In May 2018 the New York State Workers’ Compensation Board announced plans to increase the Medical Fee Schedule for health care providers in New York. NYPTA submitted comments on the proposal in July, thanking the Board for their comprehensive review and the process that the Board engaged in, and pointing out areas where improvement could be realized. The Board is currently reviewing comments and should be releasing revised regulations in the near future.

In early September, NYPTA issued a press release rolling out the Injured Worker Opioid Alternative Initiative, which calls for a change to the Workers’ Compensation System in New York. This initiative encourages referral to physical therapy services rather than prescribing opioid medications. The plan is based on years of independent research and is consistent with guidelines issued by the Centers for Disease Control and Prevention. A recent study by the NYS Department of Health shows that opioid overdose death rates have more than doubled since

After a hot summer with rainy weekends (at least in NYC), fall is finally here and this October, in addition to enjoying the changing color of leaves and Oktoberfest activities, we are again celebrating the profession of physical therapy during National Physical Therapy Month. I believe the emphasis during PT Month should not just be on what activities our members participate in during the single month of October, but we should highlight what we have been doing all year long to promote our profession.

So, what have APTA and NYPTA been doing recently to promote our profession?

One strategy that has been used for promoting physical therapy is being more engaged in our communities for direct service and educational activities, not just locally, but nationally and globally.

Earlier in 2018, the APTA Board of Directors adopted a new mission statement for the Association: “Building a community that advances the profession of physical therapy to improve the health of society.” In my opinion, this more outwardly focused mission supports more organized member involvement “The value of physical therapy should be in community service/engagepromoted throughout the year, ment. not just during PT month” Peggy

An example of an international initiative is APTA’s partnerPeggy Lynam, PT, DPT ship with “Move Together”, a non-profit organization founded by two APTA members which established a PT clinic in Guatemala. On a national level, during September, APTA supported the NIH’s “Go4Life” campaign whose goal was educating the public in ways older Americans can stay healthy. This campaign provided the opportunity for physical therapists to contribute their expertise in educating aging adults in how to maintain/increase endurance, strength, balance and flexibility.

In New York, an example of a local community collaboration is the NYPTA’s Marketing and Engagement Committee’s pilot project that created a pre-addiction opioid community outreach program with the Erie County/NY Health Department’s Opiate Epidemic Task Force. Members of the Chapter’s Opioid Speaker’s Bureau along with Chapter staff will conduct a half-day workshop in Buffalo, NY on November 17.

Another strategy that is being used throughout the year to promote the value of physical therapy is advertising directly to the public. APTA’s #ChoosePT campaign is a good example of this advertising which incorporates multiple methods for delivering our message. APTA has used TV and radio public service announcements (PSAs), online ads, targeted print ads and billboards across the country. APTA’s Student Assembly has supported the #ChoosePT campaign in the NYC area in September and October by organizing groups of students, PTs and PTAs to be part of the audience on both “The Today Show” and “Good Morning America”.

NYPTA Continues to Call for Changes in the Workers' Compensation System

2010. At the same time, a study was conducted and found that 3,894 New Yorkers died from drug overdoses in 2016 alone, an increase of 30% from 2015.

While we recognize that New York State has been aggressively fighting the opioid epidemic by passing legislation that restricts over prescribing of these addictive medications and other initiatives, we believe that they need to do more to protect injured workers from possible addiction to opioid medications.

We are confident that physical therapists can aid in reducing the number of deaths due to opioid addiction if referral to physical therapy is the first course of treatment for musculoskeletal work-related injuries. In order to gain support for our initiative, we need your support in advocating for the Injured Worker Opioid Alternative Initiative. Your advocacy can take the form of writing letters to the Governor and Worker’s Compensation Board when asked to do so, calling or meeting with your legislators to explain this initiative and the ultimate goal of saving lives, or educating your patients on the benefits that physical therapy can bring to the recovery of their injury.

(Note: A copy of the full initiative will be sent out to all members in the coming weeks.) Whatever action you take to bring this issue to the forefront is a step worth taking.

By working together, we can be one healthcare profession in a long line of healthcare professions fighting to end this deadly epidemic.

Nassau Community College, Suffolk County Community College, LaGuardia Community College and Kingsborough Community College, member schools of the New York State PTA Programs Clinical Education Consortium, collaborated to offer the APTA’s Credentialed Clinical Instructor Program on September 22 and 23, 2018. Ricki Bialstock, PT, DPT taught the program to fourteen PT and PTA clinical instructors.

Credentialed Clinical Instructor Program Held at Nassau Community College

The curriculum of the program provided the participants with the skills and information necessary to provide a structured and enhanced clinical learning experience for PT and PTA students. Participants augmented their supervisory, instructional and performance evaluation skills as well as explored the legal aspects of clinical education.

Our PTA students look forward to enriching and productive educational experiences with their newly certified clinical instructors.

APTA and NYPTA are Working Hard to Promote our Profession (continued) The NYPTA’s ongoing Workers’ Compensation initiative, which was reported on by the Chapter’s Workers’ Comp Workgroup in the July/August issue of Empire State, went more “public” at the end of August with the launch of a digital media advertising campaign geared towards the public at large, NYS legislators and regulators, and the PT community. On a side note, I want to thank the AIPT’s Board (NYPTA’s private practice Special Interest Group) for approving a $15,000.00 expenditure to finance this advertising campaign. The digital ads led users to a NY-specific landing page on APTA’s consumer website, “MoveForwardPT.com” which provided information about the Chapter’s “Injured Worker Opioid Alternative Initiative.” We also issued press releases about this initiative. In addition to multiple newsfeeds picking up our story, this digital ad campaign resulted in Chapter representatives being interviewed on a local TV show in Albany, “Capital Tonight” and an article in the Albany Times Union newspaper.

So, what are you doing during PT Month and throughout the year to promote physical therapy? If you need help, resources are available on APTA’s website including PSAs that can be posted on PT practices’ websites and social media pages. Let’s all be sure to get the word out about the value of physical therapy. Is there anything that NYPTA can do to help you, the individual member, be more engaged in promoting our profession? 2018 PTA Caucus Business Meeting Summary June 23-24, Orlando, FL

Forty-two PTA Caucus Representatives, 6 PTA Caucus Alternate Representatives, and 6 Delegates gathered in Orlando, FL, June 23 and 24 for the PTA Caucus Annual Meeting. Amy Smith, Chief Delegate presided over the meeting.

The PTA Caucus Representatives from Arkansas, Hawaii, Iowa, Maine, Massachusetts, Rhode Island, and West Virginia were not in attendance. The District of Columbia does not have a PTA Caucus Representative currently serving.

The PTA Caucus Nominating Committee conducted candidate interviews and elections. Those elected to serve are: • David Harris (TN) as Chief Delegate • Drew Wilcox (UT) as Alternate Delegate • Rachel Winthrop (MN) to the Nominating Committee • Jimmy Pacini (CA) was elected in a Special Election to fulfill the 2-year term vacated by David Harris Appreciation and recognition was shown to Jodi Pfeiffer (AK) and Amy Smith (AL), the 2018 Outstanding Physical Therapist Assistant Award co-recipients. A special tribute was given to Amy for her six years of service and brilliant leadership.

Additionally, the service of the following outgoing representatives to the PTA Caucus was also acknowledged: • Jimmy Pacini (CA), Alternate Delegate • Christina Wilson (AL), Nominating Committee Member • Amy Smith (AL), Chief Delegate The PTA Caucus recognized and thanked many colleagues for achieving advanced proficiency throughout the year.

PTAC business included updates from APTA staff Sandra Wise, Justin Elliott, Justin Moore, and Derek Stepp.

APTA President Sharon Dunn congratulated the Caucus on the strides made recently to better integrate PTAs into the APTA Community. PTAC Rep and Federal Affairs Liaison Rachel Winthrop (MN) provided an update, and PT-PAC trustee Eva Norman enthusiastically persuaded every Rep in room to donate to the PAC, achieving 100% participation from the PTA Caucus. A motion to send a recommendation to the APTA Board of Directors to create a Chief-Elect and Immediate-Past Chief position within the PTAC was unanimously approved.

2018 House motions were discussed with specific attention paid to RCs 53, 54, and 55. A poll held during these discussions showed 59% of Reps directing the PTAC Delegates to oppose these motions.

2018 PTA Caucus Business Meeting Summary June 23-24, Orlando, FL

PTAC Delegate Sean Bagbey and Nominating Committee member Jane Jackson led the Reps through a continuing education course titled, Everyone Communicates but Few People Connect, with a focus on developing leadership skills needed to more effectively influence the profession and society as a whole, and improve interactions with our patients, and through connecting with others using personal and interpersonal communication.

PTA Caucus Reps spent time discussing #PTA10K, a newly-launched membership initiative to reach 10,000 PTA members. Plans were developed to take back to chapter leadership, specifically for what could be done at the state level to significantly move the needle on PTA membership. Student Assembly President Jeremy Curtis and Vice President Alex Dien joined the discussion with a focus on retention. While the Reps finished their discussions, Amy Smith, Chief Delegate, attended the Component Leadership Meeting with Chief-Elect David Harris.

Amy presented the #PTA10K initiative to APTA leaders, and the entire Caucus briefly joined Amy during this time and added energy to the room as they collaborated with component leaders on how to initiate plans in their own chapters and sections to increase PTA membership and involvement. Brenda Dorman, Delegate, joined Florida Chapter President Jamie Dyson to talk about the #PTA10K virtual run – a collaborative event with the Florida Chapter and PTA Caucus to raise awareness about #PTA10K and raise money for APTA advocacy efforts. Representatives opted-in to join one of the four groups to talk about better partnership with APTA’s Education Leadership Partnership, building a stronger PTA community through communication, plans for celebrating the 50th Anniversary of the PTA in 2019, and fostering leadership growth with the PTA Caucus.

New York Physical Therapy Political Action and YOU; why this partnership is necessary for US!

Hello my fellow members, I hope that you have all enjoyed your summer and are getting back to the routines of school and work and awaiting the arrival of fall.

I am honored to have been appointed as the Chair of the NYPT Political Action Committee effective July 1, 2018.

I am ready to take on this new role and to enhance the success of our PAC. As I write to you for the first time, I would like to take this opportunity to share a few initial thoughts regarding our PAC. First, what exactly is a political action committee? The simple answer is that the PAC is the body within our chapter that is responsible for generating the funds that we as a chapter utilize to support the legislators and candidates that support physical therapy in New York State.

As you know, each year our Public Policy Committee creates and submits an annual Legislative Plan to our Board of Directors for their approval. The plan outlines the legislative bills that we will introduce during the legislative session and the strategies tied to how we believe that the bills can achieve passage during the legislative session.

In recent years, our chapter has been able to develop meaningful working relationships with many legislators across the entire state.

These relationships have helped us to achieve many legislative successes over the last 12 years. A major factor in developing these relationships is our ability to support those legislators that support us. This may come in the form of attending a dinner in their honor, a fundraising event, or any other event that requires our attendance and a price for admission.

I cannot stress how important it is that WE support the legislators and candidates that support US, the physical therapy community and our initiatives.

So why is the PAC so important to us? My fellow members, the only funds that we can utilize to support our legislative plan and efforts are funds that we generate through YOUR donation to OUR PAC. The chapter cannot utilize membership dues monies for our legislative efforts. Thus the need for a healthy and robust NYPT PAC. Over the past few years, we as representatives of the physical therapy profession have finally begun to experience having a seat at the table with the big players, the movers and shakers of healthcare delivery in New York State. We have met with and collaborated with the MDs, the RNs, the Chiropractors, OTs, and SLPs, the AFL-CIO, the Workers’ Compensation Board, and we have testified in front of the Assembly on the modernization of the ACA in New York State. We have stepped up our game and we have been successful.

Amazingly, we have achieved much with very little financial resources in our PAC account.

My goal as Chair is to change this. We will be moving forward with fresh initiatives to help raise vital funding for our PAC. I hope that we will be sharing our new programs with you very soon.

Today, I am appealing to each one of you to reach into your wallet and donate to our PAC. We currently have approximately 7,000 members. If every member committed to a $10.00 contribution, we would have $70,000.00 in our PAC account. We currently have $19,000.00 in our account.

Just think of the support we could provide our Legislative Plan and efforts if we were to have 3 to 4 times greater financial resources.

We have taken our seat at the table with the big players in NY, now we need to step up, maintain our momentum, and keep our place at the table. YOUR partnership with OUR PAC will allow US to continue to move Physical Therapy forward in NY. Member Spotlight: Maureen Becker, PT, DHSc York College Dean of the School of Health Sciences and Professional Services

How long have you been a member of the NYPTA? What is your best experience thus far?

I have been a member for 36 years. My best experience thus far has been the feeling of “belonging” … I have been an active member on all levels (state, local and national), just remember, if you do a good job sometimes it becomes difficult to get out of the position (i.e. 1993 -1999 New York State (PAC) – Political Action Committee – Chairperson, 1996 to 1999 National Board of Trustees of Physical Therapy Political Action Committee (PT-PAC) *Chairperson (July 1998-July 1999)) Tell us a little about your background, and how your path led you to where you are in your career today.

What’s your favorite moment of your career so far?

I was born in Brooklyn, New York, the older of 2, and the first and only member of my immediate family to go to College. I was originally Pre-med in college when I began to contemplate …the years and cost of schooling ahead of me, when someone suggested a career in Physical Therapy because I was an athlete and loved sciences and people.

I started my career in the hospital (at which I rotated through acute and rehab) and to this day I believe that is where all therapists should start. Next was private practice, home care, consultant (an ergonomic consultant) and like most Physical Therapists many of these roles were at the same time. I usually have had 2 jobs all the time, I think that is because my work, does not feel like work, it is a passion, a love. I did start this story by saying I was the older of 2, well 59 years later, I just found out, on my “birth mother’s “ side, I am the youngest of 6 and on my “birth father’s” side, I am the oldest of 3, makes you wonder about birth order. So I believe the universe has presented my path to me over time and I am where I am supposed to be when the time is right. Next week I am leaving the College of Staten Island where I have been for the past 25 years, initially I was one of two who started the Physical Therapy program in 1992, served as the DCE for 22 years and then became the Interim Founding Dean of the School of Health Sciences (2013-2017) to now become the Dean of the School of Health Sciences and Professional Programs at York College (also part of CUNY).

My favorite career moment(s) have been meeting and in some cases working with distinguished individuals in and out the PT profession, such as: Florence Kendall, Stanley Hoppenfeld, Marilyn Moffat, Stanley Paris and Arthur Nelson.

What are some of the key opportunities and challenges facing the physical therapy profession?

Key opportunities: Job variety …I have been a clinician, private practice owner, Hospital administrator (Director of Physical Therapy, an academician (and within this category, a faculty member, Director of Clinical Education (DCE) and the Interim Founding Dean of the School of Health Sciences @ the College of Staten Island) and a consultant.

To enhance your job variety and promotion ability, respect the value of, and think about obtaining a PhD. Challenges: Clinical Education (variety and number of available clinical placements) Reimbursement for services rendered What advice would you give NYPTA members who are new to the profession?

Be open and flexible to new “avenues” within the Physical Therapy profession because there is as much to do and be within the PT profession. My next piece of advice is paramount, support your profession financially, be an active member on the local, state and national levels and try to attend one major APTA conference a year favorite is CSM).

What is a favorite tip you have that you could share with others in our industry?

Networking … no matter where you work, carry at least 10 business cards with you every day, And of course, hopefully go home with zero at the end of the day. Then start all over tomorrow.

What are you passionate about?

I am passionate about EDUCATION, whether it be: in an academic setting, mentoring students and/or faculty, equally important, clinically, with patients and their families and last but not least, as a parent. As a clinician, I feel my role falls into 3 categories: patient educator, patient advocate, and of course, treatment intervention. The more I know, the better I can help others (patients, students, families and colleagues. “We” all are adult learners and the process is continuous and ongoing (only ends, when we do).

What else would you like your fellow NYPTA Members to know about you? (Feel free to tell us a little about yourself here, whatever you’re comfortable sharing – family, hobbies, pets, fun facts about you, etc.)

Hmmmm … I did share already in Question 2; however, I will elaborate a little more.

After getting my DNA results earlier this year, I found out that I am an “environmental Italian”.

And at the time I had 241 first to fourth cousins, now it is up to 297. One of my brothers played for the NY Yankees and my “cousin in law” is Carroll Spinney (AKA “Big Bird).

I am part of the “sandwich generation” as my twins leave for College, I have to keep reminding everyone that I do not think I will be a lonely empty nester, I still have both my parents and 2 cats to take care of.

What is your favorite app or social media outlet?

My preferred mode of communication when not able to be face to face is by phone.

I am technology simple.

What is your guilty pleasure?

Just having FUN …whether it be with friends & family in a Room Escape, as a vacationer on a “City Slicker” trip or swimming with the dolphins … my mantra is “work hard, play hard” and yes, I was saying that before Reebok.

The 2018 House of Delegates Report

The APTA House of Delegates is the highest policy making body in the APTA. Decisions made in the House of Delegates define our profession.

This year, the APTA House of Delegates was held in Orlando Florida. On behalf of the chapter membership I want to thank the delegates who represented the New York Chapter at one of the busiest Houses in recent memory. The House had 57 different motions to be considered this year. Many of the motions were presented by the Special Committee of the House of Delegates. This committee was charged with reviewing all house positions and policies and suggest changes, eliminate redundant positions and policies and to streamline these documents to make them consistent with contemporary language. The house officers decided to take many of these motions and include them into one consent motion. Through this mechanism, we were able to deal with 22 of the 57 motions.

Your delegates were assigned to review specific motions and to stay on top of current discussions on the house web page. Some key issues that took place this year: 1. An updated position on Sexual Harassment 2. Policy on Veterinarians: Collaborative Relationships was amended to more clearly describe the relationship between a physical therapist and a veterinarian.

3. The position on Procedural Interventions Performed Exclusively by Physical Therapists had dry needling added to the list and additional wording to clarify the role of physical therapist assistants in collecting selected examination and outcomes data.

4. A position statement was passed defining our profession’s commitment to patient centered services in response to actions by government agencies to give protection for healthcare providers to refuse care based on religious beliefs.

5. The APTA was charged to develop and implement a plan to pursue the elimination of the improvement requirement in all settings and payment situations.

6. The APTA was charged with looking at the documentation requirements for prevention and wellness services 7. The motion to amend the APTA bylaws that would give sections/academies a vote in the house did not achieve the two-thirds vote necessary for a bylaw amendment to be heard in a non-bylaw year.

It was an honor to serve the Chapter this year as your Chief Delegate. I look forward to working with the 2019 chapter delegation as we begin our work for the 2019 House of Delegates. I urge every chapter member to attend a district meeting, discuss the issues and put your name in as a candidate for future chapter delegations to the APTA House of Delegates.

October 2018 National Physical Therapy Month

This October, APTA will carry on raising awareness of physical therapy as a safe and effective alternative to opioids for treatment of chronic pain conditions via its award-winning #ChoosePT campaign.

Please take some time and learn about #ChoosePT and find ways to support APTA's efforts locally by visiting the online campaign tool kit.

Here are some ideas provided by the APTA: • Follow @MoveForwardPT on Twitter and Facebook and "like" and share the #ChoosePT posts and graphics.

• Share the public service announcements "Treating Pain Takes Teamwork" and "Choose Physical Therapy for Safe Pain Management" on your website and social media pages.

• Offer to assist APTA's public and media relations staff with placing the TV and radio public service announcement in your community. Contact public-relations@apta.org for step-by-step instructions.

• Download and distribute the Patient Pain Profile at your facility or community events.

• Host a session for other health care providers to learn about a physical therapist's role in pain management.

• Advocate for the valuable role of physical therapy in improving patient outcomes and combatting the existing opioid crisis. Access APTA's white paper. "Beyond Opioids: How Physical Therapy Can Transform Pain Management to Improve Health."

• Present to the public, payers, and other health care professionals about a physical therapist's and physical therapist assistant's role in pain management. Access "The Opioid Epidemic: What PTs and PTAs Need to Know" document.

• Take #ChoosePT on the road by wearing a #ChoosePT shirt or holding a #ChoosePT sign (available in the toolkit) and take a photo of you showing your #ChoosePT pride. This could be at a landmark, park, mountaintop, and anywhere in between. Post them to social media using the #ChoosePT hashtag or email them to us at public-relations@apta.org. APTA will share their favorites throughout October.

2018 PT Day of Service Consider celebrating National Physical Therapy Month (NPTM) by participating in the 2018 PT Day of Service that takes place on Saturday, October 13th. APTA is a proud partner of PT Day of Service, a global event founded by physical therapists in 2015. Whether you are hosting an NPTM event, volunteering at a pro bono clinic, or serving the community by cleaning up a park, you'll be joining with PTs, PTAs, and students of physical therapy across the world who are actively making a difference in their communities on or around that day.

Member Spotlight: Vicki Wilkins, PT, DPT Lifetime Care; Doctor of Physical Therapy Daemen College; Adjunct Professor in the Master of Science Fellowship Program for Orthopedic Manual Physical Therapy How long have you been a member of the NYPTA? Since 2004, when I moved back to New York State.

What is your best experience thus far?

Attending the House of Delegates, attending the Delegate Assembly, and working on the Finger Lakes District Executive Committee. These experiences educated and inspired me to be more knowledgeable and active in the advancement of our profession.

Tell us a little about your background, and how your path led you to where you are in your career today.

What’s your favorite moment of your career so far?

Initially, I earned my Bachelors of Science in Physical Therapy degree at West Virginia University. I began my career very interested in advancing my education for neuromuscular impairments. I pursued extensive training in the Neuro-Developmental Treatment approach for adult hemiplegia. I also began training for the treatment of balance and vestibular disorders and became the lead physical therapist for our regional balance-vestibular program which included the use of Computerized Dynamic Posturagraphy. After about 10 years, I decided to become more proficient working with musculoskeletal impairments. I also wanted to become more involved in teaching. I decided to go back to college to earn my Doctorate in Physical Therapy, enroll in the Fellowship Program for Orthopedic Manual Physical Therapy, obtain McKenzie Certification in Mechanical Diagnosis and Treatment, and obtain Board Certifications in Geriatrics and Orthopedics. My motivation for continually pursuing advanced training is a strong sense of obligation and commitment to provide excellent care for those who place their trust in me. My favorite moment in my career continues to be the relationships I develop with my patients.

What are some of the key opportunities and challenges facing the physical therapy profession?

Opportunities: The current level of education and communication skills being taught in today’s graduate and post graduate programs are creating highly educated and articulate physical therapists to lead and advance our profession.

Challenges: The earning potential verses student loan debt may become a far-reaching challenge for the recruitment of highly skilled students into our profession.

What advice would you give NYPTA members who are new to the profession?

Be active in your profession, actively listen to your patients, and never compromise your ethical standards. Your patients and colleagues are counting on you.

Golden Goniometer Contest Fall is a great time of year for physical therapy! There's Fall Prevention Awareness Week, National PT Day of Service, and Physical Therapy Month celebrated in October. These are all big opportunities for PTs, PTAs and students to share information about the importance of our profession.

What are you doing in your community to raise awareness of the impact that physical therapy can have on the health and well-being of consumers? The NYPTA Marketing & Engagement Committee is challenging all NYPTA districts to participate in the Annual Golden Goniometer Contest. The district that demonstrates the greatest amount of public awareness activities in September through the end of October will be presented with the 2018 Golden Goniometer award.

These events can be one major event or a variety of activities - they just need to reflect the core values of being a physical therapist or promote the value of physical therapy. Anyone is welcome to submit an entry.
