The Greater Newport Chamber of Commerce “exists to unite the efforts of the citizens in promoting civic, commercial, agricultural, tourist, marine and industrial welfare of the City of Newport and its surrounding economic area.” In short, we strive to create an environment within which our members can succeed. And in so doing, we also build a stronger and healthier community. We are a dynamic business network and are the most progressive business organization on the Oregon coast. During an average month the Greater Newport Chamber answers a couple of thousand phone calls, greets about the same number of visitors in our office, mails out hundreds of visitor and relocation packets, responds to hundreds more via fax and e-mail, logs close to 1.5 million visits to our website, and passes along countless referrals to Chamber member businesses. Contacts, information, and referrals . . . all of which add up to increased profits for each of our members. Although the times are constantly changing and technological advances are continually shifting the way we conduct business, the essentials of ‘doing business’ will forever be the same. The Greater Newport Chamber of Commerce fosters ‘doing business!’ We provide ample networking and socializing opportunities. Chamber Luncheons and Ambassador Showcases occur on a weekly basis and provide a venue for associating with fellow Members. Members are encouraged to participate in a variety of Committees, including: Governmental Affairs, Seafood & Wine Festival, Ambassadors, Hospitality, Beautification and many more. Committee meetings occur monthly and are excellent ways to get involved within the community. A Business After Hours reception is held every month with the primary goal of being a networking and socializing vessel. Education Grades K – 12...
Newport is a part of the Lincoln County School District (LCSD). LCSD serves students from all areas in the county, which occupies a 55-mile strip of the central Oregon coast beginning at Cascade Head, south to Cape Perpetua. LCSD serves about 5100 students from Kindergarten through 12th grade. The district is comprised of 10 regular schools and four public charter schools, with a total of 425 employees, all dedicated to providing a comprehensive education for every single student. Kindergarten through fifth grade students may attend Sam Case Elementary School. Newport Middle School, along with Isaac Newton Magnet School provides an excellent educational transition between the local elementary school and Newport High School. All Newport Schools have access to the internet. Technology is a priority and many teachers incorporate it into their daily instruction. Students in Newport are fortunate to have a wealth of natural resources to study as an extension of their classrooms. The Pacific Ocean, Yaquina Bay and the Siuslaw National Forest are only a few of the natural resources that
are used by the school district to study marine biology, oceanography, forestry, tourism and other related subjects. In addition, the Hatfield Marine Science Center and the Oregon Coast Aquarium offer “living classrooms.” In the fast-paced environment of the new millennium, quality education is a necessity. From Kindergarten experiences that stimulate a love for learning, to exciting programs at every subsequent educational level, Newport offers great opportunities for personal and educational growth.
Higher Learning…
Oregon Coast Community College is here to serve its students and community. Students can complete the first two years of a bachelor’s degree at OCCC, earn an associate degree, take courses to obtain employment, prepare to start a small business, get a GED, learn English as a second language, or take courses for personal enrichment. Students may explore career ideas, retrain or update job skills, pursue a personal interest, or broaden horizons. Students may attend full and part-time. OCCC offers credit and non-credit courses at its centers in Lincoln City, Newport and Waldport, and a variety of other locations throughout the county. Students may also

take courses online or via videotape. The Hatfield Marine Science Center is Oregon State University’s campus for research, education, and outreach in marine and coastal sciences. The Hatfield Marine Science Center has a 40 year history of research, education, and outreach. Originally established as a marine laboratory for Oregon State University, it has grown to encompass a large group of partners on its 49 acre site on Yaquina Bay in Newport, Oregon. Within OSU, HMSC includes researchers, students, or faculty from five colleges and more than ten departments, and serves as home to several University programs. Through its partnerships, HMSC improves scientific understanding of marine systems, coastal processes and resources, and applies this knowledge to social, economic, and environmental issues. The marine and coastal environments of the Pacific Northwest are a pristine and important resource for the nation. For more than three decades, the Hatfield Marine Science Center (HMSC) has conducted research and provided education to promote the conservation of these environments and their natural resources.

Bay Blvd., Newport, OR 97365 With turn-of-the-century storefronts, the scent of cooking crab and artwork depicting life on the Oregon Coast, the Bayfront is a fascinating walking tour. The city has turned this one-mile strip into a gigantic canvas for artists. Local artists’ work, as well as murals from internationally renowned artists such as Wyland, grace the Bayfront’s buildings and provide visitors with a beautiful look at Newport’s marine life. This seaboard district offers art galleries, gift shops, fish markets, chowder houses, canneries and restaurants. Bayfront attractions include Ripley’s Believe It or Not!, the Wax Works Museum and Undersea Gardens, in addition to commercial fishery fleets, processing plants and markets.

Tel. (541) 574-3100 Yaquina Head is the site of Oregon’s tallest and second oldest active lighthouse. The 93-foot-tall structure was completed in 1872. Built on Yaquina Head, the lighthouse is located at a natural area that was created by lava flow more than 14 million years ago.

A History In The Making
If all the world’s an oyster, the City of Newport is definitely a pearl. In fact, it was the Yaquina Bay oyster bed that first attracted settlers to Newport in 1862. Those settlers were the first to experience all the treasures the area had to offer. Newport’s first tourist destination resort was built in 1866, by a forward-thinking pioneer named Sam Case. It was Sam who named the town “Newport,” after his favorite town in Rhode Island. Other resorts soon followed, paving the way for Newport’s incorporation in 1882. The tourism industry has enjoyed a long, successful history in Newport. In the early 1900s, Nye Beach was the number one tourist attraction on the Oregon coast, offering salt-water taffy stores, concessions, agate shops and penny arcades, as well as rooming houses and resorts. Newport’s seafood industry boomed in 1908 when electricity (and refrigeration) became available. Construction of the Yaquina Head Lighthouse helped make Yaquina Bay a favorite shipping port. The seafood industry still thrives today – Newport’s Bayfront is home to Oregon’s largest commercial fishing fleet. The timber industry also carved a niche in Newport’s history. The area was the location of the world’s largest spruce mill built by the U.S. government to supply the airplane industry in World War I. In fact, the mill provided all the wood that went into Howard Hughes’ famous Spruce Goose aircraft. Completed in 1936, the Yaquina Bay Bridge is perhaps the most recognizable landmark in Newport. The bridge helped the city become more cohesive and fostered growth along the Highway 101 corridor. Today, Newport’s history is still being made. The city is a well-balanced mix of industries, including tourism, fishing and forestry. Newport Public Library serves the community as a center for information, recreation, culture, and education. Newport Public Library is one of the best used libraries in Oregon. s early as 1856, Yaquina Bay was visited by the sailing vessel Calumet, laden with supplies for Lieutenant Phil Sheridan and the nearby military garrison. When the Yaquina Bay oyster beds were discovered in 1862, great profits were made by exporting the delicacy to San Francisco and elsewhere. Yaquina Bay was opened to white settlement in 1864. Resorts soon followed, paving the way for Newport’s incorporation in 1882 and establishing the community as a premier tourist destination along the Oregon coast. Newport’s subsequent development centered around three distinct areas: The Bayfront, Nye Beach, and the Highway 101 Corridor.
Newport’s Bayfront…
Constructed in 1866, the Ocean House was Newport’s first tourist destination resort. Sam Case, its proprietor, named the Ocean House for a resort in Newport, Rhode Island, and it is no coincidence that Case also named Newport for his favorite town in Rhode Island. At the time of its incorporation, Newport was a small hamlet nestled in the area around the Ocean House. Near the Ocean House were several smaller resorts which attracted visitors to Yaquina Bay. Tourists, or “summer people,” most commonly traveled to Newport by train from the Willamette Valley to Yaquina City; located approximately three miles East of Newport on Yaquina Bay. From Yaquina City, travelers took a ferry that navigated down the Yaquina to Newport. Large scale development of a seafood industry, which thrives to this day, did not begin until 1908 when electricity (essential for refrigeration) became available. Jetty construction and dredging, complemented by Newport’s already famous Yaquina Bay
Lighthouse, made Yaquina Bay an attractive shipping port. The Bayfront remains an active “working” part of the community and is home to Oregon’s largest commercial fishing fleet. The Bayfront is also sought out by local residents and visitors alike for its fine restaurants, hotels, galleries, shops, family attractions, sports fishing and whale watching charters. Today a drive up the scenic Yaquina Bay Road is a journey back in time. The site of the early settlements of Oysterville and Yaquina City can be seen. Also located along this road is the site of the home of Daniel Boone’s great grandson (Daniel came here in 1852). Yaquina Bay Road ends at Toledo, once the location of the world’s largest spruce mill, built by the U.S. Government to provide spruce for airplane manufacture in World War I (and which later provided all the wood that went into Howard Hughes’ infamous “Spruce Goose”).
Newport’s Nye Beach…
Located on the ocean’s edge with lighthouses defining its North and South ends, Nye Beach was once a separate smaller community removed from the Bayfront. When Newport began to outgrow the Bayfront in the 1890s a wood plank road was constructed connecting the two. In the early 1900s this area was the number one tourist attraction on the coast – salt water taffy stores, concessions, agate shops and penny arcades all thrived on Nye Beach. It was also the home of many well known rooming houses and resorts. When Herbert Hoover’s stepfather, Dr. Henry J. Minthorn, built a large “sanitarium” in the area, tourists flocked in large numbers to soak in heated sea water or bask in the sun on the glass-enclosed veranda. While some chose to stay at the large
resorts, others stayed in small cottages or tents. Often the women and children would spend their summers here and the men would visit by train on the weekends. Much of the ambiance, the cottages and resorts which attracted the summer people to Nye Beach remain. And one must not forget the most wondrous and enduring attraction, the beach!
Newport’s Highway 101…
Until the 1920s travel along the coast by car was a trek along dirt roads and beaches. With the coming of World War I, advocates of the coastal highway argued that road construction was essential for military protection. The Roosevelt Military Highway was ultimately built county by county along the Oregon Coast from 1919 to 1936. 1936 also marked completion of the Yaquina Bay Bridge, perhaps the most recognizable landmark to Newport visitors, and the inspiration behind the current preservation and restoration of the City Center to Art Deco heritage. The bridge did a great deal more than simply speed travel. It shaped the community’s subsequent development. Since the ferry was no longer necessary, the Bayfront lost its role as a center of travel. And for many years after the completion of the bridge, business development centered along Highway 101. Numerous merchants moved from Nye Beach and the Bayfront to this new traffic corridor. Thus, the end result of construction of our majestic Yaquina Bay Bridge has been a blurring of the lines of distinction between the Bayfront and Nye Beach, making Newport the cohesive town it is today – one that blends the old and new to create a unique atmosphere for living and working in harmony.

The Newport area offers the opportunity to do as much or as little as your heart desires. Beautiful Yaquina Bay and the Pacific Ocean offer an endless array of recreation activities. The Yaquina Head Outstanding Natural area is a wonderful place to visit and offers a menagerie of recreational activities. Not only does Yaquina Head offer nature trails, tide pools (fully accessible to the handicapped) and a shore side viewpoint for whale watching, visitors can also tour the “working” lighthouse located there. The Interpretive Center is also a must do! Throughout the year, Newport residents take advantage of a variety of recreational facilities and sports programs. Area golf courses challenge everyone from the beginner to the veteran player. In addition, Newport has excellent facilities for swimming, tennis, soccer, skateboarding, baseball, softball, volleyball, and basketball. A strong sport tradition keeps ballparks and recreational centers buzzing with activity. The Newport Recreation Center offers a fitness center and a myriad of other special programs and activities to stimulate the health and well-being of citizens of all ages. Both visitors and residents alike visit the Newport Public Library in search of a good book, to explore the internet, and to simply enjoy the beautiful facility and its collection
of local artists’ work. If indoor, educational recreation is of interest, visit Newport’s Historical Museums. State parks and campgrounds provide summertime retreats, where camping and hiking are favorite pastimes. Nestled in deep woods of pine and fir, these peaceful retreats offer boating, fishing, swimming and relaxation. In the fall, hunters find the areas surrounding Newport teeming with many varieties of game. The arrival of winter sends area skiers to popular Mt. Hood and Mt. Bachelor. Winter sport enthusiasts will also find areas for cross-country skiing and snowmobiling, also located just a few hours away. The Newport Seafood and Wine Festival is the premier seafood & wine event of the west coast. Together they produce a yearround season of theatre, music, dance, exhibitions, readings and lectures.

Galleries
Literally hundreds of visual and fine crafts artists are represented in the many galleries of Newport. The Newport Visual Arts Center, with its public access to studios is the hub for the many workshops and classes offered by the Yaquina Arts Association, Turnaround Artists’ Co-Operative. The Oregon Coast Council for the Arts presents over 20 exhibits yearly in the Runyan Gallery and in the Upstairs Gallery. also hosts one of the Northwest’s premiere paper arts events in the Newport Paper Arts Festival.
Writers
Not as easy to spot, but very prolific, are the coastal writers. Newport is home to renowned children’s writer Richard Kennedy. Local poets, novelists and nonfiction writers participate in the Willamette Writers Coast Branch and in Writers On The Edge and the Nye Beach Writers’ series to hear national and internationally known authors. Much of the coast’s arts activity is coordinated by the Oregon Coast Council for the Arts. This regional council provides educational programs and sponsors a network of activities. OCCA sponsors the international Oregon Coast Jazz Party, Metropolitan Opera Live in HD, National Theatre London Live in HD series, and other single performances.

The Newport Performing Arts Center frequently welcomes performers of international stature to its stage. With the Pacific Ocean as a backdrop, the center is itself a dramatic addition to the Historic Nye Beach District of Newport. In the 400-seat Alice Silverman Hall or the experimental Studio Theatre, a progression of actors, dancers and musicians present classic and experimental work. Red Octopus Theatre Company and Porthole Players, Ltd each produce at least two productions per year, while Coastal Act Productions brings children accessible theatre to the community each year.
Dance
Three dance companies assure that Newport is “on its toes.” T.J. Hoofers, Oregon Coast Ballet Company and Pacific Dance Ensemble have both performance and teaching branches.
Music
The Newport Symphony Orchestra is the only full-season professional symphony on the Oregon coast. Under the direction of Music Director Adam Flatt, this ensemble presents four regular-season concerts, a guest artist program, a free Fourth of July pops concert, and a summer series every year. The NSO also sponsors education and outreach programs for the local community.
The Newport Performing Arts Center is home to Central Coast Chorale, the Oregon Coastalaires, the Sweet Adelines, and the Oregon Music Teachers Association.
Film
Every now and then a film maker uses the many colorful spots in and around Newport as a “location,” and there is a growing number of local videographers. The best in foreign and art films are seen at the Newport Performing Arts Center in three multi-week series.
Cultural Heritage
Cultural heritage is celebrated at the charming Burrows House. This Victorian mansion has been turned into a lively museum and study center by the Lincoln County Historical Society. Another bit of Newport’s cultural history is preserved in the homesteader’s Log Cabin Museum adjacent to the Burrow’s House. Newport’s rich diversity of cultural interests and local arts make it a stimulating place to visit and to live ... a place to discover new artists and to explore on your own.

Story and Photo: Phillip Swett While Newport’s maritime industries and heritage are almost taken as a matter of course today, it took considerable effort to make small Yaquina Bay a safe haven for seafarers. First came the Yaquina Bay lighthouse to mark the narrow entrance in 1871, then construction of the substantial north and south jetties in the late 1880s and early 1890s to establish a better channel. Those improved the ability of fishermen and sailors to leave and return to port safely, but could provide no succor in times of maritime distress. That took the establishment of the U.S. Lifesaving Service (a founding component of the U.S. Coast Guard) station in South Beach in 1896. Ever since then, the Coast Guard Station Yaquina Bay has played a key role in assisting those in need along this stretch of the central Oregon coast. To keep that in perspective, Bosun’s Mate 1st Class Adam Johnson said the Yaquina Bay bar (the natural deposition of materials at the mouth of the river) is considered the second worst for vessels in the United States, after that off the mouth of the much larger Columbia River. If you need proof, buy a copy of the fundraising video available at the station; you’ll be impressed.

Under the current command of Chief Warrant Officer Phil Jackson, the roughly 50 regulars and 12 reservists of the station conduct about 200 search and rescue and/or towing operations annually, from vessels that are lost in fog, out of power or fuel, taking on water, on fire, or that have medical emergencies. In addition, the men and women of the station also conduct marine law enforcement boardings and watch for marine environmental problems. The station coordinates its activities with USCG helicopters stationed out of North Bend, 50 miles to the south, which are regularly seen around the Newport area. To perform its duties, Station Yaquina Bay is homeport to two 47’ motor life boats, both a decade old and capable of speeds in excess of 20 knots, with a towing capacity of 150 tons, and a range of 50 nautical miles; a 25 foot Response Boat Small for harbor and river work; and the aging (1956) but still valuable, 9 knot, 52’ Special Heavy Weather Boat Victory. She has a range of 150 nautical miles, the ability to tow vessels up to 750 tons, and can still handle 35’ seas and 30’ breaking surf, with the best of the lot. All but the smallest vessels are self-righting, with everyone aboard strapped in when underway in heavy seas. USCG Station Yaquina Bay is an important part of Newport’s maritime heritage and is open for tours Monday to Friday from 1-3 p.m.

Terminal History
In 1948, a private company sank two 1940s-era, self-propelled, flat-bottom concrete barges at McLean Point to serve as wharves for cargo handling. Prior to sinking the ships, below-water preparation was performed by excavating relatively flat benches. The ship in Berth No. 1 settled on a sloping base and rests with a list toward the bay of about 8 to 9 degrees. The ships were floated into place and sunk by blasting holes in their sides and bottoms. The holes remained open to allow water to fluctuate with the tides. The area between the hull and the shore was backfilled with hydraulically placed dredged sand from Yaquina Bay. Fill material in some of the cargo holds washed out through the blast holes, and subsequently, the holes were closed and a series of 8-inch diameter PVC drainage pipes were installed at approximately 4.5 to 5 ft mean sea level. Additional backfill was added to the holds. The terminal was run by private operators from the 1950s through the late 1970s, among them Yaquina Dock & Dredge and Sunset Terminals. In 1982, the Port issued G.O. bonds to purchase the terminal from Rondys Inc. and in 1987 contracted Jones Oregon Stevedoring/Newport Terminal Co. to manage the facility. The contract was terminated in 1995 when the Port took over management. Up until the early to mid 1990s when log exports trickled to a halt, the Newport Terminal was a busy dock, handling shipments of logs and lumber. The last log ship called at the Newport Terminal dock in May of 1999.
Marina and RV Park History,
To meet an ever-increasing demand for boat launching, parking and moorage facilities on the north shore of Yaquina Bay and to eliminate congestion and conflict between commercial and recreational boating communities, the Port of Newport began planning the development of a new recreational boat marina in South Beach. In the short time of six years since construction, the Marina was managed by two private operators the first being South Beach Marina, Inc. and the second being Cecil Thompson of Magic Key Inns. Battered by tax problems and occupancy far below expected levels, both operators defaulted on their agreements with the Port. In 1986, the Port assumed operations and began aggressive marketing efforts only to be marginally profitable in Fiscal Year 1987-88. As a result, the Port made a reluctant decision to place the general obligation bonds on the tax rolls. FmHA had begun pressing for repayment of the $2.8 million revenue bonds used to finance the remainder of the Marina construction and the Soil Conservation Service indicated that if changes were made to the scope of Marina operations, the $5 million grant portion would be recalled. On June 28, 1988, voters, by nearly a 2-to-1 margin, approved the issuance of general obligation bonds to retire the bonds.

Young Pros
The Young Professionals is a newly formed group within the Newport Chamber of Commerce. The Yo-Pros as we like to call them, come together for Civic projects, Social Networking events and to support local Chamber businesses through monthly Lunch Mobs. The mission of the Young Professionals is to improve the quality of life for this group and to maintain the age demographic of Yo-Pros residing in Lincoln County. The Young Professionals have been planning events for several years now. Events have included an Ice Breaker at the Hallmark Resort, an 80s Prom at the Shilo, “Boogie at the Beach” a barbecue and bonfire event in Agate Beach, and Trivia at the Rogue Ales Public House. The Yo-Pros also lent a hand to Lincoln County School District’s H.E.L.P (Homeless Education & Literacy Project) by baking goods for the bake sale portion of their fundraiser “Art of the Heart” which successfully raised over $1,500 to assist homeless youth of Lincoln County. Many more projects and events are in store for the group. In the future they are looking to partner with Habitat for Humanity to lend a hand with their building projects, as well as The City of Newport as they start working on Coast Park in Nye Beach. The group will donate volunteer hours toward the completion of the project. Marine science center
Each year over 150,000 people stop by the visitor center displays and aquaria of North Pacific marine life and learn about the ecology that is an integral part of the central Oregon coast. However, much of the Hatfield Marine Science Center’s (HMSC) real work, and that of several federal and state partners, takes place out of public view. The HMSC was established in 1965 as Oregon State’s marine research station approximately 50 miles west along US 20 from the main campus at Corvallis. The 49 acre site is leased from the Port of Newport and has grown considerably over the years as its role within the university and as a partner with other state and federal agencies has continued to grow. In addition to providing facilities for land and sea-based research for its own staff and those of its partners, the HMSC also supports instructional and research activities for two dozen graduate students at any given time, and many others who take short-term focused undergraduate classes. It houses a nationally known residential internship research program for students each summer, and is greatly involved in cooperative education programs with local schools and the general public. Director Dr. George Boehlert said some 30 scientists from OSU and other institutions and agencies come to the center each month to participate as visiting scientists in marine-related activities. OSU’s seagoing research vessel R/V Oceanus and the coast vessel Elakha, based at the center’s docks, provide offshore research facilities. “We have one of the best collaborative research centers in the nation with our diverse combination of institutions and resources,” Dr. Boehlert said, noting that collaboration has fostered the center’s growth while simultaneously benefiting all involved parties. HMSC’s partners include the National Oceanographic and Atmospheric Administration, the U.S. Environmental Pro-
tection Agency, the U.S. Fish and Wildlife Service, Oregon Department of Fish and Wildlife, the U.S. Department of Agriculture, and the U.S. Geological Survey. Areas of interest include coastal seafloor mapping, marine biology and ecology, oceanography, salmon migration, and ocean renewable energy, to name only a few. The aggregation of research and regulatory operations is also a major economic force in Newport and Lincoln County. The OSU portion of HMSC employs about 120 people and has a budget of $21 million, only $5 million of which is provided by the State of Oregon. The rest comes from federal and private grants. Its associated agency partners employ an additional 180 people with total budgets of another $21 million. Director Boehlert says HMSC is now awaiting word on a significant grant application with the National Institute of Standards and Technology to build a new facility to house its Marine Genomics Program and Marine Mammal Institute, and improve its capacity for research and ability to apply for additional project grants. Noting that the center’s current capabilities are hampered by a lack of space, Dr. Boehlert said the new building, if approved, would be the first new research facility built in South Beach by the state since the center began in 1965. He said the transfer of NOAA’s Pacific Operations Center from Seattle to Newport in 2011 will not affect his operations directly, but will provide increased opportunities for collaboration among all the partner agencies—the historic key to the development of the site into a prominent national research center.
