NYPTA Current Financial Status and the 2019 Approved Budget

The NYPTA Board of Directors approved the 2019 operating budget at the Fall Board of Directors meeting on October 19, 2018. There were several amendments to the draft budget that provided funding for chapter representatives to attend meetings to advance our advocacy around payment issues.

The formulation of the budget is a collaborative effort between chapter leaders who submit budget requests, Lin Morin from Bulmer Bookkeeping, Kelly Garceau the Executive Director, and members of the chapter Finance Committee (FC). The FC consists of the Treasurer, Keri Gill-Smith as Chair, and members Clarence Chan (Brooklyn/ Staten Island), Debra Engel (Greater NY), and Michael Huson (Finger Lakes) and the President Peggy Lynam (ex officio).

The Finance Committee met August 26th to review funding requests and make projections regarding dues income and other revenue. The FC also made several motions to the Board of Directors, which were approved by the BOD at the fall meeting. Notable among these, were changes to the Chapter’s travel reimbursement policy, designed to make reimbursement for Delegates to the APTA House of Delegates more equitable, when delegates seek lodging options that are less costly.

It is that time of year when we traditionally look back and reflect on the year gone by – so, as not to defy tradition, my letter to you this month will focus on NYPTA’s accomplishments for 2018. However, since Chapter-wide initiatives and Chapter Committee activities have been regularly reported in this newsletter, via the weekly HotPoints news briefs and through blast emails, I want to highlight some District level activities to better inform the Chapter membership what your local leaders and involved members have been doing for and on behalf of you throughout the year. Three main common areas of District activities are community engagement, continuing education programming for members, and social networking opportunities.

Community engagement is crucial if, as a profession, we are truly going to realize APTA’s vision to “Transform society by optimizing movement to improve the human experience.” Participating in community events not only provides needed services to our communities but helps to raise public awareness about the PT profession. Western “Participating in community events provides needed District held a Falls Prevention services and helps raise awareness screening event in a local about the PT Profession” community center in SeptemPeggy ber for National Falls Prevention Awareness Day. Also in Peggy Lynam, PT, DPT September, Catskill District members attended a Golden Gathering event, a free health and wellness fair for senior citizens, to conduct posture screenings and distribute exercise handouts. Multiple Districts participated in and/or sponsored organized community service events in October in support of Global PT Day of Service and National PT Month. These events include:

• Brooklyn/Staten Island District members volunteered with Meals-On Wheels in Staten Island to help deliver meals to the homebound.

• Catskill District members participated in an ALS walk.

• Eastern District members participated in Capital Region Miracle League activities which offer athletic and social opportunities to special needs children and adults and their families.

• Finger Lakes District held blood pressure and Diabetes prevention screenings.

• Hudson Valley District helped to sponsor the New York Medical College Race for Rehab which benefits Achilles International.

• Greater New York District members participated in the Terry Fox Run in Central Park, NYC which supports Cancer research.

NYPTA Current Financial Status and the 2019 Approved Budget

Some items of note in the 2019 budget and the current financial status of the chapter include: • The 2019 operating budget is approximately $62,000 higher than the 2018 budget because there will be a chapter conference in 2019. The approved budget is balanced, with a $1,352 surplus. The budget details are outlined on pages 4-5.

• Due to continued membership growth, we have realized an increase in dues revenue over each of the past 2 years. The 2019 budget includes an increase of $20,000 in projected dues income as compared to the 2018 budget. The FC had been conservative with estimated revenue due to the variability experienced in the previous 5 years. The Career Starter dues program (a gradually increasing dues structure for new graduates- over a 5 year period) began in 2014 and likely contributed to the variability in dues income in the prior years. The NYPTA continues to engage in efforts to increase membership, including a recent reorganization of the chapter office staff and hiring a Membership Coordinator to focus on these efforts.

• The chapter office building and rental property is projected to generate $15,300 in 2019. The rental property has generated less income than budgeted in 2018, due to a permit issue that required the tenant to vacate in April. An architectural firm was retained as well as a construction company to complete required work on the building. It is anticipated that the property will generate revenue again by the start of 2019. The money for this project has come from the Capital Improvement Fund which the BOD established in 2017 to handle capital expenses related to the building.

• The 2017 budget ended with at $68,000 surplus. Year end revenue failed to meet budgeted levels but expenses were held well below budget, resulting in the surplus.

• In 2018 the BOD authorized a Special Project using Chapter Reserve Funds ($14,500) to retain the services of a consultant to advise the chapter on strategic communication and engagement, specifically around the Workers’ Compensation fee schedule proposal. The BOD identified this as a funding priority given that the implications of the comp rate increase would extend far beyond just workers’ comp payments. Many commercial insurers use the state’s workers’ comp rates as a basis for their own rate schedules.

Overall, the NYPTA remains in a strong financial position with over $1.4 million in total assets and approximately $400,000 in liquid assets.

On a final note, I want to thank Clarence Chan, who will be completing his second term on the finance committee at the end of the year. The NYPTA and all of its members have benefitted from his sage advice and expertise on the finance committee over the past 6 years.

2018 Recap of District Activities (continued) All ten NYPTA Districts provided continuing education programming for their members in 2018 either through full or half-day multi-topic symposiums or evening single topic presentations. These professional development offerings allow District members to receive quality continuing education without having to travel far from home or work. More Districts made use of technology by including web-based presentations that enabled wider participation by members, especially in Districts that cover larger geographical areas. Catskill, Central and Hudson Valley Districts all offered combined in-person and web-based courses this past year while Southern Tier District held online Journal Clubs in March and April.

The third common area of District activities is social networking opportunities. District leaders hold these types of events to connect with local PT, PTA and student members in a more relaxed atmosphere and as a way to say “thank you” to District members for staying involved throughout the year. During 2018, Long Island District sponsored a PT Pub night in April, Brooklyn/Staten Island District hosted their annual summer social at a SI Yankees vs. Brooklyn Cyclones baseball game, Eastern District held a July Board “Thank you” dinner, and Hudson Valley District hosted their Autumn Social in September. In an effort to engage student members, the Brooklyn/Staten Island and Greater New York Districts co-sponsored their annual student social in September.

In addition, Holiday Socials are planned for the month of December in many Districts including Brooklyn/Staten Island, Greater New York and Western.

If you have never participated in any of these District activities, I strongly encourage you to try one, two or all three types of events in 2019. Districts advertise their meetings/events via blast emails and on each District webpage on the Chapter website. Districts represent your voice at the Chapter level so attending local meetings is a way to let us know your opinions and concerns in addition to being a great way to meet other PTs, PTAs and students and increase your professional network.

On a personal note, I first became actively involved in NYPTA by attending a 2 hour local Brooklyn/Staten Island District meeting in 1989 and felt so welcomed by the District leaders that I knew I had found a new community of colleagues, some of whom have become personal friends. These District colleagues and friends in Brooklyn/ Staten Island and now Greater New York have enhanced both my professional and personal life is so many ways. I hope you too either already do, or will, consider your fellow District members as part of your professional “family.”

Arthur J. Nelson Research Designated Fund New York Physical Therapy Association Call for Applications Arthur J. Nelson Research Designated Fund (RDF) The New York Physical Therapy Association invites applications for the 2019 Arthur J. Nelson Research Designated Fund. The chapter will fund up to $12,500 for projects designed to facilitate clinical research in physical therapy. The fund is intended to provide a mechanism for investigators to collect pilot data to support the development of larger, more comprehensive research proposals. ____________________________________________________________________________ Arthur J. Nelson Research Designated Fund Details ____________________________________________________________________________ The NYPTA Research Committee will review all applications based on the following guidelines: 1. Relevance of the study to physical therapy practice, research or education 2. Clear identification of how the pilot data will be used in a larger grant proposal 3. Research design and methodology 4. Organization and clarity of the application 5. Investigator’s readiness and likelihood of completing the project 6. Appropriateness of the budget request The committee will recommend recipients for the awards to the Board of Directors. ____________________________________________________________________________ Eligibility ____________________________________________________________________________ The principal investigator must be a member of the APTA, be licensed to practice physical therapy in the state of New York, and maintain an active New York State Education Department Registration. Pre-professional (entry-level) students are ineligible to apply. _____________________________________________________________________________ Application Deadline ______________________________________________________________________________ Applications for the Arthur J. Nelson Research Designated Fund can be obtained from the Research Committee webpage on the NYPTA website (www.nypta.org/group/Research) and must be returned electronically to the Chapter office by February 1, 2019 at midnight. 2019 Legislative Plan Greetings fellow members!

Your NYPTA Public Policy Committee has continued its hard work through the summer and into the fall season.

In addition to payment-focused initiatives including the NY Worker’s Compensation fee schedule reform project, we have developed a new Legislative Plan for the upcoming 2019 NYS legislative session.

Since the end of a productive 2018 session we have reevaluated our legislative priorities and advocacy strategies.

With 2019 comes an opportunity to wipe the two-year legislative slate clean and to re-introduce our priority bills. I appreciate this opportunity to provide an overview of our agenda and to share the revised focus of our new legislative plan. The overarching theme of this year’s strategy can be summed up with one word: ACCESS. We have developed a more outward-facing focus for our legislative plan to reflect importance of ACCESS to PT and PTA services for all New Yorkers. NYPTA has sharpened its focus on breaking down barriers to PT services by targeting high copays, eliminating arbitrary Direct Access limitations, and advocating for enhanced coverage for injured workers. We believe that by removing obstacles between our citizens and physical therapists we can improve health and reduce unnecessary opioid use.

Here are a few highlights from our legislative plan: 1. Patient Access to PT/High Copays. We will continue to pursue Physical Therapy copayments which are consistent with those for primary care services. We were excited to receive a message of support for this initiative from the Academy of Family Physicians. As the session approaches we will be looking to gather additional external support for eliminating disproportionate PT copays.

2. Direct Access. We will pursue removal of current direct access limitations within New York State. This change will remove barriers which restrict New Yorkers from accessing physical therapist services in a timely manner. The evidence supporting early physical therapy for neuromusculoskeletal conditions is mounting and continues to demonstrate reduced costs and better outcomes for our patients/clients. Enhancing direct access to PT will enable New Yorkers to utilize our services more easily.

3. Licensure of the Physical Therapist Assistant. We will pursue advancement of the statutory recognition of the PTA from “certified” to “licensed”. This change will accurately reflect the academic training and passage of a national licensure exam currently required to achieve certification. We believe this is a necessary step in achieving payment for PTA services across all payers within NYS.

I will echo the sentiments of previous writings in that WE NEED YOUR PARTICIPATION! Please stay tuned for updates as the 2019 legislative session approaches. We will be hard at work over the next several months to ensure that our priorities are able to take off once again. I am proud of the legislative and payment-related goals that our association has accomplished and I look forward to working with our members to build upon them in the upcoming year.

Member Spotlight: Carrie Fuller, PTA, BA Mount Sinai West, Senior Physical Therapist Assistant

How long have you been a member of the NYPTA? What is your best experience thus far?

While I became a member of APTA in school in the 90’s, I became an active member of NYPTA almost 10 years ago. Since becoming active in the NYPTA, I’ve been a delegate to the Delegate Assembly nine times and the New York PTA Caucus Representative to the APTA House of Delegates for almost eight years. I love advocacy and have participated in Lobby Day in Albany and Capitol Hill Day in Washington, D.C. I’ve participated in the Chapter strategic planning, and was a member of the NYPTA Awards Committee. Currently, I am the Greater New York District Secretary and a Global PT Day of Service Ambassador for New York City. I’ve had a lot of great moments with the NYPTA and I love the members that I work with.

My most proud moment was writing my first motion to the Delegate Assembly to change the NYPTA Bylaws to allow physical therapist assistants to have a full vote in New York, and it passed unanimously. Seeing everyone stand up at the DA in support of this motion seriously warmed my heart and made all of the work worth it. I feel that the NYPTA is a family and I am so proud to be a part of it.

Tell us a little about your background, and how your path led you to where you are in your career today.

What’s your favorite moment of your career so far?

When I first graduated in Charlotte, NC, I worked in sports medicine and thought that was what I would always do.

I worked with NFL players, pro golfers, NASCAR racers and NBA players. After 9/11 I moved to the US Virgin Islands and worked as a PTA for the Department of Special Education. But in 2004, I began working in San Francisco with stroke patients and fell in love with the neuro world. I became one of the first three PTAs in the U.S. to become certified in the treatment of NDT through Recovering Function. In 2012, I received APTA PTA Recognition of Advanced Proficiency in Neuromuscular Rehabilitation. A few years later in NYC, I worked with a 28 year old male artist who had a stroke, but I knew that my typical treatment wouldn’t be enough. So I attempted to incorporate yoga into his session. He loved it, did really well and still practices yoga to this day. That would be my favorite “aha moment” in my career, because it encouraged me to become a professional yoga therapist through the Professional Yoga Therapy Institute. It has completely changed the way I treat patients and it has encouraged me to use a more well-rounded and individualized biopsychosocial approach with every single person I work with.

What are some of the key opportunities and challenges facing the physical therapy profession?

I have worked with many patients in the hospital that are very depressed after being addicted to opioids, and they are still in pain. Most of them were never offered (or they could not afford) physical therapy in the first place. One sweet lady I worked with was so depressed and said she felt ashamed because her back had been injured (a piece of marble fell on her back) and the doctor’s only option for her was opioids (never even mentioned physical therapy). She was scared of opioids, so she started drinking alcohol to cope, and now she is going to alcohol addiction rehab (and is still in pain). So much pain and heartache could be avoided. The #ChoosePT campaign is a great start to educating the public, but I believe we have a ways to go.

What advice would you give NYPTA members who are new to the profession?

Be an engaged member! There are so many ways to be an “active” member, from going to Lobby Day, to your local District meetings, to participating in the Delegate Assembly or House of Delegates. But the first step is to be a member (and take advantage of all the great resources!) We are all in different places in our lives at different times and whether you help out at a local meeting or you run for an office, your service is always appreciated. I also recommend the NYPTA Leadership Development Workshop to learn about leadership and how the Delegate Assembly and House of Delegates work.

What is a favorite tip you have that you could share with others in our industry?

Don’t let yourself get bored or you will burn out. Keep the fire ignited within you and take good quality continuing education and let others inspire you to be your best. Surround yourself with people you look up to and it will make you a better person and a better professional.

What are you passionate about?

Treating patients! Since working at Mount Sinai West, I’ve primarily worked on the Neuro and Neuro Surgical ICU units, but recently I’ve rotated to the Oncology Unit. Each place I rotate to, I try to embrace it and learn something new. I LOVE taking continuing education! The great thing about physical therapy is that it’s a dynamic and evolving profession. As it changes, we must change with it. Staying up to date is very important to me.

What else would you like your fellow NYPTA Members to know about you?

My husband and I love adventure travel racing. I’ve done trail races in the Sahara Desert, Costa Rica, Ecuador and Patagonia. It allows us to explore the world together in a fun and unique way. We also make a lot of good friendships along the way.

Zeb, Buddy (our dog) and I also love to stand up paddle (SUP) and we dream about living somewhere where we can SUP everyday!

What is your favorite app or social media outlet?

Since most of my family and friends do not live in NYC, I appreciate being able to see pictures of them on Instagram and Facebook. I also love to Facetime with my beautiful niece, Lena.

What is your guilty pleasure?

Sharing a bottle of Opus One and watching Game of Thrones.

How long have you been a member of the NYPTA? What is your best experience thus far?

I have been a member of the NYPTA since 2012. I have served as public relations liaison, membership liaison, Chair, and now Director of the Southern Tier District. One of my favorite experiences was being able to serve as a delegate representing New York at the House of Delegates in Boston last June. It was very exciting and energizing to meet other PTs from across the country and to be involved in the movement of our profession forward.

Tell us a little about your background, and how your path led you to where you are in your career today. What’s your favorite moment of your career so far?

I became interested in the field of physical therapy towards the end of high school when I shadowed my soccer coach, who was an orthopedic PT. Then, I broke my foot playing soccer in college and went through physical therapy as a patient and I’ve been hooked ever since! After I graduated PT school, I started working in outpatient orthopedics. I got my specialist certification in orthopedics and am now clinical supervisor at Seneca Physical Therapy. I also began teaching part time at Ithaca College, which is so much fun! I really enjoy working with the physical therapy students sharing my experiences and knowledge. I love how I get to work with people of all ages with musculoskeletal conditions, and have to constantly learn new techniques and keep up with new research as our field continues to evolve. One of my favorite things to do is to speak to local sports teams and coaches about injury prevention and management.

What are some of the key opportunities and challenges facing the physical therapy profession?

One of the challenges facing our profession is the rising cost of healthcare preventing some of our patients from being able to access physical therapy services. The biggest opportunity our profession has right now is to advocate to our patients and other health care professionals about how valuable physical therapy is.

What advice would you give NYPTA members who are new to the profession?

Get involved with the NYPTA! We are always looking for new ideas to engage physical therapists and other health care professionals to advance our profession forward!
