Community Manager’s Message
The following information is provided as an update on projects and activity. The Marina Committee has approved guidelines for the installation and placement of hardware on TLCA dock slips. The Chalet has the diagram regarding the requirements. The docks on Lake Wallenpaupack were installed on April 15, 2022. I have received concerns regarding the rebuilding of the Paupack Hills Clubhouse. There is a board established committee that meets with the owner and updates will be sent out via the web site and email blasts with regard to any progress. The contractor for the second phase of sediment removal from Lake Tanglewood started the process in early May. We anticipate the project taking several weeks. We will be utilizing the geo-tubes that are on property as a cost saving measure. Once the dewatering occurs, the sediment will be removed from the tubes. The plan is to spread the material on the neighboring property owned by TLCA. The Environmental Committee is working in conjunction with Maintenance to spruce up the Nature Trail. The committee has ordered signs to be placed on the trail to identify wildlife and points of interest. I thank the Environmental Committee and Maintenance Staff for their efforts. The new gate system at the beach property is in place and operational. In the event you do not have a key fob please stop in at the Chalet and pick up your fobs. The fobs additionally will be needed for access to the bathhouse. You can purchase two additional fobs at a cost of $25.00 per fob. The road paving program for this year is scheduled for May, weather permitting. There are twenty-one roads that have been identified by the Public Works Committee for paving. The cost for the paving is approximately $299,000.00. The committee will be investigating additional areas that need attention. As we approach the summer season it is important to keep up on the maintenance of your property. The cutting of the grass, cleaning ditches and culverts is important and a member responsibility. The staff will be addressing the sides of the road cutting back brush. We will be utilizing a new line painting machine to refresh parking spaces and speed Humps in the community as part of our yearly maintenance program. A reminder regarding the permit process for work on a member's property - the Board of Directors expanded Consolidated [Rule 402] to include the following in connection with reviewing the Permit Application and assuring construction is compliant with the Permit Application, the Code Enforcement Officer and other authorized TLCA representatives will enter on the Member's property to assure compliance with the Rules and Regulations, Building Codes and CC&Rs.] Please be advised that by regulation the TLCA Building Permit review period is 45 days following receipt of all required information. The permit application must be complete prior to the committee review. The Building Code Committee normally meets the Saturday prior to a scheduled Board Meeting. The Board Meetings are normally the third Saturday of the month. It is recommended that prior to making any outside improvements to your property you contact the Chalet to ascertain what permits may be required. The deadline to have vehicle identification stickers in place is May 31, 2022. Please make sure that you have the current vehicle stickers. The Public Safety Officers will be checking vehicles at our amenities as the season opens. There have been approximately one hundred properties that have been sold this past year. I would encourage our new members to become familiar with the Rules and Regulations of the community. This information should have been provided at the closing on your property. If you need a copy, please stop at the Chalet. In addition, this information is on our web site. You should make sure that you have signed up to receive email blasts. You can contact the Chalet and Beth our Administrative Assistant can sign you up. The email blasts provide members with conditions on property, updates on weather and activities in the community. The vote on extending the Protective Covenants will hopefully be finalized at the member meeting in May. It is critical that the covenants be extended in perpetuity so that the community can continue to function. The Board has encouraged a 'yes' vote on extending the covenants. The covenants are scheduled to expire in the year 2043. The end date may start to show up on title searches that could have a negative impact on property values. The threshold of votes needed is a 'ye's vote from 67 percent of the membership. The Legal Committee has spent the past two years encouraging a 'yes' vote on this matter. There was a discussion and vote on a bylaw change at the May membership meeting. The members voted on an amendment to the bylaws regarding the election process. [A TLCA member who is a member in good standing and will have been a member for at least two years as of the date of assuming office, may apply to be a candidate for election to the Board of Directors. Applications for election shall be available on or before June 1, and the deadline for submission shall be at least [21] days after they become available. The new procedure would eliminate the need for members to run by petition.] The community has been advised by our contractor that spraying for the Gypsy Moths will not be necessary this year. The threshold population per acre is well below the recommendation for spraying. I have received requests from members seeking the procedure to serve on a committee. Any member in good standing can apply to serve on a committee by sending an email and brief bio to the Community Manager. The manager passes the information on to the committee chair and a recommendation is made to the board for consideration. A member in good standing may attend a committee meeting as a guest. The recycling containers are not for the disposal of bulk non-recyclable items. The dumping of unauthorized items will result in a fine in the amount if $500.00. Please comply with the regulations to avoid a fine being assessed. We thank you for your cooperation. Looking forward to a healthy and successful summer season.
