The COVID-19 pandemic, as it has with all areas of our lives, continues to have a significant impact on the activities and the financial status of the NYPTA. The Board of Directors and the Finance Committee have been actively engaged throughout the year as we continue to navigate the constantly changing environment.

The NYPTA experienced an approximately 60% decline in membership dues for the second quarter. Dues are the primary source of revenue for the chapter. The Board of Directors held several special board meetings in the late spring and summer to enact budget cuts for 2020 and to suspend budget and financial policies for the 2021 budget planning cycle.

The inability to hold in person meetings for 2020 helped to significantly reduce expenses. The Board also took action and cancelled the hotel contracts for 2021. This decision was made due to the increase in cancellation penalties based on when a decision to cancel was made, and the uncertainty around how long travel and capacity restrictions (required for social distancing) will remain. The planning for virtual meetings and conference in 2021 has already begun.

The 100th anniversary of the founding of the APTA occurs in 2021. APTA’s message is that we should all engage, celebrate and serve during 2021 to mark this milestone in our association’s history. Despite all the COVID-related challenges over the past 9 months, I am personally looking forward to 2021 and the Centennial celebrations. I believe the planned Centennial activities will serve to highlight the physical therapy profession’s long commitment to stepping up in times of crisis, just as so many of our colleagues are currently doing in addressing the COVID pandemic.

On a national level, the Centennial celebration will begin in January 2021 with the opening of APTA’s new headquarters building in Alexandria, VA. On Founders’ Day, January 15th, APTA will hold a free livestream event on APTA’s social media channels. This event will be followed by a weekend series of lectures on Jan 16th and 17th that will include the 51st Mary McMillan lecture. From March to October, APTA will be hosting the Centennial Lecture Series consisting of continuing “In 2021 engage, celebrate and serve to honor education courses focusing on APTA's 100th Anniversary” topics in clinical practice, Peggy practice management, payment, and innovation. A Centennial Gala Weekend will Peggy Lynam, PT, DPT be held in Washington D.C. from September 10th to 14th that will include a Centennial Gala dinner on September 10th at the Washington National Cathedral. The NYPTA is sponsoring one table at this gala as a way for the Chapter to actively be a part of this celebration of 100 years of the association and to support diversity, equity and inclusion (DEI) initiatives. Net proceeds of the gala dinner will help fund future APTA DEI activities. The Chapter Board of Directors has charged the Executive Committee to collaborate with the Awards committee to develop a mechanism to honor Chapter members by being selected as Gala table participants. The Centennial Gala Weekend will also include the APTA House of Delegates and a Future of Physical Therapy Summit.

Other ways to engage during this Centennial is to participate in APTA's Campaign for Future Generations. This is a two-year campaign dedicated to funding DEI initiatives that will conclude at the end of 2021. Net proceeds from all Centennial activities will support this campaign. Individuals can also make donations to this campaign. The first 10,000 people to donate at least $10 will have their names included on the “community wall”, an artistic installation on the first floor of APTA’s new headquarters.

The last part of APTA’s Centennial activities support service to our communities.

Beginning on September 22, 2021, APTA will lead the “100 Days of Service” initiative. APTA, chapters, sections, partners and other aligned organizations will be collaborating on various service opportunities through December 2021.

The Financial Outlook & Strategies in Light of the Impact of Covid-19

The NYPTA was in a strong financial position entering the pandemic and is prepared to use investment reserves to supplement the revenue shortfall to sustain Chapter activities. A portion of the reserves was converted to cash in the summer to prepare for potential short-term needs. To date, reserves have not been drawn down due to a combination of budget cuts and a rebound in membership dues for August and September.

The Board of Directors met and approved the 2021 NYPTA budget on November 7th. This budget varies from those approved in the past in several important ways. The budget approved is a deficit budget and relies on a $25,000 draw from the investment reserves to balance. Dues revenue is estimated at 75% of the 2019 levels. Currently, the only planned inperson meeting is for the House of Delegates in September 2021. As a result, overall budgeted expenses are significantly lower for 2021.

The Board discussed at length options for managing 2021 and the unpredictability it may bring. The Board is prepared to make adjustments throughout the year, either enacting additional budget cuts or restoring funding, based on what activities can occur in 2021 and the continued monitoring of the financial situation.

I would like to personally thank the Board of Directors and Executive Committee, the NYPTA staff and the members of the Finance Committee (Mike Huson, Alanna Pokorski and William O’Keefe) for their dedication to the organization and our profession. Managing the past year has required countless hours beyond the normal commitment, and I am proud to be associated with such a committed group of professionals.

APTA's 100th Anniversary!

Throughout 2021, APTA will be conducting the Centennial Scholars Program. The goal of this 12-month program is to build a cadre of future Association leaders at both the component and national levels to support APTA's collective quest for a diverse and prepared leadership pool. Chapters and sections were given the opportunity to sponsor scholars. I am very pleased to inform you that the NYPTA Board of Directors approved sponsorship of two Centennial scholars who, in addition to participating in the leadership learning activities conducted by APTA, will each complete a capstone project to benefit the Chapter. The two NYPTA Centennial Scholars chosen by the Centennial Scholar Selection task force are Mathew Bowman and Gretchen Roman, both members of Central District. Congratulations to both Matthew and Gretchen!

In addition to sponsoring the two Centennial scholars, the NYPTA is planning other ways to mark this important anniversary for our association. Kelly Garceau, our Executive Director, is the Chapter’s Centennial Ambassador and acts as the liaison with APTA. Kelly and the Marketing & Engagement committee, chaired by Tracy Sawyer, are working to develop activities at the district and chapter level to coincide with some of APTA’s activities. For instance, we are looking to do some type of coordinated event on Founders’ Day, January 15th that will support or add to the APTA livestream event. At the recent fall Board of Directors meeting, a discussion was held about ways districts and individual members could also participate in Centennial activities. If you have any ideas for how the chapter can celebrate the Centennial, please contact Kelly Garceau in our Chapter office at kgarceau@nypta.org or your District leadership.

Member Spotlight: Kaitlyn Parrotte PT, DPT

Orthopedic Clinical Specialist Certified Functional Manual Therapist Clinical Director, Director of Pelvic Health, H&D Physical Therapy How Long have you been a member of NYPTA? 11 years (since I was a PT student) What do you enjoy most about NYPTA? I most value and enjoy the community that has been created within the NYPTA. With how fast-paced and hectic the world can be, it is comforting to know there is a group of people who I can not only rely on for support, but who will challenge me to critically think and consider various points of view. This helps me to be a more effective clinician and leader, so I best serve my patients, my staff, and the Association. The friendships I have made through my time as a member of this Chapter are some of the most meaningful relationships I have developed in my lifetime, and that is something I will be eternally grateful for.

Tell us a little about your background, and how your path led you to where you are in your career today.

I have long pondered this question, and I think it is challenging for me to describe my “path” because I do not feel I have had a very clear cut path. I have not been working to achieve a certain goal since a young age, nor did I carefully plan out the steps I had to take to get where I am today. To me a path implies directionality and an end result, whereas I would describe my process as a journey, with many destinations, some unexpected, and changes in terrain.

I grew up in rural Upstate New York on a small horse farm and was always interested in sciences and the arts. I eventually went to Ithaca College where I majored in PT and double minored in music and theater.

While I grew up in a small town, my love of music and theater led to my desire to live in a big city where there were events and shows on a nightly basis. That, in combination with the fact that I had some close friends living in NYC already, is how I ended up here.

I moved to NYC without a job, so I ended up taking a job in outpatient orthopedics – an area I never saw myself working while in PT school – as there were far more openings. I found I enjoyed the diagnostic challenges and puzzles that presented in a community outpatient clinic, so I continued working in this area.

Soon after I started practicing my friend asked me to take a manual therapy course with her, and to my surprise, I realized how much more confident I became as a clinician when I began working more with my hands. Thus, I continued taking coursework, and several years later I earned a manual therapy certification, as well as my OCS.

After practicing for a few years, and slowly preparing myself to sit for two certification examinations, I began seeing some patients with low back or pelvic girdle pain, for whom the standard interventions I had learned did not seem to be fully resolving their musculoskeletal symptoms. This made me consider what other areas of the region I might be neglecting, which brought me to the pelvic floor. I took my first pelvic floor course about 5 years ago, and was fascinated by the content; after taking this course, I knew I wanted to specialize on pelvic floor dysfunctions – again, something I never thought I would focus on when I was in PT school.

Are you seeing a theme? I thought I had a set trajectory when I was a PT student, but looking back, my clinical career has been filled with unexpected turns. I think this is because I remained open to learning new things, adapting, and growing. I cannot say I was always happy with my job, but I continued to learn new skills and network as I gained more experience, which eventually led me to become a Clinic Director with my current company.

Honestly, about the only thing professionally that I did always see myself doing was being an active member of the APTA and NYPTA. I was involved as a PT student, and as soon as my work schedule allowed me to attend meetings, I attended my first GNY District meeting. At that meeting the Chair announced the District was looking for a new Legislative Liaison so I approached her afterwards and was given the role. All it took was showing up and putting my name forward (along with some good timing), and that started my journey with the NYPTA/APTA. I am now the Chapter Director/Chair for GNY, and the Chair of the Judicial/ Reference Committee, as well as Chair of the Governance Committee for the Academy of Pelvic Health PT. It was not always easy, and I certainly faced my fair share of rejections and disappointments, but I have been fortunate to be surrounded by wonderful mentors and friends who encourage me, push me, and help me grow.

What’s the most rewarding part about your work and what are some challenges?

As a pelvic health provider, I am often struck by how many patients have been dealing with bowel or urinary incontinence, or pelvic pain for years because they had not been to a provider who understood these issues as having a significant impact on a person’s quality of life. I love that I can educate these patients and give them tools to help themselves take control of their lives and achieve the goals that are most meaningful to them. While I greatly enjoy working with this patient population, it can be challenging because these patients often come to me after struggling with symptoms for years, so we often having to work through impairments not only in the pelvic floor, but in the lumbar spine, pelvic girdle, hips, and any number of other areas. Thus, prioritizing impairments and finding how the puzzle pieces fit together can be a challenge, but one that makes my job more fun!

What is a typical day like for you?

While the pandemic and shut down have changed my routine some, I tend to start treating between 7:00 and 8:00 am, and finish treating around 5:00-6:00 pm. Then on many evenings, I stay at work (or when indoor dining was allowed, I would often go to a coffee shop) to finish notes, catch up on emails, and work on any other projects I might have, until my volunteer meetings start. If I do not have a meeting to attend, I go to practice and workout with my weightlifting team. Typically, when I arrive home, my brain turns off as being done for the day, and I relax for a few hours and organize/prep for the next day.

Who is one of your role models and why?

It is difficult for me to name one person as a role model. There are many people, including friends, historical figures, and present-day politicians who have qualities I admire and wish to emulate, and others that I do not.

Whenever I see a quality in someone that I think is positive or negative, I tend to explore it to better understand how it developed and how it might impact that individual or others around them. In general, I gravitate toward people who are intelligent and strong leaders that blaze the trail for others.

What advice would you give NYPTA members who are new to the profession and want to make a difference?

I think the first step is to show up and volunteer. The easiest way to get involved is to attend a District meeting or reach out to your District’s Chairperson. Many Districts, including my own, have committees and plan various events throughout the year, so having fresh ideas and more hands is always welcome!

It is important to have your own energy and ideas; however, I think it is also very important for emerging leaders to be open to feedback and growth. While I have certainly had to ignore the naysayers and push through my own self doubt at various times in my personal and professional life, I would not be where I am if I did not find people in my life who mentor and push me. That “push” is not always comfortable or easy, but if you are open to it, it can greatly expand your capabilities.

How do you make time to volunteer and be active in groups you're involved with?

Time management! I am not going to deny that my schedule can get a bit hectic, but I have learned to manage my time through using a physical calendar. I find that handwriting my meetings and due dates helps me to organize and remember them - but that is just a method that works for me. Also, I have found that establishing deadlines and leaving every meeting with an action list has helped me to prioritize tasks and projects.

What else would you like your fellow NYPTA members to know about you?

I double minored in music and theater in undergrad because I have had a passion for classical music, opera, and musical theater for as long as I can remember. Also, I am currently working on a Masters in Epidemiology at Columbia University. www.nypta.org

New York Physical Therapy Association Call for Applications Arthur J. Nelson Research Designated Fund (RDF) The New York Physical Therapy Association invites applications for the 2021 Arthur J. Nelson Research Designated Fund. The chapter will fund up to $10,000 for projects designed to facilitate clinical research in physical therapy. The fund is intended to provide a mechanism for investigators to collect pilot data to support the development of larger, more comprehensive research proposals.

Arthur J. Nelson Research Designated Fund Details The NYPTA Research Committee will review all applications based on the following guidelines: 1. relevance of the study to physical therapy practice, research or education 2. clear identification of how the pilot data will be used in a larger grant proposal 3. research design and methodology 4. organization and clarity of the application 5. investigator’s readiness and likelihood of completing the project 6. appropriateness of the budget request The committee will recommend recipients for the awards to the Board of Directors.

Eligibility The principal investigator must be a member of the APTA, be licensed to practice physical therapy in the state of New York, and maintain an active New York State Education Department registration. Pre-professional (entry-level) students are ineligible to apply.

Application Deadline Applications for the Arthur J. Marketing and Engagement Committee Update 2021 is a special year for physical therapy as it marks the 100th anniversary of the establishment of our profession’s member association. On January 15, 1921 the APTA’s founders met at Keen’s Chophouse in New York City (YES – the APTA was started in our great state!). The meeting participants decided to create an association named the American Women’s Physical Therapeutic Association, and established dues at $2. March 24, 1921 Mary McMillan was elected to serve as the first president of this fledgling association.

The purpose of this new association was stated as: “ to establish and maintain a professional and scientific standard for those engaged in the practice of Physical Therapeutics; to increase efficiency among its members by encouraging them in advanced study; to disseminate information by the distribution of medical literature and articles of professional interest; to assist in securing positions for its members; to make available efficiently trained women to the medical profession; and to sustain social fellowship and intercourse upon grounds of mutual interest.”1 These words have provided the foundation of the APTA of the 21st century. For the year 1921, membership in the fledgling association stood at 274 from 32 states. In the year 2020, APTA members number around 100,000. How far we have come as a profession and professional association!

To learn more about APTA’s 100th anniversary, we encourage you to go to the APTA website where you can access the centennial microsite. Within the microsite there is a great deal of information regarding the history of APTA, as well as intended centennial activities for 2021.

Many great activities had been planned to celebrate APTA’s centennial year. Unfortunately, due to the ongoing influences of the COVID-19 pandemic, many of the national activities have been cancelled. APTA does not want the pandemic to completely stop our celebration of 100 years. All components are encouraged to plan activities to carry on the centennial celebration throughout 2021.

The Marketing and Engagement Committee has been brainstorming some activities that would allow all areas of New York to safely participate in celebratory activities by utilizing remote access and social distancing. One such activity in the works is a virtual trivia event set up as a friendly competition between NYPTA's ten districts, to test everyone's knowledge PT, APTA and NYPTA, etc. We are also considering participating in the Pennyslvania Chapter's "Flat Molly" project - the ability to take pictures with our founder, Mary Mcillan (AKA "Flat Molly"). APTA had plans for a limited in person Founder's Day event at Keen's restaurant in NYC on January 15, 2021, with the hopes of creating a virtual event. Sadly, this event has been cancelled due to the pandemic restrictions. However, Keen's is currently open and taking reservations. An NYPTA member has graciously reserved several tables for the evening of January 15, 2021.

Hopefully we can faciliate some type of Founder's Day Celebration with these reservations.

Another thing to look forward to is the availability of a centennial communications toolkit, which should be posted soon to the APTA centennial microsite. This toolkit is intended to provide tips and tools specific to the centennial for a wide range of communication outlets.

The Marketing and Engagement Committee would be most pleased to receive ideas from our NYPTA members for other possible activities and events that could allow NYPTA to celebrate the centennial throughout 2021. Students Step Up to A Challenge Like No Other By: Carolyn Schmitz, SPT, Theresa Grimes, SPT

This is a time truly unlike any other. The COVID-19 crisis has created extreme challenges for all of us in the physical therapy community, both personally and professionally.

Over the past 30 years, more than 300 schools and thousands of PT and PTA students have participated in the Marquette Challenge – an annual student-led fundraiser that benefits the Foundation for Physical Therapy Research (FPTR). Over the years, the Marquette Challenge has raised more than $4.3 million for research.

FPTR depends on these funds to award grants, scholarships, and fellowships.

Like many nonprofits, FPTR has been affected by the health crisis and economic disruptions. These disruptions also impacted the 2019-2020 VCU-Marquette Challenge, which was suspended when campuses moved to distance learning. The Challenge is FPTR’s largest annual fundraising effort representing 30% of the overall fundraising budget. Due to the suspension of this year’s Challenge, FPTR faces a budget shortfall.

Today, student fundraisers are more important to FPTR’s mission than ever. Though this year will be different, we are asking students to rise to "A Challenge Like No Other” in our times. I hope you will connect with physical therapy research in a meaningful way by fundraising for the 2020-2021 VCU- Marquette Challenge.

PT/PTA students and faculty have been staunch supporters of FPTR, and every donation is critical to the success of the Challenge. Over the years, the Foundation has funded 23 researchers from the state of New York.

FPTR remains appreciative of the commitment of PT and PTA students from New York in supporting physical therapy research.

Public Policy Committee Update As we come to a close to 2020, and it has been a year that most of us will never forget, I am happy to provide an update on the work of the NYPTA Public Policy Committee. It is important to first acknowledge the challenges that this past year has posed due to COVID. Pursuing the NYPTA legislative plan, for example, was to a large extent put on hold with the cancellation of lobby day, where we would normally have had the opportunity to interact with state legislators, and even more so with the necessary shift in focus in the state to COVID-related legislation and policy. These challenges will continue into next year, therefore, we need to find alternative ways in which to engage and conduct our work.

Current Public Policy Priorities Although we have not finalized our public policy priorities for 2021, we will continue our efforts to remove restrictions to direct access in NY, enhance patient access to PT services through reducing co-payments and addressing other barriers to care, change the statutory designation of PTAs from a “certified” to a “licensed” professional, advocate for the inclusion of PTAs as medical professionals whose services are covered by Workers' Compensation (WC), and oppose the over-broad expansion of the athletic trainer’s scope of practice.

There has been some progress to report with PTA advocacy. Chapter leadership met over the summer with representatives from the WCB, and the board has signaled their support for the inclusion of PTAs as providers who can render care within the WC system.

The 2021 public policy plan will be addressed during the winter BOD meeting in January, where we will look to formalize public policy priorities.

Membership Survey In an attempt to gather feedback from the NYPTA membership in the realm of public policy, a survey was conducted in the fall of this year. There were approximately 250 responses to the survey. Among current initiatives, respondents ranked patient access to care as most important, followed closely by direct access. We also requested input on potential new initiatives, including pursuing PT Compact Licensure, telehealth advocacy, imaging privileges (ability to order imaging), and dry needling. There was the greatest level of support for telehealth, followed closely by PT Compact and imaging. Our committee will be considering the results of the survey in planning for 2021.

Approximately 60% of the membership that responded to the survey indicated that they would be willing to participate in a virtual lobby day in 2021. The NYPTA is currently investigating a virtual format for next year in anticipation that due to COVID, an in-person event will be unlikely. There will be more on this in the coming months.

Telehealth Advocacy The NYPTA will be working with the APTA on continuing to address the delivery of telehealth as an alternative care delivery method for PTs and PTAs. There will be important regulatory and legislative challenges ahead after the COVID emergency period. You can find more information about telehealth advocacy here: https://www.apta.org/advocacy/issues/telehealth Scope of Public Policy In addition to pursuing legislation that enhances the practice environment for PTs and PTAs and improves patient access to care, the public policy committee also addresses regulatory issues that impact practice and collaborates with other groups/ organizations in supporting efforts that are aligned with our goals. This is why we have shifted from working on a yearly legislative plan to working on public policy priorities. For example, a bill has been introduced (A.3038/S.2847) that would reduce the administrative burden posed by prior-authorization programs. These programs have had a very negative impact on PT practice over the past several years. We will be working with our medical colleagues to support this bill.

Member Spotlight: Hammouda Soliman PT, DPT Certified Clinical Instructor Founder of North Shore PT of New York CHHA Home Care Consultant

How Long have you been a member of NYPTA? I have been a member of NYPTA for twelve years. After graduating from The University of Cairo in Egypt, I immigrated to the United States in pursuit of the best practice in the field of physical therapy. I began working in a subacute rehab facility and home care, while continuing my education by applying for my DPT degree at Stony Brook University. After graduation, I received the opportunity to begin work as a rehabilitation manager in several home care agencies.

What do you enjoy most about NYPTA? I have been an active member in the Brooklyn/Staten Island district and after all the meetings and events I’ve attended as well as the delegate assemblies I’ve attended for the last 10 years of my membership, what I found I enjoy the most is being awarded the opportunity to work with and learn from both old and new members.

I believe my colleagues are a crucial component of my continuing education and I’m grateful to have the opportunity to meet with them and share ideas.

Tell us a little about your background, and how your path led you to where you are in your career today.

I was a physical therapist who immigrated to the United States thirty years ago and began working in Indiana.

Later on, I moved to New York where I eventually worked at several subacute rehab and home care facilities.

My experiences unveiled my passion for geriatric physical therapy which ultimately guided my decision to focus my expertise within that field.

What’s the most rewarding part about your work and what are some challenges?

After graduating and receiving my doctorate, I began asking myself how I can contribute more and provide help for the elderly population in my community. Helping seniors be independent and better their quality of life has always been my leading drive and what I find to be the most rewarding part of my work. Working as a rehabilitation manager in health care agencies has been very challenging as it has given me more access to public data concerning senior living and with that came my understanding of the true value of physical therapy and home care. Anyone in my position could have been overwhelmed with the task at hand but it was important for me to take the initiative and believe in and stand by my efforts. One avenue I chose to take to improve patient outcomes was falls prevention and so I initiated and promoted falls prevention programs in assisted living facilities in Staten Island. By encouraging these programs at home care visits for each therapist, I found that this reduces patient hospital visits and ultimately leads to better patient outcomes.

Who is one of your role models and why?

My role models are my parents, who raised me and my siblings in Egypt. They were brought up without any proper education and yet raised me and my eleven siblings with guidance, morals, and principles to fall back on and use to navigate our lives. They gave us something far more important than material possessions. They engrained in us a foundation and belief that we can accomplish anything as long as we’re willing to dedicate our time and effort. They also taught me at a very early age that my life should not be centered around myself, but rather I should live it in service of others. They taught me that this was the only way at achieving the most accomplished and fulfilled life. In retrospect, seeing how far I’ve come and the life I was able to provide their grandchildren, I get filled with overwhelming gratitude and deep reverence for the nurture and love.

What advice would you give NYPTA members who are new to the profession and want to make a difference?

One piece of advice I would give to a new member joining the NYPTA would be that a strong organization is created by active members who are engaging in chapter and district activities. Thus, it is important to be as proactive as possible and share your ideas, but more important than that I would argue, is to come in with an open mind and a willingness to learn from others as we all come from different backgrounds and experiences.

How do you make time to volunteer and be active in groups you're involved with?

Even though I manage my own business while simultaneously raising 3 beautiful children, I still find the time to attend all district meetings and all delegate assembly meetings as I navigate through my third year as a NYPTA chapter director for Brooklyn and Staten Island district. It is not as a result of an abnormal level of discipline and work ethic that I’m able to do this but simply because it is where my passion lies. I will always believe that there will always be time to tend to what you truly care for. For volunteers struggling with time management the best solution I can give is to be extremely self-aware. Manage your time professionally and start off slow in order to see what works best for you. Above all else it’s important to lean on one another for support which is why a few of my fellow colleagues and I created an organization called Egyptian Physical Therapy in USA (EPTUSA) to help bring all therapists of our similar background together to share our ideas, struggles, and solutions to help each other and our community.

2. Nominations must be submitted on the official form found on the next page.

3. Unsupported nominations will not be considered.

4. A committee appointed by the Board of Directors will consider all nominations and choose recipients.

5. Recipients of the Dr. Marilyn Moffat Distinguished Service, New York Chapter Appreciation, Public Relations and Merit Awards will be notified two weeks prior to the Delegate Assembly to ensure their presence during the presentation of awards.
