Residents and visitors to Port Stephens and the Myall Coast can rest assured that our beaches are good to go, with the NSW Government releasing the 2020-21 State of the Beaches report.

The State of the Beaches report provides an overview of the water quality at 210 swimming locations monitored under the Beachwatch and Beachwatch Partnership programs across NSW. The 2020-21 report found 98 percent of the 118 ocean beaches were graded as ‘Good’ or ‘Very Good’; 77 percent of the 71 estuarine swimming

The Hunter topped the ranks with 100 percent of swimming sites in the region graded as Good or Very Good – a four percent improvement on last year.

This beat out the Central Coast where 56 percent of swimming sites in the region were graded as Good or Very Good - a three percent decline on last year.

The North Coast also trailed behind the Hunter with only 68 percent of swimming sites graded as Good or Very Good – a 15 percent decline on last year.

Environment Minister Matt Kean said 179 of the 210 swimming sites in NSW were graded as Good or Very Good, indicating they were suitable for swimming most of the time.

“This is a good result given the wet weather conditions experienced in many coastal areas, including the wettest summer in NSW since 2012,” Mr Kean said.

FAMILIES and friends will be reunited as Aussies start arriving home in time for Christmas, with NSW reaching the November 1 roadmap milestone and restrictions further eased for the double-vaccinated.

From Monday, fully vaccinated residents can travel for holidays and recreation between Greater Sydney and regional NSW, bookings for hospitality venues are no longer capped and fully vaccinated travellers from overseas can enter NSW without having to quarantine, subject to Commonwealth border restrictions.

Premier Dominic Perrottet said November could not start in a more positive way with families and friends reuniting after so long apart.

“Today is a day many people have been waiting for and our high vaccination rates have allowed us to re-open in a safe and considered way,” Mr Perrottet said.

“Families and friends across NSW can now get together as well

as look forward to welcoming back home Australians who have been overseas trying to get home.”

The NSW Government has removed quarantine requirements and caps for overseas arrivals who the Commonwealth Government recognises as fully vaccinated with a TGA-approved vaccine.

Fully vaccinated travellers already in quarantine will also complete their quarantine requirements on November 1, even if it is less than 14 days.

Overseas travellers who are not fully vaccinated must undergo managed 14-day hotel quarantine, and the cap will remain at 210 people per week.

Parents of Australian citizens and permanent residents can also travel to Australia from today, with applications made through the Department of Home Affairs Travel Exemption Portal.

Deputy Premier Paul Toole said the easing of travel restrictions between Regional NSW and Greater Sydney would provide a huge boost to the

Council thanks local workers

By Tara CAMPBELL PORT Stephens Council have stepped up to say thank you and welcome back to the Port Stephens community.

In the recent Council meeting on 26 October,

Councillor Giacomo Arnott moved an urgency motion resolving that Council recognises the work of nurses, doctors, police, teachers, volunteers, members of the community, Council staff, frontline workers, cleaners and many other professions throughout the COVID-19 pandemic.

“I think we've got a lot of resources and a lot of

capability here at Council to run positive campaigns in our community thanking people for this sort of work.

“I think it's important that we use that capability to thank the people out there who have kept this community going.

“Everyone has and is doing a really incredible job and I'm really proud of the efforts of our local community.

Rural Boundary Clearing Code The NSW RFS have developed a ‘Rural Boundary Clearing Code’ to help residents identify areas around their homes that they should remove vegetation to prevent the spread of fire.

The Code allows landholders in identified areas to clear vegetation within 25 metres of the boundary of their land holding, without approval, to help prevent fire spreading.

You can search for your property using the Rural Boundary Clearing Tool on the NSW RFS website.

It will show which parts of your property the provision may apply to.

“You don't realise what some of these people are going through to keep us safe.

“I’ve tried to thank people for putting themselves out there like this, but they’ve very modestly said that it’s just their job.

“Personally I think it's a bit more than just their job; I think it's going above and beyond,” Cr Le Mottee said.

Operation Chrome The Port Stephens Hunter Police District launched Operation Chrome over the weekend in relation to traffic operation, with the local police joining traffic and Highway Patrol colleagues for high visibility policing across our district.

They are focusing on the four D’s including drink,

drugs, distraction and dangerous driving.

Detective Superintendent Chad Gillies said that the district will be targeting all roads in the area.

“We will be out there conducting both stationary and mobile RBT and testing for drugs not just in our main arterial roads, but all through our country roads throughout our broad district.

“I'm encouraging our local community to do the right thing and make sure not only that you drive safely, but you're not tempted to drive with drugs or alcohol in your system,”

Detective Superintendent Gillies said.

Marine Rescue On Sunday 31 October, Marine Rescue were called to assist a twelve metre sail mono vessel experiencing fuel issues with a broken pump just east of Broughton Island.

The three people on board were all ok and the skipper advised that they would sail towards Port Stephens Head to meet PS31 so they could be towed safely back to Nelson Bay Marina.

PS31 soon arrived and placed the sail mono at the Marina for some urgent repairs to be carried out.

IT’S time for your weekly emergency services update.

Truck Crash On 25 October there was a truck crash off the Pacific Highway just off Bucketts Way. Raymond Terrace Fire and Rescue attended the scene and successfully helped to recover the truck which had crashed into the bush off the side of the road.

The driver of the vehicle is okay and suffered minor injuries.

Environmental Grants Open To Improve Fishing Environments

APPLICATIONS are now open to improve our local fishing environments.

It’s all about improving the surrounding areas where fishers enjoy their sport.

Minister for Agriculture Adam Marshall has opened applications for the Habitat Action Grants program, and is encouraging passionate fishers to submit ideas to see local native fish habitats flourish.

One previous Habitat Action Grant in Port Stephens addressed reducing infestations of invasive environmental weeds, privet and lantana from the Upper Karuah River riparian zone (14 km) through primary controls and landholder support to enhance water quality and fish habitat.

“Fishers are obviously great at casting a line, and now I want them to cast out their ideas for the ever-popular Habitat Action Grants program,” Mr Marshall said.

“This is a fantastic opportunity for anglers – who know their local waterways better than anyone

– to apply for funding to improve local fish habitats.

“Every year we receive truly unique and positive applications from community organisations who conduct practical on-ground rehabilitation works, and I expect 2021 to be no exception.

“Projects funded under the program include everything from managing stock access to waterways and revegetating these areas with native plants, to reintroducing lost woody habitat into rivers and estuaries for fish.

“The best thing about these grants is they are ideas conceived and led by local communities, both on the coast and inland.

“Even better is that fishos will be able to see their fishing licence fees being put to good use – this is their money being reinvested into projects in their local area.”

Habitat Action Grants is funded from the Recreational Fishing Trusts, where all funds raised by the NSW Recreational Fishing Fee is placed.

“There are seven weeks for local anglers and their clubs to get involved in improving habitats and fishing opportunities by getting their applications in,” Mr Marshall said.

Service NSW app, COVID-19 case alerts were another digital service to make life easier for people as NSW lifts health restrictions.

“COVID-19 case alerts in the Service NSW app makes it easy for NSW residents to see if they may have been in contact with or visited a venue of a positive case and provides a link to relevant health advice,” Mr Dominello said.

“We have continued to work on increasing the functionality of the Service NSW app and this is an additional service not seen in any other state or territory.”

Health Minister Brad Hazzard said NSW Health contact tracers would still contact positive cases and close contacts to provide them with testing and isolation advice.

“Our high vaccination rates have been a game changer for managing COVID-19 and enabled us to ease restrictions,

but we must remain vigilant,” Mr Hazzard said.

COVID-Safe check-in information is securely stored on a Service NSW database for the sole purpose of contact tracing by NSW Health.

Information is deleted after 28 days and is not shared with any third parties.

There are more than 500 COVID-19 testing locations across NSW. Customers should visit COVID-19 clinics to find their nearest clinic or contact their GP.

RESIDENTS can now receive push notifications on COVID-19 case locations on the Service NSW app so they are alerted to potential exposure risks as soon as possible.

The enhancement is in addition to the red icon that appears in the check-in history of a person who has been to a venue on the same day as a confirmed COVID-19 case.

People who receive a push notification or see a COVID-19 case alert in their check-in history should monitor for symptoms and get tested immediately if they feel unwell. They do not need to self-isolate, unless contacted by NSW Health.

Off Lead Trial Extended

PORT Stephens Council have made the decision to extend the trial period for the temporary dog off lead provisions on Boat

Harbour Beach.

The trial period, which commenced on Wednesday 4 August 2021, has been extended for an additional three months to conclude on Friday 4 February 2022.

This decision was prompted by a number of factors which have prevented Council from understanding the impact of dogs on Boat Harbour Beach, including recent COVID lockdowns preventing people from accessing the beach and the lack of tourism during peak holiday time.

The community has been very torn on this off lead area, as displayed through the Community Survey results.

“When participants were asked how they feel about dogs being permitted off lead between 5pm and 9am during October, 57% were very or somewhat supportive, 41% were somewhat or very unsupportive

and 2% withheld opinion,” the Council reported.

However, residents are still torn as to whether dogs should be permitted on and off lead at all times with 50% very or somewhat supportive and 47% somewhat or very unsupportive.

The trial period has also been extended to accompany a Council dog awareness event planned to be held on-site in December (clear of COVID restrictions) which will allow Council Staff and community volunteers to engage with the community, raising awareness of how to enjoy public spaces with dogs in a safe and enjoyable way.

Port Stephens Koala Sanctuary Turns One

PORT Stephens Koala Sanctuary celebrated one year of operations at the One Mile Beach conservation facility on Friday.

The Port Stephens Koala Sanctuary is a purpose built eco facility that includes the Port Stephens Koala Hospital, the Newcastle Airport Skywalk, the Sanctuary Story Walk, q Port Stephens Koalas’ CEO Leah Anderson with one of the koalas which she and other volunteers have been caring for.

Port Stephens Koalas is the volunteer based organisation that rescues and cares for the koalas housed at the sanctuary.

They also fund the care and treatment of sick and injured koalas.

The result of partnership between Council, the NSW Government and volunteer care group Port Stephens Koalas; the Koala Sanctuary is focused on sustaining and protecting the threatened species for years to come.

The Sanctuary Manager Zahee Girjes says the facility is vital to helping secure the future of one of the last remaining koala populations on the east coast of Australia.

“Port Stephens is home to koalas.

“We’re incredibly proud of that and we all have the responsibility to protect koalas and ensure their future for generations to come,” Mr Girjes said.

“Port Stephens Council is working to sustain and grow a healthy and

viable koala population in our region – the Koala Sanctuary is one way we can do that,” he added.

The Koala Sanctuary offers tailored and educational tours from local guides on how we care for sick, injured and orphaned koalas to give them the best opportunity to return to the wild.

Over the past year, despite lockdowns and weather events, the Sanctuary has welcomed more than 25,000 day visitors and 2,848 overnight visitors.

“Each one of these visitors becomes an advocate for the koala – every visitor to the Sanctuary contributes directly to the preservation of koalas in Port Stephens with a percentage of

all income generated going back into daily operations of the Port Stephens Koala Hospital,” Mr Girjes said.

With COVID-19 restrictions easing, the Koala Sanctuary has reopened daily, welcoming visitors between 9am and 5pm.

Network upgrade for Surf Life Saving

SURF lifesavers will have state-of-the-art communications systems following an $800,000 upgrade to the radio network servicing the Hunter and Lower North Coast regions of NSW. Parliamentary Secretary for the Hunter Taylor Martin was joined by the Minister for Police and Emergency Services David Elliott and CEO of Surf Life Saving NSW (SLS) Steve Pearce at Nobbys Beach to officially announce the network upgrade.

Mr Martin said that a reliable digital radio network will provide immediate support and response to our lifesavers patrolling this stretch of coastline.

“With an ever-increasing workload for lifesavers to respond outside of the red and yellow flags, this radio network will be crucial to ensuring the safety of our volunteers and an integrated response from our emergency services to incidents along

the coast,” he said Mr Elliott said the project to migrate the radio technology from 50-year-old technology to digital is the first in a partnership with Resilience NSW and Telco Authority.

“This particular network covers some of the busiest beaches in the state, stretching over 270km from Camden Haven to Catherine Hill Bay,” he said “Having state-of-the-art communications is critical for the efficiency and safety of our lifesavers and every beach-goer.

“In the last year alone, lifesavers responded to 81 major emergency incidents and callouts.”

Mr Pearce said that this upgrade will mean less downtime and disruption to communications between our patrolling lifesavers on the beach and our State Operations Centre.

Hunter Young Business Minds Awards Applications Close November 14

q With students only just returning to classrooms because of COVID-19 lockdown, the deadline for applications has been extended to November 14.

LOCAL school, TAFE and young university students have the chance to gain funding and support for a business idea or creative project by entering the 2021 Hunter Young Business Minds Awards.

Young Business Minds (YBM) chairperson and the Australian Government’s appointed Hunter entrepreneurship facilitator, Cheryl Royle, said the awards are a great way to start putting an idea into action, test it, and connect with others to help take it forward.

Ms Royle said the entry process is simple.

Students submit a short video pitch outlining their idea or project.

She said they don’t need to have developed a project or business plan.

“If anyone has a cool idea for a new business or product, a clever way to solve an existing problem or a creative project to benefit their community or school, they’d be crazy not to apply,” Ms Royle said.

“There’s no reason why young people can’t establish a successful business.

“For some, this may be a better alternative to traditional employment,” she said.

“Some of the ideas and pitches coming in are

amazing.

“In previous awards we have had ideas such as a rope and strap winding aid tool, an underwater and on surface autonomous vehicle, a shackle and tow rope for 4WDs, environmentally friendly sunscreen and a reusable coffee cup with QR code” First prizes of $1,000 and second prizes of $500 will be given to students in each of four categories – primary schools, secondary schools, TAFEs and registered training organisations, and the University of Newcastle (for under 25s).

The winning students will receive free, ongoing, business support through the

Hunter Futurepreneurship Program.

Three prizes ($1,500, $1,000 and $500) of goods from Harvey Norman are also on offer to primary and secondary schools to reward teachers and principals who are encouraging creativity, innovation or entrepreneurialism in students.

This follows the closures of Grahamstown Public School and Soldiers Point Public School on Sunday 31 October.

Grahamstown Public School was reopened on Monday, 1 November.

Principal Michele Winn said, “Grahamstown Public School was made nonoperational for the onsite attendance of staff and students due to a member of our school community who tested positive to COVID-19.

“The NSW Department of Education and NSW Health have been working closely to ensure the health and safety of all students and staff is maintained.

“This work has included identifying close contacts of

the confirmed case.

“The students and staff identified as contacts have been notified and asked to self-isolate for the required period.

“The school has been thoroughly cleaned and our school will be operational for the onsite attendance of staff and students from Monday 1 November.”

Soldiers Point Public School had its nonoperational period extended to 1 November, before reopening on Tuesday.

ANNABay Public was closed on Monday, November 1 for deep cleaning after a member of the school community tested positive for COVID-1.

The school site became non-operational effective immediately to allow time for contact tracing and cleaning.

Rapid Testing At Home For Students And School Staff

AS we move towards the new COVID normal it seems to be inevitable that schools will continue to close as cases of the virus circulate amongst children who are too young to be vaccinated.

The NSW Government is trialling Rapid Antigen Home Testing (RAHT) kits to reduce disruption at schools and halve the time close contacts need to isolate.

The need for testing

at this level is clear in our region after two schools have been closed and students and families sent into isolation in the last week.

Minister for Education and Early Childhood Learning Sarah Mitchell said a pilot program of the test kits would begin in Albury next week.

“I want to see disruption to our students’ education from COVID reduce, while still keeping schools safe places to learn. This requires us to deploy every tool available to

balance the risk,” Ms Mitchell said.

“We will be trialling the tests in two ways: a broad surveillance approach, along with close contact testing to reduce initial positive cases on school sites and reduce the amount of time close contact students need to spend away from school.”

The surveillance method will see the kits distributed by schools for use at home by staff and students who are asked to do a test twice

a week as part of community surveillance.

“People with a positive result would need to follow up with a regular (PCR) test at a NSW Health testing centre and those who test negative will go on with their normal day-to-day routines assured that they are not infected or at risk of spreading the virus,” Ms Mitchell said.

Unvaccinated students who are close contacts of a positive case will also be able to reduce their isolation time by using the kits on a daily basis.

“NSW Health has advised

us that close contacts of COVID positive cases will have their isolation period halved to seven days provided they receive a consistent negative result,” Ms Mitchell said.

“This is about living with a virus and getting back to normal life while ensuring the community is confident in their safety on school sites.

“Our best line of defence against this pandemic remains vaccinations, and until all students are eligible for one we must continue using measures like RAHT kits to keep schools safe.”

A positive rapid antigen

test doesn’t mean an individual necessarily has COVID-19, it means they need to get a standard (PCR) test straight away to confirm the result.

It is important to note that use of the RAHT kits will be optional, but close contacts who opted not to undertake the daily tests would need to self-isolate for the full 14 days.

Both Coles and Woolworths as well as community pharmacies will shortly be stocking Rapid Antigen Test Kits for purchase and use at home.

Traineeships For Year 12 School Leavers

THE 2021 year 12 cohort have experienced a highly disrupted past two years of schooling, however there is hope on the horizon with placements for traineeships within the construction industry.

Construction is also an area where there is a shortage of workers with homeowners who have building works required waiting long lead times to get the trades needed to complete the job.

The NSW Government is offering students a rare opportunity to kick start a career in construction through a two-year paid traineeship that provides participants with experience across government and private sectors while they complete a qualification.

Minister for Water, Property and Housing Melinda Pavey said these changes would improve water security for property owners and assist with reducing bushfire risk for coastal towns.

“The NSW Eastern

Seaboard has some of Australia’s richest soil, making it a producer’s dream with the production of dairy, beef cattle, macadamias, potatoes and tomatoes contributing billions to the NSW GDP,” Mrs Pavey said.

“For our farmers on the coast this is just common sense for our communities.

“The increase came after the NSW Government undertook a long overdue

review which included hydrological modelling and broad community consultation.

Member for Myall Lakes Stephen Bromhead said an increase in harvestable rights to 30 per cent means landholders can store more water for domestic and stock use and agriculture, allowing some farming operations to continue for longer, protecting local jobs and boosting local

economies.

“The change means many landholders in coastal catchments will be able to capture more water, while balancing the needs of the environment and downstream communities,” Mr Bromhead said.

infrastructure agencies and approved industry partners, providing Year 12 graduates with office-based rotations between government agencies, contractors and consultants.

Last year was the program’s first intake which received 2200 applications for 137 traineeship positions.

Minister for Skills and Tertiary Education Geoff Lee said that in addition to their practical work experience, trainees will receive free training from TAFE NSW in courses such as project management and procurement as well as First Aid and White Card accreditation funded by Training Services NSW. “This is an opportunity for school leavers to gain real world, practical skills so they are equipped for jobs and are part of the long-term economic prosperity in their local region,” Mr Lee said.

Applications for the 2022 intake are now open.

Big numbers expected on the roads in Regional NSW

RESIDENTS across the state are expected to travel in large numbers to all parts of regional NSW from 1 November with the further easing of COVID restrictions.

Transport for NSW Acting Deputy Secretary, Regional and Outer Metropolitan, Pete Allaway said people living in Greater Sydney and other parts of NSW have been living under stay-athome orders since the end of June 2021.

“The people of NSW have done so well to get fully vaccinated and we know many people are eager to get out and about,” Mr Allaway said.

“We expect people to hit the roads in droves from Monday 1 November and with that comes anticipated traffic delays on popular regional routes.

“We anticipate large traffic volumes and delays entering and leaving Sydney via the Hume Highway and Princes Highway to the south, Great Western Highway and Bells Line of Road to the west and Pacific Highway, M1 Pacific Motorway and Northconnex to the north.

Get moving to reduce your stroke risk this November

STROKE Foundation’s annual physical activity fundraiser Stride4Stroke kicked off on Monday, with participants in New South Wales encouraged to get moving any way they choose.

The month-long campaign easily accommodates all people of all ages and abilities and can be adapted to suit COVID-19 restrictions.

Stride4stroke participants set their own activity and fundraising goal and complete it within November.

The focus in 2021 is on increasing ‘moving minutes’ which is an accessible and achievable goal for everyone whether they are walking, running, cycling, doing online fitness classes or setting a movement target in stroke recovery.

Tree Temptation

WITH an uninterrupted water view adding tens of thousands of dollars to a property's value, many waterfront home owners are sorely tempted to cut down saplings or poison large trees.

This was the case in Nelson Bay some years back where huge blackbutt trees suddenly died.

Council's reaction was to festoon the dead branches with ribbons of flags and to dump shipping containers in the reserve to discourage poisoning.

Recently, a suspected case of tree poisoning in Caswell Reserve at Mallabula saw a large angophora costata (smooth barked apple gum) die.

Report Recommends Increased Support for Councils to Protect Local Heritage COUNCILS could have more say in protecting NSW’s invaluable heritage and history under recommended changes to the State’s Heritage Act. Local Government NSW (LGNSW) President Linda Scott said a Parliamentary

Appeal for vehicle of interest

STRIKE force detectives have released an image of a similar vehicle of interest as they continue to investigate the shooting death of a woman in Stockton earlier this year.

Just after 8pm on Wednesday 9 June 2021, emergency services were called to a home on Queen Street, Stockton, following reports of a shooting.

A 61-year-old woman

answered her front door before she was

shot; she died at the scene and was later identified as Stacey Klimovitch.

Stacey’s 31-year-old daughter and eight-week-old grandchild were in the home at the time but did not see the shooter.

IN the past tourism businesses have endured long waits and had to jump through hoops to get a White on Brown Destination signpost on the highway, but that is now about to end.

A new digital onestop-shop has streamlined the process for tourism businesses and councils to apply for white on brown tourism attraction signs,

creating more opportunities to showcase their destinations.

The Visitor Attraction Signposting Program, a partnership between Destination NSW and Transport for NSW, has been improved according to the guiding principles of the NSW Visitor Economy Strategy 2030 – putting the visitor first, leading with the State’s strengths, and accelerating digital innovation.

Deputy Premier and Minister for Regional Transport and Roads Paul Toole said visibility was key to creating a seamless visitor experience in regional NSW. “Once visitors arrive in a regional town, or even on their way there, they are much more likely to enjoy their experience if landmarks and attractions are located easily and safely,” Mr Toole said.

“These signs are about

encouraging people off the highway to explore some of the best the bush has to offer.”

NNSWF to implement governance review NORTHERN NSW Football will implement a comprehensive review into the effectiveness and efficiency of the governance and administration structures which underpin the game in northern NSW. The NNSWF Board met on Wednesday 27 October and determined to charge Chief Executive Officer David Eland with the responsibility of executing the review.

The review responds to the governing body’s strategic priority to lead change

and improve governance throughout football to gain efficiencies which make the game better and more accessible.

It will also address Principle VII of Football Australia’s XI Principles for the Future of Australian Football.

Principle VII identifies transitioning towards a modern, fit for purpose governance framework for football in line with global standards and best-practice sports governance in Australia as one of the key challenges

facing the game.

The review will include a robust, transparent stakeholder consultation roadmap, which in part will be facilitated by an experienced, independent change management consultant.

Member Zones, Standing Committees, clubs, coaches, referees, volunteers, players and employees will all get the chance to have their say and contribute towards the review.

NNSWF Chair Helene O’Neill said the review would

be genuine, transparent and for the benefit of the entire northern NSW football community.

The studio has all of their costumes ready and are waiting to be able to put on their annual concert in the hope that restrictions placed on schools by NSW Health will ease soon.

Miss Corynne said the students deserve to have something to look forward to after such a challenging past 18 months.

Over time, the roll will increase to job costings, and after experience expand to detail manufacturing drawings. The position will be operating from North Arm Cove, however you may have the ability to work from home after a certain competence level has been achieved, and a good work ethic has been displayed. The applicant will need to be able to display good levels of Mathematics and Science, as these help in design calculations. As well as HSC and unit 2 maths preferred.
