The Annual State of the Chapter Address

As Chapter President, I give an annual address on the State of the Chapter to the Delegate Assembly. I was pleased to give this address on May 1 at the 2021 virtual meeting of the Delegate Assembly (DA) to share my thoughts about the current state of our chapter.

One year ago, I gave my address in an environment fraught with uncertainty and fear for what the future would bring, due to the devastating changes to our personal and professional lives brought about by the COVID pandemic. One year later, I addressed the DA with a more positive outlook for the future, and a feeling of pride for what our members and volunteer leaders have accomplished in the past year despite the challenges of the pandemic.

Why do I have a more positive outlook? Partly from my own personal and professional experience- especially in the past 4 months since COVID vaccinations have become available, but also from information gathered from our members across the state. Last year, I presented data from a short survey on the impact of the COVID pandemic on PT and PTA employment in NYS. 596 members responded to that survey. continued on page 3

The Annual State of the Chapter Address

The results of that survey indicated that: • Over 50% of respondents had been laid off or had work hours reduced due to the COVID crisis • 15% of private practice owners who responded last year reported that their clinic had been closed • For those PT clinics still open, over 70 % reported more than a 50% decrease in patient census The Chapter office did a follow up survey this year to provide some insight into whether or not this negative impact of the pandemic had lessened or improved. The results of the recent follow up survey can be viewed at this link: https:// cdn.ymaws.com/www.nypta.org/resource/resmgr/surveys/employment_impact_survey_com.pdf Overall, 74% of members who responded that they had lost their jobs or had hours reduced, now report being back to work, and for the PT practice owners who answered the survey, their patient censuses are showing a return to pre-pandemic levels. Unfortunately, there are some PTs and PTAs whose employment status has not improved, and some PT practices have permanently closed, however I believe as a profession in NYS, we are moving past the negative consequences of the pandemic and adjusting to practicing in the post-COVID world.

How has the Chapter as a whole performed over the past year? One way to answer this question is to review Chapter activities related to the Chapter’s current Strategic Plan. While I cannot provide specific metrics on the goals and objectives of the Strategic Plan at this time, I can share highlights of some Chapter activities that support the 4 goals of this plan and their corresponding objectives.

Goal 1 of the Strategic Plan is: Advance awareness and promote growth of physical therapist services in New York State: In the early months of the pandemic, Chapter leadership was successful in maintaining outreach with the Governor’s office through the efforts of the Public Policy Committee, Executive Committee, Executive Director, and the Chapter lobbyist to ensure that physical therapist services were considered an essential health service under the Governor’s emergency orders. In addition, Chapter leadership has continued to advocate for expanded coverage of Telehealth services in New York State over the past year. This goal has also been addressed by a charge from the Board of Directors at the fall meeting, which directed that a letter be sent to the Governor to offer PT and PTA services as potential COVID vaccine administrators. Even though the only response to this letter to date has been that our request “will be taken under consideration”, we increased awareness of how the physical therapy profession is willing to step up during this pandemic.

Goal 2: Promote the value of physical therapist services: I believe we have been meeting this goal, in part, through the open access for COVID resources on the Chapter website which includes information on PT and Telehealth. This information has been available not just to members, but non-members as well, which could include patients and other members of the public. Some of the information provided on this page of the website illustrates how physical therapists have been involved in providing services to COVID patients across a variety of practice settings.

One example of how Goal 3, Promote quality delivery of physical therapist services, is being addressed, is the monthly continuing education webinars the Chapter began last summer. These webinars provided at a reduced cost to members, have covered a variety of topics related to clinical practice; they have been well attended, and have received good attendee feedback. The Chapter has also sponsored webinars on OSHA infection control post-coronavirus, and on practice compliance. District virtual CE webinars should also be considered as activities that support this goal. Finally, the Chapter Program Committee is planning the Chapter’s first completely virtual conference for this coming October.

Goal 4 of the Strategic Plan is: Assure accountability and excellence in the association’s governance.

We have been very successful with being able to conduct the business of the Chapter and all districts through virtual zoom meetings. We have actually increased collaboration among committees and also district chairs over the past year continued on page 4 www.nypta.org

despite COVID. We really are learning how to work “Better Together” in this virtual format.

The activities of various Chapter groups have addressed some of the specific objectives related to Goal 4 namely Objective 2 to: Develop an effective succession plan for volunteer leaders, committees, and staff. The Leadership committee was able to conduct a virtual leadership development workshop on April 30th. The Board of Directors approved the sponsorship of two Centennial Scholars who are currently participating in APTA’s Centennial scholar leadership program in addition to working on their specific capstone projects. The Student Special Interest Group has been active this past year and are working on updating their Bylaws to better meet the needs of its student members.

The last objective under Goal 4 to, Secure NYPTA’s financial future through sound management and growth has been well addressed under the leadership of Immediate Past Treasurer Keri Gil-Smith.

The Board met multiple times last summer to make changes to Chapter funding to deal with revenue losses resulting from consequences of the COVID pandemic. The Chapter monthly continuing education webinars became a new source of revenue, and the Chapter applied for and has been approved for a federal payroll protection plan loan in the amount of $59,400. As reported by the Treasurer, year-end financial statements show a surplus for 2020.

These were just some examples of activities that I believe highlight how the Chapter has been successfully working on behalf of its membership over the past year. My overall message to Chapter members is that we are resilient, and we have met the challenges of the past year. We have learned valuable lessons of how to deal with unexpected changes.

I am confident that during the remainder of APTA’s Centennial year, the Chapter will continue to demonstrate value to the membership and move forward in meeting the mission of the NYPTA, which is to empower and support our members in advancing the practice and profession of physical therapy through advocacy, education, and research. During its Spring meeting on April 30th, the Chapter Board of Directors restored funding to select Chapter activities in response to the improving financial status of the Chapter, discussions were held, and plans are being made that will address aspects of all 3 of these areas of advocacy, education, and research.

In closing, I want to thank all the Chapter and District leaders, committee members and district delegates who are continuing to give their time to help the Chapter meet its mission. I also want to thank our Chapter staff: Kelly Garceau, Executive Director, Gloria Baker, Communications Manager, and Adilah Abdul-Matin, Membership Coordinator, and Erin Stack, the CE/Events Coordinator contractor, for providing our Chapter leaders and members with the support needed to keep the Chapter functioning, all while working virtually from home for the past year.

Theresa Marko, Roger Herr and Doreen Frank met with Brooke Gesser, the health legislative aide of Senator Gillibrand. They took the opportunity to discuss telehealth and the importance of making it permanent. Brooke was thanked for the Senator's work on mitigating the 2% Medicare Sequestration Moratorium, and was asked to continue to waive Medicare cuts as they come up with PAYGO. Brooke was also asked if Senator Gillibrand could help to celebrate APTA's Centennial since the American Physical Therapy Association (originally established as the American Women’s Physical Therapeutic Association in 1921) with Mary McMillian as one of the founders and its first President was established in New York City and the Senator's office is exploring ways they can support the 100th birthday. Lastly, it was asked if Senator Gillibrand would be a a co-sponsor of the locum tenens bill, which would extend locum tenens nationwide--the senator's office is gathering more information on this issue.

April 20, 2021 Marcia Spoto, Brendan Sullivan, Roger Herr and Theresa Marko were presenters at the Student Special Interest Group (SSIG) Virtual Advocacy Dinner. The importance of advocacy at both the federal and state level was discussed including: direct access, lowering co-pays, imaging rights for physical therapy and the PT compact.

How Long have you been a member of NYPTA?

I have been a member of the NYPTA since 2012.

What do you enjoy most about NYPTA? The opportunities it provides to grow as a professional. I recently joined the Marketing and Engagement committee and love it! I have met wonderful people and am learning more about our profession.

Tell us a little about your background, and how your path led you to where you are in your career today.

Early in high school I knew that I wanted to pursue some type of a career in health care. I was not one hundred percent certain I wanted to be a Physical Therapist as I entered my senior year of high school. My father, who was a college career development director (lucky me!), told me to go to a school I liked, study hard and shadow people working in health care to help focus my interests. I enrolled at SUNY Fredonia as a biology major and played varsity tennis. That year I fell in love with my minor of public health. I transferred to SUNY Cortland as a Community Health major and began to intern with area Physical Therapists. These experiences and the academic preparation delivered at SUNY Cortland set the foundation for enrollment in graduate school. I was accepted into the SUNY Upstate Medical University DPT program in 2012. Words cannot express my gratitude to the faculty and staff of SUNY Upstate - without them I certainly would not be where I am today. They taught me to be a lifelong learner, to see the big picture, and most importantly, to always be myself.

What’s the most rewarding part about your work and what are some challenges?

I work in a smaller town with low-income patients and relatively small hospital. One challenge is accessible and reliable transportation for patients. Patients may have to wait long periods of time for transportation, miss their ride, or run late for appointments. This leads to strain on the provider and impacts patient care. Even with these minor challenges, I feel rewarded every day as patients improve and I make a patient or a co-worker smile.

What is a typical day like for you?

Well, every day is different - which I love! I primarily treat spine and lower extremity pathologies of all ages. So, I could see a youth athlete, to a crush injury with skin graft and an 80-year-old low back pain and unsteady gait patient all in the same day. Our clinic has good rapport with patients, and we like to keep the mood positive and fun.

Who is one of your role models and why?

I have many people I look up to in my life. Each one for different reasons. Since we are on the topic of Physical Therapy, one person I look up to and have the pleasure of working with daily is my co-worker Wanda Sabin, PTA. I have known Wanda for almost 15 years. She was my clinical instructor for a high school learning program I completed, then again for my college internship. Now we have worked together for five years. The work Wanda completes in the clinic is something special. Our clinic does not have the latest technology or equipment, but people keep returning for services because of the care they receive from people like Wanda.

Wanda goes above and beyond for her patients and our clinic. I have learned a great deal from Wanda and I continue to do so on a daily basis. She is a hard worker, cares about everyone, likes to have fun, and is just an all-around good human. I am so grateful I get to work with her every day.

What's the most important trend you see today?

Obviously, COVID has had a major impact on everything we do. Other that pandemic related changes, I would point to gender equity. This issue has received quite a bit of press lately and inequities were highlighted during the 2021 NCAA Basketball Tournaments. Today, one would assume that similar facilities and access to exercise equipment would be provided to both men and women. Unfortunately, this was not the case during “March Madness,” and it raises concerns about what larger scale equity issues are being overlooked.

What advice would you give NYPTA members who are new to the profession and want to make a difference?

Dare to be different and become engaged. Look for opportunities and get involved with what might interest you. It does not matter if the opportunity is big or small. For example, if you are knowledgeable about a specific topic, speak up and see if you can talk about it at a meeting or an event – get out of your comfort zone and share your expertise.

How do you make time to volunteer and be active in groups you're involved with?

I am a planner and keep things organized. I keep everything in my phone’s calendar. This way I can keep track if I have to give a tennis lesson, teach Karate, volunteer at vaccine clinic, have NYPTA meeting, or simply get together with a friend.

2021 NYPTA State Conference Overview This year members and non-members will experience the 2021 NYPTA conference virtually throughout the entire month of October. This provides the opportunity to attend the conference from anywhere.
