Project Updates Parks & Recreation

Parks & Recreation

DEER PARK COMMUNITY CENTER/POOL HOUSE City Staff is in the process of negotiating terms of a professional services contract with Brinkley Sargent Wigington architects to provide services for the architectural design of the new Community/Recreation Center and Pool Bathhouse. Discussion is also underway of using an alternative construction delivery process involving use of a construction manager at risk for this project. At a public hearing conducted during the July 26, 2021 Deer Park Community Development Corporation quarterly meeting, Staff presented proposed projects including the Community/Recreation and Bathhouse project. Staff plans to next seek authorization from the DPCDC to recommend to City Council for approval of the architectural services contract and to seek authorization to issue a Request for Qualifications (RFQ) for the construction manager at risk. The above photo represents a conceptual design that may be similar to the Commuity Center design.

NE HIKE AND BIKE TRAILS This project is a 2.6 mile Trail that will begin at Park Green Park and extend south to Park Green Park and continue to Running Brook Park offering DG Trails, signage, trailheads, benches, water fountains, bike rack and potential lighting. This trail project funded by Federal Highway Administration Grant to Texas Parks and Wildlife, administered by TPWD to the City of Deer Park, under the authority of the Recreational Trails Grant Program issued to Texas Parks and Wildlife Department, Recreational Trails Program. The Grant portion is $200,000 reimbursed to the City of Deer Park for the project. Currently the P&R Department is working on seeking request for proposals. The grant guidelines state the project must be completed mid 2022 and we hope to start the project in November 2021 taking up to 120 days to complete.

PHASE 1 HIKE AND BIKE TRAIL In continuation of this project, which was funded by the Special Election for Type B Special Election Economic Development Sale and Tax for $ 500,000 for development of Hike and Bike Trails initial project will a 1.04 mile trail from the Tributary B to Willow-spring Creek in Deer Park location. This park will encumber connectivity from East X Street to East P Street in Deer Park. The Department is currently in the process of requesting for proposals for this project in September 2021. We anticipate breaking ground for the construction project in later part in December 2021. A completion date of 90-120 construction days.

Project Updates Continued

DOW PARK BRIDGES PHASE III The Department has just completed phase 2 of 4 phases that will have replaced (4) four 8’ X 23’ galvanized bridges. The Department added (2) more bridges to the FY 20-21 budget and will begin work on those in the late summer of 2021. This will replace (6) six of the (8) eight bridges in Dow Park being planned. We are proposing to replace the last two bridges in FY 21-22.

SPENCERVIEW BRIDGE/ BASEBALL COMPLEX The Spencerview Baseball Complex has been completed. Work continues on gaining access for a bridge to future parking in an adjacent City Park area along Glenwood Drive. City staff is working on an easement with the adjacent property owner to gain and use access for the bridge construction and alignment. A survey TOPO of the property needs to be completed to identify property lines to complete this process. City staff is meeting with a vendor to discuss the bridge that will cross from Spencerview Athletic Complex into a new undeveloped park. Harris County Flood Control will still need to review all documents and approve before the construction of the bridge.

New Pool Fence

POOL FENCE REPLACEMENT The Department replaced the old security fence with a new 10’ fence and gates. This was a result of issues the Pool staff were having with trespassing. The project was completed by replacing the final gate on Thursday, July 15, 2021.

Old Pool Fence

BATTLEGROUND GOLF COURSE BULKHEAD RENOVATION The Department is working on repairs on 2-3 of the Bulkheads at the Battleground Golf Course on Holes 13, 14 & 9. This project will involve in gaining bids that will include addition of Vinyl Bulkheads to assist in preventing erosion and losing greens adjacent to water areas. The Department is in the process of getting bids for the Project. Completion of the project proposed by end of FY 20-21 in September 2021.
