The National Minority Technology Council (NMTC) is actively serving our nation by engaging in strategic design based research while acting as a steward to the over 65,000 U.S. owned minority technology companies with combined annual sales of over $100 Billion employing over 500,000 people both here in the America and around the world.

This briefing aims to provide insight into the seven years of research performed

by NMTC in an effort to innovate Americas’ workforce and procurement systems to increase the economic capacity of underperforming American communities.

NMTC is organized as a 501c6 Virginia non-stock trade association and as an industry organization. Primary research indicates that the United States Department of Health and Human Services, Administration for Children & Families, Office of Family Assistance (HHS-ACF-OFA) is focused on change and innovation in an effort to create greater opportunities for American’s to gain access to meaningful work.

NMTC’s representative minority technology companies are hiring. As a body of business owners with ideas, capital and capacity, we believe the solution exist from within. We are purpose driven to make a difference by targeting skills based training, community building to increase awareness of the benefits of work, and the microprogram increase of entrepreneurial activity in communities of need. NMTC is building from a governed profit and growth algorithm framework. NMTC’s Vendor Governance Market Research certification and performance measurement process allows for design based cooperative research agreements and other procurement methods.

NMTC’s Looking Forward Research & Development Program allows for multiple program routines that are built formulaically. There is great encouragement and a desire to support efforts to re-imagine government’s program intent, particularly as it relates to the efforts at HHS-ACF-OFA.

Established in 2002 by Governor Mark Warner, the Virginia Career Education Foundation (VCEF, the "Foundation") is a non-profit organization that partners with business/industry, government and education to inform all stakeholders of the benefits of career and technical programs and to enhance Virginia's future workforce by connecting viable career and technical programs to job market requirements.

Virginia Career Education Foundation works to develop new strategies to both fund and implement career readiness programs and systems, connecting viable career and technical programs to job market requirements.

VCEF will actively promote the use of the Virginia Longitudinal Data System (VLDS) to show how Virginia's workforce system and education produces employment outcomes.

Central to VCEF’s research efforts is the pursuit of research funding effective partnership formation methodologies. The State Longitudinal Data System is a vital resource for policy, program design and for Career and Technical Education (CTE) workforce performance accountability system development research.

VCEF partnered with the National Minority Technology Council’s American Innovation Ecosystem Framework (AIEF) research. AIEF’s vision of collaboration ensures an increase in community access to workforce opportunities and resources. We accomplish this by utilizing growth algorithms to increase community economic capacity and education relevance through industry led public-private partnerships and research based cooperative agreements.

The UAS Integration Pilot Program is an opportunity for state, local, and tribal governments to partner with private sector entities, such as UAS operators or manufacturers, to accelerate safe UAS integration.

Entities that have expressed interest in being a Lead Applicant are forming teams and preparing proposals to the FAA to fly more advanced UAS operations, such as beyond visual line-of-sight or over people.

The National Minority Technology Council is working to deliver new industry certification curriculum that will give access to new UAS jobs. The UAS industry is fast growth and will need over 100,000 new workers over the coming years.
