Bacteria force boil water advisory Whale Cove Residents of Whale Cove, where boil water advisories are common, are once again being urged to bring their tap water to a rolling boil for at least one minute.

The culprit this time is bacteria, according to the Department of Health, which released an advisory late afternoon on July 24.

Any water used for drinking, preparing infant formulas, preparing juices and ice cubes, washing fruits and vegetables, cooking and brushing teeth should first be boiled in either a pot or kettle, the department stated.

$20,000 for five new post-secondary scholarships Kivalliq In recognition and support of Inuk students in Nunavut who are pursuing post-secondary education, the Atuqtuarvik Corporation is offering five new scholarships for 2020.

The purpose of the scholarships is to provide fulltime students additional financial assistance as they enter or complete their studies.

They include the newly created Atuqtuarvik Corporation 20th Anniversary Scholarships (two scholarships valued at $2,500 each), the Nunavut Sivuniksavut Alumni Scholarships (two scholarships for Nunavut Sivuniksavut graduates valued at $2,500 each) and the John Hickes Business Scholarship (one scholarship valued at $5,000 for a student studying in the field of business).

"Atuqtuarvik Corporation truly believes in investing in the education of our Nunavut Inuit students and looks forward to receiving applications for this year's scholarships."

Anyone interested in applying for the scholarships can download an application package from Atuqtuarvik's website. The deadline to submit an application is Aug. 7 at 5 p.m.

Thousands of pounds of meat wasted in Baker Lake Faulty freezer breakdown leads to up to 5,000 pounds of country food spoiling as HTO struggles to get unit repaired

Thousands of pounds of country food was wasted earlier this month after Baker Lake's community freezer Sanikiluaq broke down.

"It's going to impact the whole community because a lot of people don't have good freezers at home," said Philip Putumiraqtuq, chairperson for the hunters and trappers organization.

"We really have nothing to use right now."

The freezer stopped working during the week of July 16. Although the amount of meat in the freezer was not weighed, based on estimates from previous years Putumiraqtuq believes around 5,000 pounds of meat was lost.

"It wasn't cooling enough.

We had to shut it down. And we had to get it cleaned out," he said "We had to phone the community to pick up all the meat but everything was already spoiled."

Putumiraqtuq said the HTO had been noticing problems with the freezer this past spring.

"It's not the first time we've had problems with the freezer. It should have been better maintained."

The community freezer is funded and maintained by

community and government services (CGS) and overseen by the hunters and trappers organization.

In an email to Kivalliq News, Mustafa Eric, communications specialist for the department, stated the reason for the failure of the freezer was mechanical, because three of the four compressor units failed.

"Attempts to repair the units was complicated by the Covid-19 situation as it made (it) difficult to get parts and appropriately skilled technicians into the territory," he stated.

The HTO was tasked with cleaning out the rancid meat from the freezer. The organization ended up hiring two community members who disposed of the wasted meat over the course of three days.

"Losing anything is bad.

So we lost too much," said Sheldon Dorey, SAO for Baker Lake.

Dorey said the old freezer was scheduled to be replaced this year. One is currently on order and expected to arrive on the fall sealift. However, he said CGS will need to repair the new one before then.

"The community still needs somewhere to put their game because there is not enough space in people's houses," he said.

Dorey acknowledged that CGS is trying to get someone to do repairs but that it could be at least another week.

Charges laid after driver crashes into parked fuel truck Coral Harbour A 35-year-old woman is facing a charge of impaired driving after a pickup truck struck a parked fuel truck and the pillars around the fuel pumps at the Coral Harbour gas station during the early evening of July 21, the RCMP stated.

No one was injured in the incident, police said.

The accused is not being held in custody. She has a court date set for Nov. 23 in Coral Harbour.

"Nunavut RCMP would like to remind residents of the dangers associated with driving while impaired whether it is by alcohol or drugs including cannabis.

"Motorists are reminded to continue obeying territorial and local bylaw regulations associated to the Off Road Vehicle Act and the Criminal Code."

Craig Atangalaaq Simailak was the only nominee as of press time for Baker Lake's byelection to replace MLA Simeon Mikkungwak, who resigned earlier this year for family reasons.

Baker Lake Baker Lake had just one nominee for MLA after applications closed on July 24.

Craig Atangalaaq Simailak was the only person who submitted his application as of the July 24 deadline. He couldn't be reached for comment prior to press deadline.

Simailak replace Simeon Mikkungwak, who announced his resignation as Baker Lake's MLA on Feb. 24 due to family reasons.

The nomination period was originally supposed to open in March with the byelection scheduled for April 27.

However, due to concerns over Covid-19, the dates were pushed back.

Whale Cove

It was only 60 years ago that people began to settle in Whale Cove – recently enough that some of the hamlet's first inhabitants are still alive to recount the story of its origin. The community is one of several towns the federal government created through forced relocations beginning in the 1920s.

The Ahiarmiut were forcibly

relocated several times, beginning in 1950. In 1957, despite warnings from the Ahiarmiut that the settlements chosen for them were not conducive to hunting, they were dropped off in another unfamiliar location with almost no provisions.

Seven Ahiarmiut died from starvation that winter.

The Ahiarmiut would have to wait more than six decades – until Jan. 22 of this year – for the federal government to issue an official apol-

ogy following a $5-million settlement for its role in their displacement.

In 1958, 17 Inuit died of starvation at Garry Lake, a community northwest of Hudson Bay, after government officials failed to respond to repeated warnings about the dire conditions.

That year, the government created a new permanent settlement along the coast between the communities of Rankin Inlet and Arviat, where it

planned to build facilities such as a school and a general store.

Inuit from across what is now Nunavut, including survivors of the famines, settled there and the community of Whale Cove was born.

Although its origins were built out of tragedy, today Whale Cove is a tight-knit community that is known for having hockey teams that travel hundreds of kilometres by Ski-Doo to play in tourna-

ments. It also has one of the lowest suicide rates in the territory.

In February 2019 Kivalliq News editor Cody Punter and Suzie Napayok-Short travelled to Whale Cove to record oral histories of six residents.

Over the next six weeks, we will be publishing those interviews, which include two of the community's first inhabitants, one of whom unfortunately passed away last year.

My name is Agnes. The Catholic priests baptized me with that name. I stopped using my Inuktitut name after I got baptized.

When I was young, we lived at a camp called Mallirualik, near Back River. I spent a lot of time outdoors and to this day I love being outdoors. We lived in snow houses in the winter. There were different sections attached to a central igloo.

In the summer, we had seal skin and caribou tents. We sewed them together ourselves.

We even used the underarms of the caribou pelts for windows.

There wasn't always a lot of food around where we lived. We would go long distances by walking.

The elders would have walking sticks, the adults would carry our knapsacks and the dogs would carry the bundles of our supplies hanging on their sides. Our men made the decisions on where to travel and when, so we would follow wherever the caribou might be in the summer.

I have had two husbands over time. I eventually remarried after my first one died. My first husband was sent off for tuberculosis treatment to a sanatorium and he never came back. To this day, we don't know where he is or what happened to him.

It was my father-in-law that suggested to me that it was time to move on and marry Teenar. I was quite nervous because Teenar was already promised to another woman. He really wanted to marry me. He didn't want to be married to the one he was promised to.

We got along really well. In fact, the Catholic priest here came along and said, "You two seem to make a peaceful couple." I gave Teenar the freedom he needed. I didn't keep him tied down and I let him do what he wanted when he wanted and I think that was the basis of our peaceful union.

We came to Whale Cove by Peterhead boats. There was absolutely no one living here.

We were the first family. Shortly after we arrived, Sam Arualak's family came. It was so good to be here. We used to dance a lot every day. We liked dancing so much and the houses we had were so tiny, that we'd have to empty

out the houses to make room for dancing.

That husband of mine would take me and swing me right off the ground in a circle. He was a big man. One night we did so much dancing – you're not going to believe this – but we actually broke the floor. My goodness, that's what we did.

I had 11 children. My oldest daughter was removed from Back River to go to residential school in Chesterfield Inlet. She came back much older.

I was a young adult when I became a culture teacher at the school. I was also a midwife. One time, we had a very frightening experience when a woman fainted while delivering a child and she stayed in that state for a long time.

Thank God I kept working on the woman and she came to. She eventually moved to Arviat.

Her little girl became an adult.

When she found out who I was and that I had helped to deliver her, she named her little girl after me. I see her occasionally. That one that caused her mother to faint is an adult now and she's fine too.

I do worry about my children and my grandchildren – my family. My grandchildren would like the status of the Qablunaat. It hurts that they don't speak Inuktitut. It's all I ever heard spoken when I was raised. I hope they have good lives and that they can show loving and caring and sharing and that's what I try to tell them to live with. And I hope for the same for our community of Whale Cove.

I don't say much about politics. I've tried to live a life of no conflict. That's how I became 87 years old, I think. It's best to be peaceful.

That's what I hope for my children, my descendants in the community, that they can live in peace in the years that are coming upon us.

Young hunters in Arviat received a video call from the federal minister of Northern Affairs Canada last week.

Minister Daniel Vandal was calling to check in with participants of the Aqqiumavvik Arviat Wellness Society's program via video conference to see how they have been coping through the Covid-19 lockdown.

"Today, I was able to speak virtually with representatives from both the Harvesters Support Grant program and Young Hunters Program to get an update on how these community-developed programs have helped them and their families during the Covid-19 pandemic," said Vandal.

"Programs such as (these) raise awareness about climate change, educate youth about traditions and culture, build capacity in the community and promote positive, healthy change."

Vandal was originally scheduled to visit the community earlier this year. However, due to bad weather his plane got stranded in Rankin Inlet.

"It was a good call but it certainly doesn't replace a face-to-face meeting or an onthe-ground meeting," he told Kivalliq News.

A $1.23 million cash injection from the federal government, which was announced in February, has been helping the young hunters program in Arviat weather the storm of Covid-19.

Following the call, Vandal said some of the young hunters have been treating the lockdown as an opportunity rather

than a setback.

"When we talked about Covid, some of the kids said it gave them more of an opportunity to spend time on the land," he said.

The program was started

by Kukik Baker in 2012 as a way to connect young Arviatmiut between the ages of eight and 18 with the rich culture and tradition of surviving on the land.

The new federal funding is being used in part to expand and integrate new facets into the traditional hunting skills that are normally taught.

Chief among them is the Ujjiqsuiniq Project, which hires and trains youth as guardians to collect data to better monitor and understand the impacts of climate change on wildlife populations.

"The Young Hunters Program not only looks at climate change and how we Inuit can adapt to those changes," said Baker, who is the executive director of the society.

"The YHP is also grounded in Inuit Qaujimajatuqangit (Inuit Traditional Knowledge) reinforcing the guiding principles of Avatimit Kamatsiarniq (environmental stewardship), Piliriqatigiingniq (working together for the common good), Qanuqtuurunnarniq (being resourceful to solve problems), but also in Pijitsirarniq: the concept of serving others.

"This is fostered by the sharing of country foods caught through the program with the whole community to help fight food insecurity."

At the end of the call, Vandal made a promise to visit the hunters in person as soon as it is safe to do so.

"I made a commitment to come up and visit them," he said.
