The NYPTA Chapter Conference Let’s take a step back in time.

A look through the NYPTA archives shows that the first Chapter conference was held in Binghamton, NY in 1958 -almost 60 years ago! Early conference programming included the Leadership Development Workshop and Student Conclave (now separate events), themed parties and even dinner shows such as “Hair” and “Joey & Maria’s Comedy Italian Wedding.” Looking at the pictures from these early years definitely brought a smile to my face. While the styles, hairdos and leaders have changed, the programming has remained top notch!

Fast forward to 2017. This year’s conference is sure to have something for everyone. Programming will include sessions on orthopedic, pediatric and neurologic practice, wellness, documentation, coding and billing, and, new to this year’s conference, a lunchtime keynote speaker.

As you know, the opioid epidemic is at the forefront of the healthcare industry. We are fortunate this year to have a keynote speaker for our lunch program on Saturday that will continued on page 3

Hello my fellow members, As I write to you the summer season is in full swing and moving along quickly. I hope each of you has taken time or is planning to take some time to relax, refresh, and recharge with loved ones and friends. The summer is a time for your association and its leaders to also take a deep breath and recharge. As we do, it’s also an opportunity for us to assess where we are, where we have been, and where we need to be as we move into the fall.

2017 has been a good year for the NYPTA and our profession in New York.

We have seen our membership numbers stabilize, we had a very successful legislative session in which we saw the passage of two of our bills, we continue to experience increasing recognition from our elected officials and community leaders as a profession that can play an integral role in the successful management of the health of our communities and we continue to expand our member services and benefits programs.

I thank you on behalf of the APTA and NYPTA for your membership and your dedication to your patients and our profession.

As all of you are aware the APTA and the NYPTA have moved to year round governance. Simply stated, this means that even though we are a voluntary organization, there really is no down time for our initiatives and our efforts on behalf of our profession. We in New York are fortunate to have our excellent Chapter staff providing the support and services we need to successfully navigate the health care landscape.

That being said, I would like to take this opportunity to proudly inform you that your Board of Directors held a special session during the summer to vote on the Bylaws for our newly reformed NYPTA Student Special Interest Group (SSIG). This was especially rewarding to me, since it has been a goal of mine to reestablish this group which represents such a vital resource for our current and future NYPTA. I would like to thank the students, the Executive Committee, the Board, the Chapter staff especially Kelly Garceau, our Executive Director, and all who have contributed to seeing this initiative through to success. So as you can see, the summer has been relaxing yet productive. Recently as I sat close to the ocean watching the surf, my thoughts brought me to the energy that the ocean creates. Each wave approaches the shore with momentum and energy, it deposits waters and then recedes only to rest and then after accumulating more energy it approaches the shore again, once more full of energy and momentum.

My fellow members, we are the wave. We have utilized much energy and momentum over the first six months of 2017 to accomplish much. We are now reenergizing during the summer months so that we can approach the fall and the remainder of 2017 with the same energy and momentum that crashed upon the New York landscape in the first half of our year.

I look forward to seeing our members using their energy and voices to continue to move our existing initiatives forward and continuing to be part of the wave as we head into the second half of 2017.

Thank you for your membership, your commitment, your efforts, and your support. Enjoy the remainder of your summer and, until next time.

Board of Director's and Delegate Assembly Report

On May 18 and 19, 2017, the New York Physical Therapy Association Board of Directors (BOD) met in Albany, New York. Motions passed at the meeting included: • Motion to rescind a BOD motion to send out a postcard announcement regarding the electronic format of the Newsletter.

• Motion to approve the award for the 2017 Arthur J. Nelson Research Designated Fund (RDF) to Laura Hagan, PT, OPT, MS, for the project entitled ‘’The Lived Experience of Exceptional PT Students in Clinical Education: A Phenomenological Study”.

Two motions involved bylaws.

• Motion to approve an amendment to the Greater New York district bylaws.

• Motion to approve the NYPTA Student Special Interest Group (SSIG) bylaws. Draft bylaws were referred back to the current student leadership team for revision, in consultation with the Judicial Reference Committee and Speaker of the Assembly. Revision due for submission to the BOD by June 30, 2017 for reconsideration and vote at a special meeting of the BOD by July 15, 2017.

The Leadership Committee had two motions approved amending the procedure manuals regarding the Regional Mini-Student Conclaves. Finally, a motion was approved charging the Legislative and Payment and Practice Committees to collaborate and assess the feasibility of creating a task force to investigate possible NYPTA initiatives relating to the evolving healthcare delivery systems and payment models with a report to the Board by the Fall 2017 meeting.

On May 20, 2017, the Delegate Assembly (DA) met with a voting strength of 159. The delegates spent a full day electing officers, the delegates to the 2017 House of Delegates, voting on motions to direct the Chapter, and discussing APTA motions for the House of Delegates.

Elections were held and J.J. Mowder-Tinney was re-elected as Secretary. They also elected Keri Gill-Smith as Treasurer, James Dunleavy as Chief Delegate, and James Smith as a member of the Nominating Committee.

The delegates also elected the following delegates to the 2018 APTA House of Delegates: Jeremy Crow, Melanie Gillar, Nan Hyland, Peggy Lynam, Jacob McPherson, Marilyn Moffat, William O’Keefe, Lynn Rivers, Adam Rufa, Tracy Sawyer, Robert Streb, and Michael Tisbe.

Lynn Rivers, Speaker of the Delegate Assembly, led the DA in a process that encouraged delegates to discuss each of the APTA House of Delegates’ motions RC 1-17 through RC 17-17. Each RC was discussed and a straw poll taken to determine the Delegate Assembly’s will in terms of Strongly Agree, Agree, Neutral, Disagree, or Strongly Disagree for each of these motions. These discussions and the straw polls that followed serve to provide the HOD delegates with information about the opinions of New York Chapter members. They were then able to take this information forward to Boston, MA for voting purposes at the 2017 APTA House of Delegates.

The meeting concluded with the recognition of many members and all of their contributions to the Chapter. A few of the awards given by the Awards Committee included: Susan Ronan the Dr. Marilyn Moffat Distinguished Service Award, Jeremy Crow the Leslie J Wood Outstanding Service to Chapter Award, Jake McPherson the Doreen Frank Legislative Award, David Sofer the NYPTA Chapter Appreciation Award, Spear Physical Therapy the Public Relations Award and Andrew Bartlett the Leadership Development Award.

NYPTA Member Spotlight: Rebecca Kalb, PT, DPT, SCS Employer: Kessler Rehabilitation Center Position: Center Manager

Congratulations on your recent accomplishment as the recipient of the NY Emerging Leader Award! Can you tell us a little about your experiences in your various leadership roles during your time at the NYPTA? Thank you, it is an honor to be chosen for this award. I have been an APTA member since I was in PT program at Ithaca College.

It was while I was a student at Ithaca that exposed me to the APTA and the value of being a member was established. I remember being in one of the intro classes and doing a mock delegate assembly which at the time planted a seed. I first started to get involved after graduating Ithaca, I started attending local district meetings of the Greater New York district. The Greater New York district spent time mentoring me to prepare me for my roles. In my first official role, I served as Vice Chair for the Greater New York district of NYPTA. Vice Chair allowed me to first see what the district does on an ongoing basis to help serve the membership. The role of Vice Chair and the mentorship provided by the district leadership prepared me for the current roles. I am currently the District Chair/Chapter Director of the Greater New York district, and a member of the Program Committee.

I have also attended many delegate assemblies and served as a representative for New York at APTA House of Delegates.

Serving in all of those roles has truly been a positive experience allowing me to give back to the profession. In addition, specifically serving as a Chapter Director, I have come to realize how much the NYPTA does for our profession.

Share with us a little about your background, any accomplishments you wish to note, and how your path led you to where you are in your career today.

I started PT school not sure if I wanted to work with pediatric or the orthopedic population. During my first job I was lucky to have great mentorship from the owners of the practice and co-workers. At my first job there was a push for excellence and to be the best.

The experience and the population I was treating allowed me to sit for the APTA sports clinical specialist exam. Over the course of my first job I served in a variety of roles, ending with Supervisor. This role helped prepare me for my current job working for Kessler Rehabilitation Center serving as Center Manager.

How long have you been an active member of the NYPTA? Can you tell us how membership in your professional association, as well as in leadership roles, has enhanced your career?

I have been an active member since 2008. Serving in leadership roles at the district has enhanced my career in many ways. I have resources to turn to for help that I would not have known about. It has also allowed me to increase my ability and comfort with speaking to a crowd. Serving as District Chair, I have learned how to create an agenda, facilitate a meeting and manage a group of individuals with different tasks. All items that have helped to enhance my career.

How is technology helping or changing your experience in the physical therapy industry? What is your favorite new technology or device?

Technology is for sure helping my experience in the industry. I remember a time during my clinical affiliations that documentation was done only via paper. This led to things not being legible. The ease of being able to read documentation to emailing a client their home exercise program makes daily practice more efficient. I would have to say my favorite new technology in general is PT specific applications for movement analysis. These apps can help us pick up things that we can overlook.

What is your favorite hobby or past time, and how have you incorporated that into your career if at all?

I enjoy running and skiing. I work with both of these populations within the clinical setting, allowing me to bring personal experience and understanding to more of what these athletes go through.

What advice would you give to a young professional, or a student of physical therapy as they embark on this career path?

Surround yourself with good role models. Both professional and getting involved with NYPTA. I would not be where I am right now if it were not for the great leaders I learned from.

Saturday, October 21, 2017 12:30 PM - 1:30 PM Keynote Speaker Presentation Opioids, Apathy and Overtreatment: Epidemics Threaten the Heart of Patient Centered Care Presenter: Erin K. Jackson, JD, MA

The opioid epidemic has garnered national headlines, questions in the presidential debates, and action by law enforcement officials, medical providers, and Congress. But what if these efforts are oriented in the wrong direction?

This presentation suggests that the so-called “opioid epidemic” is instead a byproduct of America’s pain epidemic. Bridging the gap between a provider’s clinical work and the patient’s battle with pain, this presentation addresses the often-ambiguous ethical and legal obligations imposed upon providers who engage with those who hurt. The presentation will explore the societal and environmental circumstances that have created today’s pain population. It will further address pain patients’ discomfort with the panicked labeling of increased opioid use as an “epidemic,” fearing that their access to needed medications is at risk.

This course will explore three primary topics: (1) a brief overview of a physical therapist’s legal and ethical obligations surrounding a patient’s opioid usage, (2) a pain patient’s fears about losing access to opioids, and (3) the implementation of clinical practices that are both sensitive to pain patients’ fears and ethically sound.

This presentation will emphasize the components of a respectful, nonjudgmental patient-clinician conversation about opioids and pain. By better understanding the patient’s perspective on pain, which the speaker will share from her personal experience as a chronic pain patient, participants will become more mindful of both their legal and ethical obligations, but also of the words they use in conversations with patients in pain. We will explore the ways in which providers’ ethical obligations create opportunities for dialogue and support.

Erin is a co-founder of Jackson Compliance, a healthcare consulting company which specializes in practice startup and compliance. She also maintains a regulatory healthcare law practice in the Chicago area at Jackson LLP. Through this work, Erin collaborates with providers to make their practices friendlier and more approachable for a diverse patient population. Because the typical patient-provider power dynamic can leave patients feeling belittled or misunderstood, Erin strives to help her clients understand these issues and become industry leaders in patient-centered care. Every May, we celebrate National Arthritis Awareness Month to bring awareness to this condition and highlight ways in which people can take charge of their arthritis.

Arthritis and Physical Activity It is a common misconception that exercise can make arthritis worse. In reality, moderate physical activity is proven to help relieve arthritis symptoms by improving mobility, mood, and quality of life. Evidence-based physical activity programs, like Enhance®Fitness, are recognized at the state and national level as safe ways for older adults, with or without arthritis, to get active.

What is Enhance®Fitness?

Enhance®Fitness is an evidence-based group exercise program, geared towards older adults, that combines different types of lowimpact physical activity to help improve or maintain physical function. Components of Enhance®Fitness, which can be adapted to participants’ abilities, include: • Warm-up (5 – 8 minutes) • Cardiovascular workout (20 minutes) • Resistance strength training (20 minutes) • Flexibility (8 – 10 minutes) • Cool-down (3 – 5 minutes)

• Balance exercises The program meets three times per week for one hour and can accommodate up to 25 participants. Participants can attend on an ongoing basis, fostering social relationships. When polled, 99% of participants said they would recommend it to a friend!
