Community Manager’s Message
It has been an extremely difficult and stressful year for our members and staff. The uncertain times with the virus and the roll-out of the vaccines had a tremendous effect on all of us.
We went through a rough winter and were fortunate to have only minor damage to our maintenance vehicles during our snow plowing efforts.
There are projects in the community that are under consideration and or have been completed.
We have been notified by the engineer for the community that the dam/spillway needs to be repaired. The dam and spillway are inspected each year as a requirement from the DEP and the community insurance carrier. The engineer requested that repairs be made under a maintenance application. The regulatory agencies are reviewing this option. The response from the regulatory agencies will naturally have an impact on the budget with respect to repairs under maintenance or a replacement of the existing spillway. The shut off valve pipe that is located on the berm at the 18th hole of the Golf Course is defective. We have a recommended fix that involves blowing in concrete to address this defect. The pipe is approximately 160 feet in length. The repair is under review by PA regulatory agencies.
TLCA is the permit holder and caretaker for the dam and spillway.
The Community Center received a face lift in the form of vinyl siding. In addition, a Veterans Memorial is in place in front of the facility. I want to thank Director Rosemary Kucharski and our maintenance staff for assisting in recognizing our veterans. We installed a new sign in front of the Community Center. The sign was constructed by Adolf Riedl and installed on site with assistance from maintenance.
Approximately 90 properties transferred this past year.
Aqua has identified the roads that they will be working on regarding water main replacement, as Grasshopper, Westwood Drive and cul-desacs off Indian Drive. We have $200,000.00 in the 2021 road paving budget. I will be working with the water company on a paving cost-sharing agreement.
We were finally able to open the Community Fitness Center under strict guidelines. The equipment has been serviced and prepped prior to the opening. The members wishing to exercise will have identified time slots and only two members will be permitted to use the facility at a time. The facility will be open based on reserved time slots.
We are in the third phase of the Inlet Stabilization Plan as it relates to Tanglwood Lake. The initial phase was ditch work and a catch basin on Indian Drive. The second phase was to construct a Fore-Bay at the Indian Drive Boat Storage Facility. The third phase is dewatering sections of Lake Tanglwood, removing sediment from the lake. This year we anticipate the removal of 2,000 cubic yards to be accomplished this summer. The Board will review a new contract each year and allocate funds accordingly for this project.
The Maintenance Staff spruced up the Nature Trail and Walking Track at the playground.
There is a new regulation regarding the size of watercrafts permitted at the Tanglwood Docks on Lake Wallenpaupack. The Board approved the maximum length to be [26 ft] with an [8 ft 6 inch] beam. There is a $10.00 per foot fee for watercrafts over 20 ft in length. A member can no longer give up his/her slip for a year. You now will be placed at the bottom of the waiting list. The fee for the dock slip this season is $1,100.00 plus the $10.00 per foot over 20 ft in length. We have funding in the budget for vinyl siding on the bathhouse and renovations to the inside, replacing the bay window on the lake side. We reviewed replacing the existing building and based on associated costs the Board approved moving forward with renovations. This project was completed in early April.
We have funding for a new Maintenance Garage to be constructed on the maintenance complex site. The new facility will be 60 ft by 40 ft and will be used to house maintenance equipment to keep it out of the winter weather.
The community now has [5] short term rental properties, down from the original [12] that were granted an exception prior to the adoption of the ShortTerm Rental Regulation by the Board on November 3, 2018. A short-term rental is a property that is rented for 29 days or less. Once a property is transferred the ability to engage in Short term Rentals expires with the transfer. All rental properties are assessed an annual fee of $300.00 and $100.00 per rental. The rental fees are subject to change on a motion by the Board of Directors. The Rental Regulations can be found in the Rules and Regulations in section 104 [Rental Policy] The maintenance staff constructed new Canoe Storage Racks that can accommodate [16] additional canoes at the Time Share Access area. In addition, the staff constructed racks that can accommodate 8 canoes at the beach property near D Dock.
There are several new rules that were adopted by the Board of Directors in 2020 as follows: Consolidated Rule [425] Outdoor Furnaces. Outdoor furnaces that use wood/coal are strictly prohibited. No building/ structure shall be used to house outdoor heating source. Adopted by the Board June 14, 2020. Consolidated Rule [426] Conduct Unbecoming. An individual engages in conduct that creates a negative impact on the character, interest and well -being of the Tanglwood Lakes Community. The fine for the first offense is $250.00. The fines doubles for each offense thereafter. Adopted by the Board August 15, 2020. Consolidated Rule [427] Lake Tanglwood Maximum Dock Size. The maximum size for a dock on Lake Tanglwood is 16 ft by 8ft. Adopted by the Board on August 15, 2020. Please make sure you contact the Chalet if you are considering any outside work on your property.
The Board approved the purchase of a new Safety Vehicle and a new Safety Employee who will have double duty as a Code Enforcement Officer for the community. There has been an increase in permit request for work on members’ properties. The members should be aware that improvements to the outside of a property must be reviewed and approved by the Building Codes Committee. By regulation, the committee has 45 days to review submitted plans. The committee normally meets the Saturday prior to the monthly Board Meeting. Any members considering improvements to their property should review item [421] in the Rules and Regulations as it relates to property surveys.
As the summer season approaches, members should be aware that open fires for any reason are strictly prohibited.
There are two new Ad-Hoc Committees that have been approved by the Board of Directors. The Marina Committee will be investigating options regarding the use of the dock facility on Lake Wallenpaupack.
The Ad Hoc Beach Committee will be focusing on the Beach, Gazebo Parking Area and the overall property up to Route 507. The committee will be seeking input on activities the membership would like to see at this amenity.
The Board of Directors approved a recommendation from the Safety Committee for the installation of video cameras at Tanglwood Beach property on Lake Wallenpaupack. The camaras will focus on the beach, docks, bathhouse and the beach access.
We are still seeking votes on extending the Protective Covenants which are set to expire in the year 2043. We have received 525 ballots to date. The threshold for approval is affirmative votes from 67 % of the membership. The Protective Covenants provide the authority for TLCA to exist and govern as a Planned Residential Community. The concern the Board has is that the expiration date may start to appear in title searches for transferred properties.
