Among those studies are an “alternatives analysis” for light rail between the University of South Florida and Wesley Chapel via Bruce B. Downs (BBD) Blvd. (which is an extension of the alternatives analysis already being conducted by Hillsborough Area Rapid Transit, or HARTline, of light rail between downtown Tampa and Cross Creek Blvd. in New Tampa), a conceptual analysis of express bus service in managed lanes on I-75 between downtown Tampa and S.R. 54 and a conceptual analysis of express bus service in mixed traffic and/or managed lanes on State Roads 54 and 56 between U.S. 19 and BBD. Late last month, planners and other officials from Hillsborough and Pasco counties held a “Mobility Forum” at New Tampa’s Paul R. Wharton High to discuss the future of transportation in the Tampa Bay region, and they said that a vital part of the planning for that future is the passage of the proposed 1-percent sales tax increase that Hillsborough County voters are being be asked to approve in November. The Tampa Bay Area Regional Transportation Authority, or TBARTA, was created in 2007 to develop and implement a long-range transportation plan for the seven-county Tampa Bay region – which includes Hillsborough, Pasco, Citrus, Hernando, Pinellas, Manatee and Sarasota counties – and the first phase of that plan includes several projects that will directly impact the New Tampa and Wesley Chapel areas, TBARTA executive director Bob Clifford said.

Clifford explained that while local planning groups, such as the Hillsborough and Pasco County Metropolitan Planning Organizations (MPOs), work to solve transportation issues within their respective jurisdictions, TBARTA’s goal is to come up with an overall plan that coordinates all of those individual plans to create a cohesive regional network. “Coordination between all of the various entities is crucial,” Clifford said. “We have to look at the big picture and ask ourselves, ‘What are we looking to achieve long-term?’” Clifford said that the TBARTA master plan calls for a regional network that will be created by 2035 and will include 116 miles of short-distance (or light) rail, 12 miles of bus rapid transit in exclusive (bus only) lanes, 42 miles of bus rapid transit in mixed traffic, 159 miles of managed lanes with express bus service and 226 miles of other express bus service.
