preventing the spread of Violent Extremism (SDPVE). Lin graduated from the International University of Monaco (IUM) in 2013 with a Master’s degree in Sustainable Peace through Sport (MSPS). Prior to obtaining her Master’s degree, Lin worked with the United Nations in New York with the Department of Political Affairs (Electoral Assistance Division) and was a UN Volunteer with the United Nations Office for Partnerships (UNOP) where she provided technical and operational support on various initiatives and high-level forums on sustainable development.

Currently, Lin is the Project Manager, Sport for Development and Peace (SDP) within the Commonwealth Secretariat and actively contributing to the research, design and development of practical, sport-based interventions and policies that promote sustainable peace, build resilient communities and create safe inclusive spaces for individuals and young people participating in sport.

DAVID MILTON, CLYDE & CO David is a member of Clyde & Co’s national Abuse and Neglect Practice Group and leads the abuse team in Bristol. He specialises in helping clients and their insurers manage allegations and claims arising from both non-recent and recent sexual, physical and emotional abuse. He also has substantial experience in regulatory law and Coroner’s Court proceedings. David is the lead for the national Practice Group in claims and allegations arising from a sporting context and he has advised numerous high profile private clients and their insurers across a range of sports including football, swimming, golf and gymnastics. As well as managing claims and allegations David gives advice with regard to the establishment and operation of schemes of redress and alternative claims processes. He also has an ongoing involvement with the Independent Inquiry into Child Sexual Abuse (IICSA).

He was admitted to the Bar of England and Wales at Middle Temple in 1991, and was admitted as an advocate and solicitor of the High Court of Malaya in 1992. Steven also holds a Masters of Law (LL.M) degree from University of Malaya (2000).

Steven was recognized as a highly recommended lawyer by the Legal 500 Asia Pacific 2017 and as a market-leading lawyer (Labour and Employment law) by the Asialaw 2017.

SESSION CHAIR - DAVID GREENE, CLA COUNCIL E&W David is Senior Partner of Edwin Coe LLP based in London. He was articled with Edwin Coe and qualified in 1980, becoming a Partner in 1984 and Senior Partner in April 2011.

He specialises in commercial litigation including competition claims and claims on behalf of shareholders, consumers and workers. He is Head of the Class Action and Finance Litigation department. He has also specialised in work in sub-Saharan Africa for 30 years and has advised governments round the World on civil justice and human rights reform.

David served as the 176th President of the Law Society. He has served on the Law Society Board and chaired various policy boards and committees at the Law Society. In particular David chaired Brexit policy development at the Law Society. David was part of the UK delegation to the CCBE. David is a member of the Council of the Commonwealth Lawyers Association.

David served on the public bodies; Civil Procedure Rules Committee and the Civil Justice Council, on which he chaired the housing law committee.

David is consultant editor of the New Law Journal and on the editorial board of Juriste International (UIA).

David has recently represented parties on many high profile cases including sports arbitration, the Article 50 litigation and the Proroguing litigation.

DR MARIELA DE AMSTALDEN Dr Mariela de Amstalden joined Birmingham Law School in September 2021. Her research explores the legal implications of emerging biotechnologies, in particular animal cell-cultivation, and their implications for international economic law and global governance. Her monograph, Global Food Governance: Implications of Food Safety and Quality Standards in International Trade Law (Berne: Lang 2015) explored how the notion of legal standards in international law can be interpreted to ensure that global food demands are met. She has experience in private practice and the judiciary and has published a number of peer-reviewed articles about the law of emerging biotechnologies, food and public health regulation at the intersection with international economic law and global governance.

MALCOLM DOWDEN (SPB) Malcolm Dowden is a partner in the firm’s Data Privacy, Cybersecurity & Digital Assets Practice. Malcolm has more than 25 years’ experience advising UK and international clients on a wide range of technology, data protection, privacy and electronic communications issues.

Malcolm has a particular focus on planning and implementing cross-border data and privacy law compliance strategies. His experience covers EU GDPR, UK GDPR and (through liaison with local counsel) Dubai International Financial Centre (DIFC), Abu Dhabi Global Market (ADGM), Singapore, Kenya, South Africa and India. I’m an ambidextrous brand thinker and do-er, blending insight, strategy and instinct to transform brands and create better businesses.

KEYNOTE SPEAKER - JOHN CRABTREE OBE, LORD LIEUTENANT OF THE WEST MIDLANDS John has a variety of business, community and charitable interests, predominantly in the West Midlands. He is a former President of Birmingham Chamber of Commerce & Industry, previous High Sheriff of the West Midlands and is Her Majesty’s Lord-Lieutenant of the West Midlands. John is currently also Chair of the Birmingham Organising Committee for the 2022 Commonwealth Games.

For many years, he was Chair of both Birmingham Hippodrome Theatre Trust, the UK’s most popular single theatre and Sense, the leading charity looking after the deafblind and people with complex disabilities.

In 2003 he was voted West Midlands Businessman of the year, the following year he was voted UK lawyer of the year and has received life-time achievement awards from the Birmingham Law Society and the Birmingham Post. In 2007 he was awarded an OBE in The Queen’s Birthday Honours. John has also received honorary doctorates from Birmingham University, Birmingham City University and Aston University.

SESSION CHAIR - PROFESSOR LISA WEBLEY, HEAD OF BIRMINGHAM LAW SCHOOL Professor Lisa Webley’s research concerns the regulation, education and ethicality and professionalism of the legal profession, and broader access to justice and rule of law concerns. She has been the Principal Investigator on several large research projects and has undertaken funded empirical research for public bodies and organisations including the European Commission; the Ministry of Justice and the Department for Trade and Industry. She is head of research in CEPLER. Lisa is General Editor of Legal Ethics and Co-Director of the Legal Education Research Network. She holds visiting professorships at the Sir Zelman Cowen Centre at Victoria University Australia and at the University of Portsmouth, and has been a visiting scholar at Melbourne University and Hong Kong University. She holds a Senior Research Fellowship at IALS, University of London. She is co-author (with Harriet Samuels) of the Complete Public Law: Text, Cases and Materials (OUP) and Legal Writing (Routledge).

She was awarded the OUP Law Teacher of the Year prize 2016.

MATT MOORHEAD, OCCJR, COMMONWEALTH SECRETARIAT Matthew is an Australian lawyer. His current role is Legal Adviser at the Commonwealth Secretariat, where he specialises in law and development. Commonwealth projects he has overseen include the Commonwealth Study on International Commercial Arbitration. His background is in multilateral development banks, including the World Bank and the European Bank for Reconstruction and Development.

He has a law degree from the Australian National University, and a masters degree from New York University.

MOHAMMED ZAMAN QC, NO5 BARRISTERS’ CHAMBERS Mohammed has a broad commercial litigation and international arbitration practice covering a wide range of contractual, property and regulatory disputes. His work includes a particular emphasis on civil fraud, company, insolvency and regulatory matters, as well as complex commercial disputes generally.

He is admitted as a practitioner in the Dubai International F inance Centre (DIFC) Court and has regularly appeared before the Dubai World Tribunal (which deals with matters arising out of the restructuring of ‘The Dubai World’ company and its subsidiaries), where he has been instructed on cases involving substantial disputes of up to AED 800 million (£140 million).

SESSION CHAIR - MICHELLE HEELEY QC, LEADER OF THE MIDLAND CIRCUIT Michelle Heeley QC is leader of the Midland Circuit and sits as a Recorder. Michelle took Silk in 2017, and became the youngest criminal Silk in the country.

Michelle is regularly instructed by the Complex Casework Unit and prosecuting division for the Serious Organised Crime Agency to prosecute large scale, multi handed cases involving complex legal issues. Michelle is renowned for her team player attitude, taking responsibility for the case as a whole when required.

Michelle undertakes private defence work, and has represented defendants from all aspects of life, ranging from former England football players, national journalists, to teachers charged with serious sexual allegations She is noted for her expertise in rape cases and in dealing with vulnerable witnesses.

EILEEN SCHOFIELD Eileen was admitted to the roll of Solicitors in England and Wales in 2000, she now runs her own award winning Law Firm, a niche commercial and employment law firm which she set up in 2009.

Eileen was nominated and appointed to the role of President of Birmingham Law Society in 2014/2015, during her tenure as President Eileen represented the Society nationally and internationally and raised the profile of the Society with City of Birmingham leaders, parliamentary decision makers and business leaders, both nationally and internationally.

Eileen was elected as the first female Chair of the Board in its 200 year history, she led the Society in marking its 200 year celebrations and obtained a coveted blue plaque on the Society’s premises.

Eileen sits on the Council of Birmingham Law Society as wells as the International Committee and Employment Law Committee.

Eileen is the Vice President of the Transatlantic Chamber of Commerce, an organisation which facilitates business between the US and the UK. Eileen is also Vice President of the Solihull Chamber of Commerce.

Eileen is a founding member and Chair of The West Midlands Irish Business Group in association with the Irish Government.

JOHN MCKENDRICK QC John was educated at the LSE and Oxford University before being called to the Bar as a Major Scholar by the Inner Temple in 1999.

He was appointed standing counsel to the Advocate General in Scotland and was Treasury Counsel for the Attorney General in England. Her Majesty the Queen appointed him Queen’s Counsel in 2016. Between 2016 and 2018 he was the Attorney General of Anguilla. He works from Outer Temple Chambers in London in the areas of commercial, public and regulatory law. He is also qualified to appear before the Anguilla and BVI courts. He has appeared as counsel in many appellate courts including HM Privy Council, the UK Supreme Court and the Eastern Caribbean Court of Appeal. He sits as a part time judge.

STEPHEN SAMPSON, SQUIRE PATTON BOGGS Stephen leads our UK Litigation Practice and is head of the Sports & Entertainment Industry Group. With over 25 years’ experience, his expertise covers commercial, governance, regulatory and contentious work particularly for clients in the sports, media and entertainment sectors.

Stephen is a member of the World Triathlon Tribunal and was the non-executive chairman of Parkour Earth, the International Federation for Parkour, both in a pro bono capacity. He is a lecturer on the BASL/De Montfort University Post Graduate Certificate in Sports Law, and contributes to the books Sport: Law & Practice and Football and the Law (both Bloomsbury). He has extensive experience as advocate before sports tribunals and the Court of Arbitration for Sport.

CAROL COUSE, MILLS & REEVE Carol is a Partner in the sports law team of Mills & Reeve and advises clients on regulatory and commercial issues in sport.

She has particular expertise in football regulatory matters (player transfers, player contracts, immigration/work permit requirements). She also appears before dispute resolution forums at a domestic and international level, including before FIFA, UEFA and the Court of Arbitration for Sport (CAS). She is a fluent Spanish speaker and advises many Spanish and Latin American clients in their mother tongue. She is also a FIFA mediator and a Sport Resolutions mediator and arbitrator.

URVASI NAIDOO, COMMONWEALTH GAMES FEDERATION Urvasi Naidoo is a solicitor and a fellow of Chartered Governance Institute with over 20 years’ experience in the sports sector as a lawyer, senior manager, trustee and volunteer.

Urvasi is currently employed by the Commonwealth Games Federation as their Compliance and Contracts Manager. Her specialist focus has been on the areas of regulation, disputes, disciplinary, governance, compliance, athlete safeguarding and welfare, anti-doping and anti- corruption. She spent six years at the International Cricket Council as their in-house counsel and five years as the CEO of the World Netball. Urvasi is also a member of the ITF Ethics Commission and the IHF Judicial Commission and sits on the Board of Sport Birmingham, Sporting Equals and Surrey County Cricket Club.

Urvasi is studying for a Professional Doctorate at the Law School, Nottingham Trent University.

SANDRA OSBORNE, QC, CHAIR ITF ETHICS COMMISSION BARBADOS Sandra Osborne is a Queen’s Counsel of Barbados and a Chartered Governance Professional with over 40 years’ professional experience, 25 of which were spent as an executive in a highly dynamic environment in financial services.

An experienced company director, she has been involved in Sport administration for over 20 years and is currently President, Barbados Olympic Association/ Commonwealth Games Association; Member, Women in Sport Commission, International Olympic Committee; and Chair, Ethics Commission, International Tennis Federation. In Commonwealth Sport, she is Legal Adviser, Commonwealth Games Federation, and chairs its Governance and Integrity Committee, while also serving as a director of the Birmingham 2022 Commonwealth Games Organising Committee.

LUBNA SHUJA, VICE PRESIDENT OF THE LAW SOCIETY In October 2022, Lubna is due to become the first Asian, first Muslim and only the 7th female President of the Law Society of England and Wales.

She qualified as a solicitor in 1992. She is a sole practitioner at Legal Swan Solicitors in Birmingham, a firm she set up in 2007, where she now specialises in professional discipline and regulation. She has experience in dealing with family law, conveyancing, personal injury claims, wills/probate and litigation. Prior to 2007, she worked in a high street firm in West Yorkshire for 14 years undertaking litigation and personal injury work.

She is also a Mediator (CEDR accredited) conducting civil and family mediations.

Lubna is a Chair of the Health and Care Professions Tribunal’s Conduct and Competence Committee, an Adjudicator Chair of Social Work England’s Fitness to Practise Committee, a Legally Qualified Deputy Chair of the General Pharmaceutical Council’s Fitness to Practise Committee and a Chair of the General Chiropractic Council’s Investigating Committee. Lubna was a Chair of the Disciplinary, Appeal and Regulatory Committees of the Association of Chartered Certified Accountants for 11 years and she was also a Deputy Clerk at the Solicitors Disciplinary Tribunal for over 13 years. She is a past Chair of the Solicitor Sole Practitioners Group (SPG).

Lubna has been a member of the Law Society Council since 2013 representing the interests of sole practitioners. She is a member of the Law Society Board, the Chair of the Law Society’s Strategic Litigation Group and a member of its Conduct Committee. Lubna was the inaugural Chair of the Law Society’s Membership and Communications Committee (2018-2021) and was previously a member of its Membership Board as well as the Finance and Investment Committee.
