Deadline: February 24, 2012 The draft Financial Plan incorporates a proposed 2.25% property tax increase for 2012. This increase is required to fund a number of budget challenges in 2012, including collective agreement increases, operational and inflationary increases. Utility operating budgets for 2012 include the Electrical, Water, Sewer and Solid Waste Utilities. Utility rate increases are 5.9% for Water, 7.7% for Sewer and 4.0% for Solid Waste to address the increases in the 2012 Metro Vancouver rates charged to the City. The Electrical Utility rates for 2012 will be set in March/April and will follow BC Hydro’s rate increases to the City. The proposed General Fund capital budget for 2012 is $55 million and the capital budgets for the Utilities total $16.3 million.

GRADE 6 STAY ACTIVE PASS Students of Grade 6 age have now all been issued their application forms for the new Grade 6 Stay Active Pass. Forms were distributed through all local schools in early January. All Grade 6 students are eligible to apply for a Stay Active card that will give them 10 FREE admissions to any drop-in recreation program offered by the Parks, Culture, and Recreation Department. IMPORTANT DATE: Students have until Friday, March 16th to apply for this pass. Applications will not be accepted after this date.

CITY PARKING PERMITS All city residential and visitor parking permits expire on March 31, 2012. Renewal fee for the year is $5.00 per permit. ILLEGAL DUMPING Each month, many property owners, including the City, are faced with the high cost and burden of properly disposing of items that have been illegally dumped on unsuspecting property owners or on City property. If you are unsure of how to dispose of unwanted items such as old furniture, electronic devices and other household items, call Engineering Operations at 604-526-4691 and they can offer several ideas for proper disposal, including arranging a Special Pick Up Service for a small fee. There are also recycling centres that will take used TVs, computers and other electronic devices for free. If the items are usable, there are a number of charity organizations that will arrange a pick up for you. For property owners who fail to dispose of discarded items from their property in a timely fashion, even if such items have been illegally dumped, the Unsightly Premise Bylaw No. 5969, 1991, may be enforced, resulting in fines and other fees. Shoppers gets signs in line with the times New Westminster’s community heritage commission has rejected sign proposals from Shoppers Drug Mart for its new Downtown location. But a directive from council to have Shoppers work with city heritage planner Julie Schueck on more suitable signs had barely been issued when the company came up with three new versions of the sign that were more appropriate, said Schueck. The signs are to go up on the front facade of the old hardware store, McLennan, McFeely and Prior, or “Mac and Mac” as it is more commonly known, which was built in 1939 in the streamlined moderne style. It was retained as part of the Plaza 88 project. Any signs to go up on it were to be done in a manner that Àt with that style. While the current Shoppers and Safeway signs met the criteria, requests for two more did not. But after the commission rejected them the sign designers quickly came up with three new solutions. “They’re looking much more appropriate for the building,” said Schueck.

Hector Bremner got a sneak peak at TransLink’s plans to rebuild the Pattullo Bridge. He was not impressed. Bremner, who hopes to become the BC Liberal nominee for the New Westminster riding, attended a stakeholders meeting in Surrey last Thursday where TransLink revealed its options to replace the aging structure. Five options were presented, he said, all with slight differences in positioning, for a six-lane bridge including two lanes designated for commercial movement. On the north side, traf¿c would Àow on and off the bridge to McBride Boulevard, Royal Avenue and Columbia Street. Several aspects of the presentation bothered Bremner. Expanding from the current four-lane span to six would clog up the routes leading up to the bridge even more than they already are, he said, and there is no room to widen any of those streets. A six-lane bridge would be

safer and nicer, “but once it goes to the north side of the river, where does it go? It doesn’t go anywhere now, so what’s going to happen then,” said Bremner. “It’s just the reality of the way the city was laid out.” Bremner called for a broader transportation plan to be developed for the region that would incorporate more public transit, including adding light rail in Surrey, instead of a piecemeal approach of simply replacing the bridge because it’s deteriorating. “We have to better plan our communities so they can live and work in their community,” he said. “There are practical solutions here. These plans are being ignored, and we’re being told shut up and pay the bill ... Nobody’s debating these infrastructure improvements aren’t valuable, but they’re only valuable if they’re part of an overall regional plan. We’re just patching at this point.” Attendees at the meeting were told there were 13 options considered before being narrowed down to ¿ve. “I would have liked to have seen the other eight,” said Bremner. In 2008 there were calls for angling the bridge from North Surrey to Sapperton Bar so it

would connect with Brunette Avenue and the Highway 1 corridor. TransLink says it isn’t considering that option because it would be about twice as costly as the $800 million to $1 billion options near the current alignment, and it wouldn’t serve the traf¿c demand between New Westminster and Surrey. Bremner believes it should be considered. “It makes more sense to connect with that Highway 1 corridor.” “The team that’s handling this exercise is the same team that did the [United Boulevard Extension] outreach exercise. I feel the same issues that existed then exist during this exercise,” said Bremner. New Westminster city council has decided against participating in the stakeholder and public consultation process in favour of the city working on its own master transportation plan. Another stakeholders meeting is scheduled for New Westminster on Feb. 15 at Centennial Community Centre. That is also where the ¿rst public showing of the plans will be made on Feb. 21, from 6:30 to 8:30 p.m. Another will be held at the Inn at the Quay two nights later.

Saturday was World Happy Day. You’re excused if you missed it. Because it wasn’t marked on the calendar, or recognized in the United Nations. In fact, it was really just a publicity stunt to promote a new documentary ¿lm, Happy, that tries to answer the age-old question; what makes people happy? Canada ranks as the 10th happiest nation in the the most recent database of happiness, compiled by Erasmus University in Rotterdam. On a 10-point scale, Canadians rate their general satisfaction with life at 7.8. That’s about the same level of happiness felt by Swedes and Panamanians, but a bit worse than Costa Ricans, who rate themselves the most satis¿ed, happiest people on the planet. And pity poor Togo, who wallow in their lowly satisfaction score of 2.6, the most miserable place on earth, sadder than Benin, Congo and even Haiti. Curiously, North Korea did not participate in the study; although given that totalitarian country’s prohibition on individual thought, it’s hard to say whether North Koreans would consider themselves deliriously joyous or profoundly depressed. Their answers would probably hinge upon who was looking over their shoulder as they completed the survey. Of course any measure of happiness is completely subjective. One man’s happiness could very well be another’s misery. Like David Choe. Who? He’s a graf¿ti artist who was commissioned in 2005 to do some paintings for the walls at Facebook’s ¿rst headquarters. Instead of cash, he opted to take his payment in stock. He’s now worth an estimated $200 million. But he’s not happy about it. “I can never buy back my privacy,” he told a TV interviewer. Which just goes to prove the old adage, money can’t always buy happiness.

Floating on a sea of gas VICTORIA – Premier Christy Clark’s recent fanfare about developing a natural gas export industry in northern B.C. included a major change in electricity policy. Last year Clark’s government forced BC Hydro to trim its operations and keep its next two annual rate increases below four per cent. Part of the savings will come from rede¿ning former premier Gordon Campbell’s climate strategy, which required BC Hydro to be self-suf¿cient in even low-water years, with no net electricity imports. The target is now self-suf¿ciency in average-water years, limiting expansion of independent power projects. It also means B.C. will import more gas-¿red electricity in the coming years, and burn some of its own abundant gas to generate new power up north. North America ¿nds itself Àoating on a sea of shale gas. Campbell’s plan entailed using B.C.’s big dams to stabilize and store power from new intermittent sources of hydro and wind, building the Site C dam on the Peace River and exporting clean

energy at a premium in a carbonpriced North American market. Both the carbon market and the export market have evaporated. While B.C. was developing run-of-river to sell to California, the U.S. west coast built new capacity, much of it gas ¿red, after an electricity crisis that caused brownouts more than a decade ago. Today, Washington state producers are actually paying BC Hydro to take their excess power because they need to move it into the grid, and B.C. is the only place that can store it using dam capacity. NDP energy critic John Horgan is celebrating this change in BC Hydro policy. He says the government made a multi-billiondollar miscalculation by assuming California’s electricity shortage would continue inde¿nitely, and

surplus power would be pro¿table. He says independent power contracts are part of BC Hydro’s current ¿nancial problems, but political interference in planning is the bigger issue. Horgan would not endorse the Wilderness Committee’s call to cancel electricity purchase contracts BC Hydro has signed for more run-of-river developments. Additional projects are planned for the Upper Lillooet, Upper Toba and Harrison Rivers in southern B.C., and the Kokish River on northern Vancouver Island. Most are aboriginal partnerships. Energy Minister Rich Coleman told me no contracts will be cancelled, and he rejected my suggestion that BC Hydro could end up with too much power in the wrong places and at the wrong time of year. BC Hydro can move power around as well as store it, and that ability will improve when the smart grid is completed. Independent power doesn’t end there. It shifts to northern B.C., where three lique¿ed natural gas projects will need output equivalent to two and a half Site C

dams to operate. Coleman con¿rmed that at least one modern gas-¿red power plant will be needed to develop LNG, which is expected to be in business before Site C could be built. That powerhouse will likely be built by the LNG developers, and used to back up new intermittent sources of offshore and land-based wind and any river or geothermal sites available along a new northwest power line. B.C. will likely have a second gas-¿red power plant in the northeast corner, to supply the Horn River shale gas development and processing plant now underway. Coleman says that plant should be able to capture carbon dioxide and sequester it deep underground. Fort Nelson and points north will remain off the BC Hydro grid. Even with carbon capture in the northeast, Campbell’s greenhouse gas targets look to be the next part of his legacy to be abandoned. A different way of looking at school Re: Teachers work more than 9-3 (Letters, NewsLeader, Feb 10) Ms. Tomsics clearly demonstrates what is wrong with our public school system in her response to my suggestion that teachers work parents’ hours. This closed-minded thinking on the part of the BCTF, this rigidity and inability to see better and alternate ways of doing things is exactly what leads to this supposed “job action” every time collective bargaining begins. She also shares some sweeping generalizations that are just wrong. My father was a teacher for 40 years in the B.C. school system. I myself have taught summer courses for teachers during the summer break, bringing them up to speed on technological issues. So her Àippant dismissal, “Kris Taylor obviously has no idea what goes on in a school” merely con¿rms my worst suspicions: the BCTF is out of touch with the real world. Let me demonstrate how “out of the box” thinking works. A 2006 study by the Select Standing Committee on Health

determined that direct and indirect costs to the province of childhood obesity totals $1.2 billion per year. The province also spends an aggregate $219 million per year on child care operating funding and subsidies for a total of $4.4 billion over three years. In comparison, the BCTF’s contract demands would cost the province $880 million for a 16 per cent wage increase over three years, as well as $900 million for funding to reduce class sizes for a total of $1.78 billion over three years. Rather than giving teachers a 3-6-6 wage increase for more of the same, I propose something a bit more simple: a single 32% wage hike in exchange for an additional three and a half hours of instructional time per day, along with a one-time, $5,000 signing bonus to get the job done in time for next school year. This would cost the province $3.35 billion over three years—saving the province $1.05 billion per year. Enough money to nearly balance the budget. Ms. Tomsics cries out about

teachers volunteering their time for free after school in activities like school sponsored sports teams. However she obviously did not comprehend what I was suggesting to do with this extra three and a half hours of instructional time—a mandated two hours per day of physical activity. Perhaps she has dif¿culty imagining a school system that operates differently, but could school sports teams not be done during two hours of mandated physical activity? Perhaps she has a different de¿nition of physical activity than I do. She also crows about how impossible it would be for a single teacher to manage 60 students; does she not realize that B.C. has a glut of substitute teachers waiting for full time work; could a few physical education teachers per school not be hired so that the teachers could do their marking during this time? The KIPP school program in the US has shown excellent, immediate results with extended school days, and an independent

Mathematica study has found that students at nearly every KIPP campus outperformed their peers in traditional schools. Perhaps it is possible to still get your marking done with an extended school day; KIPP campuses have students in school for nearly ten hours per day. Surely our BCTF teachers are capable of similar performance. This banter by the BCTF and teachers like Ms. Tomsics clearly illustrates that there is little regard for their fellow British Columbians or students welfare in their activist thinking. I have demonstrated how our province can balance the budget, improve student academic achievement, have teachers paid for their extracurricular work, and wipe out childhood obesity all at the same time. Yet they say my proposal is “nonsense,” which is little more than a red herring. The BCTF is just greedy—and out of touch with reality. A new model is needed. Kris Taylor New Westminster

CREATE LASTING JOBS Re: Questioning U.S. ‘environmentalists’ (NewsLeader, Jan. 25) In his column about foreign interests contributing to Canadian organizations opposing the proposed Enbridge pipeline, Tom Fletcher acknowledges that foreigners also fund proponents of the pipeline. However, he writes, the distinction is that foreign oil companies “create jobs. Professional protesters destroy them.” This calls to mind Noam Chomsky’s maxim that when people of a certain ideological bent say the word “jobs,” one can substitute “corporate pro¿ts” to ascertain their true meaning. If we were really concerned about Canadian jobs, we would re¿ne the bitumen here, rather than pipe it out of the country in its raw form. Better yet, we could leave the bitumen in the ground and build up the Canadian renewable-energy sector, creating more jobs than anything we could possibly do with the tar sands—jobs that won’t be gone as soon as the oil runs dry. ‘Destination church’ planned for New West Calvary worship centre looking to build 32,000 sq ft facility for its 1,200 parishioners

The Calvary Worship Centre near the foot of 12th Street wants to build a destination church to replace the former of¿ce building it currently uses. The centre has applied to the city to rezone its property at 260 12th St., from light industrial to public and institutional. The city’s of¿cial community plan says the preferred future use of the land near Key West Ford is residential units such as townhouses, low rise and high rises. Calvary proposes to construct a 32,850 sq. ft. facility on a 37,591 sq. ft. site with a sanctuary, multi-purpose hall, foyer, of¿ces, classrooms, community gymnasium and 98 parking spaces below the building.

Absenteeism from school has the May Day committee contemplating eliminating Grade 6 and 7 students from participating in the New Westminster tradition that is more than 140 years old. District parent advisory council chair Wendy Harris is upset the district is considering excluding the older children at the Queen’s Park Stadium ceremony. She said the committee, of which she is a member as the DPAC representative, should be looking at making May Day more relevant to the children who skip out. “Apparently 200 (Grade 6 and 7) kids from Glenbrook didn’t come to school,â€? said Harris, who also revealed those not attending from Lord Tweedsmuir was 46 per cent last year. When Harris, 52, grew up in New Westminster she looked forward to the excitement of May Day, even skipping high school classes to attend the ceremony she loved as a kid. In those days there was lots of anticipation, with the May Queen draw broadcast by CKNW and over every school’s public address system. “It was the only opportunity where you see all the kids in the district together, and each section would cheer for their rep. As a child, you’re anticipating through the early years, can’t wait until Grade 5 or 6 and try out. It was pretty special,â€? said Harris. She said there are several reasons students are playing hooky—one being boredom. It’s the same every year, the sound system is poor, and most people are seated far from the action. Bad weather has also plagued May Day, often prompting the cancellation of the school relay races. Harris said contingencies for an alternate day or an inside location could be made so students don’t get wet. She said because many children must walk from their school to Queen’s Park, some schools are telling their students to eat their lunch at 10 a.m. before they leave and are then hungry at 1 p.m. With all this, it’s no wonder they decide not to come, Harris said. “Fix the problems, engage the kids. Fix the problems and then see. Cutting out a big huge block of kids is no way to Âżx the problem,â€? she said, pointing out that kindergarten and Grade 1s were excluded about a decade ago. “It would spell the end of May Day. The kids’ perspective is being overlooked here. They have to be having some fun, they have to be getting something from this more than being trotted over.â€? One suggestion she makes to enhance May Day is, rather than requiring the girls to be in dresses and the boys in dress pants, to have them wear the cultural dress of their heritage, or even a T-shirt with a Ă€ag of their country of origin. She said she realizes money would be saved by not having to provide transportation for the two grades. “It can save a lot of money if there’s no May Day period. Instead of a slow and painful death, sucking the life out of May Day by all the decisions being made, it’s time the community see this beloved tradition, a lot of people love it and lot of people haven’t seen it,â€? said Harris. “There’s a lot of traditions that do change and do stop.
