Strike Ballot Results – Overwhelming Response for Strike T he Unions of National Federation of Indian Railwaymen (NFIR) have successfully conducted Strike Ballot on 17th & 18th January, 2014 on 17 Zonal Railways and 6 Productions Units throughout the Country.

Railway employees throughout the Indian Railways in largest number who were associated with the 65-Point Charter of Demands expressed their opinion through over 4000 polling booths spread over I.R., overwhelming in favour of Strike. The counting of ballots was witnessed by independent persons and concluded on January 22, 2014.

As per the figures made available to NFIR’s Secretariat at New Delhi over 97% (97.36) of Railway employees voted in favour of “INDEFINITE STRIKE”.

The Federation is still hopeful that wisdom would dawn on the Government for ensuring negotiated settlement on issues in order to avert strike in the Railways. The major demands are like merger of DA with pay & grant of interim relief, guaranteed pension in lieu of new pension scheme, implementation of Railway Ministry’s proposals for improved Grades Pay of Technicians, Station Masters, Supervisors, Running Staff, Stenographers etc., on which Strike ballot was held. The

remaining demands in the NFIR’s Charter need to be settled through dialogue in order to avert strike in Railways.

While NFIR is keen to avoid dislocation to the Nation at this juncture, the Government should also realize its responsibility for taking decisions on major issues.

NFIR conveyed its gratitude to the employees for the success of polling and urged them to be in readiness for a call in the event of failure of negotiations.

INTUC Working Committee to meet at Kollam (Kerala) – 17th & 18th February, 2014 T he 286th Working Committee Meeting of INTUC will be held at Kollam (Kerala) on 17th & 18th February, 2014. The Working Committee Meet-ing will commence at 10 AM on 17th Feb., 2014. In the meeting various issues concerning working class will be deliberated besides review on action taken on the decisions of the last meeting, National situation as well organizational matters.

General Managers’ Conference held at Rail Bhawan, New Delhi – 21st & 22nd Jan., 2014 T he General Managers’ Conference was held at Rail Bhawan, New Delhi on 21st & 22nd January, 2014 in which Shri M. Raghavaiah, Genl. Secretary, NFIR participated Issues raised by Shri M. Raghavaiah, General Secretary, NFIR in the GMs Conference At the outset Shri M. Raghavaiah has expressed his gratitude to the Railway Minister Shri Mallikarjun Kharge, for giving pro-workers decisions during the last six months as mentioned below:Merger of Senior P. Way Supervisor as J.E./P. Way with spread effect for promotion as SSE/P. Way w.e.f. 3rd July 2013 (However, NFIR’s demand for allotment of pay scale of Rs. 5000-8000 w.e.f. 01/11/2003 is still pending in the PNM fora), Abolition of Written rest for appointment of wards of Safety Category employees under LARSGESS. Grant of 2nd chance for Aptitude test to the wards of Safety Category staff under LARSGESS. Cadre restructuring and upgradation w.e.f. 1st November 2013, benefitting large number of railway employees of various categories.

Payment of PL Bonus at 78 days wages (notional calculation @ Rs. 3500/- p.m.) for Railway employees as a result of Hon’ble MR’s insistence in the Union Cabinet meeting held on 3 rd October, 2013.

While thanking the Hon’ble MR for the above decisions which have positive impact on mass of Railway employees, Shri M. Raghavaiah, has brought out the following points for positive response at the level of Railway Ministry:(a) Upgradation of Apex level Group ‘C’ posts to Group `B’

Gazetted raised by NFIR in the PNM Meeting under item No. 36/ 98 and continued to discuss in different fora. He brought to the notice of Hon’ble MR that the Railway Ministry’s proposal for upgradation of 3335 Group `C’ posts to Group `B’ Gazetted is pending with the Ministry of Finance for quite some time. He requested Hon’ble MR to intervene for getting clearance of Finance Ministry soon as this issue is being dealt since the last 1- ½ decade.

(b) LARSGESS : Shri M. Raghavaiah pointed out to the Hon’ble MR that the staff belonging to TRD, Bridge Deptt, Train Lighting, P.Way Khalasis whose duties are directly connected with the Safety and safe Train operations are not covered. These categories should also be brought under LARSGESS.

(c) Grade Pay – Station Master Category : Thirty Six thousand (36,000) Station Masters have been agitated as their entry Grade Pay has not been revised from Rs. 2800/- to Rs. 4200/- (PB-2), although Railway Ministry had agreed three years back. There is no financial implication as only minimal percentage of posts in Grade Pay Rs. 2800/- exist and at any given time 8% vacancies continued to remain. He said that abolition of GP Rs.2800/- will not cause any disturbance to working system. (d) General Secretary/NFIR M.Raghavaiah has brought to the notice of Hon’ble MR, the issues listed below where Railway Ministry had approved and these proposals are pending with the Finance Ministry:Merger of Technicians II with Technician I Grade Pay of Rs.2800/-.

Revision of Grade Pay of Loco Pilots (Mail/Exp) as Rs.4600/(PB-2).

SAFETY : (a) While sharing with the concern expressed by the Hon’ble MR on Safety front, Shri M. Raghavaiah, invited the attention of the Chairman, Members of Railway Board and the General Managers to the minutes of the meeting held on 12 th June 2012 with CMEs/Dy. CMEs of Zonal Railways, at Rail Bhavan, New Delhi, and desired to know the real implementation progress of the minutes.

(b) Safety Seminars/Workshops / Conferences : General

Secretary/NFIR has brought to the notice of Railway Minister, the efforts being made by NFIR Unions towards conducting Safety Seminars, Workshops and Safety Conferences pursuant to the communication issued by the Member Staff (Shri A.K. Goyal, vide dated 25th August 2009). He however expressed un-happiness that the expected co-operation and assistance is not forthcoming from the Railway Administration. He also expressed that granting Special Casual Leave and Pass facility to the staff for attending these Seminars/ Workshops/Conferences is being restricted although NFIR is conducting these activities for upgrading the skills, efficiency level and safety standards among staff of Safety Categories. He urged upon the Railway Minister to see that the Railway Administration extends all forms of assistance to the NFIR

Unions on all 17 Zones and 6 Production Units for organizing these programmes in the overall interest of Railway efficiency. He specially requested GMs to see that Administration also associates in these events for enhancing the safety consciousness level among staff.

(c) Training : Touching the

aspect of training to the staff, the General Secretary/NFIR said that the staff recruited are required to be upgraded in their job through mandatory training periodically thereby their performance will be qualitatively superior and quantitatively larger.

(d) Non-filling of vacancies :

He specially appealed to the Railway Ministry to see that no vacancy should be allowed to exist at any given time in the critical categories like Loco Pilots, Asstt Loco Pilots, Station Masters and Guards categories. For the said purpose, he suggested that the General Managers should be allowed to take decision for filling up vacancies from serving staff as these vacancies cannot be allowed to be continued in the interest of Safety and efficiency.

(e) Work Charged posts : Mr. Raghavaiah pointed out that on Zonal Railways, work charged posts are created and continued for carrying out regular activities but these are not forming part of regular cadre strength resulting into denial of promotion under cadre restructuring. (f) Service/working conditions of Safety category staff : He also

brought to the notice of Hon’ble MR the miserable service/working conditions of Track Maintainers (Safety Category) and reminded that as a result of NFIR’s request in the General Managers’ Conference held on 11th January 2010, then Hon’ble MR had appointed a Joint Committee. The Joint Committee had submitted its unanimous report but unfortunately its report for upgrading the Track Maintainer posts has not been implemented in full. Even the decision taken on 27th Sept 2013 in a separate meeting held between the Railway Board and the

Federations for placement of posts at 6:12:22:60 ratio in Grade Pay Rs. 2800, 2400, 1900 & 1800 respectively is yet to be implemented. He specifically requested the Hon’ble MR to accord approval.

Industrial Relations : (a) General Secretary/NFIR, M. Raghavaiah has conveyed to the Hon’ble MR the disappointed feelings among the Railway employees over non-implementation of decisions some of which have been placed above and non-responsive attitude of the Government on genuine issues. He apprised the Hon’ble MR that a Special meeting chaired by the Railway Board Chairman was held on 23rd August 2013 and in the Special meeting over 34 issues were discussed, minutes of which were circulated on 2nd Sept 2013 but unfortunately there has been no appreciable progress. (b) He further said that the norms issued by the Railway Ministry for creation of posts have never been implemented although new assets have been created and new services have been introduced from time to time in the Railways in the last 5 years. He said that the average worker is heavily over-burdened and frustrated. He, however, said that having no other alternative than to proceed with agitation, NFIR has conducted Strike Ballot on 17th and 18th January 2014 and reports have been received that over-whelming

majority of railway employees prefer “Strike Action” on 65 point of Charter of Demands of NFIR. (c) General Secretary/NFIR at the same time clarified to the Hon’ble MR that NFIR’s track record has been to strengthen the Indian Railways and ensure that Railways prosper and serve the need of the customers. While strike is a last resort to NFIR, Federation is compelled to take this extreme course of action having felt that no other alternative is left out. He specially appealed to the Hon’ble MR to take initiative in discussing with Hon’ble Finance Minister on the proposals sent by Railway Ministry and followed by Shri Pawan Kumar Bansal, former MR, for obtaining clearance in order to avoid untoward situation on Indian Railways.

Welfare : NFIR General Secretary, M. Raghavaiah invited the Hon’ble MR’s attention to his discussions with him on the welfare of employees and also his communication relating to shortage of Railway Doctors to the tune of 38% of sanctioned strength and requested the MR to take initiative for obtaining Union Cabinet’s approval for enhancing the age of superannuation of Railway Doctors to 62 years. He also requested that Contract Medical Practitioners should be allowed to work upto 10

years and equally para-medical staff’s continuance should be ensured till vacancies are filled by regular candidates in order to see that adequate care of railway employees, their families and RELHS beneficiaries is ensured.

He expressed hope that the Hon’ble MR would issue suitable instructions to the Railway Board to resolve the pending demands listed

by NFIR through serious dialogue within the prescribed time frame.

22nd January 2014 On the 2 day of the General Managers’ Conference i.e. on 22/ 01/2014, the General Secretary/ NFIR M.Raghaviah has brought out/discussed following points with the Chairman, Members of the Railway Board and the General Managers:nd

(a) Inter-Railway transfer applications : He explained that the Zonal Railways are not forwarding the request applications inspite of clear instructions from the Board, consequently, staff are suffering a lot. Zonal Railways are unable to find and make available even the replacements as indents are not properly placed on RRCs/RRBs. He specially urged the GMs to implement Board’s orders by processing and forwarding the applications and to get relieved the staff duly finding replacements.

(b) Act Apprentices : He requested the CRB, MM & MS to issue suitable instructions for engaging Course Completed Act Apprentices in technical and other safety categories as their skills are of great advantage to the system. He specifically pointed out that Court cases were not properly handled on North Western Railway and Southern Railway. So far as North Western Railway is concerned, he pointed out that the GM/SC Railway wanted to accept Act Apprentices of NW Railway but there has been no response from NW Railway. He requested GM/ NW Railway to send list of Act Apprentices to SC Railway and also to all other Zones for inducting them into service wherever needed.

(c) Rail Coach Factory, Raibareli: He expressed disa-

ppointment that the optees have not been relieved to the RCF particularly from S.W. Railway, Southern Railway etc. while from other zones staff have since joined. This negative approach is causing disappointment among staff who are eager to go nearer to their places by joining new organization (Production Unit). He requested CRB and MM to address this problem immediately.

(d) Harnaut Workshop/East Central Railway : General

Secretary invited the attention of the CRB/MM as well as GM to NFIR’s letters relating to the difficulties being faced by the Workshop Staff at Harnaut more particularly their cadre formation, promotion, hospital facilities, residential accommodation etc. He specially requested the General Manager, EC Railway to take special initiative for removing the hardships faced by the staff.

(e) Absorption of QuasiAdministrative Staff/West Central Railway : General

Secretary/NFIR expressed his agony over non-implementation of Railway Board’s decision by West Central Railway in regard to screening and absorption of QuasiAdministrative staff on the Zone.

He cited Railway Board’s letter dated 3 rd May 2006 giving clear instructions to GMs to absorb those staff who were on rolls on 10th June 1997. He also said that although the Board have issued letter in the form of reply to WCR to take decision at Zonal Railway level, but WC Railway is not willing to implement Board’s decision. He appealed the General Manager, WC Railway Board to do the needful for absorption of Quasi-Administrative staff without further delay.

(f)

LARSGESS

:

M. Raghavaiah, General Secretary/ NFIR explained to the CRB and MS the unwanted / un-called for clarification recently issued by the Railway Board stating that Safety staff should have put in 20 years service in the Safety posts only. In this connection, Mr Raghavaiah has

invited Railway Board’s attention to its letter dated 2nd January 2004 and 11 th Sept 2010 and expressed his disappointment over illogical clarification issued by the Railway Board that too after long years. He urged upon the Railway Board to scrap the clarification that may infuse confidence amongst safety staff.

(g) Loco Inspectors : General Secretary/NFIR brought to the notice of Railway Board (CRB, Member Staff etc.) that the Loco Pilots inducted prior to 01/01/2006 were subjected to grave injustice as their emoluments were depressed heavily in comparison with their juniors. He said that on representation of the Federation (NFIR), the Additional Members’ Committee has deliberated and recommended for stepping up of pay but unfortunately, the Railway Board have not given decision.

In this connection, General Secretary also explained to the Railway Board that on 10 Zonal Railways stepping up of pay was already granted by the GMs, one of which is South East Central Railway. The present CRB, who was the GM/SEC Railway had approved the stepping up of pay.

He expressed disappointment over the negative attitude of the Railway Board by filing SLP before the Hon’ble Supreme Court with an intention to deny the benefit to the Senior Loco Inspectors.

This attitude of Board is giving wrong message among the running staff in general and Loco Inspectors in particular, he said. He specially requested the CRB and MS to look into the aspect for withdrawing the SLP to facilitate implementation of stepping up of pay on the remaining six zones on Indian Railways.

(h) Catering Policy – 2010 The General Secretary/NFIR has brought to the notice of CRB that in the wake of implementation of new Catering Policy – 2010, a joint meeting was held. 2500 Ticket Checking Posts Sanctioned Creation of additional posts of Ticket Checking Staff was discussed in the Railway Board’s PNM Meeting with NFIR under item No. 13/2011 besides separate discussion held by GS/NFIR with the Member Traffic on 25th October, 2013.

As per the norms fixed by the Railway Board over 9800 additional posts were required to be created. NFIR had suggested that in the first phase 50% of 9800 posts may be created immediately. However, Ministry of Railways (Railway Board) have issued sanction for creation of 2500 posts of Ticket Checking Staff on the Railways as per the details given below: Sanction of Ministry of Railways (Railway Board) is hereby communicated for the creation of following 1343 nongazetted posts for Ticket Checking Staff on the Railways from Railway Board vacancy bank :Rlys.

Working Group to Review IRSEM Part-I & II Ministry of Railways (Railway Board) have revised the constitution of Working Group constituted vide Board’s letters No. 2012/Sig/SEM/WG dated 14.11.2012 & 09/10.5.2013 to review the IRSEM Part-I & II and inclusion of Chapters on Installation and Maintenance of Electronic Interlocking in IRSEM Part-II respectively. The revised composition of the Working Group (WG) is as under:Shri S. Lakshminarayana, HAG/S.W. Railway - Convener, (ii) Shri R.K. Jain, SAG/W.C. Railway - Member, (iii) Shri G.K. Sarkar, SAG/Eastern Railway - Member, (iv) Shri S.C. Mishra, SAG/Western Railway - Member, (v) Shri Mukesh Mehrotra, SAG/RDSO - Member.

The Terms of reference of the Working Group are as under: (i) Collect all the Instructions, Directives, Correction Slips and Guidelines issued from 1988 onwards by Railway Board and RDSO and identify items to be included in IRSEM; (ii) Interact with Zonal Railways, RDSO and IRISET to expedite submission of Draft Chapters as list attached; (iii) Study and incorporate best International practices as applicable on IR; and (iv) Submit updated IRSEM Part-I & Part-II, based on above, for consideration of Rly. Board.

Railway Board also decided that different chapters are assigned to individual Railways as indicated at AnnexureI. Zonal Railways may submit the allotted chapters to the Working Group for examination in the attached format latest by 28th February, 2014.

The Working Group should submit recommendations to Rly. Board within extended tenure i.e. 31st March, 2014.

GS/NFIR Addressed Mass Meeting at Mumbai

G eneral Secretary, NFIR, M. Raghavaiah visited Mumbai and addressed a mammoth meeting of workers organized by Western Railway Mazdoor Sangh (WRMS).

Addressing to the huge gathering he explained as to why NFIR decided to take Strike Ballot on Indian Railways on 17th & 18th January, 2014. Speaking at length he threw light on the various demands of Railway employees pending since a long time though the Railway Ministry had agreed to the Issues.

He roared that this strike ballot is a compulsion than choice because even agreed demands, referred to Finance Ministry/(DOP&T) are not being conceded by the Government.

Most of these demands are related to anomalies of 6th Central Pay Commission he said. Raghavaiah highlighted that main demand of merger of 50% D.A. with pay has not been considered though the letter dated 14.10.2013 addressed to Prime Minister by NFIR in this regard was forwarded by PMO to the Finance Ministry. It is a matter of great concern that Dearness Allowance presently paid @ 90% of pay will soon reach above 100%, he said. Since the 7th Central Pay Commission is going to be INDIAN RAIL WORKER

constituted, the merger of DA is absolutely necessary to protect the employees from uncontrolled inflation, Raghavaiah said.

He further said that NFIR is pressing Government to grant interim relief in line with the previous 4th Central Pay Commission. The main demands on which NFIR is consistently fighting are:Guaranteed Pension in place of New Pension Scheme.

ITF Workshop on “Gender Sensitization” at Chennai

T he “Gender Sensitization Workshop” organized by ITF at Chennai from 9-12-2013 to 11-122013 was attended by Shri A. Srinivasa Rao, SCRES Vice Chairman of Tirupati Branch-I and Smt. R. Vishnu Vandana of SCRES from Secunderabad.

With opening remarks by Shri Mahendra Sharma, Regional Secretary, ITF Asia Pacific Region, C.A. Rajasridhar, ITF Executive Board Member and G.M. Krishnamurthy, General Secretary, Madras Port Trust Employees Union, the Workshop session was commenced. 35 representatives from Transport Sector in India, affiliated to ITF participated in the Workshop.

The concept of Gender, Sex, Impact of Gender on Men and Women, Gender Stereotypes and Patriarchy were explained by Ms. B.N. Usha in Group discussion. The Groups also discussed on the Violence against women – understanding why violence happens against women, Inter linkages between women’s vulnerability, gender discrimination etc. The following vital points were also explained by Ms. B.N. Usha.

Biologically men are stronger than women.

By nature female gender are sober whereas masculine gender is tough.

Women are good at attending their children than Men. Women are their own worst enemies.

Violence against women is mostly observed in backward and uneducated families.

Women with inappropriate culture themselves invite assault, and violence.

Disturbances in domestic front should be dealt optimistically.

Ms. Geetha Menon drew the attention of the groups divided amongst participants on the following topics.

Gender inequality.

Dalit women who are the most oppressed facing in equality in caste, culture in society.

Personal law.

Mangalore case: Women widows are allowed to become priests.

Sha-Bhanu case: Claimed maintenance from her husband after many years of abandonment.

Society: Adivasi Society.

Adi Dravida: First man, period of equality.

Tribal women: Made to work like scavengers.

Communal violence.

Family: Tribal, joint family, urbanization of family, nucleus family, live in relationships (Acceptance/Non-acceptance).

A Film show on gender, work place situation, informal economy, sexual harassment and its challenges was presented by Ms. Nishi Kapahi, ITF Coordinator, Asia Pacific Region.

On 11th December, 2013, the role of trade unions in addressing the issues relating gender equality were discussed by the participants.

Three days workshop on “Gender Sensitization” was evaluated and concluded by Ms. Nishi Kapahi and Ms. Geetha Menon.

Intolerance is itself a form of violence and an obstacle to the growth of true democratic spirit.

ITF Workshop for Improving Communication in Unions T he International Transport Workers’ Federation (ITF) conducted a workshop on Improving Communication in Unions on 06th & 07th January 2014 at Mumbai. The workshop was attended by members of various unions from Indian Railways, Road Transport, Airlines and Port Trust. The ITF workshop was conducted by:

Smt. Nishi Kapahi, S/Shri Sangam Tripathi, Smt Geeta, ITF, Arvind Koshal, Rashid Ali, Communication Expert, New Delhi, Manoranjan Pegu, Resource Person, PSI. The introductory message was given by Shri Sangam Tripathi on 06th January 2014 emphasizing the need of Communications and its importance in propagating information. Shri Rashid Ali explained the importance and history of Communication. A group exercise was conducted by dividing the participants into 6 groups. Each group leader was asked to explain the discussions and the outcome of the Group discussions. All the members along with Smt Rawat (visiting professor) gave expert comments on the group discussions.

Shri Manoranjan Pegu explained the importance and role of emerging technologies and Social Media in Improving Communications. Shri Arvind Koshal explained the importance of Skype and Viber and their use in day to day activities in Unions. Shri Rashid Ali explained the use of Whatsapp. Shri K. Vishnu, Incharge, NFIR Media Center, explained the Communication network in NFIR affiliates along with the NFIR website and its functioning.

26 participants including (6 representatives from NFIR) belonging to 15 unions affiliated to ITF participated in the workshop. On the whole the outcome of the workshop is the present mind setup should be changed and the trade union leaders must be trained in

All the participants appreciated the efforts of ITF to educate the workers in improvement of Communications in Unions. More such workshops to train up the workers can bring transparency and make workers more knowledgeable all over the world.

NFIR General Secretary, M. Raghavaiah has specifically pointed out the case of ESM/JE(Sig)/SSE (Sig) wherein norms issued by the Railway Board have not been implemented, consequently new posts against new assets are not sanctioned resulting into heavy burden on the existing staff. He

invited attention of CRB to formal discussions held by NFIR since last 15 years in the PNM fora and pointed out that although norms issued, the implementation has not seen the light of the day. He requested quick action by the Railway Board. Similarly, he mentioned about the urgent requirement of additional posts for TRD. NFIR General Secretary has brought to the notice of the Railway Board and General Managers that cadre restructuring implementation is resulting in surrender of posts in the name of matching money value.

As number of staff were already upgraded under MACP Scheme thus no financial implication are involved. He at the same time requested the CRB and MS that there is no scope for matching and hence surrender of posts should not be insisted upon. He specially requested the GMs that the work charge posts operated on Open line continuously for over three years should be converted into regular post. The conversion of these posts into permanent is permissible in terms of extant instructions of Rly. Board. Such an action would give some benefit of promotion under restructuring to the staff who are anxiously waiting for promotion and whose promotions are delayed due to continued operation of work charge posts against revenue works.

WCRMS Office Bearers Meeting held at Kota Central Office Bearers meeting of West Central Railway Mazdoor Sangh was held at Kota on 28 th December, 2013/WCRMS President, R.P. Bhatnagar presided over the meeting. WCRMS General Secretary, Ashok Sharma, Zonal Office Bearers and Central Office Bearers of Jabalpur, Bhopal and Kota Divisions were present. On arrival of the President Shri R.P. Bhatnagar from Mumbai was warmly welcomed at Kota Railway Station from where a rally was organized which reached to the venue of the meeting. The organizational matters performed during the year 2013 and the action plan for 2014 to strengthen the organization as also the development of Railway employees were discussed.

At Kota Railway Station the wheel chair programme was inaugurated by WCRMS President, R.P. Bhatnagar and Divisional Railway Manager, Smt. Archna Joshi. WCRMS donated four wheel chairs on the occasion. Smt. Archna Joshi, DRM appreciated this welfare programme organized by WCRMS. WCRMS President, R.P. Bhatnagar in his address said that significant achievements have been made during the year 2013 and hoped that year 2014 would fetch more benefits to the Railway employees. GS/NFIR felicitated Trackman & Sr. P.Way Supervisor for Averting Accident T he alertness and the timely action of the track maintainer Y. Chandru Naidu and Sr. Supervisor M. Sambasiva Rao has averted a possible train mishap was appreciated and they were felicitated by NFIR General Secretary in the SCRES General Council Meeting at Secunderabad on 30.12.2013.

Shri Y. Chandru Naidu, Track Maintainer while patrolling track between Tsunduru and Tenali stations noticed a flash butt weld failure having a gap of 8 mm which led to a level difference of 60 mm between the separated rails. He immediately alerted the Divisional Control office at Vijayawada and promptly relayed the information about this weld failure to senior officials. The Train No. 12621 Chennai – New Delhi Tamilnadu Express already left Tsunduru Station towards Tenali was promptly stopped short of the spot in time by Chandru Naidu by flashing a red lamp signal.

M. Sambasiva Rao immediately rushed to the spot with additional staff within 30 minutes and by lifting the track physically brought both the rails to an even level, fish plated and clamped them quickly.

After carefully ensuring the safety, they allowed the train to pass with a restricted speed of 20 kmph. The entire action was completed within an hour and the train was allowed to proceed further.

Swami Vivekananda Birth Anniversary Celebrated ERMC Eastern Railwaymen’s Congress (ERMC), Liluah C&W Workshop Youth Forum celebrated 150th Birth Anniversary of Swami Vivekananda as “Youth Day” ON 13TH January, 2014. The programme organized by ERMC Liluah Branches No. I & II was inaugurated by ERMC General Secretary/AGS, NFIR, Binod Sharma.

A massive Rally was taken out with the Statue of Swami Vivekananda and colourful Tables with the participation of large number of Railway school children besides ERMC members and thousands of Railway employees.

The Rally of over a Kilometer length with the children dressed as “Swami Vivekananda and Swami Ramkrishna Paramhans” has marched with utmost discipline.

J.G. Mahurkar and President Sharif Khan Pathan paid a visit to the Lamborghini Sports Car Showroom at Dubai on 31st December, 2013 to observe the mechanism that goes into making Lamborghini the iconic car that it is. As is known Lamborghini is an Italian Sports Car Company based at San “T Agata”, the company is currently celebrating its 50th year of opening, its costliest model is the Aventador which sells at Rs.4.16 crores, the car reaches a maximum speed of 360 kmph and zooms from 0-100 km in 2.6 seconds.

Its Dubai operations are headed by Mr. Mushtak Molvi, who happens to be from Vadodara, Gujarat, he joined the local Lamborghini dealership in 1991 and rising from the ranks, is now the service manager.

The purpose of the visit was to speak to the workers and technicians on the workshop floor to know their working conditions, wage structure and the other benefits which the company offers to them.

The workers and technicians expressed their deep sense of satisfaction at their working conditions and career growth.

SECRMC Meeting with MOSR Adhir Ranjan Choudhary S outh East Central Railway Mazdoor Congress (SECRMC) warmly welcomed and felicitated Shri Adhir Ranjan Choudhary, State Minister for Railways at Bilaspur on 31st December, 2013. All the Central Office Bearers, Branch Secretaries and other office bearers including cadre of SECRMC from all the three Divisions participated.

As part of his visit to South East Central Railway (SECR) Headquarters, The MOSR met South East Central Railway Mazdoor Congress (SECRMC) representatives apart from his other meetings lined up as part of his visit. SECRMC delegation led by its General Secretary, K.S. Murty and President Tapan Chatterjee met Railway Minister and handed over a Memorandum highlighting the problems of SECR and Railway employees.

During his discussion with Minister, SECRMC General Secretary, K.S. Murty urged MOSR for redressal of pending demands.

Elaborating about their demands, General Secretary informed that large number of works are pending with Railway Board for sanction resulting difficulties. He said that in SECR, being the highest freight

loading and earning zone over Indian Railways, every year, there is a growth of traffic to the extent of 710 per cent. In the absence of funds for development of works related to safety and traffic, facilities has led to deterioration in the efficiency of the system, Mr. Murty narrated. He further said that with the inception of SECR, the sanctioned work force was about 50 thousand whereas the present staff strength is 43 thousand. This has over burdened the existing staff, he mentioned. The staff amenities such as construction of new staff quarters, renovation and repair of the existing quarters, streets, and drainage system has also been very poor due to shortage of funds.

K.S. Murty also said that besides no staff being sanctioned against new assets, the amenities for public are also not able to satisfy for want of fund. He said that the proposal of Railway Medical College in Bilaspur is yet to come up which would felicitate the children of local people and also of the Railway employees in particular. SECRMC demanded immediate scrapping of New Pension Scheme (NPS) which came into existence from January 01, 2004.

He also discussed with the Minister on large number of staff matters represented by National Federation of Indian Railwaymen (NFIR) at the Railway Board’s level which have not been finalized. The

non-finalization of the issues has generated serious discontentment among the Railway employees and further delay may ultimately lead to staff agitation, he explained to MOSR.

WRMS General Secretary said that the working condition of S&T staff is tuff since they are overloaded with heavy responsibilities.

Ticket Checking Staff Welfare Association conducted Blood Donation Camp U nder the Banner of South Eastern Railwaymen’s Congress ((SERMC), Ticket Checking Staff Welfare Association (TCSWA) organized Blood Donation Camp on 17th December, 2013 at Kharagpur.

Large number of Ticket Checking Staff including other Railway employees donated their blood for the use of needy patients. The blood so collected was handed over to South Eastern Railway Hospital, Kharagpur.

SRES Mass Meeting and Working Committee Meeting S outhern Railway Employees Sangh (SRES) organized Working Committee Meeting on 8th January, 2014.

SRES President M. Raghavaiah presided over the meeting. Addressing to the meeting, Raghavaiah elaborately spoken on Strike Ballot to be conducted on 17th & 18th January, 2014 for Indefinite Strike in Railways. He said that as the Government and Railway Ministry has not settled the demands of Railway employees which are pending for the last 5 years, the NFIR is compelled to decide for the strike. He also addressed the gathering of Active Workers meeting at Unity House, Perambur.

On 9th January, 2014, the mass meeting organized in front of General Manager’s Office at Chennai was addressed by the SRES President, M. Raghavaiah. He said that the Government announced for

constituting 7th Central Pay Commission but however VI CPC anomalies continued unresolved.

The important issues like guaranteed pension duly scrapping the NPS, Merger of 50% DA with Pay, Grant of Interim Relief to working/ retired employees etc. are pending since long time.

Shri M. Raghavaiah, President SRES/General Secretary, NFIR interacted with 200 Course Completed Act Apprentices and heard them and assured to solve their problems.

S/Shri P.S. Suriyaprakasam, SRES General Secretary and S. Parthasarthy Organizing Secretary were also present and addressed the problems of Railway employees.

In the Afternoon GS/NFIR also addressed a meeting of Youth Cadre at Marina Beach. After the meeting he also visited the Chennai Metro Rail Office and discussed with Mr. Ramanathan.

UPRMS Tributes to Late Keshav H. Kulkarni

S/Shri Guman Singh, NFIR President, Vinod Mehta, UPRSM General Secretary and Ramesh Kumar, Divisional Secretary, Jaipur Division along with several Office Bearers were present on this occasion and paid rich tributes to Late Keshav H. Kulkarni.

Addressing to the meeting NFIR President, Guman Singh said that late Kulkarni devoted his full life for the cause of Railway employees.

NFIR References to Railway Ministry Letters to Secretary Rly. Board Restructuring of certain Group ‘C’ – reg.

Ref: (i) Railway Board’s letter No.PC-III/2013/CRC/4 dated 08/ 10/2013, (ii) NFIR’s letter No.I/8/ CRC/09/Vol.9 dated 09/10/2013.

Pursuant to the instructions vide letter dated 08/10/2013 for restructuring of certain Group ‘C’ cadres, NFIR vide its letter dated 09/ 10/2013 had invited attention of the Railway Board on the following items in accordance with the agreements reached with the Federations during various CRC meetings:(i) Agreed percentage of Technical Supervisors 70:30 in GP Rs.4600 & GP 4200 has been altered arbitrarily to 67:33, Agreed percentages of S&T, CMT and Ministerial Staff have not been implemented in toto. (ii) Federations had never agreed and accepted for providing matching savings, consequent surrender of posts for implementation of cadre restructuring, conditions imposed under paras 12.1 & 12.2 of Board letter dated 08/10/2013 needs to be deleted.

Federation is yet to receive a response.

Besides above, NFIR has noticed that the Railway Board in the letter dated 08/10/2013 have added following additional conditions giving negative impact to the process of implementation of restructuring in the cadres where it is to be implemented.

Federation highlights below the superfluous conditions which were not at all warranted have been arbitrarily prescribed in the instructions issued by Railway Board vide letter dated 08/10/2013:(i) Portion of para 2 added in Board’s letter dated 08/10/2013 “Only those temporary posts which are in operation for atleast three years may also be taken into account for the purpose of applying

revised percentages. This will be subject to clarification that these posts are meant for regular activities which will continue and not for any sporadic requirements”. (ii) Portion of para 10 added in Board’s letter dated 08/10/2013 “However, in those cases where due to pin-pointing of posts staff is required to join duties in the upgraded posts at a different station, such staff may be allowed the benefit of upgradation/ promotion on” as is where is basis” for the time being and allowed to join the pin-pointed post at the new station within six months time from the date of issue of promotion order, subject to the satisfaction of HOD on merit in each case.

In this connection, NFIR wishes to invite attention of Railway Board is invited to the earlier instructions issued on restructuring of Group ‘C’ & ‘D’ cadres under letter No. PC-III/2003/CRC/6 dated 09/10/ 2003 wherein applicability to various cadres has been done in the following manner “These orders will be applicable on the regular cadres (excluding surplus & supernumerary posts) of the Open Line establishments including Workshops and Production Units. These orders will, however, not be applicable to staff of RDSO for which separate orders will be issued.

These orders will not be applicable to ex-cadre & workcharged posts which will continue to be based on worth of charge.

These instructions will also not be applicable to construction Units and Projects, where posts are generally created on worth of chare basis, though those should broadly be conforming to these percentage distributions.”

NFIR further wishes to invite attention of Railway Board to para

16 of Board’s letter dated 09/10/ 2003 where following provision has been made for pin-pointing of posts:“The Administration should take steps to pin-point the additional posts arising out of this restructuring as per administrative requirements.

Perusal of position as brought out

by NFIR in para 2&3 above would reveal as to how Railway Board have tried to make the cadre restructuring complicated, dis-advantageous to the staff besides hard to implement. As a matter of fact, the conditions mentioned in the previous instructions dated 09/10/2003 (para 2&16) mentioned in para 3 above could have served the purpose. The additions now made in para 2&10 in letter dated 08/10/2013 which are giving negative effect has generated deep sense of anguish and frustration among railway employees on the Zonal Railways and Production Units. On Zonal Railways, new posts were sanctioned for maintaining newly created assets and manning newly introduced services during the years 2010, 2011, 2012 and 2013. The Board’s instruction dated 08/10/2013 prohibit treating those posts as part of cadre for the purpose of cadre restructuring. Federation strongly protests against these anti-worker restrictions.

NFIR, therefore, requests Railway Board to modify the instructions issued vide letter dated 08/10/2013 on the lines brought out by the Federation. On cadre restructuring and issue amendment early before effective implementation of the instructions.

Career Growth of Chemical and Metallurgical Assistants Grade I & II-reg.

NFIR’s letter No. NFIR/VI CPC/Main/10/Pt.IX dated 23/ 09/2013 (iv) NFIR’s PNM Item No. 02/2011 (PNM).

The issue of career growth of Chemical and Metallurgical Assistants Gr I&II has since been raised by NFIR in the PNM fora at Railway Board’s level under Item No. 1/2011 for over two years for getting justice imparted to CMAs. There has virtually been no progress on the issue despite writing three letters by the Federation quoted under reference. The issue has also been discussed by GS/NFIR with ED/E PC-II more than once but without positive results and the PNM item continues to be pending for over two years.

NFIR, therefore, once again requests the Railway Board to kindly see that suitable instructions are issued to redress the grievance of CMT staff. Federation may be advised of the action taken.

Non-grant of Consolidated Travelling Allowance to the Ticket Checking Staff on East Coast Railway-reg.

As per extant instructions contained in India Railway Establishment Code-Vol-II [(Section III/para 1605 (1) (2) & (3)] railway employees whose duties require him to travel extensively and are away from Headquarters for performing railway duties for 20 days or more in a month are eligible to receive Consolidated Travelling Allowance with the sanction of General Manager.

ECoRSC an affiliate of NFIR has reported to the Federation that these instructions are not being adhered to on East Coast Railway.

Federation further wishes to state that the ECoRSC had raised the issue in the Zonal PNM for payment of Consolidated Travelling Allowance to Ticket Checking Staff unfortunately General Manager did not agree.

NFIR, therefore, requests the Railway Board to issue instructions

Placement of erstwhile Group ‘D’ staff in PB-1+GP Rs.1800/ reg.

There have been cases of Railway employees who were nonmatriculates and while working in erstwhile Group ‘D’ categories during the period from 05/09/2008 to the date of completion of appropriate training, have either retired/died in harness before completing the formality of training for placing them in GP Rs.1800/(PB-1). These former employees have not been extended the benefit of PB1 with GP Rs.1800/- with the result they have been deprived of pensionary benefits.

South Central Railway in particular has instead of extending benefit to these former Group ‘D’ employees pursuant to Railway Board’s instructions vide RBE No.162/10 and letter No.PC-VI/ 2008/I/3/1 dated 08/11/2010 has made a reference to Railway Board vide letter No.P[R]/531/1 dated 08/ 03/2013 (Copy enclosed), seeking clarification, the same is still pending for over six months and the former employees have been made to suffer.

NFIR, therefore, requests the Railway Board to issue suitable clarificatory instructions for granting Grade Pay of Rs.1800/(PB-1) in the above situations.

Suitable clarification be sent to GM/ S.C.Railway in reply to his reference duly endorsing copy to this Federation.

Injustice done to the staff retired/retiring on 30th June of every year w.e.f. 01/01/2006 pursuant to implementation of the recommendations of 6th CPC-reg.

INDIAN RAIL WORKER

NFIR has been receiving grievances from number of railway employees who have retired from railway service on attaining the age f super-annuation on 30 th June of 2007, 2008, 2009, 2010, 2011, 2012, 2013 as they have been denied the benefit of annual increment at the time of retirement even though they had put in 12 months continuous service on 30th June.

On perusal of the proposed channel of promotion for the post of JE(P.Way), consequent upon the merger of Sr.P.Way Supervisors with JE(P.Way), NFIR conveys that in the heading “Mode of Induction” (Col. No.5), though a quota of 20% of vacancies has been earmarked to be filled by promotion but the proposal does not indicate as to which staff would be eligible for promotion.

In this connection, Federation invites attention of Railway Board to Rule 10 of G.S.R 643 (E) circulated under RBE No. 103/2008 relevant extract of which is reproduced below:-

Keeping in view above point, NFIR suggests formulating new channel of promotion as mentioned below:-

“Date of next increment in the revised pay structure-There will be a uniform date of annual increment viz 1st July of every year. Employees completing 6 months and above in the revised paystructure as on 1st July will be eligible to be granted the increment.”

Above-mentioned provision clearly states that for earning annual increment, the employees have to complete only 6 months in the revised pay structure of 6th CPC, whereas those retired on 30th June of 2007 to 2013 have completed more than six months and have rather completed 12 months on 30th June.

As matter of fact, these employees are eligible for one increment which should be added in the pay (in Pay Band + GP) at the time of retirement and calculating settlement dues to these staff to save from financial hardships.

NFIR, therefore, requests the Railway Board to issue suitable clarificatory instructions to redress the grievances of these staff. A copy of the instruction issued may be endorsed to NFIR. (NFIR's letter No. NFIR/VIthCPC/ /Priority/09 dated 18-11-2013).

Regularisation of Substitute Teachers in the Railways – reg.

During the course of NFIR’s PNM meeting held on 20/21.02.2013 while discussing item No.27/2012, Federation was advised that reply from Zonal Railway is awaited.

Federation, however, insisted that regularisation of Teachers of West Central Railway should be

considered by the Railway Board on the similar pattern as has been done for regularisation of Substitute Teachers of other Zonal Railways.

In this connection, NFIR wishes to convey to the Railway Board that detailed reply has since been sent by W.C.Railway to Railway Board under letter No.WCR/P-HQ/Wel/ Substitute Teacher dated 01/11/ 2013 seeking Board’s decision, the same may be connected.

NFIR, therefore, once again requests the Railway Board to consider and communicate approval for regularisation of four substitute teachers on West Central Railway. A copy of communication thus sent may be endorsed to the Federation.

Request Transfers of Employees from one department to other departments in Grade Pay of Rs.1800/- (PB-1) NFIR desires to state that the minimum entry qualification to the lowest Grade Pay post of Rs.1800/ - (PB-1) on Railways is Matriculation or its equivalent. With this new policy decision of the Railway Ministry pursuant to implementation of recommendations of the VI CPC, no candidate is eligible to be inducated in the Grade Pay of Rs.1800/- unless he fulfills the qualification condition i.e. Matriculation or ITI as the case may be.

Representations are being received from the erstwhile GroupD staff who are in Grade Pay of Rs.1800/- demanding that their requests for transfer on bottom seniority to other departments in the same Grade Pay should be allowed.

The present IREM provisions are not providing greater clarity for administration to consider such requests. Due to the reluctance on the part of the competent authorities in conceding the request transfer applications of erstwhile Group-D staff from department to other, disappointment is growing among the staff who possess the required qualification.

Need has therefore arisen to review the IREM provisions to

facilitate the staff to go on request transfer to other departments in the entry Grade Pay of Rs.1800/- on bottom seniority. In this context, NFIR also wants the Railway Board to appreciate that Inter Zonal Transfers/Inter Divisional Transfers in the recruitment Grade Pay are allowed subject to fulfillment of Educational Qualification prescribed for direct recruitment.

There are Track Maintainers who possess Matriculation or above seeking transfers on bottom seniority to the Technical Departments like S&T, Electrical etc., Although, these Track Maintainers have fulfilled the entry qualification condition, the Administration on many Zones is not processing such requests even though vacancies exist. Similarly, the erstwhile Group-D Staff of Technical Departments when they seek transfer on bottom seniority to other department due to their domestic problems, such cases are also not being considered favourably though they possess the qualification required for holding the post to which they sought transfer.

Time has come to remove the confusion as above in order to create satisfaction among the staff who desire to pursue their career by seeking transfer to other departments.

NFIR, therefore, urges upon the Railway Board to consider the above points and issue suitable amendment to the IREM Provisions facilitating erstwhile Group-D staff in Grade Pay of Rs.1800/- to seek transfer on bottom seniority to the same Grade Pay Post in other cadres/departments.

NFIR has received complaints from retired railway officers about arbitrary reduction in the entitlement for 2 berths in 2nd AC/ 4 berths in 3rd AC of Rajdhani Express trains consequent to issue of instructions by the Railway Board vide letter dated 03/02/2011.

Federation is disappointed to note that the railway officers who retired from railway service during 01/01/ 2006 to 03/02/2011 were earlier entitled to avail 2 berths in 2nd AC/ 4 Berths in 3AC against complimentary pass when Railway Board issued circular dated 06 January 2011.

In this connection, Federation wishes to point out further that the Railway Board in circular dated 03/ 02/2011 has imposed two uncalled for restriction mentioned below Officers in GP Rs 6600/- and drawing pay of Rs 26,600/- and above and excluding Grade Pay & resulting deprival of the retired railway officers of the privilege which they were availing previously. Federation wishes to state that the restrictions imposed by Railway Board are therefore, grossly unjustified, and are against the interests of retired officers.

NFIR, therefore, requests Railway Board to issue suitable instruction restoring earlier facility, at an early date.

which there is no response for over long period and the railway employees continue to suffer heavily due to improper interpretation & application of the instructions issued by the Railway Board on LARSGESS. In this connection, Federation wishes to reiterate that the instructions issued vide Railway Board’s letter dated 11/03/2013 has created total confusion against the interest of Railway employees belonging to Safety category posts and the Zonal Railways have been considering only those cases of employees who have completed 20 years qualifying service in safety categories. This is highly irregular and is against the spirit of LARSGESS. In support, Federation had provided a copy of CPO/SC’s letter No.P(R)579/VII dated 03/10/ 2013 with NFIR’s letter dated 08/ 10/2013 to Railway Board, unfortunately there is no response.

Federation therefore once again requests the Railway Board to issue suitable clarificatory instructions to all zones to remove the hardships faced by the staff. A copy of the instructions issued may be endorsed to NFIR. (NFIR's letter No. II/34/Pt.9 dated 27-11-2013).

Upgradation of Sr P. Way Supervisors to V CPC pay scale of Rs 5000-8000 with effect from 1/11/2003-reg.

11/2003 vide Board’s letter dated 09/10/2003 while in the case of other supervisors of Technical departments 100% upgradation/ merger was allowed in pay scale of Rs 5000-8000 (V CPC) w.e.f. 01/11/ 2003. NFIR took up the issue in the PNM meeting at Railway Board’s level under Item No. 28/2012 and explained the case for mitigating Board’s wrong decision. Unfortunately, the Railway Board has evaded on some pretext or the other.

Supervisors w.e.f. 01/11/2003, on the same plea as made by NFIR in the PNM Meetings.

NFIR, therefore, once again urges upon the Railway Board to issue orders extending benefit of pay scale of Rs 5000-8000 (V CPC) to Sr. P. Way Supervisors w.e.f. 01/11/2003.

A period of nearly 10 months has passed unfortunately there is no response.

Needless to mention that staff belonging to the other categories having qualification of Graduation Degree and Diploma had been placed in pre-revised pay scale of Rs.5000-8000 (V CPC) which was replaced with PB-2+GP 4200/- by the 6 th CPC. Federation wants to reiterate that the Skilled Electronic Technicians having following educational qualification have been deprived the pay scale & revised pay structure (i.e. PB-2+GP4200/-):B.Sc with Physics, Diploma Electronics/BioMechanical Engineer, All relevant documents pertaining to the grievance of the staff have already been provided to Railway Board along with NFIR’s letter dt.

Ticket Checking Staff – Railway Board’s Reply to NFIR The reply of Railway Board to the NFIR’s letter No. II/73 dated 02.07.2013 and 30.09.2013 in regard to the Classification of Ticket Checking Staff as Safety Category is reproduced below: “Sub: Classification of ticket checking staff as Safety Category.

The undersigned is directed to refer to Federation letter No.II/73 dated 02.07.2013 and 30.09.2013 on the above subject and to state that classification of ticket checking staff as Safety Category Staff is being examined

by Establishment Directorate in their File No. E(NG)I-2010/ PM1/19. As soon as decision in the matter is arrived from Establishment Directorate, the same will be conveyed to Federation.”

As a result cases have been accumulating on Zones/PUs and staff continues to suffer badly on many zones. Federation has been given to understand that no clarification has been issued by the Railway Board on the query raised

by GM(E)/W. Railway vide letter no.EP/839/0/Vol.V dated 30/09/ 2013.

Federation once again urges upon the Railway Board to issue

clarificatory instructions to all Zones & Production Units to mitigate the hardships faced by the staff. NFIR may be kept advised of the action taken.

Problems faced by Train Guards in performance of dutiesdue to adverse working conditions-reg.

Federation has received complaints from Guards working on Goods, Passengers, express & Mail trains regarding poor maintenance and upkeep of Guard’s Brake vans.

Their grievances are as follows:Guard’s seats in broken condition and not fit for use, Toilet in bad shape, thus staff unable to use, Windows including glasses in broken condition, There is none to undertake repairs at primary or at secondary maintenance points Lights not functioning No log book has been provided to Guards to report these cases to Sr DOMs/Sr DMEs. In this connection, NFIR wishes to state that Guard is an important part of running staff and is incharge of the train. Unfortunately authorities in the Divisions are not looking into these adverse working conditions.

NFIR, therefore, requests the Railway Board to issue suitable instructions to the General Managers of Zonal Railways to lay down proper mechanism to look into the grievances of Train Guards and ensure prompt redressal for efficient discharge of their duties. A copy of the instructions issued may be endorsed to Federation.

Vide Item No. 6, “meeting of the Branch Councils”, five members in addition to office Bearers are entitled for Special Casual Leave for one day for Six meetings in a year. However the members of Branch Council are not granted Special Pass facilities although their working place is away from Branch headquarters.

The Railway Board are therefore requested to consider granting special cheque pass in those cases where the Branch Council Members are posted away from Branch Head Quarters for attending Branch Council Meetings. Within the branch jurisdiction along with special casual leave facility.

Time and again, NFIR has been reminding the Railway Board about the necessity for extending the currency of instructions dated 03/ 09/2009 on the subject at least upto 31/12/2015 pending discussions with the Federations. But NFIR is disappointed to note that no action has been taken by the Railway Board more particularly for the vacancies which would accrue after 31/12/2013. These vacancies shall remain unfilled for want currency of extension of the instructions beyond 31/12/2013. In this connection, NFIR is enclosing a copy of its letter of even number dated 30/09/ 2013 for ready reference, which unfortunately has not been acted

upon even till now.

NFIR once again requests the Railway Board to extend validity of the aforesaid instructions atleast till 31/12/2015 keeping in view the urgency to fill up vacancies arising after 31/12/2013, duly endorsing a copy to the Federation.

Simplification of Rules/Procedure on withdrawal from PF

T he reply of Railway Board to the NFIR’s letter No.I/3/Pt.I dated 25.10.2013 in regard to the simplification of rules/procedure on withdrawals from Provident Fund by Railway employees is reproduced below:-

In continuation of reference cited above, it is to bring to your kind notice that on S.W. Railway there is heavy shortage of AC Maintenance and Escorting Staff due to non creation of posts as per the yardstick although additional AC Coaches have been introduced on number of trains. In view of this situation, matching savings for implementation of cadre restructuring for AC staff is not possible.

Under the circumstances explained above, suitable instructions are required to be issued to S.W. Railway to find matching savings on other departments. If such exercise has also not yielded result, exemption from “matching savings” be considered as a special case.

NFIR, therefore, requests the Railway Board to issue suitable instructions to General Manager, S.W. Railway in the matter.

ICFMS Vice President Thirunavakarasu Passed Away IRW/NFIR shocked to learn the death of Thirunavakarasu Vice president of ICF Mazdoor Sangh on 11.01.2014. Late Thirunavakarasu was a devoted leader. He was also NFIR Working Committee Member.

His dedication for the cause of workers shall ever be remembered.

“Regarding conditions for final withdrawal for marriage expenses from Provident Fund, it is advised that final withdrawal for marriage expenses from Provident Fund are subject to the condi-tions laid down under Rule 922 and Rule 925 read with sub-rule (3) of Indian Railway Establishment Code Vol. I. In terms of sub-rule (e) of Rule 925(3), the subscriber shall furnish a certificate to the sanctioning authority within the period of one month from the date of the marriage, or if he is on leave on the date of the marriage, within one month on return from leave, that the money withdrawn has actually been utilized for the purpose for which it was intended. If the subscriber fails to furnish the requisite certificate, or if the amount withdrawn is utilized for a purpose other than that for which sanction was given the entire amount shall be recovered forthwith from him in one lump-sum together with interest thereon at the rate provided for in rule 920 (1) from the month of the withdrawal, for being credited to his account in the Provident Fund.”

Railway Board's Decisions Revision of Training period for Commercial Clerks (Booking, Parcel & Goods) In view of the changed job requirements of Commercial Clerks, and with the approval of Board (MT & MS) it has been decided to revise the existing training schedule for the Commercial clerks as under: Course Details Coaching Theory Coaching Practical Parcel/Goods Training Parcel/Goods Practical Total Training period

Attention is invited to Board’s letter of even number dated 18-52011 and 8-6-2011 whereby Railways had been directed to place the Immovable Property Returns (IPRs) of all members of their Group A Central Services for the year 2010

The 20 day training module will provide the relevant inputs pertaining to ticket sale through UTS/PCT, cash handling, details of various MIS & reports, preparation of returns, concessions, refunds, relevant rules of Commercial Manual and coaching Tariffs, inputs from UTS manual and some salient features of customer care and relevant inputs pertaining to forwarding notes, P.Way bills, Railway Receipts, Coaching tariff, parcel Management System, Terminal Management System and details of various Returns, Balance Sheets & MIS. The 20 days training programme on Coaching and Parcel/Goods consists of 16 days theory and 4 days of practical training as indicated above. The Course contents/ training module is enclosed at Annexure-A Railways are required to implement this revised training schedule in respect of newly recruited Commercial Clerks (Booking, Parcel /Goods) joining hereafter, after their appointment on the Railways.

The undersigned is directed to refer to this Department’s O.M of even no. Dated 11-04-2011 requesting all Cadre Controlling authorities to place in public domain the IPRs of Group ‘A’ Officer for the year 2010 by 31-05-2011.

In this connection, it is clarified that this was not intended to be a one-time measure but will be a continuous process. All Cadre Controlling authorities are requested that the IPRs (to be submitted by 31 st January each year) may be placed in public domain by 31 st March of that year. A report in respect of Group ‘A’ Service controlled by the Ministry/Department and offices belonging to General Central Service ‘A’ under the Ministry/Department may be sent to this Department by 30 th April every year.

INDIAN RAIL WORKER

Classification of Railway Services consequent upon introduction of RS (RP) Rules, 2008 – Eligibility for selection to Group ‘C’ General Categories.

The above referred issue has been under consideration in consultation with AIRF and NFIR. Accordingly, it has been decided that all erstwhile Group ‘D’ categories in G.P. Rs. 1800, since upgraded as Group ‘C’, will continue to be eligible for selection to Group ‘C’ posts as per the AVC already provided, if they possess the required eligibility criteria i.e. prescribed educational qualification and residency period etc. They will also be eligible for being considered for promotion to the posts of Stenographers (G.P. Rs. 2400), if they possess the required eligibility criteria.

Eligibility conditions under LARSGESS for specified safety categories in GP 1900 and Assessment Committee – Clarification thereon.

Few Zonal Railways had sought clarification regarding the eligibility conditions for seeking the benefit of LARSGESS and also the level of Assessment Committee in respect of specified safety categories in GP1900. This issue has also been raised by the Employees’ Federations.

The matter has been considered by the Board. In partial modification of the instruction contained in para 4 of Board’s above referred letter int has been decided that the wards of employees in specified safety categories in GP 1900 (other than Drivers) may be adjudged by an Assessment Committee consisting of 3 JAG Officers at Divisional level instead of an Assessment Committee

of 3 SAG Officers at Zonal level.

These instructions are applicable for retirement/recruitment cycle from January – June 2014 onwards only. The past cycles will be governed by the earlier instructions.

The other terms and conditions of the Scheme will remain the same.

Office Memorandum New Delhi, the 8 January, 2014 Central Government Employees Group Insurance Scheme-1980 Table of Benefits for the savings fund for the period from 1-1-2014 to 3112-2014.

The undersigned is directed to refer to this Ministry's O.M. No. 7(2)/EV/2012 dated 15th January, 2013 forwarding therewith Tables of Benefits under CGEGIS for the year 2013. New Tables of Benefits for the savings fund of the Scheme based on a subscription of Rs. 10 per month from 1-1-1982 to 31-12-1989 and Rs. 15 per month w.e.f. 1-1-1990 onwards have been prepared for the year 2014 and a copy of the table is enclosed. Another Table Benefits for the savings fund based on a subscription of Rs. 10 per month for those employees who had opted out of the revised rates of subscription w.e.f. 1-1-1990 have also been drawn up for the year 2014 and a copy of that table is also enclosed. The amounts in the Tables have been

worked out on the basis of interest @ 10% per annum (compounded quarterly) for the period from 1-11982 to 31-12-1982, 11% per annum (compounded quarterly)w.e.f. 1-11983 to 31-12-1986, 12% per annum (compounded quarterly) w.e.f. 1-11987 to 31-12-2000, 11% per annum (compounded quarterly)w.e.f. 1-12001 to 31-12-2001, 9.5% per annum (compounded quarterly) w.e.f. 1-12002 to 31-12-2002, 9% per annum (compounded quarterly)w.e.f. 1-12003 to 31-12-2003, 8% per annum (compounded quarterly) w.e.f. 1-1-

2004 to 30-11-2011, 8.6 % per annum (compounded quarterly) w.e.f. 1-12-2011 to 31-03-2012, 8.8% per annum (compounded quarterly) w.e.f. 1-4-2012 to 31-03-2013 and 8.7% per annum (compounded quarterly) w.e.f. 1-04-2013 onwards.

The mortality rate under the Scheme has been taken as 3.75 per thousand per annum up to 31-12-1987 and 3.60 per thousand per annum thereafter in both the cases. While calculating the amount it has been assumed that the subscription has been recovered or will be recovered

from the salary of the month in which a member ceases to be in service failing which it should be deducted from accumulated amounts payable.

In its application to the employees of Indian Audit and Accounts Department. This Office Memorandum issues in consultation with the Comptroller and Auditor General of India.

It has been decided that the Trade Apprentices engaged on the Indian Railways under Apprentices Act 1961 should be paid stipend with effect from 27th September 2013 at the revised rates as notified in the Directorate General of Employment

Extraordinary Part II- Section 3 - sub section (i) Published by Authority New Delhi September 27, 2013 Ministry of Labour and Employment Directorate General of Employment and Training Notification New Delhi, 27th September, 2013 G.S.R. 662(E) - In exercise of the powers conferred by sub-section (1) of Section 37 of the Apprentices Act, 1961 (52 of 1961), the Central Government, after consulting the Central Apprenticeship Council, hereby makes the following rules further to amend the Apprenticeship Rules, 1992, namely :(1) These rules may be called the Apprentiship (Second Amendment) Rules, 2013.

(2) They shall come into force on the date of their publication in the Official Gazette.

Determination of date of increment after expiry of duration of penalties of withholding of increments/ reduction to lower stage imposed for less than a year regarding Ministry of Railway have received a few references regarding certain penalties of rule 6 of Railway Servants (Discipline And Appeal) Rules, 1968 which are having pay element imposed for less than a year.

In one case, the penalty of withholding of increments was imposed on 24-3-2008 for a period of six months with cumulative effect and in the other case the penalty of reduction to lower stage was imposed on 9-2-2009 for a period of six months with non-cumulative effect.

The question of date of release of increment in the above cases on expiry of the penalty, in the context of fixing of Ist July as the date of increment uniformally for all Government servants following VIth CPC, has been examined in consultation with the Department of Personnel & Training. It is advised that fixing of Ist July as the date of increment for all Government servants under the Revised Pay Rules following the acceptance of the recommendation of the VIth CPC, is relevant only in respect of Annual increment. This provision is not applicable where the increment is withheld as a measure of penalty.

In cases where the increment is withheld as a penalty for a specified period restoration of the withheld increment would be at the end of the currency of the penalty and not postponed to the next Ist July. The person concerned may even be entitled to the next increment on the Ist July following the expiry of the currency of the penalty, (notwithstanding the fact that the penalty imposed on him was having

total approximate earnings of Indian Railways on originating basis during 1 April - 30 November, 2013 were Rs.89,339.64 crore compared to Rs.78,871.47 crore during the same period last year, registering an increase of 13.27 per cent. The total goods earnings have gone up from Rs.54,482.80 crore during 1 April – 30 November, 2012 to Rs.60,150.41 crore during 1April – 30 November, 2013, registering an increase of 10.40 per cent.

The Total passenger revenue earnings during 1 April-30 November 2013 were Rs.24,523.69 crore compared to Rs.20,423.28 crore during the same period last year, registering an increase of 20.08 percent. The approximate revenue earnings from other coaching amounted to Rs.2515.81 crore during April-November 2013 compared to Rs.2061.53 crore during the same period last year, an increase of 22.04 per cent.

The total approximate numbers

of passengers booked during 1 April – 30 November, 2013 were 5662.38 million compared to 5695.10 million during the same period last year, showing a decrease of 0.57 per cent.

In the suburban and non-suburban sectors, the numbers of passengers booked during April-November, 2013 were 3027.88 million and 2634.50 million compared to 2958.80 million and 2736.30 million during the same period last year, showing an increase of 2.33 per cent and a decrease of 3.72 percent respectively.
